    The Iraq Department of Border Enforcement is rich in personnel, but poor in equipment. An effective border control system must include detection, discrimination, decision, tracking and interdiction, capture, identification, and disposition. An equipment solution that addresses only a part of this will not succeed, likewise equipment by itself is not the answer without considering the personnel and how they would employ the equipment. The solution should take advantage of the existing in-place system and address all of the critical functions. The solutions are envisioned as being implemented in a phased manner, where Solution 1 is followed by Solution 2 and eventually by Solution 3. This allows adequate time for training and gaining operational experience for successively more complex equipment. Detailed descriptions of the components follow the solution descriptions. Solution 1 - This solution is based on changes to CONOPs, and does not have a technology component. It consists of observers at the forts and annexes, forward patrols along the swamp edge, in depth patrols approximately 10 kilometers inland from the swamp, and checkpoints on major roads. Solution 2 - This solution adds a ground sensor array to the Solution 1 system. Solution 3 - This solution is based around installing a radar/video camera system on each fort. It employs the CONOPS from Solution 1, but uses minimal ground sensors deployed only in areas with poor radar/video camera coverage (such as canals and streams shielded by vegetation), or by roads covered by radar but outside the range of the radar associated cameras. This document provides broad operational requirements for major equipment components along with sufficient operational details to allow the technical community to identify potential hardware candidates. Continuing analysis will develop quantities required and more detailed tactics, techniques, and procedures.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. Due to the projected growth in wide area data transfer needs, the ASCR supercomputer centers all expect to deploy and use 100 Gigabit per second networking technology for wide area connectivity as soon as that deployment is financially feasible. In addition to the network connectivity that ESnet provides, the ESnet Collaboration Services (ECS) are critical to several science communities. ESnet identity and trust services, such as the DOEGrids certificate authority, are widely used both by the supercomputer centers and by collaborations such as Open Science Grid (OSG) and the Earth System Grid (ESG). Ease of use is a key determinant of the scientific utility of network-based services. Therefore, a key enabling aspect for scientists beneficial use of high performance networks is a consistent, widely deployed, well-maintained toolset that is optimized for wide area, high-speed data transfer (e.g. GridFTP) that allows scientists to easily utilize the services and capabilities that the network provides. Network test and measurement is an important part of ensuring that these tools and network services are functioning correctly. One example of a tool in this area is the recently developed perfSONAR, which has already shown its usefulness in fault diagnosis during the recent deployment of high-performance data movers at NERSC and ORNL. On the other hand, it is clear that there is significant work to be done in the area of authentication and access control - there are currently compatibility problems and differing requirements between the authentication systems in use at different facilities, and the policies and mechanisms in use at different facilities are sometimes in conflict. Finally, long-term software maintenance was of concern for many attendees. Scientists rely heavily on a large deployed base of software that does not have secure programmatic funding. Software packages for which this is true include data transfer tools such as GridFTP as well as identity management and other software infrastructure that forms a critical part of the Open Science Grid and the Earth System Grid.

    Figuring out an effective and efficient way to manage not only your Requirement’s Baseline, but also the development of all your individual requirements during a Program’s/Project’s Conceptual and Development Life Cycle Stages can be both daunting and difficult. This is especially so when you are dealing with a complex and large System of Systems (SoS) Program with potentially thousands and thousands of Top Level Requirements as well as an equal number of lower level System, Subsystem and Configuration Item requirements that need to be managed. This task is made even more overwhelming when you have to add in integration with multiple requirements’ development teams (e.g., Integrated Product Development Teams (IPTs)) and/or numerous System/Subsystem Design Teams. One solution for tackling this difficult activity on a recent large System of Systems Program was to develop and make use of a Requirements Screening Group (RSG). This group is essentially a Team made up of co-chairs from the various Stakeholders with an interest in the Program of record that are enabled and accountable for Requirements Development on the Program/Project. The RSG co-chairs, often with the help of individual support team, work together as a Program Board to monitor, make decisions on, and provide guidance on all Requirements Development activities during the Conceptual and Development Life Cycle Stages of a Program/Project. In addition, the RSG can establish and maintain the Requirements Baseline, monitor and enforce requirements traceability across the entire Program, and work with other elements of the Program/Project to ensure integration and coordination.

