    There are two research projects in criticality safety at the University of Arizona: one in dynamic simulation of hypothetical criticality accidents in fissile solutions, and one in criticality benchmarks using transport theory. We have used the data from nuclear excursions in KEWB, CRAC, and SILENE to help in building models for solution excursions. An equation of state for liquids containing gas bubbles has been developed and coupled to point-reactor dynamics in an attempt to predict fission rate, yield, pressure, and kinetic energy. It appears that radiolytic gas is unimportant until after the first peak, but that it does strongly affect the shape of the subsequent power decrease and also the dynamic pressure.

    The Faculty and Student Teams (FaST) Program, a cooperative effort between the US Department of Energy (DOE) Office of Science and the National Science Foundation (NSF), brings together collaborative research teams composed of a researcher at Brookhaven National Laboratory, and a faculty member with two or three undergraduate students from a college or university. Begun by the Department of Energy in 2000 with the primary goal of building research capacity at a faculty member's home institution, the FaST Program focuses its recruiting efforts on faculty from colleges and universities with limited research facilities and those institutions that serve populations under-represented in the fields of science, engineering and technology, particularly women and minorities. Once assembled, a FaST team spends a summer engaged in hands-on research working alongside a laboratory scientist.     The NDA remit as set out within the Energy Act includes - 'to ensure the availability of skills required to deliver the overall decommissioning and nuclear clean-up mission'. The NDA approach to meeting their statutory obligation is by: - finding the best ways of re-training, re-skilling or re-deploying people in a way that encourages a more flexible workforce; - identifying and communicating the skills and workforce requirements to deliver the mission; and - developing the infrastructure and capability initiatives in line with long term needs, for example, a National Skills Academy for Nuclear, Nuclear Institute, National Graduate Scheme, and - developing locally specific provision. Firstly, NDA has set the requirement for nuclear sites to write down within the Life Time Plans (LTP), at a high level, their Site Skills Strategies; furthermore, a National Skills Working Group has been established to develop tactical cross sector solutions to support the NDA's Skills Strategy. In support of the short, medium and long term needs to meet demands of the NDA sites and the nuclear decommissioning sector, as well as being aware of the broader nuclear sector, investments have been made in infrastructure and skills programmes such as: - A National Skills Academy for Nuclear - including UK wide representation of the whole nuclear sector; - A Nuclear Institute in partnership with the University of Manchester focussing on world class research and skills in Radiation Sciences and Decommissioning Engineering; - Post Graduate sponsorship for decommissioning related projects; - A National Graduate Scheme partnership with nuclear related employers; - Vocational qualifications and Apprenticeship Schemes - Engaging 14-19 year old students to encourage the take up of Science related subjects; and - A sector wide 'Skills Passport'. In conclusion: The skills challenge has many dimensions but requires addressing due to the clear link to improved business performance and the availability of key resources in a diminishing and competitive environment. The diminishing skill base is due to reasons such as demographics and competition from other industries such as the oil industry. Getting the balance between meeting regional and national requirements will prove critical to success. The lack of clarity on the long term needs will also drive the strategy. NDA recognises that the work to date is the beginning of a long term approach and programme. We have developed a skills strategy that is consistent across all 20 sites and examples of key developments in infrastructure are in progress. Looking forward NDA will seek benchmarking opportunities and ways to make tangible links between skills and performance. (authors)

The main purpose of this document is to provide engineers with the practical aspects of system design. The material discussed here may not be new to some readers, but some of it was to me. Transforming an idea to a design to solve a problem is a skill, and skills are similar to history lessons. We gain these skills from experience, and many of us have not been fortunate enough to grow in an environment that provided the skills that we now need. I was fortunate to grow up on a farm where we had to learn how to maintain and operate several different kinds of engines and machines. If you are like me, my formal experience is partially based upon the two universities from which I graduated, where few practical applications of the technologies were taught. What was taught was mainly theoretical, and few instructors had practical experience to offer the students. I understand this, as students have their hands full just to learn the theoretical. The practical part was mainly left up to 'on the job experience'. However, I believe it is better to learn the practical applications early and apply them quickly 'on the job'. System design engineers need to know several technical things, both in and out of their field of expertise. An engineer is not expected to know everything, but he should know when to ask an expert for assistance. This 'expert' can be in any field, whether it is in analyses, drafting, machining, material properties, testing, etc. The best expert is a person who has practical experience in the area of needed information, and consulting with that individual can be the best and quickest way for one to learn. If the information provided here can improve your design skills and save one design from having a problem, save cost of development, or reduce difficulty in manufacturing, then my writing effort will have been worthwhile. It is also my hope that you will freely provide others with design information that you have found beneficial to the less-experienced engineers. The result will be that as a whole, the designs will improve, and the development time will be shortened from start of the design to full system operation or deployment.

