    The primary concern of the Environmental Research Program is the understanding of pollutant formation, transport, and transformation and the impacts of pollutants on the environment. These impacts include global, regional, and local effects on the atmosphere and hydrosphere, and on certain aspects of human health. This multidisciplinary research program includes fundamental and applied research in physics, chemistry, engineering, and biology, as well as research on the development of advanced methods of measurement and analysis. During FY 1983, research concentrated on atmospheric physics and chemistry, applied physics and laser spectroscopy, combustion theory and phenomena, environmental effects of oil shale processing, freshwater ecology and acid precipitation, trace element analysis for the investigation of present and historical environmental impacts, and a continuing survey of instrumentation for environmental monitoring.

The workshop provided a technical and professional forum for eleven senior women and twenty-four early-career women in applied mathematics. Each participant committed to an outreach activity and publication of a report on the workshop's web site. The final session of the workshop produced recommendations for future action.

    Applied Mathematical Sciences serves as the DOE focal point for monitoring and advancing the state of the art in mathematics, statistics, and computer science. Several DOE mission programs develop and refine specific techniques from the applied mathematical sciences applicable to their immediate needs. In contrast, Applied Mathematical Sciences concentrates on more broadly based, continuing needs throughout the DOE community. Emphasis is placed on research basic to the analysis, development, and use of large-scale computational models; the management and analysis of large, complex collections of information; and the effective use of DOE computing resources. The purpose of this research is not to improve existing technologies and methodologies, but rather to render them obsolete. Each part of the Applied Mathematical Sciences activity has been designed with the help and advice of leading mathematicians and computer scientists from universities, industry, and DOE laboratories to assure the broadest and greatest impact on the nation's energy R and D enterprise. Many of them are expert in industry's needs in the relevant areas. Close liaison is maintained with other federal agencies in the selection of areas of emphasis and of individual research tasks. This is high leverage research. In favorable cases, the results may be of great benefit simultaneously to a number of different energy technologies. The requested increase will be an exceptionally sound investment.

    The purpose of this paper is to present the current status of the development of the Safety and Tritium Applied Research (STAR) Facility at the Idaho National Engineering and Environmental Laboratory (INEEL). Designated a National User Facility by the US DOE, the primary mission of STAR is to provide laboratory infrastructure to study tritium science and technology issues associated with the development of safe and environmentally friendly fusion energy. Both tritium and non-tritium fusion safety research is pursued along three key thrust areas: (1) plasma-material interactions of plasma-facing component (PFC) materials exposed to energetic tritium and deuterium ions, (2) fusion safety concerns related to PFC material chemical reactivity and dust/debris generation, activation product mobilization, and tritium behavior in fusion systems, and (3) molten salts and fusion liquids for tritium breeder and coolant applications. STAR comprises a multi-room complex with operations segregated to permit both tritium and non-tritium activities in separately ventilated rooms. Tritium inventory in STAR is limited to 15,000 Ci to maintain its classification as a Radiological Facility. Experiments with tritium are typically conducted in glovebox environments. Key components of the tritium infrastructure have been installed and tested. This includes the following subsystems: (1) a tritium Storage and Assay System (SAS) that uses two 50-g depleted uranium beds for tritium storage and PVT/beta-scintillation analyses for tritium accountability measurements, (2) a Tritium Cleanup System (TCS) that uses catalytic oxidation and molecular sieve water absorption to remove tritiated species from glovebox atmosphere gases and gaseous effluents from experiment and process systems, and (3) tritium monitoring instrumentation for room air, glovebox atmosphere and stack effluent tritium concentration measurements. Integration of the tritium infrastructure subsystems with the experimental and laboratory process systems is planned for early in 2004. Following an operational readiness review, tritium operations will be initiated in the summer of 2004. Summary results of the performance testing of the tritium infrastructure subsystems and their integration into the laboratory operations will be presented at this conference. Current research activity includes plasma-material interaction studies with the Tritium Plasma Experiment (TPE) and tritium/chemistry interactions in the molten salt designated as Flibe (2·LiF-BeF2). The implementation of these capabilities in STAR will be described.

