    Currently, over 90% of the world's large-scale solar electric energy is generated with concentrating solar thermal power plants. Such plants have the potential to meet many of the world's future energy needs. Research efforts are generally focused on generating electricity, though a variety of other applications are being pursued. Today, the technology for using solar thermal energy is well developed, cost competitive, and in many cases, ready for widespread application. The current state of each of the solar thermal technologies and their applications is reviewed, and recommendations for increasing their use are presented. The technologies reviewed in detail are: parabolic trough systems, central tower systems, and parabolic dish systems. 20 refs., 1 fig., 1 tab.

    Sensors play a key role in detecting both charged particles and photons for all three frontiers in Particle Physics. The signals from an individual sensor that can be used include ionization deposited, phonons created, or light emitted from excitations of the material. The individual sensors are then typically arrayed for detection of individual particles or groups of particles. Mounting of new, ever higher performance experiments, often depend on advances in sensors in a range of performance characteristics. These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

    This document describes the design of the accelerator and target systems for the AGS Super Neutrino Beam Facility. Under the direction of the Associate Laboratory Director Tom Kirk, BNL has established a Neutrino Working Group to explore the scientific case and facility requirements for a very long baseline neutrino experiment. Results of a study of the physics merit and detector performance was published in BNL-69395 in October 2002, where it was shown that a wide-band neutrino beam generated by a 1 MW proton beam from the AGS, coupled with a half megaton water Cerenkov detector located deep underground in the former Homestake mine in South Dakota would be able to measure the complete set of neutrino oscillation parameters: (1) precise determination of the oscillation parameters {Delta}m{sub 32}{sup 2} and sin{sup 2} 2{theta}{sub 32}; (2) detection of the oscillation of {nu}{sub {mu}}-{nu}{sub e} and measurement of sin{sup 2} 2{theta}{sub 13}; (3) measurement of {Delta}m{sub 21}{sup 2} sin 2{theta}{sub 12} in a {nu}{sub {mu}} {yields} {nu}{sub e} appearance mode, independent of the value of {theta}{sub 13}; (4) verification of matter enhancement and the sign of {Delta}m{sub 32}{sup 2}; and (5) determination of the CP-violation parameter {delta}{sub CP} in the neutrino sector. This report details the performance requirements and conceptual design of the accelerator and the target systems for the production of a neutrino beam by a 1.0 MW proton beam from the AGS. The major components of this facility include a new 1.2 GeV superconducting linac, ramping the AGS at 2.5 Hz, and the new target station for 1.0 MW beam. It also calls for moderate increase, about 30%, of the AGS intensity per pulse. Special care is taken to account for all sources of proton beam loss plus shielding and collimation of stray beam halo particles to ensure equipment reliability and personal safety.     The treatment of mixed waste remains one of this country`s most vexing environmental problems. Mixed waste is the combination of radioactive waste and hazardous waste, as defined by the Resource Conservation and Recovery Act (RCRA). The Department of Energy (DOE), as the country`s largest mixed waste generator, responsible for 95 percent of the Nation`s mixed waste volume, is now required to address a strict set of milestones under the Federal Facility Compliance Act of 1992. DOE`s earlier failure to adequately address the storage and treatment issues associated with mixed waste has led to a significant backlog of temporarily stored waste, significant quantities of buried waste, limited permanent disposal options, and inadequate treatment solutions. Between May and November of 1993, the Mixed Waste Working Group brought together stakeholders from around the Nation. Scientists, citizens, entrepreneurs, and bureaucrats convened in a series of forums to chart a course for accelerated testing of innovative mixed waste technologies. For the first time, a wide range of stakeholders were asked to examine new technologies that, if given the chance to be tested and evaluated, offer the prospect for better, safer, cheaper, and faster solutions to the mixed waste problem. In a matter of months, the Working Group has managed to bridge a gap between science and perception, engineer and citizen, and has developed a shared program for testing new technologies.

    The ''point design'' studied this year shows that a staged VLHC (40, {approx} 200 TeV) is feasible, with no insurmountable challenges. Further work can provide a more optimized design, by studying various alternative field strengths (e.g., superferric magnets for Stage 1) for improvements to vacuum, wall impedance, and other major performance parameters. It may be that a ''single-stage'' scenario for accessing higher energies sooner is the correct approach. A next-step design study should be considered to look at the two cases near to and complementary to the 2001 VLHC Design Study. The effectiveness of photon stops and their engineering design need to be addressed in the near future to truly determine if these devices can lead this effort to even higher luminosities and energies. The superbunch approach should continue to be studied, as well as IR designs, new instrumentation and diagnostics, and beam dynamics issues. Finally, a well organized VLHC-motivated beam studies effort should become part of the national program.

    The purpose of this Systems Engineering (SE) Working Plan (SEWP) is to describe how the Westinghouse Hanford Company (WHC) Tank Waste Remediation System (TWRS) will implement the SE polity and guidance provided in the Tank Waste Remediation System (TWRS) Systems Engineering Management Plan (SEMP). Sections 2.0 through 4.0 cover how the SE process and management will be performed to develop a technical baseline within TWRS. Section 5.0 covers the plans and schedules to implement the SE process and management within TWRS. Detailed information contained in the TWRS Program SEMP is not repeated in this document. This SEWP and the SE discipline defined within apply to the TWRS Program and new and ongoing TWRS projects or activities, including new facilities and safety. The SE process will be applied to the existing Tank Farm operations where the Richland TWRS Program Office management determines the process appropriate and where value will be added to existing Tank Farm system and operations.

  4. Organic Rankine-Cycle Power Systems Working Fluids Study: Topical report No. 3, 2-methylpyridine/water

    A mixture of 35 mole percent (mol %) 2-methylpyridine and 65 mol % water was tested at 575, 625, and 675/degree/F in a dynamic loop. Samples of the degraded fluid were chemically analyzed to determine the identities of major degradation products and the quantity of degradation. Computed degradation rates were found to be higher than those for Fluorinol 85 or toluene. For this reason (and other reasons, related to fluid handling), other fluids are recommended as the first choice for service in organic Rankine-cycle systems in preference to 2-methylpyridine/water. 7 refs., 39 figs., 39 tabs.

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized. Second, the waste management/disposal system optimization was discussed. Repository system concepts were reviewed, repository design concepts for the various classifications of nuclear waste were summarized, and the factors

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    This is the report of the Computing Frontier working group on Lattice Field Theory prepared for the proceedings of the 2013 Community Summer Study ("Snowmass"). We present the future computing needs and plans of the U.S. lattice gauge theory community and argue that continued support of the U.S. (and worldwide) lattice-QCD effort is essential to fully capitalize on the enormous investment in the high-energy physics experimental program. We first summarize the dramatic progress of numerical lattice-QCD simulations in the past decade, with some emphasis on calculations carried out under the auspices of the U.S. Lattice-QCD Collaboration, and describe a broad program of lattice-QCD calculations that will be relevant for future experiments at the intensity and energy frontiers. We then present details of the computational hardware and software resources needed to undertake these calculations.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipients membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    This working group has investigated Higgs boson searches at the Tevatron and the LHC. Once Higgs bosons are found their properties have to be determined. The prospects of Higgs coupling measurements at the LHC and a high-energy linear e{sup +}e{sup -} collider are discussed in detail within the Standard Model and its minimal supersymmetric extension (MSSM). Recent improvements in the theoretical knowledge of the signal and background processes are presented and taken into account. The residual uncertainties are analyzed in detail. Theoretical progress is discussed in particular for the gluon-fusion processes gg {yields} H(+j), Higgs-bremsstrahlung off bottom quarks and the weak vector-boson-fusion (VBF) processes. Following the list of open questions of the last Les Houches workshop in 2001 several background processes have been calculated at next-to-leading order, resulting in a significant reduction of the theoretical uncertainties. Further improvements have been achieved for the Higgs sectors of the MSSM and NMSSM. This report summarizes our work performed before and after the workshop in Les Houches. Part A describes the theoretical developments for signal and background processes. Part B presents recent progress in Higgs boson searches at the Tevatron collider. Part C addresses the determination of Higgs boson couplings, part D the measurement of tan {beta} and part E Higgs boson searches in the VBF processes at the LHC. Part F summarizes Higgs searches in supersymmetric Higgs decays, part G photonic Higgs decays in Higgs-strahlung processes at the LHC, while part H concentrates on MSSM Higgs bosons in the intense-coupling regime at the LHC. Part I presents progress in charged Higgs studies and part J the Higgs discovery potential in the NMSSM at the LHC. The last part K describes Higgs coupling measurements at a 1 TeV linear e{sup +}e{sup -} collider.

The warning system includes a transmitter mounted on the machine and operable to generate a uniform magnetic field projecting beyond an outer periphery of the machine in defining a hazardous working zone around the machine during operation thereof. A receiver, carried by the individual and activated by the magnetic field, provides an alarm signal to alert the individual when he enters the hazardous working zone of the machine.

    The research performed by the University of Florida (UF) is directed to the development of technologies that can be utilized at a micro-scale in varied environments. Work is focused on micro-scale energy systems, visualization, and mechanical devices. This work will impact the NNSA need related to micro-assembly operations. The URPR activities are executed in a University environment, yet many applications of the resulting technologies may be classified or highly restrictive in nature. The NNSA robotics technologists apply an NNSA needs focus to the URPR research, and actively work to transition relevant research into the deployment projects in which they are involved. This provides a “Research to Development to Application” structure within which innovative research has maximum opportunity for impact without requiring URPR researchers to be involved in specific NNSA projects. URPR researchers need to be aware of the NNSA applications in order to ensure the research being conducted has relevance, the URPR shall rely upon the NNSA sites for direction.

