    Foster Wheeler Power Systems Inc., and its partners--Petrox SA Refineria de Petroleo and Empresa Nacional de Petroleo (ENAP), the Chilean national oil company--closed on the financing of Petropower Energia Limitada, a $237 million financed combination delayed coker-cogeneration facility. The facility is now under construction adjacent to Petrox`s 84,000 b/d Talcahuano refinery, near Concepcion. In addition to the low interest rate of 7.36%--only 170 basis points over the 10 year US Treasury yield--the project was rated investment-grade by Standard and Poor`s. The Petropower project also has the distinction of having the longest term--18 years--for any project financing in Latin America. The project is unique in other ways: it is the Republic of Chile`s first public/private partnership and also the first project to combine petroleum coking technology with cogeneration technology in a single project financing. The paper discusses risk assumption, the Petropower project, organization, delayed coker facility, hydrotreater unit, cogeneration facility, environmental assessment, Chile`s changing market, and project benefit.

  11. Petropower energia project under way in Chile promises refiner better economics at lower cost

    Construction of the Republic of Chile`s first public/private industrial partnership project is well under way. Ground was broken for the $232-million Petropower Energia Limitada project early this year, shortly after the final contract between the parties - Foster Wheeler Power Systems, Inc. (FWPS); Petrox S.A. Refineria de Petroleo and Empresa Nacional del Petroleo (ENAP) - was signed. The Petropower project, located adjacent to Petrox`s 84,000-b/d refinery in Talcahuano, represents the first project ever to combine petroleum coking technology with cogeneration technology in a single project financing. Petropower is 85% owned by FWPS, 7.5% by ENAP, the Chilean national oil company and parent of Petrox S.A. When completed in mid-1998, the Petropower project will enable Petrox to refine heavier crudes and enhance the refinery`s flexibility and economics. The project will consist of a delayed coking facility (a 12,000-b/d delayed coking unit and a 7,000-b/d hydrotreating plant) and a 67-MW (59 MW net) cogeneration plant. The coke produced will fuel a Foster Wheeler proprietary-design circulating fluidized-bed (CFB) boiler which will generate all the high-pressure steam and electric power needs of the Petrox refinery. This unit will be the first circulating fluidized-bed boiler to be built in Latin America. The cogeneration facility, using limestone as a reagent and equipped with a baghouse, will control SO{sub x} emissions from combustion of the green coke fuel and easily meet all Chilean environmental standards. Moreover, by constructing the cogeneration facility, Petrox will not have to proceed with capital improvements to existing facilities to ensure a reliable source of steam and electricity, resulting in substantial savings for Petrox. The cogeneration plant provides a permanent {open_quotes}disposal{close_quotes} for all coke produced by the delayed coker, thereby solving any future problems of unwanted or excess coke.

  20. Petroleum possibilities in continental margin off central Chile

    The continental margin off central Chile, from Valparaiso to Valdivia, encompassing an area of 100,000 km/sup 2/, has been the target of exploratory activity by Empresa Nacional del Petroleo since 1970. Exploratory drilling began in 1972. By August 1984, total exploratory efforts had resulted in drilling 14 offshore wells and acquiring 12,130 km of seismic reflection lines. A biogenic gas accumulation was discovered in the F well. Because these attempts to find oil were unsuccessful and because drilling costs have escalated, exploratory activities have been curtailed. Forearc basins off central Chile are characterized by low geothermal gradient and a sedimentary filling of Cretaceous and Tertiary strata. Tertiary sequences are characterized by low organic carbon content, immature humic-type organic matter, and a biogenic gas potential. Cretaceous sequences are characterized by higher organic carbon content, good reservoir rocks, and fair to good source rocks. The organic matter is sapropelic, with vitrinite and liptinites, and is favorable for oil and gas generation. Seismic and well data suggest that Mesozoic and Cenozoic sedimentary rock sequences filling the basins (more than 4000 m thick at the shelf edge) extend 40-70 km beyond the present shelf edge. Mesozoic rocks deposited on the slope may generate petroleum and gas that could migrate upslope and accumulate in traps associated with the faulted basement highs and graben-type depressions existing at the shelf edge. This geologic setting favors the development of large petroleum accumulations along the shelf edge and graben on the sedimentary basins off central Chile.

