  16. ORFIN: An electric utility financial and production simulator

    With the coming changes in the electrical industry, there is a broad need to understand the impacts of restructuring on customers, existing utilities, and other stakeholders. Retail wheeling; performance-based regulation; unbundling of generation, transmission, and distribution; and the impact of stranded commitments are all key issues in the discussions of the future of the industry. To quantify these issues, financial and production cost models are required. The authors have created a smaller and faster finance and operations model call the Oak Ridge Financial Model (ORFIN) to help analyze the ramifications of the issues identified above. It combines detailed pricing and financial analysis with an economic dispatch model over a multi-year period. Several types of ratemaking are modeled, as well as the wholesale market and retail wheeling. Multiple plants and purchased power contracts are modeled for economic dispatch, and separate financial accounts are kept for each. Transmission, distribution, and other functions are also broken out. Regulatory assets such as deferred tax credits and demand-side management (DSM) programs are also included in the income statement and balance sheet. This report describes some of the key features of the model. Examples of the financial reports are shown, with a description of their formulation. Some of the ways these results can be used in analyzing various issues are provided.

    The California Public Utilities Commission (CPUC) requested assistance in identifying methodological alternatives for quantifying the benefits of renewable electricity. The context is the CPUC's analysis of a 33% renewable portfolio standard (RPS) in California--one element of California's Climate Change Scoping Plan. The information would be used to support development of an analytic plan to augment the cost analysis of this RPS (which recently was completed). NREL has responded to this request by developing a high-level survey of renewable electricity effects, quantification alternatives, and considerations for selection of analytic methods. This report addresses economic effects and health and environmental effects, and provides an overview of related analytic tools. Economic effects include jobs, earnings, gross state product, and electricity rate and fuel price hedging. Health and environmental effects include air quality and related public-health effects, solid and hazardous wastes, and effects on water resources.

    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    The emergence of competitive markets for electricity generation services is changing the way that electricity is and will be priced in the United States. This report presents the results of an analysis that focuses on two questions: (1) How are prices for competitive generation services likely to differ from regulated prices if competitive prices are based on marginal costs rather than regulated {open_quotes}cost-of-service{close_quotes} pricing? (2) What impacts will the competitive pricing of generation services (based on marginal costs) have on electricity consumption patterns, production costs, and the financial integrity patterns, production costs, and the financial integrity of electricity suppliers? This study is not intended to be a cost-benefit analysis of wholesale or retail competition, nor does this report include an analysis of the macroeconomic impacts of competitive electricity prices.

    Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

    The first step in financing a street lighting retrofit is a detailed financial analysis. Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision. For this reason, the Illuminating Engineering Society (IES) recommends a full life cycle cost/benefit analysis (LCCBA).

The requests indicate a requested quantity of electricity and a consumer-requested index value indicative of a maximum price a respective end-use consumer will pay for the requested quantity of electricity. A plurality of offers for supplying electricity are received from a plurality of resource suppliers. The offers indicate an offered quantity of electricity and a supplier-requested index value indicative of a minimum price for which a respective supplier will produce the offered quantity of electricity. A dispatched index value is computed at which electricity is to be supplied based at least in part on the consumer-requested index values and the supplier-requested index values.

    The Street and Parking Facility Lighting Retrofit Financial Analysis Tool was developed by a partnership of the DOE Municipal Solid-State Street Lighting Consortium, the Clinton Climate Initiative (CCI)/C40, and the Federal Energy Management Program (FEMP), for the financial analysis of retrofitting street and parking facility lighting with more efficient alternatives. Property owners, city and other government agencies, utilities, and energy efficiency organizations can use this tool to compute annualized energy and energy-cost savings, maintenance savings, greenhouse gas reductions, net present value, and simple payback associated with potential lighting upgrades.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. We presented the results to the policy community through a public briefing in December on Capitol Hill. The full report is publicly available at www.ametsoc.org/cin. The Electric Power Annual is prepared by the Survey Management Division; Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. ``The US Electric Power Industry at a Glance`` section presents a profile of the electric power industry ownership and performance, and a review of key statistics for the year. Subsequent sections present data on generating capability, including proposed capability additions; net generation; fossil-fuel statistics; retail sales; revenue; financial statistics; environmental statistics; electric power transactions; demand-side management; and nonutility power producers. In addition, the appendices provide supplemental data on major disturbances and unusual occurrences in US electricity power systems. Each section contains related text and tables and refers the reader to the appropriate publication that contains more detailed data on the subject matter. Monetary values in this publication are expressed in nominal terms.

