    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    Surface exploration techniques have been employed in separate study areas on the Fort Peck Reservation in northeastern Montana. Anomalies associated with hydrocarbon seepage are documented in all three areas and a variety of surface exploration techniques can be compared. In a small area with established production, Head Gas and Thermal Desorption methods best match production; other methods also map depletion. In a moderate-size area that has prospects defined by 3D seismic data, Head Gas along with Microbial, Iodine, and Eh soil anomalies are all associated with the best hydrocarbon prospect. In a large area that contains many curvilinear patterns observed on Landsat images, that could represent micro-seepage chimneys, results are inconclusive. Reconnaissance mapping using Magnetic Susceptibility has identified a potential prospect; subsequent Soil Gas and Head Gas surveys suggest hydrocarbon potential. In the final year of this project the principle contractor, the Fort Peck Tribes, completed a second survey in the Wicape 3D Seismic Prospect Area (also known as Area 6 in Phase I of the project) and sampled several Landsat image features contained in the Smoke Creek Aeromag Anomaly Area (also known as Area 1 in Phase II of the project). Methods determined to be most useful in Phases I and II, were employed in this final Phase III of the study. The Southwest Wicape seismic anomaly was only partially confirmed. The abundant curvilinears proposed to be possible hydrocarbon micro-seepage chimneys in the Smoke Creek Area were not conclusively verified as such. Insufficient sampling of background data precludes affirmative identification of these mostly topographic Landsat features as gas induced soil and vegetation anomalies. However relatively higher light gas concentrations were found associated with some of the curvilinears. Based on the findings of this work the Assiniboine & Sioux Tribes of the Fort Peck Reservation intend to utilize surface hydrocarbon exploration techniques for future identification and confirmation of oil and gas prospects.

    Subsurface data is being collected, organized, and a digital database is being prepared for the project. An ACCESS database and PC-Arcview will be used to manage and interpret the data. All of the four 30 X 60 geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Writing of the map explanations has begun. Field investigations were nearly completed during this quarter; only minor field checks remain. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent.

    Subsurface data continues to be collected, organized, and a digital database is being prepared for the project. An ACCESS database and PC-Arcview is being used to manage and interpret the data. Well data and base map data have been successfully imported into Arcview and customized to meet the needs of this project. Log tops and other data from about of the exploration wells in the area have been incorporated into the data base. All of the four 30? X 60? geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Formal technical review prior to publication has been completed for all the quadrangles; Billings, Bridger; Hardin, and Lodge Grass. Final GIS edits are being made before being forwarded to the Bureau?s Publications Department. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least four major westward-trending valley systems. All the channel localities have been measured and described in detail and paleocurrent data has been collected from all but one locality. In addition, two stratigraphic sections were measured in areas where channels are absent. One channel has bee traced over a distance of about 60 miles and exhibits definite paleostructural control. An abstract describing this channel has been submitted and accepted for presentation at the Williston Basin Symposium in October, 1998.

    The results of a first-stage evaluation of the overall feasibility of utilizing geothermal waters from the Madison aquifer in the vicinity of Poplar, Montana for space heating are reported. A preliminary assessment of the resource characteristics, a preliminary design and economic evaluation of a geothermal heating district and an analysis of environmental and institutional issues are included. Preliminary investigations were also made into possible additional uses of the geothermal resource, including ethanol production. The results of the resource analysis showed that the depth to the top of the Madison occurs at approximately 5,500 feet at Poplar, and the Madison Group is characterized by low average porosity (about 5 percent) and permeability (about 0.004 gal/day-ft), and by hot water production rates of a few tens of gallons per minute from intervals a few feet thick. The preliminary heating district system effort for the town of Poplar included design heat load estimates, a field development concept, and preliminary design of heat extraction and hot water distribution systems. The environmental analysis, based on current data, indicated that resource development is not expected to result in undue impacts. The institutional analysis concluded that a Tribal geothermal utility could be established, but no clear-cut procedure can be identified without a more comprehensive evaluation of legal and jurisdistional issues. The economic evaluation found that, if the current trend of rapidly increasing prices for fossil fuels continues, a geothermal heating district within Poplar could be a long-term, economically attractive alternative to current energy sources.

