The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

  11. Stirling engine research at national and university laboratories in Japan

    SciTech Connect (OSTI)

    Hane, G.J.; Hutchinson, R.A.

    1987-09-01

Pacific Northwest Laboratory (PNL) reviewed research projects that are related to the development of Stirling engines and that are under way at Japanese national laboratories and universities. The research and development focused on component rather than on whole engine development. PNL obtained the information from a literature review and interviews conducted at the laboratories and universities. The universities have less equipment available and operate with smaller staffs for research than do the laboratories. In particular, the Mechanical Engineering Laboratory and the Aerospace Laboratory conduct high-quality component and fundamental work. Despite having less equipment, some of the researchers at the universities conduct high-quality fundamental research. As is typical in Japan, several of the university professors are very active in consulting and advisory capacities to companies engaged in Stirling engine development, and also with government and association advisory and technical committees. Contacts with these professors and selective examination of their research are good ways to keep abreast of Japanese Stirling developments.

The South Carolina Institute for Energy Studies (SCIES), administratively housed at Clemson University, has participated in the advancement of combustion turbine technology for over a decade. The University Turbine Systems Research Program, previously referred to as the Advanced Gas Turbine Systems Research (AGTSR) program, has been administered by SCIES for the U.S. DOE during the 1992-2003 timeframe. The structure of the program is based on a concept presented to the DOE by Clemson University. Under the supervision of the DOE National Energy Technology Laboratory (NETL), the UTSR consortium brings together the engineering departments at leading U.S. universities and U.S. combustion turbine developers to provide a solid base of knowledge for the future generations of land-based gas turbines. In the UTSR program, an Industrial Review Board (IRB) (Appendix C) of gas turbine companies and related organizations defines needed gas turbine research. SCIES prepares yearly requests for university proposals to address the research needs identified by the IRB organizations. IRB technical representatives evaluate the university proposals and review progress reports from the awarded university projects. To accelerate technology transfer technical workshops are held to provide opportunities for university, industry and government officials to share comments and improve quality and relevancy of the research. To provide educational growth at the Universities, in addition to sponsored research, the UTSR provides faculty and student fellowships. The basis for all activities--research, technology transfer, and education--is the DOE Turbine Program Plan and identification, through UTSR consortium group processes, technology needed to meet Program Goals that can be appropriately researched at Performing Member Universities.

The Department of Energy (DOE) proposes to authorize the Indiana School of Medicine to proceed with the detailed design, construction and equipping of the proposed Cancer Research Center (CRC). A grant was executed with the University on April 21, 1992. A four-story building with basement would be constructed on the proposed site over a 24-month period. The proposed project would bring together, in one building, three existing hematology/oncology basic research programs, with improved cost-effectiveness through the sharing of common resources. The proposed site is currently covered with asphaltic pavement and is used as a campus parking lot. The surrounding area is developed campus, characterized by buildings, walkways, with minimal lawns and plantings. The proposed site has no history of prior structures and no evidence of potential sources of prior contamination of the soil. Environmental impacts of construction would be limited to minor increases in traffic, and the typical noises associated with standard building construction. The proposed CRC project operation would involve the use radionuclides and various hazardous materials in conducting clinical studies. Five projects are proposed, in an effort to supplement the efforts of fuel cell research at the University of South Carolina and to contribute to the Technical Plan for Fuel Cells of the Department of Energy. These efforts include significant interaction with the industrial community through DOE funded projects and through the National Science Foundation’s Industry/University Cooperative Research Center for Fuel Cells. The allocation of projects described below leverage all of these sources of funding without overlap and redundancy. The first project “Novel Non-Precious Metal Catalyst For PEMFCs,” (Dr. Branko Popov) continues DOE award DE-FC36-03GO13108 for which funding was delayed by DOE due to budget constraints. The purpose of this project is to develop an understanding of the feasibility and limitations of metal-free catalysts. The second project, “Non Carbon Supported Catalysts” (Dr. John Weidner), is focused on improved catalysts and seeks to develop novel materials, which are more corrosion resistant. This corrosion behavior is critical during transient operation and during start-up and shutdown. This second project will be leveraged with recent, peer-reviewed, supplemental funding from NSF for use in the National Science Foundation Industry/University Cooperative Research Center for Fuel Cells (CFC) at USC. The third project, “Hydrogen Quality,” (Dr. Jean St-Pierre) will support the cross-program effort on H2 quality and focus on supporting subteam 1. We assume this task because of we have performed experiments and developed models that describe performance losses associated with CO, NH3, H2S contaminants in the hydrogen fuel feed to laboratory-scale single cells. That work has been focused on reformate fed to a stationary PEMFC and relatively high concentrations of these contaminants, this project will seek to apply that knowledge to the issue of hydrogen fuel quality as it relates to transportation needs. As part of this project USC and Oak Ridge National Laboratory (ORNL) will explore, in a collaborative effort, the usefulness of a techniques developed at ORNL to measure differences in the extent of contaminates adsorption with a spatially resolved mass spectrometer. A subcontract will be issued to ORNL for this part of this task. The fourth project, “Gaskets” (Dr. Y.J. (Bill) Chao), will complement industrial sponsorship of Project 25C in the National Science Foundation Industry/University Cooperative Research Center for Fuel Cells (CFC) at USC. We have found some materials that give relatively good initial performance and minimal long-term stress relaxation but their raw material cost is higher than that desired by stack and component suppliers. In this fourth project our goals is to obtain a fundamental understanding of the degradation mechanisms of existing gasket and seal materials in a PEMFC environment. We seek to explain the interactions of chemical and mechanical stresses that decrease the long-term durability of both existing and new sealing materials. The fifth project, “Modeling the Acid Loss in PBI-type High Temperature Membranes,” (Dr. Sirivatch (Vatch) Shimpalee) will support the development of stationary, but the fundamental studies of acid transport should have applications as new high-temperature membranes are developed for transportation and other early market fuel cells. We will work with Plug Power, Inc. (PLUG) to develop a model that will allow for long-term prediction of acid loss from PBI-type High Temperature Membranes (HTM) fuel cells. This project seeks to complete tasks which were under funded in FY2006 due to DOE budget constraints.