    This report documents the research that has been undertaken as background for preparation of a marketing campaign for middle and high school students to increase interest in national security careers at the National Nuclear Security Administration. This work is a part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. Previous research on the development of a properly trained and skilled national security workforce has identified a lack of interest by k-12 students in the STEM (Science, Technology, Engineering, and Mathematics) fields. Further, participation in these careers by women and minority populations is limited and is not increasing.     Significant experimental results were achieved in a number of research programs that were carried out during the summer of 1981 by students sponsored by the Office of Equal Opportunity at the Lawrence Livermore National Laboratory.     Training for operator and other technical positions in the commercial nuclear power industry traditionally has focused on mastery of the formal procedures used to control plant systems and processes. However, decisionmaking tasks required of nuclear power plant operators involve cognitive skills (e.g., situation assessment, planning). Cognitive skills are needed in situations where formal procedures may not exist or may not be as prescriptive, as is the case in severe accident management (SAM). The Westinghouse research team investigated the potential cognitive demands of SAM on the control room operators and Technical Support Center staff who would be most involved in the selection and execution of severe accident control actions. A model of decision making, organized around six general cognitive processes, was developed to identify the types of cognitive skills that may be needed for effective performance. Also, twelve SAM scenarios were developed to reveal specific decision-making difficulties. Following the identification of relevant cognitive skills, 19 approaches for training individual and team cognitive skills were identified. A review of these approaches resulted in the identification of general characteristics that are important in effective training of cognitive skills.

    Mentoring of science students stems naturally from the intertwined link between science education and science research. In fact, the mentoring relationship between a student and a scientist may be thought of analogically as a type of double helix forming the 'DNA' that defines the blueprint for the next generation of scientists. Although this analogy would not meet the rigorous tests commonly used for exploring the natural laws of the universe, the image depicted does capture how creating and sustaining the future science workforce benefits greatly from the continuum between education and research. The path science students pursue from their education careers to their research careers often involves training under an experienced and trusted advisor, i.e., a mentor. For many undergraduate science students, a summer research internship at a DOE National Laboratory is one of the many steps they will take in their Education-Research Continuum. Scientists who choose to be mentors share a commitment for both science education and science research. This commitment is especially evident within the research staff found throughout the Department of Energy's National Laboratories. Research-based internship opportunities within science, technology, engineering and mathematics (STEM) exist at most, if not all, of the Laboratories. Such opportunities for students are helping to create the next generation of highly trained professionals devoted to the task of keeping America at the forefront of scientific innovation. 'The Journal of Undergraduate Research' (JUR) provides undergraduate interns the opportunity to publish their scientific innovation and to share their passion for education and research with fellow students and scientists. The theme of this issue of the JUR (Vol. 8, 2008) is 'Science for All'. Almost 20 years have passed since the American Association for the Advancement of Science published its 1989 report, 'Science for All Americans-Project 2061'. The first recommendation for learning science stated: 'The Nature of Science includes the scientific world view, scientific methods of inquiry, and the nature of the scientific enterprise'. All three elements of the 'Nature of Science' are pivotal aspects of a research internship under the mentorship of an experienced and trusted advisor. In addition to internships for undergraduates, an important ingredient in realizing 'Science for All' is collaboration involving educators and scientists as they engage science students and the public at large to promote science literacy and to develop the next generation of STEM professionals. The DOE National Laboratories, individually and collectively, form an ideal nexus for nurturing these complementary collaborations. My 'Science for All' experiences at Lawrence Livermore National Laboratory (LLNL) over the last 30 years have spanned pre-college, college, and postdoctoral activities, including mentoring of undergraduate students. Early in my mentoring career, I became aware that undergraduates in particular needed help in answering the question 'what path (or paths) will lead to a challenging and rewarding STEM career'? For many, a successful path included a research internship that would result in expanded skills and training in addition to those received from their academic education. These internship skills were helpful whether the student's next Education-Research Continuum decision was graduate school or STEM employment. My experience at LLNL mirrors that of my colleagues at other DOE National Laboratories--internships with a dedicated mentor provide undergraduates with a unique set of skills that can underpin their future options and serve to improve the number, quality, and successful outcomes of students who enter STEM careers. 