  4. Apacheta, a new geothermal prospect in Northern Chile

    The discovery of two high-temperature fumaroles, with gas geochemistry compatible with an economic geothermal system, established Apacheta as one of the most attractive geothermal exploration prospects in northern Chile. These remote fumaroles at 5,150 m elevation were first sampled in 1999 by ENAP and its partners, following up on the reports of a CODELCO water exploration well that flowed small amounts of dry steam at 4,540 m elevation in the valley 4.5 km east of the fumaroles. The prospect is associated with a Plio-Pleistocene volcanic complex located within a NW-trending graben along the axis of the high Andes. The regional water table is 4,200 masl. There are no hot springs, just the 88 degrees C steam well and the 109 degrees and 118 degrees C fumaroles with gas compositions that indicate reservoir temperatures of greater than or equal to 250 degrees C, using a variety of gas geothermometers. An MT-TDEM survey was completed in 2001-2002 by Geotermica del Norte (SDN), an ENAP-C ODELCO partnership, to explore the Apacheta geothermal concession. The survey results indicated that base of the low resistivity clay cap has a structural apex just west of the fumaroles, a pattern typically associated with shallow permeability within a high temperature geothermal resource. SGN plans to drill at least one exploration well in 2002-03 to characterize a possible economic resource at Apacheta.

    Each month, approximately 45,000 people die from violence, hunger, disease, and other effects of displacement as a result of war in the Democratic Republic of the Congo (DRC). The country is often said to be plagued by a 'resource curse.' During each period in history since its discovery by the West, the DRC has possessed the resources the world craves and the world has sought these without regard for the consequences to the Congolese people. The catastrophic consequences of Congo's history of natural resource exploitation are the direct and indirect death of millions of Congolese people. The current war in Congo is multi-causal in nature but explanations are often reduced to describing it as an ethic conflict based on objective grievance. Objective grievance such as inequality, ethnic tensions, land disputes, and lack of democracy do exist, but they are neither necessary nor sufficient to explain the cause of the violent conflict, and more importantly, they fall short in explaining why this conflict has continued for years. The reality is the conflict is an economic war in which the trade of conflict minerals, gold and the 3Ts (tin, tantalum, tungsten), is directly linked to the financial sustainability of the groups fighting each other in eastern DRC. Objective grievance is a by-product of the conflict, used to create a false but plausible moral justification to continue violence. This paper examines the history of conflict in the DRC and the socio-economic variables contributing to the current war fought over conflict minerals.

    According to recommended approach there are six (from total of twelve) open-to-public caves in Czech Republic, reaching near to an effective lung-dose of 6mSv/year. A conservative approach for estimating the potential effective lung-dose in caves (or underground) is based on two season's measurements, using solid state alpha track detector (Kodak in plastic diffusion chamber). The obtained dataset is converted into an annual effective dose, in agreement with the ICRP65 recommendation, using the 'cave factor' 1.5. The value of 'cave factor' which depends on the spectrum of aerosol particles, or on the proportional representation of the unattached/attached ratio (6.5 : 93.5 for residential places, 13.6 : 86.4 for caves due to lower concentration of free aerosols) and on the equilibrium factor. Thus conversion factor is 1.5 times higher in comparison with ICRP 65. Is this correct? Because a more precisely determined dose value would have a significant impact on radon remedies, or on restricting the time workers stay underground, a series of measurement was initiated in 2003 with the aim to specify input data, computation and errors in effective dose assessment in each one of the evaluated caves separately. The enhancement of personal dosimetry for underground work places includes a study of the given questions, from the following points of view in each cave: continual radon measurement; regular measurements of radon and its daughters to estimate the equilibrium factor and the presence of free {sup 218}Po; regular indoor air flow measurements to study the location of the radon supply and its transfer among individual areas of the cave; natural radioactive element content evaluation in subsoil and in water inside/outside, a study of the radon sources in the cave; determination of the free fraction from continual unattached and attached fraction measurement (grid and filter); thoron measurement. Air flow measurements provide very interesting information about the origin of 'radon pockets' with very high radon concentration, and enable study of the location of the radon supply and its transfer among individual areas of the cave. Most of the results show the equilibrium factor around F = 0.2-0.7 and the unattached fraction around 2%-30%. One of the most important question remains: how accurately was the unattached fraction measured? Part of this project was to verify the influence of etched track detector position in the cave.