Petroleum-based liquid hydrocarbons is exclusively major energy source in the transportation sector. Thus, it is the major CO{sub 2} source which is the associated with greenhouse effect. In the United States alone, petroleum consumption in the transportation sector approaches 13.8 million barrels per day (Mbbl/d). It is corresponding to a release of 0.53 gigatons of carbon per year (GtC/yr), which accounts for approximate 7.6 % of the current global release of CO{sub 2} from all of the fossil fuel usage (7 GtC/yr). For the long term, the conventional petroleum production is predicted to peak in as little as the next 10 years to as high as the next 50 years. Negative environmental consequences, the frequently roaring petroleum prices, increasing petroleum utilization and concerns about competitive supplies of petroleum have driven dramatic interest in producing alternative transportation fuels, such as electricity-based, hydrogen-based and bio-based transportation alternative fuels. Use of either of electricity-based or hydrogen-based alternative energy in the transportation sector is currently laden with technical and economical challenges. The current energy density of commercial batteries is 175 Wh/kg of battery. At a storage pressure of 680 atm, the lower heating value (LHV) of H{sub 2} is 1.32 kWh/liter. In contrast, the corresponding energy density for gasoline can reach as high as 8.88 kWh/liter. Furthermore, the convenience of using a liquid hydrocarbon fuel through the existing infrastructures is a big deterrent to replacement by both batteries and hydrogen. Biomass-derived ethanol and bio-diesel (biofuels) can be two promising and predominant U.S. alternative transportation fuels. Both their energy densities and physical properties are comparable to their relatives of petroleum-based gasoline and diesel, however, biofuels are significantly environmental-benign. Ethanol can be made from the sugar-based or starch-based biomass materials, which is easily fermented to create ethanol. In the United States almost all starch ethanol is mainly manufactured from corn grains. The technology for manufacturing corn ethanol can be considered mature as of the late 1980s. In 2005, 14.3 % of the U.S. corn harvest was processed to produce 1.48 x10{sup 10} liters of ethanol, energetically equivalent to 1.72 % of U.S. gasoline usage. Soybean oil is extracted from 1.5 % of the U.S. soybean harvest to produce 2.56 x 10{sup 8} liters of bio-diesel, which was 0.09 % of U.S. diesel usage. However, reaching maximum rates of bio-fuel supply from corn and soybeans is unlikely because these crops are presently major contributors to human food supplies through livestock feed and direct consumption. Moreover, there currently arguments on that the conversion of many types of many natural landscapes to grow corn for feedstock is likely to create substantial carbon emissions that will exacerbate globe warming. On the other hand, there is a large underutilized resource of cellulose biomass from trees, grasses, and nonedible parts of crops that could serve as a feedstock. One of the potentially significant new bio-fuels is so called "cellulosic ethanol", which is dependent on break-down by microbes or enzymes. Because of technological limitations (the wider variety of molecular structures in cellulose and hemicellulose requires a wider variety of microorganisms to break them down) and other cost hurdles (such as lower kinetics), cellulosic ethanol can currently remain in lab scales. Considering farm yields, commodity and fuel prices, farm energy and agrichemical inputs, production plant efficiencies, byproduct production, greenhouse gas (GHG) emissions, and other environmental effects, a life-cycle evaluation of competitive indicated that corn ethanol yields 25 % more energy than the energy invested in its production, whereas soybean bio-diesel yields 93 % more. Relative to the fossil fuels they displace, greenhouse gas emissions are reduced 12 % by the production and combustion of ethanol and 41 % by bio-diesel. Bio-diesel also releases less ai

