    The vast number of wells and unique operating conditions in Alaska`s Prudhoe Bay field have presented many opportunities for those involved in remedial wellwork. Among the technologies that have either been pioneered, tested, or applied there, coiled tubing (CT) ranks as one of the most long lasting and widely used. This paper highlights the more recent applications of CT in the field. The paper begins with a brief overview of the Prudhoe Bay Unit`s (PBU) CT wellwork program and then follows with discussions on eight CT applications that have been developed or expanded in the last two years. Some are new technology and others are old techniques with a new design. Descriptions and procedures are given for each in addition to performance results thus far.

    This paper presents major changes in coiled-tubing squeeze-cementing techniques used in the Prudhoe Bay Unit Western Operating Area (PBUWOA). Changes include introduction of a polymer diluent to replace borax contamination, increased differential pressures placed on squeeze and coil, reduced cement volumes, and incorporation of an inflow test and resqueeze procedure. These changes resulted in increased squeeze effectiveness by reducing equipment and engineering time requirements and by shortening well shut-in time after the workover.

    The successful hydraulic fracturing program at Prudhoe Bay would not have been possible without an effective coiled-tubing-unit (CTU) cement-squeeze program. Many fracture stimulation candidates were wells that have been squeezed previously. Therefore, squeezed perforations were exposed to higher differential pressures during fracturing operations than normally were seen at Prudhoe. At the outset of the fracture stimulation program in 1990, squeeze perforations failed when subjected to fracture job pressures. It quickly became clear that more aggressive CTU squeeze techniques resulting in stronger squeezed perforations would be necessary if the Prudhoe fracture program were to achieve its goals. Arco Alaska Inc. implemented a more aggressive CTU squeeze program in the Eastern Operating Area (EOA) in mid-1990. This paper documents the results of the new squeeze program, in which increased surface coiled-tubing squeeze pressures from 1,500 to 3,500 psi for 1 hour were used. More resilient, acid-resistant latex cement also became the standard in late 1990 for squeeze cementing. Implementation of this program has resulted in a squeeze success rate approaching 90%.

    Interim results are presented from the project designed to characterize, quantify, and determine the commercial feasibility of Alaska North Slope (ANS) gas-hydrate and associated free-gas resources in the Prudhoe Bay Unit (PBU), Kuparuk River Unit (KRU), and Milne Point Unit (MPU) areas. This collaborative research will provide practical input to reservoir and economic models, determine the technical feasibility of gas hydrate production, and influence future exploration and field extension of this potential ANS resource. The large magnitude of unconventional in-place gas (40-100 TCF) and conventional ANS gas commercialization evaluation creates industry-DOE alignment to assess this potential resource. This region uniquely combines known gas hydrate presence and existing production infrastructure. Many technical, economical, environmental, and safety issues require resolution before enabling gas hydrate commercial production. Gas hydrate energy resource potential has been studied for nearly three decades. However, this knowledge has not been applied to practical ANS gas hydrate resource development. ANS gas hydrate and associated free gas reservoirs are being studied to determine reservoir extent, stratigraphy, structure, continuity, quality, variability, and geophysical and petrophysical property distribution. Phase 1 will characterize reservoirs, lead to recoverable reserve and commercial potential estimates, and define procedures for gas hydrate drilling, data acquisition, completion, and production. Phases 2 and 3 will integrate well, core, log, and long-term production test data from additional wells, if justified by results from prior phases. The project could lead to future ANS gas hydrate pilot development. This project will help solve technical and economic issues to enable government and industry to make informed decisions regarding future commercialization of unconventional gas-hydrate resources.

