Geo-visualization is significantly changing the way we view spatial data and discover information. On the one hand, a large number of spatial data are generated every day. On the other hand, these data are not well utilized due to the lack of free and easily used data-visualization tools. This becomes even worse when most of the spatial data remains in the form of plain text such as log files. This paper describes a way of visualizing massive plain-text spatial data at no cost by utilizing Google Earth and NASAWorld Wind. We illustrate our methods by visualizing over 170,000 global download requests for satellite images maintained by the Earth Resources Observation and Science (EROS) Center of U.S. Geological Survey (USGS). Our visualization results identify the most popular satellite images around the world and discover the global user download patterns. The benefits of this research are: 1. assisting in improving the satellite image downloading services provided by USGS, and 2. providing a proxy for analyzing the hot spot areas of research. Most importantly, our methods demonstrate an easy way to geovisualize massive textual spatial data, which is highly applicable to mining spatially referenced data and information on a wide variety of research domains (e.g., hydrology, agriculture, atmospheric science, natural hazard, and global climate change).

''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2010 ESnet and the Office of Biological and Environmental Research, of the DOE Office of Science, organized a workshop to characterize the networking requirements of the science programs funded by BER. The requirements identified at the workshop are summarized and described in more detail in the case studies and the Findings section. A number of common themes emerged from the case studies and workshop discussions. One is that BER science, like many other disciplines, is becoming more and more distributed and collaborative in nature. Another common theme is that data set sizes are exploding. Climate Science in particular is on the verge of needing to manage exabytes of data, and Genomics is on the verge of a huge paradigm shift in the number of sites with sequencers and the amount of sequencer data being generated.

The Iraq Department of Border Enforcement is rich in personnel, but poor in equipment. An effective border control system must include detection, discrimination, decision, tracking and interdiction, capture, identification, and disposition. An equipment solution that addresses only a part of this will not succeed, likewise equipment by itself is not the answer without considering the personnel and how they would employ the equipment. The solution should take advantage of the existing in-place system and address all of the critical functions. The solutions are envisioned as being implemented in a phased manner, where Solution 1 is followed by Solution 2 and eventually by Solution 3. This allows adequate time for training and gaining operational experience for successively more complex equipment. Detailed descriptions of the components follow the solution descriptions. Solution 1 - This solution is based on changes to CONOPs, and does not have a technology component. It consists of observers at the forts and annexes, forward patrols along the swamp edge, in depth patrols approximately 10 kilometers inland from the swamp, and checkpoints on major roads. Solution 2 - This solution adds a ground sensor array to the Solution 1 system. Solution 3 - This solution is based around installing a radar/video camera system on each fort. It employs the CONOPS from Solution 1, but uses minimal ground sensors deployed only in areas with poor radar/video camera coverage (such as canals and streams shielded by vegetation), or by roads covered by radar but outside the range of the radar associated cameras. This document provides broad operational requirements for major equipment components along with sufficient operational details to allow the technical community to identify potential hardware candidates. Continuing analysis will develop quantities required and more detailed tactics, techniques, and procedures.

    2009-08-24T23:59:59.000Z

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. Due to the projected growth in wide area data transfer needs, the ASCR supercomputer centers all expect to deploy and use 100 Gigabit per second networking technology for wide area connectivity as soon as that deployment is financially feasible. In addition to the network connectivity that ESnet provides, the ESnet Collaboration Services (ECS) are critical to several science communities. ESnet identity and trust services, such as the DOEGrids certificate authority, are widely used both by the supercomputer centers and by collaborations such as Open Science Grid (OSG) and the Earth System Grid (ESG). Ease of use is a key determinant of the scientific utility of network-based services. Therefore, a key enabling aspect for scientists beneficial use of high performance networks is a consistent, widely deployed, well-maintained toolset that is optimized for wide area, high-speed data transfer (e.g. GridFTP) that allows scientists to easily utilize the services and capabilities that the network provides. Network test and measurement is an important part of ensuring that these tools and network services are functioning correctly. One example of a tool in this area is the recently developed perfSONAR, which has already shown its usefulness in fault diagnosis during the recent deployment of high-performance data movers at NERSC and ORNL. On the other hand, it is clear that there is significant work to be done in the area of authentication and access control - there are currently compatibility problems and differing requirements between the authentication systems in use at different facilities, and the policies and mechanisms in use at different facilities are sometimes in conflict. Finally, long-term software maintenance was of concern for many attendees. Scientists rely heavily on a large deployed base of software that does not have secure programmatic funding. Software packages for which this is true include data transfer tools such as GridFTP as well as identity management and other software infrastructure that forms a critical part of the Open Science Grid and the Earth System Grid.