Developing a reactor compatible divertor and managing the associated plasma material interaction (PMI) has been identified as a high priority research area for magnetic confinement fusion. Accordingly on NSTXU, the PMI research has received a strong emphasis. With ~ 15 MW of auxiliary heating power, NSTX-U will be able to test the PMI physics with the peak divertor plasma facing component (PFC) heat loads of up to 40-60 MW/m2 . To support the PMI research, a comprehensive set of PMI diagnostic tools are being implemented. The snow-flake configuration can produce exceptionally high divertor flux expansion of up to ~ 50. Combined with the radiative divertor concept, the snow-flake configuration has reduced the divertor heat flux by an order of magnitude in NSTX. Another area of active PMI investigation is the effect of divertor lithium coating (both in solid and liquid phases). The overall NSTX lithium PFC coating results suggest exciting opportunities for future magnetic confinement research including significant electron energy confinement improvements, Hmode power threshold reduction, the control of Edge Localized Modes (ELMs), and high heat flux handling. To support the NSTX-U/PPPL PMI research, there are also a number of associated PMI facilities implemented at PPPL/Princeton University including the Liquid Lithium R&D facility, Lithium Tokamak Experiment, and Laboratories for Materials Characterization and Surface Chemistry.

The nature of this project is to equip and support research in nanoengineered systems for biomedical, bioenvironmental, and bioenergy applications. Funds provided by the Department of Energy (DoE) under this Congressional Directive were used to support two ongoing research projects at Louisiana Tech University in biomedical, bioenvironmental, and bioenergy applications. Two major projects (Enzyme Immobilization for Large Scale Reactors to Reduce Cellulosic Ethanol Costs, and Nanocatalysts for Coal and Biomass Conversion to Diesel Fuel) and to fund three to five additional seed projects were funded using the project budget. The project funds also allowed the purchase and repair of sophisticated research equipment that will support continued research in these areas for many years to come. Project funds also supported faculty, graduate students, and undergraduate students, contributing to the development of a technically sophisticated work force in the region and the State. Descriptions of the technical accomplishments for each funded project are provided. Biofuels are an important part of the solution for sustainable transportation fuel and energy production for the future. Unfortunately, the country's appetite for fuel cannot be satisfied with traditional sugar crops such as sugar cane or corn. Emerging technologies are allowing cellulosic biomass (wood, grass, stalks, etc.) to also be converted into ethanol. Cellulosic ethanol does not compete with food production and it has the potential to decrease greenhouse gas (GHG) emissions by 86% versus current fossil fuels (current techniques for corn ethanol only reduce greenhouse gases by 19%). Because of these advantages, the federal government has made cellulosic ethanol a high priority. The Energy Independence and Security Act of 2007 (EISA) requires a minimum production of at least 16 billion gallons of cellulosic ethanol by 2022. Indeed, the Obama administration has signaled an ambitious commitment of achieving 2 billion gallons of cellulosic ethanol by 2013. Louisiana is well positioned to become a national contributor in cellulosic ethanol, with an excellent growing season, a strong pulp/paper industry, and one of the nation's first cellulosic ethanol demonstration plants. Dr. Palmer in Chemical Engineering at Louisiana Tech University is collaborating with Drs. Lvov and Snow in Chemistry and Dr. Hegab in Mechanical Engineering to capitalize on these advantages by applying nanotechnology to improve the cellulosic ethanol processes. In many of these processes, expensive enzymes are used to convert the cellulose to sugars. The nanotechnology processes developed at Louisiana Tech University can immobilize these enzymes and therefore significantly reduce the overall costs of the process. Estimates of savings range from approximately $32 million at each cellulosic ethanol plant, to $7.5 billion total if the 16 billion gallons of cellulosic ethanol is achieved. This process has the advantage of being easy to apply in a large-scale commercial environment and can immobilize a wide variety or mixture of enzymes for production. Two primary objectives with any immobilization technique are to demonstrate reusability and catalytic activity (both reuse of the immobilized enzyme and reuse of the polymer substrate). The scale-up of the layering-by-layering process has been a focus this past year as some interesting challenges in the surface chemistry have become evident. Catalytic activity of cellulase is highly dependent upon how the feed material is pretreated to enhance digestion. Therefore, efforts this year have been performed this year to characterize our process on a few of the more prevalent pretreatment methods.

