    The article summarizes the CMM ownership conditions in the US and the obstacles they present for project development. The first section discusses CMM resources and rights on lands controlled by the US Government, the case in several western states. The second section reviews the situation on private lands, such as in much of the eastern US, where ownership of the mineral; resources is governed by state laws. Each of the two sections analyses the ownership procedures and rules that govern both the relationship between the surface and subsurface owners and the relationship between two or more subsurface resource owners. 8 refs., 1 tab.

    Ownership patterns in the coal industry are highly complex. Many producers are diversified into other lines of activity. The pattern and extent of this diversification has varied through time. In the past, steel and nonferrous metals companies had major coal industry involvement. This is still true today. However, other types of enterprises have entered the industry de novo or through merger. Those of greatest significance in recent times have involved petroleum and particularly public utility companies. This report attempts to identify, as accurately as possible, production ownership patterns in the coal industry. The audience for this Directory is anyone who is interested in accurately tracing the ownership of coal companies to parent companies, or who is concerned about the structure of ownership in the US coal industry.     Executive Summary: The California Climate Action Registry, which was initially established in 2000 and began operation in Fall 2002, is a voluntary registry for recording annual greenhouse gas (GHG) emissions. The purpose of the Registry is to assist California businesses and organizations in their efforts to inventory and document emissions in order to establish a baseline and to document early actions to increase energy efficiency and decrease GHG emissions. The State of California has committed to use its ''best efforts'' to ensure that entities that establish GHG emissions baselines and register their emissions will receive ''appropriate consideration under any future international, federal, or state regulatory scheme relating to greenhouse gas emissions.'' Reporting of GHG emissions involves documentation of both ''direct'' emissions from sources that are under the entity's control and indirect emissions controlled by others. Electricity generated by an off-site power source is consider ed to be an indirect GHG emission and is required to be included in the entity's report. Registry participants include businesses, non-profit organizations, municipalities, state agencies, and other entities. Participants are required to register the GHG emissions of all operations in California, and are encouraged to report nationwide. For the first three years of participation, the Registry only requires the reporting of carbon dioxide (CO2) emissions, although participants are encouraged to report the remaining five Kyoto Protocol GHGs (CH4, N2O, HFCs, PFCs, and SF6). After three years, reporting of all six Kyoto GHG emissions is required. The enabling legislation for the Registry (SB 527) requires total GHG emissions to be registered and requires reporting of ''industry-specific metrics'' once such metrics have been adopted by the Registry.     Most utility-scale renewable energy projects in the United States are developed and financed by private renewable energy companies. Electric output is then sold to investor-owned and public utilities under long-term contracts. Limited partnerships, sale/leaseback arrangements, and project-financing have historically been the dominant forms of finance in the windpower industry, with project-finance taking the lead more recently. Although private ownership using project-finance is still the most popular form of windpower development, alternative approaches to ownership and financing are becoming more prevalent. U.S. public and investor-owned electric utilities (IOUs) have begun to participate directly in windpower projects by owning and financing their own facilities rather than purchasing windpower from independent non-utility generators (NUGs) through power purchase agreements (PPAs). In these utility-ownership arrangements, the wind turbine equipment vendor/developer typically designs and constructs a project under a turnkey contract for the eventual project owner (the utility). The utility will also frequently sign an operations and maintenance (O&M) contract with the project developer/equipment vendor. There appear to be a number of reasons for utility involvement in recent and planned U.S. wind projects. One important claim is that utility ownership and self-finance provides substantial cost savings compared to contracting with private NUGs to supply wind-generated power. In this report, we examine that assertion.

    Ownership of United States hydroelectric plants is reviewed from several perspectives. Plant owners are grouped into six owner classes as defined by the Federal Energy Regulatory Commission. The numbers of plants and the corresponding total capacity associated with each owner class are enumerated. The plant owner population is also evaluated based on the number of owners in each owner class, the number of plants owned by a single owner, and the size of plants based on capacity ranges associated with each owner class. Plant numbers and corresponding total capacity associated with owner classes in each state are evaluated. Ownership by federal agencies in terms of the number of plants owned by each agency and the corresponding total capacity is enumerated. A GIS application that is publicly available on the Internet that displays hydroelectric plants on maps and provides basic information about them is described.

In many cases, ownership may be in the process of changing as a result of altered financial conditions, changed power needs, and other reasons. However, this list reflects only those ownership percentages of which the NRC has been formally notified.   8. Evaluation of the Total Cost of Ownership of Fuel Cell-Powered Material Handling Equipment

    This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

    Purpose: To evaluate, in the setting of breast cancer, the accuracy of registry radiation therapy (RT) coding compared with the gold standard of Medicare claims. Methods and Materials: Using Surveillance, Epidemiology, and End Results (SEER)–Medicare data, we identified 73,077 patients aged ≥66 years diagnosed with breast cancer in the period 2001-2007. Underascertainment (1 - sensitivity), sensitivity, specificity, κ, and χ{sup 2} were calculated for RT receipt determined by registry data versus claims. Multivariate logistic regression characterized patient, treatment, and geographic factors associated with underascertainment of RT. Findings in the SEER–Medicare registries were compared with three non-SEER registries (Florida, New York, and Texas). Results: In the SEER–Medicare registries, 41.6% (n=30,386) of patients received RT according to registry coding, versus 49.3% (n=36,047) according to Medicare claims (P<.001). Underascertainment of RT was more likely if patients resided in a newer SEER registry (odds ratio [OR] 1.70, 95% confidence interval [CI] 1.60-1.80; P<.001), rural county (OR 1.34, 95% CI 1.21-1.48; P<.001), or if RT was delayed (OR 1.006/day, 95% CI 1.006-1.007; P<.001). Underascertainment of RT receipt in SEER registries was 18.7% (95% CI 18.6-18.8%), compared with 44.3% (95% CI 44.0-44.5%) in non-SEER registries. Conclusions: Population-based tumor registries are highly variable in ascertainment of RT receipt and should be augmented with other data sources when evaluating quality of breast cancer care. Future work should identify opportunities for the radiation oncology community to partner with registries to improve accuracy of treatment data.

