    The International Energy: Research Organizations publication contains the standardized names of energy research organizations used in energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. These research organization names may be used in searching the databases Energy Science Technology'' on DIALOG and Energy'' on STN International. These organization names are also used in USDOE databases on the Integrated Technical Information System. Research organizations active in the past five years, as indicated by database records, were identified to form this publication.     SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.

    IMPACCT Project: LBNL is developing a method for identifying the best metal organic frameworks for use in capturing CO2 from the flue gas of coal-fired power plants. Metal organic frameworks are porous, crystalline compounds that, based on their chemical structure, vary considerably in terms of their capacity to grab hold of passing CO2 molecules and their ability to withstand the harsh conditions found in the gas exhaust of coal-fired power plants. Owing primarily to their high tunability, metal organic frameworks can have an incredibly wide range of different chemical and physical properties, so identifying the best to use for CO2 capture and storage can be a difficult task. LBNL uses high-throughput instrumentation to analyze nearly 100 materials at a time, screening them for the characteristics that optimize their ability to selectively adsorb CO2 from coal exhaust. Their work will identify the most promising frameworks and accelerate their large-scale commercial development to benefit further research into reducing the cost of CO2 capture and storage.

    A study was commissioned by the Energy Conservation and Utilization Technologies (ECUT) Program of the US Department of Energy (DOE) to better understand the strategies used for cooperative and joint-venture research and development (R D) overseas. The study evaluates the organization and management of several different types of cooperative R D programs in Japan that are sponsored under the Ministry of International Trade and Industry (MITI) Program, Exploratory Research for Advanced Technology (ERATO) Program, and the Key Technology Center (KTC) Program. The ERATO Program grew out of a concern over revising the government's approach to supporting research and technology development. The program was initiated to address what was regarded as a lack of creativity in areas at the forefront of science. The program recruits young researchers and allows them flexibility to explore multi-disciplinary areas at the forefront of science. It has been organized to allow for individual creativity but at the same time to benefit from the combined knowledge of an assembly of researchers. Because the plan is such a radical departure from conventional Japanese philosophy, it has met with certain bureaucratic obstacles. Visits to four ERATO projects are described. The third program, the KTC Program, focuses on getting private firms to venture into risky areas of advanced technology to pave the way for future industries. Its goal is to encourage a shift of resources in the private sector toward areas that are considered essential for the competitive development of future industries. The principal philosophy behind the KTC is that the private sector is in the best position to identify promising technical challenges and to weigh their commercial potential against research uncertainties. Three KTC research joint ventures are briefly described. 13 refs., 9 figs., 35 tabs.

    This CRADA will develop improved thin film organic solar cells using a new n-type semiconducting polymer. High efficiency photovoltaics (PVs) based on inorganic semiconductors have good efficiencies (up to 30%) but are extremely expensive to manufacture. Organic PV technology has the potential to overcome this problem through the use of high-throughput production methods like reel-to-reel printing on flexible substrates. Unfortunately, today's best organic PVs have only a few percent efficiency, a number that is insufficient for virtually all commercial applications. The limited choice of stable n-type (acceptor) organic semiconductor materials is one of the key factors that prevent the further improvement of organic PVs. TDA Research, Inc. (TDA) previously developed a new class of electron-deficient (n-type) conjugated polymers for use in organic light emitting diodes (OLEDs). During this project TDA in collaboration with the National Renewable Energy Laboratory (NREL) will incorporate these electron-deficient polymers into organic photovoltaics and investigate their performance. TDA Research, Inc. (TDA) is developing new materials and polymers to improve the performance of organic solar cells. Materials being developed at TDA include spin coated transparent conductors, charge injection layers, fullerene derivatives, electron-deficient polymers, and three-phase (fullerene/polythiophene/dye) active layer inks.

    Many agricultural development experts and social scientists argue that a lack of appropriate technology was a limiting factor in the efforts by developing countries to expand their agricultural productivity. Biotechnology is now advanced as a technology that could meet these needs. Agricultural and social scientists maintain that the new biotechnology, if realistically applied, could assist a developing nation such as Nigeria to solve its agricultural problems. But one concern is the private character of biotechnology which limits its transferability to the LDCs. This situation will impose unusual constraints on national agricultural development programs and increase dependence if national research capability is weak. The basic finding of this field research was that the Nigerian national agricultural research system was weak, which meant that the potentials and promises of biotechnology will elude the country's desire to improve its agriculture in the immediate future. The primary weakness rested in inadequate funding and infrastructural deficiencies.