    In response to a Congressional mandate to prepare a roadmap for the development of Accelerator Transmutation of Waste (ATW) technology, a Technical Working Group comprised of members from various DOE laboratories was convened in March 1999 for the purpose of preparing that part of the technology development roadmap dealing with the separation of certain radionuclides for transmutation and the disposal of residual radioactive wastes from these partitioning operations. The Technical Working Group for ATW Separations Technologies and Waste Forms completed its work in June 1999, having carefully considered the technology options available. A baseline process flowsheet and backup process were identified for initial emphasis in a future research, development and demonstration program. The baseline process combines aqueous and pyrochemical processes to permit the efficient separation of the uranium, technetium, iodine and transuranic elements from the light water reactor (LWR) fuel in the head-end step. The backup process is an all- pyrochemical system. In conjunction with the aqueous process, the baseline flowsheet includes a pyrochemical process to prepare the transuranic material for fabrication of the ATW fuel assemblies. For the internal ATW fuel cycle the baseline process specifies another pyrochemical process to extract the transuranic elements, Tc and 1 from the ATW fuel. Fission products not separated for transmutation and trace amounts of actinide elements would be directed to two high-level waste forms, one a zirconium-based alloy and the other a glass/sodalite composite. Baseline cost and schedule estimates are provided for a RD&D program that would provide a full-scale demonstration of the complete separations and waste production flowsheet within 20 years.

    There is explicit need for characterization of the materials for possible commercialization as little characterization data exists. Pinyon-juniper woodlands are a major ecosystem type found in the Southwest and the Intermountain West regions of the United States including Nevada, Idaho and Oregon. These widespread ecosystems are characterized by the presence of several different species of pinyon and juniper as the dominant plant cover. Since the 1800s, pinyon-juniper woodlands have rapidly expanded their range at the expense of existing ecosystems. Additionally, existing woodlands have become denser, progressively creating potential fire hazards as seen in the Soda Fire, which burned more than 400 sq. miles. Land managers responsible for these areas often desire to reduce pinyon-juniper coverage on their lands for a variety of reasons, as stated in the Working Group objectives. However, the cost of clearing thinning pinyon-juniper stands can be prohibitive. One reason for this is the lack of utilization options for the resulting biomass that could help recover some of the cost of pinyon-juniper stand management. The goal of this TAP effort was to assess the feedstock characteristics of biomass from a juniper harvested from Owyhee County to evaluate possible fuel and conversion utilization options.

    The ultimate goal in nuclear facility and nuclear power plant operations is operating safety during normal operations and maintaining core cooling capabilities during off-normal events including external hazards. Understanding the impact external hazards, such as flooding and earthquakes, have on nuclear facilities and NPPs is critical to deciding how to manage these hazards to expectable levels of risk. From a seismic risk perspective the goal is to manage seismic risk. Seismic risk is determined by convolving the seismic hazard with seismic fragilities (capacity of systems, structures, and components (SSCs)). There are large uncertainties associated with evolving nature of the seismic hazard curves. Additionally there are requirements within DOE and potential requirements within NRC to reconsider updated seismic hazard curves every 10 years. Therefore opportunity exists for engineered solutions to manage this seismic uncertainty. One engineered solution is seismic isolation. Current seismic isolation (SI) designs (used in commercial industry) reduce horizontal earthquake loads and protect critical infrastructure from the potentially destructive effects of large earthquakes. The benefit of SI application in the nuclear industry is being recognized and SI systems have been proposed, in the American Society of Civil Engineers (ASCE) 4 standard, to be released in 2014, for Light Water Reactors (LWR) facilities using commercially available technology. However, there is a lack of industry application to the nuclear industry and uncertainty with implementing the procedures outlined in ASCE-4. Opportunity exists to determine barriers associated with implementation of current ASCE-4 standard language.

    The planning and preparation phase of the Integrated Systems Checkout Program (ISCP) was conducted from October 1989 to July 1991. A copy of the ISCP, DOE-WIPP 90--002, is included in this report as an appendix. The final phase of the Checkout was conducted from July 10, 1991, to July 23, 1991. This phase exercised all the procedures and equipment required to receive, emplace, and retrieve contact handled transuranium (CH TRU) waste filled dry bins. In addition, abnormal events were introduced to simulate various equipment failures, loose surface radioactive contamination events, and personnel injury. This report provides a detailed summary of each days activities during this period. Qualification of personnel to safely conduct the tasks identified in the procedures and the abnormal events were verified by observers familiar with the Bin-Scale CH TRU Waste Test requirements. These observers were members of the staffs of Westinghouse WID Engineering, QA, Training, Health Physics, Safety, and SNL. Observers representing a number of DOE departments, the state of new Mexico, and the Defense Nuclear Facilities Safety Board observed those Checkout activities conducted during the period from July 17, 1991, to July 23, 1991. Observer comments described in this report are those obtained from the staff member observers. 1 figs., 1 tab.

    The Waste Contaminants at Military Bases Working Group has screened six prospective demonstration projects for consideration by the Federal Advisory Committee to Develop On-Site Innovative Technologies (DOIT). These projects include the Kirtland Air Force Base Demonstration Project, the March Air Force Base Demonstration Project, the McClellan Air Force Base Demonstration Project, the Williams Air Force Base Demonstration Project, and two demonstration projects under the Air Force Center for Environmental Excellence. A seventh project (Port Hueneme Naval Construction Battalion Center) was added to list of prospective demonstrations after the September 1993 Working Group Meeting. This demonstration project has not been screened by the working group. Two additional Air Force remediation programs are also under consideration and are described in Section 6 of this document. The following information on prospective demonstrations was collected by the Waste Contaminants at Military Bases Working Group to assist the DOIT Committee in making Phase 1 Demonstration Project recommendations.     The Calibration Systems project at Pacific Northwest National Laboratory (PNNL) is aimed towards developing and demonstrating compact Quantum Cascade (QC) laser-based calibration systems for infrared imaging systems. These on-board systems will improve the calibration technology for passive sensors, which enable stand-off detection for the proliferation or use of weapons of mass destruction, by replacing on-board blackbodies with QC laser-based systems. This alternative technology can minimize the impact on instrument size and weight while improving the quality of instruments for a variety of missions. The potential of replacing flight blackbodies is made feasible by the high output, stability, and repeatability of the QC laser spectral radiance.

    This report documents the results obtained by the Working Group on Quantum Chromodynamics and the Standard Model for the Workshop ''Physics at TeV Colliders,'' Les Houches, France, 26 May - 6 June 2003. After a Monte Guide description, the first contributions report on progress in describing multiple interactions, important for the LHC, and underlying events. An announcement of a Monte Carlo database, under construction, is then followed by a number of contributions improving parton shower descriptions. Subsequently, a large number of contributions address resummations in various forms, after which follow studies of QCD effects in pion pair, top quark pair and photon pair plus jet production. After a study of electroweak corrections to hadronic precision observables, the report ends by presenting recent progress in methods to compute finite order corrections at one-loop with many legs, and at two-loop.

    The experiments at Run 2 of the Tevatron have each accumulated over 1 fb{sup -1} of high-transverse momentum data. Such a dataset allows for the first precision (i.e. comparisons between theory and experiment at the few percent level) tests of QCD at a hadron collider. While the Large Hadron Collider has been designed as a discovery machine, basic QCD analyses will still need to be performed to understand the working environment. The Tevatron-for-LHC workshop was conceived as a communication link to pass on the expertise of the Tevatron and to test new analysis ideas coming from the LHC community. The TeV4LHC QCD Working Group focused on important aspects of QCD at hadron colliders: jet definitions, extraction and use of Parton Distribution Functions, the underlying event, Monte Carlo tunes, and diffractive physics. This report summarizes some of the results achieved during this workshop.

The system operational testing involved operation of the furnace system to the design conditions and demonstration of the test article gas supply system using a simulated test article. The furnace and test article systems were demonstrated to meet the design requirements for the Next Generation Nuclear Plant. Therefore, the system is deemed acceptable and is ready for actual test article testing.

