    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC26-98FT40321 funded through the Office of Fossil Energy and administered at the National Energy Technology Laboratory (NETL) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy & Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying highly efficient, nonpolluting energy systems that meet the nation's requirements for clean fuels, chemicals, and electricity in the 21st century. The EERC in partnership with its nonfederal partners jointly performed 131 JSRP projects for which the total DOE cost share was $22,716,634 (38%) and the nonfederal share was $36,776,573 (62%). Summaries of these projects are presented in this report for six program areas: (1) resource characterization and waste management, (2) air quality assessment and control, (3) advanced power systems, (4) advanced fuel forms, (5) value-added coproducts, and (6) advanced materials. The work performed under this agreement addressed DOE goals for reductions in CO{sub 2} emissions through efficiency, capture, and sequestration; near-zero emissions from highly efficient coal-fired power plants; environmental control capabilities for SO{sub 2}, NO{sub x}, fine respirable particulate (PM{sub 2.5}), and mercury; alternative transportation fuels including liquid synfuels and hydrogen; and synergistic integration of fossil and renewable resources.

    Cooperative Agreement, DE-FC26-98FT40323, Jointly Sponsored Research (JSR) Program at Western Research Institute (WRI) began in 1998. Over the course of the Program, a total of seventy-seven tasks were proposed utilizing a total of $23,202,579 in USDOE funds. Against this funding, cosponsors committed $26,557,649 in private funds to produce a program valued at $49,760,228. The goal of the Jointly Sponsored Research Program was to develop or assist in the development of innovative technology solutions that will: (1) Increase the production of United States energy resources - coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. Under the JSR Program, energy-related tasks emphasized enhanced oil recovery, heavy oil upgrading and characterization, coal beneficiation and upgrading, coal combustion systems development including oxy-combustion, emissions monitoring and abatement, coal gasification technologies including gas clean-up and conditioning, hydrogen and liquid fuels production, coal-bed methane recovery, and the development of technologies for the utilization of renewable energy resources. Environmental-related activities emphasized cleaning contaminated soils and waters, processing of oily wastes, mitigating acid mine drainage, and demonstrating uses for solid waste from clean coal technologies, and other advanced coal-based systems. Technology enhancement activities included resource characterization studies, development of improved methods, monitors and sensors. In general the goals of the tasks proposed were to enhance competitiveness of U.S. technology, increase production of domestic resources, and reduce environmental impacts associated with energy production and utilization. This report summarizes the accomplishments of the JSR Program.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC21-93MC30098 funded through the Office of Fossil Energy and administered at the Federal Energy Technology Center (FETC) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy and Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying efficient, nonpolluting energy technologies that can compete effectively in meeting market demands for clean fuels, chemical feedstocks, and electricity in the 21st century. The objective of the JSRP was to advance the deployment of advanced technologies for improving energy efficiency and environmental performance through jointly sponsored research on topics that would not be adequately addressed by the private sector alone. Examples of such topics include the barriers to hot-gas cleaning impeding the deployment of high-efficiency power systems and the search for practical means for sequestering CO{sub 2} generated by fossil fuel combustion. The selection of particular research projects was guided by a combination of DOE priorities and market needs, as provided by the requirement for joint venture funding approved both by DOE and the private sector sponsor. The research addressed many different energy resource and related environmental problems, with emphasis directed toward the EERC's historic lead mission in low-rank coals (LRCs), which represent approximately half of the U.S. coal resources in the conterminous states, much larger potential resources in Alaska, and a major part of the energy base in the former U.S.S.R., East Central Europe, and the Pacific Rim. The Base and JSRP agreements were tailored to the growing awareness of critical environmental issues, including water supply and quality, air toxics (e.g., mercury), fine respirable particulate matter (PM{sub 2.5}), and the goal of zero net CO{sub 2} emissions.

