    The purpose of this report is to describe and to characterize the decision process in the nonresidential building sector as well as the variables influencing energy investment decisions, both of which impact the development of R and D agendas for the Office of Building and Community Systems (BCS). The report reviews the available information on the factors that influence energy investment decisions and identifies information gaps where additional research is needed. This report focuses on variables and combinations of these variables (descriptive states) that influence the non residential energy investment decision maker. Economic and demographic descriptors, energy investment decision maker characteristics, and variables affecting energy investments are identified. This response examines the physical characteristics of buildings, characteristics of the legal environment surrounding buildings, demographic factors, economic factors, and decision processes, all of which impact the nonresidential energy investment market. The emphasis of the report is on providing possible methodologies for projecting the future of the nonresidential energy investment market, as well as, collecting the data necessary for such projections. The use of alternate scenarios is suggested as a projection tool and suggestions for collecting the appropriate data are made in the recommendations.

    fire safety. A related issue is the degree to which new standards are adopted and enforced. In the U.S., standards are developed using a consensus process, and local government agencies are free to implement these standards or to ignore them. For example, some U.S. states are still using 2003 versions of the building efficiency standards. There is also a great variation in the degree to which the locally adopted standards are enforced in different U.S. cities and states. With a more central process in China, these issues are different, but possible impacts of variable enforcement efficacy may also exist. Therefore, current building codes in China will be compared to the current state of building fire-safety and energy-efficiency codes in the U.S. and areas for possible improvements in both countries will be explored. In particular, the focus of the applications in China will be on green buildings. The terminology of 'green buildings' has different meanings to different audiences. The U.S. research is interested in both new, green buildings, and on retrofitting existing inefficient buildings. An initial effort will be made to clarify the scope of the pertinent wall insulation systems for these applications.

    The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning. ERA also covers other energy information prepared in report form by federal and state government organizations, foreign governments, and domestic and foreign universities and research organizations, provided that the full text of the document has been received by OSTI. Foreign report information is obtained through the International Energy Agency's fourteen nation Energy Technology Data Exchange, the International Atomic Energy Agency's International Nuclear Information System, or nation-to-nation agreements. The purpose of this publication is to announce documents produced or obtained by DOE that are not so readily available as journal articles, books, or patents. ERA does not cover nonreport literature.     This paper describes research at SERI on heat-pumped thermochemical energy systems and thermochemical reduction of CO/sub 2/ to CO for open-loop solar energy transport. Analysis of the NaOH-H/sub 2/O heat-pumped system indicated cost-effectiveness relative to a hot oil solar system with parabolic trough receivers for production of 0.101 MPa saturated steam. Current work is on definition of high-temperature heat-pumped systems. Future work should be experimental with an objective of small-scale validation of high-temperature heat-pumped systems. The thermochemical CO/sub 2/ reduction is an extremely difficult and long-range research problem. Costs are unknown but are suspected to be high because of system complexity. The CO/sub 2/ reduction research should be de-emphasized.

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    Cooperative Agreement, DE-FC26-98FT40323, Jointly Sponsored Research (JSR) Program at Western Research Institute (WRI) began in 1998. Over the course of the Program, a total of seventy-seven tasks were proposed utilizing a total of $23,202,579 in USDOE funds. Against this funding, cosponsors committed $26,557,649 in private funds to produce a program valued at $49,760,228. The goal of the Jointly Sponsored Research Program was to develop or assist in the development of innovative technology solutions that will: (1) Increase the production of United States energy resources - coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. Under the JSR Program, energy-related tasks emphasized enhanced oil recovery, heavy oil upgrading and characterization, coal beneficiation and upgrading, coal combustion systems development including oxy-combustion, emissions monitoring and abatement, coal gasification technologies including gas clean-up and conditioning, hydrogen and liquid fuels production, coal-bed methane recovery, and the development of technologies for the utilization of renewable energy resources. Environmental-related activities emphasized cleaning contaminated soils and waters, processing of oily wastes, mitigating acid mine drainage, and demonstrating uses for solid waste from clean coal technologies, and other advanced coal-based systems. Technology enhancement activities included resource characterization studies, development of improved methods, monitors and sensors.     Energy use and energy technology play critical roles in the U.S. economy and modern society. The Department of Energy (DOE) conducts civilian energy research and development (R&D) programs for the purpose of identifying promising technologies that promote energy security, energy efficiency, and renewable energy use. DOE-sponsored research ranges from basic investigation of phenomena all the way through development of applied technology in partnership with industry. DOE`s research programs are conducted in support of national strategic energy objectives, however austere financial times have dictated that R&D programs be measured in terms of cost vs. benefit. In some cases it is difficult to measure the return on investment for the basic "curiosity-driven" research, however many applied technology development programs have resulted in measurable commercial successes. The DOE has published summaries of their most successful applied technology energy R&D programs. In this paper, we will discuss five examples from the Building Technologies area of the DOE Energy Efficiency program. Each story will describe the technology, discuss the level of federal funding, and discuss the returns in terms of energy savings, cost savings, or national economic impacts.