    The National Institute for Petroleum and Energy Research (NIPER) resulted from efforts by the Department of Energy (DOE) to ensure the continuity of the unique energy research capabilities that had been developed at the Bartlesville Energy Technology Center (BETC) over the past 65 years. This was accomplished by a Cooperative Agreement between DOE and IIT Research Institute (IITRI). The agreement to operate NIPER for the five fiscal years 1984-88 became effective October 1, 1983. The NIPER Annual Research Plan for 1983-84 consists of eight projects in the Base Program and 13 projects in the Optional Program. A sampling of potential Work for Others projects is also presented. The Base Program consists of five EOR and three Fundamental Petroleum Chemistry projects.   20. Research on the electronic and optical properties of polymer and other organic molecular thin films

    The main goal of the work is to find materials and methods of optimization of organic layered electroluminescent cells and to study such properties of polymers and other organic materials that can be used in various opto-electronic devices. The summary of results obtained during the first year of work is presented. They are: (1) the possibility to produce electroluminescent cells using a vacuum deposition photoresist technology for commercial photoresists has been demonstrated; (2) the idea to replace the polyaryl polymers by other polymers with weaker hole conductivity for optimization of electroluminescent cells with ITO-Al electrodes has been suggested. The goal is to obtain amorphous processable thin films of radiative recombination layers in electroluminescent devices; (3) procedures of preparation of high-quality vacuum-deposited poly (p-phenylene) (PPP) films on various substrates have been developed; (4) it was found for the first time that the fluorescence intensity of PPP films depends on the degree of polymerization; (5) the role of interfaces between organic compounds, on one side, and metals or semiconductors, on the other side, has been studied and quenching of the fluorescence caused by semiconductor layer in thin sandwiches has been observed; (6) studies of the dynamics of photoexcitations revealed the exciton self-trapping in quasi-one-dimensional aggregates; and (7) conditions for preparation of highly crystalline fullerene C{sub 60} films by vacuum deposition have been found. Composites of C{sub 60} with conjugated polymers have been prepared.

    This paper considers a critical component of the PV infrastructure--the many non-installation related professionals--and how the PV industry and advocates can reach out to educate and train these groups. These professionals include inspectors, builders, developers, architects, utility engineers, lenders, appraisers, and realtors. Each one of these professionals plays a different role through the life of a PV project, and although some professionals are more critical than others, each needs PV-related education. This paper addresses each of these professional groups and their relevance to expanding PV markets. Recommendations are then made for bringing these professional groups to a reasonable stage of familiarity with PV. The focus here is on the development of an infrastructure for PV, but many of the ideas and recommendations apply equally well to other solar and renewable technologies. This paper does not address the training needs for PV installers because several other organizations are now giving attention to this audience since the authors conducted their original study in mid-1998. Many of the recommendations developed in this paper are based on a survey of individuals in the solar field. A survey of over 400 professionals involved in solar energy was conducted by the NC Solar Center in August 1998. Questions addressed both public and professional education needs for the expansion of markets for PV.

    This CRADA will focus on the development of organic-based solar cells. Key interfacial issues in these cells will be investigated. In this rapidly emerging technology, it is increasingly clear that cell architecture will need to be at the nanoscale and the interfacial issues between organic elements (small molecule and polymer), transparent conducting oxides, and contact metallizations are critical. Thus this work will focus on the development of high surface area and nanostructured nanocarpets of inorganic oxides, the development of appropriate surface binding/acceptor molecules for the inorganic/organic interface, and the development of next-generation organic materials. Work will be performed in all three areas jointly at NREL and Konarka (with their partner in the third area of the University of Delaware). Results should be more rapid progress toward cheap large-area photovoltaic cells.

Fundamental science sessions will focus on plasma kinetics and chemistry, plasma surface interactions, and recent trends in plasma generation and multi-phase plasmas. Application sessions will explore the impact of plasma technology in renewable energy, the production of fuels from renewable feedstocks and carbon dioxide neutral solar fuels (from carbon dioxide and water), and plasma-enabled medicine and sterilization.