    Cooperative Agreements, DE-FC26-08NT43293, DOE-WRI Cooperative Research and Development Program for Fossil Energy-Related Resources began in June 2009. The goal of the Program was to develop, commercialize, and deploy technologies of value to the nation’s fossil and renewable energy industries. To ensure relevancy and early commercialization, the involvement of an industrial partner was encouraged. In that regard, the Program stipulated that a minimum of 20% cost share be achieved in a fiscal year. This allowed WRI to carry a diverse portfolio of technologies and projects at various development technology readiness levels. Depending upon the maturity of the research concept and technology, cost share for a given task ranged from none to as high as 67% (two-thirds). Over the course of the Program, a total of twenty six tasks were proposed for DOE approval. Over the period of performance of the Cooperative agreement, WRI has put in place projects utilizing a total of $7,089,581 in USDOE funds. Against this funding, cosponsors have committed $7,398,476 in private funds to produce a program valued at $14,488,057. Tables 1 and 2 presented at the end of this section is a compilation of the funding for all the tasks conducted under the program. The goal of the Cooperative Research and Development Program for Fossil Energy-Related Resources was to through collaborative research with the industry, develop or assist in the development of innovative technology solutions that will: • Increase the production of United States energy resources – coal, natural gas, oil, and renewable energy resources; • Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; • Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and • Minimize environmental impacts of energy production and utilization. Success of the Program can be measured by several criteria. Using the deployment of the federal funding with industrial participation as a performance criterion, over the course of the program, the copsonsors contributed more dollars than the federal funds. As stated earlier, a little more than half of the funding for the Program was derived from industrial partners. The industrial partners also enthusiastically supported the research and development activities with cash contribution of $4,710,372.67, nearly 65% of the required cost share. Work on all of the tasks proposed under the Cooperative Agreement has been completed. This report summarizes and highlights the results from the Program. Under the Cooperative Agreement Program, energy-related tasks emphasized petroleum processing, upgrading and characterization, coal and biomass beneficiation and upgrading, coal combustion systems development including oxy-combustion, emissions monitoring and abatement, coal gasification technologies including gas clean-up and conditioning, hydrogen and liquid fuels production, and the development of technologies for the utilization of renewable energy resources. Environmental-related activities emphasized cleaning contaminated soils using microbial fuel cells, development of processes and sorbents for emissions reduction and recovery of water from power plant flue gas, and biological carbon capture and reuse. Technology enhancement activities included resource characterization studies, development of improved methods, monitors and sensors. In general the goals of the tasks proposed were to enhance competitiveness of U.S. technology, increase production of domestic resources, and reduce environmental impacts associated with energy production and utilization. Technologies being brought to commercialization as a result of the funds provided by the Cooperative Agreement contribute to the overall goals of the USDOE and the nation. Each has broad applicability both within the United States and abroad, thereby helping to enhance the competitiveness of U.S. energy technologies in international markets and assisting in technology transfer. Under the Cooperative Agreement Program, WRI has furthered the development of two different coal upgrading technologies. River Basin Energy technology was scaled-up and demonstrated at a nominal 40 tpd size. Similarly, WRI’s patented mercury removal technology further developed into WRITE Coal technology which was then integrated into oxy-combustion and gasification systems for IGCC and fuels production. Integrated systems with WRITE Coal technology applied at the front end represent substantial environmental and efficiency gains. A variation of the RBE coal upgrading technology is being commercialized as a torrefaction technology for woody biomass. WRI worked with EPRI and NIST to develop and improve mercury calibration standards for emissions monitoring. Working with Chart Energy and Chemicals, WRI scaled-up compact reactor technology for the synthesis of fuels and chemicals from syngas. Compact reactor technology represents a five-fold increase in productivity over conventional reactors making smaller-scale distributed synthesis plants an economical viability. Similarly, WRI's patented mixed alcohol synthesis catalyst production is being scaled-up in collaboration with a commercial catalyst manufacturer.