    This technical report contains results on the following topics: 1) Testing and analysis of sub-scale hydro-kinetic turbines in a flume, including the design and fabrication of the instrumented turbines. 2) Field measurements and analysis of the tidal energy resource and at a site in northern Puget Sound, that is being examined for turbine installation. 3) Conceptual design and performance analysis of hydro-kinetic turbines operating at high blockage ratio, for use for power generation and flow control in open channel flows.

    The mission of the Engineering Research, Development, and Technology Program at Lawrence Livermore National Laboratory (LLNL) is to develop the knowledge base, process technologies, specialized equipment, tools and facilities to support current and future LLNL programs. Engineering`s efforts are guided by a strategy that results in dual benefit: first, in support of Department of Energy missions, such as national security through nuclear deterrence; and second, in enhancing the nation`s economic competitiveness through their collaboration with US industry in pursuit of the most cost-effective engineering solutions to LLNL programs. To accomplish this mission, the Engineering Research, Development, and Technology Program has two important goals: (1) identify key technologies relevant to LLNL programs where they can establish unique competencies, and (2) conduct high-quality research and development to enhance their capabilities and establish themselves as the world leaders in these technologies. To focus Engineering`s efforts, technology thrust areas are identified and technical leaders are selected for each area. The thrust areas are comprised of integrated engineering activities, staffed by personnel from the nine electronics and mechanical engineering divisions, and from other LLNL organizations. This annual report, organized by thrust area, describes Engineering`s activities for fiscal year 1995. The report provides timely summaries of objectives methods, and key results from eight thrust areas: computational electronics and electromagnetics; computational mechanics; microtechnology; manufacturing technology; materials science and engineering; power conversion technologies; nondestructive evaluation; and information engineering.

The goal of the Base Research Program was to develop innovative technology solutions that will: (1) Increase the production of United States energy resources--coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. This report summarizes the accomplishments of the overall Base Program. This document represents a stand-alone Final Report for the entire Program. It should be noted that an interim report describing the Program achievements was prepared in 2003 covering the progress made under various tasks completed during the first five years of this Program.

    The mission of the Engineering Research, Development, and Technology Program at Lawrence Livermore National Laboratory (LLNL) is to develop the technical staff, tools, and facilities needed to support current and future LLNL programs. The efforts are guided by a dual-benefit research and development strategy that supports Department of Energy missions, such as national security through nuclear deterrence and economic competitiveness through partnerships with U.S. industry. This annual report, organized by thrust area, describes the activities for the fiscal year 1993. The report provides timely summaries of objectives, methods, and results from nine thrust areas for this fiscal year: Computational Electronics and Electromagnetics; Computational Mechanics; Diagnostics and Microelectronics; Fabrication Technology; Materials Science and Engineering; Power Conversion Technologies; Nondestructive Evaluation; Remote Sensing, Imaging, and Signal Engineering; and Emerging Technologies.     The National Renewable Energy Laboratory (NREL), under an interagency agreement with the U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development and evaluation of the delineations for the New Jersey (NJ) WEA. The overarching objective of this study is to develop a logical process by which the New Jersey WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL identified a selection of leasing areas and proposed delineation boundaries within the established NJ WEA. The primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