    Among the many physics processes at TeV hadron colliders, we look most eagerly for those that display signs of the Higgs boson or of new physics. We do so however amid an abundance of processes that proceed via Standard Model (SM) and in particular Quantum Chromodynamics (QCD) interactions, and that are interesting in their own right. Good knowledge of these processes is required to help us distinguish the new from the known. Their theoretical and experimental study teaches us at the same time more about QCD/SM dynamics, and thereby enables us to further improve such distinctions. This is important because it is becoming increasingly clear that the success of finding and exploring Higgs boson physics or other New Physics at the Tevatron and LHC will depend significantly on precise understanding of QCD/SM effects for many observables. To improve predictions and deepen the study of QCD/SM signals and backgrounds was therefore the ambition for our QCD/SM working group at this Les Houches workshop. Members of the working group made significant progress towards this on a number of fronts. A variety of tools were further developed, from methods to perform higher order perturbative calculations or various types of resummation, to improvements in the modeling of underlying events and parton showers. Furthermore, various precise studies of important specific processes were conducted. A significant part of the activities in Les Houches revolved around Monte Carlo simulation of collision events. A number of contributions in this report reflect the progress made in this area. At present a large number of Monte Carlo programs exist, each written with a different purpose and employing different techniques.     The Chemical Safety Vulnerability (CSV) Working Group was established to identify adverse conditions involving hazardous chemicals at DOE facilities that might result in fires or explosions, release of hazardous chemicals to the environment, or exposure of workers or the public to chemicals. A CSV Review was conducted in 148 facilities at 29 sites. Eight generic vulnerabilities were documented related to: abandoned chemicals and chemical residuals; past chemical spills and ground releases; characterization of legacy chemicals and wastes; disposition of legacy chemicals; storage facilities and conditions; condition of facilities and support systems; unanalyzed and unaddressed hazards; and inventory control and tracking. Weaknesses in five programmatic areas were also identified related to: management commitment and planning; chemical safety management programs; aging facilities that continue to operate; nonoperating facilities awaiting deactivation; and resource allocations.     This is the report of the Computing Frontier working group on Lattice Field Theory prepared for the proceedings of the 2013 Community Summer Study ("Snowmass"). We present the future computing needs and plans of the U.S. lattice gauge theory community and argue that continued support of the U.S. (and worldwide) lattice-QCD effort is essential to fully capitalize on the enormous investment in the high-energy physics experimental program. We first summarize the dramatic progress of numerical lattice-QCD simulations in the past decade, with some emphasis on calculations carried out under the auspices of the U.S. Lattice-QCD Collaboration, and describe a broad program of lattice-QCD calculations that will be relevant for future experiments at the intensity and energy frontiers. We then present details of the computational hardware and software resources needed to undertake these calculations.

    The Used Fuel Disposition (UFD) Transportation Task commenced in October 2010. As its first task, Pacific Northwest National Laboratory (PNNL) compiled a list of structures, systems, and components (SSCs) of transportation systems and their possible degradation mechanisms during extended storage. The list of SSCs and the associated degradation mechanisms [known as features, events, and processes (FEPs)] were based on the list of used nuclear fuel (UNF) storage system SSCs and degradation mechanisms developed by the UFD Storage Task (Hanson et al. 2011). Other sources of information surveyed to develop the list of SSCs and their degradation mechanisms included references such as Evaluation of the Technical Basis for Extended Dry Storage and Transportation of Used Nuclear Fuel (NWTRB 2010), Transportation, Aging and Disposal Canister System Performance Specification, Revision 1 (OCRWM 2008), Data Needs for Long-Term Storage of LWR Fuel (EPRI 1998), Technical Bases for Extended Dry Storage of Spent Nuclear Fuel (EPRI 2002), Used Fuel and High-Level Radioactive Waste Extended Storage Collaboration Program (EPRI 2010a), Industry Spent Fuel Storage Handbook (EPRI 2010b), and Transportation of Commercial Spent Nuclear Fuel, Issues Resolution (EPRI 2010c). SSCs include items such as the fuel, cladding, fuel baskets, neutron poisons, metal canisters, etc. Potential degradation mechanisms (FEPs) included mechanical, thermal, radiation and chemical stressors, such as fuel fragmentation, embrittlement of cladding by hydrogen, oxidation of cladding, metal fatigue, corrosion, etc. These degradation mechanisms are discussed in Section 2 of this report. The degradation mechanisms have been evaluated to determine if they would be influenced by extended storage or high burnup, the need for additional data, and their importance to transportation.     A full-scale mockup of the Fusion Materials Irradiation Test (FMIT) Facility lithium system was built at the Hanford Engineering Development Laboratory (HEDL). This isothermal mockup, called the Experimental Lithium System (ELS), was prototypic of FMIT, excluding the accelerator and dump heat exchanger. This 3.8 m/sup 3/ lithium test loop achieved over 16,000 hours of safe and reliable operation. An extensive test program demonstrated satisfactory performance of the system components, including the HEDL-supplied electromagnetic lithium pump, the lithium jet target, the purification and characterization hardware, as well as the auxiliary argon and vacuum systems. Experience with the test loop provided important information on system operation, performance, and reliability. This report presents a complete overview of the entire Experimental Lithium System test program and also includes a summary of such areas as instrumentation, coolant chemistry, vapor/aerosol transport, and corrosion.

    A two-tank working gas supply and pump-down system is coupled to a hot gas engine, such as a Stirling engine. The system has a power control valve for admitting the working gas to the engine when increased power is needed, and for releasing the working gas from the engine when engine power is to be decreased. A compressor pumps the working gas that is released from the engine. Two storage vessels or tanks are provided, one for storing the working gas at a modest pressure (i.e., half maximum pressure), and another for storing the working gas at a higher pressure (i.e., about full engine pressure). Solenoid valves are associated with the gas line to each of the storage vessels, and are selectively actuated to couple the vessels one at a time to the compressor during pumpdown to fill the high-pressure vessel with working gas at high pressure and then to fill the low-pressure vessel with the gas at low pressure. When more power is needed, the solenoid valves first supply the low-pressure gas from the low-pressure vessel to the engine and then supply the high-pressure gas from the high-pressure vessel. The solenoid valves each act as a check-valve when unactuated, and as an open valve when actuated.

    The Disposal Systems Evaluation Framework (DSEF) will use a logical process for developing one or more disposal system concepts (also referred to as repository system in this report) for any given waste form and geologic setting combination. In the Features, Events, and Processes (FEPs) group of work packages, there are seven categories of waste forms and eight categories of geologic setting being studied. The DSEF will also establish a Used Fuel Disposition Campaign (UFDC) knowledge management system to organize high-level information, data, and assumptions, thereby facilitating consistency in high-level system simulation and economic analyses. This system likely will be housed with the INL-based documentation system. Attention is given to lessons oearned from the systems used at the Waste Isolation Pilot Plant (WIPP) and the Yucca Mountain Project (YMP). Where reference material from other programs (e.g., international) is used or cited, the knowledge-management system imports the reference material directly or refer to it in bibliography form. Alternative data sets (e.g., from other programs) will also be utilized to evaluate their influence on DSEF analyses for given waste form and disposal-system combinations. The knowledge-management system can also be used to maintain the results of DSEF realizations, enabling the comparison and ranking of various waste-form/disposal-system-environment/disposal-system-design options. Finally, the UFDC knowledge-management system will be able to provide a compendium of 'templates' that can be utilized, in a labor-efficient fashion, to build parallel DSEF analyses (e.g., 'one offs'). The DSEF will not be a stand-alone, push-the-button and wait for the results, item of software. it will use osftware (probably EXCEL, initially), to guide the team members through a logical process of evaluating combinations of waste-form, disposal-syste-environment, and disposal-system design.     Quantum Chromo-Dynamics (QCD), and more generally the physics of the Standard Model (SM), enter in many ways in high energy processes at TeV Colliders, and especially in hadron colliders (the Tevatron at Fermilab and the forthcoming LHC at CERN), First of all, at hadron colliders, QCD controls the parton luminosity, which rules the production rates of any particle or system with large invariant mass and/or large transverse momentum. Accurate predictions for any signal of possible ''New Physics'' sought at hadron colliders, as well as the corresponding backgrounds, require an improvement in the control of uncertainties on the determination of PDF and of the propagation of these uncertainties in the predictions. Furthermore, to fully exploit these new types of PDF with uncertainties, uniform tools (computer interfaces, standardization of the PDF evolution codes used by the various groups fitting PDF's) need to be proposed and developed. The dynamics of colour also affects, both in normalization and shape, various observables of the signals of any possible ''New Physics'' sought at the TeV scale, such as, e.g. the production rate, or the distributions in transverse momentum of the Higgs boson. Last, but not least, QCD governs many backgrounds to the searches for this ''New Physics''. Large and important QCD corrections may come from extra hard parton emission (and the corresponding virtual corrections), involving multi-leg and/or multi-loop amplitudes. This requires complex higher order calculations, and new methods have to be designed to compute the required multi-legs and/or multi-loop corrections in a tractable form. In the case of semi-inclusive observables, logarithmically enhanced contributions coming from multiple soft and collinear gluon emission require sophisticated QCD resummation techniques. Resummation is a catch-all name for efforts to extend the predictive power of QCD by summing the large logarithmic corrections to all orders in perturbation theory. In

    This document summarizes results from a workshop held April 5--7, 1990, on the proposed Combustion Dynamics Facility (CDF). The workshop was hosted by the Lawrence Berkeley Laboratory (LBL) and Sandia National Laboratories (SNL) to provide an opportunity for potential users to learn about the proposed experimental and computational facilities, to discuss the science that could be conducted with such facilities, and to offer suggestions as to how the specifications and design of the proposed facilities might be further refined to address the most visionary scientific opportunities. Some 130 chemical physicists, combustion chemists, and specialists in UV synchrotron radiation sources and free-electron lasers (more than half of whom were from institutions other than LBL and SNL) attended the five plenary sessions and participated in one or more of the nine parallel working group sessions. Seven of these sessions were devoted to broadening and strengthening the scope of CDF scientific opportunities and to detail the experimental facilities required to realize these opportunities.     According to an exemplary embodiment of the invention, systems and methods are provided for producing low work function electrodes. According to an exemplary embodiment, a method is provided for reducing a work function of an electrode. The method includes applying, to at least a portion of the electrode, a solution comprising a Lewis basic oligomer or polymer; and based at least in part on applying the solution, forming an ultra-thin layer on a surface of the electrode, wherein the ultra-thin layer reduces the work function associated with the electrode by greater than 0.5 eV. According to another exemplary embodiment of the invention, a device is provided. The device includes a semiconductor; at least one electrode disposed adjacent to the semiconductor and configured to transport electrons in or out of the semiconductor.

