    The renaissance of efforts to expand the use of nuclear energy requires the parallel development of a renewed and more sophisticated work force. Growth in the nuclear sector with high standard of safety, safeguards and security requires skilled staff for design, operations, inspections etc. High-quality nuclear technology educational programs are diminished from past years, and the ability of universities to attract students and to meet future staffing requirements of the nuclear industry is becoming seriously compromised. Thus, education and training in nuclear engineering and sciences is one of the cornerstones for the nuclear sector. Teaching in the nuclear field still seems strongly influenced by national history but it is time to strengthen resources and collaborate. Moreover with the current nuclear security threats it becomes critical that nuclear technology experts master the basic principles not only of safety, but also of nuclear safeguards, nonproliferation and nuclear security. In Europe the European Nuclear Education Network (ENEN) Association has established the certificate 'European Master of Science in Nuclear Engineering (EMSNE)' as the classic nuclear engineering program covering reactor operation and nuclear safety. However, it does not include courses on nonproliferation, safeguards, or dual-use technologies. The lack of education in nuclear safeguards was tackled by the European Safeguards Research and Development Association (ESARDA), through development and implementation of safeguards course modules. Since 2005 the ESARDA Working Group, called the Training and Knowledge Management Working Group, (TKMWG) has worked with the Joint Research Centre (JRC) in Ispra, Italy to organize a Nuclear Safeguards and Nonproliferation course. This five-day course is held each spring at the JRC, and continues to show increasing interest as evidenced by the positive responses of international lecturers and students.     The CMS Experiment at the LHC is establishing a global network of inter-connected 'CMS Centres' for controls, operations and monitoring. These support: (1) CMS data quality monitoring, detector calibrations, and analysis; and (2) computing operations for the processing, storage and distribution of CMS data. We describe the infrastructure, computing, software, and communications systems required to create an effective and affordable CMS Centre. We present our highly successful operations experiences with the major CMS Centres at CERN, Fermilab, and DESY during the LHC first beam data-taking and cosmic ray commissioning work. The status of the various centres already operating or under construction in Asia, Europe, Russia, South America, and the USA is also described. We emphasise the collaborative communications aspects. For example, virtual co-location of experts in CMS Centres Worldwide is achieved using high-quality permanently-running 'telepresence' video links. Generic Web-based tools have been developed and deployed for monitoring, control, display management and outreach.

    Successful operation of the LHC and its experiments is crucial to the future of the worldwide high-energy physics program. Remote operations and monitoring centres have been established for the CMS experiment in several locations around the world. The development of remote centres began with the LHC{at}FNAL ROC and has evolved into a unified approach with distributed centres that are collectively referred to as 'CMS Centres Worldwide'. An overview of the development of remote centres for CMS will be presented, along with a synopsis of collaborative tools that are used in these centres today and trends in the development of remote operations capabilities for high-energy physics.

    Expert panels comprised of subject matter experts identified at the U.S. National Laboratories (SNL, ANL, INL, ORNL, LBL, and BNL), universities (University of Wisconsin and Ohio State University), international agencies (IRSN, CEA, JAEA, KAERI, and JRC-IE) and private consultation companies (Radiation Effects Consulting) were assembled to perform a gap analysis for sodium fast reactor licensing. Expert-opinion elicitation was performed to qualitatively assess the current state of sodium fast reactor technologies. Five independent gap analyses were performed resulting in the following topical reports: (1) Accident Initiators and Sequences (i.e., Initiators/Sequences Technology Gap Analysis), (2) Sodium Technology Phenomena (i.e., Advanced Burner Reactor Sodium Technology Gap Analysis), (3) Fuels and Materials (i.e., Sodium Fast Reactor Fuels and Materials: Research Needs), (4) Source Term Characterization (i.e., Advanced Sodium Fast Reactor Accident Source Terms: Research Needs), and (5) Computer Codes and Models (i.e., Sodium Fast Reactor Gaps Analysis of Computer Codes and Models for Accident Analysis and Reactor Safety). Volume II of the Sodium Research Plan consolidates the five gap analysis reports produced by each expert panel, wherein the importance of the identified phenomena and necessities of further experimental research and code development were addressed. The findings from these five reports comprised the basis for the analysis in Sodium Fast Reactor Research Plan Volume I.