    By definition, alarms serve to notify human operators of out-of-parameter conditions that could threaten equipment, the environment, product quality and, of course, human life. Given the complexities of industrial systems, human machine interfaces, and the human operator, the understanding of how alarms and humans can best work together to prevent disaster is continually developing. This review examines advances in alarm research and development from 2000 to 2010 and includes the writings of trade professionals, engineering and human factors researchers, and standards organizations with the goal of documenting advances in alarms system design, research, and implementation.

    Carbon nanosheet thin films were employed as nanostructured electrodes in organic solar cells. Due to the nanostructured texture of the carbon nanosheet electrodes, there was an increase in performance over standard ITO electrodes with very thick active layers.     This research program will convert acid pretreated corn stover to sugars at the National Renewable Energy Laboratory (NREL) and then transfer these sugars to Honda R&D and its partner the Green Earth Institute (GEI) for conversion to ethanol via a novel fermentation organism. In phase one, NREL will adapt its pretreatment and saccharification process to the unique attributes of this organism, and Honda R&D/GEI will increase the sugar conversion rate as well as the yield and titer of the resulting ethanol. In later phases, NREL, Honda R&D, and GEI will work together at NREL to optimize and scale-up to pilot-scale the Honda R&D/GEI bioethanol production process. The final stage will be to undertake a pilot-scale test at NREL of the optimized bioethanol conversion process.

    Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

    Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

    The Association of Energy Engineers (AEE) has offered energy efficiency training and certification programs for over 30 years. During that time AEE has certified more than 22,000 professionals. All of our certification programs are the result of extensive industry research and program development and oversight by certification boards. For this project award, AEE proposed to work with the Department of Energy to utilize and extend existing industry recognized Certified Energy Auditor (CEA) and Certified Building Commissioning Professional (CBCP) programs under this Training Program Development Announcement. These expanded training programs will have significant impact in training professionals for building commissioning and energy auditing to achieve the goal of bringing existing buildings up to their optimal energy performance potential and ensuring that new buildings maintain their expected optimal level of performance. The goals and objectives of the training development project were achieved with the development of new training programs that are now being offered as self-sustaining commercial training and certification programs. These new programs are training and certifying professionals who are accomplishing the goal of increasing building energy performance in both existing and new buildings.

    Research reactors play an important role in providing key personnel of nuclear power plants a hands-on experience from operation and experiments at nuclear facilities. Training of NPP (Nuclear Power Plant) staff is usually deeply theoretical with an extensive utilisation of simulators and computer visualisation. But a direct sensing of the reactor response to various actions can only improve the personnel awareness of important aspects of reactor operation.     As one of the several institutions of higher education, North Carolina Agricultural and Technical State University at Greensboro has received support from the office of Minority Education Institution Assistance Program (MEIAP) of the US Department of Energy primarily to provide infrastructure support to promote and enhance interdisciplinary energy-related research. In this effort, the university was authorized to prepare a plan to create a Center for Energy Research and Training (CERT), which was initiated on September 30, 1987. The goals and objectives for CERT are as specified below: (1) To encourage research by the faculty in many academic disciplines and to enhance their success in finding and obtaining funds for interdisciplinary and multi-school research. (2) To enhance students` energy education with increased opportunities for: theoretical and practical contact with energy issues and technologies; new courses and improved course content; internships and graduate funding; and ability and desire to pursue careers in energy field. (3) To establish training and service programs for off-campus constituents in energy issues, use, and management. (4) To develop cooperative relationships with industry, businesses, universities, and other private and professional organizations and with the State Energy Office.   1. Management Principles for Nonproliferation Organizations