    This report discusses several topics in both top quark physics and QCD at an International Linear Collider (ILC). Issues such as measurements at the t tbar threshold, including both theoretical and machine requirements, and the determination of electroweak top quark couplings are reviewed. New results concerning the potential of a 500 GeV e+e collider for measuring Wtb couplings and the top quark Yukawa coupling are presented. The status of higher order QCD corrections to jet production cross sections, heavy quark form factors, and longitudinal gauge boson scattering, needed for percent-level studies at the ILC, are reviewed. A new study of the measurement of the hadronic structure of the photon at a gamma gamma collider is presented. The effects on top quark properties from several models of new physics, including composite models, Little Higgs theories, and CPT violation, are studied.

    The Tank Waste Remediation System (TWRS) Multi-Year Work Plan (MYWP) documents the detailed total Program baseline and was constructed to guide Program execution. The TWRS MYWP is one of two elements that comprise the TWRS Program Management Plan. The TWRS MYWP fulfills the Hanford Site Management System requirement for a Multi-Year Program Plan and a Fiscal-Year Work Plan. The MYWP addresses program vision, mission, objectives, strategy, functions and requirements, risks, decisions, assumptions, constraints, structure, logic, schedule, resource requirements, and waste generation and disposition. Sections 1 through 6, Section 8, and the appendixes provide program-wide information. Section 7 includes a subsection for each of the nine program elements that comprise the TWRS Program. The foundation of any program baseline is base planning data (e.g., defendable product definition, logic, schedules, cost estimates, and bases of estimates). The TWRS Program continues to improve base data. As data improve, so will program element planning, integration between program elements, integration outside of the TWRS Program, and the overall quality of the TWRS MYWP. The MYWP establishes the TWRS baseline objectives to store, treat, and immobilize highly radioactive Hanford waste in an environmentally sound, safe, and cost-effective manner. The TWRS Program will complete the baseline mission in 2040 and will incur costs totalling approximately 40 billion dollars. The summary strategy is to meet the above objectives by using a robust systems engineering effort, placing the highest possible priority on safety and environmental protection; encouraging {open_quotes}out sourcing{close_quotes} of the work to the extent practical; and managing significant but limited resources to move toward final disposition of tank wastes, while openly communicating with all interested stakeholders.

Many of these data sources can be modeled as multi-relational graphs. Mining and searching for subgraph patterns in a continuous setting requires an efficient approach to incremental graph search. The goal of our work is to enable real-time search capabilities for graph databases. This demonstration will present a dynamic graph query system that leverages the structural and semantic characteristics of the underlying multi-relational graph.

    The coke plant is a working environment involving heavy dust emissions, high heat and demanding physical labor. The labor-saving operation of the coke plant is an essential issue from the standpoints of not only improvement in working environment, but also reduction in fixed cost by enhancement of labor productivity. Under these circumstances, Nippon Steel has implemented the automation of coke oven machines. The first automatic operation system for coke oven machinery entered service at Oita Works in 1992, followed by the second system at the No. 5 coke oven battery of the coke plant at Yawata Works. The Yawata automatic operation system is characterized by the installation of coke oven machinery to push as many as 140 ovens per day within a short cycle time, such as a preliminary ascension pipe cap opening car and cycle time simulator by the manned operation of the pusher, which is advantageous from the standpoint of investment efficiency, and by the monitoring of other oven machines by the pusher. These measures helped to reduce the manpower requirement to 2 persons per shift from 4 persons per shift. The system entered commercial operation in March, 1994 and has been smoothly working with an average total automatic rate of 97%. Results from the startup to recent operation of the system are reported below.

    Purpose: In the context of national calls for reorganizing cancer clinical trials, the National Cancer Institute sponsored a 2-day workshop to examine challenges and opportunities for optimizing radiotherapy quality assurance (QA) in clinical trial design. Methods and Materials: Participants reviewed the current processes of clinical trial QA and noted the QA challenges presented by advanced technologies. The lessons learned from the radiotherapy QA programs of recent trials were discussed in detail. Four potential opportunities for optimizing radiotherapy QA were explored, including the use of normal tissue toxicity and tumor control metrics, biomarkers of radiation toxicity, new radiotherapy modalities such as proton beam therapy, and the international harmonization of clinical trial QA. Results: Four recommendations were made: (1) to develop a tiered (and more efficient) system for radiotherapy QA and tailor the intensity of QA to the clinical trial objectives (tiers include general credentialing, trial-specific credentialing, and individual case review); (2) to establish a case QA repository; (3) to develop an evidence base for clinical trial QA and introduce innovative prospective trial designs to evaluate radiotherapy QA in clinical trials; and (4) to explore the feasibility of consolidating clinical trial QA in the United States. Conclusion: Radiotherapy QA can affect clinical trial accrual, cost, outcomes, and generalizability. To achieve maximum benefit, QA programs must become more efficient and evidence-based.

    This document provides guidance on development and use of the Work Breakdown Structure (WBS) technique. It describes the types of work breakdown structures, their preparation, and their effective use for organizing, planning, and controlling projects and contracts managed by the Department of Energy (DOE). The WBS technique is the preferred management tool for identifying and defining work. It provides an ordered framework for planning and controlling the work efforts to be performed in achieving technical objectives and for summarizing data, and the quantitative and narrative reports used for monitoring cost, schedule and technical performance. A WBS is developed for first identifying the major end items or systems to be produced, followed by their successive subdivision into increasingly detailed and manageable subsidiary products. Most of these subsidiary products are the direct result of work, while others are simply the aggregation of selected products into a logical set for management control purposes. In either case, detailed tasks are eventually identified for each product on the WBS at the level where work will be performed. As a minimum, these detailed tasks or work packages identify the product, describe the effort to be performed, identify the resources to be applied, specify the budget and schedule constraints, and the technical requirements, and identify the organizational element responsible for work accomplishment.

    There are many areas of desired improvement for the Army Energy and Water Reporting System. The purpose of system is to serve as a data repository for collecting information from energy managers, which is then compiled into an annual energy report. This document summarizes reported shortcomings of the system and provides several alternative approaches for improving application usability and adding functionality. The U.S. Army has been using Army Energy and Water Reporting System (AEWRS) for many years to collect and compile energy data from installations for facilitating compliance with Federal and Department of Defense energy management program reporting requirements. In this analysis, staff from Pacific Northwest National Laboratory found that substantial opportunities exist to expand AEWRS functions to better assist the Army to effectively manage energy programs. Army leadership must decide if it wants to invest in expanding AEWRS capabilities as a web-based, enterprise-wide tool for improving the Army Energy and Water Management Program or simply maintaining a bottom-up reporting tool. This report looks at both improving system functionality from an operational perspective and increasing user-friendliness, but also as a tool for potential improvements to increase program effectiveness. The authors of this report recommend focusing on making the system easier for energy managers to input accurate data as the top priority for improving AEWRS. The next major focus of improvement would be improved reporting. The AEWRS user interface is dated and not user friendly, and a new system is recommended. While there are relatively minor improvements that could be made to the existing system to make it easier to use, significant improvements will be achieved with a user-friendly interface, new architecture, and a design that permits scalability and reliability. An expanded data set would naturally have need of additional requirements gathering and a focus on integrating

    The Chemical Safety Vulnerability (CSV) Working Group was established to identify adverse conditions involving hazardous chemicals at DOE facilities that might result in fires or explosions, release of hazardous chemicals to the environment, or exposure of workers or the public to chemicals. A CSV Review was conducted in 146 facilities at 29 sites. Eight generic vulnerabilities were documented related to: abandoned chemicals and chemical residuals; past chemical spills and ground releases; characterization of legacy chemicals and wastes; disposition of legacy chemicals; storage facilities and conditions; condition of facilities and support systems; unanalyzed and unaddressed hazards; and inventory control and tracking. Weaknesses in five programmatic areas were also identified related to: management commitment and planning; chemical safety management programs; aging facilities that continue to operate; nonoperating facilities awaiting deactivation; and resource allocations. Volume 1 contains a discussion of the chemical safety improvements planned or already underway at DOE sites to correct facility or site-specific vulnerabilities. The main part of the report is a discussion of each of the programmatic deficiencies; a description of the tasks to be accomplished; the specific actions to be taken; and the organizational responsibilities for implementation.

Major findings and conclusions are sumarized for large power systems, small power systems, solar total energy systems, and solar irrigation systems, as well as special studies in the areas of energy storage, industrial process heat, and solar fuels and chemicals. The various data bases and computer programs utilized in these studies are described, and tables are provided listing financial and solar cost assumptions for each study. An extensive bibliography is included to facilitate review of specific study results and methodology.

    This report described the work conducted at the National Institute of Standards and Technology under an interagency agreement signed in September 1992 between DOE and NIST for 5 years. The interagency agreement envisions continual funding from DOE to support the development of fuel efficient, low emission engine technologies in terms of lubrication, friction, and wear control encountered in the development of advanced transportation technologies. However, in 1994, the DOE office of transportation technologies was reorganized and the tribology program was dissolved. The work at NIST therefore continued at a low level without further funding from DOE. The work continued to support transportation technologies in the development of fuel efficient, low emission engine development. Under this program, significant progress has been made in advancing the state of the art of lubrication technology for advanced engine research and development. Some of the highlights are: (1) developed an advanced high temperature liquid lubricant capable of sustaining high temperatures in a prototype heat engine; (2) developed a novel liquid lubricant which potentially could lower the emission of heavy duty diesel engines; (3) developed lubricant chemistries for ceramics used in the heat engines; (4) developed application maps for ceramic lubricant chemistry combinations for design purpose; and (5) developed novel test methods to screen lubricant chemistries for automotive air-conditioning compressors lubricated by R-134a (Freon substitute). Most of these findings have been reported to the DOE program office through Argonne National Laboratory who manages the overall program. A list of those reports and a copy of the report submitted to the Argonne National Laboratory is attached in Appendix A. Additional reports have also been submitted separately to DOE program managers. These are attached in Appendix B.

