    As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit continued with the Pilot High Velocity FGD (PHV) and the Trace Element Removal (TER) test blocks. In the High Velocity test block, SO{sub 2} removal and mist eliminator carryover rates were investigated while operating the absorber unit with various spray nozzle types and vertical mist eliminator sections. During the Trace Element Removal test block, the mercury measurements and control studies involving the EPA Method 29 continued with testing of several impinger capture solutions, and the use of activated carbon injection across the Pulse-Jet Fabric Filter (PJFF) unit. The 4.0 MW Spray Dryer Absorber System was utilized this month in the TER test configuration to inject and transfer activated carbon to the PJFF bags for downstream mercury capture. Work also began in December to prepare the 0.4 MW Mini-Pilot Absorber system for receipt of the B and W Condensing Heat Exchanger (CHX) unit to be used in the 1996 DOE/PRDA testing. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit remained in cold-standby this month.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit this month involved the Trace Element Removal (TER) test block, and the simultaneous testing of the Lime Forced Oxidation process with DBA addition (LDG). Additionally, the second phase of the 1995 Carbon Injection test block began this month with the SDA/PJFF test configuration. At the end of the LDG testing this month, a one-week baseline test was conducted to generate approximately 200 lbs. of magnesium-lime FGD solids for analysis. On the 1.0 MW Post-FGD Selective Catalytic Reduction (SCR) unit, performance testing was continued this month as measurements were taken for NO{sub x} removal efficiency, residual ammonia slip, and S0{sub 3} generation across the catalysts installed in the reactor. As a result of new directions received from EPRI, this will be the last scheduled month of testing for the SCR unit in 1995. At the completion of this month, the unit will be isolated from the flue gas path and placed in a cold-standby mode for future test activities. This report describes the status of facilities and test facilities at the pilot and mini-pilot plants.

    Implementation of quality maintenance programs is essential to enhancing sustainable continuous operations of United States funded Materials Protection, Control and Accountability (MPC and A) equipment/systems upgrades at various Russian nuclear facilities. An effective maintenance program is expected to provide assurances to both parties for achieving maximum continuous systems operations with minimum down time. To be effective, the program developed must focus on minimum down time for any part of a system. Minimum down time is realized through the implementation of a quality maintenance program that includes preventative maintenance, necessary diagnostic tools, properly trained technical staff, and an in-house inventory of required spare parts for repairing the impacted component of the system. A centralized maintenance management program is logistically essential for the success of this effort because of the large volume of MPC and A equipment/systems installed at those sites. This paper will discuss current programs and conditions at the Russian Research Center-Kurchatov Institute, the All-Russian Scientific Institute for Technical Physics and the All-Russian Research Institute of Experimental Physics and will address those steps necessary to implement an upgraded program at those sites.

    The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.

Research tasks are entitled Monitoring bat habitation of caves on the INEL to determine species present, numbers, and seasons of use; Monitor bat use of man-made ponds at the INEL to determine species present and rates of use of these waters; If the Big Lost River is flowing on the INEL and/or if the Big Lost River sinks contain water, determine species present, numbers and seasons of use; Determine the habitat requirement of Townsend`s big-eared bats, including the microclimate of caves containing Townsend`s big-eared bats as compared to other caves that do not contain bats; Determine and describe an economical and efficient bat census technique to be used periodically by INEL scientists to determine the status of bats on the INEL; and Provide a suggestive management and protective plan for bat species on the INEL that might, in the future, be added to the endangered and sensitive list;

    The Institutional Research and Development (IR and D) program was established at the Lawrence Livermore National Laboratory (LLNL) by the Director in October 1984. The IR and D program fosters exploratory work to advance science and technology; disciplinary research to create varied, innovative approaches to selected scientific fields; and long-term research in support of the defense and energy missions at LLNL.     The Institute for Fusion Studies is a national center for theoretical fusion plasma physics research. Its purposes are to (1) conduct research on theoretical questions concerning the achievement of controlled fusion energy by means of magnetic confinement--including both fundamental problems of long-range significance, as well as shorter-term issues; (2) serve as a national and international center for information exchange by hosting exchange visits, conferences, and workshops; and (3) train students and postdoctoral research personnel for the fusion energy program and plasma physics research areas. During FY 1995, a number of significant scientific advances were achieved at the IFS, both in long-range fundamental problems as well as in near-term strategic issues, consistent with the Institute`s mandate. Examples of these achievements include, for example, tokamak edge physics, analytical and computational studies of ion-temperature-gradient-driven turbulent transport, alpha-particle-excited toroidal Alfven eigenmode nonlinear behavior, sophisticated simulations for the Numerical Tokamak Project, and a variety of non-tokamak and non-fusion basic plasma physics applications. Many of these projects were done in collaboration with scientists from other institutions. Research discoveries are briefly described in this report.