    The California Climate Action Registry, which will begin operation in Fall 2002, is a voluntary registry for California businesses and organizations to record annual greenhouse gas emissions. Reporting of emissions in the Registry by a participant involves documentation of both ''direct'' emissions from sources that are under the entity's control and ''indirect'' emissions controlled by others. Electricity generated by an off-site power source is considered to be an indirect emission and must be included in the entity's report. Published electricity emissions factors for the State of California vary considerably due to differences in whether utility-owned out-of-state generation, non-utility generation, and electricity imports from other states are included. This paper describes the development of three methods for estimating electricity emissions factors for calculating the combined net carbon dioxide emissions from all generating facilities that provide electricity to Californians. We find that use of a statewide average electricity emissions factor could drastically under- or over-estimate an entity's emissions due to the differences in generating resources among the utility service areas and seasonal variations. In addition, differentiating between marginal and average emissions is essential to accurately estimate the carbon dioxide savings from reducing electricity use. Results of this work will be taken into consideration by the Registry when finalizing its guidance for use of electricity emissions factors in calculating an entity's greenhouse gas emissions.

    This Annual Report covers the period October 1, 1995 through September 30, 1996, and includes both scientific and administrative activities. As of September 30, 1996, the Registries had a total of 886 registrants of whom 350 were deceased and 292 classified as active. An anticipated funding cut of approximately 35% for the period beginning October 1, 1996, necessitated some staff cuts, but it is anticipated that the Registries core research will be maintained albeit at a somewhat slower pace. The Registries received approximately 60 public information requests or inquiries ranging over a wide range of topics, about a third of which came from the media or official agencies, including Congress. Specific noteworthy inquiries were received from the President`s Advisory Committee on the Gulf War Veterans with regard to uranium biokinetics and toxicity, and from the County of Los Angeles and the State of California with regard to the management and dosimetry of two separate instances of acute accidental intakes of {sup 241}Am.

    The Registries originated in 1968 as the National Plutonium Registry with the name changed to the United States Transuranium Registry the following year to reflect a broader concern with the heavier actinides as well. Initially, the scientific effort of the USTR was directed towards study of the distribution and dose of plutonium and americium in occupationally exposed persons, and to assessment of the effects of exposure to the transuranium elements on health. This latter role was reassessed during the 1970`s when it was recognized that the biased cohort of the USTR was inappropriate for epidemiologic analysis. In 1978, the administratively separate but parallel United States Uranium Registry was created to carry out similar work among persons exposed to uranium and its decay products. A seven member scientific advisory committee provided guidance and scientific oversight. In 1992, the two Registries were administratively combined and transferred from the purview of a Department of Energy contractor to Washington State University under the provisions of a grant. Scientific results for the first twenty-five years of the Registries are summarized, including the 1985 publication of the analysis of the first whole body donor. Current scientific work in progress is summarized along with administrative activities for the period.

  19. Effect of nuclear ownership on utility bond ratings and yields

    The major objective of this study was to test the hypothesis that investors have required an additional interest rate premium before purchasing bonds of utilities with large investments in nuclear facilities. The study required several tasks. First, the literature relating to firm bankruptcy and default was reviewed. Second, the failing financial health of the electric utility industry was assessed in terms of construction problems, the impact of federal and state regulations, and the impact of Three Mile Island. Finally, data were collected on 63 electric utilities. This allowed statistical estimation of the magnitude of the risk premium associated with utility involvement in nuclear power. The effect of this involvement on a utility's bond ratings was also examined. Multiple regression was the statistical tool used for the statistical testing and estimation.

    The United States Transuranium and Uranium Registries (USTUR) is a research program studying actinide elements deposited within the human body û in persons with measurable, documented exposures to those elements. The Registries are operated by the Washington State University (WSU) College of Pharmacy, with administrative offices and laboratory facilities in Richland, Washington. The Registries are funded by a grant from the United States Department of Energy (DOE) Office of Health Studies. The mission of the USTUR is to study the uptake, translocation and retention (biokinetics) and tissue dosimetry of uranium, plutonium, americium, and other actinides in occupationally exposed humans (workers), over their whole lifetime (from exposure through full lifespan), and to serve as a national and international resource for testing and improving the application of excreta monitoring and other contemporary bioassay data to predict tissue dose rates measured at autopsy. These studies are fundamental to evaluating and improving the reliability of, and confidence in, both prospective and retrospective assessments of tissue doses and risks from intakes of actinide materials through inhalation, ingestion, or contaminated wounds. Narrative, de-identified case summaries can be viewed by case number for whole body donations, partial body donations, and special studies. Possible intakes, health physics data, autopsy and pathology findings, and tissue analysis data are described. Radiochemistry data such as wet weight, ashed weight, and measured activity are reported, along with health physics data such as urine and fecal analysis results.     Purpose: The British Society of Interventional Radiology (BSIR) Inferior Vena Cava (IVC) Filter Registry was produced to provide an audit of current United Kingdom (UK) practice regarding placement and retrieval of IVC filters to address concerns regarding their safety. Methods: The IVC filter registry is a web-based registry, launched by the BSIR on behalf of its membership in October 2007. This report is based on prospectively collected data from October 2007 to March 2011. This report contains analysis of data on 1,434 IVC filter placements and 400 attempted retrievals performed at 68 UK centers. Data collected included patient demographics, insertion and retrieval data, and patient follow-up. Results: IVC filter use in the majority of patients in the UK follows accepted CIRSE guidelines. Filter placement is usually a low-risk procedure, with a low major complication rate (<0.5 %). Cook Gunther Tulip (560 filters: 39 %) and Celect (359 filters: 25 %) filters constituted the majority of IVC filters inserted, with Bard G2, Recovery filters, Cordis Trapease, and OptEase constituting most of the remainder (445 filters: 31 %). More than 96 % of IVC filters deployed as intended. Operator inexperience (<25 procedure) was significantly associated with complications (p < 0.001). Of the IVC filters initially intended for temporary placement, retrieval was attempted in 78 %. Of these retrieval was technically successful in 83 %. Successful retrieval was significantly reduced for implants left in situ for >9 weeks versus those with a shorter dwell time. New lower limb deep vein thrombosis (DVT) and/or IVC thrombosis was reported in 88 patients following filter placement, there was no significant difference of incidence between filter types. Conclusions: This registry report provides interventional radiologists and clinicians with an improved understanding of the technical aspects of IVC filter placement to help improve practice, and the potential consequences of IVC filter