    This paper identifies business models and six management principles that can be applied by a nonproliferation organization to maximize the value and effectiveness of its products. The organizations responsible for reducing the nuclear proliferation threat have experienced a substantial growth in responsibility and visibility since the September 11 attacks. Since then, the international community has witnessed revelations of clandestine nuclear facilities, nuclear black markets, periodic nuclear tests, and a resurgence of interest by countries worldwide in developing nuclear capabilities. The security environment will likely continue to evolve in unexpected ways since most of the proliferation threats with which the world will be forced to contend remain unforeseen. To better prepare for and respond to this evolving security environment, many nonproliferation organizations are interested in finding new or better ways to increase the effectiveness and efficiency of their operations. Of course, all organizations, whether they are market driven or non-profit, must operate effectively and efficiently if they are to succeed. Indeed, as this study demonstrates, many of the management principles that this study recommends can help all organizations succeed. However, this study pays particular attention to nonproliferation organizations because of the mission they are responsible for fulfilling. Nonproliferation organizations, including nonproliferation programs that operate within a larger national security organization, are responsible for reducing the threat of nuclear, chemical and biological weapons. These organizations have an enduring mandate from the public and the international community not to fail in the completion of their mission for failure could have detrimental impacts on international security, public health and the environment. Moreover, the public expects nonproliferation organizations and programs to fulfill their mission, even when resources are limited. They are expected to anticipate and react quickly to prevent a potential threat while staying accountable to their public stakeholders, many of whom remain unaware of the very threats the organization is trying to address. When budgets are flush, it is easy to believe that money will solve all problems; but during times of economic hardship, managers must rely on creative and cost-effective management approaches to implement their missions. Fortunately, managers of nonproliferation organizations can draw on a wealth of research on organizational design and culture to help them identify the management strategies most appropriate for them. Such research can help nonproliferation managers think about their own organizational structures and cultures and adapt accepted management principles to their unique organizational mission. This analytical process is not straight forward, as some managers may find themselves taking risks that others might not take, such as making ostensibly risky investments for the common good, or supporting creative thinking to help mission accomplishment. Some management principles that are relatively straightforward for other organizations may be difficult to envision and implement in a nonproliferation organization. Therefore, the goal of this study is to help nonproliferation managers identify management principles that can be implemented in a nonproliferation organization and, in the process, help maximize the value of the organization's products and effectiveness of its mission.

    Within cyber security, the human element represents one of the greatest untapped opportunities for increasing the effectiveness of network defenses. However, there has been little research to understand the human dimension in cyber operations. To better understand the needs and priorities for research and development to address these issues, a workshop was conducted August 28-29, 2012 in Washington DC. A synthesis was developed that captured the key issues and associated research questions. Research and development needs were identified that fell into three parallel paths: (1) human factors analysis and scientific studies to establish foundational knowledge concerning factors underlying the performance of cyber defenders; (2) development of models that capture key processes that mediate interactions between defenders, users, adversaries and the public; and (3) development of a multi-purpose test environment for conducting controlled experiments that enables systems and human performance measurement. These research and development investments would transform cyber operations from an art to a science, enabling systems solutions to be engineered to address a range of situations. Organizations would be able to move beyond the current state where key decisions (e.g. personnel assignment) are made on a largely ad hoc basis to a state in which there exist institutionalized processes for assuring the right people are doing the right jobs in the right way. These developments lay the groundwork for emergence of a professional class of cyber defenders with defined roles and career progressions, with higher levels of personnel commitment and retention. Finally, the operational impact would be evident in improved performance, accompanied by a shift to a more proactive response in which defenders have the capacity to exert greater control over the cyber battlespace.

    A Data Management System for Organic Soil (DMSOS) has been developed that enables the acquisition, management and analysis of organic soil data as well as the presentation of results to be conducted effectively through a common interface. This development was in response to the data management needs of research investigating the engineering properties of organic soil and its extension to the stabilization of organic soil through dynamic replacement (DR). It is shown how the above functions are implemented efficiently using Windows-based software to perform comprehensive data management and analysis of data gathered from both laboratory and field tests. When the engineering properties of a given organic soil deposit are needed, a build-in Computer Advisor for Organic Soil Projects (CAOSP) predicts the properties from DMSOS based correlations. A unique and useful feature of the CAOSP is its ability to estimate the anticipated ultimate settlement of an organic soil deposit given the loading conditions and the moisture or organic content. Also incorporated in the DMSOS is a quality control system that utilizes computerized data acquisition/data management techniques in order to evaluate the degree of improvement of an organic soil layer at a given stage of treatment using DR.

    The present invention generally relates to organic photosensitive optoelectronic devices. More specifically, it is directed to organic photosensitive optoelectronic devices having a photoactive organic region containing encapsulated nanoparticles that exhibit plasmon resonances.     Current technologies allow the generation of artificial DNA molecules and/or the ability to alter the DNA sequences of existing DNA molecules. With a careful coding scheme and arrangement, it is possible to encode important information as an artificial DNA strand and store it in a living host safely and permanently. This inventive technology can be used to identify origins and protect R&D investments. It can also be used in environmental research to track generations of organisms and observe the ecological impact of pollutants. Today, there are microorganisms that can survive under extreme conditions. As well, it is advantageous to consider multicellular organisms as hosts for stored information. These living organisms can provide as memory housing and protection for stored data or information. The present invention provides well for data storage in a living organism wherein at least one DNA sequence is encoded to represent data and incorporated into a living organism.