    The Victor Unit of the Ivishak Formation in the Prudhoe Bay Oilfield is characterized by high net-to-gross fluvial sandstones and conglomerates. The highest permeability is found within sets of cross-strata of open-framework conglomerate (OFC). They are preserved within unit bar deposits and assemblages of unit bar deposits within compound (braid) bar deposits. They are thief zones limiting enhanced oil recovery. We incorporate recent research that has quantified important attributes of their sedimentary architecture within preserved deposits. We use high-resolution models to demonstrate the fundamental aspects of their control on oil production rate, water breakthrough time, and spatial and temporal distribution of residual oil saturation. We found that when the pressure gradient is oriented perpendicular to the paleoflow direction, the total oil production and the water breakthrough time are larger, and remaining oil saturation is smaller, than when it is oriented parallel to paleoflow.     The overall objective of this project was to increase heavy oil reserves in slope and basin clastic (SBC) reservoirs through the application of advanced reservoir characterization and thermal production technologies. The project involved improving thermal recovery techniques in the Tar Zone of Fault Blocks II-A and V (Tar II-A and Tar V) of the Wilmington Field in Los Angeles County, near Long Beach, California. A primary objective has been to transfer technology that can be applied in other heavy oil formations of the Wilmington Field and other SBC reservoirs, including those under waterflood. The first budget period addressed several producibility problems in the Tar II-A and Tar V thermal recovery operations that are common in SBC reservoirs. A few of the advanced technologies developed include a three-dimensional (3-D) deterministic geologic model, a 3-D deterministic thermal reservoir simulation model to aid in reservoir management and subsequent post-steamflood development work, and a detailed study on the geochemical interactions between the steam and the formation rocks and fluids. State of the art operational work included drilling and performing a pilot steam injection and production project via four new horizontal wells (2 producers and 2 injectors), implementing a hot water alternating steam (WAS) drive pilot in the existing steamflood area to improve thermal efficiency, installing a 2400-foot insulated, subsurface harbor channel crossing to supply steam to an island location, testing a novel alkaline steam completion technique to control well sanding problems, and starting on an advanced reservoir management system through computer-aided access to production and geologic data to integrate reservoir characterization, engineering, monitoring, and evaluation. The second budget period phase (BP2) continued to implement state-of-the-art operational work to optimize thermal recovery processes, improve well drilling and completion practices, and evaluate the geomechanical characteristics of the producing formations. The objectives were to further improve reservoir characterization of the heterogeneous turbidite sands, test the proficiency of the three-dimensional geologic and thermal reservoir simulation models, identify the high permeability thief zones to reduce water breakthrough and cycling, and analyze the nonuniform distribution of the remaining oil in place. This work resulted in the redevelopment of the Tar II-A and Tar V post-steamflood projects by drilling several new wells and converting idle wells to improve injection sweep efficiency and more effectively drain the remaining oil reserves. Reservoir management work included reducing water cuts, maintaining or increasing oil production, and evaluating and minimizing further thermal-related formation compaction. The BP2 project utilized all the tools and knowledge gained throughout the DOE project to maximize recovery of the oil in place.

    For several years, the administration has proposed selling the government's ownership interest in the Naval Petroleum Reserves, arguing that it would help reduce the federal budget deficit. The administration's latest proposal calls for the sale of reserves in fiscal year 1990. DOE estimates that if the reserves are sold in 1990, proceeds would amount to about $3.4 billion. The Naval Petroleum Reserve at Elk Hills, California, is the largest of the reserves. This report has reviewed and analyzed the new reserve data and found that DOE's reserve estimates for Elk Hills are still neither accurate nor up-to-date.

    A hearing to consider two bills (S. 1744 and H.R. 3023) authorizing appropriations to operate the Naval Petroleum Reserve during fiscal 1982 brought testimony from officials of the Departments of Energy and Defense; from Chevron, USA; and from the Independent Refiners Association. Both bills authorize $228,463,000, of which $2.56 million will be available for the naval oil shale reserves and the remainder for the naval petroleum reserves. Chevron spokesmen noted that 8-11 months were required to reach full production at the Elk Hills site rather than the 60-90 days estimated by DOE, although both Chevron and the Independent Refiners Association of the west coast support the President's decision that it is in the national interest to continue the production of crude from naval petroleum reserves for the next three years.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    Class network routing is implemented in a network such as a computer network comprising a plurality of parallel compute processors at nodes thereof. Class network routing allows a compute processor to broadcast a message to a range (one or more) of other compute processors in the computer network, such as processors in a column or a row. Normally this type of operation requires a separate message to be sent to each processor. With class network routing pursuant to the invention, a single message is sufficient, which generally reduces the total number of messages in the network as well as the latency to do a broadcast. Class network routing is also applied to dense matrix inversion algorithms on distributed memory parallel supercomputers with hardware class function (multicast) capability. This is achieved by exploiting the fact that the communication patterns of dense matrix inversion can be served by hardware class functions, which results in faster execution times.

  19. Spinning Reserve From Responsive Loads

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads. Also, there is more financial reward for supplying spinning reserve than for supplying the other reserve services as a result of the higher spinning reserve prices. The LIPAedge program (LIPA's demand reduction program using Carrier ComfortChoice thermostats) provides an opportunity to test the use of responsive load for spinning reserve. With potentially 75 MW of spinning reserve capability already installed, this test program can also make an important contribution to the capacity needs of Long Island during the summer of 2003. Testing could also be done at ConEd ({approx}30 MW), SCE ({approx}15 MW), and/or SDG&E ({approx}15 MW). This paper is divided into six chapters. Chapter 2 discusses the contingency reserve ancillary services, their functions in supporting power system reliability, and their technical requirements. It also discusses the policy and tariff requirements and attempts to distinguish between ones that are genuinely necessary and ones that are artifacts of the technologies that were historically used to provide the services. Chapter 3 discusses how responsive load could provide contingency reserves (especially spinning reserve) for the power system. Chapter 4 specifically discusses the Carrier ComfortChoice responsive thermostat technology, the LIPAedge experience with that technology, and how the technology could be used to supply spinning reserve. Chapter 5 discusses a number of unresolved issues and suggests areas for further research. Chapter 6 offers conclusions and recommendations.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. On November 18, 1992, the Assistant Secretary for Fossil Energy selected DynMcDennott Petroleum Operations Company to provide management and operating services for the Strategic Petroleum Reserve for a period of 5 years commencing April 1, 1993. DynMcDermott will succeed Boeing Petroleum Services, Inc.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host a spinning reserve test. The Tennessee Valley Authority (TVA) supplied real-time metering and monitoring expertise to record total hotel load during both normal operations and testing. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. The load drop was very rapid, essentially as fast as the 2 second metering could detect.