Activities include research in mining- and mineral-related areas, education and training of scientists and engineers in these fields, administration of the Institute, and cooperative interactions with industry, government agencies, and other research centers. During this period, ISMMRRI has supported research efforts to: (1) Investigate methods of leaching zinc from sphalerite-containing ores. (2) Study the geochemistry and geology of an Archean gold deposit and of a gold-telluride deposit. (3) Enchance how-quality aggregates for use in construction. (4) Pre-clean coal by triboelectric charging in a fluidized-bed. (5) Characterize the crystal/grain alignment during processing of yttrium-barium-copper-perovskite (1-2-3) superconductors. (5) Study the fluid inclusion properties of a fluorite district. (6) Study the impacts of surface mining on community planning. (7) Assess the hydrophobicity of coal and pyrite for beneficiation. (8) Investigate the use of photoacoustic absorption spectroscopy for monitoring unburnt carbon in the exhaust gas from coal-fired boilers. The education and training program continued within the interdepartmental graduate minor in mineral resources includes courses in such areas as mining methods, mineral processing, industrial minerals, extractive metallurgy, coal science and technology, and reclamation of mined land. In addition, ISMMRRI hosted the 3rd International Conference on Processing and Utilization of High-Sulfur Coals in Ames, Iowa. The Institute continues to interact with industry in order to foster increased cooperation between academia and the mining and mineral community.

    Enhancing the performance of SciDAC applications on petascale systems had high priority within DOE SC at the start of the second phase of the SciDAC program, SciDAC-2, as it continues to do so today. Achieving expected levels of performance on high-end computing (HEC) systems is growing ever more challenging due to enormous scale, increasing architectural complexity, and increasing application complexity. To address these challenges, the University of Southern California?s Information Sciences Institute organized the Performance Engineering Research Institute (PERI). PERI implemented a unified, tripartite research plan encompassing: (1) performance modeling and prediction; (2) automatic performance tuning; and (3) performance engineering of high profile applications. Within PERI, USC?s primary research activity was automatic tuning (autotuning) of scientific software. This activity was spurred by the strong user preference for automatic tools and was based on previous successful activities such as ATLAS, which automatically tuned components of the LAPACK linear algebra library, and other recent work on autotuning domain-specific libraries. Our other major component was application engagement, to which we devoted approximately 30% of our effort to work directly with SciDAC-2 applications. This report is a summary of the overall results of the USC PERI effort.

    The Savannah River Ecology Laboratory (SREL) is a research unit of the University of Georgia (UGA). The overall mission of the Laboratory is to acquire and communicate knowledge of ecological processes and principles. SREL conducts basic and applied ecological research, as well as education and outreach programs, under a contract with the U.S. Department of Energy (DOE) at the Savannah River Site (SRS) near Aiken, South Carolina. Significant accomplishments were made during the past year in the areas of research, education and service. The Laboratory`s research mission was fulfilled with the publication of two books and 143 journal articles and book chapters by faculty, technical and students, and visiting scientists. An additional three books and about 80 journal articles currently are in press. Faculty, technician and students presented 193 lectures, scientific presentations, and posters to colleges and universities, including minority institutions. Dr. J Vaun McArthur organized and conducted the Third Annual SREL Symposium on the Environment: New Concepts in Strewn Ecology: An Integrative Approach. Dr. Michael Newman conducted a 5-day course titled Quantitative Methods in Ecotoxicology, and Dr. Brian Teppen of The Advanced Analytical Center for Environmental Sciences (AACES) taught a 3-day short course titled Introduction to Molecular Modeling of Environmental Systems. Dr. I. Lehr Brisbin co-hosted a meeting of the Crocodile Special Interest Group. Dr. Rebecca Sharitz attended four symposia in Japan during May and June 1996 and conducted meetings of the Executive Committee and Board of the International Association for Ecology (ENTECOL).

