    SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.

    There are two research projects in criticality safety at the University of Arizona: one in dynamic simulation of hypothetical criticality accidents in fissile solutions, and one in criticality benchmarks using transport theory. We have used the data from nuclear excursions in KEWB, CRAC, and SILENE to help in building models for solution excursions. An equation of state for liquids containing gas bubbles has been developed and coupled to point-reactor dynamics in an attempt to predict fission rate, yield, pressure, and kinetic energy. It appears that radiolytic gas is unimportant until after the first peak, but that it does strongly affect the shape of the subsequent power decrease and also the dynamic pressure.

    CityLab is a fully equipped biotechnology learning laboratory for high school students and teachers funded by the National Institutes of Health and located at the Boston University School of Medicine. The aim of CityLab is to provide access to state-of-the-art laboratory facilities and curriculum in biotechnology otherwise unavailable to most school systems. Teachers bring their classes to CityLab where they are challenged to solve problems by applying the same techniques and concepts of genetics and molecular biology. Each topic is presented in a mystery format. Some popular investigations include The Mystery of the Crooked Cell (sickle cell anemia), The Case of the Crown Jewels (DNA restrictions analysis), and Entangled in the Web (transformation). In addition to regular class visits, CityLab offers two after school enrichment activities, the Biotechnology Club and BioCity. The club provides eighty young people with the opportunity to work more extensively in the laboratory investigating topics such as genetic engineering, gene cloning, and AIDS. BioCity is a mock biotechnology company run by and for students. Since 1992, more than 2,000 high school students and 300 teachers have used CityLab.

    Research has demonstrated that many students and some teachers do not consistently apply the conservation of energy principle when analyzing mechanical scenarios. In observing elementary and secondary teachers engaged in learning activities that require tracking and conserving energy, we find that challenges to energy conservation often arise in dissipative scenarios in which kinetic energy transforms into thermal energy (e.g., a ball rolls to a stop). We find that teachers expect that when they can see the motion associated with kinetic energy, they should be able to perceive the warmth associated with thermal energy. Their expectations are violated when the warmth produced is imperceptible. In these cases, teachers reject the idea that the kinetic energy transforms to thermal energy. Our observations suggest that apparent difficulties with energy conservation may have their roots in a strong and productive association between forms of energy and their perceptible indicators.     The Faculty and Student Teams (FaST) Program, a cooperative effort between the US Department of Energy (DOE) Office of Science and the National Science Foundation (NSF), brings together collaborative research teams composed of a researcher at Brookhaven National Laboratory, and a faculty member with two or three undergraduate students from a college or university. Begun by the Department of Energy in 2000 with the primary goal of building research capacity at a faculty member's home institution, the FaST Program focuses its recruiting efforts on faculty from colleges and universities with limited research facilities and those institutions that serve populations under-represented in the fields of science, engineering and technology, particularly women and minorities. Once assembled, a FaST team spends a summer engaged in hands-on research working alongside a laboratory scientist. This intensely collaborative environment fosters sustainable relationships between the faulty members and BNL that allow faculty members and their BNL colleagues to submit joint proposals to federal agencies, publish papers in peer-reviewed journals, reform local curriculum, and develop new or expand existing research labs at their home institutions.

Advancing these applications will require an enhanced focus on the fundamental science of plasmonics in new and exotic regimes. This 2010 Gordon Conference on Plasmonics will focus on recent advances in fundamental and applied plasmonics. As with past conferences, this meeting will bring together top researchers and future leaders for substantial interactions between students, young speakers, and senior figures in the field. Participants should expect lively discussion during the sessions, intermingled with unstructured time where ideas move, collaborations form, and connections are made. Invited talks will cover a diverse range of topics, including active devices, coherence effects, metamaterials and cloaking, quantum optical phenomena, and plasmons in exotic media and in new wavelength regimes.     The Summer Research Internship Program is a new program that allows high school teachers to participate and assist scientific staff at national laboratories in specific research assignments. This participation allows the high school teachers to become familiar with new technology and have ``hands-on`` experience with experiments and equipment which utilize both mathematics and science skills. Teachers also have the opportunity to advance their new and well-developed software. This enlightenment and experience is brought back into their schools and classrooms in the hopes that their peers and students will realize the excitement that knowledge and education in the areas of mathematics and science can bring. The Safeguards, Safety and Nonproliferation Division of the Department of Advanced Technology at Brookhaven National Laboratory utilized five high school teachers during FY94 in various projects. The project assignments and internship activities are outlined in this paper.