    Field investigation of the Kootenai valley-fill sandstones was begun in the first quarter. About one half of the outcrop belt was inventoried for occurrences of channel sandstone before heavy snows came to the area. Five exposures of valley-fill sandstone have been located, of these two are 15 meters (50 feet) or greater in thickness and have excellent porosity and permeability. These will be measured and studied in detail during the next field season (1997). No further field work was possible during the second and third quarters because of snow cover. Subsurface data is being collected, organized, and a digital database is being prepared for the project. Geographix petroleum software will probably be used to manage and manipulate the data. Regional subsurface cross sections are being constructed for correlation purposes. All of the four 30 X 60 geologic quadrangles, the Billings, Bridger, Hardin, and Lodge Grass, have been scanned to produce a digital surface geologic data base for the Crow Reservation. These maps are currently being proofed and edited for accuracy. A four-day oil and gas training seminar for Crow Tribal members was completed and was quite successful. The purpose was to enable tribal members and employees to understand and evaluate potential exploration prospects and offers that may result from the completion of this research project.

    U.S. emphasis on domestic energy independence, along with advances in knowledge of vast biogenically sourced coalbed methane reserves at relatively shallow sub-surface depths with the Powder River Basin, has resulted in rapid expansion of the coalbed methane industry in Wyoming and Montana. Techniques have recently been developed which constitute relatively efficient drilling and methane gas recovery and extraction techniques. However, this relatively efficient recovery requires aggressive reduction of hydrostatic pressure within water-saturated coal formations where the methane is trapped. Water removed from the coal formation during pumping is typically moderately saline and sodium-bicarbonate rich, and managed as an industrial waste product. Current approaches to coalbed methane product water management include: surface spreading on rangeland landscapes, managed irrigation of agricultural crop lands, direct discharge to ephermeral channels, permitted discharge of treated and untreated water to perennial streams, evaporation, subsurface injection at either shallow or deep depths. A Department of Energy-National Energy Technology Laboratory funded research award involved the investigation and assessment of: (1) phytoremediation as a water management technique for waste water produced in association with coalbed methane gas extraction; (2) feasibility of commercial-scale, low-impact industrial water treatment technologies for the reduction of salinity and sodicity in coalbed methane gas extraction by-product water; and (3) interactions of coalbed methane extraction by-product water with landscapes, vegetation, and water resources of the Powder River Basin. Prospective, greenhouse studies of salt tolerance and water use potential of indigenous, riparian vegetation species in saline-sodic environments confirmed the hypothesis that species such as Prairie cordgrass, Baltic rush, American bulrush, and Nuttall's alkaligrass will thrive in saline-sodic environments when water supplies sourced from coalbed methane extraction are plentiful. Constructed wetlands, planted to native, salt tolerant species demonstrated potential to utilize substantial volumes of coalbed methane product water, although plant community transitions to mono-culture and limited diversity communities is a likely consequence over time. Additionally, selected, cultured forage quality barley varieties and native plant species such as Quail bush, 4-wing saltbush, and seaside barley are capable of sustainable, high quality livestock forage production, when irrigated with coalbed methane product water sourced from the Powder River Basin. A consequence of long-term plant water use which was enumerated is elevated salinity and sodicity concentrations within soil and shallow alluvial groundwater into which coalbed methane product water might drain. The most significant conclusion of these investigations was the understanding that phytoremediation is not a viable, effective technique for management of coalbed methane product water under the present circumstances of produced water within the Powder River Basin. Phytoremediation is likely an effective approach to sodium and salt removal from salt-impaired sites after product water discharges are discontinued and site reclamation is desired. Coalbed methane product water of the Powder River Basin is most frequently impaired with respect to beneficial use quality by elevated sodicity, a water quality constituent which can cause swelling, slaking, and dispersion of smectite-dominated clay soils, such as commonly occurring within the Powder River Basin. To address this issue, a commercial-scale fluid-bed, cationic resin exchange treatment process and prototype operating treatment plant was developed and beta-tested by Drake Water Technologies under subcontract to this award.     The objective of this project was to increase the recoverable heavy oil reserves within sections of the Wilmington Oil Field, near Long Beach, California through the testing and application of advanced reservoir characterization and thermal production technologies. The successful application of these technologies would result in expanding their implementation throughout the Wilmington Field and, through technology transfer, to other slope and basin clastic (SBC) reservoirs.