  19. NTRCI Legacy Engine Research and Development Project Final Technical Report

    The Legacy engine is a completely new design, transitional diesel engine, replacing the reciprocating engine with a rotary engine. The Legacy engine offers significant advances over conventional internal combustion engines in 1) power to weight ratio; 2) multiple fuel acceptance; 3) fuel economy; and 4) environmental compliance. These advances are achieved through a combination of innovative design geometry, rotary motion, aspiration simplicity, and manufacturing/part simplicity. The key technical challenge to the Legacy engineâ??s commercialization, and the focus of this project, was the development of a viable roton tip seal. The PST concept for the roton tip seal was developed into a manufacturable design. The design was evaluated using a custom designed and fabricated seal test fixture and further refined. This design was incorporated into the GEN2.5A prototype and tested for achievable compression pressure. The Decision Point at the end of Phase 1 of the project (described below) was to further optimize the existing tip seal design. Enhancements to the tip seal design were incorporated into the GEN2.5B prototype and tested and evaluated using the iterative research strategy described below. Compression pressures adequate for compression ignition of diesel fuel were achieved, although not consistently in all combustion volumes. The variation in compression pressures was characterized versus design features. As the roton tip seal performance was improved, results pointed toward inadequate performance of the housing side seals. Enhancement of the housing side seal system was accomplished using a custom designed side seal test fixture. The design enhancements developed with the test fixture were also incorporated into the GEN2.5B prototype and tested and evaluated using the iterative research strategy described below. Finally, to simplify the requirements for the roton tip seals and to enhance the introduction and combustion of fuel, a flush-mount fuel injector was designed, manufactured and demonstrated in the GEN2.5B prototype.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) Solar Energy Research Institute (SERI), conducted December 14 through 18, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with SERI. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at SERI, and interviews with site personnel. 33 refs., 22 figs., 21 tabs.

    Operations and maintenance continued this month at the Electric Power Research Institute`s (EPRI`s) Environmental Control Technology Center (ECTC). Testing for the month involved the Dry Sorbent Injection (DST) test block with the Carbon Injection System. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit, the 0.4 MW Mini-Pilot Wet Scrubber, and the 4.0 MW Pilot Wet Scrubber remained idle this month in a cold-standby mode and were inspected regularly. These units remain available for testing as future project work is identified. The 1990 Clean Air Act Amendments have required that the Environmental Protection Agency (EPA) assess the health risks and environmental effects associated with air toxic emissions (primarily mercury) from fossil-fuel fired utility boilers. EPRI has sponsored research on environmental mercury since 1983 to determine the factors that may influence human health, and to determine the role of electric power generating stations in contributing to those factors. Over the last four years, EPRI`s Environmental Control Technology Center (ECTC) has conducted EPRI and DOE sponsored testing to develop and demonstrate appropriate measurement methods and control technologies for power plant atmospheric mercury emissions. Building upon the experience and expertise of the EPRI ECTC, a test program was initiated at the Center in July to further evaluate dry sorbent-based injection technologies upstream of a cold-side ESP for mercury control, and to determine the effects of such sorbents on ESP performance. The results from this program will be compared to the results from previous DOE/EPRI demonstrations, and to other ongoing programs. The primary objectives of this test program are to: (1) Determine the levels of mercury removal achievable by dry sorbent injection upstream of an electrostatic precipitator (ESP). The process parameters to be investigated include sorbent residence time, sorbent type, sorbent size, sorbent loading, and flue gas temperature. (2) Determine the impact of sorbent injection on ESP performance.