Accomplishments include the following: (1) preparation of post-burn stratigraphic sections for the Hoe Creek III experiment, Underground Coal Gasification project; (2) preparation of miscellaneous stratigraphic sections in the Climax granite near the Spent Fuel Test, Nevada Test Site, for the Waste Isolation Project; (3) confirmation of the applicability of a new theory relating to subsidence (solid matrix movement); (4) experimental confirmation that organic groundwater contaminants produced during an underground coal gasification experiment can be removed by appropriate bacterial treatment; (5) development of data supporting the extension of the Greenville Fault Zone into the Northern Diablo Range (Alameda and Santa Clara Counties, California); (6) completion of a literature review on hazardous waste (current disposal technology, regulations, research needs); (7) preparation of a map showing levels of background seismic noise in the USSR; (8) demonstration of a correlation of explosion size with the P-wave magnitude of the seismic signal produced by the explosion; and (9) reduction of data showing the extent of ground motion resulting from subsidence in the vicinity of the Hoe Creek III experiment, Underground Coal Gasification Project.

    oak-B202--During the summer of 1999, 12 students from Rochester-area high schools participated in the Laboratory for Laser Energetics' Summer High School Research Program. The goal of this program is to excite a group of high school students about careers in the areas of science and technology by exposing them to research in a state-of-the-art environment. Too often, students are exposed to ''research'' only through classroom laboratories that have prescribed procedures and predictable results. In LLE's summer program, the students experience all of the trials, tribulations, and rewards of scientific research. By participating in research in a real environment, the students often become more enthusiastic about careers in science and technology. In addition, LLE gains from the contributions of the many highly talented students who are attracted to the program. The students spent most of their time working on their individual research projects with members of LLE's technical staff. The projects were related to current research activities at LLE and covered a broad range of areas of interest including laser modeling, diagnostic development, chemistry, liquid crystal devices, and opacity data visualization. The students, their high schools, their LLE supervisors and their project titles are listed in the table. Their written reports are collected in this volume. The students attended weekly seminars on technical topics associated with LLE's research. Topics this year included lasers, fusion, holography, optical materials, global warming, measurement errors, and scientific ethics. The students also received safety training, learned how to give scientific presentations, and were introduced to LLE's resources, especially the computational facilities. The program culminated with the High School Student Summer Research Symposium on 25 August at which the students presented the results of their research to an audience that included parents, teachers, and members of LIX. Each student spoke for approximately ten minutes and answered questions.