    Project Objective: The overarching objective of the Montana Palladium Research Initiative is to perform scientific research on the properties and uses of palladium in the context of the U.S. Department of Energy'????????????????s Hydrogen, Fuel Cells and Infrastructure Technologies Program. The purpose of the research will be to explore possible palladium as an alternative to platinum in hydrogen-economy applications. To achieve this objective, the Initiatives activities will focus on several cutting-edge research approaches across a range of disciplines, including metallurgy, biomimetics, instrumentation development, and systems analysis. Background: Platinum-group elements (PGEs) play significant roles in processing hydrogen, an element that shows high potential to address this need in the U.S. and the world for inexpensive, reliable, clean energy. Platinum, however, is a very expensive component of current and planned systems, so less-expensive alternatives that have similar physical properties are being sought. To this end, several tasks have been defined under the rubric of the Montana Palladium Research Iniative. This broad swath of activities will allow progress on several fronts. The membrane-related activities of Task 1 employs state-of-the-art and leading-edge technologies to develop new, ceramic-substrate metallic membranes for the production of high-purity hydrogen, and develop techniques for the production of thin, defect-free platinum group element catalytic membranes for energy production and pollution control. The biomimetic work in Task 2 explores the use of substrate-attached hydrogen-producing enzymes and the encapsulation of palladium in virion-based protein coats to determine their utility for distributed hydrogen production. Task 3 work involves developing laser-induced breakdown spectroscopy (LIBS) as a real-time, in situ diagnostic technique to characterize PGEs nanoparticles for process monitoring and control. The systems engineering work in task 4 will determine how fuel cells ????????????????taken as systems behave over periods of time that should show how their reformers and other subsystems deteriorate with time.

    The overall objective of this project was to increase heavy oil reserves in slope and basin clastic (SBC) reservoirs through the application of advanced reservoir characterization and thermal production technologies. The project involved improving thermal recovery techniques in the Tar Zone of Fault Blocks II-A and V (Tar II-A and Tar V) of the Wilmington Field in Los Angeles County, near Long Beach, California. A primary objective has been to transfer technology that can be applied in other heavy oil formations of the Wilmington Field and other SBC reservoirs, including those under waterflood. The first budget period addressed several producibility problems in the Tar II-A and Tar V thermal recovery operations that are common in SBC reservoirs. A few of the advanced technologies developed include a three-dimensional (3-D) deterministic geologic model, a 3-D deterministic thermal reservoir simulation model to aid in reservoir management and subsequent post-steamflood development work, and a detailed study on the geochemical interactions between the steam and the formation rocks and fluids. State of the art operational work included drilling and performing a pilot steam injection and production project via four new horizontal wells (2 producers and 2 injectors), implementing a hot water alternating steam (WAS) drive pilot in the existing steamflood area to improve thermal efficiency, installing a 2400-foot insulated, subsurface harbor channel crossing to supply steam to an island location, testing a novel alkaline steam completion technique to control well sanding problems, and starting on an advanced reservoir management system through computer-aided access to production and geologic data to integrate reservoir characterization, engineering, monitoring, and evaluation. The second budget period phase (BP2) continued to implement state-of-the-art operational work to optimize thermal recovery processes, improve well drilling and completion practices, and evaluate the geomechanical characteristics of the producing formations. The objectives were to further improve reservoir characterization of the heterogeneous turbidite sands, test the proficiency of the three-dimensional geologic and thermal reservoir simulation models, identify the high permeability thief zones to reduce water breakthrough and cycling, and analyze the nonuniform distribution of the remaining oil in place. This work resulted in the redevelopment of the Tar II-A and Tar V post-steamflood projects by drilling several new wells and converting idle wells to improve injection sweep efficiency and more effectively drain the remaining oil reserves. Reservoir management work included reducing water cuts, maintaining or increasing oil production, and evaluating and minimizing further thermal-related formation compaction. The BP2 project utilized all the tools and knowledge gained throughout the DOE project to maximize recovery of the oil in place.

    Coalbed methane (CBM) development in the Powder River Basin (PRB) is currently one of the most active gas plays in the United States. Monthly production in 2002 reached about 26 BCF in the Wyoming portion of the basin. Coalbed methane reserves for the Wyoming portion of the basin are approximately 25 trillion cubic feet (TCF). Although coal beds in the Powder River Basin extend well into Montana, including the area of the Northern Cheyenne Indian Reservation, the only CBM development in Montana is the CX Field, operated by the Fidelity Exploration, near the Wyoming border. The Northern Cheyenne Reservation is located on the northwest flank of the PRB in Montana with a total land of 445,000 acres. The Reservation consists of five districts, Lame Deer, Busby, Ashland, Birney, and Muddy Cluster and has a population of 4,470 according to the 2000 Census. The CBM resource represents a significant potential asset to the Northern Cheyenne Indian Tribe. Methane gas in coal beds is trapped by hydrodynamic pressure. Because the production of CBM involves the dewatering of coalbed to allow the release of methane gas from the coal matrix, the relatively large volume of the co-produced water and its potential environmental impacts are the primary concerns for the Tribe. Presented in this report is a study conducted by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Montana Bureau of Mines and Geology (MBMG) in partnership with the Northern Cheyenne Tribe to assess the Tribes CBM resources and evaluate applicable water handling options. The project was supported by the U.S. Department of Energy (DOE) through the Native American Initiative of the National Petroleum Technology Office, under contract DEAC07- 99ID13727. Matching funds were granted by the MBMG in supporting the work of geologic study and mapping conducted at MBMG.