    The Naval Petroleum and Oil Shale Reserves during FY 1980 deliver 59,993,213 bbl of crude oil and substantial quantities of natural gas, butane, propane and natural gasoline to the United States market. During September, Naval Petroleum Reserve oil was utilized to resume filling the Strategic Petroleum Reserve. During FY 1980, Naval Petroleum Reserve No. 1, Elk Hills, became the largest producing oil field in California and the second largest producing field in the United States. Production at the end of September was 165,000 bbl/d; production is expected to peak at about 190,000 bbl/d early in calender year 1982. Production from Naval Petroleum Reserves Nos. 2 and 3 in California and Wyoming, contributed 1,101,582 and 1,603,477 bbl of crude oil to the market, respectively. Enhanced oil recovery work has been inititated at Naval Petroleum Reserve no. 3. Total revenues from the Naval Petroleum Reserves during FY 1980 were 1.6 billion. The three Naval Oil Shale Reserves in Colorado and Utah have substantial potential. In addition to containing approximately 2.5 billion bbl recoverable shale oil. They probably contain significant quantities of conventional oil and gas.

    The Strategic Petroleum Reserve Data Acquisition System is a general purpose, digital data acquisition system designed for field use in the DOE's Strategic Petroleum Reserve testing and monitoring program. The system is computer driven, under the control of an operator. The system is designed to allow the operator to perform pre-test system configuration; test monitoring and control; and post test analysis.     A black hole spectrum is known to change from the hard state to the soft state when the energy spectral index $\\alpha$ ($F_E \\propto E^{-\\alpha}$) in, say, 2-20 keV range changes from $\\alpha \\sim 0.5$ to $\\sim 1.5$. However, this `classical' definition which characterizes black holes like Cyg X-1, becomes less useful for many objects such as GRS 1915+105 in which the spectral slope is seen to vary from one to the other in a matter of seconds and depending on whether or not winds form, the spectral slope also changes. The light curves and the colour-colour diagrams may look completely different on different days depending on the frequency and mode of switching from one spectral state to the other. Though RXTE observations have yielded wealth of information on such `variability classes' in GRS 1915+105, very rarely one has been able to observe how the object goes from one class to the other. In the present review, we discuss possible origins of the class transition and present several examples of such transitions. In this context, we use mostly the results of the Indian X-ray Astronomy Experiment (IXAE) which observed GRS 1915+105 more regularly.

    Chicle latex has been extracted from the forests of northern Guatemala for over 100 years and is a key element in the extractive reserve component of the Maya Biosphere Reserve. The carrying capacity of the reserve for chicle extraction can be estimated from a model incorporating ecological data (such as latex yields per tree and population structure of chicle trees, Manilkara zapota, Sapot.) with socio-ecological and political information concerning camp and chicle resource availability, harvester tapping behavior, and historical and present-day institutional organization. I estimate that chicle harvestors currently utilize and area larger than the multiple use zone of the reserve in a unsustainable manner. Simple reduction of harvestors numbers will not ensure sustainability; institutional reforms are also in order. Extractive reserves can play an important role in preserving tropical forests. However, their effectiveness is highly dependent on prevailing ecological, socio-economic, and political conditions. Wise planning and management of extractive reserves demands an understanding of the system`s carrying capacity. In addition, a strong institutional foundation is necessary to assure effective monitoring and enforcement of harvesting regulations.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

    Many scientific applications need support from a communication infrastructure that provides predictable performance, which requires effective algorithms for bandwidth reservations. Network reservation systems such as ESnet's OSCARS, establish guaranteed bandwidth of secure virtual circuits for a certain bandwidth and length of time. However, users currently cannot inquire about bandwidth availability, nor have alternative suggestions when reservation requests fail. In general, the number of reservation options is exponential with the number of nodes n, and current reservation commitments. We present a novel approach for path finding in time-dependent networks taking advantage of user-provided parameters of total volume and time constraints, which produces options for earliest completion and shortest duration. The theoretical complexity is only O(n2r2) in the worst-case, where r is the number of reservations in the desired time interval. We have implemented our algorithm and developed efficient methodologies for incorporation into network reservation frameworks. Performance measurements confirm the theoretical predictions.