    Ronald R. Barden

    2012-07-01T23:59:59.000Z

Figuring out an effective and efficient way to manage not only your Requirement’s Baseline, but also the development of all your individual requirements during a Program’s/Project’s Conceptual and Development Life Cycle Stages can be both daunting and difficult. This is especially so when you are dealing with a complex and large System of Systems (SoS) Program with potentially thousands and thousands of Top Level Requirements as well as an equal number of lower level System, Subsystem and Configuration Item requirements that need to be managed. This task is made even more overwhelming when you have to add in integration with multiple requirements’ development teams (e.g., Integrated Product Development Teams (IPTs)) and/or numerous System/Subsystem Design Teams. One solution for tackling this difficult activity on a recent large System of Systems Program was to develop and make use of a Requirements Screening Group (RSG). This group is essentially a Team made up of co-chairs from the various Stakeholders with an interest in the Program of record that are enabled and accountable for Requirements Development on the Program/Project. The RSG co-chairs, often with the help of individual support team, work together as a Program Board to monitor, make decisions on, and provide guidance on all Requirements Development activities during the Conceptual and Development Life Cycle Stages of a Program/Project. In addition, the RSG can establish and maintain the Requirements Baseline, monitor and enforce requirements traceability across the entire Program, and work with other elements of the Program/Project to ensure integration and coordination.

  14. Disposal requirements for PCB waste

    SciTech Connect (OSTI)

    NONE

    1994-12-01T23:59:59.000Z

Polychlorinated biphenyls (PCBs) are a class of organic chemicals that had become widely used in industrial applications due to their practical physical and chemical properties. Historical uses of PCBs include dielectric fluids (used in utility transformers, capacitors, etc.), hydraulic fluids, and other applications requiring stable, fire-retardant materials. Due to findings that PCBs may cause adverse health effects and due to their persistence and accumulation in the environment, the Toxic Substances Control Act (TSCA), enacted on october 11, 1976, banned the manufacture of PCBs after 1978 [Section 6(e)]. The first PCB regulations, promulgated at 40 CFR Part 761, were finalized on February 17, 1978. These PCB regulations include requirements specifying disposal methods and marking (labeling) procedures, and controlling PCB use. To assist the Department of Energy (DOE) in its efforts to comply with the TSCA statute and implementing regulations, the Office of Environmental Guidance has prepared the document ``Guidance on the Management of Polychlorinated Biphenyls (PCBs).`` That document explains the requirements specified in the statute and regulations for managing PCBs including PCB use, storage, transport, and disposal. PCB materials that are no longer in use and have been declared a waste must be disposed of according to the requirements found at 40 CFR 761.60. These requirements establish disposal options for a multitude of PCB materials including soil and debris, liquid PCBs, sludges and slurries, containers, transformers, capacitors, hydraulic machines, and other electrical equipment. This Information Brief supplements the PCB guidance document by responding to common questions concerning disposal requirements for PCBs. It is one of a series of Information Briefs pertinent to PCB management issues.

  10. Velocity requirements for causality violation

    E-Print Network [OSTI]

    Giovanni Modanese

    2015-01-18T23:59:59.000Z

We re-examine the "Regge-Tolman paradox" with reference to some recent experimental results. It is straightforward to find a formula for the velocity v of the moving system required to produce causality violation. This formula typically yields a velocity very close to the speed of light (for instance, v/c > 0.97 for X-shaped microwaves), which raises some doubts about the real physical observability of the violations. We then compute the velocity requirement introducing a delay between the reception of the primary signal and the emission of the secondary. It turns out that in principle for any delay it is possible to find moving observers able to produce active causal violation. This is mathematically due to the singularity of the Lorentz transformations for beta to 1. For a realistic delay due to the propagation of a luminal precursor, we find that causality violations in the reported experiments are still more unlikely (v/c > 0.989), and even in the hypothesis that the superluminal propagation velocity goes to infinity, the velocity requirement is bounded by v/c > 0.62. We also prove that if two macroscopic bodies exchange energy and momentum through superluminal signals, then the swap of signal source and target is incompatible with the Lorentz transformations; therefore it is not possible to distinguish between source and target, even with reference to a definite reference frame.

Safety functions are used to define outcomes that must be achieved to ensure that exposures to radiation, hazardous materials, or other hazards are maintained within acceptable limits. Requirements applicable to magnetic fusion facilities have been derived from Federal law, policy, and other documents. In addition to specific safety requirements, broad direction is given in the form of safety principles that are to be implemented and within which safety can be achieved.