    Isotopically labile organic hydrogen in fossil fuels occupies chemical positions that participate in isotopic exchange and in chemical reactions during thermal maturation from kerogen to bitumen, oil and gas. Carbon-bound organic hydrogen is isotopically far less exchangeable than hydrogen bound to nitrogen, oxygen, or sulfur. We explore why organic hydrogen isotope ratios express a relationship with organic nitrogen isotope ratios in kerogen at low to moderate maturity. We develop and apply new techniques to utilize organic D/H ratios in organic matter fractions and on a molecular level as tools for exploration for fossil fuels and for paleoenvironmental research. The scope of our samples includes naturally and artificially matured substrates, such as coal, shale, oil and gas.

    Recent experiments showing scaling of the intrachromosomal contact probability, $P(s)\\sim s^{-1}$ with the genomic distance $s$, are interpreted to mean a self-similar fractal-like chromosome organization. However, scaling of $P(s)$ varies across organisms, requiring an explanation. We illustrate that dynamical arrest in a highly confined space as a discriminating marker for genome organization, by modeling chromosome inside a nucleus as a self-avoiding homopolymer confined to a sphere of varying sizes. Brownian dynamics simulations show that the chain dynamics slows down as the polymer volume fraction ($\\phi$) inside the confinement approaches a critical value $\\phi_c$. Using finite size scaling analysis, we determine $\\phi_c^{\\infty}\\approx 0.44$ for a sufficiently long polymer ($N\\gg 1$). Our study shows that the onset of glassy dynamics is the reason for the formation of segregated organization in human chromosomes ($N\\approx 3\\times 10^9$, $\\phi\\gtrsim\\phi_c^{\\infty}$), whereas chromosomes of budding yeast ($N\\approx 1.2\\times 10^7$, $\\phi<\\phi_c^{\\infty}$) are equilibrated with no clear signature of such organization.

The photoactive region further includes an organic donor layer and an organic acceptor layer that form a donor-acceptor heterojunction. The mobility of holes in the organic donor region and the mobility of electrons in the organic acceptor region are different by a factor of at least 100, and more preferably a factor of at least 1000. At least one of the mobility of holes in the organic donor region and the mobility of electrons in the organic acceptor region is greater than 0.001 cm.sup.2/V-sec, and more preferably greater than 1 cm.sup.2/V-sec.     Purely organic materials with negative and near-zero dielectric permittivity can be easily fabricated. Here we develop a theory of nonlinear non-steady-state organic plasmonics with strong laser pulses. The bistability response of the electron-vibrational model of organic materials in the condensed phase has been demonstrated. Non-steady-state organic plasmonics enable us to obtain near-zero dielectric permittivity during a short time. We have proposed to use non-steady-state organic plasmonics for the enhancement of intersite dipolar energy-transfer interaction in the quantum dot wire that influences on electron transport through nanojunctions. Such interactions can compensate Coulomb repulsions for particular conditions. We propose the exciton control of Coulomb blocking in the quantum dot wire based on the non-steady-state near-zero dielectric permittivity of the organic host medium.

    Separable organics have been defined as “those organic compounds of very limited solubility in the bulk waste and that can form a separate liquid phase or layer” (Smalley and Nguyen 2013), and result from three main solvent extraction processes: U Plant Uranium Recovery Process, B Plant Waste Fractionation Process, and Plutonium Uranium Extraction (PUREX) Process. The primary organic solvents associated with tank solids are TBP, D2EHPA, and NPH. There is concern that, while this organic material is bound to the sludge particles as it is stored in the tanks, waste feed delivery activities, specifically transfer pump and mixer pump operations, could cause the organics to form a separated layer in the tank farms feed tank. Therefore, Washington River Protection Solutions (WRPS) is experimentally evaluating the potential of organic solvents separating from the tank solids (sludge) during waste feed delivery activities, specifically the waste mixing and transfer processes. Given the Hanford Tank Waste Treatment and Immobilization Plant (WTP) waste acceptance criteria per the Waste Feed Acceptance Criteria document (24590-WTP-RPT-MGT-11-014) that there is to be “no visible layer” of separable organics in the waste feed, this would result in the batch being unacceptable to transfer to WTP. This study is of particular importance to WRPS because of these WTP requirements.