    This draft radiological performance assessment (PA) for the proposed Class L-II Disposal Facility (CIIDF) on the Oak Ridge Reservation (ORR) has been prepared to demonstrate compliance with the requirements of the US Department of Energy Order 5820.2A. This PA considers the disposal of low-level radioactive wastes (LLW) over the operating life of the facility and the long-term performance of the facility in providing protection to public health and the environment. The performance objectives contained in the order require that the facility be managed to accomplish the following: (1) Protect public health and safety in accordance with standards specified in environmental health orders and other DOE orders. (2) Ensure that external exposure to the waste and concentrations of radioactive material that may be released into surface water, groundwater, soil, plants, and animals results in an effective dose equivalent (EDE) that does not exceed 25 mrem/year to a member of the public. Releases to the atmosphere shall meet the requirements of 40 CFR Pt. 61. Reasonable effort should be made to maintain releases of radioactivity in effluents to the general environment as low as reasonably achievable. (1) Ensure that the committed EDEs received by individual who inadvertently may intrude into the facility after the loss of active institutional control (100 years) will not exceed 100 mrem/year for continuous exposure of 500 mrem for a single acute exposure. (4) Protect groundwater resources, consistent with federal, state, and local requirements.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available to respond to system contingencies and random variation in demand. Demand response and energy storage, may provide these services at lower cost to conventional generators. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services. These reserve products were evaluated in a utility system in the western United States, considering different system characteristics, renewable energy penetration, and several other sensitivities.

    The Department of Energy (DOE) and our contractors strive to provide our stakeholders a comprehensive understanding of the consequences of DOE operations past and present. Toward this end a far-reaching multimillion-dollar annual monitoring and surveillance program collects and analyzes tens of thousands of air, surface and groundwater, soil, mud, plant, and animal samples. This effort represents the work of many dedicated environmental scientists who carry out these extensive programs and work hard to protect and enhance the environment. We publish the results in a detailed Annual Site Environmental Report (ASER), and a separate Data Volume for those who wish to see the supporting data. These documents present all the facts and figures, but are highly technical and not easily understood, and it's essential we provide a summary document simple to read and understand. So each year I team with Karns High School and ask students to write an Annual Site Environmental Report Summary that will be both informative and enjoyable to read. These environmental documents are perhaps the most important DOE reports because they explain the environmental monitoring programs and show the consequences of our operations in great detail to our legislatures, stakeholders, and the public. This ASER summary is written for you, the public, our most important stakeholder, with the hope that you find it comprehensible and of value in gaining an accurate understanding of the Oak Ridge Reservation.     This book has eleven chapters. Chapter one describes all types of natural class of intervals and the arithmetic operations on them. Chapter two introduces the semigroup of natural class of intervals using R or Zn and study the properties associated with them. Chapter three studies the notion of rings constructed using the natural class of intervals. Matrix theory using the special class of intervals is analyzed in chapter four of this book. Chapter five deals with polynomials using interval coefficients. New types of rings of natural intervals are introduced and studied in chapter six. The notion of vector space using natural class of intervals is built in chapter seven. In chapter eight fuzzy natural class of intervals are introduced and algebraic structures on them is built and described. Algebraic structures using natural class of neutrosophic intervals are developed in chapter nine.Chapter ten suggests some possible applications. The final chapter proposes over 200 problems of which some are at research level and some difficult and others are simple.

    This two-volume report, the Oak Ridge Reservation Environmental Report for 1989, is the nineteenth in an annual series that began in 1971. It reports the results of a comprehensive, year-round program to monitor the impact of operations at the three major US Department of Energy (DOE) production and research installations in Oak Ridge on the immediate areas' and surrounding region's groundwater and surface waters, soil, air quality, vegetation and wildlife, and through these multiple and varied pathways, the resident human population. Information is presented for the environmental monitoring Quality Assurance (QA) Program, audits and reviews, waste management activities, land special environmental studies. Data are included for the Oak Ridge Y-12 Plant, Oak Ridge National Laboratory (ORNL), and Oak Ridge Gaseous Diffusion Plant (ORGDP). Volume 1 presents narratives, summaries, and conclusions based on environmental monitoring at the three DOE installations and in the surrounding environs during calendar year (CY) 1989. Volume 1 is intended to be a stand-alone'' report about the Oak Ridge Reservation (ORR) for the reader who does not want an in-depth review of 1989 data. Volume 2 presents the detailed data from which these conclusions have been drawn and should be used in conjunction with Volume 1.