    This paper describes the history, organization, activities and recent scientific accomplishments of the United States Transuranium and Uranium Registries. Through voluntary donations of tissue obtained at autopsies, the Registries carry out studies of the concentration, distribution and biokinetics of plutonium in occupationally exposed persons. Findings from tissue analyses from more than 200 autopsies include the following: a greater proportion of the americium intake, as compared with plutonium, was found in the skeleton; the half-time of americium in liver is significantly shorter than that of plutonium; the concentration of actinide in the skeleton is inversely proportional to the calcium and ash content of the bone; only a small percentage of the total skeletal deposition of plutonium is found in the marrow, implying a smaller risk from irradiation of the marrow relative to the bone surfaces; estimates of plutonium body burden made from urinalysis typically exceed those made from autopsy data; pathologists were unable to discriminate between a group of uranium workers and persons without known occupational exposure on the basis of evaluation of microscopic kidney slides; the skeleton is an important long term depot for uranium, and that the fractional uptake by both skeleton and kidney may be greater than indicated by current models. These and other findings and current studies are discussed in depth.

    With varying success, the United States and Europe have followed a more or less parallel path of policies to support wind development over the past twenty years. Feed-in laws and tax incentives first popularized in California in the early 1980s and greatly expanded upon in Europe during the 1990s are gradually giving way to market-based support mechanisms such as renewable portfolio standards, which are being implemented in one form or another in ten US states and at least three European nations. At the same time, electricity markets are being liberalized in both the US and Europe, and many electricity consumers are being given the choice to support the development of renewable energy through higher tariffs, both in traditionally regulated and newly competitive markets. One notable area in which wind development in Europe and United States has not evolved in common, however, is with respect to the level of community ownership of wind turbines or clusters. While community ownership of wind projects is unheard of in the United States, in Europe, local wind cooperatives or other participatory business schemes have been responsible for a large share of total wind development. In Denmark, for example, approximately 80% of all wind turbines are either individually or cooperatively owned, and a similar pattern holds in Germany, the world leader in installed wind capacity. Sweden also has a strong wind cooperative base, and the UK has recently made forays into community wind ownership. Why is it that wind development has evolved this way in Europe, but not in the United States? What incremental effect have community-owned wind schemes had on European wind development? Have community-owned wind schemes driven development in Europe, or are they merely a vehicle through which the fundamental driving institutions have been channeled?   13. Transformation of California's Residential Photovoltaics Market Through Third-Party Ownership

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

    A seaport simulation model, PORTSIM, has been developed for the Department of Defense (DOD) at Argonne National Laboratory. PORTSIM simulates the detailed processes of cargo loading and unloading in a seaport and provides throughput capability, resource utilization, and other important information on the bottlenecks in a seaport operation, which are crucial data in determining troop and equipment deployment capability. There are two key problems to solve in developing the HLA-compliant PORTSIM model. The first is the cargo object ownership transfer problem. In PORTSIM, cargo items, e.g. vehicles, containers, and pallets, are objects having asset attributes. Cargo comes to a seaport for loading or unloading. The ownership of a cargo object transfers from its carrier to the port and then from the port to a new carrier. Each owner of the cargo object is responsible for publishing and updating the attributes of the cargo object when it has the ownership. This creates a unique situation in developing the PORTSIM federate object model, that is, the ownership of the object instead of the attributes needs to be changed in handling the cargo object in the PORTSIM federate. The ownership management service provided by the current RTI does not directly address this issue. The second is the time management issue. PORTSIM is an event-driven simulation that models seaport operations over time. To make PORTSIM HLA compliant, time management must be addressed to allow for synchronization with other simulation models. This paper attempts to address these two issues and methodologies developed for solving these two problems.

Since I became the director of the program five years ago, one of my primary goals was to increase the usefulness of the large USTUR database that consists of six tables containing personal information, medical histories, radiation exposure histories, causes of death, and the results of radiochemical analysis of organ samples collected at autopsy. It is essential that a query of one or more of these tables by USTUR researchers or by collaborating researchers provides complete and reliable information. Also, some of the tables (those without personal identifiers) are destined to appear on the USTUR website for the use of the scientific community. I am pleased to report that most of the data in the database have now been verified and formatted for easy query. It is important to note that no data were discarded; copies of the original tables were retained and the original paper documents are still available for further verification of values as needed.