    This report traces key financial trends in the US energy industry for the first quarter of 1994. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s, Earnings Digest. Return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area. These data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations.

    The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

    A method is provided for controlling a power train system for a hybrid electric vehicle. The method includes a torque distribution strategy for controlling the engine and the electric motor. The engine and motor commands are determined based upon the accelerator position, the battery state of charge and the amount of engine and motor torque available. The amount of torque requested for the engine is restricted by a limited rate of rise in order to reduce the emissions from the engine. The limited engine torque is supplemented by motor torque in order to meet a torque request determined based upon the accelerator position.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Each request is assigned a unique identifying number. The first two digits of this number give the year the request was initiated. All requests for a given Isotope and Quantity are grouped (or blocked) together. The requests in a block are followed by any status comments. Each request has a unique Isotope, Quantity and Requester. The requester is identified by laboratory, last name, and sponsoring US government agency, e.g., BET, Steen, DNR. All requests must give the energy (or range of energy) for the incident particle when appropriate. The accuracy needed in percent is also given. The error quoted is assumed to be 1-sigma at each measured point in the energy range requested unless a comment specifies otherwise. Sometimes a range of accuracy indicated by two values is given or some statement is given in the free text comments. An incident energy resolution in percent is sometimes given.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    This compilation represents the current needs for nuclear data measurements and evaluations as expressed by interested fission and fusion reactor designers, medical users of nuclear data, nuclear data evaluators, CSEWG members and other interested parties. The requests and justifications are reviewed by the Data Request and Status Subcommittee of CSEWG as well as most of the general CSEWG membership. The basic format and computer programs for the Request List were produced by the National Nuclear Data Center (NNDC) at Brookhaven National Laboratory. The NNDC produced the Request List for many years. The Request List is compiled from a computerized data file. Each request has a unique isotope, reaction type, requestor and identifying number. The first two digits of the identifying number are the year in which the request was initiated. Every effort has been made to restrict the notations to those used in common nuclear physics textbooks. Most requests are for individual isotopes as are most ENDF evaluations, however, there are some requests for elemental measurements. Each request gives a priority rating which will be discussed in Section 2, the neutron energy range for which the request is made, the accuracy requested in terms of one standard deviation, and the requested energy resolution in terms of one standard deviation. Also given is the requestor with the comments which were furnished with the request. The addresses and telephone numbers of the requestors are given in Appendix 1. ENDF evaluators who may be contacted concerning evaluations are given in Appendix 2. Experimentalists contemplating making one of the requested measurements are encouraged to contact both the requestor and evaluator who may provide valuable information. This is a working document in that it will change with time. New requests or comments may be submitted to the editors or a regular CSEWG member at any time.

    The intent of this paper is to demonstrate an electrical safety program that incorporates all workers into the program, not just the electrical workers. It is largely in response to a paper presented at the 2012 ESW by Lanny Floyd entitled "Facilitating Application of Electrical Safety Best Practices to "Other" Workers" which requested all attendees to review their electrical safety program to assure that non-electrical workers were protected as well as electrical workers. The referenced paper indicated that roughly 50% of electrical incidents involve workers whose primary function is not electrical in nature. It also encouraged all to "address electrical safety for all workers and not just workers whose job responsibilities involve working on or near energized electrical circuits." In this paper, a program which includes specific briefings to non-electrical workers as well as to workers who may need to perform their normal activities in proximity to energized electrical conductors is presented. The program uses a targeted approach to specific areas such as welding, excavating, rigging, chart reading, switching, cord and plug equipment and several other general areas to point out hazards that may exist and how to avoid them. NFPA 70E-2004 was incorporated into the program several years ago and with it the need to include the "other" workers became apparent. The site experience over the years supports the assertion that about half of the electrical incidents involve non-electrical workers and this prompted us to develop specific briefings to enhance the knowledge of the non-electrical worker regarding safe electrical practices. The promotion of "May is Electrical Safety Month" and the development of informative presentations which are delivered to the general site population as well as electrical workers have greatly improved the hazards awareness status of the general worker on site.

    This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

    This report traces key financial trends in the US energy industry for the fourth quarter of 1993. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest; return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations. Based on information provided in 1993 fourth quarter financial disclosures, the net income for 82 petroleum companies -- including 18 majors -- was unchanged between the fourth quarter of 1992 and the fourth quarter of 1993. An 18-percent decline in crude oil prices resulted in a deterioration of the performance of upstream (oil and gas production) petroleum companies during the final quarter of 1993. However, prices for refined products fell much less than the price of crude oil, resulting in higher refined product margins and downstream (refining, marketing and transport) petroleum earnings. An increase in refined product demand also contributed to the rise in downstream income.