    We re-examine the "Regge-Tolman paradox" with reference to some recent experimental results. It is straightforward to find a formula for the velocity v of the moving system required to produce causality violation. This formula typically yields a velocity very close to the speed of light (for instance, v/c > 0.97 for X-shaped microwaves), which raises some doubts about the real physical observability of the violations. We then compute the velocity requirement introducing a delay between the reception of the primary signal and the emission of the secondary. It turns out that in principle for any delay it is possible to find moving observers able to produce active causal violation. This is mathematically due to the singularity of the Lorentz transformations for beta to 1. For a realistic delay due to the propagation of a luminal precursor, we find that causality violations in the reported experiments are still more unlikely (v/c > 0.989), and even in the hypothesis that the superluminal propagation velocity goes to infinity, the velocity requirement is bounded by v/c > 0.62. We also prove that if two macroscopic bodies exchange energy and momentum through superluminal signals, then the swap of signal source and target is incompatible with the Lorentz transformations; therefore it is not possible to distinguish between source and target, even with reference to a definite reference frame.

    Informatics of some kind will play a role in every aspect of the Human Genome Project (HGP); data acquisition, data analysis, data exchange, data publication, and data visualization. What are the real requirements and challenges? The primary requirement is clear thinking and the main challenge is design. If good design is lacking, the price will be failure of genome informatics and ultimately failure of the genome project itself. Scientists need good designs to deliver the tools necessary for acquiring and analyzing DNA sequences. As these tools become more efficient, they will need new tools for comparative genomic analyses. To make the tools work, the scientists will need to address and solve nomenclature issues that are essential, if also tedious. They must devise systems that will scale gracefully with the increasing flow of data. The scientists must be able to move data easily from one system to another, with no loss of content. As scientists, they will have failed in their responsibility to share results, should repeating experiments ever become preferable to searching the literature. Their databases must become a new kind of scientific literature and the scientists must develop ways to make electronic data publishing as routine as traditional journal publishing. Ultimately, they must build systems so advanced that they are virtually invisible. In summary, the HGP can be considered the most ambitious, most audacious information-management project ever undertaken. In the HGP, computers will not merely serve as tools for cataloging existing knowledge. Rather, they will serve as instruments, helping to create new knowledge by changing the way the scientists see the biological world. Computers will allow them to see genomes, just as radio telescopes let them see quasars and electron microscopes let them see viruses.

    A study was conducted to benchmark results obtained from using the Waste System Transportation and Economic Simulation - Version II (WASTES II) model against information published in the ''Spent Fuel Storage Requirements'' report (DOE/RL-84-1). The WASTES model was developed by PNL for use in evaluating the spent-fuel storage and transportation requirements and costs for the US Department of Energy (DOE). The ''Spent Fuel Storage Requirements'' report is issued annually by the DOE and provides both historical/projected spent fuel inventory data and storage requirements data based on information supplied directly from utilities. The objective of this study is to compare the total inventory and storage requirements documented in the ''Spent Fuel Storage Requirements'' report with similar data that results from use of the WASTES model. Three differences have been identified as a result of benchmark testing. Two minor differences are present in the total inventory projected and the equivalent metric tons of uranium of spent fuel requiring storage. These differences result from the way reinserted spent fuel is handled and the methods used to calculate mass equivalents. A third difference is found in the storage requirements for the case that uses intra-utility transshipment. This discrepancy is due to the Oyster Creek reactor, which is shown to not require additional storage in the Spent Fuel Storage Requirements report, even though there is no destination reactor of the same type within its utility. The discrepancy was corrected soon after the 1984 ''Spent Fuel Storage Requirements report was issued and does not appear in more recent documents (DOE/RL-85-2).

