    The development and maintenance of the broad range of the highly technical skills required for safe and successful management of nuclear sites is of vital importance during routine operations, decommissioning and waste treatment activities.. In order to maintain a core team of technical experts, across all of the disciplines required for these tasks, the approach which has been taken by the Sellafield Ltd has been the formation of twenty five Centres of Expertise (CoE), each covering key aspects of the technical skills required for nuclear site operations. Links with the Specialist University Departments: The CoE leads are also responsible for establishing formal links with university departments with specialist skills and facilities relevant to their CoE areas. The objective of these links is to allow these very specialist capabilities within the university sector to be more effectively utilized by the nuclear industry, which benefits both sectors. In addition to the utilization of specialist skills, the university links are providing an important introduction to the nuclear industry for students and researchers. This is designed to develop the pipeline of potential staff, who will be required in the future by both the academic and industrial sectors. (authors)

    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors. The analysis identifies those markets and niches where opportunities exist for increasing energy efficiency and renewable energy use.

    A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

    This report analyzed the potential for increasing energy efficiency and reducing greenhouse gas emissions (GHGs) in the non-residential building and the industrial sectors in India. The first two sections describe the research and analysis supporting the establishment of baseline energy consumption using a bottom up approach for the non residential sector and for the industry sector respectively. The third section covers the explanation of a modeling framework where GHG emissions are projected according to a baseline scenario and alternative scenarios that account for the implementation of cleaner technology.

    Over the past few years, there has been a hint of the $\\gamma$-ray excess observed by the Fermi-LAT satellite borne telescope from the region surrounding the Galactic Centre at an energy range $\\sim 1$-$3$ GeV. The nature of this excess $\\gamma$-ray spectrum is found to be consistent with the $\\gamma$-ray emission expected from dark matter annihilation at the Galactic Centre while disfavouring other known astrophysical sources as the possible origin of this phenomena. It is also reported that the spectrum and morphology of this excess $\\gamma$-rays can well be explained by the dark matter particles having mass in the range $30\\sim 40$ GeV annihilating into ${\\rm b}$ $\\bar{\\rm b}$ final state with an annihilation cross section ${\\sigma {\\rm v}} \\sim 1.4 - 2.0\\times10^{-26}$ cm$^3/$s at the Galactic centre. In this work, we propose a two component dark matter model where two different types of dark matter particles namely a complex scalar and a Dirac fermion are considered. The stability of both the dark sector particles are maintained by virtue of an additional local U$(1)_{\\rm X}$ gauge symmetry. We find that our proposed scenario can provide a viable explanation besides satisfying all the existing relevant theoretical, experimental and observational bounds.

    The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    This report provides a baseline assessment of the current state of energy efficiency-related education and training programs and analyzes training and education needs to support expected growth in the energy efficiency services workforce. In the last year, there has been a significant increase in funding for 'green job' training and workforce development (including energy efficiency), through the American Recovery and Reinvestment Act (ARRA). Key segments of the energy efficiency services sector (EESS) have experienced significant growth during the past several years, and this growth is projected to continue and accelerate over the next decade. In a companion study (Goldman et al. 2009), our research team estimated that the EESS will increase two- to four-fold by 2020, to 220,000 person-years of employment (PYE) (low-growth scenario) or up to 380,000 PYE (high-growth scenario), which may represent as many as 1.3 million individuals. In assessing energy efficiency workforce education and training needs, we focus on energy-efficiency services-related jobs that are required to improve the efficiency of residential and nonresidential buildings. Figure ES-1 shows the market value chain for the EESS, sub-sectors included in this study, as well as the types of market players and specific occupations. Our assessment does not include the manufacturing, wholesale, and retail distribution subsectors, or energy efficiency-focused operations and maintenance performed by facility managers.

    Recently, the laser experiments BMV and GammeV, searching for light shining through walls, have published data and calculated new limits on the allowed masses and couplings for axion-like particles. In this note we point out that these experiments can serve to constrain a much wider variety of hidden-sector particles such as, e.g., minicharged particles and hidden-sector photons. The new experiments improve the existing bounds from the older BFRT experiment by a factor of two. Moreover, we use the new PVLAS constraints on a possible rotation and ellipticity of light after it has passed through a strong magnetic field to constrain pure minicharged particle models. For masses <~0.05 eV, the charge is now restricted to be less than (3-4)x10^(-7) times the electron electric charge. This is the best laboratory bound and comparable to bounds inferred from the energy spectrum of the cosmic microwave background.