    This report identifies research conducted by agencies of the federal government other than the Department of Energy (DOE) in the area of advanced polymer matrix composites (PMCs). DOE commissioned the report to avoid duplicating other agencies' efforts in planning its own research program for PMCs. PMC materials consist of high-strength, short or continuous fibers fused together by an organic matrix. Compared to traditional structural metals, PMCs provide greater strength and stiffness, reduced weight and increased heat resistance. The key contributors to PMC research identified by the survey are the Department of Defense (DOD), the National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), and the Department of Transportation (DOT). The survey identified a total of 778 projects. More than half of the total projects identified emphasize materials research with a goal toward developing materials with improved performance. Although an almost equal number of identified materials projects focus on thermosets and thermoplastics receive more attention because of their increased impact resistance and their easy formability and re-formability. Slightly more than one third of projects identified target structures research. Only 15 percent of the projects identified focus on manufacturing techniques, despite the need for efficient, economical methods manufacturing products constructed of PMCs--techniques required for PMCs to gain widespread acceptance. Three issues to be addressed concerning PMCs research are economy of use, improvements in processing, and education and training. Five target technologies have been identified that could benefit greatly from increased use of PMCs: aircraft fuselages, automobile frames, high-speed machinery, electronic packaging, and construction.

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

    At a number of locations in the U.S., spent nuclear fuel (SNF) is maintained at independent spent fuel storage installations (ISFSIs). These ISFSIs, which include operating and decommissioned reactor sites, Department of Energy facilities in Idaho, and others, are licensed by the U.S. Nuclear Regulatory Commission (NRC) under Title 10 of the Code of Federal Regulations, Part 72. The SNF is stored in dry cask storage systems, which most commonly consist of a welded austenitic stainless steel canister within a larger concrete vault or overpack vented to the external atmosphere to allow airflow for cooling. Some ISFSIs are located in marine environments where there may be high concentrations of airborne chloride salts. If salts were to deposit on the canisters via the external vents, a chloride-rich brine could form by deliquescence. Austenitic stainless steels are susceptible to chloride-induced stress corrosion cracking (SCC), particularly in the presence of residual tensile stresses from welding or other fabrication processes. SCC could allow helium to leak out of a canister if the wall is breached or otherwise compromise its structural integrity. There is currently limited understanding of the conditions that will affect the SCC susceptibility of austenitic stainless steel exposed to marine salts. NRC previously conducted a scoping study of this phenomenon, reported in NUREG/CR-7030 in 2010. Given apparent conservatisms and limitations in this study, NRC has sponsored a follow-on research program to more systematically investigate various factors that may affect SCC including temperature, humidity, salt concentration, and stress level. The activities within this research program include: (1) measurement of relative humidity (RH) for deliquescence of sea salt, (2) SCC testing within the range of natural absolute humidity, (3) SCC testing at elevated temperatures, (4) SCC testing at high humidity conditions, and (5) SCC testing with various applied stresses. Results to date indicate that the deliquescence RH for sea salt is close to that of MgCl{sub 2} pure salt. SCC is observed between 35 and 80 deg. C when the ambient (RH) is close to or higher than this level, even for a low surface salt concentration. (authors)

    Numerous studies have been conducted in five principal areas: oil shale, tar sand, underground coal gasification, advanced process technology, and advanced fuels research. In subsequent years, underground coal gasification was broadened to be coal research, under which several research activities were conducted that related to coal processing. The most significant change occurred in 1989 when the agreement was redefined as a Base Program and a Jointly Sponsored Research Program (JSRP). Investigations were conducted under the Base Program to determine the physical and chemical properties of materials suitable for conversion to liquid and gaseous fuels, to test and evaluate processes and innovative concepts for such conversions, to monitor and determine environmental impacts related to development of commercial-sized operations, and to evaluate methods for mitigation of potential environmental impacts. This report is divided into two volumes: Volume 1 consists of 28 summaries that describe the principal research efforts conducted under the Base Program in five topic areas. Volume 2 describes tasks performed within the JSRP. Research conducted under this agreement has resulted in technology transfer of a variety of energy-related research information. A listing of related publications and presentations is given at the end of each research topic summary. More specific and detailed information is provided in the topical reports referenced in the related publications listings.