    The safety, efficacy and long term clinical benefits of renal artery revascularization by stenting are still a matter of debate. The aim of our study was to define the safety and efficacy of renal artery stenting with the Tsunami peripheral stent (Terumo Corporation, Tokyo, Japan). The ODORI was a prospective, multicentre registry which enrolled 251 consecutive patients, (276 renal arteries) in 36 centres across Europe. The primary endpoint was acute procedural success defined as <30% residual stenosis after stent placement. Secondary endpoints included major adverse events, blood pressure control, serum creatinine level, and target lesion revascularization (TLR) at 6 and 12 months. Patients were 70 {+-} 10 years old, 59% were male, 33% had diabetes, and 96% hypertension. The main indications for renal stent implantation were hypertension in 83% and renal salvage in 39%. Direct stent implantation was performed in 76% of the cases. Acute success rate was 100% with residual stenosis of 2.5 {+-} 5.4%. Systolic/diastolic blood pressure decreased from a mean of 171/89 at baseline to 142/78 mmHg at 6 months (p < 0.0001 vs. baseline), and 141/80 mmHg at 12 months (p < 0.0001 vs. baseline). Mean serum creatinine concentration did not change significantly in the total population. However, there was significant improvement in the highest tercile (from 283 {mu}mol/l at baseline to 205 and 209 {mu}mol/l at 6 and 12 months respectively). At 12-months, rates of restenosis and TLR were 6.6 and 0.8% respectively. The 12 month cumulative rate of all major clinical adverse events was 6.4% while the rate of device or procedure related events was 2.4%. In hypertensive patients with atherosclerotic renal artery stenosis Tsunami peripheral balloon-expandable stent provides a safe revascularization strategy, with a potential beneficial impact on hypertension control and renal function in the highest risk patients.

    Over the past years the Lawrence Berkeley National Laboratory (LBNL) has developed an econometric model that predicts appliance ownership at the household level based on macroeconomic variables such as household income (corrected for purchase power parity), electrification, urbanization and climate variables. Hundreds of data points from around the world were collected in order to understand trends in acquisition of new appliances by households, especially in developing countries. The appliances covered by this model are refrigerators, lighting fixtures, air conditioners, washing machines and televisions. The approach followed allows the modeler to construct a bottom-up analysis based at the end use and the household level. It captures the appliance uptake and the saturation effect which will affect the energy demand growth in the residential sector. With this approach, the modeler can also account for stock changes in technology and efficiency as a function of time. This serves two important functions with regard to evaluation of the impact of energy efficiency policies. First, it provides insight into which end uses will be responsible for the largest share of demand growth, and therefore should be policy priorities. Second, it provides a characterization of the rate at which policies affecting new equipment penetrate the appliance stock. Over the past 3 years, this method has been used to support the development of energy demand forecasts at the country, region or global level.

  2. Battery Ownership Model: A Tool for Evaluating the Economics of Electrified Vehicles and Related Infrastructure (Presentation)

    This presentation uses a vehicle simulator and economics model called the Battery Ownership Model to examine the levelized cost per mile of conventional (CV) and hybrid electric vehicles (HEVs) in comparison with the cost to operate an electric vehicle (EV) under a service provider business model. The service provider is assumed to provide EV infrastructure such as charge points and swap stations to allow an EV with a 100-mile range to operate with driving profiles equivalent to CVs and HEVs. Battery cost, fuel price forecast, battery life, and other variables are examined to determine under what scenarios the levelized cost of an EV with a service provider can approach that of a CV. Scenarios in both the United States as an average and Hawaii are examined. The levelized cost of operating an EV with a service provider under average U.S. conditions is approximately twice the cost of operating a small CV. If battery cost and life can be improved, in this study the cost of an EV drops to under 1.5 times the cost of a CV for U.S. average conditions. In Hawaii, the same EV is only slightly more expensive to operate than a CV.

    The U.S. Department of Energy Grand Junction Office (DOE-GJO) in Grand Junction, Colorado, has played an integral role within the DOE complex for many years. GJO has a reputation for outstanding quality in the performance of complex environmental restoration projects, utilizing state-of-the-art technology. Many of the GJO missions have been completed in recent years. In 1998, DOE Headquarters directed GJO to reduce its mortgage costs by transferring ownership of the site and to lease space at a reasonable rate for its ongoing work. A local community group and GJO have entered into a sales contract; signing of the Quitclaim Deed is planned for February 16, 2001. Site transfer tasks were organized as a project with a critical-path schedule to track activities and a Site Transition Decision Plan was prepared that included a decision process flow chart, key tasks, and responsibilities. Specifically, GJO identified the end state with affected parties early on, successfully dealt with site contamination issues, and negotiated a lease-back arrangement, resulting in an estimated savings of more than 60 percent of facility maintenance costs annually. Lessons learned regarding these transition activities could be beneficial to many other sites.