    The mission of the Engineering Research, Development, and Technology Program at Lawrence Livermore National Laboratory (LLNL) is to develop the knowledge base, process technologies, specialized equipment, tools and facilities to support current and future LLNL programs.     The Department of Energy's (DOE's) Office of Environmental Management (EM) is responsible for managing more than 760,000 metric tons of nuclear material that is excess to the current DOE weapons program, as a result of shutdown of elements of the weapons program, mainly during the 1990s. EMowned excess nuclear material comprises a variety of material types, including uranium, plutonium, other actinides and other radioactive elements in numerous forms, all of which must be stabilized for storage and ultimate disposition. Much of this quantity has been in storage for many years. Shutdown of DOE sites and facilities requires removal of nuclear material and consolidation at other sites, and may be delayed by the lack of available technology. Within EM, the Office of Science and Technology (OST) is dedicated to providing timely, relevant technology to accelerate completion and reduce cleanup cost of the DOE environmental legacy. OST is organized around five focus areas, addressing crucial areas of end-user-defined technology need. The Focus Areas regularly identify potential technical solutions for which basic scientific research is needed to determine if the technical solution can be developed and deployed. To achieve a portfolio of projects that is balanced between near-term priorities driven by programmatic risks (such as site closure milestones) and long-term, high-consequence needs that depend on extensive research and development, OST has established the Environmental Management Science Program (EMSP) to develop the scientific basis for solutions to long-term site needs. The EMSP directs calls for proposals to address scientific needs of the focus areas. Needs are identified and validated annually by individual sites in workshops conducted across the complex. The process captures scope and schedule requirements of the sites, so that focus areas can identify technology that can be delivered to sites in time to complete site cleanup.     This final report was compiled from the detailed annual reports that were submitted for efforts in 2008 and 2009, and from individual task reports from 2010. Reports, case studies, and presentations derived from this work are available through the Building America website. The BIRA team is led by ConSol, a leading provider of energy solutions for builders since 1983. In partnership with over fifty builders, developers, architects, manufactures, researchers, utilities, and agencies, research work was performed in California, Colorado, Utah, New Mexico, Washington, Oregon, and Hawaii and five (5) climate regions (Hot-Dry, Marine, Hot-Humid, Cold, and Hot/Mixed Dry). In addition to research work, the team provided technical assistance to our partners whose interests span the entire building process. During the three year budget period, the BIRA team performed analyses of several emerging technologies, prototype homes, and high performance communities through detailed computer simulations and extensive field monitoring to meet the required climate joule milestone targets.

    The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

    This report summarizes three documents: Multiyear Research Plan, Volume I FY 1989 Task Reports, and Volume II Appendices. These documents describe tasks that were undertaken from November 1988 to December 1989, the first year of the project. Those tasks were: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts.     Solar energy collected using photovoltaic (PV) technology is a clean and renewable energy source that offers multiple benefits to the electric utility industry and its customers, such as cost predictability, reduced emissions, and loss reduction by distributed installations. Renewable energy goals established in North Carolina Senate Bill 3 (SB3), in combination with the state tax credit and decreases in the cost of energy from PV panels, have resulted in rapid solar power penetration within the Carolinas services areas of Duke Energy. Continued decreases in PV prices are expected to lead to greater PV penetration rates than currently required in SB3. Despite the potential benefits, significant penetration of PV energy is of concern to the utility industry because of its impact on operating reliability and integration cost to customers, and equally important, how any additional costs may be allocated to different customer groups. Some of these impacts might become limiting factors for PV energy, especially growing distributed generation installed at customer sites. Recognizing the importance of renewable energy developments for a sustainable energy future and economic growth, Duke Energy has commissioned this study to simulate the effects of high-PV penetration rates and to initiate the process of quantifying the impacts. The objective of the study is to inform resource plans, guide operation improvements, and drive infrastructure investments for a steady and smooth transition to a new energy mix that provides optimal values to customers. The study team consists of experts from Pacific Northwest National Laboratory (PNNL), Power Costs, Inc. (PCI), Clean Power Research (CPR), Alstom Grid, and Duke Energy. PNNL, PCI, and CPR performed the study on generation impacts; Duke Energy modeled the transmission cases; and distribution simulations were conducted by Alstom Grid. PNNL analyzed the results from each work stream and produced the report.

    The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the US Department of Energy. As shown on the preceding page, the Division is organized into ten sections, five with concentrations in the materials area and five in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. The Division Safety Coordinator, Environmental Compliance Officers, Quality Assurance Representative, Financial Administrator, and Communication Coordinator report directly to the Division Director. The Division Director is personally responsible for cultural diversity and is a member of the Laboratory-wide Cultural Diversity Advisory Committee. The Division's capabilities are generally applied to issues associated with energy production, transportation, utilization, or conservation, or with environmental issues linked to energy. As shown in the organization chart on the next page, the Division reports administratively to the Associate Laboratory Director (ALD) for Energy and Environmental Science and Technology (EEST) through the General Manager for Environmental and Industrial Technologies.     Alternative power cycle concepts to the closed-cycle Rankine are evaluated and those that show potential for delivering power in a cost-effective and environmentally acceptable fashion are explored. Concepts are classified according to the ocean energy resource: thermal, waves, currents, and salinity gradient. Research projects have been funded and reported in each of these areas. The lift of seawater entrained in a vertical steam flow can provide potential energy for a conventional hydraulic turbine conversion system. Quantification of the process and assessment of potential costs must be completed to support concept evaluation. Exploratory development is being completed in thermoelectricity and 2-phase nozzles for other thermal concepts. Wave energy concepts are being evaluated by analysis and model testing with present emphasis on pneumatic turbines and wave focussing. Likewise, several conversion approaches to ocean current energy are being evaluated. The use of salinity resources requires further research in membranes or the development of membraneless processes. Using the thermal resource in a Claude cycle process as a power converter is promising, and a program of R and D and subsystem development has been initiated to provide confirmation of the preliminary conclusion.

