    Winners of the CO-LABS Governor's Award for High-Impact Research in Energy Efficiency, Dr. Satyen Deb at the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) discovered that a small electrical charge can change the opacity of tungsten oxide from clear to tinted. He, Dr. Dane Gillaspie, and their fellow scientists at NREL then applied this knowledge to develop and transfer the technologies required to construct an electrochromic window, which can switch between clear and heavily tinted states. Electrochromic windows allow natural light in while adding tint to reduce summer heat and glare, and going clear to allow sunlight through in the winter. Broad adaptation of these windows could reduce US total energy use by four percent and reduce building cooling loads by 20%, much of this during expensive peak hours. Windows based on these discoveries are now being installed worldwide.

WINS includes a powerful visualization tool and user interface capability for transmission analyses, planning, and assessment, which will be of great interest to power market participants, power system planners and operators, and state and federal regulatory entities; and (3) WINS can handle extended transmission models for wind integration studies. WINS models include limitations on transmission flow as well as bus voltage for analyzing power system states. The existing decision tools often consider transmission flow constraints (dc power flow) alone which could result in the over-utilization of existing resources when analyzing wind integration. WINS can be used to assist power market participants including transmission companies, independent system operators, power system operators in vertically integrated utilities, wind energy developers, and regulatory agencies to analyze economics, security, and reliability of various options for wind integration including transmission upgrades and the planning of new transmission facilities. WINS can also be used by industry for the offline training of reliability and operation personnel when analyzing wind integration uncertainties, identifying critical spots in power system operation, analyzing power system vulnerabilities, and providing credible decisions for examining operation and planning options for wind integration. Researches in this project on wind integration included (1) Development of WINS; (2) Transmission Congestion Analysis in the Eastern Interconnection; (3) Analysis of 2030 Large-Scale Wind Energy Integration in the Eastern Interconnection; (4) Large-scale Analysis of 2018 Wind Energy Integration in the Eastern U.S. Interconnection. The research resulted in 33 papers, 9 presentations, 9 PhD degrees, 4 MS degrees, and 7 awards.     The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    Many research reactors have been or will be shut down and are candidates for decommissioning. Most of the respective countries neither have a decommissioning policy nor the required expertise and funds to effectively implement a decommissioning project. The IAEA established the Research Reactor Decommissioning Demonstration Project (R{sup 2}D{sup 2}P) to help answer this need. It was agreed to involve the Philippine Research Reactor (PRR-1) as model reactor to demonstrate 'hands-on' experience as it is just starting the decommissioning process. Other facilities may be included in the project as they fit into the scope of R{sup 2}D{sup 2}P and complement to the PRR-1 decommissioning activities. The key outcome of the R{sup 2}D{sup 2}P will be the decommissioning of the PRR-1 reactor. On the way to this final goal the preparation of safety related documents (i.e., decommissioning plan, environmental impact assessment, safety analysis report, health and safety plan, cost estimate, etc.) and the licensing process as well as the actual dismantling activities could provide a model to other countries involved in the project. It is expected that the R{sup 2}D{sup 2}P would initiate activities related to planning and funding of decommissioning activities in the participating countries if that has not yet been done.

    Secretary of Energy Steven Chu gave the keynote address at the 2011 EFRC Summit and Forum. In his talk, Secretary Chu highlighted the need to "unleash America's science and research community" to achieve energy breakthroughs. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

This is unique in that the university is essentially {open_quotes}outsourcing{close_quotes} its need for heating and cooling to the local municipality in order to avoid the capital expenditure of constructing its own facility. Also, the central plant is not required to conform to an existing situation; a central heating and cooling facility is being designed to meet the requirements of a yet-to-be-constructed customer enabling optimum designs to be incorporated by both parties. In another unique development, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project thus further benefiting the community. Through the cooperation of these three entities, a unique alliance has been formed and a rare project has been birthed. This paper will focus on the project`s partnering relationships as well as a review of the plant design and construction process. Finally, the current status of the project will be addressed. The plant design includes 3,000 tons of chilled water capacity, an additional 70,000 lb/hr of steam capacity (in addition to the existing resource recovery facility) along with 2.5 MW of cogeneration capacity.