    The Next Generation Safeguards Professional Network (NGSPN) was established in 2009 by Oak Ridge National Laboratory targeted towards the engagement of young professionals employed in safeguards across the many national laboratories. NGSPN focuses on providing a mechanism for young safeguards professionals to connect and foster professional relationships, facilitating knowledge transfer between current safeguards experts and the next generation of experts, and acting as an entity to represent the interests of the international community of young and mid-career safeguards professionals. This is accomplished in part with a yearly meeting held at a national laboratory site. In 2011, this meeting was held at Pacific Northwest National Laboratory. This report documents the events and results of that meeting.

    A process is presented of sample preparation prior to analysis for the concentration of an organic contaminant in an aqueous medium by (a) passing an initial aqueous medium including a minor amount of the organic contaminant through a composite tube comprised of a blend of a polyolefin and a polyester, the composite tube having an internal diameter of from about 0.1 to about 2.0 millimeters and being of sufficient length to permit the organic contaminant to adhere to the composite tube, (b) passing a solvent through the composite tube. The solvent is capable of separating the adhered organic contaminant from the composite tube. Further, an extraction apparatus is presented for sample preparation prior to analysis for the concentration of an organic contaminant in an aqueous medium. The apparatus includes a composite tube comprised of a blend of a polyolefin and a polyester. The composite tube has an internal diameter of from about 0.1 to about 2.0 millimeters and has sufficient length to permit an organic contaminant contained within an aqueous medium passed therethrough to adhere to the composite tube. 2 figures.

    Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. 'Living in a Materials World' was one of the fifteen content strands offered at the institute. The summer institute participants were pre/post tested on their comfort with STEM, their perceptions of STEM education, their pedagogical discontentment, their implementations of inquiry, their attitudes toward student learning of STEM, and their content knowledge associated with their specific content strand. The results from our research indicate a significant increase in content knowledge (t = 11.36, p < .01) for the Living in a Materials World strand participants. Overall the summer institute participants were found to have significant increases in their comfort levels for teaching STEM (t = 10.94, p < .01), in inquiry implementation (t = 5.72, p < .01) and efficacy for teaching STEM (t = 6.27, p < .01) and significant decrease in pedagogical discontentment (t = -6.26, p < .01).

    Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals. The result can leas to a professional overlap between the technical responsibilities and established legal principles. From the perspective of an EP, the line between sound consulting and legal advice can be easily blurred. Although not limited to the environmental industry, the problem of unknowingly rendering legal advice is evident in many other professions, including accounting and taxation, pension and group benefit plan counselling, real estate, financial and estate planning, and banking.

    Organic analysis is the analytical arm for several Los Alamos National Laboratory (LANL) research programs and nuclear materials processes, including characterization and certification of nuclear and nonnuclear materials used in weapons, radioactive waste treatment and waste certification programs. Organic Analysis has an extensive repertoire of analytical technique within the group including headspace gas, PCBs/pesticides, volatile organics and semivolatile organic analysis. In addition organic analysis has mobile labs with analytic capabilities that include volatile organics, total petroleum hydrocarbon, PCBs, pesticides, polyaromatic hydrocarbons and high explosive screening. A natural extension of these capabilities can be applied to the detection of chemical and biological agents,

    We held a two and a half day workshop on Women of Applied Mathematics: Research and Leadership at the University of Maryland in College Park, Maryland, October 8--10, 2003. The workshop provided a technical and professional forum for eleven senior women and twenty-four early-career women in applied mathematics. Each participant committed to an outreach activity and publication of a report on the workshop's web site. The final session of the workshop produced recommendations for future action.

    A method is disclosed for the recovery of an organic acid from a dilute salt solution in which the cation of the salt forms an insoluble carbonate salt. A tertiary amine and CO.sub.2 are introduced to the solution to form the insoluble carbonate salt and a complex between the acid and an amine. A water immiscible solvent, such as an alcohol, is added to extract the acid/amine complex from the dilute salt solution to a reaction phase. The reaction phase is continuously dried and a product between the acid and the solvent, such as an ester, is formed.
