    This report is an exposition of the revenue requirements method for project evaluation in the electric utility industry. The results are developed from first principles of economics and finance. Application of the results is illustrated by a series of hypothetical calculations. Revenue requirements are a way of expressing the costs associated with an investment. The revenue requirements method can be used to choose among alternatives that provide an equivalent amount and quality of service. If alternatives do not provide equivalent service, then the appropriate economic comparison depends on the value of service as well as the cost. Market discount rates rather than so-called ''customer discount rates'' should be used to calculate the present value of revenue requirements. In general, however, the risk-adjusted discount rates that are appropriate for calculating the present value of revenue requirements differ from those used to calculate net present value.

    The Revenue Requirements Model (RRM) is designed to estimate the impact of various regulatory and economic policy variables on the total revenue requirements of electric utilities. The RRM is built to utilize financial data extracted from the Standard and Poor's (S and P) Compustat II Utility data base (a proprietary data base). The RRM uses a simplified regulatory accounting framework to estimate the cost of service of the electric operations of utilities. The RRM is written in SAS, a proprietary software system. The RRM produces a series of reports including a summary of key data utilized therein, an income statement, revenue requirements, and selected key financial measures.     This final report describes a digital dc revenue metering device for HVDC systems developed by Washington State University researchers under a contract with the Electric Power Research Institute. The device was installed at the Sylmar Converter Station of the Los Angeles Department of Water and Power in November 1981, and has been operating satisfactorily for over 20 months. It uses voltage and current measurements from existing voltage dividers, current transductors, and a current shunt. The energy-computation algorithms are implemented using digital signal processing principles in a single eight-bit microprocessor (Motorola MC6809). The algorithms accommodate the different characteristics of the sensors, and tolerate the unavailability of some of the sensors, with some loss in accuracy. Comparisons of the dc Revenue Meter energy measurements with the ac revenue meter measurements plus the station losses reveal a 0.1 percent difference in one pole and a one percent difference in the other pole, for a net difference of about one-half percent.

    Monies collected from firms for alleged petroleum pricing violations are put in escrow from which refunds are made to those claiming overcharge during the period of price controls. Payment of refunds to recipients who are not tax exempt must be reported to the Internal Revenue Service (IRS) on Form 1099. By issuing Form 1099, the Department of Energy (DOE) alerts both the recipient and the IRS to potential taxable income. The purpose of our audit was to determine whether DOE was complying with IRS regulations when issuing 1099's for oil overcharge refunds. In calendar year 1991 Form 1099 was not issued for approximately $1.3 million in oil overcharge refunds of between $10 and $600 because the Department was unable to accurately determine the amount of interest included in the refunds. Thus, recipients may not have reported overcharge refunds as taxable income. In addition, about 30 percent of refund recipients identified as tax exempt could not provide support for their exempt status because they misunderstood Departmental instructions or were unaware of IRS regulations in this regard. In some instances, DOE had identified the recipients as exempt, due to the amount of the refund. As a result, 1099's were not issued for as many as 2,700 refund recipients who received refunds of approximately $2.7 million in potentially taxable income. Management agreed with our recommendations (1) to issue appropriate IRS reporting forms to nonexempt refund recipients and (2) to require all recipients claiming exempt status to identify the basis for exemption and provide documentation for their withholding status.

    A digital revenue metering algorithm is described. The algorithm has been tested in a microcomputer system using two 8-bit MC6800 microprocessors and 12-bit analog-to-digital converters. The tests show that the system meets the accuracy requirements of ANSI C12-1975. The algorithm demands modest computing requirements and low data sampling rates. The algorithm uses Walsh-functions and will operate with as few as 4 samples per 60-Hz cycle. For proper response to odd harmonic frequencies, higher sampling rates must be used. Third harmonic power can be handled with an 8-sample per cycle Walsh function. However, even harmonics are effectively suppressed by the algorithm. The developed algorithm is intended for use in digital data acquisition systems for substations where interchange metering is required.

    The Revenue Requirements Modeling System (RRMS) is a utility specific financial modeling System used by the Energy Information Administration (EIA) to evaluate the impact on electric utilities of changes in the regulatory, economic and tax environments. Included in the RRMS is a power plant life-cycle revenue requirements model designed to assess the comparative economic advantage of alternative generating plant. This report is Volume II of a 2 volume set and provides a programmer's guide which describes new user initialization procedures and data base update procedures. This report also provides a software maintenance guide which contains listings of all computer code for the models. Volume I provides a methodology description and user's guide, a model abstract and technical appendix, and sample input and output for the models.

    This report concerns payments by the Sandia Corporation to employee pension plans. The audit disclosed that in 1984 the Department incurred unnecessary costs of $19.2 million because Sandia made payments into its two pension plans even though information contained in Sandia'a actuarial consultants' reports showed that the funds were overfunded by $77.7 million at the beginning of the year. During the preceding three years, similar payments were made which added to plan overfunding. Sandia had based pension plan payments on very conservative actuarial assumptions. Albuquerque did not agree with the findings and recommendations. A summary of management's comments and the response are included in the report.