    The Safety, Tritium and Applied Research facility at the Idaho National Laboratory is a US Department of Energy National User Facility engaged in various aspects of materials research for nuclear applications related to fusion and advanced fission systems. Research activities are mainly focused on the interaction of tritium with materials, in particular plasma facing components, liquid breeders, high temperature coolants, fuel cladding, cooling and blanket structures and heat exchangers. Other activities include validation and verification experiments in support of the Fusion Safety Program, such as beryllium dust reactivity and dust transport in vacuum vessels, and support of Advanced Test Reactor irradiation experiments. This paper presents an overview of the programs engaged in the activities, which include the US-Japan TITAN collaboration, the US ITER program, the Next Generation Power Plant program and the tritium production program, and a presentation of ongoing experiments as well as a summary of recent results with emphasis on fusion relevant materials.

    The struggle to develop quality management concepts that ``map`` onto the cultural and work practices found in basic and applied research environments has been (for better or for worse) an attempt to differentiate basic and applied research from the nuclear industry. In the first (1990) edition of this ``Music Book`` proceedings, almost every laboratory that participated had a quality program that was traceable to, based on, influenced by, or in reaction to the nuclear quality standard ASME-NQA-1. This 1993 edition of the ``Music Book`` is very different in that almost every laboratory has developed a quality program that is based on, traceable to, or heavily influenced by DOE 5700.6C (Quality Assurance) and the DOE Standard; Implementation Guide for Quality Assurance Programs for Basic and Applied Research (DOE-ER-STD-6001-92). In order to construct a context for what follows and properly introduce the contents of this book, we want to briefly recount some of the highlights of the events that brought about this change, from the perspective of one who participated in the process.

    This annual report describes the background of the Deep Vadose Zone-Applied Field Research Initiative, and some of the programmatic approaches and transformational technologies in groundwater and deep vadose zone remediation developed during fiscal year 2011. The Department of Energy (DOE) Office of Technology Innovation and Development's (OTID) mission is to transform science into viable solutions for environmental cleanup. In 2010, OTID developed the Impact Plan, Science and Technology to Reduce the Life Cycle Cost of Closure to outline the benefits of research and development of the lifecycle cost of cleanup across the DOE complex. This plan outlines OTID's ability to reduce by $50 billion, the $200 billion life-cycle cost in waste processing, groundwater and soil, nuclear materials, and deactivation and decommissioning. The projected life-cycle costs and return on investment are based on actual savings realized from technology innovation, development, and insertion into remedial strategies and schedules at the Fernald, Mound, and Ashtabula sites. To achieve our goals, OTID developed Applied Field Research Initiatives to facilitate and accelerate collaborative development and implementation of new tools and approaches that reduce risk, cost and time for site closure. The primary mission of the Deep Vadose Zone-Applied Field Research Initiative (DVZ-AFRI) is to protect our nation's water resources, keeping them clean and safe for future generations. The DVZ-AFRI was established for the DOE to develop effective, science-based solutions for remediating, characterizing, monitoring, and predicting the behavior and fate of deep vadose zone contamination. Subsurface contaminants include radionuclides, metals, organics, and liquid waste that originated from various sources, including legacy waste from the nation's nuclear weapons complexes. The DVZ-AFRI project team is translating strategy into action by working to solve these complex challenges in a collaborative environment that leverages technology and scientific expertise from DOE, Pacific Northwest National Laboratory, CH2M HILL Plateau Remediation Company, and the broad scientific research community. As project manager for the DVZ-AFRI, I have had the privilege this past year to team with creative, talented members of the scientific community nationwide to develop effective long-term solutions to address deep vadose zone contamination. This report highlights how the DVZ-AFRI project team is delivering results by achieving significant programmatic accomplishments, and developing and field-testing transformational technologies to address the nation's most pressing groundwater and vadose zone contamination problems.