    The Materials Science and Technology (MST) Handbook was developed by Pacific Northwest National Laboratory, in Richland, Washington, under support from the U.S. Department of Energy. Many individuals have been involved in writing and reviewing materials for this project since it began at Richland High School in 1986, including contributions from educators at the Northwest Regional Education Laboratory, Central Washington University, the University of Washington, teachers from Northwest Schools, and science and education personnel at Pacific Northwest National Laboratory. Support for its development was also provided by the U.S. Department of Education. This introductory course combines the academic disciplines of chemistry, physics, and engineering to create a materials science and technology curriculum. The course covers the fundamentals of ceramics, glass, metals, polymers and composites. Designed to appeal to a broad range of students, the course combines hands-on activities, demonstrations and long term student project descriptions. The basic philosophy of the course is for students to observe, experiment, record, question, seek additional information, and, through creative and insightful thinking, solve problems related to materials science and technology. The MST Teacher Handbook contains a course description, philosophy, student learning objectives, and instructional approach and processes. Science and technology teachers can collaborate to build the course from their own interests, strengths, and experience while incorporating existing school and community resources. The course is intended to meet local educational requirements for technology, vocational and science education.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    The Coal Ash Resources Research Consortium{reg_sign} (CARRC{reg_sign}, pronounced 'cars') focuses on performing fundamental and applied scientific and engineering research emphasizing the environmentally safe, economical use of coal combustion by-products (CCBs). CARRC member organizations, which include utilities and marketers, are key to developing industry-driven research in the area of CCB utilization and ensuring its successful application. The U.S. Department of Energy is a partner in CARRC through the EERC Jointly Sponsored Research Program (JSRP), which provides matching funds for industrial member contributions and facilitates an increased level of effort in CARRC. CARRC tasks were designed to provide information on CCB performance, including environmental performance, engineering performance, favorable economics, and improved life cycle of products and projects. CARRC technical research tasks are developed based on member input and prioritization. CARRC special projects are developed with members and nonmembers to provide similar information and to support activities, including the assembly and interpretation of data, support for standards development and technology transfer, and facilitating product development and testing. CARRC activities from 1998 to 2007 included a range of research tasks, with primary work performed in laboratory tasks developed to answer specific questions or evaluate important fundamental properties of CCBs. CARRC topical reports were prepared on several completed tasks. Specific CARRC 1998B2007 accomplishments included: (1) Development of several ASTM International Standard Guides for CCB utilization applications. (2) Organization and presentation of training courses for CCB professionals and teachers. (3) Development of online resources including the Coal Ash Resource Center, Ash from Biomass in Coal (ABC) of cocombustion ash characteristics, and the Buyer's Guide to Coal-Ash Containing Products. In addition, development of expanded information on the environmental performance of CCBs in utilization settings included the following: (1) Development of information on physical properties and engineering performance for concrete, soil-ash blends, and other products. (2) Training of students through participation in CARRC research projects. (3) Participation in a variety of local, national, and international technical meetings, symposia, and conferences by presenting and publishing CCB-related papers.

    Business, industry, parks, nature settings, government infrastructure, and people, can be invaluable resources for connecting STEM curriculum within context which results in conditions ideal for promoting purposeful learning of authentic STEM content. Thus, community-based STEM resources offer ideal context for teaching STEM content. A benefit of focusing teacher attention on these contextual, content aligned resources is that they are in every community; making place-based STEM education a possibility, regardless of the location of STEM teaching and learning. Further, associating STEM teaching and learning with local resources addresses workforce development and the STEM pipeline by exposing students to STEM careers and applications in their local communities. The desire to align STEM teaching and learning with local STEM related resources guided the design of our week-long integrated STEM K-12 teacher professional development (PD) program, i-STEM. We have completed four years of our i-STEM PD program and have made place-based STEM a major emphasis of our curriculum. This report focuses on the data collected in the fourth year of our program. Our week-long i-STEM PD served over 425 educators last summer (2013), providing them with in depth theme-based integrated STEM short courses which were limited to an average of 15 participants and whole group plenary sessions focused around placed based integrated STEM, inquiry, engineering design, standards and practices of Common Core and 21st Century skills. This state wide PD was distributed in five Idaho community colleges and took place over two weeks. The STEM short courses included topics on engineering for sustainability, using engineering to spark interest in STEM, municipal water systems, health, agriculture, food safety, mining, forestry, energy, and others. Integral to these short courses were field trips designed to connect the K-12 educators to the resources in their local communities that could be leveraged for teaching integrated STEM and provide a relevant context for teaching STEM content. Workplace presentations made by place-based STEM experts and provided teachers field trips to place-base STEM industries and business such as manufacturing plants, waste water treatment systems, mines, nature parks, food processing plants, research, hospitals, and laboratory facilities. We researched the 425 participants’ conceptions of place-based STEM prior to and after their taking part in the summer institutes, which included fieldtrips. Our findings revealed substantial increase in our participants’ knowledge, interest, and plans to use place-based resources for teaching integrated STEM. We detail the data analysis and provide a theoretical foundation and justification for the importance of place-based STEM to address the STEM pipeline for the future workforce.