    The traveler visited the Joint Research Centre (JRC), Petten, The Netherlands, the Forschungszentrum GmbH (KFA), Juelich, Germany; and the Zentralinstitut fuer Kernforschung (ZfK), Rossendorf, Germany, during the period January 28 through February 9. At JRC, the analysis of the experiment HFR-B1 was discussed; a new schedule for issuance of the final data report was established. Other discussions at JRC concerned the capabilities of Petten to conduct two reactor experiments being proposed under the US/FRG cooperative program and the initial results of a proof test of Germany fuel spheres. At KFA, the main emphasis was on the disassembly of capsules 2 and 3 of the HFR-B1 experiment and agreement on the examinations and tests to be conducted with the disassembled components. The disassembly of capsule 3 was observed. Extensive discussions were conducted on the work, both experimental and analytical, being conducted in the Institut fuer Sicherheitsforschung und Reaktor Technologie. A major portion of the experimental work is being conducted at ZfK and a visit to this laboratory, sponosored by the KFA, was made on February 6 and 7. Cooperation with the US on the experimental and analytical work in the safety area was strongly emphasized. 1 tab.

  5. Active-Interrogation Measurements of Fast Neutrons from Induced Fission in Low-Enriched Uranium

    A detection system was designed with MCNPX-PoliMi to measure induced-fission neutrons from U-235 and U-238 using active interrogation. Measurements were then performed with this system at the Joint Research Centre (JRC) in Ispra, Italy on low-enriched uranium samples. Liquid scintillators measured induced fission neutron to characterize the samples in terms of their uranium mass and enrichment. Results are presented to investigate and support the use of organic liquid scintillators with active interrogation techniques to characterize uranium containing materials.

    In a multiwire proportional chamber the avalanches occur close to the anode wires. The motion of the positive ions in the large electric fields at the vicinity of the wires induces fast-rising positive pulses on the surrounding electrodes. Different methods have been developed in order to determine the position of the centre of the avalanches. In the method we describe, the centre of gravity of the pulse distribution is measured directly. It seems to lead to an accuracy which is limited only by the stability of the spatial distribution of the avalanches generated by the process being measured.

    Radiation Oncology Practice Standards have been developed over the last 10 years and were published for use in Australia in 2011. Although the majority of the radiation oncology community supports the implementation of the standards, there has been no mechanism for uniform assessment or governance. North Coast Cancer Institute's public radiation oncology service is provided across three main service centres on the north coast of NSW. With a strong focus on quality management, we embraced the opportunity to demonstrate conformity with the Radiation Oncology Practice Standards. The Local Health District's Clinical Governance units were engaged to perform assessments of our conformity with the standards and this was signed off as complete on 16 December 2013. The process of demonstrating conformity with the Radiation Oncology Practice Standards has enhanced the culture of quality in our centres. We have demonstrated that self-assessment utilising trained auditors is a viable method for centres to demonstrate conformity. National implementation of the Radiation Oncology Practice Standards will benefit individual centres and the broader radiation oncology community to improve the service delivered to our patients.

The grant period began January 1, 2002 and ended December 31, 2002. The primary purpose of this grant was to continue U.S. country membership in the International Energy Agency's International Centre for Gas Technology Information (ICGTI) for calendar year 2002. The mission of ICGTI is to promote international cooperation and collaboration on natural gas technology development and commercialization. This final technical report describes ICGTI's 2002 activities, in which U.S. country membership in ICGTI was sustained and supported, but ICGTI's activities were curtailed by loss of funding.

    Data from the Pierre Auger Observatory are analyzed to search for anisotropies near the direction of the Galactic Centre at EeV energies. The exposure of the surface array in this part of the sky is already significantly larger than that of the fore-runner experiments. Our results do not support previous findings of localized excesses in the AGASA and SUGAR data. We set an upper bound on a point-like flux of cosmic rays arriving from the Galactic Centre which excludes several scenarios predicting sources of EeV neutrons from Sagittarius A. Also the events detected simultaneously by the surface and fluorescence detectors (the ''hybrid'' data set), which have better pointing accuracy but are less numerous than those of the surface array alone, do not show any significant localized excess from this direction.