  13. Analysis of Minimum Efficiency Performance Standards for Residential General Service Lighting in Chile

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market. Using these data, PAMS calculates the costs and benefits of efficiency standards from two distinct but related perspectives: (1) The Life-Cycle Cost (LCC) calculation examines costs and benefits from the perspective of the individual household; and (2) The National Perspective projects the total national costs and benefits including both financial benefits, and energy savings and environmental benefits. The national perspective calculations are called the National Energy Savings (NES) and the Net Present Value (NPV) calculations. PAMS also calculate total emission mitigation and avoided generation capacity. This paper describes the data and methodology used in PAMS and presents the results of the proposed phase out of incandescent bulbs in Chile.

    The Czech Republic is a country with a well-developed peaceful utilization of nuclear energy and ionizing radiation. Sealed Radioactive Sources (further also SRS) are broadly used in many areas in the Czech Republic, e.g. in research, industry, medicine, education, agriculture, etc. Legislation in the field of ionizing radiation source utilization has been fully harmonized with European Community legislation. SRS utilization demands a proper system which must ensure the safe use of SRS, including the management of disused (spent) and orphaned SRS. In the Czech Republic, a comprehensive system of SRS management has been established that is comparable with systems in other developed countries. The system covers both legal and institutional aspects. The Central Register of Ionizing Radiation Sources is an important part of the system. It is a tracking system that covers all activities related to SRS, from their production or import to the end of their use (recycling or disposal). Many spent SRS are recycled and can be used for other purposes after inspection, repacking or reprocessing. When the disused SRS are not intended for further use, they are managed as radioactive waste (RAW). The system of SRS management also ensures the suitable resolution of situations connected with improper SRS handling (in the case of orphaned sources, accidents, etc.). (author)

    This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

    In humans, ingested inorganic arsenic is metabolized to monomethylarsenic (MMA) then to dimethylarsenic (DMA), although this process is not complete in most people. The trivalent form of MMA is highly toxic in vitro and previous studies have identified associations between the proportion of urinary arsenic as MMA (%MMA) and several arsenic-related diseases. To date, however, relatively little is known about its role in lung cancer, the most common cause of arsenic-related death, or about its impacts on people drinking water with lower arsenic concentrations (e.g., < 200 ?g/L). In this study, urinary arsenic metabolites were measured in 94 lung and 117 bladder cancer cases and 347 population-based controls from areas in northern Chile with a wide range of drinking water arsenic concentrations. Lung cancer odds ratios adjusted for age, sex, and smoking by increasing tertiles of %MMA were 1.00, 1.91 (95% confidence interval (CI), 0.993.67), and 3.26 (1.766.04) (p-trend < 0.001). Corresponding odds ratios for bladder cancer were 1.00, 1.81 (1.063.11), and 2.02 (1.153.54) (p-trend < 0.001). In analyses confined to subjects only with arsenic water concentrations < 200 ?g/L (median = 60 ?g/L), lung and bladder cancer odds ratios for subjects in the upper tertile of %MMA compared to subjects in the lower two tertiles were 2.48 (1.085.68) and 2.37 (1.015.57), respectively. Overall, these findings provide evidence that inter-individual differences in arsenic metabolism may be an important risk factor for arsenic-related lung cancer, and may play a role in cancer risks among people exposed to relatively low arsenic water concentrations. - Highlights: Urine arsenic metabolites were measured in cancer cases and controls from Chile. Higher urine %MMA values were associated with increased lung and bladder cancer. %MMA-cancer associations were seen at drinking water arsenic levels < 200 ?g/L.