    The Department of Energy (DOE) committed to a research and development program to support the technology needs for converting and stabilizing its nuclear materials for safe storage. The R and D Plan addresses five of the six material categories from the 94-1 Implementation Plan: plutonium (Pu) solutions, plutonium metals and oxides, plutonium residues, highly enriched uranium, and special isotopes. R and D efforts related to spent nuclear fuel (SNF) stabilization were specifically excluded from this plan. This updated plan has narrowed the focus to more effectively target specific problem areas by incorporating results form trade studies. Specifically, the trade studies involved salt; ash; sand, slag, and crucible (SS and C); combustibles; and scrub alloy. The plan anticipates possible disposition paths for nuclear materials and identifies resulting research requirements. These requirements may change as disposition paths become more certain. Thus, this plan represents a snapshot of the current progress and will continue to be updated on a regular basis. The paper discusses progress in safeguards and security, plutonium stabilization, special isotopes stabilization, highly-enriched uranium stabilization--MSRE remediation project, storage technologies, engineered systems, core technology, and proposed DOE/Russian technology exchange projects.

    The Solar Energy Storage Program at the Solar Energy Research Institute is reviewed. The program provides research, systems analyses, and economic assessments of thermal and thermochemical energy storage and transport. Current activities include experimental research into very high temperature (above 800/sup 0/C) thermal energy storage and assessment of novel thermochemical energy storage and transport systems. The applications for such high-temperature storage are thermochemical processes, solar thermal-electric power generation, cogeneration of heat and electricity, industrial process heat, and thermally regenerative electrochemical systems. The research results for five high-temperature thermal energy storage technologies and two thermochemical systems are described.

    The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the US Department of Energy. As shown on the preceding page, the Division is organized into ten sections, five with concentrations in the materials area and five in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. The Division Safety Coordinator, Environmental Compliance Officers, Quality Assurance Representative, Financial Administrator, and Communication Coordinator report directly to the Division Director. The Division Director is personally responsible for cultural diversity and is a member of the Laboratory-wide Cultural Diversity Advisory Committee. The Division's capabilities are generally applied to issues associated with energy production, transportation, utilization or conservation, or with environmental issues linked to energy. As shown in the organization chart on the next page, the Division reports administratively to the Associate Laboratory Director (ALD) for Energy and Environmental Science and Technology (EEST) through the General Manager for Environmental and Industrial Technologies.     Research funded primarily by the NRC is directed toward assessing the roles of cyclic fatigue, intergranular stress corrosion cracking, and irradiation-assisted stress corrosion cracking on failures in light water reactor (LWR) piping systems, pressure vessels, and various core components. In support of the fast reactor program, the Division has responsibility for fuel-performance modeling and irradiation testing. The Division has major responsibilities in several design areas of the proposed International Thermonuclear Experimental Reactor (ITER). The Division supports the DOE in ensuring safe shipment of nuclear materials by providing extensive review of the Safety Analysis Reports for Packaging (SARPs). Finally, in the nuclear area they are investigating the safe disposal of spent fuel and waste. In work funded by DOE`s Energy Efficiency and Renewable Energy, the high-temperature superconductivity program continues to be a major focal point for industrial interactions. Coatings and lubricants developed in the division`s Tribology Section are intended for use in transportation systems of the future. Continuous fiber ceramic composites are being developed for high-performance heat engines. Nondestructive testing techniques are being developed to evaluate fiber distribution and to detect flaws. A wide variety of coatings for corrosion protection of metal alloys are being studied. These can increase lifetimes significant in a wide variety of coal combustion and gasification environments.

    This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components. (4) The state of computer use in the industry is described and a prototype design tool is discussed. (5) Side by side testing of industrialized housing systems is discussed.