    Environmental Surveillance at Los Alamos reports are prepared annually by the Los Alamos National Laboratory (the Laboratory) Environmental Directorate, as required by US Department of Energy Order 450.1, General Environmental Protection Program, and US Department of Energy Order 231.1A, Environment, Safety, and Health Reporting. These annual reports summarize environmental data that are used to determine compliance with applicable federal, state, and local environmental laws and regulations, executive orders, and departmental policies. Additional data, beyond the minimum required, are also gathered and reported as part of the Laboratory’s efforts to ensure public safety and to monitor environmental quality at and near the Laboratory. Chapter 1 provides an overview of the Laboratory’s major environmental programs and explains the risks and the actions taken to reduce risks at the Laboratory from environmental legacies and waste management operations. Chapter 2 reports the Laboratory’s compliance status for 2007. Chapter 3 provides a summary of the maximum radiological dose the public and biota populations could have potentially received from Laboratory operations and discusses chemical exposures. The environmental surveillance and monitoring data are organized by environmental media (Chapter 4, air; Chapters 5 and 6, water and sediments; Chapter 7, soils; and Chapter 8, foodstuffs and biota) in a format to meet the needs of a general and scientific audience. Chapter 9 provides a summary of the status of environmental restoration work around LANL. A glossary and a list of acronyms and abbreviations are in the back of the report. Appendix A explains the standards for environmental contaminants, Appendix B explains the units of measurements used in this report, Appendix C describes the laboratory’s technical areas and their associated programs, and Appendix D provides web links to more information. During construction, demand for this large number of optics must be coordinated with the manufacturing capacity of the optical industry. For example, we find that if cadmium telluride {copper indium gallium diselenide} PV accounts for more than 3% {10%} of electricity generation by 2030, the required growth rates for the production of indium and tellurium would exceed historically-observed production growth rates for a large set of metals.     This document defines the technical and functional requirements for a gas test loop (GTL) to be constructed for the purpose of providing a high intensity fast-flux irradiation environment for developers of advanced concept nuclear reactors. This capability is needed to meet fuels and materials testing requirements of the designers of Generation IV (GEN IV) reactors and other programs within the purview of the Advanced Fuel Cycle Initiative (AFCI). Space nuclear power development programs may also benefit by the services the GTL will offer. The overall GTL technical objective is to provide developers with the means for investigating and qualifying fuels and materials needed for advanced reactor concepts. The testing environment includes a fast-flux neutron spectrum of sufficient intensity to perform accelerated irradiation testing. This report presents projections of domestic and foreign requirements for natural uranium and enrichment services as well as projections of discharges of spent nuclear fuel. These fuel cycle requirements are based on the forecasts of future commercial nuclear power capacity and generation published in a recent Energy Information Administration (EIA) report. Also included in this report are projections of the amount of spent fuel discharged at the end of each fuel cycle for each nuclear generating unit in the United States.     The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In August 2009 ESnet and the Office of High Energy Physics (HEP), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by HEP. The International HEP community has been a leader in data intensive science from the beginning. HEP data sets have historically been the largest of all scientific data sets, and the communty of interest the most distributed. The HEP community was also the first to embrace Grid technologies. The requirements identified at the workshop are summarized below, and described in more detail in the case studies and the Findings section: (1) There will be more LHC Tier-3 sites than orginally thought, and likely more Tier-2 to Tier-2 traffic than was envisioned. It it not yet known what the impact of this will be on ESnet, but we will need to keep an eye on this traffic. (2) The LHC Tier-1 sites (BNL and FNAL) predict the need for 40-50 Gbps of data movement capacity in 2-5 years, and 100-200 Gbps in 5-10 years for HEP program related traffic. Other key HEP sites include LHC Tier-2 and Tier-3 sites, many of which are located at universities. To support the LHC, ESnet must continue its collaborations with university and international networks. (3) While in all cases the deployed 'raw' network bandwidth must exceed the user requirements in order to meet the data transfer and reliability requirements, network engineering for trans-Atlantic connectivity is more complex than network engineering for intra-US connectivity. This is because transoceanic circuits have lower reliability and longer repair times when compared with land-based circuits. Therefore, trans-Atlantic connectivity requires greater deployed bandwidth and diversity to ensure reliability and service continuity of the user-level required data transfer rates. (4) Trans-Atlantic traffic load and patterns must be monitored, and projections adjusted if necessary. There is currently a shutdown planned for the LHC in 2012 that may affect projections of trans-Atlantic bandwidth requirements. (5) There is a significant need for network tuning and troubleshooting during the establishment of new LHC Tier-2 and Tier-3 facilities. ESnet will work with the HEP community to help new sites effectively use the network. (6) SLAC is building the CCD camera for the LSST. This project will require significant bandwidth (up to 30Gbps) to NCSA over the next few years. (7) The accelerator modeling program at SLAC could require the movement of 1PB simulation data sets from the Leadership Computing Facilities at Argonne and Oak Ridge to SLAC. The data sets would need to be moved overnight, and moving 1PB in eight hours requires more than 300Gbps of throughput. This requirement is dependent on the deployment of analysis capabilities at SLAC, and is about five years away. (8) It is difficult to achieve high data transfer throughput to sites in China. Projects that need to transfer data in or out of China are encouraged to deploy test and measurement infrastructure (e.g. perfSONAR) and allow time for performance tuning.