    Argonne National Laboratory prepared this report, under the sponsorship of the Office of Vehicle Technologies (OVT) of the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy, for the Vehicles Technologies Team. The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

  19. Advanced battery technology for electric two-wheelers in the people's Republic of China.

    This report focuses on lithium-ion (Li-ion) battery technology applications for two- and possibly three-wheeled vehicles. The author of this report visited the People's Republic of China (PRC or China) to assess the status of Li-ion battery technology there and to analyze Chinese policies, regulations, and incentives for using this technology and for using two- and three-wheeled vehicles. Another objective was to determine if the Li-ion batteries produced in China were available for benchmarking in the United States. The United States continues to lead the world in Li-ion technology research and development (R&D). Its strong R&D program is funded by the U.S. Department of Energy and other federal agencies, such as the National Institute of Standards and Technology and the U.S. Department of Defense. In Asia, too, developed countries like China, Korea, and Japan are commercializing and producing this technology. In China, more than 120 companies are involved in producing Li-ion batteries. There are more than 139 manufacturers of electric bicycles (also referred to as E-bicycles, electric bikes or E-bikes, and electric two-wheelers or ETWs in this report) and several hundred suppliers. Most E-bikes use lead acid batteries, but there is a push toward using Li-ion battery technology for two- and three-wheeled applications. Highlights and conclusions from this visit are provided in this report and summarized.

  20. FOSTERING MULTI-LATERAL COOPERATION BETWEEN THE GOVERNMENTS OF DOMINICAN REPUBLIC, COLOMBIA, AND THE UNITED STATES TO ENHANCE THE PROTECTION OF HIGH-ACTIVITY RADIOACTIVE SOURCES

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Dominican Republic, the GTRI first received contact in 2008 from the Government of Dominican Republic. They requested cooperation that was similar to the tri-partite cooperation between Colombia, Mexico and the United States. Throughout the region it was widely known that the GTRIs cooperation with the Government of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they traveled to the Dominican Republic and provided briefings and presentations which demonstrated its successful cooperation with the GTRI. Shortly after that visit, the Government of Dominican Republic agreed to move forward and requested that the cooperative efforts in Dominican Republic be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians, and the financial and technical support of the United States. As a result, two of Dominican Republics largest radioactive sites had security upgrades in place within 90 days of the cooperation visit in December 2008.

  1. Management of Disused Radioactive Sealed Sources in the Slovak Republic - 12100

    After splitting-up the Czechoslovak Federation in 1993, the system of management of institutional radioactive waste, where disused sources represent its significant part, had had to build from beginning, since all corresponding activities had remained in the Czech part of the Federation. The paper presents the development of legislative and institutional framework of the disused radioactive sealed source management, development of the national inventory and development of management practices. According the Governmental decision (1994), the management of disused sealed sources and institutional radioactive waste at whole was based on maximal utilization of facilities inside nuclear facilities, particularly in the NPP A1 (shut down in the past, currently under decommissioning). This approach has been recently changing by Governmental decision (2009) to construct 'non-nuclear facility' - central storage for remained disused sealed sources collected from the places of use, where they were stored in some cases for tens of years. The approaches to siting and construction of this storage facility will be presented, as well as the current approaches to solution of the disused radioactive sources final disposal. Environmental impact assessment process in regard to the given facility/activity is slowly drawing to a close. The final statement of the Ministry of Environment can be expected in January or February 2012, probably recommending option 1 as preferred [6]. According to the Slovak legislation, the final statement has a status of recommendation for ongoing processes leading to the siting license. Very recently, in December 2012, Government of the Slovak republic decided to postpone putting the facility into operation by the end of June, 2014. (author)

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

  3. Transportation of foreign-owned enriched uranium from the Republic of Georgia. Environmental assessment for Project Partnership

    The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

    On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Re, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    This environmental assessment (EA) will evaluate the potential environmental impacts of a DOE proposal to accept used nuclear fuel from the Federal Republic of Germany at DOEs Savannah River Site (SRS) for processing and disposition. This used nuclear fuel is composed of kernels containing thorium and U.S.-origin highly enriched uranium (HEU) embedded in small graphite spheres that were irradiated in nuclear reactors used for research and development purposes.