'Science for All' can also be found in the goals of 'The America COMPETES Act', which call for renewed efforts to increase investments in scientific research and development, strengthen education, and encourage entrepreneurship. Here, we review research on student reasoning difficulties in learning upper-level quantum mechanics and research on students' problem-solving and metacognitive skills in these courses.     We have developed and assessed a multiauthor science blog on the topic of nanotechnology and sustainability as a tool to improve the written communication and public engagement skills of graduate students. Focus group studies revealed that after participation in the blog, student authors felt more confident and capable of communicating technical topics to general audiences. Students' research mentors viewed this as an important component of their students' education, as indicated by survey data. Important design aspects of this effort include participation of an editor as well as having flexible content and target-audience guidelines. We have explicitly outlined aspects of the effort we see as critical in order to enable others to replicate this model in related settings.

    The large number of published articles in physics journals under the title "Comments on ..." and "Reply to ..." is indicative that the conceptual understanding of physical phenomena is very elusive and hard to grasp even to experts, but it has not stopped the development of Physics. In fact, from the history of the development of Physics one quickly becomes aware that, regardless of the state of conceptual understanding, without quantitative reasoning Physics would have not reached the state of development it has today. Correspondingly, quantitative reasoning and problem solving skills are a desirable outcomes from the process of teaching and learning of physics. Thus, supported by results from published research, we will show evidence that a well structured problem solving strategy taught as a dynamical process offers a feasible way for students to learn physics quantitatively and conceptually, while helping them to reach the state of an Adaptive Expert highly skillful on innovation and efficiency, a desired outcome from the perspective of a Preparation for Future Learning approach of the process of teaching and learning Physics effectively.

    The Summer Research Internship Program is a new program that allows high school teachers to participate and assist scientific staff at national laboratories in specific research assignments. This participation allows the high school teachers to become familiar with new technology and have ``hands-on`` experience with experiments and equipment which utilize both mathematics and science skills. Teachers also have the opportunity to advance their new and well-developed software. This enlightenment and experience is brought back into their schools and classrooms in the hopes that their peers and students will realize the excitement that knowledge and education in the areas of mathematics and science can bring. The Safeguards, Safety and Nonproliferation Division of the Department of Advanced Technology at Brookhaven National Laboratory utilized five high school teachers during FY94 in various projects.     The purpose of the basic visual observation skills course is to help safeguards inspectors evaluate and improve their skills in making observations during inspections and in evaluating and interpreting this information. The first 12 hours of the course provide training in five skill areas: perception and recognition; attention to detail; memory; mental imaging, mapping, and modeling skills; and judgment and decision making. Following this training is an integrating exercise involving a simulated safeguards inspection. This report contains the in-class exercises in the five skill areas; pre- and post-course exercises in closure, hidden figures, map memory, and mental rotations; the final examination; a training evaluation form; and the integrating exercise.