    Purpose: To describe the long-term outcomes from a completed, multi-institutional phase 4 registry trial using the Contura multilumen balloon (CMLB) breast brachytherapy catheter to deliver accelerated partial breast irradiation (APBI) in patients with early-stage breast cancer. Methods and Materials: Three hundred forty-two evaluable patients were enrolled by 23 institutions between January 2008 and February 2011. All patients received 34 Gy in 10 fractions, delivered twice daily. Rigorous target coverage and normal tissue dose constraints were observed. Results: The median follow-up time was 36 months (range, 1-54 months). For the entire patient cohort of 342 patients, 10 patients experienced an ipsilateral breast tumor recurrence (IBTR). Eight of these IBTR were classified as true recurrences/marginal miss (TRMM), and 2 were elsewhere failures (EF). Local recurrence-free survival was 97.8% at 3 years. For the entire cohort, 88% of patients had good to excellent overall cosmesis. The overall incidence of infection was 8.5%. Symptomatic seroma was reported in only 4.4% of patients. A separate analysis was performed to determine whether improved outcomes would be observed for patients treated at high-volume centers with extensive brachytherapy experience. Three IBTR were observed in this cohort, only 1 of which was classified as a TRMM. Local recurrence-free survival at high-volume centers was 98.1% at 3 years. Overall cosmetic outcome and toxicity were superior in patients treated at high-volume centers. In these patients, 95% had good to excellent overall cosmesis. Infection was observed in only 2.9% of patients, and symptomatic seroma was reported in only 1.9%. Conclusion: Use of the CMLB for APBI delivery is associated with acceptable long-term local control and toxicity. Local recurrence-free survival was 97.8% at 3 years.     Purpose: To assess the role of radiotherapy (RT) in women with Stage IIIC endometrial cancer. Methods and Materials: The 17-registry Survival, Epidemiology, and End Results (SEER) database was searched for patients with lymph node-positive non-Stage IV epithelial endometrial cancer diagnosed and treated between 1988 and 1998. Two subgroups were identified: those with organ-confined Stage IIIC endometrial cancer and those with Stage IIIC endometrial cancer with direct extension of the primary tumor. RT was coded as external beam RT (EBRT) or brachytherapy (BT). Observed survival (OS) was reported with a minimum of 5 years of follow-up; the survival curves were compared using the log-rank test. Results: The therapy data revealed 611 women with Stage IIIC endometrial cancer during this period. Of these women, 51% were treated with adjuvant EBRT, 21% with EBRT and BT, and 28% with no additional RT (NAT). Of the 611 patients, 293 had organ-confined Stage IIIC endometrial cancer and 318 patients had Stage IIIC endometrial cancer with direct extension of the primary tumor. The 5-year OS rate for all patients was 40% with NAT, 56% after EBRT, and 64% after EBRT/BT. Adjuvant RT improved survival compared with NAT (p <0.001). In patients with organ-confined Stage IIIC endometrial cancer, the 5-year OS rate was 50% for NAT, 64% for EBRT, and 67% for EBRT/BT. Again, adjuvant RT contributed to improved survival compared with NAT (p = 0.02). In patients with Stage IIIC endometrial cancer and direct tumor extension, the 5-year OS rate was 34% for NAT, 47% for EBRT, and 63% for EBRT/BT. RT improved OS compared with NAT (p <0.001). Also, in this high-risk subgroup, adding BT to EBRT was superior to EBRT alone (p = 0.002). Conclusion: Women with Stage IIIC endometrial cancer receiving adjuvant EBRT and EBRT/BT had improved OS compared with patients receiving NAT. When direct extension of the primary tumor was present, the addition of BT to EBRT was even more beneficial.

    Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). LED technology has the potential to provide efficiency and performance benefits relative to incandescent bulbs, and low-cost LEDs have achieved price levels that make them cost competitive with conventional lighting sources for a number of applications (Mills, 2005). Second, rechargeable sealed-lead acid (SLA) batteries are also becoming more prevalent alternatives to disposable dry cell batteries. Flashlights using rechargeable SLA batteries tend to have a lower total cost of ownership over a two-year period than a flashlight using dry cell batteries (Radecsky, 2009); however, as this current report highlights, this may vary depending on the intensity of use patterns.     The purpose of this report is to 1) update previous Savannah River National Laboratory (SRNL) assessment reports (Kvartek et al. 1994 and Halverson et al. 2008) on the fate of mercury in the Savannah River Site (SRS) environment and 2) address comments and recommendations from the review of SRS by the Agency for Toxic Substances and Disease Registry (ATSDR) concerning the evaluation of exposures to contaminants in biota originating from the SRS. The ATSDR reviewed and evaluated data from SRS, South Carolina Department of Health & Environmental Control (SCDHEC) and the Georgia Department of Natural Resources (GDNR) concerning the non-radioactive contaminant mercury.     The U.S. Department of Energy (DOE), Argonne National Laboratory (Argonne), and the National Renewable Energy Laboratory (NREL) updated their analysis of the well-to-wheels (WTW) greenhouse gases (GHG) emissions, petroleum use, and the cost of ownership (excluding insurance, maintenance, and miscellaneous fees) of vehicle technologies that have the potential to significantly reduce GHG emissions and petroleum consumption. The analyses focused on advanced light-duty vehicle (LDV) technologies such as plug-in hybrid, battery electric, and fuel cell electric vehicles. Besides gasoline and diesel, alternative fuels considered include natural gas, advanced biofuels, electricity, and hydrogen. The Argonne Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) and Autonomie models were used along with the Argonne and NREL H2A models.

  14. Separating transmission from generation: What`s required and why

    State and federal regulators and utilities themselves are not yet of one mind on exactly what kind of separation should be required between owners of generation and their transmission facilities. There is a general consensus that open and equal access to the transmission system by buyers and sellers is an essential requirement for the development of a competitive electricity market. There is also a consensus that control of the transmission system by owners of generation assets provides a serious impediment to the development of such a market. The concern is that owners of generation assets may be able to influence generation prices by determining the way the transmission system is used, operated, maintained or expanded. Most parties involved in the restructuring process agree with the basic premise that there is a need to separate or `unbundle` transmission from generation assets. However, not all agree on the type of separation that is required. In the US, actual divestiture has not yet been required in any jurisdiction. Instead, any problems stemming from the joint ownership of transmission and generation assets have, to date, been dealt with through `functional` or `operational` unbundling. The Federal Energy Regulatory Commission has found, at least for now, that functional unbundling of utilities` generation and transmission assets is sufficient to ensure open, non-discriminatory access to the transmission system. On the other hand, the California Public Utilities Commission has opted for operational unbundling through the formation of an Independent System Operator (ISO) which has the operational control of the transmission system. Critics of functional unbundling say that it requires ongoing regulatory oversight in terms of affiliate transactions, pricing etc. Critics of operational unbundling argue that current ISO proposals are inadequate with regard to the level of independence of the ISO and the scope of the functions given to it.

    CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. The challenge is to manage this vast number of requirements to ensure they are appropriately and effectively integrated into CH2M HILL operations. Ensuring compliance with a large number of environmental requirements relies on an organization’s ability to identify, evaluate, communicate, and verify those requirements. To ensure that compliance is maintained, all changes need to be tracked. The CH2M HILL identified that the existing system used to manage environmental requirements was difficult to maintain and that improvements should be made to increase functionality. CH2M HILL established an environmental requirements management procedure and tools to assure that all environmental requirements are effectively and efficiently managed.     Purpose: The American Society of Breast Surgeons enrolled women in a registry trial to prospectively study patients treated with the MammoSite Radiation Therapy System breast brachytherapy device. The present report examined the outcomes in women aged >70 years enrolled in the trial. Methods and Materials: A total of 1,449 primary early stage breast cancers were treated in 1,440 women. Of these, 537 occurred in women >70 years old. Fisher's exact test was performed to correlate age ({<=}70 vs. >70 years) with toxicity and with cosmesis. The association of age with local recurrence (LR) failure times was investigated by fitting a parametric model. Results: Older women were less likely to develop telangiectasias than younger women (7.9% vs. 12.4%, p = 0.0083). The incidence of other toxicities was similar. Cosmesis was good or excellent in 92% of the women >70 years old. No significant difference was found in LR as a function of age. The 5-year actuarial LR rate with invasive disease for the older vs. younger population was 2.79% and 2.92%, respectively (p = 0.5780). In women >70 years with hormone-sensitive tumors {<=}2 cm who received hormonal therapy (n = 195), the 5-year actuarial rate of LR, overall survival, disease-free survival, and cause-specific survival was 2.06%, 89.3%, 87%, and 97.5%, respectively. These outcomes were similar in women who did not receive hormonal therapy. Women with small, estrogen receptor-negative disease had worse LR, overall survival, and disease-free survival compared with receptor-positive patients. Conclusions: Accelerated partial breast irradiation with the MammoSite radiation therapy system resulted in low toxicity and produced similar cosmesis and local control at 5 years in women >70 years compared with younger women. This treatment should be considered as an alternative to omitting adjuvant radiotherapy for older women with small-volume, early-stage breast cancer.

    In April 2013, a diverse group of researchers from the U.S. Department of Energy (DOE) scientific community assembled to assess data requirements associated with DOE-sponsored scientific facilities and large-scale experiments. Participants in the review included facilities staff, program managers, and scientific experts from the offices of Basic Energy Sciences, Biological and Environmental Research, High Energy Physics, and Advanced Scientific Computing Research. As part of the meeting, review participants discussed key issues associated with three distinct aspects of the data challenge: 1) processing, 2) management, and 3) analysis. These discussions identified commonalities and differences among the needs of varied scientific communities. They also helped to articulate gaps between current approaches and future needs, as well as the research advances that will be required to close these gaps. Moreover, the review provided a rare opportunity for experts from across the Office of Science to learn about their collective expertise, challenges, and opportunities. The "Data Crosscutting Requirements Review" generated specific findings and recommendations for addressing large-scale data crosscutting requirements.

    The Hanford Site is a very diverse Department of Energy (DOE) Nuclear Site in Eastern Washington State that includes: retired reactor facilities, spent fuel storage facilities, chemical separations facilities, laboratories, and plutonium separations facilities. As a result worker routine bioassays requirements may include routine whole body counting for mixed fission products, chest counting for uranium or plutonium, and/or urinalyses for plutonium, ura@u@ strontium-90, and tritium depending on work assignments. In such a situation it is easy to perform unnecessary bioassays and incur unnecessary cost. Program Implementation Fluor Daniel Hanford has been working with the Pacific Northwest National. Laboratories to reduce the number of routine bioassays in the internal dosimetry program while ensuring the program is compliant with regulatory requirements. This has been accomplished by: 1. Clearly identifying what work requires routine bioassay 2. Clearly identifying what routine bioassay is required 3.     ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2010 ESnet and the Office of Biological and Environmental Research, of the DOE Office of Science, organized a workshop to characterize the networking requirements of the science programs funded by BER. The requirements identified at the workshop are summarized and described in more detail in the case studies and the Findings section. A number of common themes emerged from the case studies and workshop discussions. One is that BER science, like many other disciplines, is becoming more and more distributed and collaborative in nature. Another common theme is that data set sizes are exploding. Climate Science in particular is on the verge of needing to manage exabytes of data, and Genomics is on the verge of a huge paradigm shift in the number of sites with sequencers and the amount of sequencer data being generated.

    A total cost of ownership model is described for low temperature proton exchange membrane stationary fuel cell systems for combined heat and power (CHP) applications from 1-250kW and backup power applications from 1-50kW. System designs and functional specifications for these two applications were developed across the range of system power levels. Bottom-up cost estimates were made for balance of plant costs, and detailed direct cost estimates for key fuel cell stack components were derived using design-for-manufacturing-and-assembly techniques. The development of high throughput, automated processes achieving high yield are projected to reduce the cost for fuel cell stacks to the $300/kW level at an annual production volume of 100 MW. Several promising combinations of building types and geographical location in the U.S. were identified for installation of fuel cell CHP systems based on the LBNL modelling tool DER CAM. Life-cycle modelling and externality assessment were done for hotels and hospitals. Reduced electricity demand charges, heating credits and carbon credits can reduce the effective cost of electricity ($/kWhe) by 26-44percent in locations such as Minneapolis, where high carbon intensity electricity from the grid is displaces by a fuel cell system operating on reformate fuel. This project extends the scope of existing cost studies to include externalities and ancillary financial benefits and thus provides a more comprehensive picture of fuel cell system benefits, consistent with a policy and incentive environment that increasingly values these ancillary benefits. The project provides a critical, new modelling capacity and should aid a broad range of policy makers in assessing the integrated costs and benefits of fuel cell systems versus other distributed generation technologies.