It also identified policies and strategies for implementation of pollution control measures at the local level. Plzen, Czech Republic, was chosen as the conference site to show participants first hand the LES problems facing Eastern Europe today. Collectively, these Proceedings contain clear reports on: (a) methods for evaluating the cost effectiveness of alternative approaches to control pollution from small coal-fired boilers and furnaces; (b) cost-effective technologies for controlling pollution from coal-fired boilers and furnaces; (c) case studies of assessment of cost effective pollution control measures for selected cities in eastern Europe; and (d) approaches for actually implementing pollution control measures in cities in Eastern Europe.     The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

    Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

The potential of energy recovery of household waste in Czech republic was assesed. - Abstract: The authors of this paper report on the changing character of household waste, in the Czech Republic between 1999 and 2009 in households differentiated by their heating methods. The data presented are the result of two projects, financed by the Czech Ministry of Environment, which were undertaken during this time period with the aim of focusing on the waste characterisation and complete analysis of the physicochemical properties of the household waste. In the Czech Republic, the composition of household waste varies significantly between different types of households based on the methods of home heating employed. For the purposes of these studies, the types of homes were divided into three categories urban, mixed and rural. Some of the biggest differences were found in the quantities of certain subsample categories, especially fine residue (matter smaller than 20 mm), between urban households with central heating and rural households that primarily employ solid fuel such coal or wood. The use of these solid fuels increases the fraction of the finer categories because of the higher presence of ash. Heating values of the residual household waste from the three categories varied very significantly, ranging from 6.8 MJ/kg to 14.2 MJ/kg in 1999 and from 6.8 MJ/kg to 10.5 MJ/kg in 2009 depending on the type of household and season. The same factors affect moisture of residual household waste which varied from 23.2% to 33.3%. The chemical parameters also varied significantly, especially in the quantities of Tl, As, Cr, Zn, Fe and Mn, which were higher in rural households. Because knowledge about the properties of household waste, as well as its physicochemical characteristics, is very important not only for future waste management, but also for the prediction of the behaviour and influence of the waste on the environment as the country continues to streamline its legislation to the European Unions solid waste mandates, the results of these studies were employed by the Czech Ministry of Environment to optimise the national waste management strategy.

    Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

  14. Geometry and evolution of the frontal part of the Magallanes foreland thrust and fold belt (Vicuna Area), Tierra del Fuego, southern Chile

    The Magallanes foreland thrust and fold belt is a thin-skinned foreland thrust and fold belt of Paleocene to Oligocene age that deforms Upper Jurassic through Tertiary volcanic, volcaniclastic, and siliciclastic strata of the Magallanes basin, southern Andean Cordillera, Chile. This paper is a detailed description and analysis of the geology and structural evolution of the thrust front (Vicuna area of southern Tierra del Fuego). Reflection seismic and well data, together with 1:50,000 scale geological mapping, have been used in the analysis. In the southern part of the Vicuna area, two different thrust systems have been found: an upper imbricate fan that deforms Upper Jurassic and Cretaceous strata, and a younger, lower duplex composed of Cretaceous and probably Upper Jurassic rocks. The imbricate fan is characterized by fault-propagation folding in which listric thrust faults merge downward into a sole thrust that probably is located within the Upper Jurassic stratigraphy. The sole thrust of the upper imbricates forms the roof thrust of the underlying duplex. In the northern part of the Vicuna area, the syntectonic sedimentary wedge of the foredeep consists of Late Cretaceous through Tertiary siliciclastics that have been deformed and uplifted by passive back thrusting at the triangle zone. The structural style in the foreland region shows three main subhorizontal detachment levels located within the sedimentary wedge as a result of the progressive transfer of slip from the thrust belt to the foreland. Minor blind thrusts produce stacked [open quotes]pop up[close quotes] and triangle structures that result in complex geometries in the cores of anticlines. A forward-breaking sequence of thrusting is interpreted. During deformation, the active foredeep wedge migrated at least 10 km northward. Balanced geological cross sections indicate approximately 60% (-30 km) shortening for this part of the Magallanes thrust belt.