    The research and development project supported the engineering, design and implementation of on-road Electric Vehicle (“EV”) charging technologies. It included development of potential solutions for DC fast chargers (“DCFC”) capable of converting high voltage AC power to the DC power required by EVs. Additional development evaluated solutions related to the packaging of power electronic components and enclosure design, as well as for the design and evaluation of EV charging stations. Research compared different charging technologies to identify optimum applications in a municipal fleet. This project collected EV usage data and generated a report demonstrating that EVs, when supported by adequate charging infrastructure, are capable of replacing traditional internal combustion vehicles in many municipal applications. The project’s period of performance has demonstrated various methods of incorporating EVs into a municipal environment, and has identified three general categories for EV applications: - Short Commute: Defined as EVs performing in limited duration, routine commutes. - Long Commute: Defined as tasks that require EVs to operate in longer daily mileage patterns. - Critical Needs: Defined as the need for EVs to be ready at every moment for indefinite periods. Together, the City of Charlottesville, VA (the “City”) and Aker Wade Power Technologies, LLC (“Aker Wade”) concluded that the EV has a viable position in many municipal fleets but with limited recommendation for use in Critical Needs applications such as Police fleets. The report also documented that, compared to internal combustion vehicles, BEVs have lower vehicle-related greenhouse gas (“GHG”) emissions and contribute to a reduction of air pollution in urban areas. The enhanced integration of EVs in a municipal fleet can result in reduced demand for imported oil and reduced municipal operating costs.     The solar energy available within the visible portion of the solar spectrum is about 300 W/m2 (43%) and that available in the UV and IR portion is about 400 W/m2 (57%). This provides opportunities for developing integrated energy systems that capture and use specific wavelengths of the solar spectrum for different purposes. For example: biofuels from photosynthetic microbes use only the visible light; solar cells use a narrow band of the solar spectrum that could be either mostly in the visible or in the IR regions of the solar spectrum, depending on the photovoltaic materials, e.g., gallium antimonide (GaSb) cells utilize predominately IR radiation; and finally, solar panels that heat water utilize a broad range of wavelengths (visible plus IR). The basic idea of this research is that sunlight has many possible end-use applications including both direct use and energy conversion schemes; it is technically feasible to develop multifunctional solar energy systems capable of addressing several end-use needs while increasing the overall solar energy utilization efficiency when compared to single-purpose solar technologies. Such a combination of technologies could lead to more cost-competitive ?multifunctional? systems that add value and broaden opportunities for integrated energy systems. The goal of this research is to increase the overall energy efficacy and cost competitiveness of solar systems. The specific objectives of this research were: 1) Evaluate the efficacy of a combined photobioreactor and electric power system; 2) Improve the reliability and cost effectiveness of hybrid solar lighting systems ? a technology in which sunlight is collected and distributed via optical fibers into the interior of a building; 3) Evaluate the efficacy of using filtered light to increase the production of biomass in photobioreactors and provide more solar energy for other uses; 4) Evaluates several concepts for wavelength shifting such that a greater percentage of the solar

    In this project we focused on several aspects of technology development that advances the formation of an integrated biorefinery. These focus areas include: [ 1] pretreatment of biomass to enhance quality of products from thermochemical conversion; [2] characterization of and development of coproduct uses; [3] advancement in fermentation of lignocellulosics and particularly C5 and C6 sugars simultaneously, and [ 4] development of algal biomass as a potential substrate for the biorefinery. These advancements are intended to provide a diverse set of product choices within the biorefinery, thus improving the cost effectiveness of the system. Technical effectiveness was demonstrated in the thermochemical product quality in the form of lower tar production, simultaneous of use of multiple sugars in fermentation, use ofbiochar in environmental (ammonia adsorption) and agricultural applications, and production of algal biomass in wastewaters. Economic feasibility of algal biomass production systems seems attractive, relative to the other options. However, further optimization in all paths, and testing/demonstration at larger scales are required to fully understand the economic viabilities. The coproducts provide a clear picture that multiple streams of value can be generated within an integrated biorefinery, and these include fuels and products.