    In extensions of the standard model with a heavy fourth generation one important question is what makes the fourth-generation lepton sector, particularly the neutrinos, so different from the lighter three generations. We study this question in the context of models of electroweak symmetry breaking in warped extra dimensions, where the flavor hierarchy is generated by the localization of the zero-mode fermions in the extra dimension. In this setup the Higgs sector is localized near the infrared brane, whereas the Majorana mass term is localized at the ultraviolet brane. As a result, light neutrinos are almost entirely Majorana particles, whereas the fourth generation neutrino is mostly a Dirac fermion. We show that it is possible to obtain heavy fourth-generation leptons in regions of parameter space where the light neutrino masses and mixings are compatible with observation. We study the impact of these bounds, as well as the ones from lepton flavor violation, on the phenomenology of these models.

    We consider dark sector particles (DSPs) that obtain sizeable interactions with Standard Model fermions from a new mediator. While these particles can avoid observation in direct detection experiments, they are strongly constrained by LHC measurements. We demonstrate that there is an important complementarity between searches for DSP production and searches for the mediator itself, in particular bounds on (broad) dijet resonances. This observation is crucial not only in the case where the DSP is all of the dark matter but whenever - precisely due to its sizeable interactions with the visible sector - the DSP annihilates away so efficiently that it only forms a dark matter subcomponent. To highlight the different roles of DSP direct detection and LHC monojet and dijet searches, as well as perturbativity constraints, we first analyse the exemplary case of an axial-vector mediator and then generalise our results.     The lack of utility metering in the federal sector has hampered introduction of direct billing of individual activities at most military installations. Direct billing will produce accountability for the amount of energy used and is a positive step toward self-directed energy conservation. For many installations, automatic meter reading (AMR) is a cost-effective way to increase the number of meters while reducing labor requirements and providing energy conservation analysis capabilities. The communications technology used by some of the AMR systems provides other demand-side management (DSM) capabilities. This paper summarizes the characteristics and relative merits of several AMR/DSM technologies that may be appropriate for the federal sector. A case study of an AMR system being installed at Fort Irwin, California, describes a cost-effective two-way radio communication system used for meter reading and load control.

    We consider a modification of the Fukuyama-Nishiura texture and compare it to the precision quark flavour data, finding that it fits the data very well but at the cost of accidental cancelations between parameters. We then propose different viable textures for quarks, where only the Cabibbo mixing arises from the down sector, and extend to the charged leptons while constructing a complementary neutrino structure that leads to viable lepton masses and mixing.

    This paper presents a comprehensive statistical review of data obtained from a wide range of literature on the most widely used electrical appliances in the UK residential load sector. It focuses on individual appliances and begins by consideration of the electrical operations performed by the load. This approach allows for the loads to be categorised based on the electrical characteristics, and also provides information on the reactive power characteristics of the load, which is often neglected from standard consumption statistics. This data is particularly important for power system analysis. In addition to this, device ownership statistics and probability distribution functions of power demand are presented for the main residential loads. Although the data presented is primarily intended as a resource for the development of load profiles for power system analysis, it contains a large volume of information which provides a useful database for the wider research community.