    For this project, the intended goal of the microgrid component was to investigate issues in policy and technology that would drive higher penetration of renewable energy, and to demonstrate implementation in a utility system. The work accomplished on modeling the dynamics of photovoltaic (PV) penetration can be expanded for practical application. Using such a tool those involved in public policy can examine what the effect of a particular policy initiative, e.g., renewable portfolio standards (RPS) requirements, might be in terms of the desired targets. The work in the area of microgrid design, protection, and operation is fundamental to the development of microgrids. In particular the “Energy Delivery” paradigm provides new opportunities and business models for utilities. Ultimately, Energy Delivery could accrue significant benefits in terms of costs and resiliency. The experimental microgrid will support continued research and allow the demonstration of technology for better integration of renewables. The algal biofuels component of the project was developed to enhance the test facility and to investigate the technical and economic feasibility of a commercial-scale geothermal algal biofuels operation for replication elsewhere in the arid Southwest. The project was housed at New Mexico State University’s (NMSU’s) Geothermal Aquaculture Facility (GAF) and a design for the inoculation train and algae grow-out process was developed. The facility was upgraded with modifications to existing electrical, plumbing and structural components on the GAF and surrounding grounds. The research work was conducted on biomass-processing, harvesting, dewatering, and extraction. Additionally, research was conducted to determine viability of using low-cost, wastewater from municipal treatment plants in the cultivation units as make-up water and as a source of nutrients, including nitrogen and soluble phosphorus.     As part of the Department of Energy`s (DOE) need to maintain the capability of producing tritium in support of its historic and near-term stewardship of the nation`s nuclear weapons stockpile, the agency has recently completed a Programmatic Environmental Impact Statement for Tritium Supply and Recycling. The resulting Record of Decision (ROD) determined that over the next three years the DOE would follow a dual-track acquisition strategy that assures tritium production for the nuclear weapon stockpile in a rapid, cost effective, and safe manner. Under this strategy the DOE will further investigate and compare two options for producing tritium: (1) purchase of an existing commercial light-water reactor or irradiation services with an option to purchase the reactor for conversion to a defense facility; and (2) design, build, and test critical components of a system for accelerator production of tritium (APT). The final decision to select the primary production option will be made by the Secretary of Energy in the October 1998 time frame. The alternative not chosen as the primary production method, if feasible, would be developed as a back-up tritium supply source. This Environmental Assessment (EA) analyzes the potential environmental effects that would be expected to occur if the DOE were to design, build, and test critical prototypical components of the accelerator system for tritium production, specifically the front-end low-energy section of the accelerator, at Los Alamos National Laboratory. The Low Energy Demonstration Accelerator (LEDA) would be incrementally developed and tested in five separate stages over the next seven years. The following issues were evaluated for the proposed action: utility demands, air, human health, environmental restoration, waste management, transportation, water, threatened and endangered species, wetlands, cultural resources, and environmental justice.

    A multidisciplinary team of IEQ and energy researchers has defined a program of priority energy-related IEQ research. This paper describes the methods employed to develop the agenda, and 35 high priority research and development (R&D) project areas related to four broad goals: (1) identifying IEQ problems and opportunities; (2) developing and evaluating energy-efficient technologies for improving IEQ; (3) developing and evaluating energy-efficient practices for improving IEQ; and (4) encouraging or assisting the implementation of technologies or practices for improving IEQ. The identified R&D priorities reflect a strong need to benchmark IEQ conditions in small commercial buildings, schools, and residences. The R&D priorities also reflect the need to better understand how people are affected by IEQ conditions and by the related building characteristics and operation and maintenance practices. The associated research findings will provide a clearer definition of acceptable IEQ that is required to guide the development of technologies, practices, standards, and guidelines. Quantifying the effects of building characteristics and practices on IEQ conditions, in order to provide the basis for development of energy efficient and effective IEQ control measures, was also considered a priority. The development or advancement in a broad range of IEQ tools, technologies, and practices are also a major component of the priority research agenda. Consistent with the focus on ''energy-related'' research priorities, building ventilation and heating, ventilating and air conditioning (HVAC) systems and processes are very prominent in the agenda. Research related to moisture and microbiological problems, particularly within hot and humid climates, is also prominent within the agenda. The agenda tends to emphasize research on residences, small commercial buildings, and schools because these types of buildings have been underrepresented in prior research. A key feature of this new approach included establishment of the Mixed Waste Characterization, Treatment, and Disposal Focus Area (MWFA). The mission of the MWFA is to identify, develop, and implement needed technologies such that the major environmental management problems related to meeting DOE`s commitments for treatment of mixed wastes under the Federal Facility Compliance Act (FFCA), and in accordance with the Land Disposal Restrictions (LDR) of the Resource Conservation and Recovery Act (RCRA), can be addressed, while cost-effectively expending the funding resources. To define the deficiencies or needs of the EM customers, the MWFA analyzed Proposed Site Treatment Plans (PSTPs), as well as other applicable documents, and conducted site visits throughout the summer of 1995. Representatives from the Office of Waste Management (EM-30), the Office of Environmental Restoration (EM-40), and the Office of Facility Transition and Management (EM-60) at each site visited were requested to consult with the Focus Area to collaboratively define their technology needs. This report documents the needs, deficiencies, technology gaps, and opportunities for expedited treatment activities that were identified during the site visit process. The defined deficiencies and needs are categorized by waste type, namely Wastewaters, Combustible Organics, Sludges/Soils, Debris/Solids, and Unique Wastes, and will be prioritized based on the relative affect the deficiency has on the DOE Complex.