    The core projects for this DOE-sponsored Center at Michigan Tech have focused on several of the materials problems identified by the NAS. These include: new electrode materials, enhanced PEM materials, lighter and more effective bipolar plates, and improvement of the carbon used as a current carrier. This project involved fundamental and applied research in the development and testing of lightweight and nanostructured materials to be used in fuel cell applications and for chemical synthesis. The advent of new classes of materials engineered at the nanometer level can produce materials that are lightweight and have unique physical and chemical properties. The grant was used to obtain and improve the equipment infrastructure to support this research and also served to fund seven research projects. These included: 1. Development of lightweight, thermally conductive bipolar plates for improved thermal management in fuel cells; 2. Exploration of pseudomorphic nanoscale overlayer bimetallic catalysts for fuel cells; 3. Development of hybrid inorganic/organic polymer nanocomposites with improved ionic and electronic properties; 4. Development of oriented polymeric materials for membrane applications; 5. Preparation of a graphitic carbon foam current collectors; 6. The development of lightweight carbon electrodes using graphitic carbon foams for battery and fuel cell applications; and 7. Movement of water in fuel cell electrodes.

    The Long-Range Deep Vadose Zone Program Plan was published in October 2010. It summarized the U.S. Department of Energy’s (DOE’s) state-of-knowledge about the contaminant remediation challenges facing the deep vadose zone (DVZ) beneath the Central Plateau of the Hanford Site and their approach to solving those challenges. Developing an implementation plan is the next step to address the knowledge and capabilities required to solve DVZ challenges when needed. This multi-year plan (FY-11 through FY-20) identifies the short to long-term research, management, and execution plans required to solve those problems facing the DVZ-Applied Field Research Center (DVZ-AFRC). The schedule supporting implementation overlies existing activities and milestones from Hanford’s DOE-Environmental Management (EM) end-user projects. Success relies upon multi-project teams focused on coordinated subsurface projects undertaken across the DOE Complex combined with facilitated, problem-focused, research investments implemented through the DVZ-AFRC.

    The Urban Consortium (UC), created by PTI, is a network of jurisdictions with populations of over 250,000. The UC provides a platform for research and enterprise through its Energy, Environmental, Transportation, and Telecommunications and Information Task Forces. The UC provides a unique creative forum where elected and appointed officials and technical managers identify, test, and validate practical ways to improve the provision of public services and, where possible, generate new revenue opportunities. Public Technology, Inc., is the non-profit technology organization of the National League of Cities, the National Association of Counties, and the International City/County Management Association. PTI creates and advances technology-based products, services, and enterprises in cities and counties nationwide. Staffed by PTI, the UC addresses the critical needs of local governments through its Task Forces. The Urban Consortium Energy Task Force (UCETF) program has, since its inception, acted as a laboratory to develop, test solutions and share the resulting products or management approaches with the wider audience of local governments. It has addressed the overlap between energy and environment and economic development policy issues, and, is the nation's most extensive cooperative local government program to improve energy management and decision-making through applied research and technology cooperation. Proposals to meet the specific objectives of the UCETF annual R and D program are solicited from major urban jurisdictions. Projects based on these proposals are then selected by the UCETF for direct conduct and management by staff of city and county governments. Projects selected for each year's program are organized in thematic units to assure effective management and ongoing peer-to-peer experience exchange, with results documented at the end of each program year.

    A broad base of knowledge is necessary for the successful solution to applied problems, but on the other hand, developing such practical solutions can open the door to new and exciting adventures in basic research. Several such synergistic events are briefly described. These include the design and development of magnetic refrigerant materials (1) for the liquefaction of H{sub 2} gas, and (2) for near-room temperature cooling and refrigeration; and (3) the design and development of cryocooler regenerator materials. The first led to the discovery of both supercooling and superheating in the same substance (Dy and Er); the second to the discovery of the giant magnetocaloric effect, the colossal magnetostriction, and the giant magnetoresistance in the same substance [Gd{sub 5}(Si{sub x}Ge{sub 1-x}{sub 4})]; and the third the disappearance of three of the four magnetically ordered phases in Er by Pr additions in both high purity Er and commercial grade Er.

    This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.

    The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.

    In an effort to protect the United States from the ever increasing threat of domestic terrorism, the Department of Homeland Security, Science and Technology Directorate (DHS S&T), has significantly increased research activities to counter the terrorist use of explosives. More over, DHS S&T has established a robust Counter-Improvised Explosive Device (C-IED) Program to Deter, Predict, Detect, Defeat, and Mitigate this imminent threat to the Homeland. The DHS S&T portfolio is complicated and changing. In order to provide the ''best answer'' for the available resources, DHS S&T would like some ''risk based'' process for making funding decisions. There is a definite need for a methodology to compare very different types of technologies on a common basis. A methodology was developed that allows users to evaluate a new ''quad chart'' and rank it, compared to all other quad charts across S&T divisions. It couples a logic model with an evidential reasoning model using an Excel spreadsheet containing weights of the subjective merits of different technologies. The methodology produces an Excel spreadsheet containing the aggregate rankings of the different technologies. It uses Extensible Logic Modeling (ELM) for logic models combined with LANL software called INFTree for evidential reasoning.