    A hybrid hydrogen-carbon (H{sub 2}CAR) process for the production of liquid hydrocarbon fuels is proposed wherein biomass is the carbon source and hydrogen is supplied from carbon-free energy. To implement this concept, a process has been designed to co-feed a biomass gasifier with H{sub 2} and CO{sub 2} recycled from the H{sub 2}-CO to liquid conversion reactor. Modeling of this biomass to liquids process has identified several major advantages of the H{sub 2}CAR process. The land area needed to grow the biomass is <40% of that needed by other routes that solely use biomass to support the entire transportation sector. Whereras the literature estimates known processes to be able to produce {approx}30% of the United States transportation fuel from the annual biomass of 1.366 billion tons, the H{sub 2}CAR process shows the potential to supply the entire United States transportation sector from that quantity of biomass. The synthesized liquid provides H{sub 2} storage in an open loop system. Reduction to practice of the H{sub 2}CAR route has the potential to provide the transportation sector for the foreseeable future, using the existing infrastructure. The rationale of using H{sub 2} in the H{sub 2}CAR process is explained by the significantly higher annualized average solar energy conversion efficiency for hydrogen generation versus that for biomass growth. For coal to liquids, the advantage of H{sub 2}CAR is that there is no additional CO{sub 2} release to the atmosphere due to the replacement of petroleum with coal, thus eliminating the need to sequester CO{sub 2}.

    The universe may contain several decoupled matter sectors which primarily couple through gravity to the Standard Model degrees of freedom. We focus here on the description of astrophysical environments that allow for comparable densities and spatial distributions of visible matter and decoupled dark matter. We discuss four Wolf-Rayet galaxies (NGC 1614, NGC 3367, NGC 4216 and NGC 5430) which should contain comparable amounts of decoupled dark and visible matter in the star forming regions. This could lead to the observation of Gamma Ray Burst events with physics modified by jets of dark matter radiation.

    SEDS is a stochastic engineering-economics model that forecasts economy-wide energy consumption in the U.S. to 2050. It is the product of multi-laboratory collaboration among the National Renewable Energy Laboratory (NREL), Pacific Northwest National Laboratory (PNNL), Argonne National Laboratory (ANL), Lawrence Berkeley National Laboratory (LBNL), and Lumina Decision Systems. Among national energy models, SEDS is unique, as it is the only model written to explicitly incorporate uncertainty in its inputs and outputs. The primary purpose of SEDS is to estimate the impact of various US Department of Energy (DOE)R&D and policy programs on the performance and subsequent adoption rates of technologies relating to every energy consuming sector of the economy (shown below). It has previously been used to assist DOE in complying with the Government Performance and Results Act of 1993 (GPRA). The focus of LBNL research has been exclusively on develop the buildings model (SBEAM), which is capable of running as a stand-alone forecasting model, or as a part of SEDS as a whole. The full version of SEDS, containing all sectors and interaction is also called the 'integrated' version and is managed by NREL. Forecasts from SEDS are often compared to those coming from National Energy Modeling System (NEMS). The intention of this document is to present new users and developers with a general description of the purpose, functionality and structure of the buildings module within the Stochastic Energy Deployment System (SEDS). The Buildings module, which is capable of running as a standalone model, is also called the Stochastic Buildings Energy and Adoption Model (SBEAM). This document will focus exclusively on SBEAM and its interaction with other major sector modules present within SEDS. The methodologies and major assumptions employed in SBEAM will also be discussed. The organization of this report will parallel the organization of the model itself, being divided into major submodules. As the description progresses, the nature of modules will change from broad, easily understood concepts to lower-level data manipulation. Because SBEAM contains dozens of submodules and hundreds of variables, it would not be relevant or useful to describe each and every one. Rather, the investigation will focus more generally on the operations performed throughout the model. This manual is by no means a complete description of SBEAM; however it should provide the foundation for an introductory understanding of the model. The manual assumes a basic level of understating of Analytica{reg_sign}, the platform on which SEDS and SBEAM have been developed.

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    In extensions of the standard model with a heavy fourth generation, one important question is what makes the fourth-generation lepton sector, particularly the neutrinos, so different from the lighter three generations. We study this question in the context of models of electroweak symmetry breaking in warped extra dimensions, where the flavor hierarchy is generated by choosing the localization of the zero-mode fermions in the extra dimension. In this setup the Higgs sector is localized near the infrared brane, whereas the Majorana mass term is localized at the ultraviolet brane. As a result, light neutrinos are almost entirely Majorana particles, whereas the fourth-generation neutrino is mostly a Dirac fermion. We show that it is possible to obtain heavy fourth-generation leptons in regions of parameter space where the light neutrino masses and mixings are compatible with observation. We study the impact of these bounds, as well as the ones from lepton flavor violation, on the phenomenology of these models.