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future. The potential market for IGCC systems in China and the competitiveness of IGCC technology with other clean coal options for China have been analyzed in the report. Such information will be useful not only to the Chinese government but also to US vendors and companies. The goal of this report is to analyze the energy supply structure of China, China`s energy and environmental protection demand, and the potential market in China in order to make a justified and reasonable assessment on feasibility of the transfer of US Clean Coal Technologies to China.     Individual country reports on drilling, oil and gas production, and petroleum exploration and reserves are given for Africa. Nigeria was the continent's largest oil producer in 1979, averaging 2.3 million bpd, followed closely by Libya with 2.07 million bpd. Algeria cut production of crude oil in 1979 to a level of 1,194,350 bpd, and increased gas production to 2031 mmcfd. In Egypt, the return of Israeli-occupied oil fields and a surge in productive capacity enabled production averaging 524,000 bpd. Brief country reports are included for Gabon, Angola, Republic of the Congo, Cameroun, Tunisia, Morocco, Zaire, Ivory Coast, Ghana, Niger, Chad, Republic of South Africa, Sudan, Tanzania, Equatorial Guinea, Seychelles Islands, Mauritania, Republic of Mali, Benin, Kenya, Madagascar, Botswana, Gambia, Mozambique, and Senegal.

    This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    The objective of the study was to determine the commercial viability of an Ocean Thermal Energy Conversion (OTEC) electric power plant at the Majuro Atoll in the Marshall Islands. It was concluded that various technology improvements and economic factors have converged to present a feasible opportunity. United States industrial and research organizations are technically capable of developing a commercial OTEC industry for domestic and export markets. It is estimated that 100% of OTEC equipment and services could be supplied by United States firms. However, Japan has aggressively pursued OTEC development with an apparent goal of dominating the export market.

    China's main energy source is coal, but transportation and environmental problems make that fuel less than desirable. Therefore, the Chinese, as part of an effort toward alternative energy sources, are developing nuclear power plants. In addition to providing a cleaner power source, development of nuclear energy would improve the Chinese economic condition and give the nation greater world status. China's first plants, at Qinshan and Daya Bay, are still incomplete. However, China is working toward completion of those reactors and planning the training and operating procedures needed to operate them. At the same time, it is improving its nuclear fuel exports. As they develop the capability for generating nuclear power, the Chinese seem to be aware of the accompanying quality and safety considerations, which they have declared to be first priorities. 50 refs., 7 figs.

Research priorities for improving energy-farm operations are also suggested.

    This paper is referring about the utilization of technologies for the treatment and conditioning of low and intermediate level RAW from operation and decommissioning of nuclear facilities in Slovakia. This experience represents more than 116 reactor years of NPP operation, mainly of NPPs equipped with VVER 440 reactors, 30 years of decommissioning activities, 27 years of development and operation of technologies for the treatment and conditioning of RAW and 7 years of LLW and ILW final repository operation. These technologies are located in two localities: Jaslovske Bohunice and Mochovce. The complex treatment and conditioning center (cementation, bituminization, incineration, vitrification, fragmentation and compacting) for almost all types of radioactive waste is located in Jaslovske Bohunice NPP site. The treatment and conditioning center for liquid radioactive waste (cementation and bituminization) and the surface type repository for LLW and ILW final disposal are located in Mochovce area. The treated waste forms are disposed to repository in cubical Fiber Reinforced Concrete (FRC) containers. The experience from the phase of technology development and the phase of technology modifications for various types of RAW, the experience from long term operation of technologies and the experience from transportation of original and packed wastes are described in this paper. The method of optimally combined technology utilization in order to maximize the radionuclide inventory at the same time with respect of disposal safety limitations of repository is described, too. The significant RAW volume reduction for final disposal was achieved through mediation of the combination of treatment and conditioning technologies. The disposal of treated RAW in cubic FRC containers allowed the optimal utilization of volume and radiological capacity of LLW and ILW repository in Mochovce and the fulfillment of determined safety requirements at the same time.     The impetus at the national level to invest in energy conservation is quite strong and has long been reflected not only in official pronouncements, but also in the investments and organizational activities of the Chinese government. In the early 1980s the central government began a program of direct investments in industrial energy conservation that continues to the present. In addition, concurrently established governmental and quasi-governmental agencies have pursued conservation through administrative and educational measures. In Section 2 of this paper the authors outline the policies and institutions that supported China`s program of energy conservation investments in the Sixth and Seventh Five-Year Plans (FYPs) (1981--1985 and 1986--1990). In Section 3 they describe examples of the types of conservation projects pursued in four industrial subsectors: ferrous metals manufacturing; non-ferrous metals mining and manufacturing; chemicals manufacturing; and building materials manufacturing. Section 4 presents a simple methodology for comparing the costs of energy conservation to those of energy supply. Further discussion points out the applicability and limitations of this methodology to State Planning Commission published statistical material on the overall results of energy conservation investments. Though problematic, such analysis indicates that energy conservation investments were probably substantially cheaper than investments in equivalent energy supply would have been. They end with a discussion of some of the difficulties encountered in carrying out the conservation investment programs.