    Progress is reported on the development of Ocean Thermal Energy Conversion (OTEC) systems that will provide synthetic fuels (e.g., methanol), energy-intensive products such as ammonia (for fertilizers and chemicals), and aluminum. The work also includes assessment and design concepts for hybrid plants, such as geothermal-OTEC (GEOTEC) plants. Another effort that began in the spring of 1982 is a technical advisory role to DOE with respect to their management of the conceptual and preliminary design activity of industry teams that are designing a shelf-mounted offshore OTEC pilot plant that could deliver power to Oahu, Hawaii. In addition, a program is underway to evaluate and test the Pneumatic Wave-Energy Conversion System (PWECS), an ocean-energy device consisting of a turbine that is air-driven as a result of wave action in a chamber.     This report presents the results of preliminary space reactor electric system integration studies performed by Rockwell International's Energy Systems Group (ESG). The preliminary studies investigated a broad range of reactor electric system concepts for powers of 25 and 100 KWe. The purpose of the studies was to provide timely system information of suitable accuracy to support ongoing mission planning activities. The preliminary system studies were performed by assembling the five different subsystems that are used in a system: the reactor, the shielding, the primary heat transport, the power conversion-processing, and the heat rejection subsystems. The subsystem data in this report were largely based on Rockwell's recently prepared Subsystem Technology Assessment Report. Nine generic types of reactor subsystems were used in these system studies. Several levels of technology were used for each type of reactor subsystem. Seven generic types of power conversion-processing subsystems were used, and several levels of technology were again used for each type. In addition, various types and levels of technology were used for the shielding, primary heat transport, and heat rejection subsystems. A total of 60 systems were studied.

    In most visions of the AHS--including that of the National Automated Highway System Consortium--it has been assumed that when a vehicle was under automated control, the driver would be allowed to engage in any of a variety of activities not related to driving (e.g, working, reading, sleeping). The objective of the first study reported here--one of the noncommuter studies--was to determine what drivers do when traveling under automated control, and whether the age of and/gender or the driver and/or the intrastring gap have an influence on those activities. One the objectives of the commuter experiment--of relevance for this report--was to determine whether what drivers do when traveling under automated control changes as a function of experience with the AHS (i.e., across trials). As conceptualization of the AHS proceeds, the details of the interface between the driver and the in-vehicle system will become more important. One part of that interface will be information supplied by the AHS to the driver, perhaps about such things as traffic conditions ahead predicted trip time to the driver`s selected exit, and so on. To maximize the utility of that information, it is important to determine what it is that drivers would like to know when traveling under automated control. The objective of the third study reported here--the second of the five noncommuter experiments--was to provide a first investigation of that issue.

    The Department of Energy Office of Electricity (DOE/OE), Sandia National Laboratory (SNL) and the Base Camp Integration Lab (BCIL) partnered together to incorporate an energy storage system into a microgrid configured Forward Operating Base to reduce the fossil fuel consumption and to ultimately save lives. Energy storage vendors will be sending their systems to SNL Energy Storage Test Pad (ESTP) for functional testing and then to the BCIL for performance evaluation. The technologies that will be tested are electro-chemical energy storage systems comprised of lead acid, lithium-ion or zinc-bromide. Princeton Power Systems has developed an energy storage system that utilizes lithium ion phosphate batteries to save fuel on a military microgrid. This report contains the testing results and some limited analysis of performance of the Princeton Power Systems Prototype Energy Storage System.

    The Spills Working Group was one of six working groups established under the Accident Phenomenology and Consequence (APAC) methodology evaluation program. The objectives of APAC were to assess methodologies available in the accident phenomenology and consequence analysis area and to evaluate their adequacy for use in preparing DOE facility safety basis documentation, such as Basis for Interim Operation (BIO), Justification for Continued Operation (JCO), Hazard Analysis Documents, and Safety Analysis Reports (SARs). Additional objectives of APAC were to identify development needs and to define standard practices to be followed in the analyses supporting facility safety basis documentation. The Spills Working Group focused on methodologies for estimating four types of spill source terms: liquid chemical spills and evaporation, pressurized liquid/gas releases, solid spills and resuspension/sublimation, and resuspension of particulate matter from liquid spills.

    The Multiloop Integral System Test (MIST) is part of a multiphase program started in 1983 to address small-break loss-of-coolant accidents (SBLOCAs) specific to Babcock and Wilcox designed plants. MIST is sponsored by the US Nuclear Regulatory Commission, the Babcock Wilcox Owners Group, the Electric Power Research Institute, and Babcock and Wilcox. The unique features of the Babcock and Wilcox design, specifically the hot leg U-bends and steam generators, prevented the use of existing integral system data or existing integral facilities to address the thermal-hydraulic SBLOCA questions. MIST was specifically designed and constructed for this program, and an existing facility -- the Once Through Integral System (OTIS) -- was also used. Data from MIST and OTIS are used to benchmark the adequacy of system codes, such as RELAP5 and TRAC, for predicting abnormal plant transients. The MIST program is reported in 11 volumes. Volumes 2 through 8 pertain to groups of Phase 3 tests by type; Volume 9 presents inter-group comparisons; Volume 10 provides comparisons between the RELAP5/MOD2 calculations and MIST observations, and Volume 11 (with addendum) presents the later Phase 4 tests. This is Volume 1 of the MIST final report, a summary of the entire MIST program. Major topics include, Test Advisory Group (TAG) issues, facility scaling and design, test matrix, observations, comparison of RELAP5 calculations to MIST observations, and MIST versus the TAG issues. MIST generated consistent integral-system data covering a wide range of transient interactions. MIST provided insight into integral system behavior and assisted the code effort.     The Fuel Retrieval Subproject was established as part of the Spent Nuclear Fuel Project (SNF Project) to retrieve and repackage the SNF located in the K Basins. The Fuel Retrieval System (FRS) construction work is complete in the KW Basin, and start-up testing is underway. Design modifications and construction planning are also underway for the KE Basin. An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR).   10. Evaluation of the Kloswall longwall mining system. Final report

    This report presents the results of design studies and critical requiremental tests of a new longwall mining system specifically designed to extract a very deep web (48 inches or deeper) from a longwall panel. The report includes a productivity and cost analysis comparing the new mining system with a conventional longwall operation taking a 30-inch wide web. The analysis shows the new system will increase annual production and return on investment in most cases. The report also includes conceptual drawings and specifications for a high capacity three-drum shearer and a unique shield type of roof support specifically designed for very wide web operation. The advantages and problems associated with wide web mining are discussed in general and as they relate specifically to the equipment selected for the new mining system. Details of the critical testing and the test results are presented. The study concludes by recommending that surface tests of the haulage and guidance system be conducted as the follow-on work.

    The American Geological Institute (AGI) has completed the first phase of a study to assess the feasibility of establishing a National Geoscience Data Repository System to capture and preserve valuable geoscientific data. The study was initiated in response to the fact that billions of dollars worth of domestic geological and geophysical data are in jeopardy of being irrevocably lost or destroyed as a consequence of the ongoing downsizing of the US energy and minerals industry. This report focuses on two major issues. First, it documents the types and quantity of data available for contribution to a National Geoscience Data Repository System. Second, it documents the data needs and priorities of potential users of the system. A National Geoscience Data Repository System would serve as an important and valuable source of information for the entire geoscience community for a variety of applications, including environmental protection, water resource management, global change studies, and basic and applied research. The repository system would also contain critical data that would enable domestic energy and minerals companies to expand their exploration and production programs in the United States for improved recovery of domestic oil, gas, and mineral resources.

    The DCE (DNA Capture Element) Bio-Detection System (Biohound) was conceived, designed, built and tested by PNNL under a MIPR for the US Air Force under the technical direction of Dr. Johnathan Kiel and his team at Brooks City Base in San Antonio Texas. The project was directed toward building a measurement device to take advantage of a unique aptamer based assay developed by the Air Force for detecting biological agents. The assay uses narrow band quantum dots fluorophores, high efficiency fluorescence quenchers, magnetic micro-beads beads and selected aptamers to perform high specificity, high sensitivity detection of targeted biological materials in minutes.     Over the five year period of performance, thirteen task assignments were issued by the DOE to ARINC Research. During the two year base period seven tasks were assigned. Two task assignments were issued for each of the three consecutive one year option periods. Associated with all task assignments were multiple subtasks, some of which required significant effort. These subtasks are appropriately cited in this report under their respective task assignments as principal work activities or deliverables. The technical and management support provided to the DOE under this contract focused on two general areas: (1) appraisal activities and (2) non-appraisal activities.     This report evaluates the ring-ring option for eRHIC as a lower risk alternative to the linac-ring option. The reduced risk goes along with a reduced initial luminosity performance. However, a luminosity upgrade path is kept open. This upgrade path consists of two branches, with the ultimate upgrade being either a ring-ring or a linac-ring scheme. The linac-ring upgrade could be almost identical to the proposed linac-ring scheme, which is based on an ERL in the RHIC tunnel. This linac-ring version has been studied in great detail over the past ten years, and its significant risks are known. On the other hand, no detailed work on an ultimate performance ring-ring scenario has been performed yet, other than the development of a consistent parameter set. Pursuing the ring-ring upgrade path introduces high risks and requires significant design work that is beyond the scope of this report.