Estimates are presented for the following four categories of natural gas: total gas (wet after lease separation), its two major components (nonassociated and associated-dissolved gas), and total dry gas (wet gas adjusted for the removal of liquids at natural gas processing plants). The ORR was established in the early 1940s as part of the Manhattan Project, a secret undertaking that produced materials for the first atomic bombs. The reservation’s role has evolved over the years, and it continues to adapt to meet the changing defense, energy, and research needs of the United States. Both the work carried out for the war effort and subsequent research, development, and production activities have involved, and continue to involve, the use of radiological and hazardous materials.     Under existing legislation, every 3 years the President must decide whether to shut-in or continue production of the Naval Petroleum Reserve No. 1 (NPR-1) oil field at Elk Hills, California. The current authorization for production expires on April 5, 1985. GAO discusses the geologic, budgetary, local economic, and national security implications of three production alternatives for NPR-1: continued production, shut-in, and partial shut in. In addition, GAO discusses the advantages and disadvantages of establishing a Defense Petroleum Reserve, a crude oil reserve for the military, using part of the revenues from continued production at NPR-1 to fund it. During the course of its review, GAO found that production rates at Elk Hills may be too high, causing problems within the reserve that could decrease ultimate recovery of oil by about 139 million barrels. The Department of Energy plans to analyze this situation and, if need be, adjust the rate. 2 figures, 2 tables.

    The Ft. Mojave tribe, whose reservation is located along the Colorado River in the states of Arizona, California, and Nevada near the point where all three states meet, has a need for increased energy supplies. This need is a direct result of the aggressive and successful economic development projects undertaken by the tribe in the last decade. While it is possible to contract for additional energy supplies from fossil fuel sources it was the desire of the tribal power company, AHA MACAV Power Service (AMPS) to investigate the feasibility and desirability of producing power from renewable sources as an alternative to increased purchase of fossil fuel generated power and as a possible enterprise to export green power. Renewable energy generated on the reservation would serve to reduce the energy dependence of the tribal enterprises on off reservation sources of energy and if produced in excess of reservation needs, add a new enterprise to the current mix of economic activities on the reservation. Renewable energy development would also demonstrate the tribe’s support for improving environmental quality, sustainability, and energy independence both on the reservation and for the larger community.

    We study vacuum domain walls in a class of four-dimensional [ital N]=1 supergravity theories where along with the matter field, forming the wall, there is more than one dilaton,'' each respecting SU(1,1) symmetry in their subsector. We find [ital supersymmetric] (planar, static) walls, interpolating between a Minkowski vacuum and a new class of supersymmetric vacua which have a naked (planar) singularity. Although such walls correspond to idealized configurations, i.e., they correspond to planar configurations of infinite extent, they provide the first example of supersymmetric classical solitons with naked singularities.

    We give a formula expressing the second Chern class c{sub 2}(E) in terms of trivializations of a rank two vector bundle E at scheme points of a surface X over a field. To do this, starting with these trivializations, we construct a cocycle in the adelic complex associated with the sheaf K{sub 2}(O{sub X}). Furthermore we prove that the Severi formula for the second Chern class is obtained as a special case of the formula constructed in this work. Bibliography: 10 titles.

The primary objective of this report is to summarize all information collected for the previous calendar year regarding effluent monitoring, environmental surveillance, and estimates of radiation and chemical dose to the surrounding population.     For nearly 20 years, biosphere reserves have offered a unique framework for building the knowledge, skills, and attitudes required for conservation and sustainable use of ecosystems. The 12 case studies in this volume chronicle many of the cooperative efforts to implement the biosphere reserve concept in the United States. Considered together, these efforts involve more than 20 types of protected areas, and the participation of all levels of government, and many private organizations, academic institutions, citizens groups, and individuals. Biosphere reserves are multi-purpose areas that are nominated by the national committee of the Man and the Biosphere Program (MAB) and designated by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to serve as demonstration areas for cooperation in building harmonious relationships between human activities and the conservation of ecosystems and biological diversity. Each biosphere reserve exemplifies the characteristic ecosystems of one of the worlds biogeographical regions. It is a land or coas%arine area involving human communities as integral components and including resources managed for objectives ranging from complete protection to intensive, yet sustainable development. A biosphere reserve is envisioned as a regional ''landscape for learning'' in which monitoring, research, education, and training are encouraged to support sustainable conservation of natural and managed ecosystems. It is a framework for regional cooperation involving government decisionmakers, scientists, resource managers, private organizations and local people (i.e., the biosphere reserve ''stakeholders''). Finally, each biosphere reserve is part of a global network for sharing information and experience to help address complex problems of conservation and development. The 12 case studies presented in this report represent only a few of the possible evolutions of a biosphere reserve in its efforts to reach out to the local and regional community. As you have read, some have had great success, while others consider their successes almost negligible. All document tremendous effort from many people to improve the communication among landowners, land managers, scientists, and any others interested in the health and well-being of the natural and human environment of the biosphere reserve.