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    The Service Academy Research Associates (SARA) program provides an opportunity for Midshipmen and Cadets from US Service Academies to participate in research at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratory for several weeks during the summer as part of their summer training assignments. During the summer of 2012, three Midshipmen were assigned to work with the XCP Division at LANL for approximately 5-6 weeks. As one of the nation's top national security science laboratories, LANL stretches across 36 square miles, has over 2,100 facilities, and employs over 9,000 individuals including a significant number of students and postdocs. LANL's mission is to 'apply science and technology to: ensure the safety, security, and reliability of the US nuclear deterrent, reduce global threats, and solve other emerging national security challenges.' While LANL officially operates under the US Department of Energy (DoE), fulfilling this mission requires mutual cooperation with the US Department of Defense (DoD) as well. LANL's high concentration of knowledge and experience provides interns a chance to perform research in many disciplines, and its connection with the DoD in both operation and personnel gives SARA students insight to career possibilities both during and after military service. SARA students have plenty of opportunity to enjoy hiking, camping, the Los Alamos YMCA, and many other outdoor activities in New Mexico while staying at the Buffalo Thunder Resort, located 20 miles east of the lab. XCP Division is the Computational Physics division of LANL's Weapons Department. Working with XCP Division requires individuals to be Q cleared by the DoE. This means it is significantly more convenient for SARA students to be assigned to XCP Division than their civilian counterparts as the DoD CNWDI clearance held by SARA students is easily transferred to the lab prior to the students arriving at the start of the summer. SARA students working with XCP Division were given a comprehensive introduction into nuclear engineering and physics, nuclear weapons, and radiation transport and detection via texts and lectures at various classification levels. Students also attended tours of several prominent facilities at LANL including TA-41 Ice House, TA-55 PF-4 plutonium facility, the Nicholas C. Metropolis Center for Modeling and Simulation, also known as the Secure Computing Center (SCC), and the Dual-Axis Radiological Hydro Test (DARHT) facility; in addition, SARA students accompanied by LANL staff traveled to Minot AFB in North Dakota for tours of the 5th Bomb Wing and 91st Missile Wing facilities. Students participated in a week long class on the Monte Carlo N Particle (MCNP) code to supplement their understanding of radiation transport simulations. SARA students were then tasked with using this knowledge to model radiation detectors and use MCNP to compare their models to experimental data and previously accepted models.

    Gutierrez and Larcom (2000) suggest that ''According to the National Science Foundation/Division of Science Resources Studies in 1997, the percentage distribution of scientists and engineers in the labor force by race/ethnicity changed little between 1993 and 1997''. According to this report, Black, non-Hispanic went from 3.6 in 1993 to 3.4 in 1997. Hispanic went from 3.0 in 1993 to 3.1 in 1997; and American Indian/Alaskan Native stayed the same at 0.3 during the same period. The only exceptions were a slight increase in the percentage of Asian from 9.2 in 1993 to 10.4 in 1997, while a slight decrease in percentage White from 83.9 in 1993 to 82.8 in 1997. Overall, no major changes in minorities were present in the science and engineering fields during that period. These data shows that major efforts are needed in order to improve and achieve better results for diversity in the workplace (Gutierrez & Larcom, 2000). This does not mean that major steps have not been taken over this period. For example, the Minority Summer Research Program in Plant Sciences (also funded in part by NSF under the title, ''Undergraduate Researchers in Plant Sciences Program'') was established in an effort to enhance the diversity of the plant science community. The Minority Summer Research Program in Plant Sciences was designed to encourage members of underrepresented groups to seek career opportunities in the plant sciences. To achieve this end, the program contained several components with the primary focus on mentored research for undergraduate students. The research experience was provided during the summer months on the campus of Michigan State University in East Lansing, Michigan. At the end of the summer experience, each participant presented an oral report on their research, and submitted a written paper on the same topic. This was deliberately designed to mimic the plant science professions in which research leads to presentations in the form of reports, papers, etc. In addition to the program's research component, the participants met twice each week with the co-coordinators, William Gordon and Ken Poff, for an ''enrichment''. One ''enrichment'' each week was dedicated to a seminar or field experience designed to broaden the participants views of the plant sciences. The second ''enrichment'' was designed to teach strategies for successfully crossing cultural barriers, and to develop the skills necessary for success in admissions to and successful completion of graduate school. During the eleven-year duration of the program, participants have included students from underrepresented populations at Historically Black Colleges and Universities (HBCU), an Hispanic Serving Institution (MSI), and a Native American transfer student from a Tribal College (Table I).