    The Iraq Department of Border Enforcement is rich in personnel, but poor in equipment. An effective border control system must include detection, discrimination, decision, tracking and interdiction, capture, identification, and disposition. An equipment solution that addresses only a part of this will not succeed, likewise equipment by itself is not the answer without considering the personnel and how they would employ the equipment. The solution should take advantage of the existing in-place system and address all of the critical functions. The solutions are envisioned as being implemented in a phased manner, where Solution 1 is followed by Solution 2 and eventually by Solution 3. This allows adequate time for training and gaining operational experience for successively more complex equipment. Detailed descriptions of the components follow the solution descriptions. Solution 1 - This solution is based on changes to CONOPs, and does not have a technology component. It consists of observers at the forts and annexes, forward patrols along the swamp edge, in depth patrols approximately 10 kilometers inland from the swamp, and checkpoints on major roads. Solution 2 - This solution adds a ground sensor array to the Solution 1 system. Solution 3 - This solution is based around installing a radar/video camera system on each fort. It employs the CONOPS from Solution 1, but uses minimal ground sensors deployed only in areas with poor radar/video camera coverage (such as canals and streams shielded by vegetation), or by roads covered by radar but outside the range of the radar associated cameras. This document provides broad operational requirements for major equipment components along with sufficient operational details to allow the technical community to identify potential hardware candidates. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. Due to the projected growth in wide area data transfer needs, the ASCR supercomputer centers all expect to deploy and use 100 Gigabit per second networking technology for wide area connectivity as soon as that deployment is financially feasible. In addition to the network connectivity that ESnet provides, the ESnet Collaboration Services (ECS) are critical to several science communities.     Figuring out an effective and efficient way to manage not only your Requirements Baseline, but also the development of all your individual requirements during a Programs/Projects Conceptual and Development Life Cycle Stages can be both daunting and difficult. This is especially so when you are dealing with a complex and large System of Systems (SoS) Program with potentially thousands and thousands of Top Level Requirements as well as an equal number of lower level System, Subsystem and Configuration Item requirements that need to be managed. This task is made even more overwhelming when you have to add in integration with multiple requirements development teams (e.g., Integrated Product Development Teams (IPTs)) and/or numerous System/Subsystem Design Teams. One solution for tackling this difficult activity on a recent large System of Systems Program was to develop and make use of a Requirements Screening Group (RSG). This group is essentially a Team made up of co-chairs from the various Stakeholders with an interest in the Program of record that are enabled and accountable for Requirements Development on the Program/Project. The RSG co-chairs, often with the help of individual support team, work together as a Program Board to monitor, make decisions on, and provide guidance on all Requirements Development activities during the Conceptual and Development Life Cycle Stages of a Program/Project. In addition, the RSG can establish and maintain the Requirements Baseline, monitor and enforce requirements traceability across the entire Program, and work with other elements of the Program/Project to ensure integration and coordination.

    Purpose: To determine whether the American Society for Radiation Oncology (ASTRO) Consensus Statement (CS) recommendations for accelerated partial breast irradiation (APBI) are associated with significantly different outcomes in a pooled analysis from William Beaumont Hospital (WBH) and the American Society of Breast Surgeons (ASBrS) MammoSite Registry Trial. Methods and Materials: APBI was used to treat 2127 cases of early-stage breast cancer (WBH, n=678; ASBrS, n=1449). Three forms of APBI were used at WBH (interstitial, n=221; balloon-based, n=255; or 3-dimensional conformal radiation therapy, n=206), whereas all Registry Trial patients received balloon-based brachytherapy. Patients were divided according to the ASTRO CS into suitable (n=661, 36.5%), cautionary (n=850, 46.9%), and unsuitable (n=302, 16.7%) categories. Tumor characteristics and clinical outcomes were analyzed according to CS group. Results: The median age was 65 years (range, 32-94 years), and the median tumor size was 10.0 mm (range, 0-45 mm). The median follow-up time was 60.6 months. The WBH cohort had more node-positive disease (6.9% vs 2.6%, P<.01) and cautionary patients (49.5% vs 41.8%, P=.06). The 5-year actuarial ipsilateral breast tumor recurrence (IBTR), regional nodal failure (RNF), and distant metastasis (DM) for the whole cohort were 2.8%, 0.6%, 1.6%. The rate of IBTR was not statistically higher between suitable (2.5%), cautionary (3.3%), or unsuitable (4.6%) patients (P=.20). The nonsignificant increase in IBTR for the cautionary and unsuitable categories was due to increased elsewhere failures and new primaries (P=.04), not tumor bed recurrence (P=.93). Conclusions: Excellent outcomes after breast-conserving surgery and APBI were seen in our pooled analysis. The current ASTRO CS guidelines did not adequately differentiate patients at an increased risk of IBTR or tumor bed failure in this large patient cohort.