This is the Closeout Report for the research grant in experimental elementary particle physics, carried out by the Duke University High Energy Physics (HEP) group. We re- port on physics results and detector development carried out under this grant, focussing on the recent three-year grant period (2010 to 2013). The Duke HEP group consisted of seven faculty members, two senior scientists, #12;ve postdocs and eight graduate students. There were three thrusts of the research program. Measurements at the energy frontier at CDF and ATLAS were used to test aspects of elementary particle theory described by the Stan- dard Model (SM) and to search for new forces and particles beyond those contained within the SM. The neutrino sector was explored using data obtained from a large neutrino detector located in Japan, and R & D was conducted on new experiments to be built in the US. The measurements provided information about neutrino masses and the manner in which neutri- nos change species in particle beams. Two years ago we have started a new research program in rare processes based on the Mu2E experiment at Fermilab. This research is motivated by the search for the #22; ! e transition with unprecedented sensitivity, a transition forbidden in the standard model but allowed in supersymmetric and other models of new physics. The high energy research program used proton and antiproton colliding beams. The experiments were done at the Fermilab Tevatron (proton-antiproton collisions at a center of mass energy of 1.96 TeV) and at the CERN Large Hadron Collider (proton-proton collisions at 7-8 TeV). The neutrino program used data obtained from the Super-Kamiokande detec- tor. This water-#12;lled Cherenkov counter was used to detect and measure the properties of neutrinos produced in cosmic ray showers, and from neutrino beams produced from acceler- ators in Japan. The Mu2E experiment will use a special stopped muon beam to be built at Fermilab.

  20. Universality in Efimov associated tetramers in 4He

    E-Print Network [OSTI]

    2014-11-02

We calculated, using seven realistic 4He-4He potentials in the literature, the Efimov spectra of the 4He trimer and tetramer and analyzed the universality of the systems. The three-(four-)body Schroedinger equations were solved fully nonadiabatically with the high-precision calculation method employed in our previous work on the 4He trimer and tetramer [Phys. Rev. A 85, 022502 (2012); 85, 062505 (2012)]. We found the following universality in the four-boson system: i) The critical scattering lengths at which the tetramer ground and excited states couple to the four-body threshold are independent of the choice of the two-body realistic potentials in spite of the difference in the short-range details and do not contradict the corresponding values observed in the experiments in ultracold alkali atoms when scaled with the van der Waals length r_vdW, and ii) the four-body hyperradial potential has a repulsive barrier at the four-body hyperradius R_4 \\approx 3 r_vdW, which prevents the four particles from getting close together to explore nonuniversal features of the interactions at short distances. This result is an extension of the universality in Efimov trimers that the appearance of the repulsive barrier at the three-body hyperradius R_3 \\approx 2 r_vdW makes the critical scattering lengths independent of the short-range details of the interactions as reported in the literature and also in the present work for the 4He trimer with the realistic potentials.