    The industrial sector has accounted for more than 50% of Chinas final energy consumption in the past 30 years. Understanding the future emissions and emissions mitigation opportunities depends on proper characterization of the present-day industrial energy use, as well as industrial demand drivers and technological opportunities in the future. Traditionally, however, integrated assessment research has handled the industrial sector of China in a highly aggregate form. In this study, we develop a technologically detailed, service-oriented representation of 11 industrial subsectors in China, and analyze a suite of scenarios of future industrial demand growth. We find that, due to anticipated saturation of Chinas per-capita demands of basic industrial goods, industrial energy demand and CO2 emissions approach a plateau between 2030 and 2040, then decrease gradually. Still, without emissions mitigation policies, the industrial sector remains heavily reliant on coal, and therefore emissions-intensive. With carbon prices, we observe some degree of industrial sector electrification, deployment of CCS at large industrial point sources of CO2 emissions at low carbon prices, an increase in the share of CHP systems at industrial facilities. These technological responses amount to reductions of industrial emissions (including indirect emission from electricity) are of 24% in 2050 and 66% in 2095.

    This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country.   7. Utility Sector Impacts of Reduced Electricity Demand

    This report presents a new approach to estimating the marginal utility sector impacts associated with electricity demand reductions. The method uses publicly available data and provides results in the form of time series of impact factors. The input data are taken from the Energy Information Agency's Annual Energy Outlook (AEO) projections of how the electric system might evolve in the reference case, and in a number of side cases that incorporate different effciency and other policy assumptions. The data published with the AEO are used to define quantitative relationships between demand-side electricity reductions by end use and supply-side changes to capacity by plant type, generation by fuel type and emissions of CO2, Hg, NOx and SO2. The impact factors define the change in each of these quantities per unit reduction in site electricity demand. We find that the relative variation in these impacts by end use is small, but the time variation can be significant.

    We study a model with an exotic new sector strongly coupled to the Higgs boson, in which supersymmetry is introduced to protect the quartic coupling from a large running and avoid potential vacuum stability problem. The fermionic components present vector like mass terms, through which the Higgs diphoton decay branching ratio can be tuned. The bosonic components trigger a strongly first order electroweak phase transition. We find a large parameter region of effective Yukawa coupling $y\\gtrsim2$ and mass parameters $m_f\\sim m_s$ of a few hundred GeV, that can simultaneously accommodate the diphoton excess and electroweak baryogenesis, without vacuum stability and electroweak precision measurement problems.

    Energy systems comprise a key sector of the U.S. economy, and one that has been identified as potentially vulnerable to the effects of climate variability and change. However, understanding of adaptation processes in energy companies and private entities more broadly is limited. It is unclear, for example, the extent to which energy companies are well-served by existing knowledge and tools emerging from the impacts, adaptation and vulnerability (IAV) and integrated assessment modeling (IAM) communities and/or what experiments, analyses, and model results have practical utility for informing adaptation in the energy sector. As part of a regional IAM development project, we investigated available evidence of adaptation processes in the energy sector, with a particular emphasis on the U.S. Southeast and Gulf Coast region. A mixed methods approach of literature review and semi-structured interviews with key informants from energy utilities was used to compare existing knowledge from the IAV community with that of regional stakeholders. That comparison revealed that much of the IAV literature on the energy sector is climate-centric and therefore disconnected from the more integrated decision-making processes and institutional perspectives of energy utilities. Increasing the relevance of research and assessment for the energy sector will necessitate a greater investment in integrated assessment and modeling efforts that respond to practical decision-making needs as well as greater collaboration between energy utilities and researchers in the design, execution, and communication of those efforts.