    Designated as the first of seven National Environmental Research Parks (NERPs) by the Atomic Energy Commission (now the Department of Energy), the Savannah River Site (SRS) is an important ecological component of the Southeastern Mixed Forest Ecoregion located along the Savannah River south of Aiken, South Carolina. Integral to the Savannah River Site NERP are the DOE Research Set-Aside Areas. Scattered across the SRS, these thirty tracts of land have been set aside for ecological research and are protected from public access and most routine Site maintenance and forest management activities. Ranging in size from 8.5 acres (3.44 ha) to 7,364 acres (2,980 ha), the thirty Set-Aside Areas total 14,005 acres (5,668 ha) and comprise approximately 7% of the Site`s total area. This system of Set-Aside Areas originally was established to represent the major plant communities and habitat types indigenous to the SRS (old-fields, sandhills, upland hardwood, mixed pine/hardwood, bottomland forests, swamp forests, Carolina bays, and fresh water streams and impoundments), as well as to preserve habitats for endangered, threatened, or rare plant and animal populations. Many long-term ecological studies are conducted in the Set-Asides, which also serve as control areas in evaluations of the potential impacts of SRS operations on other regions of the Site. The purpose of this document is to give an historical account of the SRS Set-Aside Program and to provide a descriptive profile of each of the Set-Aside Areas. These descriptions include a narrative for each Area, information on the plant communities and soil types found there, lists of sensitive plants and animals documented from each Area, an account of the ecological research conducted in each Area, locator and resource composition maps, and a list of Site-Use permits and publications associated with each Set-Aside.

    Due to the complex nature of climate change, interdisciplinary research approaches involving knowledge and skills from a broad range of disciplines have been adopted for studying changes in the climate system as well as strategies for mitigating climate change (i.e., greenhouse gas emissions reductions) and adapting to its impacts on society and natural systems. Harnessing of renewable energy sources to replace fossil fuels is widely regarded as a long-term mitigation strategy that requires the synthesis of knowledge from engineering, technology, and natural and social sciences. In this study, we examine how the adoption of interdisciplinary approaches has evolved over time and in different geographic regions. We conducted a comprehensive literature survey using an evaluation matrix of keywords, in combination with a word cloud analysis, to evaluate the spatiotemporal dynamics of scholarly discourse about interdisciplinary approaches to climate change and renewable energy research and development (R&D). Publications that discuss interdisciplinary approaches to climate change and renewable energy have substantially increased over the last 60 years; it appears, however, that the nature, timing, and focus of these publications vary across countries and through time. Over the most recent three decades, the country-level contribution to interdisciplinary research for climate change has become more evenly distributed, but this was not true for renewable energy research, which remained dominated by the United Sates and a few other major economies. The research topics have also evolved: Water resource management was emphasized from 1990s to 2000s, policy and adaptation were emphasized from the 2000s to 2010 – 2013, while vulnerability became prominent during the most recent years (2010 – 2013). The information presented was gathered through a review of current California utility, California Independent System Operator (ISO), and related western states electricity transmission-planning activities and emerging needs. This report presents the project teams findings organized under six topic areas and identifies 17 distinct R&D activities to improve transmission-planning in California and the West. The findings in this report are intended for use, along with other materials, by PIER staff, to facilitate discussions with stakeholders that will ultimately lead to development of a portfolio of transmission-planning R&D activities for the PIER program.