    At the request of the Pacific Northwest National Laboratory, an in-depth analysis of the rapidly evolving state of real estate investments, high-performance building technology, and interest in efficiency was conducted by HaydenTanner, LLC, for the U.S. Department of Energy (DOE) Building Technologies Program. The analysis objectives were • to evaluate the link between high-performance buildings and their market value • to identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to appropriately value and deploy high-performance strategies and technologies across new and existing buildings • to summarize financial mechanisms that facilitate increased investment in these buildings. To meet these objectives, work consisted of a literature review of relevant writings, examination of existing and emergent financial and policy mechanisms, interviews with industry stakeholders, and an evaluation of the value implications through financial modeling. This report documents the analysis methodology and findings, conclusion and recommendations. Its intent is to support and inform the DOE Building Technologies Program on policy and program planning for the financing of high-performance new buildings and building retrofit projects.

    The US DOE sponsors Advanced Vehicle Technology competitions to help educate the public and advance new vehicle technologies. For several years, DOE has provided financial and technical support for the American Tour de Sol. This event showcases electric and hybrid electric vehicles in a road rally across portions of the northeastern United States. The specifications contained in this technical memorandum apply to vehicles that will be entered in the 1997 American Tour de Sol. However, the specifications were prepared to be general enough for use by other teams and individuals interested in developing hybrid electric vehicles. The purpose of the specifications is to ensure that the vehicles developed do not present a safety hazard to the teams that build and drive them or to the judges, sponsors, or public who attend the competitions. The specifications are by no means the definitive sources of information on constructing hybrid electric vehicles - as electric and hybrid vehicles technologies advance, so will the standards and practices for their construction. In some cases, the new standards and practices will make portions of these specifications obsolete.

    This paper discusses the potential for energy and power savings that exist in electric power delivery systems. These savings translate into significant financial and environmental benefits for electricity producers and consumers as well as for society in general. AlliedSignal`s knowledge and perspectives on this topic are the result of discussions with hundreds of utility executives, government officials and other industry experts over the past decade in conjunction with marketing our Amorphous Metal technology for electric distribution transformers. Amorphous metal is a technology developed by AlliedSignal that significantly reduces the energy lost in electric distribution transformers at an incremental cost of just a few cents per kilo-Watt-hour. The purpose of this paper is to discuss: Amorphous Metal Alloy Technology; Energy Savings Opportunity; The Industrial Barriers and Remedies; Worldwide Demand; and A Low Risk Strategy. I wish this presentation will help KEPCO achieve their stated aims of ensuring sound development of the national economy and enhancement of public life through the economic and stable supply of electric power. AlliedSignal Korea Ltd. in conjunction with AlliedSignal Amorphous Metals in the U.S. are here to work with KEPCO, transformer manufacturers, industry, and government agencies to achieve greater efficiency in power distribution.

    The purpose of this compilation is to summarize the current needs of US Nuclear Energy programs and other applied technolgies for nuclear data. It is the result of a biennial review in which the Department of Energy (DOE) and contractors, Department of Defense Laboratories and contractors, and other interested groups have been asked to review and revise their requests for nuclear data. It was felt that the evaluators of cross section data and the users of these evaluations should be involved in the review of the data requests to make this compilation more useful. This request list is ordered by target nucleus (Isotope) and then reaction type (Quantity). Each request is assigned a unique identifying number. The first two digits of this number give the year the request was initiated. All requests for a given Isotope and Quantity are grouped (or blocked) together. The requests in a block are followed by any status comments. Each request has a unique Isotope, Quantity and Requester. The requester is identified by laboratory, last name, and sponsoring US government agency, e.g., BET, DEI, DNR. All requesters, together with their addresses and phone numbers, are given in appendix B. A list of the evaluators responsible for ENDF/B-V evaluations with their affiliation appears in appendix C. All requests must give the energy (or range of energy) for the incident particle when appropriate. The accuracy needed in percent is also given. The error quoted is assumed to be 1-sigma at each measured point in the energy range requested unless a comment specifies otherwise. Sometimes a range of accuracy indicated by two values is given or some statement is given in the free text comments. An incident particle energy resolution in percent is sometimes given. (WHK)