    The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

    Research conducted by the six NIGEC Regional Centers during recent years is reported. An overview of the NIGEC program from its beginnings provides a description and evaluation of the program's vision, strategy and major accomplishments. The program's purpose was to support academic research on environmental change in regions of the country that had historically received relatively little federal funding. The overall vision of NIGEC may be stated as the performance of academic research on the regional interactions between ecosystems and climate. NIGEC's research presents important evidence on the impacts of climate variability and change, and in some cases adaptability, for a broad range of both managed and unmanaged ecosystems, and has thereby documented significant regional issues on the environmental responses to climate change. NIGEC's research has demonstrated large regional differences in the atmospheric carbon exchange budgets of croplands and forests, that there are significant variations of this exchange on diurnal, synoptic, seasonal and interannual time scales due to atmospheric variability (including temperature, precipitation and cloudiness), and that management practices and past history have predominant effects in grasslands and croplands. It is the mid-latitude forests, however, that have received more attention in NIGEC than any other specific ecosystem, and NIGEC's initiation of and participation in the AmeriFlux program, network of carbon flux measurement sites in North American old-growth forests, is generally considered to be its most significant single accomplishment. By including appendices with complete listings of NIGEC publications, principal investigators and participating institutions, this report may also serve as a useful comprehensive documentation of NIGEC.

    Several MPACT BCPs were executed in February, reflecting the shift in MPACT priorities directed late last year. Work continued on the FY2014 IPL, also bringing it in line with the new priorities. Preparations were made for the March MPACT Working Group meeting, in conjunction with Savannah River which is hosting the meeting. Steps were taken to initiate a new project with the World Institute for Nuclear Security, including discussions with WINS staff and preliminary work on the required procurement documentation. Several hardware issues were worked through. The newest detector array is working at LANL. A thorough analysis of previously collected Pu sample data using recently developed analysis code with improved spectral energy calibrations was completed. We now have a significantly better understanding of measurement uncertainties. Post-test analyses of the salt and sensor material for the first sensor test are almost complete. Sensor testing with different arrangements will continue and will be oriented based on post-test analysis of the first sensor test. Sensor materials for the next couple of tests are being fabricated. Materials with different annealing temperatures are being prepared for analysis. Fast Neutron Imaging to Quantify Nuclear Materials - The imager detectors repairs are complete and work with the imager is under way. The milestone requiring a report on LANSCE experiments was completed and submitted. Analysis of previous experiments and comparisons to simulations is near complete. Results are being compared with previous LANSCE-LSDS and RPI results. Additional data library (TENDL) is also being checked to see whether there are differences in the simulation results. The mid-year MIP Monitor project accomplishments and progress was presented at the MPACT meeting held in March at SRNL. Discussions around the meeting included inquiries into the feasibility of collecting process measurement data at H-Canyon, and it was explored further after the meeting. Kenneth Dayman, the graduate student from University of Texas, completed an initial draft of his master's thesis. His research will contribute to the multivariate classifier currently under development. Sarah Bender, the graduate student from Pennsylvania State University, presented her work on a poster and in a conference paper at the MARC IX meeting. A mass balance flowsheet for the fast reactor fuel was completed and a model simulation is scheduled to begin construction next month. The development of a mass balance flowsheet for light water reactor fuel will predict the behavior of the separation process using mathematical functions. The completed flowsheet will be utilized as the basis for constructing the model simulation for the electrochemical separations. Comments and review of the model from the MPACT Working Group meeting have been used to evaluate updates to the EChem model. A preliminary physical security layout has been developed in ATLAS. Thermal stability tests for high temperature microfluidic interconnections were completed on all compounds tested for bonding strength. An interconnection strategy was determined based on these results that we expect will allow for operation at 400C in the first generation of sampling systems. Design of the sampling system using the chosen interconnections was initiated, with handoff to an external foundry for fabrication based on ANL specified process conditions expected by the middle of the month. Monte Carlo simulations of the sampling system were conducted under conditions of realistic sampling size distributions, electrorefiner inhomogeneity distributions, and detector efficiencies. These simulations were used to establish a baseline limit of detection for system operation, assuming an on-line separation step is conducted before detection.     The Institute for Fusion Studies is a national center for theoretical fusion plasma physics research. Its purposes are: (1) to conduct research on theoretical questions concerning the achievement of controlled fusion energy by means of magnetic confinement--including both fundamental problems of long-range significance, as well as shorter-term issues; (2) to serve as a national and international center for information exchange by hosting exchange visits, conferences, and workshops; (3) and to train students and postdoctoral research personnel for the fusion energy program and plasma physics research areas. The theoretical research results obtained by the Institute contribute to the progress of nuclear fusion research, whose goal is the development of fusion power as a basic energy source. Close collaborative relationships have been developed with other university and national laboratory fusion groups, both in the US and abroad. In addition to its primary focus on mainstream fusion physics, the Institute is also involved with research in fusion-sidestream fields, such as advanced computing techniques, nonlinear dynamics, space plasmas and astrophysics, statistical mechanics, fluid dynamics, and accelerator physics. Important research discoveries are briefly described.