    The continuing growth of China's electricity sector will affect global environmental and economic sustainability due to its impacts on greenhouse gas emissions and global resource depletion. In 2005, the generation of electricity in China resulted in the emissions of 2290 million metric tonnes of carbon dioxide (approximately 53% of the nation's total) and required 779 million metric tonnes of coal (approximately 50% of China's total coal consumption). These figures are expected to increase with China's economic growth. In order to gauge the range in which fuel consumption and CO{sub 2} emissions could grow a scenario-based conceptual model has been developed by the authors (published in this journal). The application and analysis of this shows that under a business as usual (BAU) scenario, electricity generation could contribute upwards of 56% of China's energy related greenhouse gas emissions by 2020. Meanwhile, consumption of coal will also increase, growing to nearly 60% of total national demand by 2020. However, variations in a number of key drivers could produce significant deviation from the BAU scenario. With accelerated economic output, even with greater technological advances and greater potential to bring natural gas on stream, carbon dioxide emissions would rise 10% above the BAU. Alternatively, in a scenario where China's economy grows at a tempered pace, less investment would be available for advanced technologies, developing natural gas infrastructure, or nuclear energy. In this scenario, reduced economic growth and electricity demand would thereby be countered by reduced efficiency and a higher contribution of coal.

    This thesis presents measurements of the oscillations of muon antineutrinos in the atmospheric sector, where world knowledge of antineutrino oscillations lags well behind the knowledge of neutrinos, as well as a search for {nu}{sub {mu}} {yields} {bar {nu}}{sub {mu}} transitions. Differences between neutrino and antineutrino oscillations could be a sign of physics beyond the Standard Model, including non-standard matter interactions or the violation of CPT symmetry. These measurements leverage the sign-selecting capabilities of the magnetized steel-scintillator MINOS detectors to analyze antineutrinos from the NuMI beam, both when it is in neutrino-mode and when it is in antineutrino-mode. Antineutrino oscillations are observed at |{Delta}{bar m}{sub atm}{sup 2}| = (3.36{sub -0.40}{sup +0.46}(stat) {+-} 0.06(syst)) x 10{sup -3} eV{sup 2} and sin{sup 2}(2{bar {theta}}{sub 23}) = 0.860{sub -0.12}{sup +0.11}(stat) {+-} 0.01(syst). The oscillation parameters measured for antineutrinos and those measured by MINOS for neutrinos differ by a large enough margin that the chance of obtaining two values as discrepant as those observed is only 2%, assuming the two measurements arise from the same underlying mechanism, with the same parameter values. No evidence is seen for neutrino-to-antineutrino transitions.

    I examine the effectiveness of Kozai oscillations in the centres of galaxies and in particular the Galactic centre using standard techniques from celestial mechanics. In particular, I study the effects of a stellar bulge potential and general relativity on Kozai oscillations, which are induced by stellar discs. Lockmann et al (2008) recently suggested that Kozai oscillations induced by the two young massive stellar discs in the Galactic centre drives the orbits of the young stars to large eccentricity ($e\\approx 1$). If some of these young eccentric stars are in binaries, they would be disrupted near pericentre, leaving one star in a tight orbit around the central SMBH and producing the S-star population. I find that the {\\it spherical} stellar bulge suppresses Kozai oscillations, when its enclosed mass inside of a test body is of order the mass in the stellar disc(s). Since the stellar bulge in the Galactic centre is much larger than the stellar discs, Kozai oscillations {\\it due to the stellar discs} are likely suppressed. Whether Kozai oscillations are induced from other nonspherical components to the potential (for instance, a flattened stellar bulge) is yet to be determined.

    This paper reviews the impact of the shale gas revolution on the sectors of electricity generation, transportation, and manufacturing in the United States. Natural gas is being substituted for other fuels, particularly coal, in electricity generation, resulting in lower greenhouse gas emissions from this sector. The use of natural gas in the transportation sector is currently negligible but is projected to increase with investments in refueling infrastructure and natural gas vehicle technologies. Petrochemical and other manufacturing industries have responded to lower natural gas prices by investing in domestically located manufacturing projects. This paper also speculates on the impact of a possible shale gas boom in China.     The industrial or manufacturing sector is a foundational component to all economic activity. In addition to being a large direct consumer of energy, the manufacturing sector also produces materials, products, and technologies that influence the energy use of other economic sectors. For example, the manufacturing of a lighter-weight vehicle component affects the energy required to ship that component as well as the fuel efficiency of the assembled vehicle. Many energy efficiency opportunities exist to improve manufacturing energy consumption, however comparisons of manufacturing sector energy efficiency investment opportunities tend to exclude any impacts that occur once the product leaves the factory. Expanding the scope of analysis to include energy impacts across different stages of product life-cycle can highlight less obvious opportunities and inform actions that create the greatest economy-wide benefits. We present a methodology and associated analysis tool (LIGHTEnUP Lifecycle Industry GHgas, Technology and Energy through the Use Phase) that aims to capture both the manufacturing sector energy consumption and product life-cycle energy consumption implications of manufacturing innovation measures. The tool architecture incorporates U.S. national energy use data associated with manufacturing, building operations, and transportation. Inputs for technology assessment, both direct energy saving to the manufacturing sector, and indirect energy impacts to additional sectors are estimated through extensive literature review and engineering methods. The result is a transparent and uniform system of comparing manufacturing and use-phase impacts of technologies.

