    In the Autumn of 1996, consumers and Members of Congress from the Northeast expressed concern about high prices for heating oil and historically low levels of inventories. Some Members of Congress advocated building a Federal inventory of heating oil as part of the Strategic Petroleum Reserve (SPR). Regional reserves are authorized as part of the SPR for import dependent regions by the Energy Policy and Conservation Act. In response, the Department of Energy (DOE) proposed a series of studies related to heating fuels, including a study of the desirability, feasibility, and cost of creating a Federal reserve containing distillate fuel. This report documents that study.

    US oil companies are complying with Saudi Arabia's and Indonesia's request by not revealing the companies' shares of oil reserves, adding to supply uncertainties and increasing the power of the producing countries. The information blackout reduces the reserve estimates filed by Exxon, Mobil, Standard Oil of California, and Texaco with the Securities and Exchange Commission, which plans to deal with the reporting problem on a case-by-case basis. Unless the companies decide the information can be disclosed to DOE's Financial Reporting System, a legal battle will ensue. A summary of reserve reports indicates a trend in declining production relative to new discoveries as well. (DCK)

    As part of ongoing research to provide quality improvements to heating oil, Mobil Oil together with Santa Fuel conducted a field trial to investigate the performance of a new premium heating oil. This premium heating oil contains an additive system designed to minimize sludge related problems in the fuel delivery system of residential home heating systems. The additive used was similar to others reported at this and earlier BNL conferences, but was further developed to enhance its performance in oil heat systems. The premium heating oil was bulk additized and delivered to a subset of the customer base. The performance of this premium heating oil is discussed.

    The Naval Petroleum and Oil Shale Reserves (NPOSR), created to provide a source of liquid fuels for the armed forces during national emergencies, were established by a series of Executive Orders between 1912 and 1924. Following the 1973 to 1974 Arab Oil Embargo, which demonstrated the Nation's vulnerability to oil supply interruptions, the Congress authorized and directed in 1974 that the Reserves be explored and developed to their full economic and productive potential. In October 1981, the President notified the Congress of his decision to extend production of the Naval Petroleum Reserves to April 6, 1985. That decision became final when the Congress did not exercise its authority to disapprove the action. With regard to the Naval Oil Shale Reserves (NOSRs), a program was initiated in 1977 to examine the resource for development and subsequent production should national defense requirements so dictate.

Estimates are presented for the following four categories of natural gas: total gas (wet after lease separation), its two major components (nonassociated and associated-dissolved gas), and total dry gas (wet gas adjusted for the removal of liquids at natural gas processing plants). In addition, two components of natural gas liquids, lease condensate and natural gas plant liquids, have their reserves and production reported separately.     Oil company mergers, sales of storage capacity, and slow sales reveal a decline in reserves and a loss of revenues despite the large revenues and profits due to deregulation. Mobil's bid for Marathon Oil and Conoco illustrate the rush for upstream crude-oil supplies. The takeover activity includes small and large companies alike in both the domestic and international markets. Stock-market analysts rate oil companies that are buying secure proven reserves as a good investment. The administration sees no antitrust problem in the mergers, although horizontal mergers receive close scrutiny. Congressional response has been only mildly critical of the oil companies, but a moratorium bill on future mergers could pass in 1982. (DCK)

The program is a joint effort between participating states and the Department of Energy (DOE), Energy Information Administration (EYE) to collect retail price data for heating oil and propane through phone surveys of 25 oil and 20 propane retailers in New Hampshire.     During fiscal year 1992, the reserves generated $473 million in revenues, a $181 million decrease from the fiscal year 1991 revenues, primarily due to significant decreases in oil and natural gas prices. Total costs were $200 million, resulting in net cash flow of $273 million, compared with $454 million in fiscal year 1991. From 1976 through fiscal year 1992, the Naval Petroleum and Oil Shale Reserves generated more than $15 billion in revenues and a net operating income after costs of $12.5 billion. In fiscal year 1992, production at the Naval Petroleum Reserves at maximum efficient rates yielded 26 million barrels of crude oil, 119 billion cubic feet of natural gas, and 164 million gallons of natural gas liquids. From April to November 1992, senior managers from the Naval Petroleum and Oil Shale Reserves held a series of three workshops in Boulder, Colorado, in order to build a comprehensive Strategic Plan as required by Secretary of Energy Notice 25A-91. Other highlights are presented for the following: Naval Petroleum Reserve No. 1--production achievements, crude oil shipments to the strategic petroleum reserve, horizontal drilling, shallow oil zone gas injection project, environment and safety, and vanpool program; Naval Petroleum Reserve No. 2--new management and operating contractor and exploration drilling; Naval Petroleum Reserve No. 3--steamflood; Naval Oil Shale Reserves--protection program; and Tiger Team environmental assessment of the Naval Petroleum and Oil Shale Reserves in Colorado, Utah, and Wyoming.