Biophysics research includes fundamental structural and biophysical investigations of immunoglobulins and key biological molecules using NMR, crystallographic, and x-ray and neutron small-angle scattering techniques. The final sections cover support facilities, educational activities, seminars, staff talks, staff, and funding agencies.

It aims to develop a deep hot, dry geothermal resource under the city. The project is funded by the Commission, and administered by the City. Technical operations are conducted by Laboratory staff and resources seconded from the Hot Dry Rock program. In addition to the normal geothermal exploration problems of predicting geological and geophysical properties of the subsurface, there are uncertainties as to what further material and environmental parameters are relevant, and how they might be measured.     The main purpose of developing high temperature gas cleaning technologies are to clean the gas under high temperature in order to be cost effective and to improve energy efficiency. Moving granular bed filters are technically and economically applicable for high temperature cleaning system because of low cost, possible to keep operation at a constant pressure drop, simple structure, easy in operation and maintenance, no high risk internals, and more tolerant to process thermal flow. Energy and Resource Laboratories, Taiwan Industrial Technology Research Institute (ERL/ITRI) has been developing a moving granular bed filter (MGBF) for BIGCC(Biomass Integrated Gasification Combined Cycle) high temperature gas cleanup. The filter granules move downwards directed by louver-like guide plates and the hot gases penetrate the MGBF horizontally. Filtration mechanisms include collection of the dust cake over the bed media surface and deep bed filtration. Stagnant zones of filter granules combining with the dusts always exist along the louver walls. Such stagnant zones often corrode the louver-like guide plates, increase the system pressure drop and decrease the total reaction efficiency that may endanger MGBF operation. Series louver and inert structure research that modify the granular flow pattern have been designed to eliminate the formation of these stagnant zones. By connecting to an auxiliary dust/bed media separation system, MGBF can be operated continuously at a stable pressure drop with a stable high efficiency. There are several MGBF R&D activities in progress: (1) a 3-dimensional cold flow system for testing the MGBF filtration efficiency; (2) a high temperature gas cleanup experimental system that has been designed and installed; (3) a 2-dimensional flow pattern experimental system for approving design concepts.

    Enhancing the performance of SciDAC applications on petascale systems has high priority within DOE SC. As we look to the future, achieving expected levels of performance on high-end com-puting (HEC) systems is growing ever more challenging due to enormous scale, increasing archi-tectural complexity, and increasing application complexity. To address these challenges, PERI has implemented a unified, tripartite research plan encompassing: (1) performance modeling and prediction; (2) automatic performance tuning; and (3) performance engineering of high profile applications. The PERI performance modeling and prediction activity is developing and refining performance models, significantly reducing the cost of collecting the data upon which the models are based, and increasing model fidelity, speed and generality. Our primary research activity is automatic tuning (autotuning) of scientific software. This activity is spurred by the strong user preference for automatic tools and is based on previous successful activities such as ATLAS, which has automatically tuned components of the LAPACK linear algebra library, and other re-cent work on autotuning domain-specific libraries. Our third major component is application en-gagement, to which we are devoting approximately 30% of our effort to work directly with Sci-DAC-2 applications. This last activity not only helps DOE scientists meet their near-term per-formance goals, but also helps keep PERI research focused on the real challenges facing DOE computational scientists as they enter the Petascale Era.