    The solar energy available within the visible portion of the solar spectrum is about 300 W/m2 (43%) and that available in the UV and IR portion is about 400 W/m2 (57%). This provides opportunities for developing integrated energy systems that capture and use specific wavelengths of the solar spectrum for different purposes. For example: biofuels from photosynthetic microbes use only the visible light; solar cells use a narrow band of the solar spectrum that could be either mostly in the visible or in the IR regions of the solar spectrum, depending on the photovoltaic materials, e.g., gallium antimonide (GaSb) cells utilize predominately IR radiation; and finally, solar panels that heat water utilize a broad range of wavelengths (visible plus IR). The basic idea of this research is that sunlight has many possible end-use applications including both direct use and energy conversion schemes; it is technically feasible to develop multifunctional solar energy systems capable of addressing several end-use needs while increasing the overall solar energy utilization efficiency when compared to single-purpose solar technologies. Such a combination of technologies could lead to more cost-competitive ?multifunctional? systems that add value and broaden opportunities for integrated energy systems. The goal of this research is to increase the overall energy efficacy and cost competitiveness of solar systems. The specific objectives of this research were: 1) Evaluate the efficacy of a combined photobioreactor and electric power system; 2) Improve the reliability and cost effectiveness of hybrid solar lighting systems ? a technology in which sunlight is collected and distributed via optical fibers into the interior of a building; 3) Evaluate the efficacy of using filtered light to increase the production of biomass in photobioreactors and provide more solar energy for other uses; 4) Evaluates several concepts for wavelength shifting such that a greater percentage of the solar

    Urban sprawl is a major issue for sustainable development. It represents a significant contribution to energy consumption of a territory especially due to transportation requirements. However, transport energy consumption is rarely taken into account when the sustainability of suburban structures is studied. In this context, the paper presents a method to estimate transport energy consumption in residential suburban areas. The study aimed, on this basis, at highlighting the most efficient strategies needed to promote awareness and to give practical hints on how to reduce transport energy consumption linked to urban sprawl in existing and future suburban neighborhoods. The method uses data collected by using empirical surveys and GIS. An application of this method is presented concerning the comparison of four suburban districts located in Belgium to demonstrate the advantages of the approach. The influence of several parameters, such as distance to work places and services, use of public transport and performance of the vehicles, are then discussed to allow a range of different development situations to be explored. The results of the case studies highlight that traveled distances, and thus a good mix between activities at the living area scale, are of primordial importance for the energy performance, whereas means of transport used is only of little impact. Improving the performance of the vehicles and favoring home-work give also significant energy savings. The method can be used when planning new areas or retrofitting existing ones, as well as promoting more sustainable lifestyles regarding transport habits. - Highlights: Black-Right-Pointing-Pointer The method allows to assess transport energy consumption in suburban areas and highlight the best strategies to reduce it.     Cooperative Agreements, DE-FC26-08NT43293, DOE-WRI Cooperative Research and Development Program for Fossil Energy-Related Resources began in June 2009. The goal of the Program was to develop, commercialize, and deploy technologies of value to the nation’s fossil and renewable energy industries. To ensure relevancy and early commercialization, the involvement of an industrial partner was encouraged. In that regard, the Program stipulated that a minimum of 20% cost share be achieved in a fiscal year. This allowed WRI to carry a diverse portfolio of technologies and projects at various development technology readiness levels. Depending upon the maturity of the research concept and technology, cost share for a given task ranged from none to as high as 67% (two-thirds). Over the course of the Program, a total of twenty six tasks were proposed for DOE approval. Over the period of performance of the Cooperative agreement, WRI has put in place projects utilizing a total of $7,089,581 in USDOE funds. Against this funding, cosponsors have committed $7,398,476 in private funds to produce a program valued at $14,488,057. Tables 1 and 2 presented at the end of this section is a compilation of the funding for all the tasks conducted under the program. The goal of the Cooperative Research and Development Program for Fossil Energy-Related Resources was to through collaborative research with the industry, develop or assist in the development of innovative technology solutions that will: • Increase the production of United States energy resources – coal, natural gas, oil, and renewable energy resources; • Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; • Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and • Minimize environmental impacts of energy production and utilization.     Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    The US DOE's Office of Propulsion Systems provides support for an electrochemical energy storage program, which includes R D on advanced rechargeable batteries and fuel cells. A major goal of this program is to develop electrochemical power sources suitable for application in electric vehicles (EVs). The program centers on advanced systems that offer the potential for high performance and low life-cycle costs, both of which are necessary to permit significant penetration into commercial markets. The general R D areas addressed by the project include identification of new electrochemical couples for advanced batteries, determination of technical feasibility of the new couples, improvements in battery components and materials, establishment of engineering principles applicable to electrochemical energy storage and conversion, and the development of air-system (fuel cell, metal/air) technology for transportation applications. Major emphasis is given to applied research which will lead to superior performance and lower life-cycle costs. The TBR Project is divided into three major project elements: Exploratory Research, Applied Science Research, and Air Systems Research.     SOLAR ENERGY RESEARCH CENTER INSTRUMENTATION FACILITY The mission of the Solar Energy Research Center (UNC SERC) at the University of North Carolina at Chapel Hill (UNC-CH) is to establish a world leading effort in solar fuels research and to develop the materials and methods needed to fabricate the next generation of solar energy devices. We are addressing the fundamental issues that will drive new strategies for solar energy conversion and the engineering challenges that must be met in order to convert discoveries made in the laboratory into commercially available devices. The development of a photoelectrosynthesis cell (PEC) for solar fuels production faces daunting requirements: (1) Absorb a large fraction of sunlight; (2) Carry out artificial photosynthesis which involves multiple complex reaction steps; (3) Avoid competitive and deleterious side and reverse reactions; (4) Perform 13 million catalytic cycles per year with minimal degradation; (5) Use non-toxic materials; (6) Cost-effectiveness. PEC efficiency is directly determined by the kinetics of each reaction step. The UNC SERC is addressing this challenge by taking a broad interdisciplinary approach in a highly collaborative setting, drawing on expertise across a broad range of disciplines in chemistry, physics and materials science. By taking a systematic approach toward a fundamental understanding of the mechanism of each step, we will be able to gain unique insight and optimize PEC design. Access to cutting-edge spectroscopic tools is critical to this research effort. We have built professionally-staffed facilities equipped with the state-of the-art instrumentation funded by this award.     Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