    In August 1983 an NRC task group was formed to investigate problems with surveillance testing required by Technical Specifications, and to recommend approaches to effect improvements. NUREG-1024 ( Technical Specifications-Enhancing Safety Impact'') resulted, and it contained recommendations to review the basis for test frequencies; to ensure that the tests promote safety and do not degrade equipment; and to review surveillance tests so that they do not unnecessarily burden personnel. The Technical Specifications Improvement Program (TSIP) was established in December 1984 to provide the framework for rewriting and improving the Technical Specifications. As an element of the TSIP, all Technical Specifications surveillance requirements were comprehensively examined as recommended in NUREG-1024. The results of that effort are presented in this report. The study found that while some testing at power is essential to verify equipment and system operability, safety can be improved, equipment degradation decreased, and unnecessary personnel burden relaxed by reducing the amount of testing at power.

    Frequency control is an essential requirement of reliable electric power system operations. Determination of frequency control depends on frequency measurement and the practices based on these measurements that dictate acceptable frequency management. This report chronicles the evolution of these measurements and practices. As technology progresses from analog to digital for calculation, communication, and control, the technical basis for frequency control measurement and practices to determine acceptable performance continues to improve. Before the introduction of digital computing, practices were determined largely by prior experience. In anticipation of mandatory reliability rules, practices evolved from a focus primarily on commercial and equity issues to an increased focus on reliability. In support of SC programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet be a highly successful enabler of scientific discovery for over 25 years. In November 2012, ESnet and the Office of Biological and Environmental Research (BER) of the DOE SC organized a review to characterize the networking requirements of the programs funded by the BER program office. Several key findings resulted from the review. Among them: 1) The scale of data sets available to science collaborations continues to increase exponentially. This has broad impact, both on the network and on the computational and storage systems connected to the network. 2) Many science collaborations require assistance to cope with the systems and network engineering challenges inherent in managing the rapid growth in data scale. 3) Several science domains operate distributed facilities that rely on high-performance networking for success. Key examples illustrated in this report include the Earth System Grid Federation (ESGF) and the Systems Biology Knowledgebase (KBase). This report expands on these points, and addresses others as well. The report contains a findings section as well as the text of the case studies discussed at the review.

    Catalytic oxidizers have been used to reduce VOC emissions from various industries including printing, chemical, paint, coatings, etc. A catalytic oxidizer uses a catalyst to reduce the operating temperature for combustion to approximately 600 F, which is substantially lower than thermal oxidation unit. Title V requirements have renewed the debate on the best methods to assure compliance of catalytic oxidizers, with some suggesting the need for continuous emission monitoring equipment. This paper will discuss the various aspects of catalytic oxidation and consider options such as monitoring inlet/outlet temperatures, delta T across the catalyst, periodic laboratory testing of catalyst samples, and preventive maintenance procedures as means of assuring continuous compliance.

    The U.S. Naval Observatory Robotic Astrometric Telescope (URAT) project aims at a highly accurate (5 mas), ground-based, all-sky survey. Requirements are presented for the optics and telescope for this 0.85 m aperture, 4.5 degree diameter field-of-view, specialized instrument, which are close to the capability of the industry. The history of the design process is presented as well as astrometric performance evaluations of the toleranced, optical design, with expected wavefront errors included.

    The operation of a Self Amplified Spontaneous Emission (SASE) Free Electron Lasers (FEL) at soft and hard X-ray wavelengths driven by a high brightness electron beam imposes strong requirements on the stability of the accelerator and feedback systems are necessary to both guarantee saturation of the SASE process as well as a stable photon beam for user experiments. Diagnostics for the relevant transverse and longitudinal beam parameters are presented and various examples of feedback systems for bunches with low repetition rate as well as systems for intra bunch train feedbacks are discussed.