  2. Small Hydropower Research and Development Technology Project

    The objective of this work was to investigate, develop, and validate the next generation of small hydroturbine generator designs that maximize the energy transfer from flowing water to electrical power generation. What resulted from this effort was the design of a new technology hydroturbine that Near Space Systems (NSS) has named the Star*Stream© Hydroturbine. Using a design that eliminates nearly all of the shortfalls of conventional hydroturbines, the Star*Stream© Hydroturbine employs a new mechanical-to-electrical energy transfer hydro design that operates without lubrication of any kind, and does not introduce foreign chemicals or particulate matter from oil or drive shaft seal degradation into the hydro ecology. In its unique configuration, the Star*Stream© Hydroturbine is nearly environmentally inert, without the negative aspects caused by interrupting the ecological continuity, i.e., disruptions to sedimentation, water quality, habitat changes, human displacement, fish migration, etc., - while it ensures dramatically reduced timeframes to project completion. While a remarkable reduction in LCOE resulting from application of the Star*Stream© Hydroturbine technology has been the core achievement of the this effort, there have been numerous technological breakthroughs from the development effort.

    The research presented in this report primarily focuses on improving power system load models to better represent their impact on system behavior. The previous standard load model fails to capture the delayed voltage recovery events that are observed in the Southwest and elsewhere. These events are attributed to stalled air conditioner units after a fault. To gain a better understanding of their role in these events and to guide modeling efforts, typical air conditioner units were testing in laboratories. Using data obtained from these extensive tests, new load models were developed to match air conditioner behavior. An air conditioner model is incorporated in the new WECC composite load model. These models are used in dynamic studies of the West and can impact power transfer limits for California. Unit-level and systemlevel solutions are proposed as potential solutions to the delayed voltage recovery problem.

    The greatest hazard that a utility faces from owning a nuclear power plant is not radiation--it is regulation. Retrospective prudence audits have been used by public utility commissions (PUCs) as a basis to disallow recovery of billions of dollars of nuclear plant construction costs. These disallowances have caused severe financial damage to many utilities. Although a final decision on rates has not been made, the Arizona Corporation Commission's (ACC's) auditor recently completed its examination of the construction costs of the Palo Verde Nuclear Generating Station (PVNGS). The auditor reported that PVNGS was prudently designed and constructed. It concluded that {approximately}1% of the project (approximately $60.2 million out of the plant's overall $5.9 billion cost) was unreasonably expended. The auditor also found that the project management team had actually saved ratepayers over $300 million through exceptional management actions. This is a resounding endorsement of the work of the staff and management of Arizona Public Service (APS), Bechtel, Combustion Engineering, the AFL-CIO, and the hundreds of suppliers and contractors that participated in the construction of PVNGS. It is also a much different result from that of other recent prudence audits. The history, strategy, planning, and conduct of the audit overcame the biases that had produced proposals for large disallowances on other good plants. This paper describes the efforts taken that promoted fair and balanced audit findings (although APS does not endorse all of the audit findings).

    Not everybody who likes independent research is suited for it. Why, then, are many young scientists so reluctant to consider alternate careers? My experience suggests that it is, in part, due to the obsessive-compulsive nature of most young scientists, who get a fixed idea in their heads that they want to spend their lives understanding the nuances of biological systems. But it is sometimes due to self-interested faculty mentors who think of students as more a source of cheap labor rather than budding young scientists. In fact, our graduate committee excluded a student’s advisor from evaluations of their prelims because advisors would reflexively want to keep students regardless of actual performance.