    The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

    This study presents data and analysis on the potential for carbon dioxide capture and storage (CCS) technologies to deploy within China, including a survey of the CO2 source fleet and potential geologic storage capacity. The results presented here indicate that there is significant potential for CCS technologies to deploy in China at a level sufficient to deliver deep, sustained and cost-effective emissions reductions for China over the course of this century.

    From mid-1984 through mid-1985, the United States Geological Survey engaged in an investigation of two craters formed from high-yield, near-surface nuclear bursts at Enewatak Atoll. The craters studied, KOA and OAK, resulted from 1.4- and 8.9-megaton, near-surface bursts detonated near the northern perimeter of the Enewetak lagoon on May 12 and June 28, 1958, respectively. At that time, Enewetak was a part of the Pacific Proving Grounds (PPG). OAK and KOA are among the only high-yield nuclear explosion craters available for studies of cratering processes and crater-related effects. The objects of this program were: (1) to identify major crater dimensions, morphology, and structures; (2) to provide a data base for material-properties, shock-metamorphic, and other types of related studies; and (3) to gain a better understanding of both the process that formed the excavational crater and that altered that initial feature to its present form. These data from the Enewetak craters are needed for verification of cratering prediction models (code validation), which is important to the analysis of survivability of various strategic defense systems.

    The Pacific Enewetak Atoll Crater Exploration (PEACE) Program was established to resolve a number of questions for the Department of Defense (DOD) about the geologic and material-properties parameters of two craters (KOA and OAK), formed by near-surface bursts of high-yield thermonuclear devices on the northern margin of Enewetak Atoll, Marshall Islands, in 1958. The multidisciplinary studies conducted by the USGS in collaboration with other organizations during 1984 through 1987 were part of a much larger research initiative by the DNA to better understand the dynamic properties of strategic-scale nuclear bursts and the relevance of the Pacific Proving Grounds (PPG) craters to issues of strategic basing and targeting of nuclear weapons. Major topics include: Borehole gravity; Palentologic evidence for mixing; Electron paramagnetic resonance studies; Bathymetric studies of OAK crater; Constraints on densification and piping for OAK; and Additional studies of geologic crater models.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    This paper reports that Petroleo Brasileiro SA expects by early November to deploy its Petrobras XXIV floating production unit (FPU) in about 900 ft of water in Albacora field off Brazil. The FPU was scheduled to depart Galveston, Tex., this month, following completion of modifications and upgrades under a turnkey contract with Chiles Offshore International Inc. Chiles began modifying Petrobras XXIV about 1 year ago as part of a deal closed in October 1991 in which Chiles Offshore Corp. sold the vessel, then known as Intrepid, to Brasoil, the international subsidiary of Petrobras.

    Over 25 years the Applied Superconductivity Center at the University of Wisconsin-Madison provided a vital technical resource to the High Energy Physics community covering development in superconducting strand for HEP accelerator magnet development. In particular the work of the group has been to develop the next generation of high field superconductors for high field application. Grad students Mike Naus, Chad Fischer, Arno Godeke and Matt Jewell improved our understanding of the microstructure and microchemistry of Nb3Sn and their impact on the physical and mechanical properties. The success of this work has led to the continued funding of this work at the ASC after it moved to the NHMFL and also to direct funding from BNL for some aspects of Nb3Sn cable evaluation.

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}