    Areas in a 4-year-old loblolly pine (Pinus taeda L.) plantation were treated with aerially applied Roundup (glyphosate), Pronone 10G (hexazinone), and Velpar L (hexazinone) plus Lo Drift (a spray additive). All herbicides were applied with appropriate helicopter-mounted equipment. The proportion of free-to-grow pine trees increased over a 2-year period in both the treated and untreated areas, but the increase was slightly greater in the treated areas. Final loblolly pine height, d.b.h., and volume per tree did not differ significantly among the four treatments. About 1,200 hardwood trees and 4,700 shrubs over 3 ft tall per acre were present at the beginning of the study.

    Modern buildings are complex energy systems that must be controlled for energy efficiency. The Research Support Facility (RSF) at the National Renewable Energy Laboratory (NREL) has hundreds of controllers -- computers that communicate with the building's various control systems -- to control the building based on tens of thousands of variables and sensor points. These control strategies were designed for the RSF's systems to efficiently support research activities. Many events that affect energy use cannot be reliably predicted, but certain decisions (such as control strategies) must be made ahead of time. NREL researchers modeled the RSF systems to predict how they might perform. They then monitor these systems to understand how they are actually performing and reacting to the dynamic conditions of weather, occupancy, and maintenance.

    Software lifecycles are becoming an increasingly important issue for computational science and engineering (CSE) software. The process by which a piece of CSE software begins life as a set of research requirements and then matures into a trusted high-quality capability is both commonplace and extremely challenging. Although an implicit lifecycle is obviously being used in any effort, the challenges of this process - respecting the competing needs of research vs. production - cannot be overstated. Here we describe a proposal for a well-defined software lifecycle process based on modern Lean/Agile software engineering principles. What we propose is appropriate for many CSE software projects that are initially heavily focused on research but also are expected to eventually produce usable high-quality capabilities. The model is related to TriBITS, a build, integration and testing system, which serves as a strong foundation for this lifecycle model, and aspects of this lifecycle model are ingrained in the TriBITS system. Here, we advocate three to four phases or maturity levels that address the appropriate handling of many issues associated with the transition from research to production software. The goals of this lifecycle model are to better communicate maturity levels with customers and to help to identify and promote Software Engineering (SE) practices that will help to improve productivity and produce better software. An important collection of software in this domain is Trilinos, which is used as the motivation and the initial target for this lifecycle model. However, many other related and similar CSE (and non-CSE) software projects can also make good use of this lifecycle model, especially those that use the TriBITS system. Indeed this lifecycle process, if followed, will enable large-scale sustainable integration of many complex CSE software efforts across several institutions.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals.     This multi-state collaborative project brings together federal, state, and private sector resources in order to move the design and use of high-performance energy technologies in schools to the forefront. NASEO and its contractors continue to make progress on completion of the statement of work. The high watermark for this period is the installation and operation of the micro-turbine in the Canton School District. The school is pleased to begin the monitoring phase of the project and looks forward to a ribbon cutting this Spring. The other projects continue to move forward and NYSERDA has now begun work in earnest. We expect the NASEO/NYSERDA workshop sometime this Spring as well. By the time the next Annual Technical Progress Report is submitted, we plan to have finished all of the work. The next year should be filled with dissemination of information to interested parties on the success of the project in an effort to get others to duplicate the high performance, and energy smart schools initiatives. We expect all of the deliverables to be completed with the possible exception of the high-performance schools retrofits in California. We expect that 2 of the 3 campuses undergoing retrofits will be complete and the third will be nearly complete. All other activities are on schedule for 10/1/03 completion at this time.

    The Applied Sciences Branch actively supports the advancement of DOE/SERI goals for the development and implementation of the solar photovoltaic technology. The primary focus of the laboratories is to provide state-of-the-art analytical capabilities for materials and device characterization and fabrication.     This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.