    Since beginning at Los Alamos National Laboratory in February of 2012, I have been working as a DHS./DNDO Postdoctoral Research Associate under the mentorship of Lav Tandon and Khalil Spencer (NA-22 and mass spectrometry). The focus of my efforts, in addition to pursuing needed training and qualifications, has been the application of various instrumental approaches (e.g. Thermal Ionization Mass Spectrometry; TIMS) to a range of systems of interest in materials characterization and nuclear forensics. Research to be pursued in the coming months shall include the continued use of such approaches to advance current methods for: modified total evaporation, monitoring critical minor isotope systems, and chronometry. Each of the above points will be discussed.

    Following the events of September 11th, a litany of imaginable horribles was trotted out before an anxious and concerned public. To date, government agencies and academics are still grappling with how to best respond to such catastrophes, and as Senator Lieberman's quote says above, now is the time to plan and prepare for such events. One of the nation's worst fears is that terrorists might detonate an improvised nuclear device (IND) in an American city. With 9/11 serving as the catalyst, the government and many NGOs have invested money into research and development of response capabilities throughout the country. Yet, there is still much to learn about how to best respond to an IND event. My summer 2008 internship at Lawrence Livermore National Laboratory afforded me the opportunity to look in depth at the preparedness process and the research that has been conducted on this issue. While at the laboratory I was tasked to collect, combine, and process research on how cities and the federal government can best prepare for the horrific prospect of an IND event. Specific projects that I was involved with were meeting reports, research reviews, and a full project report. Working directly with Brooke Buddemeier and his support team at the National Atmospheric Release Advisory Center, I was able to witness first hand, preparation for meetings with response planners to inform them of the challenges that an IND event would pose to the affected communities. In addition, I supported the Homeland Security Institute team (HSI), which was looking at IND preparation and preparing a Congressional report. I participated in meetings at which local responders expressed their concerns and contributed valuable information to the response plan. I specialized in the psycho-social aspects of an IND event and served as a technical advisor to some of the research groups. Alongside attending and supporting these meetings, I worked on an independent research project which collected information from across disciplines to outline where the state of knowledge on IND response is. In addition, the report looked at meetings that were held over the summer in various cities. The meetings were attended by both federal responders and local responders. The meetings explored issues regarding IND preparation and how to mitigate the effects of an IND detonation. Looking at the research and current preparation activity the report found that the state of knowledge in responding and communicating is a mixed bag. Some aspects of an IND attack are well understood, some are not, but much is left to synthesize. The effects of an IND would be devastating, yet much can be done to mitigate those effects through education, preparation, and research. A major gap in current knowledge is how to effectively communicate with the public before an attack. Little research on the effectiveness of public education has been done, but it is likely that educating the public about the effects of an IND and how to best protect oneself could save many lives.

    Available biomedical ontologies and knowledge bases currently lack formal and standards-based interconnections between disease, disease vector, and drug treatment vocabularies. The PNNL Medical Linked Dataset (PNNL-MLD) addresses this gap. This paper describes the PNNL-MLD, which provides a unified vocabulary and dataset of drug, disease, side effect, and vector transmission background information. Currently, the PNNL-MLD combines and curates data from the following research projects: DrugBank, DailyMed, Diseasome, DisGeNet, Wikipedia Infobox, Sider, and PharmGKB. The main outcomes of this effort are a dataset aligned to Schema.org, including a parsing framework, and extensible hooks ready for integration with selected medical ontologies. The PNNL-MLD enables researchers more quickly and easily to query distinct datasets. Future extensions to the PNNL-MLD will include Traditional Chinese Medicine, broader interlinks across genetic structures, a larger thesaurus of synonyms and hypernyms, explicit coding of diseases and drugs across research systems, and incorporating vector-borne transmission vocabularies.