    The Service Academy Research Associates (SARA) program provides an opportunity for Midshipmen and Cadets from US Service Academies to participate in research at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratory for several weeks during the summer as part of their summer training assignments. During the summer of 2012, three Midshipmen were assigned to work with the XCP Division at LANL for approximately 5-6 weeks. As one of the nation's top national security science laboratories, LANL stretches across 36 square miles, has over 2,100 facilities, and employs over 9,000 individuals including a significant number of students and postdocs. LANL's mission is to 'apply science and technology to: ensure the safety, security, and reliability of the US nuclear deterrent, reduce global threats, and solve other emerging national security challenges.' While LANL officially operates under the US Department of Energy (DoE), fulfilling this mission requires mutual cooperation with the US Department of Defense (DoD) as well. LANL's high concentration of knowledge and experience provides interns a chance to perform research in many disciplines, and its connection with the DoD in both operation and personnel gives SARA students insight to career possibilities both during and after military service. SARA students have plenty of opportunity to enjoy hiking, camping, the Los Alamos YMCA, and many other outdoor activities in New Mexico while staying at the Buffalo Thunder Resort, located 20 miles east of the lab. XCP Division is the Computational Physics division of LANL's Weapons Department. Working with XCP Division requires individuals to be Q cleared by the DoE. This means it is significantly more convenient for SARA students to be assigned to XCP Division than their civilian counterparts as the DoD CNWDI clearance held by SARA students is easily transferred to the lab prior to the students arriving at the start of the summer. SARA students working with XCP Division were given a comprehensive introduction into nuclear engineering and physics, nuclear weapons, and radiation transport and detection via texts and lectures at various classification levels. Students also attended tours of several prominent facilities at LANL including TA-41 Ice House, TA-55 PF-4 plutonium facility, the Nicholas C. Metropolis Center for Modeling and Simulation, also known as the Secure Computing Center (SCC), and the Dual-Axis Radiological Hydro Test (DARHT) facility; in addition, SARA students accompanied by LANL staff traveled to Minot AFB in North Dakota for tours of the 5th Bomb Wing and 91st Missile Wing facilities. Students participated in a week long class on the Monte Carlo N Particle (MCNP) code to supplement their understanding of radiation transport simulations. SARA students were then tasked with using this knowledge to model radiation detectors and use MCNP to compare their models to experimental data and previously accepted models.

    The Savannah River Ecology Laboratory (SREL) is a research unit of the University of Georgia (UGA). The overall mission of the Laboratory is to acquire and communicate knowledge of ecological processes and principles. SREL conducts basic and applied ecological research, as well as education and outreach programs, under a contract with the US Department of Energy (DOE) at the Savannah River Site near Aiken, South Carolina. Significant accomplishments were made during the past year in the areas of research, education and service. Major additions to SREL Facilities were completed that will enhance the Laboratory`s work in the future. Following several years of planning, opening ceremonies were held for the 5000 ft{sup 2} multi-purpose conference center that was funded by the University of Georgia Research Foundation (UGARF). The center is located on 68 acres of land that was provided by the US Department of Energy. This joint effort between DOE and UGARF supports DOE`s new initiative to develop partnerships with the private sector and universities. The facility is being used for scientific meetings and environmental education programs for students, teachers and the general public. A 6000 ft{sup 2} office and library addition to S@s main building officially opened this year, and construction plans are underway on a new animal care facility, laboratory addition, and receiving building.

    This report documents the research that has been undertaken as background for preparation of a marketing campaign for middle and high school students to increase interest in national security careers at the National Nuclear Security Administration. This work is a part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. Previous research on the development of a properly trained and skilled national security workforce has identified a lack of interest by k-12 students in the STEM (Science, Technology, Engineering, and Mathematics) fields. Further, participation in these careers by women and minority populations is limited and is not increasing. Added to this are low educational achievement levels in New Mexico, where the marketing campaign will be deployed.

    The 54th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication, 2010, held at the Egan Convention Center and Hilton in Anchorage, Alaska, June 1 to 4, 2010 was a great success in large part because financial support allowed robust participation from students. The conference brought together 444 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference.The students gave oral and poster presentations of their research and many published peer reviewed articles in a special conference issue of the Journal of Vacuum Science and Technology B. The Department of Energy Office of Basic Energy Sciences supported 20 students from US universities with a $15,000.