    The 54th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication, 2010, held at the Egan Convention Center and Hilton in Anchorage, Alaska, June 1 to 4, 2010 was a great success in large part because financial support allowed robust participation from students. The conference brought together 444 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference.The students gave oral and poster presentations of their research and many published peer reviewed articles in a special conference issue of the Journal of Vacuum Science and Technology B. The Department of Energy Office of Basic Energy Sciences supported 20 students from US universities with a $15,000.

    The FY 2009 Laboratory Directed Research and Development (LDRD) Annual Report is a compendium of the diverse research performed to develop and ensure the INL's technical capabilities can support the future DOE missions and national research priorities. LDRD is essential to the INL - it provides a means for the laboratory to pursue novel scientific and engineering research in areas that are deemed too basic or risky for programmatic investments. This research enhances technical capabilities at the laboratory, providing scientific and engineering staff with opportunities for skill building and partnership development. Established by Congress in 1991, LDRD proves its benefit each year through new programs, intellectual property, patents, copyrights, publications, national and international awards, and new hires from the universities and industry, which helps refresh the scientific and engineering workforce. The benefits of INL's LDRD research are many as shown in the tables below. Last year, 91 faculty members from various universities contributed to LDRD research, along with 7 post docs and 64 students. Of the total invention disclosures submitted in FY 2009, 7 are attributable to LDRD research. Sixty three refereed journal articles were accepted or published, and 93 invited presentations were attributable to LDRD research conducted in FY 2009. The LDRD Program is administered in accordance with requirements set in DOE Order 413.2B, accompanying contractor requirements, and other DOE and federal requirements invoked through the INL contract. The LDRD Program is implemented in accordance with the annual INL LDRD Program Plan, which is approved by the DOE, Nuclear Energy Program Secretarial Office. This plan outlines the method the laboratory uses to develop its research portfolio, including peer and management reviews, and the use of other INL management systems to ensure quality, financial, safety, security and environmental requirements and risks are appropriately handled. The LDRD Program is assessed annually for both output and process efficiency to ensure the investment is providing expected returns on technical capability enhancement. The call for proposals and project selection process for the INL LDRD program begins typically in April, with preliminary budget allocations, and submittal of the technical requests for preproposals. A call for preproposals is made at this time as well, and the preparation of full proposals follows in June and closes in July. The technical and management review follows this, and the portfolio is submitted for DOE-ID concurrence in early September. Project initiation is in early October. The technical review process is independent of, and in addition to the management review. These review processes are very stringent and comprehensive, ensuring technical viability and suitable technical risk are encompassed within each project that is selected for funding. Each proposal is reviewed by two or three anonymous technical peers, and the reviews are consolidated into a cohesive commentary of the overall research based on criteria published in the call for proposals. A grade is assigned to the technical review and the review comments and grade are released back to the principal investigators and the managers interested in funding the proposals. Management criteria are published in the call for proposals, and management comments and selection results are available for principal investigator and other interested management as appropriate. The DOE Idaho Operations Office performs a final review and concurs on each project prior to project authorization, and on major scope/budget changes should they occur during the project's implementation. This report begins with several research highlights that exemplify the diversity of scientific and engineering research performed at the INL in FY 2009. Progress summaries for all projects are organized into sections reflecting the major areas of research focus at the INL.     We investigated the contribution of medium range weather forecasts with lead times up to 14 days to seasonal hydrologic prediction skill over the Conterminous United States (CONUS). Three different Ensemble Streamflow Prediction (ESP)-based experiments were performed for the period 1980-2003 using the Variable Infiltration Capacity (VIC) hydrology model to generate forecasts of monthly runoff and soil moisture (SM) at lead-1 (first month of the forecast period) to lead-3. The first experiment (ESP) used a resampling from the retrospective period 1980-2003 and represented full climatological uncertainty for the entire forecast period. In the second and third experiments, the first 14 days of each ESP ensemble member were replaced by either observations (perfect 14-day forecast) or by a deterministic 14-day weather forecast. We used Spearman rank correlations of forecasts and observations as the forecast skill score. We estimated the potential and actual improvement in baseline skill as the difference between the skill of experiments 2 and 3 relative to ESP, respectively. We found that useful runoff and SM forecast skill at lead-1 to -3 months can be obtained by exploiting medium range weather forecast skill in conjunction with the skill derived by the knowledge of initial hydrologic conditions. Potential improvement in baseline skill by using medium range weather forecasts, for runoff (SM) forecasts generally varies from 0 to 0.8 (0 to 0.5) as measured by differences in correlations, with actual improvement generally from 0 to 0.8 of the potential improvement. With some exceptions, most of the improvement in runoff is for lead-1 forecasts, although some improvement in SM was achieved at lead-2.