    The Inhalation Toxicology Research Institute (ITRI) is a Government-owned facility leased and operated by the Lovelace Biomedical and Environmental Research Institute (LBERI) as a private, nonprofit research and testing laboratory. LBERI is an operating subsidiary of the Lovelace Respiratory Research Institute. Through September 30, 1996, ITRI was a Federally Funded Research and Development Center operated by Lovelace for the US Department of Energy (DOE) as a {open_quotes}Single Program Laboratory{close_quotes} within the DOE Office of Health and Environmental Research, Office of Energy Research. Work for DOE continues in the privatized ITRI facility under a Cooperative Agreement. At the time of publication, approximately 70% of the Institute`s research is funded by DOE, and the remainder is funded by a variety of Federal agency, trade association, individual industry, and university customers. The principal mission of ITRI is to conduct basic and applied research to improve our understanding of the nature and magnitude of the human health impacts of inhaling airborne materials in the home, workplace, and general environment. Institute research programs have a strong basic science orientation with emphasis on the nature and behavior of airborne materials, the fundamental biology of the respiratory tract, the fate of inhaled materials and the mechanisms by which they cause disease, and the means by which data produced in the laboratory can be used to estimate risks to human health. Disorders of the respiratory tract continue to be a major health concern, and inhaled toxicants are thought to contribute substantially to respiratory morbidity. As the country`s largest facility dedicated to the study of basic inhalation toxicology, ITRI provides a national resource of specialized facilities, personnel, and educational activities serving the needs of government, academia, and industry.

  5. Climate Models from the Joint Global Change Research Institute

    Staff at the Joint Institute develop and use models to simulate the economic and physical impacts of global change policy options. The GCAM, for example, gives analysts insight into how regional and national economies might respond to climate change mitigation policies including carbon taxes, carbon trading, and accelerated deployment of energy technology. Three available models are Phoenix, GCAM, and EPIC. Phoenix is a global, dynamic recursive, computable general equilibrium model that is solved in five-year time steps from 2005 through 2100 and divides the world into twenty-four regions. Each region includes twenty-six industrial sectors. Particular attention is paid to energy production in Phoenix. There are nine electricity-generating technologies (coal, natural gas, oil, biomass, nuclear, hydro, wind, solar, and geothermal) and four additional energy commodities: crude oil, refined oil products, coal, and natural gas. Phoenix is designed to answer economic questions related to international climate and energy policy and international trade. Phoenix replaces the Second Generation Model (SGM) that was formerly used for general equilibrium analysis at JGCRI. GCAM is the Global Change Assessment Model, a partial equilibrium model of the world with 14 regions. GCAM operates in 5 year time steps from 1990 to 2095 and is designed to examine long-term changes in the coupled energy, agriculture/land-use, and climate system. GCAM includes a 151-region agriculture land-use module and a reduced form carbon cycle and climate module in addition to its incorporation of demographics, resources, energy production and consumption. The model has been used extensively in a number of assessment and modeling activities such as the Energy Modeling Forum (EMF), the U.S. Climate Change Technology Program, and the U.S. Climate Change Science Program and IPCC assessment reports. GCAM is now freely available as a community model. The Environmental Policy Integrated Climate (EPIC) Model is a process-based agricultural systems model composed of simulation components for weather, hydrology, nutrient cycling, pesticide fate, tillage, crop growth, soil erosion, crop and soil management and economics. Staff at PNNL have been involved in the development of this model by integrating new sub-models for soil carbon dynamics and nitrogen cycling.

    Administration of the NERC of NICCR began at Penn State in December of 2005 and ended in December of 2011. During that time, five requests for proposals were released and five rounds of proposals were reviewed, awarded and administered. Throughout this award, 203 pre-proposals have been received by the NERC in five RFPS and 110 full proposals invited. Of the 110 full proposals reviewed, 53 were funded (most in full, some partially) resulting in 51 subcontracts. These awards were distributed among 17 universities and 3 non-governmental research institutes. Full proposals have been received from 29 universities and 5 non-governmental research institutes. Research activities have now been completed.