This presentation describes how you could conceivably allocate variability and reserve requirements, including how to allocate aggregation benefits. Conclusions of this presentation are: (1) Aggregation provides benefits because individual requirements are not 100% correlated; (2) Method needed to allocate reduced requirement among participants; (3) Differences between allocation results are subtle - (a) Not immediately obvious which method is 'better'; (b) Many are numerically 'correct', they sum to the physical requirement; (c) Many are not 'fair', Results depend on sub-aggregation and/or the order individuals are included; and (4) Vector allocation method is simple and fair.

The current Tank Farm Contractor (TFC) for the U. S. Department of Energy, Office of River Protection (ORP), River Protection Project (RPP), CH2M Hill Hanford Group, Inc. (CHG), will use a computer based requirements management system. The system will serve as a tool to assist in identifying, capturing, and maintaining the Standards/Requirements Identification Document (S/RID) requirements and links to implementing procedures and other documents. By managing requirements as one integrated set, CHG will be able to carry out its mission more efficiently and effectively. CHG has chosen the Dynamic Object Oriented Requirements System (DOORS{trademark}) as the preferred computer based requirements management system. Accordingly, the S/RID program will use DOORS{trademark}. DOORS{trademark} will replace the Environmental Requirements Management Interface (ERMI) system as the tool for S/RID data management. The DOORS{trademark} S/RID test project currently resides on the DOORSTM test server. The S/RID project will be migrated to the DOORS{trademark} production server. After the migration the S/RID project will be considered a production project and will no longer reside on the test server.

    2010-08-01T23:59:59.000Z

This document specifies the functional and performance requirements to be used in the development of the conceptual design of a high temperature gas-cooled reactor (HTGR) based plant supplying energy to a typical industrial facility. These requirements were developed from collaboration with industry and HTGR suppliers over the preceding three years to identify the energy needs of industrial processes for which the HTGR technology is technically and economically viable. The functional and performance requirements specified herein are an effective representation of the industrial sector energy needs and an effective basis for developing a conceptual design of the plant that will serve the broadest range of industrial applications.

    2015-01-01T23:59:59.000Z

If global photovoltaics (PV) deployment grows rapidly, the required input materials need to be supplied at an increasing rate. In this paper, we quantify the effect of PV deployment levels on the scale of metals production. For example, we find that if cadmium telluride {copper indium gallium diselenide} PV accounts for more than 3% {10%} of electricity generation by 2030, the required growth rates for the production of indium and tellurium would exceed historically-observed production growth rates for a large set of metals. In contrast, even if crystalline silicon PV supplies all electricity in 2030, the required silicon production growth rate would fall within the historical range. More generally, this paper highlights possible constraints to the rate of scaling up metals production for some PV technologies, and outlines an approach to assessing projected metals growth requirements against an ensemble of past growth rates from across the metals production sector. The framework developed in this paper may be...

This document defines the technical and functional requirements for a gas test loop (GTL) to be constructed for the purpose of providing a high intensity fast-flux irradiation environment for developers of advanced concept nuclear reactors. This capability is needed to meet fuels and materials testing requirements of the designers of Generation IV (GEN IV) reactors and other programs within the purview of the Advanced Fuel Cycle Initiative (AFCI). Space nuclear power development programs may also benefit by the services the GTL will offer. The overall GTL technical objective is to provide developers with the means for investigating and qualifying fuels and materials needed for advanced reactor concepts. The testing environment includes a fast-flux neutron spectrum of sufficient intensity to perform accelerated irradiation testing. Appropriate irradiation temperature, gaseous environment, test volume, diagnostics, and access and handling features are also needed. This document serves to identify those requirements as well as generic requirements applicable to any system of this kind.

Application of the adiabatic model of quantum computation requires efficient encoding of the solution to computational problems into the lowest eigenstate of a Hamiltonian that supports universal adiabatic quantum computation. Experimental systems are typically limited to restricted forms of 2-body interactions. Therefore, universal adiabatic quantum computation requires a method for approximating quantum many-body Hamiltonians up to arbitrary spectral error using at most 2-body interactions. Hamiltonian gadgets, introduced around a decade ago, offer the only current means to address this requirement. Although the applications of Hamiltonian gadgets have steadily grown since their introduction, little progress has been made in overcoming the limitations of the gadgets themselves. In this experimentally motivated theoretical study, we introduce several gadgets which require significantly more realistic control parameters than similar gadgets in the literature. We employ analytical techniques which result in a reduction of the resource scaling as a function of spectral error for the commonly used subdivision, 3- to 2-body and $k$-body gadgets. Accordingly, our improvements reduce the resource requirements of all proofs and experimental proposals making use of these common gadgets. Next, we numerically optimize these new gadgets to illustrate the tightness of our analytical bounds. Finally, we introduce a new gadget that simulates a $YY$ interaction term using Hamiltonians containing only $\\{X,Z,XX,ZZ\\}$ terms. Apart from possible implications in a theoretical context, this work could also be useful for a first experimental implementation of these key building blocks by requiring less control precision without introducing extra ancillary qubits.