    The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

    Nigeria produces a very high quality, light, sweet crude oil but with a large percentage of associated gas derived from a high gas-to-oil ratio. Official proved gas reserves, both associated and nonassociated, are 120 tcf. Proved and probable reserves are estimated as high as 300 tcf. The internal market for gas has only begun to develop since the 1980s, and as a result approximately 77% of associated gas production is flared. Domestic gas consumption is currently approximately 700 MMcfd and is projected to have a medium term potential of 1.450 bcfd. The article discusses resource development, gas markets, gas flaring, gas use programs, the Bonny LNG scheme, the gas reserve base, LNG project status, competition, and energy opportunities.

The assessment was comprehensive, encompassing environmental, safety, and health (ES H), and quality assurance (OA) disciplines; site remediation; facilities management; and waste management operations. Compliance with applicable Federal, State of California, and local regulations; applicable DOE Orders; best management practices; and internal NPRC requirements was assessed. In addition, an evaluation of the adequacy and effectiveness of DOE/NPRC, CUSA, and BPOI management of the ES H/QA programs was conducted.

    Legislation authorizing production from two Naval Petroleum Reserves, i.e., NPR-1 (Elk Hills, California) and NPR-3 (Teapot Dome, Wyoming), expires in 1982. This paper presents an assessment of the trade-offs of extending production or returning to a shut-in status. Strategic, economic, and energy factors at the national, regional, and local levels are considered. The results of the study indicate that the only major local impact of shut-in will be on small refineries near NPR-1. At the national level, shut-in increases the size of the national petroleum reserve system. However, economic losses as measured by changes in the present value of real GNP also occur. The estimate of the increase in the size of the national petroleum reserve with shut-in of the NPRs was found to be most sensitive to the assumed length of future import interruptions.

    This report summarizes the work performed in developing a framework for the prioritization of cavern access wells for remediation and monitoring at the Big Hill Strategic Petroleum Reserve site. This framework was then applied to all 28 wells at the Big Hill site with each well receiving a grade for remediation and monitoring. Numerous factors affecting well integrity were incorporated into the grading framework including casing survey results, cavern pressure history, results from geomechanical simulations, and site geologic factors. The framework was developed in a way as to be applicable to all four of the Strategic Petroleum Reserve sites.

    Frequency responsive reserve is the autonomous response of generators and demand response to deviations of system frequency, usually as a result of the instantaneous outage of a large supplier. Frequency responsive reserve arrests the frequency decline resulting in the stabilization of system frequency, and avoids the triggering of under-frequency load-shedding or the reaching of unstable frequencies that could ultimately lead to system blackouts. It is a crucial service required to maintain a reliable and secure power system. Regions with restructured electricity markets have historically had a lack of incentives for frequency responsive reserve because generators inherently provided the response and on large interconnected systems, more than sufficient response has been available. This may not be the case in future systems due to new technologies and declining response. This paper discusses the issues that can occur without proper incentives and even disincentives, and proposes alternatives to introduce incentives for resources to provide frequency responsive reserve to ensure an efficient and reliable power system.

The results summarized in this report are based on the data collected during calendar year (CY) 1993 and compiled in; Environmental Monitoring in the Oak Ridge Reservation: CY 1993 Results. Annual environmental monitoring on the ORR consists of two major activities: effluent monitoring and environmental surveillance. Effluent monitoring is the collection and analysis of samples or measurements of liquid, gaseous, or airborne effluents for the purpose of characterizing and quantifying contaminants and process stream characteristics, assessing radiation and chemical exposures to members of the public, and demonstrating compliance with applicable standards. Environmental surveillance is the collection and analysis of samples of air, water, soil, foodstuffs, biota, and other media from DOE sites and their environs and the measurement of external radiation for purposes of demonstrating compliance with applicable standards, assessing radiation and chemical exposures to members of the public, and assessing effects, if any, on the local environment.