  3. 10 CFR 850 Implementation of Requirements

    10 CFR 850 defines a contractor as any entity, including affiliated entities, such as a parent corporation, under contract with DOE, including a subcontractor at any tier, with responsibility for performing work at a DOE site in furtherance of a DOE mission. The Chronic Beryllium Disease Prevention Program (CBDPP) applies to beryllium-related activities that are performed at the Lawrence Livermore National Laboratory (LLNL). The CBDPP or Beryllium Safety Program is integrated into the LLNL Worker Safety and Health Program and, thus, implementation documents and responsibilities are integrated in various documents and organizational structures. Program development and management of the CBDPP is delegated to the Environment, Safety and Health (ES&H) Directorate, Worker Safety and Health Functional Area. As per 10 CFR 850, Lawrence Livermore National Security, LLC (LLNS) periodically submits a CBDPP to the National Nuclear Security Administration/Livermore Site Office (NNSA/LSO). The requirements of this plan are communicated to LLNS workers through ES&H Manual Document 14.4, 'Working Safely with Beryllium.' 10 CFR 850 is implemented by the LLNL CBDPP, which integrates the safety and health standards required by the regulation, components of the LLNL Integrated Safety Management System (ISMS), and incorporates other components of the LLNL ES&H Program. As described in the regulation, and to fully comply with the regulation, specific portions of existing programs and additional requirements are identified in the CBDPP. The CBDPP is implemented by documents that interface with the workers, principally through ES&H Manual Document 14.4. This document contains information on how the management practices prescribed by the LLNL ISMS are implemented, how beryllium hazards that are associated with LLNL work activities are controlled, and who is responsible for implementing the controls. Adherence to the requirements and processes described in the ES&H Manual ensures that ES&H practices across LLNL are developed in a consistent manner. Other implementing documents, such as the ES&H Manual, are integral in effectively implementing 10 CFR 850.

    Infrared neural stimulation (INS) has been proposed as an alternative method to electrical stimulation because of its spatial selective stimulation. Independent of the mechanism for INS, to translate the method into a device it is important to determine the energy for stimulation required at the target structure. Custom-designed, flat and angle polished fibers, were used to deliver the photons. By rotating the angle polished fibers, the orientation of the radiation beam in the cochlea could be changed. INS-evoked compound action potentials and single unit responses in the central nucleus of the inferior colliculus (ICC) were recorded. X-ray computed tomography wasmore »used to determine the orientation of the optical fiber. Maximum responses were observed when the radiation beam was directed towards the spiral ganglion neurons (SGNs), whereas little responses were seen when the beam was directed towards the basilar membrane. The radiant exposure required at the SGNs to evoke compound action potentials (CAPs) or ICC responses was on average 18.9 ± 12.2 or 10.3 ± 4.9 mJ/cm2, respectively. For cochlear INS it has been debated whether the radiation directly stimulates the SGNs or evokes a photoacoustic effect. The results support the view that a direct interaction between neurons and radiation dominates the response to INS.« less

  11. Safeguard Requirements for Fusion Power Plants

    Nuclear proliferation risks from magnetic fusion energy associated with access to fissile materials can be divided into three main categories: 1) clandestine production of fissile material in an undeclared facility, 2) covert production and diversion of such material in a declared and safeguarded facility, and 3) use of a declared facility in a breakout scenario, in which a state openly produces fissile material in violation of international agreements. The degree of risk in each of these categories is assessed, taking into account both state and non-state actors, and it is found that safeguards are required for fusion energy to be highly attractive from a non-proliferation standpoint. Specific safeguard requirements and R&D needs are outlined for each category of risk, and the technical capability of the ITER experiment, under construction, to contribute to this R&D is noted. A preliminary analysis indicates a potential legal pathway for fusion power systems to be brought under the Treaty for the Non-Proliferation of Nuclear Weapons. "Vertical" proliferation risks associated with tritium and with the knowledge that can be gained from inertial fusion energy R&D are outlined.