The global requirements for energy are increasing rapidly as the global population increases and the under-developed nations become more advanced. The traditional fuels used in their traditional ways will become increasingly unable to meet the demand. The need for a review of the energy sources available is paramount, although the subsequent need to develop a realistic strategy to deal with all local and global energy requirements is almost as important. Here attention will be restricted to examining some of the claims and problems of using nuclear power to attempt to solve this major question.

Shipping containers used to transport radioactive material (RAM) in commerce employ a variety of closure mechanisms. Often, these closure mechanisms require a specific amount of torque be applied to a bolt, nut or other threaded fastener. It is important that the required preload is achieved so that the package testing and analysis is not invalidated for the purpose of protecting the public. Torque compliance is a means of ensuring closure preload, is a major factor in accomplishing the package functions of confinement/containment, sub-criticality, and shielding. This paper will address the importance of applying proper torque to package closures, discuss torque value nomenclature, and present one methodology to ensure torque compliance is achieved.

    SciTech Connect (OSTI)

    Illian, Howard F.

    2010-12-20T23:59:59.000Z

Frequency control is an essential requirement of reliable electric power system operations. Determination of frequency control depends on frequency measurement and the practices based on these measurements that dictate acceptable frequency management. This report chronicles the evolution of these measurements and practices. As technology progresses from analog to digital for calculation, communication, and control, the technical basis for frequency control measurement and practices to determine acceptable performance continues to improve. Before the introduction of digital computing, practices were determined largely by prior experience. In anticipation of mandatory reliability rules, practices evolved from a focus primarily on commercial and equity issues to an increased focus on reliability. This evolution is expected to continue and place increased requirements for more precise measurements and a stronger scientific basis for future frequency management practices in support of reliability.

In August 1983 an NRC task group was formed to investigate problems with surveillance testing required by Technical Specifications, and to recommend approaches to effect improvements. NUREG-1024 ( Technical Specifications-Enhancing Safety Impact'') resulted, and it contained recommendations to review the basis for test frequencies; to ensure that the tests promote safety and do not degrade equipment; and to review surveillance tests so that they do not unnecessarily burden personnel. The Technical Specifications Improvement Program (TSIP) was established in December 1984 to provide the framework for rewriting and improving the Technical Specifications. As an element of the TSIP, all Technical Specifications surveillance requirements were comprehensively examined as recommended in NUREG-1024. The results of that effort are presented in this report. The study found that while some testing at power is essential to verify equipment and system operability, safety can be improved, equipment degradation decreased, and unnecessary personnel burden relaxed by reducing the amount of testing at power.

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the U.S. Department of Energy (DOE) Office of Science (SC), the single largest supporter of basic research in the physical sciences in the United States. In support of SC programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet be a highly successful enabler of scientific discovery for over 25 years. In November 2012, ESnet and the Office of Biological and Environmental Research (BER) of the DOE SC organized a review to characterize the networking requirements of the programs funded by the BER program office. Several key findings resulted from the review. Among them: 1) The scale of data sets available to science collaborations continues to increase exponentially. This has broad impact, both on the network and on the computational and storage systems connected to the network. 2) Many science collaborations require assistance to cope with the systems and network engineering challenges inherent in managing the rapid growth in data scale. 3) Several science domains operate distributed facilities that rely on high-performance networking for success. Key examples illustrated in this report include the Earth System Grid Federation (ESGF) and the Systems Biology Knowledgebase (KBase). This report expands on these points, and addresses others as well. The report contains a findings section as well as the text of the case studies discussed at the review.