    Concern over the quality of environmental management and restoration has motivated the model development for predicting water and solute transport in the vadose zone. Soil hydraulic properties are required inputs to subsurface models of water flow and contaminant transport in the vadose zone. Computer models are now routinely used in research and management to predict the movement of water and solutes into and through the vadose zone of soils. Such models can be used successfully only if reliable estimates of the soil hydraulic parameters are available. The hydraulic parameters considered in this project consist of the saturated hydraulic conductivity and four parameters of the water retention curves. To quantify hydraulic parameters for heterogeneous soils is both difficult and time consuming. The overall objective of this project was to better quantify soil hydraulic parameters which are critical in predicting water flows and contaminant transport in the vadose zone through a comprehensive and quantitative study to predict heterogeneous soil hydraulic properties and the associated uncertainties. Systematic and quantitative consideration of the parametric heterogeneity and uncertainty can properly address and further reduce predictive uncertainty for contamination characterization and environmental restoration at DOE-managed sites. We conducted a comprehensive study to assess soil hydraulic parameter heterogeneity and uncertainty. We have addressed a number of important issues related to the soil hydraulic property characterizations. The main focus centered on new methods to characterize anisotropy of unsaturated hydraulic property typical of layered soil formations, uncertainty updating method, and artificial neural network base pedo-transfer functions to predict hydraulic parameters from easily available data. The work also involved upscaling of hydraulic properties applicable to large scale flow and contaminant transport modeling in the vadose zone and geostatistical characterization of hydraulic parameter heterogeneity. The project also examined the validity of the some simple average schemes for unsaturated hydraulic properties widely used in previous studies. A new suite of pedo-transfer functions were developed to improve the predictability of hydraulic parameters. We also explored the concept of tension-dependent hydraulic conductivity anisotropy of unsaturated layered soils. This project strengthens collaboration between researchers at the Desert Research Institute in the EPSCoR State of Nevada and their colleagues at the Pacific Northwest National Laboratory. The results of numerical simulations of a field injection experiment at Hanford site in this project could be used to provide insights to the DOE mission of appropriate contamination characterization and environmental remediation.

    Comparative genomics provides the means to demarcate functional regions in anonymous DNA sequences. The successful application of this method to identifying novel genes is currently shifting to deciphering the noncoding encryption of gene regulation across genomes. To facilitate the use of comparative genomics to practical applications in genetics and genomics we have developed several analytical and visualization tools for the analysis of arbitrary sequences and whole genomes. These tools include two alignment tools: zPicture and Mulan; a phylogenetic shadowing tool: eShadow for identifying lineage- and species-specific functional elements; two evolutionary conserved transcription factor analysis tools: rVista and multiTF; a tool for extracting cis-regulatory modules governing the expression of co-regulated genes, CREME; and a dynamic portal to multiple vertebrate and invertebrate genome alignments, the ECR Browser. Here we briefly describe each one of these tools and provide specific examples on their practical applications. All the tools are publicly available at the http://www.dcode.org/ web site.

    In May of 2003, Dr. Michael Smith, Physics Division, ORNL, published a paper announcing the launch of the new website NucAstroData.org and the rationale behind it. An excerpt from the abstract of that paper, found in volume 718, pages 339-346, of ScienceDirect - Nuclear Physics A, explains: "In order to address important astrophysics problems such as the origin of the chemical elements, the inner workings of our Sun, and the evolution of stars, crucial nuclear datasets are needed. Recent evaluation and dissemination efforts have produced a number of such datasets, many of which are online and readily available to the research community. Current international efforts in this field are, unfortunately, insufficient to keep pace with the latest nuclear physics measurements and model calculations. A dedicated effort is required to update and expand existing datasets. I discuss several strategies and new initiatives that would ensure a more effective utilization of nuclear data in astrophysics. These include launching a new web site, www.nucastrodata.org, to aid in locating available nuclear data sets, and an interactive online plotting program with an easy-to-use graphical user interface to over 8000 reaction rates." This website continues to be resource for the nuclear astrophysics community. NucAstroData provides both links to datasets around the world and a repository where researchers can upload their own data. Tools for generating and manipulating reaction rates, merging libraries of data, plotting data and performing other tasks are provided under the website's Infrastructure section and the menu selection for software leads to useful codes.