    This report describes the current status and future plans of PCMDI`s software products. A complete description of each product is provided, including the product`s problem statement, purpose, requirements, design diagram, current status, future development, developers, contributors, and off-site collaborators. While it is noted that each software product can be executed as an independent process, it is important to discern that all products work together in the complete PCMDI Software Systems: A suite of software tools facilitating for the storage, diagnosis, and visualization of climate data.

  5. REPORT OF THE SNOWMASS M6 WORKING GROUP ON HIGH INTENSITY PROTON SOURCES.

    The M6 working group had more than 40 active participants (listed in Section 4). During the three weeks at Snowmass, there were about 50 presentations, covering a wide range of topics associated with high intensity proton sources. The talks are listed in Section 5. This group also had joint sessions with a number of other working groups, including E1 (Neutrino Factories and Muon Colliders), E5 (Fixed-Target Experiments), M1 (Muon Based Systems), T4 (Particle Sources), T5 (Beam dynamics), T7 (High Performance Computing) and T9 (Diagnostics). The M6 group performed a survey of the beam parameters of existing and proposed high intensity proton sources, in particular, of the proton drivers. The results are listed in Table 1. These parameters are compared with the requirements of high-energy physics users of secondary beams in Working Groups E1 and E5. According to the consensus reached in the E1 and E5 groups, the U.S. HEP program requires an intense proton source, a 1-4 MW Proton Driver, by the end of this decade.

    The DOE grant, “An Integrated Partnership to Create and Lead the Solar Codes and Standards Working Group,” to New Mexico State University created the Solar America Board for Codes and Standards (Solar ABCs). From 2007 – 2013 with funding from this grant, Solar ABCs identified current issues, established a dialogue among key stakeholders, and catalyzed appropriate activities to support the development of codes and standards that facilitated the installation of high quality, safe photovoltaic systems. Solar ABCs brought the following resources to the PV stakeholder community; Formal coordination in the planning or revision of interrelated codes and standards removing “stove pipes” that have only roofing experts working on roofing codes, PV experts on PV codes, fire enforcement experts working on fire codes, etc.; A conduit through which all interested stakeholders were able to see the steps being taken in the development or modification of codes and standards and participate directly in the processes; A central clearing house for new documents, standards, proposed standards, analytical studies, and recommendations of best practices available to the PV community; A forum of experts that invites and welcomes all interested parties into the process of performing studies, evaluating results, and building consensus on standards and code-related topics that affect all aspects of the market; and A biennial gap analysis to formally survey the PV community to identify needs that are unmet and inhibiting the market and necessary technical developments.

  17. Pentek metal coating removal system: Baseline report

    The Pentek coating removal technology was tested and is being evaluated at Florida International University (FIU) as a baseline technology. In conjunction with FIU`s evaluation of efficiency and cost, this report covers evaluation conducted for safety and health issues. It is a commercially available technology and has been used for various projects at locations throughout the country. The Pentek coating removal system consisted of the ROTO-PEEN Scaler, CORNER-CUTTER{reg_sign}, and VAC-PAC{reg_sign}. They are designed to remove coatings from steel, concrete, brick, and wood. The Scaler uses 3M Roto Peen tungsten carbide cutters while the CORNER-CUTTER{reg_sign} uses solid needles for descaling activities. These hand tools are used with the VAC-PAC{reg_sign} vacuum system to capture dust and debris as removal of the coating takes place. The safety and health evaluation during the testing demonstration focused on two main areas of exposure: dust and noise. Dust exposure minimal, but noise exposure was significant. Further testing for each exposure is recommended because of the environment where the testing demonstration took place. It is feasible that the dust and noise levels will be higher in an enclosed operating environment of different construction. In addition, other areas of concern found were arm-hand vibration, whole-body, ergonomics, heat stress, tripping hazards, electrical hazards, machine guarding, and lockout/tagout.

  18. Description of Fracture Systems for External Criticality Reports

    The purpose of this Analysis/Model Report (AMR) is to describe probabilistically the main features of the geometry of the fracture system in the vicinity of the repository. They will be used to determine the quantity of fissile material that could accumulate in the fractured rock underneath a waste package as it degrades. This AMR is to feed the geochemical calculations for external criticality reports. This AMR is done in accordance with the technical work plan (BSC (Bechtel SAIC Company) 2001 b). The scope of this AMR is restricted to the relevant parameters of the fracture system. The main parameters of interest are fracture aperture and fracture spacing distribution parameters. The relative orientation of the different fracture sets is also important because of its impact on criticality, but they will be set deterministically. The maximum accumulation of material depends primarily on the fracture porosity, combination of the fracture aperture, and fracture intensity. However, the fracture porosity itself is not sufficient to characterize the potential for accumulation of a fracture system. The fracture aperture is also important because it controls both the flow through the fracture and the potential plugging of the system. Other features contributing to the void space such as lithophysae are also investigated. On the other hand, no analysis of the matrix porosity is done. The parameters will be used in sensitivity analyses of geochemical calculations providing actinide accumulations and in the subsequent Monte Carlo criticality analyses.

    To support the missions of the US Department of Energy (DOE) Special Technologies Program, Argonne National Laboratory is defining the requirements for an automated software system that will search electronic databases on technology. This report examines the work done and results to date. Argonne studied existing commercial and government sources of technology databases in five general areas: on-line services, patent database sources, government sources, aerospace technology sources, and general technology sources. First, it conducted a preliminary investigation of these sources to obtain information on the content, cost, frequency of updates, and other aspects of their databases. The Laboratory then performed detailed examinations of at least one source in each area. On this basis, Argonne recommended which databases should be incorporated in DOE`s Technology Information Management System.

    Catalytic Inc. was awarded a contract to conduct a preliminary system design and cost analysis for a brackish water desalination project to be located in Brownsville, Texas. System analyses and economic analyses were performed to define the baseline solar energy desalination system. The baseline system provides an average daily product water capacity of 6000 mT. The baseline system is optimal relative to technological risk, performance, and product water cost. Subsystems and their interfaces have been defined and product water cost projections made for commercial plants in a range of capacities. Science Applications, Inc. (SAI), subcontractor to Catalytic, had responsibility for the solar power system. This, the final report, summarizes the work performed under the Phase I effort.

    The Chemical Safety Vulnerability (CSV) Working Group was established to identify adverse conditions involving hazardous chemicals at DOE facilities that might result in fires or explosions, release of hazardous chemicals to the environment, or exposure of workers or the public to chemicals. A CSV Review was conducted in 146 facilities at 29 sites. Eight generic vulnerabilities were documented related to: abandoned chemicals and chemical residuals; past chemical spills and ground releases; characterization of legacy chemicals and wastes; disposition of legacy chemicals; storage facilities and conditions; condition of facilities and support systems; unanalyzed and unaddressed hazards; and inventory control and tracking. Weaknesses in five programmatic areas were also identified related to: management commitment and planning; chemical safety management programs; aging facilities that continue to operate; nonoperating facilities awaiting deactivation; and resource allocations. To address the facility-specific and site-specific vulnerabilities, responsible DOE and site-contractor line organizations have developed initial site response plans. These plans, presented as Volume 2 of this Management Response Plan, describe the actions needed to mitigate or eliminate the facility- and site-specific vulnerabilities identified by the CSV Working Group field verification teams. Initial site response plans are described for: Brookhaven National Lab., Hanford Site, Idaho National Engineering Lab., Lawrence Livermore National Lab., Los Alamos National Lab., Oak Ridge Reservation, Rocky Flats Plant, Sandia National Laboratories, and Savannah River Site.

    Alternative power cycle concepts to the closed-cycle Rankine are evaluated and those that show potential for delivering power in a cost-effective and environmentally acceptable fashion are explored. Concepts are classified according to the ocean energy resource: thermal, waves, currents, and salinity gradient. Research projects have been funded and reported in each of these areas. The lift of seawater entrained in a vertical steam flow can provide potential energy for a conventional hydraulic turbine conversion system. Quantification of the process and assessment of potential costs must be completed to support concept evaluation. Exploratory development is being completed in thermoelectricity and 2-phase nozzles for other thermal concepts. Wave energy concepts are being evaluated by analysis and model testing with present emphasis on pneumatic turbines and wave focussing. Likewise, several conversion approaches to ocean current energy are being evaluated. The use of salinity resources requires further research in membranes or the development of membraneless processes. Using the thermal resource in a Claude cycle process as a power converter is promising, and a program of R and D and subsystem development has been initiated to provide confirmation of the preliminary conclusion.

    We present tables of thermodynamic properties, and dew and bubble properties, of a mixture of 90 mol % isobutane and 10 mol % isopentane, a working fluid in a binary geothermal power cycle. The tables are generated by a formulation of the Helmholtz free energy, in which the mixture properties are mapped onto the known properties of pure isobutane by means of the principle of generalized corresponding states. The data base for the Helmholtz free energy formulation is new. We report data obtained in three different apparatus: critical-line and isopentane vapor pressure data obtained in a visual cell; vapor-liquid equilibria data obtained in a mercury-operated variable-volume cell; and pressure-volume-temperature data for the 90 mol %-10 mol % mixture obtained in a semi-automated Burnett-isochoric apparatus. The principles of the methods, and estimates of the reliability, are discussed and all experimental data are compared with the surface. The results are tables of specific volume, enthalpy, entropy, specific heat and density and temperature derivatives of the pressure at 10 K temperature increments from 240 to 600 K along isobars from 0.01 to 20 MPa. Separate tables are prepared from the dew and bubble properties of the 90-10 mixture. Estimates of the effects of isomeric impurity of isobutane are given in graphical form.