Upon implementation of the TWRS Basis for Interim Operation (BIO) and Technical Safety Requirements (TSRs), the AB list will be revised to include the BIO and TSRs.     Purpose: To present 5-year data on treatment efficacy, cosmetic results, and toxicities for patients enrolled on the American Society of Breast Surgeons MammoSite breast brachytherapy registry trial. Methods and Materials: A total of 1440 patients (1449 cases) with early-stage breast cancer receiving breast-conserving therapy were treated with the MammoSite device to deliver accelerated partial-breast irradiation (APBI) (34 Gy in 3.4-Gy fractions). Of 1449 cases, 1255 (87%) had invasive breast cancer (IBC) (median size, 10 mm) and 194 (13%) had ductal carcinoma in situ (DCIS) (median size, 8 mm). Median follow-up was 54 months. Results: Thirty-seven cases (2.6%) developed an ipsilateral breast tumor recurrence (IBTR), for a 5-year actuarial rate of 3.80% (3.86% for IBC and 3.39% for DCIS). Negative estrogen receptor status (p = 0.0011) was the only clinical, pathologic, or treatment-related variable associated with IBTR for patients with IBC and young age (<50 years; p = 0.0096) and positive margin status (p = 0.0126) in those with DCIS. The percentage of breasts with good/excellent cosmetic results at 60 months (n = 371) was 90.6%. Symptomatic breast seromas were reported in 13.0% of cases, and 2.3% developed fat necrosis. A subset analysis of the first 400 consecutive cases enrolled was performed (352 with IBC, 48 DCIS). With a median follow-up of 60.5 months, the 5-year actuarial rate of IBTR was 3.04%. Conclusion: Treatment efficacy, cosmesis, and toxicity 5 years after treatment with APBI using the MammoSite device are good and similar to those reported with other forms of APBI with similar follow-up.

    The Proposed Action includes the following principal elements: (1) The accelerated plugging and abandoning of uneconomic wells over the next six years. Uneconomic wells are operating wells which can no longer cover their direct and indirect costs. DOE estimates that there are 900 wells to be plugged and abandoned over the next six years, leaving approximately 200 wells for transfer by 2003. (2) Complete reclamation and restoration of abandoned sites. Restoration would include dismantling surface facilities, batteries, roads, test satellites, electrical distribution systems and associated power poles, when they are no longer needed for production. Soil contaminated by hydrocarbons would be biologically treated. Roads, facilities, batteries, and well sites would be ripped up, recontoured, disked and seeded with native vegetation. (3) The continued development of the Rocky Mountain Oilfield Testing Center (RMOTC) through the establishment of a consortium of university, state and private institutions. RMOTC would continue to provide facilities and support to government and private industry for testing and evaluating new oilfield and environmental technologies. Based on the findings of the EA, DOE has determined that the proposal does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of NEPA. Therefore, an environmental impact statement is not required.

    Informatics of some kind will play a role in every aspect of the Human Genome Project (HGP); data acquisition, data analysis, data exchange, data publication, and data visualization. What are the real requirements and challenges? The primary requirement is clear thinking and the main challenge is design. If good design is lacking, the price will be failure of genome informatics and ultimately failure of the genome project itself. Scientists need good designs to deliver the tools necessary for acquiring and analyzing DNA sequences. As these tools become more efficient, they will need new tools for comparative genomic analyses. To make the tools work, the scientists will need to address and solve nomenclature issues that are essential, if also tedious. They must devise systems that will scale gracefully with the increasing flow of data. The scientists must be able to move data easily from one system to another, with no loss of content. As scientists, they will have failed in their responsibility to share results, should repeating experiments ever become preferable to searching the literature. Their databases must become a new kind of scientific literature and the scientists must develop ways to make electronic data publishing as routine as traditional journal publishing. Ultimately, they must build systems so advanced that they are virtually invisible. In summary, the HGP can be considered the most ambitious, most audacious information-management project ever undertaken. In the HGP, computers will not merely serve as tools for cataloging existing knowledge. Rather, they will serve as instruments, helping to create new knowledge by changing the way the scientists see the biological world. Computers will allow them to see genomes, just as radio telescopes let them see quasars and electron microscopes let them see viruses.

    The Secretary of Energy is authorized to produce the Naval Petroleum Reserves No. 3 (NPR-3) at its maximum efficient rate (MER) consistent with sound engineering practices, for a period extending to April 5, 2000 subject to extension. Production at NPR-3 peaked in 1981 and has declined since until it has become a mature stripper field, with the average well yielding less than 2 barrels per day. The Department of Energy (DOE) has decided to discontinue Federal operation of NPR-3 at the end of its life as an economically viable oilfield currently estimated to be 2003. Although changes in oil and gas markets or shifts in national policy could alter the economic limit of NPR-3, it productive life will be determined largely by a small and declining reserve base. DOE is proposing certain activities over the next six years in anticipation of the possible transfer of NPR-3 out of Federal operation. These activities would include the accelerated plugging and abandoning of uneconomic wells, complete reclamation and restoration of abandoned sites including dismantling surface facilities, batteries, roads, test satellites, electrical distribution systems and associated power poles, when they are no longer needed for production, and the continued development of the Rocky Mountain Oilfield Testing Center (RMOTC). DOE has prepared this environmental assessment that analyzes the proposed plugging and abandonment of wells, field restoration and development of RMOTC. Based on the analysis in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). The preparation of an environmental impact statement is not required, and DOE is issuing this Finding of No Significant Impact (FONSI).

    This report provides relevant information and analysis to the Department of Homeland Security (DHS) that will assist DHS in determining how to meet the requirements of federal technology transfer legislation. These legal requirements are grouped into five categories: (1) establishing an Office of Research and Technology Applications, or providing the functions thereof; (2) information management; (3) enabling agreements with non-federal partners; (4) royalty sharing; and (5) invention ownership/obligations. These five categories provide the organizing framework for this study, which benchmarks other federal agencies/laboratories engaged in technology transfer/transition Four key agencies--the Department of Health & Human Services (HHS), the U.S. Department of Agriculture (USDA), the Department of Energy (DOE), and the Department of Defense (DoD)--and several of their laboratories have been surveyed. An analysis of DHS's mission needs for commercializing R&D compared to those agencies/laboratories is presented with implications and next steps for DHS's consideration. Federal technology transfer legislation, requirements, and practices have evolved over the decades as agencies and laboratories have grown more knowledgeable and sophisticated in their efforts to conduct technology transfer and as needs and opinions in the federal sector have changed with regards to what is appropriate.