    This report examines the commercialization and use of R and D results funded by DOE's Office of Buildings and Community Systems (OBCS), an office that is dedicated to improving the energy efficiency of the nation's buildings. Three goals guided the research described in this report: to improve understanding of the factors that hinder or facilitate the transfer of OBCS R and D results, to determine which technology transfer strategies are most effective and under what circumstances each is appropriate, and to document the market penetration and energy savings achieved by successfully-commercialized innovations that have received OBCS support. Twelve successfully-commercialized innovations are discussed here. The methodology employed involved a review of the literature, interviews with innovation program managers and industry personnel, and data collection from secondary sources. Six generic technology transfer strategies are also described. Of these, contracting R and D to industrial partners is found to be the most commonly used strategy in our case studies. The market penetration achieved to date by the innovations studied ranges from less than 1% to 100%. For the three innovations with the highest predicted levels of energy savings (i.e., the flame retention head oil burner, low-E windows, and solid-state ballasts), combined cumulative savings by the year 2000 are likely to approach 2 quads. To date the energy savings for these three innovations have been about 0.2 quads. Our case studies illustrate the important role federal agencies can play in commercializing new technologies.

    Rebate programs are becoming increasingly popular among utilities across the country as a method to persuade customers to purchase more energy efficient appliances, space conditioning systems, lighting products and motors. While there is substantial experience with and interest in utility rebate programs, utilities and other organizations lack comprehensive information on other utility-sponsored energy efficient rebate programs. The authors developed this Compendium to fill that gap. This Compendium contains information on 59 energy efficiency rebate programs, based upon a survey of 157 utilities. The information on each rebate program has been cross-tabulated and analyzed to identify such variables as program characteristics, products included, efficiency levels, rebate amounts, funding levels, energy and peak power savings, and the cost of peak demand reduction. Summary conclusions about these variables are also presented. 16 refs., 25 tabs.

    Nine DOE/Industry Forum meetings where the progress of DOE's resource development program was outlined and discussed were planned, organized, conducted, and reported. These nine forum meetings included three meetings of the Drilling and Testing group, two Site Selection meetings, one meeting each of the Legal and Environmental groups and two Overview meetings where the entire DOE program was discussed. Summaries of each of these meetings are included and the progress of DOE's geopressured geothermal resource evaluation program from its early beginnings to demonstration of the tremendous size and widespread availability of this supplementary energy resource are shown. Attendees at the meetings represented a broad cross section of state and federal agencies and potential users and developers of this large energy source. Attendance at meetings averages 50 to 80 with the most interest shown at meetings where reservoir testing results were discussed. In addition to the forums 16 newsletters were prepared and distributed to all participants. These were instituted to keep industry apprised of the latest developments in this DOE resource evaluation program. Three additional studies were carried out for DOE under this contract: a reservoir continuity study, a survey of gas stripping operations, and the development of a lease agreement for design well prospects.

    The DOE-sponsored Aging Management Guideline (AMG) for Electrical Cable and Terminations provides an analysis of the potential age-related degradation mechanisms and effects for low-voltage and medium-voltage extruded cables and associated terminations used in commercial nuclear power plants. The AMG examined historical industry failure data and correlated this with postulated aging mechanisms and effects. Existing and developmental testing and condition monitoring techniques were evaluated, as well as current industry practices, in order to assess whether all significant aging mechanisms/effects are being effectively managed. Results of the study indicate that some aging mechanisms and effects are not directly addressed by current industry maintenance and surveillance practices; however, empirical evidence indicates that low- and medium-voltage cable and terminations are in general very reliable. A limited number of nondestructive (or essentially nondestructive) techniques currently available are potentially useful for evaluating low-voltage cable condition; however, such techniques do not currently exist for monitoring medium-voltage cable. Troubleshooting or diagnostic techniques are available to identify certain types of degradation.