    During the first six months of this project, Pacific Northwest National Laboratory has provided planning and leadership support for the establishment of the International Forum for Reactor Aging Management (IFRAM). This entailed facilitating the efforts of the Global Steering Committee to prepare the charter, operating guidelines, and other documents for IFRAM. It also included making plans for the Inaugural meeting and facilitating its success. This meeting was held on August 4 5, 2011, in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and to make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. On August 4-5, 2011, IFRAM began to achieve its mission. The work completed successfully during this period was built upon important previous efforts. This included the development of a proposal for establishing IFRAM and engaging experts in Asia and Europe. The proposal was presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore, the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This report builds on the initial activities and documents the results of activities over the last six months.

    This report describes the work that Environmental Energy Technologies Division of Lawrence Berkeley National Laboratory has been doing most recently. One of our proudest accomplishments is the publication of Scenarios of U.S. Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the U.S. This analysis played a key role in shaping the U.S. position on climate change in the Kyoto Protocol negotiations. Our participation in the fundamental characterization of the climate change issue by the IPCC is described. We are also especially proud of our study of ''leaking electricity,'' which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of U.S. residential electricity currently expended on standby losses. The 54 vignettes contained in the following pages summarize results of research. activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national ENERGY STAR{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China. These are the intellectual endeavors of a talented team of researchers dedicated to public service.

    A series of lidar design and technology demonstration tasks in support of a CO/sub 2/ lidar program is discussed. The first of these tasks is discussed in Section VI of this report under the heading of NASA Optical Lidar Design and it consists of detailed recommendations for the layout of a CO/sub 2/ Doppler lidar incorporating then existing NASA optical components and mounts. The second phase of this work consisted of the design, development, and delivery to NASA of a novel acousto-optic laser frequency stabilization system for use with the existing NASA ring laser transmitter. The second major task in this program encompasses the design and experimental demonstration of a master oscillator-power amplifier (MOPA) laser transmitter utilizing a commercially available laser as the amplifier. The MOPA design including the low chirp master oscillator is discussed in detail. Experimental results are given for one, two and three pass amplification. The report includes operating procedures for the MOPA system.

The Work Smart Standards initiative directs the Laboratory to develop a set of ES and H standards based on the work performed at the Laboratory and the hazards associated with the work. Berkeley Lab`s set of Work Smart Standards includes required Federal, State and local laws and, additionally, national and international standards which represent the highest operating standards of industrial and commercial institutions.

    Through the Urban Integrated Industrial Cogeneration Systems Analysis (UIICSA), the City of Chicago embarked upon an ambitious effort to identify the measure the overall industrial cogeneration market in the city and to evaluate in detail the most promising market opportunities. This report discusses the background of the work completed during Phase II of the UIICSA and presents the results of economic feasibility studies conducted for three potential cogeneration sites in Chicago. Phase II focused on the feasibility of cogeneration at the three most promising sites: the Stockyards and Calumet industrial areas, and the Ford City commercial/industrial complex. Each feasibility case study considered the energy load requirements of the existing facilities at the site and the potential for attracting and serving new growth in the area. Alternative fuels and technologies, and ownership and financing options were also incorporated into the case studies. Finally, site specific considerations such as development incentives, zoning and building code restrictions and environmental requirements were investigated.

    According to the California Energy Commission (CEC 1998a), California commercial buildings account for 35% of statewide electricity consumption, and 16% of statewide gas consumption. Space conditioning accounts for roughly 16,000 GWh of electricity and 800 million therms of natural gas annually, and the vast majority of this space conditioning energy passes through thermal distribution systems in these buildings. In addition, 8600 GWh per year is consumed by fans and pumps in commercial buildings, most of which is used to move the thermal energy through these systems. Research work at Lawrence Berkeley National Laboratory (LBNL) has been ongoing over the past five years to investigate the energy efficiency of these thermal distribution systems, and to explore possibilities for improving that energy efficiency. Based upon that work, annual savings estimates of 1 kWh/ft{sup 2} for light commercial buildings, and 1-2 kWh/ft{sup 2} in large commercial buildings have been developed for the particular aspects of thermal distribution system performance being addressed by this project. Those savings estimates, combined with a distribution of the building stock based upon an extensive stock characterization study (Modera et al. 1999a), and technical penetration estimates, translate into statewide saving potentials of 2000 GWh/year and 75 million thermal/year, as well as an electricity peak reduction potential of 0.7 GW. The overall goal of this research program is to provide new technology and application knowledge that will allow the design, construction, and energy services industries to reduce the energy waste associated with thermal distribution systems in California commercial buildings. The specific goals of the LBNL efforts over the past year were: (1) to advance the state of knowledge about system performance and energy losses in commercial-building thermal distribution systems; (2) to evaluate the potential of reducing thermal losses through duct sealing, duct

    There are situations in which an operator remains in an operator station of a work machine when an engine of the work machine is inactive. The present invention includes a control system for, and a method of, heating the operator station when the engine is inactive. A heating system of the work machine includes an electrically-powered coolant pump, a power source, and at least one piece of warmed machinery. An operator heat controller is moveable between a first and a second position, and is operable to connect the electrically-powered coolant pump to the power source when the engine is inactive and the operator heat controller is in the first position. Thus, by deactivating the engine and then moving the operator heat controller to the first position, the operator may supply electrical energy to the electrically-powered coolant pump, which is operably coupled to heat the operator station.

    Apparatus for removing non-condensible gas from a working fluid utilized in a thermodynamic system comprises a membrane having an upstream side operatively connected to the thermodynamic system so that the upstream side of the membrane receives a portion of the working fluid. The first membrane separates the non-condensible gas from the working fluid. A pump operatively associated with the membrane causes the portion of the working fluid to contact the membrane and to be returned to the thermodynamic system.

    The Environmental Systems Research (ESR) Program, a part of the Environmental Systems Research and Analysis (ESRA) Program, was implemented to enhance and augment the technical capabilities of the INEEL. Strengthening the Technical capabilities of the INEEL will provide the technical base to serve effectively as the Environmental Management Laboratory for the Office of Environmental Management (EM). This is a progress report for the third year of the ESR Program (FY 2000). A report of activities is presented for the five ESR research investment areas: (1) Transport Aspects of Selective Mass Transport Agents, (2) Chemistry of Environmental Surfaces, (3) Materials Dynamics, (4) Characterization Science, and (5) Computational Simulation of Mechanical and Chemical Systems. In addition to the five technical areas, the report describes activities in the Science and Technology Foundations element of the program, e.g., interfaces between ESR and the EM Science Program (EMSP) and the EM Focus Areas. The five research areas are subdivided into 18 research projects. FY 2000 research in these 18 projects has resulted in more than 50 technical papers that are in print, in press, in review, or in preparation. Additionally, more than 100 presentations were made at professional society meetings nationally and internationally. Work supported by this program was in part responsible for one of our researchers, Dr. Mason Harrup, receiving the Department of Energy’s “Bright Light” and “Energy at 23” awards. Significant accomplishments were achieved. Non-Destructive Assay hardware and software was deployed at the INEEL, enhancing the quality and efficiency of TRU waste characterization for shipment. The advanced tensiometer has been employed at numerous sites around the complex to determine hydrologic gradients in variably saturated vadose zones. An ion trap, secondary ion mass spectrometer (IT-SIMS) was designed and fabricated to deploy at the INEEL site to measure the

    This report describes NiSource Energy Technologies Inc.'s base year of a planned 3-year effort to advance distributed power development, deployment, and integration. Its long-term goal is to design ways to extend distributed generation into the physical design and controls of buildings. NET worked to meet this goal through advances in the implementation and control of CHP systems in end-user environments and a further understanding of electric interconnection and siting issues. Important results from the first year were a survey of the state of the art of interconnection issues associated with distributed generation, a survey of the local zoning requirements for the NiSource service territory, and the acquisition of data about the operation, reliability, interconnection, and performance of CHP systems and components of two test sites.

    Missions to the outer planets or to near-by planets requiring short times and/or increased payload carrying capability will benefit from nuclear power. A concept study was undertaken to evaluate options for a multi-megawatt power source for nuclear electric propulsion. The nominal electric power requirement was set at 15 MWe with an assumed mission profile of 120 days at full power, 60 days in hot standby, and another 120 days of full power, repeated several times for 7 years of service. Of the numerous options considered, two that appeared to have the greatest promise were a gas-cooled reactor based on the NERVA Derivative design, operating a closed cycle Brayton power conversion system; and a molten lithium-cooled reactor based on SP-100 technology, driving a boiling potassium Rankine power conversion system. This study examined the relative merits of these two systems, seeking to optimize the specific mass. Conclusions were that either concept appeared capable of approaching the specific mass goal of 3-5 kg/kWe estimated to be needed for this class of mission, though neither could be realized without substantial development in reactor fuels technology, thermal radiator mass efficiency, and power conversion and distribution electronics and systems capable of operating at high temperatures. Though the gas-Brayton systems showed an apparent advantage in specific mass, differences in the degree of conservatism inherent in the models used suggests expectations for the two approaches may be similar. Brayton systems eliminate the need to deal with two-phase flows in the microgravity environment of space.