The problem of stopping nuclear smuggling of terrorist nuclear devices is a complex one, owing to the variety of pathways by which such a device can be transported. To fashion new detection systems that improve the chances of detecting such a device, it is important to know the various requirements and conditions that would be imposed on them by both the types of devices that might be smuggled and by the requirement that it not overly interfere with the transportation of legitimate goods. Requirements vary greatly from low-volume border crossings to high-volume industrial container ports, and the design of systems for them is likely to be quite different. There is also a further need to detect these devices if they are brought into a country via illicit routes, i.e., those which do not pass through customs posts, but travel overland though open space or to a smaller, unguarded airport or seaport. This paper describes some generic uses of detectors, how they need to be integrated into customs or other law enforcement systems, and what the specifications for such detectors might be.

  16. 10 CFR 850 Implementation of Requirements

    SciTech Connect (OSTI)

    2012-01-05T23:59:59.000Z

10 CFR 850 defines a contractor as any entity, including affiliated entities, such as a parent corporation, under contract with DOE, including a subcontractor at any tier, with responsibility for performing work at a DOE site in furtherance of a DOE mission. The Chronic Beryllium Disease Prevention Program (CBDPP) applies to beryllium-related activities that are performed at the Lawrence Livermore National Laboratory (LLNL). The CBDPP or Beryllium Safety Program is integrated into the LLNL Worker Safety and Health Program and, thus, implementation documents and responsibilities are integrated in various documents and organizational structures. Program development and management of the CBDPP is delegated to the Environment, Safety and Health (ES&H) Directorate, Worker Safety and Health Functional Area. As per 10 CFR 850, Lawrence Livermore National Security, LLC (LLNS) periodically submits a CBDPP to the National Nuclear Security Administration/Livermore Site Office (NNSA/LSO). The requirements of this plan are communicated to LLNS workers through ES&H Manual Document 14.4, 'Working Safely with Beryllium.' 10 CFR 850 is implemented by the LLNL CBDPP, which integrates the safety and health standards required by the regulation, components of the LLNL Integrated Safety Management System (ISMS), and incorporates other components of the LLNL ES&H Program. As described in the regulation, and to fully comply with the regulation, specific portions of existing programs and additional requirements are identified in the CBDPP. The CBDPP is implemented by documents that interface with the workers, principally through ES&H Manual Document 14.4. This document contains information on how the management practices prescribed by the LLNL ISMS are implemented, how beryllium hazards that are associated with LLNL work activities are controlled, and who is responsible for implementing the controls. Adherence to the requirements and processes described in the ES&H Manual ensures that ES&H practices across LLNL are developed in a consistent manner. Other implementing documents, such as the ES&H Manual, are integral in effectively implementing 10 CFR 850.

    SciTech Connect (OSTI)

    Patil, P.G.; Walsh, W.J.

    1986-01-01T23:59:59.000Z

The Department of Energy (DOE) has carried out an intensive study of battery requirements for electric vans, and developed a mission-directed goals package for each of the principal battery contenders for this application. These goals were based on the assumption that vehicle range and acceleration must be fully met throughout each battery discharge. Under this assumption, the design point is the end-of-life condition, defined as the last cycle in which both power and energy requirements can be fulfilled. A light-weight, low-rolling-resistance van with an improved version of the ac powertrain being developed by Eaton was chosen as the hypothetical baseline vehicle. A modified FUDS cycle was selected along with assumptions of 3 M/sup 2/ frontal area, 0.37 drag coefficient, and a rolling resistance of 0.008. State-of-art characteristics and design interrelationships were developed for each battery technology, and the degree of advance expected by 1995 was projected. For each battery candidate, a least-cost combination of performance and operating characteristics was determined. The analysis included the peak power vs specific energy and depth-of-discharge (DOD), cycle life vs DOD, cost vs onboard energy and power, and kWh size effects. The resultant R and D goals for the electric van battery are presented, including early-in-life and end-of-life energy over the drive cycle, peak power, battery weight and volume, battery life, costs, and allowable frequency of repair.

The Belle experiment, part of a broad-based search for new physics, is a collaboration of ~;;400 physicists from 55 institutions across four continents. The Belle detector is located at the KEKB accelerator in Tsukuba, Japan. The Belle detector was operated at the asymmetric electron-positron collider KEKB from 1999-2010. The detector accumulated more than 1 ab-1 of integrated luminosity, corresponding to more than 2 PB of data near 10 GeV center-of-mass energy. Recently, KEK has initiated a $400 million accelerator upgrade to be called SuperKEKB, designed to produce instantaneous and integrated luminosity two orders of magnitude greater than KEKB. The new international collaboration at SuperKEKB is called Belle II. The first data from Belle II/SuperKEKB is expected in 2015. In October 2012, senior members of the Belle-II collaboration gathered at PNNL to discuss the computing and neworking requirements of the Belle-II experiment with ESnet staff and other computing and networking experts. The day-and-a-half-long workshop characterized the instruments and facilities used in the experiment, the process of science for Belle-II, and the computing and networking equipment and configuration requirements to realize the full scientific potential of the collaboration?s work.