    On March 18-21, 2002, the Department of Energy, Office of Nuclear Energy, Science, and Technology (NE) and the Office of Basic Energy Sciences (BES) sponsored a workshop to identify needs and opportunities for materials research aimed at performance improvements of structural materials in higher temperature reactors. The workshop focused discussion around the reactor concepts proposed as part of the Generation IV Nuclear Energy System Roadmap. The goal of the Generation IV initiative is to make revolutionary improvements in nuclear energy system design in the areas of sustainability, economics, safety and reliability. The Generation IV Nuclear Energy Systems Roadmap working groups have identified operation at higher temperature as an important step in improving economic performance and providing a means for nuclear energy to support thermochemical production of hydrogen. However, the move to higher operating temperatures will require the development and qualification of advanced materials to perform in the more challenging environment. As part of the process of developing advanced materials for these reactor concepts, a fundamental understanding of materials behavior must be established and the data-base defining critical performance limitations of these materials under irradiation must be developed. This workshop reviewed potential reactor designs and operating regimes, potential materials for application in high-temperature reactor environments, anticipated degradation mechanisms, and research necessary to understand and develop reactor materials capable of satisfactory performance while subject to irradiation damage at high temperature. The workshop brought together experts from the reactor materials and fundamental materials science communities to identify research and development needs and opportunities to provide optimum high temperature nuclear energy system structural materials.

    In 2001, a National Research Council (NRC) committee conducted a retrospective study of the benefits of some of the energy efficiency and fossil energy programs in the U.S. Department of Energy (DOE). As part of its study, the NRC committee developed a methodological framework for estimating these benefits. Following the NRC report, a conference was organized by Oak Ridge National Laboratory to discuss ways of adapting and refining the NRC framework for possible use by DOE offices to help plan and manage their R&D. This report is a synthesis of the discussions at the conference.

    This document reports on work that Lawrence Berkeley National Laboratory performed to support the Department of Homeland Security's testing of ARFCAM and LACIS systems. In the sections that follow, LBNL lists the scope of work, field analyses conducted, and preliminary results. LBNL developed a model of the Port Gaston building at the Nevada Test Site and calibrated it using data from field experiments, both blower door and tracer gas tests. Model development and comparison to data show very good agreement. The model was developed to (1) support the interpretation of data from field trials performed by Signature Science LLC, (2) support the placement of sampler equipment, and (3) predict if meteorological differences between the Wet-Run/Dry-Run and the Hot-Run might adversely affect the development of the Hot Run Test Plan. LBNL reported its findings on each task to the experiment team at scheduled planning meetings. In the end, we note that the model was used limitedly because the data from the Wet-Run/Dry Run were if such high quality. Lastly, LBNL conducted a research experiment at the end of the Wet-Run/Dry-Run to study if, and to what degree, specific TICs sorb and desorb on indoor surfaces. We found that several of the TICs either sorb onto surfaces or are lost through chemical reactions. These findings may have important implications on determining sheltering-in-place concepts of operation.

    The Ontological Discovery Environment ( http://ontologicaldiscovery.org ) is a free, public Internet resource for the storage, sharing, retrieval and analysis of phenotype-centered genomic data sets. The intent of this resource is to allow the creation of user-defined phenotype categories based on naturally and experimentally observed biological networks, pathways and systems rather than on externally manifested constructs and semantics such as disease names and processes. By extracting the relationships of complex processes from the technology that produces those relationships, this resource meets a growing demand for data integration and hypothesis discovery across multiple experimental contexts, including broad species and phenotype domains. At a highly processed level, analyses of set similarity, distance and hierarchical relations are performed through a modular suite of tools. The core pivot point of analysis is the creation of a bipartite network of gene-phenotype relations, a unique discrete graph approach to gene-set analysis which enables set-set matching of non-referential data. The central organizing metaphor of a gene set may be created, stored and curated by individual users, shared among virtual working groups, or made publicly available. Gene sets submission incorporates a variety of accession numbers, microarray feature IDs, and gene symbols from model organisms, allowing integration across experimental platforms, literature reviews and other genomic analyses. The sets themselves are annotated with several levels of metadata which may include an unstructured description, publication information and structured community ontologies for anatomy, process and function. Gene set translation to user chosen reference species through gene homology allows translational comparison of models regardless of the face validity of the experimental systems. In addition, computationally derived gene sets can be integrated into phenome interdependency and similarity hierarchy graphs, which are hierarchical trees of phenotypes based on the genes to which they are associated. This provides an empirical discovery of the natural phenotype ontology.