    A data base for the fluidized-bed gasification of different coals at elevated pressures has been developed at the Institute of Gas Technology (IGT) with different ranks of coal at pressures up to 450 psig and at temperatures dictated by the individual coals. Adequate data have been obtained to characterize the effect of pressure on the gasification of Montana Rosebud subbituminous coal and North Dakota lignite. The results obtained with Montana Rosebud subbituminous coal are presented here. This program was funded by the Gas Research Institute. 9 refs., 10 figs., 3 tabs.

    A Mineral resource survey was conducted in 1987 by the U.S. Geological Survey and the U.S. Bureau of Mines to evaluate mineral resources (known) and mineral resource potential (undiscovered) of the Sleeping Giant Wilderness Study Area (MT-075-111) in Lewis and Clark County, Montana. The only economic resource in the study area is an inferred 1.35-million-ton reserve of decorative stone (slate); a small gold placer resource is subeconomic. A high resource potential for decorative slate exists directly adjacent to the area of identified slate resource and in the northeastern part of the study area. The rest of the study area has a low potential for decorative slate. The westernmost part of the study area has a moderate resource potential for copper and associated silver in state-bound deposits in green beds and limestone; potential is low in the rest of the study are. The study area has a low resource potential for sapphires in placer deposits, gold in placer deposits (exclusive of subeconomic resource mentioned above), phosphate in the Spokane Formation, diatomite in lake deposits, uranium, oil, gas, geothermal energy, and no resource potential for phosphate in the Phosphoria Formation.

    The Montana Rivers Information System (MRIS) was initiated to assess the state`s fish, wildlife, and recreation value; and natural cultural, and geologic features. The MRIS is now a set of data bases containing part of the information in the Natural Heritage Program natural features and threatened and endangered species data bases and comprises of the Montana Interagency Stream Fisheries Database; the MDFWP Recreation Database; and the MDFWP Wildlife Geographic Information System. The purpose of this User`s Manual is to describe to the user how to maintain the MRIS database of their choice by updating, changing, deleting, and adding records using the edit/entry programs; and to provide to the user all information and instructions necessary to complete data entry into the MRIS databases.

    This document presents results of a study of avian use and mortality in and near a proposed wind resource area in southwestern Montana. Data collected in autumn 1995 through summer 1996 represented preconstruction condition; it was compiled, analyzed, and presented in a format such that comparison with post-construction data would be possible. The primary emphasis of the study was recording avian migration in and near the wind resource area using state-of-the-art marine surveillance radar. Avian use and mortality were investigated during the breeding season by employing traditional avian sampling methods, radiotelemetry, radar, and direct visual observation. 61 figs., 34 tabs.