    The focus of this report is on closed-cycle ocean thermal energy conversion (OTEC) power systems under research at Purdue University. The working operations of an OTEC power plant are briefly discussed. Methods of improving the performance of OTEC power systems are presented. Brief discussions on the methods of heat exchanger analysis and design are provided, as are the thermophysical properties of the working fluids and seawater. An interactive code capable of analyzing OTEC power system performance is included for use with an IBM personal computer.

    One of the fundamental regulations of the Russian State System for Nuclear Material Accounting and Control (SSAC), ''Basic Nuclear Material Control and Accounting Rules,'' directed that a uniform report system be developed to support the operation of the SSAC. According to the ''Regulation on State Nuclear Material Control and Accounting,'' adopted by the Russian Federation Government, Minatom of Russia is response for the development and adoption of report forms, as well as the reporting procedure and schedule. The report forms are being developed in tandem with the creation of an automated national nuclear material control and accounting system, the Federal Information System (FIS). The forms are in different stages of development and implementation. The first report forms (the Summarized Inventory Listing (SIL), Summarized Inventory Change Report (SICR) and federal and agency registers of nuclear material) have already been created and implemented. The second set of reports (nuclear material movement reports and the special anomaly report) is currently in development. A third set of reports (reports on import/export operations, and foreign nuclear material temporarily located in the Russian Federation) is still in the conceptual stage. To facilitate the development of a unified document system, the FIS must establish a uniform philosophy for the reporting system and determine the requirements for each reporting level, adhering to the following principles: completeness--the unified report system provides the entire range of information that the FIS requires to perform SSAC tasks; requisite level of detail; hierarchical structure--each report is based on the information provided in a lower-level report and is the source of information for reports at the next highest level; consistency checking--reports can be checked against other reports. A similar philosophy should eliminate redundancy in the different reports, support a uniform approach to the contents of

    Pursuant to the Atomic Energy Act of 1954, as amended, and the Economy Act of 1932, the Department of Energy and its semi-autonomous National Nuclear Security Administration (NNSA) provide research and technical assistance to other Federal agencies on a reimbursable, full cost recovery basis through the Work for Others (WFO) program. For the vast majority of WFO technical projects, Department Federal officials furnish administrative project oversight while the actual detailed scientific or technical work is completed by the Department's 'management and operating' contractors. These contractors are awarded a special contract type specifically created under the Federal Acquisition Regulation to manage and operate Department sites and facilities, including sophisticated laboratories and technical centers, on a government-owned, contractor-operated basis. With annual expenditures exceeding $1 billion, the Department of Defense (DoD) is one of the Department's largest WFO customers. Work performed for DoD at the Department's national laboratories and other facilities includes highly technical research in areas such as nuclear weapons systems, counter-terrorism, and in-theater troop support. The National Defense Authorization Act for Fiscal Year (FY) 2009, required the Inspectors General of the DoD and the Department to review procurement methods to determine whether the Department complied with DoD procurement requirements and/or whether alternative procurement policies were in place. In response, we focused our review on projects performed by NNSA because it completes the vast majority (approximately $900 million in FY 2008) of the Department's work for DoD. As part of this effort, and, at the specific request of the DoD Office of Inspector General (DoD OIG), we identified the universe of WFO technical projects that received new funding in the fourth quarter of FY 2008 at NNSA sites.     The Calibrations project has been exploring alternative technologies for calibration of passive sensors in the infrared (IR) spectral region. In particular, we have investigated using quantum cascade lasers (QCLs) because these devices offer several advantages over conventional blackbodies such as reductions in size and weight while providing a spectral source in the IR with high output power. These devices can provide a rapid, multi-level radiance scheme to fit any nonlinear behavior as well as a spectral calibration that includes the fore-optics, which is currently not available for on-board calibration systems.

  20. Innovative technology summary report: Transportable vitrification system

    At the end of the cold war, many of the Department of Energy`s (DOE`s) major nuclear weapons facilities refocused their efforts on finding technically sound, economic, regulatory compliant, and stakeholder acceptable treatment solutions for the legacy of mixed wastes they had produced. In particular, an advanced stabilization process that could effectively treat the large volumes of settling pond and treatment sludges was needed. Based on this need, DOE and its contractors initiated in 1993 the EM-50 sponsored development effort required to produce a deployable mixed waste vitrification system. As a consequence, the Transportable Vitrification System (TVS) effort was undertaken with the primary requirement to develop and demonstrate the technology and associated facility to effectively vitrify, for compliant disposal, the applicable mixed waste sludges and solids across the various DOE complex sites. After 4 years of development testing with both crucible and pilot-scale melters, the TVS facility was constructed by Envitco, evaluated and demonstrated with surrogates, and then successfully transported to the ORNL ETTP site and demonstrated with actual mixed wastes in the fall of 1997. This paper describes the technology, its performance, the technology applicability and alternatives, cost, regulatory and policy issues, and lessons learned.

    The charge for the working group on high gradient and laser-structure based acceleration was to assess the current challenges involved in developing an advanced accelerator based on electromagnetic structures, and survey state-of-the-art methods to address those challenges. The topics of more than 50 presentations in the working group covered a very broad range of issues, from ideas, theoretical models and simulations, to design and manufacturing of accelerating structures and, finally, experimental results on obtaining extremely high accelerating gradients in structures from conventional microwave frequency range up to THz and laser frequencies. Workshop discussion topics included advances in the understanding of the physics of breakdown and other phenomena, limiting high gradient performance of accelerating structures. New results presented in this workshop demonstrated significant progress in the fields of conventional vacuum structure-based acceleration, dielectric wakefield acceleration, and laser-structure acceleration.

    Results of the Advanced Radiant Combustion System (ARCS) project are presented in this report. This work was performed by Alzeta Corporation as prime contractor under a contract to the U.S. Department of Energy Office of Industrial Technologies as part of a larger DOE program entitled Research Program for Advanced Combustion Systems. The goals of the Alzeta ARCS project were to (a) Improve the high temperature performance characteristics of porous surface ceramic fiber burners, (b) Develop an Advanced Radiant Combustion System (ARCS) that combines combustion controls with an advanced radiant burner, and (c) Demonstrate the advanced burner and controls in an industrial application. Prior to the start of this project, Alzeta had developed and commercialized a porous surface radiant burner, the Pyrocore{trademark} burner. The product had been commercially available for approximately 5 years and had achieved commercial success in a number of applications ranging from small burners for commercial cooking equipment to large burners for low temperature industrial fluid heating applications. The burner was not recommended for use in applications with process temperatures above 1000{degrees}F, which prevented the burner from being used in intermediate to high temperature processes in the chemical and petroleum refining industries. The interest in increasing the maximum use temperature of the burner was motivated in part by a desire to expand the number of applications that could use the Pyrocore product, but also because many of the fluid sensitive heating applications of interest would benefit from the distributed flux characteristic of porous surface burners. Background information on porous surface radiant burners, and a discussion of advantages that would be provided by an improved product, are presented in Section 2.

    The funding of this DOE project has enabled the P.I. and his collaborators to tackle a number of problems involving nonperturbatively coupled atomic systems, including their interactions with each other and/or with an external electromagnetic field of the type provided by either a continuous-wave or a femtosecond short-pulse laser. The progress includes a new, deeper understanding of an old and famous theory of autoionization lineshapes, developed initially by Ugo Fano in 1935 and later extended in a highly cited 1961 article; the new result specifically is that in a collaboration with the Heidelberg group we have been able to demonstrate an unexpectedly simple behavior in the time domain that is relevant for modern short-pulse lasers. This study also demonstrates a way to modify and even control the lineshapes of unstable atomic and molecular energy levels.

    It has been pointed out that, with its high energy and luminosity, the SSC may provide the best or only way in which CP violation in heavy meson decays or the rare decay modes of such mesons can be observed. The major problem in the exploitation of the high rates of heavy quark production is the identification of interesting decays in the midst of a large background of more conventional processes. There have been some optimistic reports on the feasibility of such experiments, but relatively little quantitative backup has been provided. In the present report, we concentrate exclusively on B-meson decays. As is the case for K mesons, but not for charm or top decays, the favored modes are suppressed by the smallness of Cabibbo-Kobayashi-Maskawa angles, and therefore rare modes are relatively more frequent and potentially easier to observe.

    This report is the outcome of a workshop that was commissioned by the Department of Energy’s Climate and Environmental Sciences Division (CESD) to examine current and future data infrastructure requirements that would be foundational to achieving CESD’s scientific mission goals. Over the past several years, data volumes in CESD disciplines have risen sharply to unprecedented levels (tens of petabytes). So too has the complexity and diversity of the research data (simulation, observation, and reanalysis) needing to be captured, stored, verified, analyzed, and integrated. With the trends of increased data volume (in the hundreds of petabytes), more complex analysis processes, and growing crossdisciplinary collaborations, it is timely to investigate whether the CESD community has the right computational and data support to realize the full scientific potential from its data collections. In recognition of the challenges, a partnership is forming across CESD and with national and international agencies to investigate the viability of creating an integrated, collaborative data infrastructure: a virtual laboratory. The overarching goal of this report is to identify the community’s key data technology requirements and high-priority development needs for sustaining and growing their scientific discovery potential. The report also aims to map these requirements to existing solutions and to identify gaps in current services, tools, and infrastructure that will need to be addressed in the short, medium, and long term so as not to impede scientific progress