    The Department of Energy is the lead federal agency for research related to atmospheric carbon dioxide. Its responsibility is to sponsor a program of relevant research, and to coordinate this research with that of others. As part of its responsibilities, the Department of Energy has prepared a research plan. The plan documented in this Summary delineated the logic, objectives, organization, background and current status of the research activities. The Summary Plan is based on research subplans in four specific areas: global carbon cycle, climate effects, vegetative response and indirect effects. These subplans have emanated from a series of national and international workshops, conferences, and from technical reports. The plans have been peer reviewed by experts in the relevant scientific fields. Their execution is being coordinated between the responsible federal and international government agencies and the involved scientific community.

    The Coal Ash Resources Research Consortium{reg_sign} (CARRC{reg_sign}, pronounced 'cars') is the core coal combustion product (CCP) research group at the Energy & Environmental Research Center (EERC). CARRC focuses on performing fundamental and applied scientific and engineering research emphasizing the environmentally safe, economical use of CCPs. CARRC member organizations, which include utilities and marketers, are key to developing industry-driven research in the area of CCP utilization and ensuring its successful application. The U.S. Department of Energy is a partner in CARRC through the EERC Jointly Sponsored Research Program, which provides matching funds for industrial member contributions and facilitates an increased level of effort in CARRC. CARRC tasks were designed to provide information on CCP performance, including environmental performance, engineering performance, favorable economics, and improved life cycle of products and projects. CARRC technical research tasks are developed based on member input and prioritization. CARRC special projects are developed with members and nonmembers to provide similar information and to support activities, including the assembly and interpretation of data, support for standards development and technology transfer, and facilitating product development and testing. CARRC activities from 2007 to 2009 included a range of research tasks, with primary work performed in laboratory tasks developed to answer specific questions or evaluate important fundamental properties of CCPs. The tasks were included in four categories: (1) Environmental Evaluations of CCPs; (2) Evaluation of Impacts on CCPs from Emission Controls; (3) Construction and Product-Related Activities; and (4) Technology Transfer and Maintenance Tasks. All tasks are designed to work toward achieving the CARRC overall goal and supporting objectives. The various tasks are coordinated in order to provide broad and useful technical data for CARRC members. Special projects provide an opportunity for non-CARRC members to sponsor specific research or technology transfer consistent with CARRC goals. This report covers CARRC activities from January 2007 through March 2009. These activities have been reported in CARRC Annual Reports and in member meetings over the past 2 years. CARRC continues to work with industry and various government agencies with its research, development, demonstration, and promotional activities nearing completion at the time of submission of this report. CARRC expects to continue its service to the coal ash industry in 2009 and beyond to work toward the common goal of advancing coal ash utilization by solving CCP-related technical issues and promoting the environmentally safe, technically sound, and economically viable management of these complex and changing materials.

The research includes experiments to simulate the phenomenology of accident conditions and the development of analytical models, verified by experiment, which can be used to predict reactor and safety systems performance behavior under abnormal conditions. The objective of this work is to provide NRC requisite data bases and analytical methods to (1) identify and define safety issues, (2) understand the progression of risk-significant accident sequences, and (3) conduct safety assessments. The collective NRC-sponsored effort at Sandia National Laboratories is directed at enhancing the technology base supporting licensing decisions.