    The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

    Although remarkable progress has been made in developing technologies for the clean and efficient utilization of coal, the biggest challenge in the utilization of coal is still the protection of the environment. Specifically, electric utilities face increasingly stringent restriction on the emissions of NO{sub x} and SO{sub x}, new mercury emission standards, and mounting pressure for the mitigation of CO{sub 2} emissions, an environmental challenge that is greater than any they have previously faced. The Utah Clean Coal Program addressed issues related to innovations for existing power plants including retrofit technologies for carbon capture and sequestration (CCS) or green field plants with CCS. The Program focused on the following areas: simulation, mercury control, oxycoal combustion, gasification, sequestration, chemical looping combustion, materials investigations and student research experiences. The goal of this program was to begin to integrate the experimental and simulation activities and to partner with NETL researchers to integrate the Program's results with those at NETL, using simulation as the vehicle for integration and innovation. The investigators also committed to training students in coal utilization technology tuned to the environmental constraints that we face in the future; to this end the Program supported approximately 12 graduate students toward the completion of their graduate degree in addition to numerous undergraduate students. With the increased importance of coal for energy independence, training of graduate and undergraduate students in the development of new technologies is critical.

    The purpose of the summer undergraduate internship program for research in environmental studies is to provide an opportunity for well-qualified students to undertake an original research project as an apprentice to an active research scientist in basic environmental research. Ten students from throughout the midwestern and eastern areas of the country were accepted into the program.     This report presents information to participants in the Team Interaction Skills study conducted at Diablo Canyon Power Plant from September to November 1989. A study was conducted to develop and assess measures of team interaction skills of nuclear power plant control room crews in simulated emergency conditions. Data were collected at a boiling water reactor (BWR) and pressurized water reactor (PWA) using three sets of rating scales; Behaviorally Anchored Rating Scales (BARS), Behavioral Frequency rating scales, and Technical Performance rating scales. Diablo Canyon Power Plant agreed to serve as the PWR plant in the study. Obse!Vers consisting of contract license examiners, Diablo Canyon Power Plant training instructors, and project staff used the rating scales to provide assessments of team interaction skills and technical skills of control room crews during emerg-3ncy scenarios as part of license requalification training.     The United States has jurisdiction over 3.4 million square miles of ocean�an expanse greater than the land area of all fifty states combined. This vast marine area offers researchers opportunities to investigate the ocean�s role in an integrated Earth system, but also presents challenges to society, including damaging tsunamis and hurricanes, industrial accidents, and outbreaks of waterborne diseases. The 2010 Gulf of Mexico Deepwater Horizon oil spill and 2011 Japanese earthquake and tsunami are vivid reminders that a broad range of infrastructure is needed to advance our still-incomplete understanding of the ocean. The National Research Council (NRC)�s Ocean Studies Board was asked by the National Science and Technology Council�s Subcommittee on Ocean Science and Technology, comprised of 25 U.S. government agencies, to examine infrastructure needs for ocean research in the year 2030. This request reflects concern, among a myriad of marine issues, over the present state of aging and obsolete infrastructure, insufficient capacity, growing technological gaps, and declining national leadership in marine technological development; issues brought to the nation�s attention in 2004 by the U.S. Commission on Ocean Policy. A 15-member committee of experts identified four themes that encompass 32 future ocean research questions�enabling stewardship of the environment, protecting life and property, promoting economic vitality, and increasing fundamental scientific understanding. Many of the questions in the report (e.g., sea level rise, sustainable fisheries, the global water cycle) reflect challenging, multidisciplinary science questions that are clearly relevant today, and are likely to take decades of effort to solve. As such, U.S. ocean research will require a growing suite of ocean infrastructure for a range of activities, such