    FU Orionis stars (FUors) are eruptive pre-main sequence objects thought to represent quasi-periodic or recurring stages of enhanced accretion during the low-mass star-forming process. We characterize the sample of known and candidate FUors in a homogeneous and consistent way, deriving stellar and circumstellar parameters for each object. We emphasize the analysis in those parameters that are supposed to vary during the FUor stage. We modeled the spectral energy distributions of 24 of the 26 currently known FUors, using the radiative transfer code of Whitney et al. We compare our models with those obtained by Robitaille et al. for Taurus class II and I sources in quiescence periods by calculating the cumulative distribution of the different parameters. FUors have more massive disks: we find that ?80% of the disks in FUors are more massive than any Taurus class II and I sources in the sample. Median values for the disk mass accretion rates are ?10{sup –7} M {sub ?} yr{sup –1} versus ?10{sup –5} M {sub ?} yr{sup –1} for standard young stellar objects (YSOs) and FUors, respectively. While the distributions of envelope mass accretion rates for class I FUors and standard class I objects are similar, FUors, on average, have higher envelope mass accretion rates than standard class II and class I sources. Most FUors (?70%) have envelope mass accretion rates above 10{sup –7} M {sub ?} yr{sup –1}. In contrast, 60% of the classical YSO sample has an accretion rate below this value. Our results support the current scenario in which changes experimented by the circumstellar disk explain the observed properties of these stars. However, the increase in the disk mass accretion rate is smaller than theoretically predicted, although in good agreement with previous determinations.

    The Oak Ridge Reservation (ORR) consists of three major government-owned, contractor-operated facilities: the Y-12 National Security Complex, Oak Ridge National Laboratory, and East Tennessee Technology Park. The ORR was established in the early 1940s as part of the Manhattan Project, a secret undertaking that produced materials for the first atomic bombs. The reservation’s role has evolved over the years, and it continues to adapt to meet the changing defense, energy, and research needs of the United States. Both the work carried out for the war effort and subsequent research, development, and production activities have involved, and continue to involve, the use of radiological and hazardous materials. The Oak Ridge Reservation Annual Site Environmental Report and supporting data are available at http://www.ornl.gov/sci/env_rpt or from the project director. This document is prepared annually to summarize environmental activities, primarily environmental monitoring activities, on the Oak Ridge Reservation (ORR) and within the ORR surroundings. The document fulfills the requirement of Department of Energy (DOE) Order 231.1A, Environment, Safety and Health Reporting, for an annual summary of environmental data to characterize environmental performance. The environmental monitoring criteria are described in DOE Order 450.1A, Environmental Protection Program. The results summarized in this report are based on data collected prior to and through 2008. This report is not intended to provide the results of all sampling on the ORR. Additional data collected for other site and regulatory purposes, such as environmental restoration/remedial investigation reports, waste management characterization sampling data, and environmental permit compliance data, are presented in other documents that have been prepared in accordance with applicable DOE guidance and/or laws and are referenced herein as appropriate. Corrections to the report for the previous year are found in Appendix A.     We present a simultaneous single-dish survey of 22 GHz water maser and 44 GHz and 95 GHz class I methanol masers toward 77 6.7 GHz class II methanol maser sources, which were selected from the Arecibo methanol maser Galactic plane survey (AMGPS) catalog.Water maser emission is detected in 39 (51%) sources, of which 15 are new detections. Methanol maser emission at 44 GHz and 95 GHz is found in 25 (32%) and 19 (25%) sources, of which 21 and 13 sources are newly detected, respectively. We find 4 high-velocity (> 30 km/s) water maser sources, including 3 dominant blue- or redshifted outflows.The 95 GHz masers always appear with the 44 GHz maser emission. They are strongly correlated with 44 GHz masers in velocity, flux density, and luminosity, while they are not correlated with either water or 6.7 GHz class II methanol masers.   19. Aquatic Natural Areas Analysis and Evaluation: Oak Ridge Reservation