    The International Network of Nuclear Reaction Data Centres (NRDC) consists of 14 data centers from 10 countries and 2 international organizations, and is collaborating for compilation, exchange and dissemination of various types of nuclear reaction data information. The nuclear data centers common data collection, the EXFOR library today contains experimental information and numerical data from more than 18,000 experiments consisting of more than 134,000 data sets mainly of nuclear reaction data for incident neutrons, charged-particles and photons with incident energy lower than 1 GeV. A brief history and the current status of NRDC collaboration are presented for EXFOR as well as CINDA and ENDF.

  20. Annealing of paramagnetic centres in electron- and ion-irradiated yttria-stabilized zirconia: effect of yttria content

    We have studied the effect of the yttria content on the recovery of paramagnetic centres in electron-irradiated yttria-stabilized zirconia (ZrO2: Y3+). Single crystals with 9.5 mol% or 18 mol% Y2O3 were irradiated with electrons of 1.0, 1.5, 2.0 and 2.5 MeV. Paramagnetic centre thermal annealing was studied by X-band EPR spectroscopy. Hole-centres are found to be annealed more quickly, or at a lower temperature, for 18 mol% than for 9.5 mol% Y2O3. At long annealing times, a non-zero asymptotic behaviour is observed in the isothermal annealing curves of hole-centres and F+-type centres between 300 and 500 K. The normalized asymptotic concentration of both defects has a maximum value of about 0.5 for annealing temperatures near 375 K, below the onset of the (isochronal) recovery stage, regardless of the yttria content. Such an uncommon behaviour is analyzed on the basis of either kinetic rate equations of charge transfer or equilibria between point defects with different charge states.

    Low detection sensitivity stemming from the weak polarization of nuclear spins is a primary limitation of magnetic resonance spectroscopy and imaging. Methods have been developed to enhance nuclear spin polarization but they typically require high magnetic fields, cryogenic temperatures or sample transfer between magnets. Here we report bulk, room-temperature hyperpolarization of 13C nuclear spins observed via high-field magnetic resonance. The technique harnesses the high optically induced spin polarization of diamond nitrogen vacancy centres at room temperature in combination with dynamic nuclear polarization. We observe bulk nuclear spin polarization of 6%, an enhancement of ~170,000 over thermal equilibrium.     Centre Pier is a 3.9 ha property owned by the Commissioners of the Port Hope Harbour in the Municipality of Port Hope, Ontario, Canada. It is centrally located on the Port Hope waterfront and is bounded on the west by the Port Hope Harbour, on the east by the Ganaraska River, on the south by Lake Ontario, and on the north by a railway corridor. The property is currently leased by the Commissioners of the Port Hope Harbour to the Cameco Corporation which owns the four onsite building that are used as warehouse space for their uranium conversion facility located on the western side of the Harbour. Remediation of this site forms part of the Port Hope Project being undertaken by Atomic Energy of Canada Limited (AECL) and Public Works and Government Services Canada (PWGSC) as part of the Port Hope Area Initiative (PHAI). Soil impacts include radiological, metals and petroleum hydrocarbons resulting from long term historical industrial use. Radiological impacts in soil extend across most of the site primarily within the upper metre of fill. Metals-contaminated soil is present across the entire site in the underlying fill material. The metals-contaminated fill extends to a maximum depth of 2.0 m below grade at the north end of the site which is underlain by peat. However, the metals-contaminated soil could extend to the top of the bedrock on the remainder of the site. Based on the elevation of the bedrock in the adjacent river and Harbour Basin, the metals-contaminated soil may extend to a depth of 5.6 m or 6.5 m below existing grade. Petroleum-contaminated soil is present on the southeast side of the site, where a storage tank farm was previously located. Challenges include: - The complex history of the site both relating to site use and Pier construction. Pier development began in the 1800's and was undertaken by many different entities. Modifications and repairs were made over the years resulting in several different types of Pier walls and fill that must be considered