    Integrated carbon‐to‐liquids technology (ICTL) incorporates three basic processes for the conversion of a wide range of feedstocks to distillate liquid fuels: (1) Direct Microcatalytic Coal Liquefaction (MCL) is coupled with biomass liquefaction via (2) Catalytic Hydrodeoxygenation and Isomerization (CHI) of fatty acid methyl esters (FAME) or trigylceride fatty acids (TGFA) to produce liquid fuels, with process derived (3) CO{sub 2} Capture and Utilization (CCU) via algae production and use in BioFertilizer for added terrestrial sequestration of CO{sub 2}, or as a feedstock for MCL and/or CHI. This novel approach enables synthetic fuels production while simultaneously meeting EISA 2007 Section 526 targets, minimizing land use and water consumption, and providing cost competitive fuels at current day petroleum prices. ICTL was demonstrated with Montana Crow sub‐bituminous coal in MCL pilot scale operations at the Energy and Environmental Research Center at the University of North Dakota (EERC), with related pilot scale CHI studies conducted at the University of Pittsburgh Applied Research Center (PARC). Coal‐Biomass to Liquid (CBTL) Fuel samples were evaluated at the US Air Force Research Labs (AFRL) in Dayton and greenhouse tests of algae based BioFertilizer conducted at Montana State University (MSU). Econometric modeling studies were also conducted on the use of algae based BioFertilizer in a wheat‐camelina crop rotation cycle. We find that the combined operation is not only able to help boost crop yields, but also to provide added crop yields and associated profits from TGFA (from crop production) for use an ICTL plant feedstock. This program demonstrated the overall viability of ICTL in pilot scale operations. Related work on the Life Cycle Assessment (LCA) of a Montana project indicated that CCU could be employed very effectively to reduce the overall carbon footprint of the MCL/CHI process. Plans are currently being made to conduct larger‐scale process demonstration studies of the CHI process in combination with CCU to generate synthetic jet and diesel fuels from algae and algae fertilized crops. Site assessment and project prefeasibility studies are planned with a major EPC firm to determine the overall viability of ICTL technology commercialization with Crow coal resources in south central Montana.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Western Environmental Technology Office (WETO) in Butte, Montana. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. WETO`s environmental technology research and testing activities focus on the recovery of useable resources from waste. Environmental technology development and commercialization activities will focus on mine cleanup, waste treatment, resource recovery, and water resource management. Since the site has no record of radioactive material use and no history of environmental contamination/remediation activities, DOE-EM can concentrate on performing developmental and demonstration activities without the demands of regulatory requirements and schedules. Thus, WETO will serve as a national resource for the development of new and innovative environmental technologies.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavy metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads. Also, there is more financial reward for supplying spinning reserve than for supplying the other reserve services as a result of the higher spinning reserve prices. The LIPAedge program (LIPA's demand reduction program using Carrier ComfortChoice thermostats) provides an opportunity to test the use of responsive load for spinning reserve. With potentially 75 MW of spinning reserve capability already installed, this test program can also make an important contribution to the capacity needs of Long Island during the summer of 2003. Testing could also be done at ConEd ({approx}30 MW), SCE ({approx}15 MW), and/or SDG&E ({approx}15 MW). This paper is divided into six chapters. Chapter 2 discusses the contingency reserve ancillary services, their functions in supporting power system reliability, and their technical requirements. It also discusses the policy and tariff requirements and attempts to distinguish between ones that are genuinely necessary and ones that are artifacts of the technologies that were historically used to provide the services. Chapter 3 discusses how responsive load could provide contingency reserves (especially spinning reserve) for the power system. Chapter 4 specifically discusses the Carrier ComfortChoice responsive thermostat technology, the LIPAedge experience with that technology, and how the technology could be used to supply spinning reserve. Chapter 5 discusses a number of unresolved issues and suggests areas for further research. Chapter 6 offers conclusions and recommendations.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the second quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current and projected storage capacity, analysis of existing or anticipated problems with the acquisition and storage of petroleum products, and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

    Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

    Class network routing is implemented in a network such as a computer network comprising a plurality of parallel compute processors at nodes thereof. Class network routing allows a compute processor to broadcast a message to a range (one or more) of other compute processors in the computer network, such as processors in a column or a row. Normally this type of operation requires a separate message to be sent to each processor. With class network routing pursuant to the invention, a single message is sufficient, which generally reduces the total number of messages in the network as well as the latency to do a broadcast. Class network routing is also applied to dense matrix inversion algorithms on distributed memory parallel supercomputers with hardware class function (multicast) capability. This is achieved by exploiting the fact that the communication patterns of dense matrix inversion can be served by hardware class functions, which results in faster execution times.

    During 1992 the Department continued planning activities for the expansion of the Strategic Petroleum Reserve to one billion barrels. A draft Environmental Impact Statement for the five candidate sites was completed in October 1992, and a series of public hearings was held during December 1992. Conceptual design engineering activities, life cycle cost estimates and geotechnical studies to support the technical requirements for an Strategic Petroleum Reserve Plan Amendment were essentially completed in December 1992. At the end of 1992, the Strategic Petroleum Reserve crude oil inventory was 574.7 million barrels and an additional 1.7 million barrels was in transit to the Reserve. During 1992 approximately 6.2 million barrels of crude oil were acquired for the Reserve. A Department of Energy Tiger Team Environmental, Safety and Health (ES&H) Assessment was conducted at the Strategic Petroleum Reserve from March 9 through April 10, 1992. In general, the Tiger Team found that Strategic Petroleum Reserve activities do not pose undue environmental, safety or health risks. The Strategic Petroleum Reserve`s Final Corrective Action Plan, prepared in response to the Tiger Team assessment, was submitted for Department approval in December 1992. On November 18, 1992, the Assistant Secretary for Fossil Energy selected DynMcDennott Petroleum Operations Company to provide management and operating services for the Strategic Petroleum Reserve for a period of 5 years commencing April 1, 1993. DynMcDermott will succeed Boeing Petroleum Services, Inc.