    We have developed state-of-the-art nanomaterials such as nanofibers, nanotubes, nanoparticles, nanocatalysts and nanostructures for clean energy, environmental and biomedical research. Energy can neither be created nor be destroyed, but it can be converted from one form to another. Based on this principle, chemical energy such as hydrogen has been produced from water electrolysis at a much lower voltage using RuO{sub 2} nanoparticles on the Si wafer substrate. Once the hydrogen is produced from the clean sources such as solar energy and water, it has to be stored by physisorption or chemisorption processes on to the solid state systems. For the successful physical adsorption of hydrogen molecule, we have developed novel polyaniline nanostructures via chemical templating and electrospinning routes. Chemical or complex hydrides involving nano MgH{sub 2} and transition metal nanocatalysts have been synthesized to tailor both the thermodynamics and kinetics of hydrogen (chemi) sorption respectively. Utilization of solar energy (UV-Vis) and a coupling of novel semiconductor oxide nanoparticles have been recently demonstrated with enhancement in photo-oxidation and/or photo-reduction processes for the water/air detoxification and sustainable liquid fuel production respectively. Magnetic nanoparticles such as ZnFe{sub 2}O{sub 4} have been synthesized and optimized for biomedical applications such as targeted drug delivery and tumor diagnostic sensing (MRI)

    Pacific Northwest Laboratory (PNL) conducted this study for the Office of Advanced Utility Concepts of the US Department of Energy (DOE). The objective of this study was to develop a series of graphs that depict the long-term benefits of continuing DOE`s thermal energy storage (TES) research program in four sectors: building heating, building cooling, utility power production, and transportation. The study was conducted in three steps- The first step was to assess the maximum possible benefits technically achievable in each sector. In some sectors, the maximum benefit was determined by a ``supply side`` limitation, and in other sectors, the maximum benefit is determined by a ``demand side`` limitation. The second step was to apply economic cost and diffusion models to estimate the benefits that are likely to be achieved by TES under two scenarios: (1) with continuing DOE funding of TES research, and (2) without continued funding. The models all cover the 20-year period from 1990 to 2010. The third step was to prepare graphs that show the maximum technical benefits achievable, the estimated benefits with TES research funding, and the estimated benefits in the absence of TES research funding. The benefits of federally-funded TES research are largely in four areas: displacement of primary energy, displacement of oil and natural gas, reduction in peak electric loads, and emissions reductions.

In some sectors, the maximum benefit was determined by a supply side'' limitation, and in other sectors, the maximum benefit is determined by a demand side'' limitation. The second step was to apply economic cost and diffusion models to estimate the benefits that are likely to be achieved by TES under two scenarios: (1) with continuing DOE funding of TES research, and (2) without continued funding. The models all cover the 20-year period from 1990 to 2010. The third step was to prepare graphs that show the maximum technical benefits achievable, the estimated benefits with TES research funding, and the estimated benefits in the absence of TES research funding. The benefits of federally-funded TES research are largely in four areas: displacement of primary energy, displacement of oil and natural gas, reduction in peak electric loads, and emissions reductions.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) Solar Energy Research Institute (SERI), conducted December 14 through 18, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with SERI. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at SERI, and interviews with site personnel. 33 refs., 22 figs., 21 tabs.