The renaissance of efforts to expand the use of nuclear energy requires the parallel development of a renewed and more sophisticated work force. Growth in the nuclear sector with high standard of safety, safeguards and security requires skilled staff for design, operations, inspections etc. High-quality nuclear technology educational programs are diminished from past years, and the ability of universities to attract students and to meet future staffing requirements of the nuclear industry is becoming seriously compromised. Thus, education and training in nuclear engineering and sciences is one of the cornerstones for the nuclear sector. Teaching in the nuclear field still seems strongly influenced by national history but it is time to strengthen resources and collaborate. Moreover with the current nuclear security threats it becomes critical that nuclear technology experts master the basic principles not only of safety, but also of nuclear safeguards, nonproliferation and nuclear security. In Europe the European Nuclear Education Network (ENEN) Association has established the certificate 'European Master of Science in Nuclear Engineering (EMSNE)' as the classic nuclear engineering program covering reactor operation and nuclear safety. However, it does not include courses on nonproliferation, safeguards, or dual-use technologies. The lack of education in nuclear safeguards was tackled by the European Safeguards Research and Development Association (ESARDA), through development and implementation of safeguards course modules. Since 2005 the ESARDA Working Group, called the Training and Knowledge Management Working Group, (TKMWG) has worked with the Joint Research Centre (JRC) in Ispra, Italy to organize a Nuclear Safeguards and Nonproliferation course. This five-day course is held each spring at the JRC, and continues to show increasing interest as evidenced by the positive responses of international lecturers and students. The standard set of lectures covers a broad range of subjects, including nuclear material accountancy principles, legal definitions and the regulatory base and inspection tools and techniques. This 60% core part is given by representatives from regulatory bodies (The International Atomic Energy Agency (IAEA), Institute for Radiological Protection and Nuclear Safety, Directorate General for Nuclear Energy and Transport), industry (AREVA, British Nuclear Group), and research (Stockholm University, Hamburg University, Joint Research Centre-Institute of Transuranic Elements, and Joint Research Centre-Institute for the Protection of the Citizen). The remaining part is completed with topical lectures addressed by invited lecturers, such as from Pacific Northwest National Laboratory and the IAEA addressing topics of physical protection, illicit trafficking, the Iraq case study, exercises, including satellite imagery interpretation etc. With this structure of a stable core plus a variable set of invited lectures, the course will remain sustainable and up-to-date. A syllabus provides the students a homogeneous set of information material in nuclear safeguards and nonproliferation matters at the European and international level. In this way, the ESARDA TKMWG aims to contribute to a two-fold scientific-technical and political-juridical education and training.

This article looks at impacts of Nuclear Regulatory Commission actions on nonprofit educational reactors. In mid-July the NRC issued a ruling on fee policy, which eliminated the historical fee exemeption for nonprofit research reactors. The ensuing regulatory fees placed an economic burden on these facilities which was likely to close many of them. On September 13, the NRC agreed to reconsider this rule. In part this reflects that this rule had an impact on a larger user base than just research reactors. The article summarizes this problem, and tries to put it in perspective for the reader.

The major accomplishment of the past year in the Roundtable`s continuing work on issues of concern to the academic enterprise is the preparation of two documents - Science and Technology in the Academic Enterprise: Status, Trends, and Issues and Perspectives on Financing Academic Research Facilities: A Resource for Policy Formulation. The significance of these two publications is that they both organize a large amount of complex and often controversial material in a way that is useful for further discussions and, in some cases, action by the government and higher education communities. The test for the Roundtable now is whether it can stimulate these follow-on activities. The model in this regard is the Federal Demonstration Project, where the Roundtable stimulated specific government-university joint actions in streamlining research grant administration. All of these activities are described below in greater detail.

    SciTech Connect (OSTI)

    1998-04-01

The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

Here we present a final report for the DOE award for the University of Hawaii High Energy Physics Group (UHHEPG) for the period from December 1, 2009 to May 31, 2013 (including a period of no-cost extension). The high energy physics (HEP) group at the University of Hawaii (UH) has been engaged in experiments at the intensity frontier studying flavor physics (Task A: Belle, Belle-II and Task B: BES) and neutrinos (Task C: SuperK, LBNE, Double Chooz, DarkSide, and neutrino R\\&D). On the energy frontier, new types of pixel detectors were developed for upgrades of the ATLAS experiment at the LHC (Task D). On the cosmic frontier, there were investigations of ultra high-energy neutrino astrophysics and the highest energy cosmic rays using special radio detection techniques (Task E: AMBER, ANITA R\\&D) and results of the analysis of ANITA data. In addition, we have developed new types of sophisticated and cutting edge instrumentation based on novel ``oscilloscope on a chip'' electronics (Task F). Theoretical physics research (Task G) is phenomenologically oriented and has studied experimental consequences of existing and proposed new theories relevant to the energy, cosmic and intensity frontiers. The senior investigators for proposal were T. E. Browder (Task A), F. A. Harris (Task B), P. Gorham (Task E), J. Kumar (Task G), J. Maricic (Task C), J. G. Learned (Task C), S. Pakvasa (Task G), S. Parker (Task D), S. Matsuno (Task C), X. Tata (Task G) and G. S. Varner (Tasks F, A, E).