as high quality, sustained time series observations or autonomous monitoring at a broad range of spatial and temporal scales. Consequently, a coordinated national plan for making future strategic investments becomes an imperative to address societal needs. Such a plan should be based upon known priorities and should be reviewed every 5-10 years to optimize the federal investment. The committee examined the past 20 years of technological advances and ocean infrastructure investments (such as the rise in use of self-propelled, uncrewed, underwater autonomous vehicles), assessed infrastructure that would be required to address future ocean research questions, and characterized ocean infrastructure trends for 2030. One conclusion was that ships will continue to be essential, especially because they provide a platform for enabling other infrastructure � autonomous and remotely operated vehicles; samplers and sensors; moorings and cabled systems; and perhaps most importantly, the human assets of scientists, technical staff, and students. A comprehensive, long-term research fleet plan should be implemented in order to retain access to the sea. The current report also calls for continuing U.S. capability to access fully and partially ice-covered seas; supporting innovation, particularly the development of biogeochemical sensors; enhancing computing and modeling capacity and capability; establishing broadly accessible data management facilities; and increasing interdisciplinary education and promoting a technically-skilled workforce. The committee also provided a framework for prioritizing future investment in ocean infrastructure. They recommend that development, maintenance, or replacement of ocean research infrastructure assets should be prioritized in terms of societal benefit, with particular consideration given to usefulness for addressing important science questions; affordability, efficiency, and longevity; and ability to contribute to other missions or applications.     The objectives of this program were to provide bursaries to assist students and post-doctoral fellows being trained in radiochemistry to actively participate in the 18th International Symposium in Radiopharmaceutical Sciences (ISRS-2009) held in Edmonton, Canada on July 12-19, 2009. The critical shortage of scientists in the U.S. trained radiochemistry and imaging scientists is well documented. Scientific meetings such as ISRS-2009 provide an outstanding opportunity to recruit active researchers and trainees in a venue that can inspire and mentor them to join the next generation of radiochemical scientists. The ISRS-2009 was particularly important in this meeting this objective since it is regarded as the premier international meeting that features investigators from across the globe involved in cutting-edge research to synthesize and characterize radiolabeled biomolecules for molecular imaging in living systems. For example, radiochemistry and radionuclide imaging scientists presented new approaches and technologies for synthesis of novel radiolabeled biomolecules with PET (including, 11C and 18F) and SPECT (including 99mTc and 111In). The radiochemical and radionuclide imaging research presented at the ISRS-2009 are directly related to and supportive of the biomolecular radioisotope, radiochemistry and imaging programs in the DOE, Office of Science (BER). There were a total of fifteen students or post-doctoral fellows from a variety of radiochemistry and radionuclide imaging research and educational institutions from across the country (Table 1). Announcements of the SRS/DOE bursary award program were made on the ISRS-2009 meeting web site (www.ISRS18.com), on the SRS website (www.srsweb.org), and via SRS email blasts (announcement Figure 1). The applications were reviewed and awardees selected by a committee composed of Dr. Ken Krohn, University of Washington, Seattle, WA, Dr. William Eckelman, Bethesda, MD,Dr. Michael Welch, Washington University, St. Louis, MO and Dr. Wynn Volkert, University of Missouri, Columbia, MO. The trainees presented results of their work via either an oral or a poster presentation. Abstracts of their papers presented at the ISRS-2009 meeting were published in the Journal of Labelled Compounds and Radiopharmaceuticals, Volume 52, Supplement 1, 2009 (www.interscience.wiley.com/journal/jier), the official Abstract Book for the ISRS-2009 meeting. A copy of the published abstracts presented by each of the fifteen trainees receiving the SRS/DOE Bursary Award is provided on the following pages. The list of the fifteen trainees receiving the 2009 Bursary awards funded by this DOE grant was published in the July 2010 issue of Nuclear Medicine and Biology (Volume 37(5), July 2010) and in the SRS website with appropriate acknowledgement to the U.S. Department [See Appendix 1 for copies of the 15 student/trainee abstracts].