    For the fifth year, the Pacific Northwest National Laboratory in Richland, Washington, invited graduate students, postdoctoral fellows, university faculty, and students entering graduate students from around the world to participate in the Summer Research Institute in Interfacial and Condensed Phase Chemical Physics. The institute offers participants the opportunity to gain hands-on experience in top-notch research laboratories while working along internationally respected mentors. Of the 38 applicants, 20 were accepted for the 8- to 10-week program. The participants came from universities as close as Seattle and Portland and as far away as Germany and Singapore. At Pacific Northwest National Laboratory, the 20 participants were mentored by 13 scientists. These mentors help tailor the participant’s experience to the needs of that person. Further, the mentors provide guidance on experimental and theoretical techniques, research design and completion, and other aspects of scientific careers in interfacial and condensed phase chemical physics. The research conducted at the institute can result in tangible benefits for the participants. For example, many have co-authored papers that have been published in peer-reviewed journals, including top-rated journals such as Science. Also, they have presented their research at conferences, such as the Gordon Research Conference on Dynamics at Surfaces and the AVS national meeting. Beyond that, many of the participants have started building professional connections with researchers at Pacific Northwest National Laboratory, connections that will serve them well during their careers.

    The refractory research group at the Albany Research Center (ARC) has a long history of conducting materials research within the U.S. Bureau of Mines, and more recently, within the U.S. Dept. of Energy. When under the U.S. Bureau of Mines, research was driven by national needs to develop substitute materials and to conserve raw materials. This mission was accomplished by improving refractory material properties and/or by recycling refractories using critical and strategic materials. Currently, as a U.S. Dept of Energy Fossil Energy field site, research is driven primarily by the need to assist DOE in meeting its vision to develop economically and environmentally viable technologies for the production of electricity from fossil fuels. Research at ARC impacts this vision by: • Providing information on the performance characteristics of materials being specified for the current generation of power systems; • Developing cost-effective, high performance materials for inclusion in the next generation of fossil power systems; and • Solving environmental emission and waste problems related to fossil energy systems. A brief history of past refractory research within the U.S. Bureau of Mines, the current refractory research at ARC, and the equipment and capabilities used to conduct refractory research at ARC will be discussed.

    The Earth Science Laboratory of the University of Utah Research Institute has been involved in research in geothermal exploration and development for the past eleven years. Our work has resulted in the publication of nearly 500 reports, which are listed in this document. Over the years, we have collected drill chip and core samples from more than 180 drill holes in geothermal areas, and most of these samples are available to others for research, exploration and similar purposes. We hope that scientists and engineers involved in industrial geothermal development will find our technology transfer and service efforts helpful.

    This paper presents the current status of the study on the development of regulatory technical requirements for the licensing review of an advanced integral type research reactor of which the license application is expected in a few years. According to the Atomic Energy Act of Korea, both research and education reactors are subject to the technical requirements for power reactors in the licensing review. But, some of the requirements may not be applicable or insufficient for the licensing reviews of reactors with unique design features. Thus it is necessary to identify which review topics or areas can not be addressed by the existing requirements and to develop the required ones newly or supplement appropriately. Through the study performed so far, it has been identified that the following requirements need to be developed newly for the licensing review of SMART-P: the use of proven technology, the interfacial facility, the non-safety systems, and the metallic fuels. The approach and basis for the development of each of the requirements are discussed. (authors)

    This report describes test for air pollution control of flue gas and mercury as a result of coal combustion. The NYSEG Kintigh Station provided flue gas to the Center 100% of the time during this performance period. As the Kintigh Station operated with a variety of coals, fluctuations in the Center`s inlet SO{sub 2} concentrations were experienced. Safety training for the month was conducted by the O&M Superintendent, Maintenance Supervisor and Shift Supervisors. {open_quotes}Personal Protective Equipment{close_quotes} was the topic of the month. Inspections of the ECTC Facility and safety equipment (SCR air-packs, fire extinguishers, etc.) were completed and recorded this month. All systems were found to be in good condition. By continuing to emphasize safe work habits at the Center, we have raised the total number of days without a lost time injury to 1426 as of 4/30/96. The monthly safety meeting with the NYSEG Kintigh Station was held on April 30, 1996 with both NYSEG and ECTC representatives. The topics of discussion included an overview of NYSEG`s upcoming alternate fuel burn, an update on plant staffing changes, and a discussion of future safety training activities.

    The Pacific Northwest National Laboratory (PNNL) hosted its third annual Summer Research Institute in Interfacial and Condensed Phase Chemical Physics from May through September 2006. During this period, twenty PNNL scientists hosted twenty-seven scientists from twenty-five different universities. Of the twenty-seven participants, one was a graduating senior; twenty-one were graduate students; one was a postdoctoral fellow; and four were university faculty members.