This review summarizes the physics motivation for dark sectors and the exciting opportunities for experimental exploration. It is the summary of the Intensity Frontier subgroup "New, Light, Weakly-coupled Particles" of the Community Summer Study 2013 (Snowmass). We discuss axions, which solve the strong CP problem and are an excellent dark matter candidate, and their generalization to axion-like particles. We also review dark photons and other dark-sector particles, including sub-GeV dark matter, which are theoretically natural, provide for dark matter candidates or new dark matter interactions, and could resolve outstanding puzzles in particle and astro-particle physics.     In these proceedings, I review recent measurements in the top quark sector in $p\\bar p$ collisions at a centre-of-mass energy of $\\sqrt s=1.96$ TeV in Run II of the Fermilab Tevatron Collider using the D0 detector. I will present the differential measurement of the $t\\bar t$ production cross section and the Tevatron combination of inclusive $t\\bar t$ cross section measurements; the first evidence of the production of single top quarks in the $s$-channel by D0 and the observation in combination with CDF. Furthermore, I will review the measurements of the forward-backward asymmetry in $t\\bar t$ events, and conclude with the world's most precise single measurement of the top quark mass, which is a fundamental parameter of the standard model, and present the Tevatron combination, which is the world's most precise determination of the top quark mass, with a relative precision of 0.37\\%.

  10. Canted Undulator Upgrade for GeoSoilEnviroCARS Sector 13 at the Advanced Photon Source

    Support for the beamline component of the canted undulator upgrade of Sector 13 (GeoSoilEnviroCARS; managed and operated by the University of Chicago) at the Advanced Photon Source (APS; Argonne National Laboratory) was received from three agencies (equally divided): NASA-SRLIDAP (now LARS), NSF-EAR-IF (ARRA) and DOE-Single Investigator Small Group (SISGR). The associated accelerator components (undulators, canted front end) were provided by the APS using DOE-ARRA funding. The intellectual merit of the research enabled by the upgrade lies in advancing our knowledge of the composition, structure and properties of earth materials; the processes they control; and the processes that produce them. The upgrade will facilitate scientific advances in the following areas: high pressure mineral physics and chemistry, non-crystalline and nano-crystalline materials at high pressure, chemistry of hydrothermal fluids, reactions at mineral-water interfaces, biogeochemistry, oxidation states of magmas, flow dynamics of fluids and solids, and cosmochemistry. The upgrade, allowing the microprobe to operate 100% of the time and the high pressure and surface scattering and spectroscopy instruments to receive beam time increases, will facilitate much more efficient use of the substantial investment in these instruments. The broad scientific community will benefit by the increase in the number of scientists who conduct cutting-edge research at GSECARS. The user program in stations 13ID-C (interface scattering) and 13ID-D (laser heated diamond anvil cell and large volume press) recommenced in June 2012. The operation of the 13ID-E microprobe station began in the Fall 2012 cycle (Oct.-Dec 2012). The upgraded canted beamlines double the amount of undulator beam time at Sector 13 and provide new capabilities including extended operations of the X-ray microprobe down to the sulfur K edge and enhanced brightness at high energy. The availability of the upgraded beamlines will advance the research being conducted at Sector 13.