    The US DOE's Office of Propulsion Systems provides support for an electrochemical energy storage program, which includes R D on advanced rechargeable batteries and fuel cells. A major goal of this program is to develop electrochemical power sources suitable for application in electric vehicles (EVs). The program centers on advanced systems that offer the potential for high performance and low life-cycle costs, both of which are necessary to permit significant penetration into commercial markets. The general R D areas addressed by the project include identification of new electrochemical couples for advanced batteries, determination of technical feasibility of the new couples, improvements in battery components and materials, establishment of engineering principles applicable to electrochemical energy storage and conversion, and the development of air-system (fuel cell, metal/air) technology for transportation applications. Major emphasis is given to applied research which will lead to superior performance and lower life-cycle costs. The TBR Project is divided into three major project elements: Exploratory Research, Applied Science Research, and Air Systems Research. Highlights of each project element are summarized according to the appropriate battery system or electrochemical research area. 16 figs., 4 tabs.

    This notice announces BPA`S`s decision to fund the Oregon Department of Fish and Wildlife (ODFW), the Washington Department of Fish and Wildlife (WDFW), and the Clatsop Economic Development Committee for the Lower Columbia River Terminal Fisheries Research Project (Project). The Project will continue the testing of various species/stocks, rearing regimes, and harvest options for terminal fisheries, as a means to increase lower river sport and commercial harvest of hatchery fish, while providing both greater protection of weaker wild stocks and increasing the return of upriver salmon runs to potential Zone 6 Treaty fisheries. The Project involves relocating hatchery smolts to new, additional pen locations in three bays/sloughs in the lower Columbia River along both the Oregon and Washington sides. The sites are Blind Slough and Tongue Point in Clatsop County, Oregon, and Grays Bay/Deep River, Wahkiakum County, Washington. The smolts will be acclimated for various lengths of time in the net pens and released from these sites. The Project will expand upon an existing terminal fisheries project in Youngs Bay, Oregon. The Project may be expanded to other sites in the future, depending on the results of this initial expansion. BPA`S has determined the project is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required, and BPA`S is issuing this FONSI.

The partners jointly bring technology research to a point where industry or the Department`s technology development programs can pursue final development and commercialization. Projects supported by the LTR program are conducted by the five ER multi-program laboratories. These projects explore the applications of basic research advances relevant to DOE`s mission over a full range of scientific disciplines. The program presently emphasizes three critical areas of mission-related research: advanced materials; intelligent processing/manufacturing research; and sustainable environments.

    Research into C3 related problems is a major effort of the Information Science and Technology Office of the Defense Advanced Research Projects Agency. The major thrusts of projects is in the area of future, high-risk efforts, often resulting in the development of a conceptual model or prototype. Some of these prototypes are then further developed to provide an infrastructure for future research. The programs can be divided into two groups: base technology research programs and testbed programs. The testbeds provide a focus for the technology programs.

    Korea Research Reactor 1 (KRR-1), the first research reactor in Korea, has been operated since 1962, and the second one, Korea Research Reactor 2 (KRR-2) since 1972. The operation of both of them was phased out in 1995 due to their lifetime and operation of the new and more powerful research reactor, HANARO (High-flux Advanced Neutron Application Reactor; 30MW). Both are TRIGA Pool type reactors in which the cores are small self-contained units sitting in tanks filled with cooling water. The KRR-1 is a TRIGA Mark II, which could operate at a level of up to 250 kW. The second one, the KRR-2 is a TRIGA Mark III, which could operate at a level of up 2,000 kW. The decontamination and decommissioning (D & D) project of these two research reactors, the first D & D project in Korea, was started in January 1997 and will be completed to stage 3 by 2008. The aim of this decommissioning program is to decommission the KRR-1 & 2 reactors and to decontaminate the residual building structure s and the site to release them as unrestricted areas. KAERI (Korea Atomic Energy Research Institute) submitted the decommissioning plan and the environmental impact assessment reports to the Ministry of Science and Technology (MOST) for the license in December 1998, and was approved in November 2000.