Transmission line engineers have sought an easy method for evaluating if external dampers are required on any new transmission line. In the past this question has been given to the damper manufacturer who has a vested interest in a affirmative answer. For single conductors (and for bundled conductors) the vibration level of a power line conductor is the result of a complicated aerodynamic process in which energy is taken into the motion from vortex action on the lee side of the conductor. The amount of energy taken in is a non-linear function of vibration amplitude, frequency, conductor diameter, and wind speed. The amount of energy taken out is a non-linear function of vibration amplitude, frequency, conductor mass, conductor tension, and a certain friction constant that varies from conductor to conductor. It is known that a small amount of vibration is allowed without endangering the conductor. This has been called the IEEE limit loop velocity, and is numerically equal to 200 mm/second. This paper explains a simple procedure, applicable to single conductors, which calculates a comparison of energy in vs. energy out. From this process it is shown how to select the initial tension in the conductor so that no external dampers are required.

    SciTech Connect (OSTI)

Robert J. Goldston and Alexander Glaser

    2012-08-10T23:59:59.000Z

Nuclear proliferation risks from magnetic fusion energy associated with access to fissile materials can be divided into three main categories: 1) clandestine production of fissile material in an undeclared facility, 2) covert production and diversion of such material in a declared and safeguarded facility, and 3) use of a declared facility in a breakout scenario, in which a state openly produces fissile material in violation of international agreements. The degree of risk in each of these categories is assessed, taking into account both state and non-state actors, and it is found that safeguards are required for fusion energy to be highly attractive from a non-proliferation standpoint. Specific safeguard requirements and R&D needs are outlined for each category of risk, and the technical capability of the ITER experiment, under construction, to contribute to this R&D is noted. A preliminary analysis indicates a potential legal pathway for fusion power systems to be brought under the Treaty for the Non-Proliferation of Nuclear Weapons. "Vertical" proliferation risks associated with tritium and with the knowledge that can be gained from inertial fusion energy R&D are outlined.

    SciTech Connect (OSTI)

    Speed, R.D.

    1990-11-01T23:59:59.000Z

In the wake of the collapse of the Warsaw Pact and the apparent ending of the Cold War, there have been renewed calls for radical cuts in US strategic forces to levels far below the 10,000 or so warheads allowed each side under the current START proposal. Since it now appears that NATO for the first time will have the capability to defeat a Soviet conventional attack without the necessity of threatening to resort to nuclear weapons, this should pave the way for the rethinking of US strategy and the reduction of US strategic weapons requirements. In this new environment, it seems plausible that, with a modification of the Flexible Response doctrine to forego attempts to disarm the Soviet Union, deterrence could be maintained with 1500 or so survivable strategic weapons. With a new strategy that confined US strategic weapons to the role of deterring the use of nuclear weapons by other countries, a survivable force of about 500 weapons would seem sufficient. With this premise, the implications for the US strategic force structure are examined for two cases: a treaty that allows each side 3000 warheads and one that allows each side 1000 warheads. In Part 1 of this paper, the weapons requirements for deterrence are examined in light of recent changes in the geopolitical environment. In Part 2, it is assumed that the President and Congress have decided that deep cuts in strategic forces are acceptable. 128 refs., 12 figs., 12 tabs. (JF)

A Technical Safety Requirement (TSR) control level verification process was developed for the Tank Waste Remediation System (TWRS) TSRs at the Hanford Site in Richland, WA, at the direction of the US. Department of Energy, Richland Operations Office (RL). The objective of the effort was to develop a process to ensure that the TWRS TSR controls are designated and managed at the appropriate levels as Safety Limits (SLs), Limiting Control Settings (LCSs), Limiting Conditions for Operation (LCOs), Administrative Controls (ACs), or Design Features. The TSR control level verification process was developed and implemented by a team of contractor personnel with the participation of Fluor Daniel Hanford, Inc. (FDH), the Project Hanford Management Contract (PHMC) integrating contractor, and RL representatives. The team was composed of individuals with the following experience base: nuclear safety analysis; licensing; nuclear industry and DOE-complex TSR preparation/review experience; tank farm operations; FDH policy and compliance; and RL-TWRS oversight. Each TSR control level designation was completed utilizing TSR control logic diagrams and TSR criteria checklists based on DOE Orders, Standards, Contractor TSR policy, and other guidance. The control logic diagrams and criteria checklists were reviewed and modified by team members during team meetings. The TSR control level verification process was used to systematically evaluate 12 LCOs, 22 AC programs, and approximately 100 program key elements identified in the TWRS TSR document. The verification of each TSR control required a team consensus. Based on the results of the process, refinements were identified and the TWRS TSRs were modified as appropriate. A final report documenting key assumptions and the control level designation for each TSR control was prepared and is maintained on file for future reference. The results of the process were used as a reference in the RL review of the final TWRS TSRs and control suite. RL concluded that the TSR control level verification process is clear and logically based upon DOE Order 5480.22, Technical Safety Requirements, and other TSR control selection guidelines. The process provides a documented, traceable basis for TSR level decisions and is a valid reference for preparation of new TSRs.