    The renaissance of efforts to expand the use of nuclear energy requires the parallel development of a renewed and more sophisticated work force. Growth in the nuclear sector with high standard of safety, safeguards and security requires skilled staff for design, operations, inspections etc. High-quality nuclear technology educational programs are diminished from past years, and the ability of universities to attract students and to meet future staffing requirements of the nuclear industry is becoming seriously compromised. Thus, education and training in nuclear engineering and sciences is one of the cornerstones for the nuclear sector. Teaching in the nuclear field still seems strongly influenced by national history but it is time to strengthen resources and collaborate. Moreover with the current nuclear security threats it becomes critical that nuclear technology experts master the basic principles not only of safety, but also of nuclear safeguards, nonproliferation and nuclear security. In Europe the European Nuclear Education Network (ENEN) Association has established the certificate 'European Master of Science in Nuclear Engineering (EMSNE)' as the classic nuclear engineering program covering reactor operation and nuclear safety. However, it does not include courses on nonproliferation, safeguards, or dual-use technologies. The lack of education in nuclear safeguards was tackled by the European Safeguards Research and Development Association (ESARDA), through development and implementation of safeguards course modules. Since 2005 the ESARDA Working Group, called the Training and Knowledge Management Working Group, (TKMWG) has worked with the Joint Research Centre (JRC) in Ispra, Italy to organize a Nuclear Safeguards and Nonproliferation course. This five-day course is held each spring at the JRC, and continues to show increasing interest as evidenced by the positive responses of international lecturers and students. The standard set of lectures covers a broad range of subjects, including nuclear material accountancy principles, legal definitions and the regulatory base and inspection tools and techniques. This 60% core part is given by representatives from regulatory bodies (The International Atomic Energy Agency (IAEA), Institute for Radiological Protection and Nuclear Safety, Directorate General for Nuclear Energy and Transport), industry (AREVA, British Nuclear Group), and research (Stockholm University, Hamburg University, Joint Research Centre-Institute of Transuranic Elements, and Joint Research Centre-Institute for the Protection of the Citizen). The remaining part is completed with topical lectures addressed by invited lecturers, such as from Pacific Northwest National Laboratory and the IAEA addressing topics of physical protection, illicit trafficking, the Iraq case study, exercises, including satellite imagery interpretation etc. With this structure of a stable core plus a variable set of invited lectures, the course will remain sustainable and up-to-date. A syllabus provides the students a homogeneous set of information material in nuclear safeguards and nonproliferation matters at the European and international level. In this way, the ESARDA TKMWG aims to contribute to a two-fold scientific-technical and political-juridical education and training.

    This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D activities of the approximately two dozen largest US oil and gas companies conducted by the US Department of Energys Energy Information Agency. Even given the large disparity in the breadth and scope of these two surveys of the private sectors support for energy R&D, both datasets tell the same story in terms of the broad outlines of the private sectors investments in energy R&D since the mid 1970s. The broad outlines of the US private sectors support for energy R&D since the mid 1970s is: (1) In the immediate aftermath of the Arab Oil Embargo of 1973, there is a large surge in US private sector investments in energy R&D that peaked in the period between 1980 and 1982 at approximately $3.7 billion to $6.7 billion per year (in inflation adjusted 2010 US dollars) depending upon which survey is used (2) Private sector investments in energy R&D declined from this peak until bottoming out at approximately $1.8 billion to $1 billion per year in 1999; (3) US private sector support for energy R&D has recovered somewhat over the past decade and stands at $2.2 billion to $3.4 billion. Both data sets indicate that the US private sectors support for energy R&D has been and remains dominated by fossil energy R&D and in particular R&D related to the needs of the oil and gas industry.

    The LHC machine, composed of eight sectors with superconducting magnets and accelerating cavities, requires a complex cryogenic system providing high cooling capacities (18 kW equivalent at 4.5 K and 2.4 W at 1.8 K per sector produced in large cold boxes and distributed via 3.3-km cryogenic transfer lines). After individual reception tests of the cryogenic subsystems (cryogen storages, refrigerators, cryogenic transfer lines and distribution boxes) performed since 2000, the commissioning of the cryogenic system of the first LHC sector has been under way since November 2006. After a brief introduction to the LHC cryogenic system and its specificities, the commissioning is reported detailing the preparation phase (pressure and leak tests, circuit conditioning and flushing), the cool-down sequences including the handling of cryogenic fluids, the magnet powering phase and finally the warm-up. Preliminary conclusions on the commissioning of the first LHC sector will be drawn with the review of the critical points already solved or still pending. The last part of the paper reports on the first operational experience of the LHC cryogenic system in the perspective of the commissioning of the remaining LHC sectors and the beam injection test.