  2. System planning analysis applied to OTEC: initial cases by Florida Power Corporation. Task II report No. FC-5237-2

    The objective of the task was to exercise the FPC system planning methodology on: (1) Base Case, 10 year generation expansion plan with coal plants providing base load expansion, and (2) same, but 400 MW of OTEC substituting for coal burning units with equal resultant system reliability. OTEC inputs were based on reasonable economic projections of direct capital cost and O and M costs for first-generation large commercial plants. OTEC inputs discussed in Section 2. The Base Case conditions for FPC system planning methodology involved base load coal fueled additions during the 1980's and early 1990's. The first trial runs of the PROMOD system planning model substituted OTEC for 400 MW purchases of coal generated power during 1988-1989 and then 400 MW coal capacity thereafter. Result showed higher system reliability than Base Case runs. Reruns with greater coal fueled capacity displacement showed that OTEC could substitute for 400 MW purchases in 1988-1989 and replace the 800 MW coal unit scheduled for 1990 to yield equivalent system reliability. However, a 1995 unit would need to be moved to 1994. Production costing computer model runs were used as input to Corporate Model to examine corporate financial impact. Present value of total revenue requirements were primary indication of relative competitiveness between Base Case and OTEC. Results show present value of total revenue requirements unfavorable to OTEC as compared to coal units. The disparity was in excess of the allowable range for possible consideration.

    This final Technical Evaluation Report (TER) summarizes the US Nuclear Regulatory Commission staff`s review of Atlas Corporation`s proposed reclamation plan for its uranium mill tailings pile near Moab, Utah. The proposed reclamation would allow Atlas to (1) reclaim the tailings pile for permanent disposal and long-term custodial care by a government agency in its current location on the Moab site, (2) prepare the site for closure, and (3) relinquish responsibility of the site after having its NRC license terminated. The NRC staff concludes that, subject to license conditions identified in the TER, the proposed reclamation plan meets the requirements identified in NRC regulations, which appear primarily in 10 CFR Part 40. 112 refs., 6 figs., 16 tabs.

    This paper briefly describes the wellhead prices of natural gas compared to crude oil over the past 70 years. Although natural gas prices have never reached price parity with crude oil, the relative value of a gas BTU has been increasing. It is one of the reasons that the total amount of money coming from natural gas wells is becoming more significant. From 1920 to 1955 the revenue at the wellhead for natural gas was only about 10% of the money received by producers. Most of the money needed for exploration, development, and production came from crude oil. At present, however, over 40% of the money from the upstream portion of the petroleum industry is from natural gas. As a result, in a few short years natural gas may become 50% of the money revenues generated from wellhead production facilities.

    Revenue metering for thermal systems has been in use for more than 100 years. There is an infinite variety of meters based on flow principles, but very limited choice of steam condensate meters. Progress is being made in the application of computer technology to thermal metering. Btu meters are showing substantial progress as the U.S. market increases. There is a lack of traceable standards, application guidelines and approved materials. Strongly needed are educational programs designed for the thermal metering technician. Costs of thermal measurements is, in general, out of balance with other utility type service meters.

    A request was received from union and management at the Fruehauf Corporations Parts Facility in Delphos, Ohio to evaluate possible exposures to total welding fume, metals, carbon-monoxide, oxides of nitrogen, and ozone during welding operations. Total welding fume concentrations in 32 personal breathing zone samples ranged from 1.5 to 23.4 milligrams per cubic meter (mg/m/sup 3/). Nine area samples ranged from 0.4 to 3.7mg/m/sup 3/. Three sample results exceeded OSHA standard of 15mg/m/sup 3/. Iron was the predominant metal found. Measurable quantities of aluminum, chromium, copper, magnesium, manganese, molybdenum, nickel, lead, tin, and vanadium were found. Results of a questionnaire, given to 33 of the 92 welders, indicated a relatively high prevalence of reported symptoms of mucous membrane and respiratory tract irritation, including eye irritation, sinus/nasal congestion, headaches, throat irritation and cough.

    The purpose of this report is to provide additional numerical modeling and data evaluation for the Atlas tailings pile near Moab, Utah. A previous report (Tailings Pile Seepage Model: The Atlas Corporation Moab Mill, Moab, Utah, January 9, 1998) prepared for the Nuclear Regulatory Commission (NRC) by Oak Ridge National Laboratory/Grand Junction (ORNL/GJ) presented the results of steady-state modeling of water flow and subsequent discharge to the underlying groundwater system. At the request of the Fish and Wildlife Service (FWS), this model was expanded to evaluate the impact of drainage from the tailings pile in addition to recharge from precipitation in a transient mode simulation. In addition, the FWS requested transient simulations of contaminant transport in the alluvial aquifer. Subsequently, NRC requested an evaluation of additional hydrologic issues related to the results presented in the Tailings Pile Seepage Model (ORNL/GJ 1998a) and the Limited Groundwater Investigation (ORNL/GJ 1998b). Funding for the report was provided by the U.S. Department of Energy. The following section lists the individual tasks with subsequent sections providing the results. A map for the Atlas Moab Mill site is presented in Fig. 1.1.