Historical inventories of spent fuel are combined with U.S. Department of Energy (DOE) projections of future discharges from commercial nuclear reactors in the United States to provide estimates of spent fuel storage requirements through the year 2040. The needs are estimated for storage capacity beyond that presently available in the reactor storage pools. These estimates incorporate the maximum capacities within current and planned in-pool storage facilities and any planned transshipments of spent fuel to other reactors or facilities. Existing and future dry storage facilities are also discussed. The nuclear utilities provide historical data through December 1992 on the end of reactor life are based on the DOE/Energy Information Administration (EIA) estimates of future nuclear capacity, generation, and spent fuel discharges.

  4. Putting the pinch on energy requirements

    SciTech Connect (OSTI)

    Jaret, P.

    1991-12-01T23:59:59.000Z

This paper reports that from steelmaking to milk production, virtually all industrial processes require both heating and cooling of the process streams. One key to top efficiency is exchanging heat in the most effective way between components within the system, cutting the need for additional heating or cooling equipment to a minimum. But until recently, finding the best configuration for process equipment and heat exchangers has been a complicated business, more of an art than a science. Pinch technology, a new energy analysis tool, now allows design engineers to track the heat flow from all process streams in a system and identify modifications that can cut energy costs by 20 to 40 percent, often significantly reducing emissions and capital costs in the bargain. As the demand for greater energy efficiency increases, a growing number of industries are getting back to basics, taking a fresh look at the fundamental design of their process plants. Thanks to an innovative new tool called pinch technology, many are discovering unexpected opportunities for significant efficiency improvements at relatively low capital cost.

The Advanced Neutron Source will be a new world-class facility for research using hot, thermal, cold, and ultra-cold neutrons. The heart of the facility will be a 330-MW (fission), heavy-water cooled and heavy-water moderated reactor. The reactor will be housed in a central reactor building, with supporting equipment located in an adjoining reactor support building. An array of cold neutron guides will fan out into a large guide hall, housing about 30 neutron research stations. Appropriate office, laboratory, and shop facilities will be included to provide a complete facility for users. The ANS is scheduled to begin operation at the Oak Ridge National Laboratory early in the next decade. This PDR document defines the plant-level requirements for the design, construction, and operation of ANS. It also defines and provides input to the individual System Design Description (SDD) documents. Together, this PDR document and the set of SDD documents will define and control the baseline configuration of ANS.

    1985-12-05T23:59:59.000Z

Projections of uranium requirements (both yellowcake and enrichment services) and spent fuel discharges are presented, corresponding to the nuclear power plant capacity projections presented in ''Commercial Nuclear Power 1984: Prospects for the United States and the World'' (DOE/EIA-0438(85)) and the ''Annual Energy Outlook 1984:'' (DOE/EIA-0383(84)). Domestic projections are provided through the year 2020, with foreign projections through 2000. The domestic projections through 1995 are consistent with the integrated energy forecasts in the ''Annual Energy Outlook 1984.'' Projections of capacity beyond 1995 are not part of an integrated energy foreccast; the methodology for their development is explained in ''Commercial Nuclear Power 1984.'' A range of estimates is provided in order to capture the uncertainty inherent in such forward projections. The methodology and assumptions are also stated. A glossary is provided. Two appendixes present additional material. This report is of particular interest to analysts involved in long-term planning for the disposition of radioactive waste generated from the nuclear fuel cycle. 14 figs., 18 tabs.