    We study the hidden sector effects on the mass renormalization of a simplest gauge-mediated supersymmetry breaking scenario. We point out that possible hidden sector contributions render the soft scalar masses smaller, resulting in drastically different sparticle mass spectrum at low energy. In particular, in the 5+5 minimal gauge-mediated supersymmetry breaking with high messenger scale (that is favored by the gravitino cold dark matter scenario), we show that a stau can be the next lightest superparticle for moderate values of hidden sector self-coupling. This provides a very simple theoretical model of long-lived charged next lightest superparticles, which imply distinctive signals in ongoing and upcoming collider experiments.

First, redefinitions of the dynamical fields are studied, which reveal that other SME coefficients can be moved to nongravitational sectors. It is also shown that the gravity SME sector can be treated \\textit{\\`a la} Palatini, and that, in the presence of spacetime boundaries, it is possible to correct its action to get the desired equations of motion. Also, through a reformulation as a Lanczos-type tensor, some problematic features of the $t$ term, that should arise at the phenomenological level, are revealed. Additional potential explanations to the $t$ puzzle are outlined.

    We compare the Lorentz violation terms of the pure photon sector between two field theory models, namely the minimal standard model extension (SME) and the standard model supplement (SMS). From the requirement of the identity of the intersection for the two models, we find that the free photon sector of the SMS can be a subset of the photon sector of the minimal SME. We not only obtain some relations between the SME parameters, but also get some constraints on the SMS parameters from the SME parameters. The CPT-odd coefficients $(k_{AF})^{\\alpha}$ of the SME are predicted to be zero. There are 15 degrees of freedom in the Lorentz violation matrix $\\Delta^{\\alpha\\beta}$ of free photons of the SMS related with the same number of degrees of freedom in the tensor coefficients $(k_F)^{\\alpha\\beta\\mu\

The EM Office of Science and Technology (OST) pursues a strategy that entails identification of technologies that have potential applications throughout the DOE complex: at multiple DOE sites and at multiple facilities on those sites. It further encourages a competitive procurement process for the various applications entailed in the remediation of a given facility. These strategies require a competitive private-sector supplier base to help meet EM needs. OST supports technology development and deployment through investments in partnerships with private industry to enhance the acceptance of their technology products within the DOE market. Since 1992, OST and the National Energy Technology Laboratory (NETL) have supported the re search and development of technology products and services offered by the private sector. During this time, NETL has managed over 140 research and development projects involving industrial and university partners. These projects involve research in a broad range of EM related topics, including deactivation and decommissioning, characterization, monitoring, sensors, waste separation, groundwater remediation, robotics, and mixed waste treatment. Successful partnerships between DOE and Industry have resulted in viable options for EM's cleanup needs, and require continued marketing efforts to ensure that these technology solutions are used at multiple DOE sites and facilities.

    A four point function of basic Neveu-Schwarz exponential fields is constructed in the N = 1 supersymmetric Liouville field theory. Although the basic NS structure constants were known previously, we present a new derivation, based on a singular vector decoupling in the NS sector. This allows to stay completely inside the NS sector of the space of states, without referencing to the Ramond fields. The four-point construction involves also the NS blocks, for which we suggest a new recursion representation, the so-called elliptic one. The bootstrap conditions for this four point correlation function are verified numerically for different values of the parameters.

    This report uses EnergyPlus simulations of each building in the 2003 Commercial Buildings Energy Consumption Survey (CBECS) to document and demonstrate bottom-up methods of modeling the entire U.S. commercial buildings sector (EIA 2006). The ability to use a whole-building simulation tool to model the entire sector is of interest because the energy models enable us to answer subsequent 'what-if' questions that involve technologies and practices related to energy. This report documents how the whole-building models were generated from the building characteristics in 2003 CBECS and compares the simulation results to the survey data for energy use.