    The Belle experiment, part of a broad-based search for new physics, is a collaboration of ~400 physicists from 55 institutions across four continents. The Belle detector is located at the KEKB accelerator in Tsukuba, Japan. The Belle detector was operated at the asymmetric electron-positron collider KEKB from 1999-2010. The detector accumulated more than 1 ab-1 of integrated luminosity, corresponding to more than 2 PB of data near 10 GeV center-of-mass energy. Recently, KEK has initiated a $400 million accelerator upgrade to be called SuperKEKB, designed to produce instantaneous and integrated luminosity two orders of magnitude greater than KEKB. The new international collaboration at SuperKEKB is called Belle II. The first data from Belle II/SuperKEKB is expected in 2015. In October 2012, senior members of the Belle-II collaboration gathered at PNNL to discuss the computing and neworking requirements of the Belle-II experiment with ESnet staff and other computing and networking experts. The day-and-a-half-long workshop characterized the instruments and facilities used in the experiment, the process of science for Belle-II, and the computing and networking equipment and configuration requirements to realize the full scientific potential of the collaboration's work.

    Non-commutative properties of single quanta must violate the limit of Bell's theorem, but not the boundary of Tsirelson's theorem. This is a consequence of three basic principles: superposition (every quantum is in many states at the same time), correspondence (only the net state of interference is real), and uncertainty (conjugate variables have inversely proportional spectra). The two conditions have only been verified with entangled pairs of quanta. It is not possible to perform incompatible measurements on the same entity. Hence, the principles of quantum mechanics cannot be verified directly. At least one of them could be wrong. Though, as shown by EPR, this can only be true if non-locality is at work. In light of the latest developments in quantum theory, even that assumption is insufficient. Non-local effects are either unable to cross Bell's limit, or forced to violate Tsirelson's bound. New layers of hidden variables are required to maintain belief in action-at-a-distance, but the three principles cannot be rejected in any case. Therefore, quantum mechanics is immune to this challenge. The hypothesis of non-locality is superfluous.

    This analysis report presents the projected requirements for uranium concentrate and uranium enrichment services to fuel the nuclear power plants expected to be operating under three nuclear supply scenarios. Two of these scenarios, the Lower Reference and Upper Reference cases, apply to the United States, Canada, Europe, the Far East, and other countries with free market economies (FME countries). A No New Orders scenario is presented only for the United States. These nuclear supply scenarios are described in Commercial Nuclear Power 1990: Prospects for the United States and the World (DOE/EIA-0438(90)). This report contains an analysis of the sensitivities of the nuclear fuel cycle projections to different levels and types of projected nuclear capacity, different enrichment tails assays, higher and lower capacity factors, changes in nuclear fuel burnup levels, and other exogenous assumptions. The projections for the United States generally extend through the year 2020, and the FME projections, which include the United States, are provided through 2010. The report also presents annual projections of spent nuclear fuel discharges and inventories of spent fuel. Appendix D includes domestic spent fuel projections through the year 2030 for the Lower and Upper Reference cases and through 2040, the last year in which spent fuel is discharged, for the No New Orders case. These disaggregated projections are provided at the request of the Department of Energy's Office of Civilian Radioactive Waste Management.