The current-generation RTGs (both GPHS and MOD) are designed for operation in a vacuum environment. The multifoil thermal insulation used in those RTGs only functions well in a good vacuum. Current RTGs are designed to operate with an inert cover gas before launch, and to be vented to space vacuum after launch. Both RTGs are sealed with a large number of metallic C-rings. Those seals are adequate for retaining the inert-gas overpressure during short-term launch operations, but would not be adequate to prevent intrusion of the Martian atmospheric gases during long-term operations there. Therefore, for the Mars Rover application, those RTGs just be modified to prevent the buildup of significant pressures of Mars atmosphere or of helium (from alpha decay of the fuel). In addition, a Mars Rover RTG needs to withstand a long-term dynamic environment that is much more severe than that seen by an RTG on an orbiting spacecraft or on a stationary planetary lander. This paper describes a typical Rover mission, its requirements, the environment it imposes on the RTG, and a design approach for making the RTG operable in such an environment. Specific RTG designs for various thermoelectric element alternatives are presented.; Reference CID #9268 and CID #9276.

This analysis report presents the projected requirements for uranium concentrate and uranium enrichment services to fuel the nuclear power plants expected to be operating under three nuclear supply scenarios. Two of these scenarios, the Lower Reference and Upper Reference cases, apply to the United States, Canada, Europe, the Far East, and other countries with free market economies (FME countries). A No New Orders scenario is presented only for the United States. These nuclear supply scenarios are described in Commercial Nuclear Power 1990: Prospects for the United States and the World (DOE/EIA-0438(90)). This report contains an analysis of the sensitivities of the nuclear fuel cycle projections to different levels and types of projected nuclear capacity, different enrichment tails assays, higher and lower capacity factors, changes in nuclear fuel burnup levels, and other exogenous assumptions. The projections for the United States generally extend through the year 2020, and the FME projections, which include the United States, are provided through 2010. The report also presents annual projections of spent nuclear fuel discharges and inventories of spent fuel. Appendix D includes domestic spent fuel projections through the year 2030 for the Lower and Upper Reference cases and through 2040, the last year in which spent fuel is discharged, for the No New Orders case. These disaggregated projections are provided at the request of the Department of Energy's Office of Civilian Radioactive Waste Management.

  10. Information requirements of self-managing teams

    SciTech Connect (OSTI)

    1992-12-31T23:59:59.000Z

In response to the significant challenges organizations face today, many managers have put in place continuous improvement efforts to help the organization on enhance its competitive position. A key element of continuous improvement efforts is employee involvement, and one of the most complex, mature, and effective forms of employee involvement is self-managing teams. A self-managing team is a group of employees, usually eight to fifteen, which is responsible for planning, implementing, controlling, and improving work processes. There are many characteristics of self-managing teams which are discussed frequently in the literature and are common topics of seminars and workshops on SMTs, including the role of the first-line supervisor, the structure of teams, the training necessary, and the pay system for SMTs. However, one area which has not been as widely researched is the role of information - what types of information do self-managing teams need? This paper addresses this question. Results from a multiple case study research project focusing on the information requirements of SMTs are presented. Specifically, seven types of information SMTs need are identified, as well as general characteristics of the information system. By information system, I mean very broadly, the system (both formal and informal) which provides information of any kind to a self-managing team. The results of this research can be thought of as ``design features`` for an information system to support SMTs. Practicing managers can use these design features in two ways: they can design them into beginning SMT efforts; or, for SMTs already established, managers can compare them to the existing information system and adjust accordingly.

    1994-03-01T23:59:59.000Z

This Monitored Retrievable Storage System Requirements Document (MRS-SRD) describes the functions to be performed and technical requirements for a Monitored Retrievable Storage (MRS) facility subelement and the On-Site Transfer and Storage (OSTS) subelement. The MRS facility subelement provides for temporary storage, at a Civilian Radioactive Waste Management System (CRWMS) operated site, of spent nuclear fuel (SNF) contained in an NRC-approved Multi-Purpose Canister (MPC) storage mode, or other NRC-approved storage modes. The OSTS subelement provides for transfer and storage, at Purchaser sites, of spent nuclear fuel (SNF) contained in MPCs. Both the MRS facility subelement and the OSTS subelement are in support of the CRWMS. The purpose of the MRS-SRD is to define the top-level requirements for the development of the MRS facility and the OSTS. These requirements include design, operation, and decommissioning requirements to the extent they impact on the physical development of the MRS facility and the OSTS. The document also presents an overall description of the MRS facility and the OSTS, their functions (derived by extending the functional analysis documented by the Physical System Requirements (PSR) Store Waste Document), their segments, and the requirements allocated to the segments. In addition, the top-level interface requirements of the MRS facility and the OSTS are included. As such, the MRS-SRD provides the technical baseline for the MRS Safety Analysis Report (SAR) design and the OSTS Safety Analysis Report design.