    This report presents an assessment of the natural area value of eight Aquatic Natural Areas (ANAs) and seven Aquatic Reference Areas (ARAs) on the Oak Ridge Reservation (ORR) in Anderson and Roane Counties in east Tennessee. It follows a previous study in 2009 that analyzed and evaluated terrestrial natural areas on the Reservation. The purpose of both studies was to evaluate and rank those specially designated areas on the Reservation that contain sensitive species, special habitats, and natural area value. Natural areas receive special protections through established statutes, regulations, and policies. The ORR contains 33,542 acres (13,574 ha) administered by the Department of Energy. The surface waters of the Reservation range from 1st-order to 5th-order streams, but the majority of the streams recognized as ANAs and ARAs are 1st- and 2nd-order streams. East Fork Poplar Creek is a 4th-order stream and the largest watershed that drains Reservation lands. All the waters of the Reservation eventually reach the Clinch River on the southern and western boundaries of the ORR. All available information was collected, synthesized, and evaluated. Field observations were made to support and supplement the available information. Geographic information system mapping techniques were used to develop several quantitative attributes about the study areas. Narrative descriptions of each ANA and ARA and tables of numerical data were prepared. Criteria for assessment and evaluation were developed, and eight categories of factors were devised to produce a ranking system. The evaluation factors used in the ranking system were: (A) size of area, (B) percentage of watershed protected, (C) taxa present with protected status, (D) overall biotic diversity, (E) stream features, (F) water quality and use support ratings, (G) disturbance regime, and (H) other factors. Each factor was evaluated on a 5-point ranking scale (0-4), and each area received a composite score, where 32 was the maximum score possible. A highly ranked ANA or ARA is one that is large in size compared to other areas, includes a greater proportion of the watershed within Reservation boundaries, contains a number of status taxa at high densities, exhibits a high overall biodiversity, has very good or excellent habitat and water quality, is well protected and isolated from disturbances, and shows several other characteristics that contribute to natural area value. In this report, the term 'natural area' is loosely defined as a terrestrial or aquatic system that exhibits, or is thought to exhibit, high natural integrity and other significant natural values. The purpose of the present study is to evaluate and rank the currently recognized Aquatic Natural Areas (ANAs) and Aquatic Reference Areas (ARAs) on the Oak Ridge Reservation (ORR) for their natural area value. A previous study (Baranski 2009) analyzed, evaluated, and ranked terrestrial areas (Natural Areas [NAs], Reference Areas [RAs], and Cooperative Management Areas [CMAs]) on the ORR for natural area value, and a precise methodology for natural area evaluation was developed. The present study is intended to be a complement and companion to the terrestrial area study and attempts to employ a similar methodology for aquatic areas so that aquatic and terrestrial areas can be compared on a similar scale. This study specifically develops criteria for assessing the ecological, biodiversity, and natural area importance and significance of aquatic systems on the Reservation in a relevant and consistent manner. The information can be integrated into the Tennessee Natural Heritage Program (http://tn.gov/environment/na/nhp.shtml) system and applied to potential new aquatic areas. Further, the information will be useful in planning, management, and protection efforts on the ORR.

  20. Natural Areas Analysis and Evaluation: Oak Ridge Reservation

    EXECUTIVE SUMMARY The Oak Ridge Reservation, encompassing 33,639 acres in the Valley and Ridge Physiographic Province of East Tennessee, has long been known for its unfragmented forests and high biodiversity. Many areas on the Reservation have been recognized as important natural areas, but no comprehensive treatment has been performed to evaluate the relative significance and importance of these areas compared to each other. The present study was conducted to develop a set of guidelines for evaluating the natural value of specific areas, to evaluate all the terrestrial areas that are currently delineated, and to rank all areas according to their relative biodiversity importance. All available data, reports and site-specific information relevant to Reservation lands, including Tennessee Division of Natural Areas database information, were evaluated and field work was conducted. Methodologies and criteria for assessment and evaluation of areas were developed; categories of criteria were devised; and a ranking system for evaluation of natural areas was produced. There were 70 areas evaluated during the study. The system is flexible, dynamic and easily revised to reflect updated and new information and interpretations. Eight categories of evaluation factors were established and used to characterize each site. These were the following: size of area, number or status taxa present, number of Endangered and Threatened taxa present, rarity of the Endangered and Threatened taxa on the Reservation, community diversity, site integrity and quality, disturbance and threat levels, and other significant features and factors. Each category generally consisted of a 5-point ranking scale from 0-4, allowing for a possible composite score of 32, with higher ranked, more important, sites attaining higher scores. Highly ranked sites are representative of regional natural diversity; contain outstanding natural features, communities or geology and/or very rare taxa or other elements; are relatively large in size with mature or old-growth community composition; lack current disturbance factors or potential threats and disturbances; are in excellent condition with good buffers; are places where ecological and evolutionary processes can occur relatively unaffected by humans; and can be reasonably defended and maintained as natural areas in an undeveloped condition. Highly ranked sites are the most significant and should receive the greatest protections. Composite scores of the ranked areas ranged from 1-25.5, with a mean score of 12. The ranked areas were divided into three Priority Groups. Group I, the most highly ranked group, included 20 sites and covered 5189 acres or 15.4% of Reservation lands; Group II included 31 sites and covered 4108 acres; Group III included 19 sites covering 400 acres of Reservation lands. All sites together comprise 9697 acres or 28.8% of Reservation lands. Six sites emerged as clearly the most significant natural areas on the Reservation. The study developed a number of recommendations that should be implemented in order to enhance and refine the natural areas data for the Reservation. There is a clear need for better and standardized ecological community classification and identification. Several areas are proposed for merger into larger units, and some new areas are proposed for inclusion and recognition in a natural areas system. Various gaps and discrepancies in the existing data are described and should be corrected. Other recommendations are made, including the development of a corollary system that can accommodate aquatic natural areas. The study relied primarily on the synthesis of information from many sources and from limited reconnaissance and direct observation during field work to produce a methodology for assessing natural area importance and assigning priorities for protection. Many instances of incomplete, missing or conflicting information made it difficult to complete thorough analysis. Further review and discussion among natural resources personnel will likely reveal possibilities for refinement and