    Projections of uranium requirements (both yellowcake and enrichment services) and spent fuel discharges are presented, corresponding to the nuclear power plant capacity projections presented in ''Commercial Nuclear Power 1984: Prospects for the United States and the World'' (DOE/EIA-0438(85)) and the ''Annual Energy Outlook 1984:'' (DOE/EIA-0383(84)). Domestic projections are provided through the year 2020, with foreign projections through 2000. The domestic projections through 1995 are consistent with the integrated energy forecasts in the ''Annual Energy Outlook 1984.'' Projections of capacity beyond 1995 are not part of an integrated energy foreccast; the methodology for their development is explained in ''Commercial Nuclear Power 1984.'' A range of estimates is provided in order to capture the uncertainty inherent in such forward projections. The methodology and assumptions are also stated. A glossary is provided. Two appendixes present additional material.     This Monitored Retrievable Storage System Requirements Document (MRS-SRD) describes the functions to be performed and technical requirements for a Monitored Retrievable Storage (MRS) facility subelement and the On-Site Transfer and Storage (OSTS) subelement. The MRS facility subelement provides for temporary storage, at a Civilian Radioactive Waste Management System (CRWMS) operated site, of spent nuclear fuel (SNF) contained in an NRC-approved Multi-Purpose Canister (MPC) storage mode, or other NRC-approved storage modes.     As the model energy codes are improved to reach efficiency levels 50 percent greater than current codes, use of on-site renewable energy generation is likely to become a code requirement. This requirement will be needed because traditional mechanisms for code improvement, including envelope, mechanical and lighting, have been pressed to the end of reasonable limits. Research has been conducted to determine the mechanism for implementing this requirement (Kaufman 2011). Kaufmann et al. determined that the most appropriate way to structure an on-site renewable requirement for commercial buildings is to define the requirement in terms of an installed power density per unit of roof area. This provides a mechanism that is suitable for the installation of photovoltaic (PV) systems on future buildings to offset electricity and reduce the total building energy load. Kaufmann et al. suggested that an appropriate maximum for the requirement in the commercial sector would be 4 W/ft{sup 2} of roof area or 0.5 W/ft{sup 2} of conditioned floor area. As with all code requirements, there must be an alternative compliance path for buildings that may not reasonably meet the renewables requirement. This might include conditions like shading (which makes rooftop PV arrays less effective), unusual architecture, undesirable roof pitch, unsuitable building orientation, or other issues. In the short term, alternative compliance paths including high performance mechanical equipment, dramatic envelope changes, or controls changes may be feasible. These options may be less expensive than many renewable systems, which will require careful balance of energy measures when setting the code requirement levels. As the stringency of the code continues to increase however, efficiency trade-offs will be maximized, requiring alternative compliance options to be focused solely on renewable electricity trade-offs or equivalent programs. One alternate compliance path includes purchase of Renewable Energy Credits (RECs). Each REC represents a specified amount of renewable electricity production and provides an offset of environmental externalities associated with non-renewable electricity production. The purpose of this paper is to explore the possible issues with RECs and comparable alternative compliance options. Existing codes have been examined to determine energy equivalence between the energy generation requirement and the RECs alternative over the life of the building. The price equivalence of the requirement and the alternative are determined to consider the economic drivers for a market decision. This research includes case studies that review how the few existing codes have incorporated RECs and some of the issues inherent with REC markets. Section 1 of the report reviews compliance options including RECs, green energy purchase programs, shared solar agreements and leases, and other options. Section 2 provides detailed case studies on codes that include RECs and community based alternative compliance methods. The methods the existing code requirements structure alternative compliance options like RECs are the focus of the case studies. Section 3 explores the possible structure of the renewable energy generation requirement in the context of energy and price equivalence. The price of RECs have shown high variation by market and over time which makes it critical to for code language to be updated frequently for a renewable energy generation requirement or the requirement will not remain price-equivalent over time. Section 4 of the report provides a maximum case estimate for impact to the PV market and the REC market based on the Kaufmann et al. proposed requirement levels. If all new buildings in the commercial sector complied with the requirement to install rooftop PV arrays, nearly 4,700 MW of solar would be installed in 2012, a major increase from EIA estimates of 640 MW of solar generation capacity installed in 2009.     High-temperature superconducting (HTS) coated conductors in utility power transformers must satisfy a set of operating requirements that are driven by two major considerations-HTS transformers must be economically competitive with conventional units, and the conductor must be robust enough to be used in a commercial manufacturing environment. The transformer design and manufacturing process will be described in order to highlight the various requirements that it imposes on the HTS conductor. Spreadsheet estimates of HTS transformer costs allow estimates of the conductor cost required for an HTS transformer to be competitive with a similarly performing conventional unit.

    Although numerous options for the production of fuels from microalgae have been proposed, our analysis indicates that only two qualify for extensive development - gasoline and ester fuel. In developing the comparisons that support this conclusion, we have identified the major areas of microalgae production and processing that require extensive development. Technology success requires developing and testing processes that fully utilize the polar and nonpolar lipids produced by microalgae. Process designs used in these analyses were derived from fragmented, preliminary laboratory data. These results must be substantiated and integrated processes proposed, tested, and refined to be able to evaluate the commercial feasibility from microalgae. The production of algal feedstocks for processing to gasoline or ester fuel requires algae of high productivity and high lipid content that efficiently utilize saline waters. Species screening and development suggest that algae can achieve required standards taken individually, but algae that can meet the integrated requirements still elude researchers. Effective development of fuels from microalgae technology requires that R and D be directed toward meeting the integrated standards set out in the analysis. As technology analysts, it is inappropriate for us to dictate how the R and D effort should proceed to meet these standards. We end our role by noting that alternative approaches to meeting the feasibility targets have been identified, and it is now the task of program managers and scientists to choose the appropriate approach to assure the greatest likelihood of realizing a commercially viable technology. 70 refs., 39 figs., 35 tabs.