Summarized in this report is the progress achieved during the period from November 1, 1994 to October 31, 1995. The experimental work described in this report is in electromagnetic and heavy-ion nuclear physics. The effort in electromagnetic nuclear physics is in preparation for the research program at the Continuous Electron Beam Accelerator Facility (CEBAF) and is focused on the construction and use of the CEBAF Large Acceptance Spectrometer (CLAS). The heavy-ion experiments were performed at the Argonne National Laboratory ATLAS facility and SUNY, Stony Brook. The physics interests driving these efforts at CEBAF are in the study of the structure, interactions, and nuclear-medium modifications of mesons and baryons. This year, an extension of the experiment to measure the magnetic form factor of the neutron was approved by the CEBAF Program Advisory Committee Nine (PAC9) for beam at 6 GeV. The authors also submitted updates to PAC9 on the experiments to measure inclusive {eta} photoproduction in nuclei and electroproduction of the {Lambda}, {Lambda}*(1520), and f{sub 0}(975). In addition to these experiments, the authors collaborated on a proposal to measure rare radiative decays of the {phi} meson which was also approved by PAC9. Their contributions to the construction of the CLAS include the development of the drift-chamber gas system, drift-chamber software, and controls software. Major has been leading the effort in the construction of the gas system. In the last year, the Hall B gas shed was constructed and the installation of the gas system components built at the University of Richmond has begun. Over the last six years, the efforts in low-energy heavy-ion physics have decreased due to the change in focus to electromagnetic nuclear physics at CEBAF. Most of the heavy-ion work is completed and there are now new experiments planned. Included in this report are two papers resulting from collaborations on heavy-ion experiments.

oak-B202--During the summer of 1999, 12 students from Rochester-area high schools participated in the Laboratory for Laser Energetics' Summer High School Research Program. The goal of this program is to excite a group of high school students about careers in the areas of science and technology by exposing them to research in a state-of-the-art environment. Too often, students are exposed to ''research'' only through classroom laboratories that have prescribed procedures and predictable results. In LLE's summer program, the students experience all of the trials, tribulations, and rewards of scientific research. By participating in research in a real environment, the students often become more enthusiastic about careers in science and technology. In addition, LLE gains from the contributions of the many highly talented students who are attracted to the program. The students spent most of their time working on their individual research projects with members of LLE's technical staff. The projects were related to current research activities at LLE and covered a broad range of areas of interest including laser modeling, diagnostic development, chemistry, liquid crystal devices, and opacity data visualization. The students, their high schools, their LLE supervisors and their project titles are listed in the table. Their written reports are collected in this volume. The students attended weekly seminars on technical topics associated with LLE's research. Topics this year included lasers, fusion, holography, optical materials, global warming, measurement errors, and scientific ethics. The students also received safety training, learned how to give scientific presentations, and were introduced to LLE's resources, especially the computational facilities. The program culminated with the High School Student Summer Research Symposium on 25 August at which the students presented the results of their research to an audience that included parents, teachers, and members of LIX. Each student spoke for approximately ten minutes and answered questions.

    1994-06-01

A demonstration compressed natural gas (CNG) bus has been operating on The University of Texas at Austin shuttle system since 1992. This CNG vehicle, provided by the Blue Bird Company, was an opportunity for the University to evaluate the effectiveness of a CNG bus for shuttle operations. Three basic operating comparisons were made: (1) fuel consumption, (2) tire wear, and (3) vehicle performance. The bus was equipped with a data logger, which was downloaded regularly, for trip reports. Tire wear was monitored regularly, and performance tests were conducted at the Natural Gas Vehicle Technology Center. Overall, the data suggest that fuel costs for the CNG bus are comparable to those for University diesel buses. This is a result of the lower fuel price for natural gas. Actual natural gas fuel consumption was higher for the CNG buses than for the diesel buses. Due to weight differences, tire wear was much less on the CNG buses. Finally, after installation of a closed-loop system, the CNG bus out-performed the diesel bus on acceleration, grade climbing ability, and speed.