    Many of the United States’ hazardous and radioactively contaminated waste sites will not be sufficiently remediated to allow unrestricted land use because funding and technology limitations preclude cleanup to pristine conditions. This means that after cleanup is completed, the Department of Energy will have long-term stewardship responsibilities to monitor and safeguard more than 100 sites that still contain residual contamination. Long-term stewardship encompasses all physical and institutional controls, institutions, information, and other mechanisms required to protect human health and the environment from the hazards remaining. The Department of Energy Long-Term Stewardship National Program is in the early stages of development, so considerable planning is still required to identify all the specific roles and responsibilities, policies, and activities needed over the next few years to support the program’s mission. The Idaho National Engineering and Environmental Laboratory was tasked with leading the development of Science and Technology within the Long-Term Stewardship National Program. As part of that role, a task was undertaken to identify the existing science and technology related requirements, identify gaps and conflicts that exist, and make recommendations to the Department of Energy for future requirements related to science and technology requirements for long-term stewardship. This work is summarized in this document.

    This report documents the research effort to determine the requirements for new or improved analysis tools to support decisions at the strategic and operational levels for military Operations Other than War (OOTW). The work was performed for the Commander in Chief, U.S. Pacific Command (USCINCPAC). The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff`s Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

    Energy efficiency requirements were developed for manufactured (mobile) homes, which are regulated by the U.S. Department of Housing and Urban Development (HUD). A life-cycle cost analysis from the homeowner's perspective was used to establish parameters for a least-cost home in a large number of cities. Economic, financial, and energy-efficiency measures for the life-cycle cost analysis were selected. The resulting energy-efficiency levels were aggregated to the existing HUD zones and expressed as a maximum overall home U-value (thermal transmittance) requirement for the building envelope. The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code Uo requirements.

The report concludes with recommendations and a plan to engage stakeholders. This report does not evaluate whether the use of renewable energy should be required on buildings; that question involves a political decision that is beyond the scope of this report.

    Strategic Power Systems (SPS) was contracted by Sandia National Laboratories to assess the feasibility of adapting their ORAP (Operational Reliability Analysis Program) tool for deployment to the wind industry. ORAP for Wind is proposed for use as the primary data source for the CREW (Continuous Reliability Enhancement for Wind) database which will be maintained by Sandia to enable reliability analysis of US wind fleet operations. The report primarily addresses the functional requirements of the wind-based system. The SPS ORAP reliability monitoring system has been used successfully for over twenty years to collect RAM (Reliability, Availability, Maintainability) and operations data for benchmarking and analysis of gas and steam turbine performance. This report documents the requirements to adapt the ORAP system for the wind industry. It specifies which existing ORAP design features should be retained, as well as key new requirements for wind. The latter includes alignment with existing and emerging wind industry standards (IEEE 762, ISO 3977 and IEC 61400). There is also a comprehensive list of thirty critical-to-quality (CTQ) functional requirements which must be considered and addressed to establish the optimum design for wind.

    This document is the plan defining the video coverage requirements for the equipment removal event of the Hydrogen Mitigation Test (HMT) mixer pump currently installed in high level nuclear waste storage Tank 241-SY-101. When the mixer pump fails the removal and installation of a spare pump will be a time critical event. Since the success of the HMT mixer pump has resolved the DOE safety issue it is absolutely essential that mixing be restored to the tank in a short as time possible. Therefore, the removal of the failed pump and the installation of the spare pump must be anticipated and planned well in advance. The removal, containment, transporting, and storage of the failed pump is a very complex and hazardous task. The successful completion of this task will require careful planning and monitoring. Certain events, during the removal and subsequent installation of the new pump, will require video observation and storage for safety, documenting, training, and promotional use. Furthermore, certain events will require close monitoring and observation by the event directors and key supervisory personnel for the execution of specific tasks during the equipment removal event.