    In response to a confidential request from employees of the Schulte Corporation (SIC-3496), Cincinnati, Ohio, an evaluation was undertaken of complaints of chest tightness, itching, metallic taste in the mouth, and discharge of black dust from the noses of workers in the machine shop of the facility. The facility was involved in the manufacturing and shipping of epoxy coated steel wire shelving. Total dust samples taken in the breathing zone of the workers ranged from 0.49 to 4.78mg/cu m, well below the permissible limits. Respirable dust samples ranged from 0.05 to 0.43mg/cu m. Exposures to nitrogen oxides were well below acceptable limits. Aldehydes were not detected in samples evaluating exposure to two resistance welders. The NIOSH ceiling level of 0.1 part per million for ozone (10028156) was exceeded near welders. Six workers interviewed reported symptoms including black nasal discharge, headaches, sore throat, cough, hoarseness of voice, metallic taste and chest tightness. There was a potential ergonomic problem due to repetitive wrist motion. The authors conclude that a potential hazard from ozone exposure existed. The authors recommend measures to reduce exposures and development of a program for the prevention of cumulative trauma.

    Recently, utilities seeking rate increases have submitted innovative petitions for phase-in rate relief to state regulators. According to the Edison Electric Institute, the industry has seen almost 80 phase-in rate orders issued nation-wide in the last six years. For financial reporting purposes, deferred revenues under phase-in plans must be recognized as current income in the first year of the phase-in. The Internal Revenue Service (IRS) at the Industry Coordinator level, however, recently accepted the position that deferred phase-in revenues accrued for book purposes are not immediately taxable income to the utility.

    Despite growth in revenues during 1979, electric utilities are greatly troubled by high inflation, restricted capital, and the lack of rate relief from utility commissions. The growth, although smaller than normal, will likely convince commissions to respond to rate increase requests by authorizing only the smallest possible increases. With inflationary pressures eroding utility companies' financial base, the benefits of rate increases are wiped out after a year or so, necessitating a return to the commissions for futher adjustments. This up-down cycling is reflected in the report of the performances of the top one hundred utility companies. Earning growth statistics, sales data, financial statistics, and company performances (electric sales, customers served, revenues, and after-tax net income) of top one hundred electric utilities are given in separate tables for 1979. Overall, kWh sales were up 2.9%; revenues were up 13.4%; net income was up 8.1%; and overall earnings performance was a weak increase of 9.4%. (SAC)

    The Seymour Recycling Corporation (SRC) operated a processing center for waste chemicals. Toxic and hazardous wastes, including solvents, metal finishing wastes, and other materials, accumulated on the site in 55-gallon drums, bulk tanks, and other containers. Wastes leaked and spilled from the drums creating fire and odor problems. A Consent Decree resulted in the removal of the upper one foot of contaminated soil from about 75% of the site's surface. Contaminated soil remains, however, and extends throughout the shallow and deep aquifer. The primary contaminants of concern include: VOCs, organics, TCE, DCE, benzene, toluene, and heavy metals. Selected remedies have been proposed and are included.

    The Seymour Recycling Corporation site (number 57 on the National Priorities List) is located approximately two miles southwest of Seymour, Indiana. From the very early 1970s to 1980, the site was operated as a processing center for waste chemicals. Distillation was the major method of product reclamation with as many as 11 columns operating simultaneously. Overall environmental monitoring has identified more than 70 contaminants on-site within soil and aquifer samples. The shallow and deep aquifers exhibit both on-site and off-site contamination. The existence of the surface clay cap and fencing to restrict access has removed direct contact as an exposure route for remaining on-site contaminants. The existence of the surface cap should also be preventing contaminant-laden dust from moving off-site.

    In response to a request from an authorized representative of the Construction and General Laborers Union, Local 762, an investigation was made of potential hazards for asbestos abatement contract workers at IMC Corporation, (SIC-2869), Sterlington, Louisiana. The IMC facility consisted of two ammonia facilities, a nitroparaffin (NP) facility, and a NP derivatives facility. An explosion occurred on May 1, 1991 in the NP facility, caused by a faulty compressor. During the post explosion renovation activities, an asbestos abatement firm was working on site due to the large amounts of asbestos (1332214) insulation which had been disturbed by the explosion. Records indicated that several workers complained of ill effects and odors on June 17 and 19. The incidents were investigated but no chemical exposure explanation was found. Routine and complaint based industrial hygiene monitoring was primarily area monitoring and not substance specific. Of the 25 workers interviewed, 22 had symptoms they felt were related to their work at IMC. The symptoms included those of the upper respiratory tract, central nervous system, and gastrointestinal system. The most common included diarrhea, nausea, headache, dizziness, and cough, each experienced by significantly more than half the subjects. The symptoms could not be linked conclusively to any specific chemical release, job task, work location, or food or drink source.

    In response to a management request, an evaluation was made of possible hazardous working conditions at ARMCO Advanced Materials Corporation (SIC-3312), Butler, Pennsylvania. ARMCO produced primarily specialty steel products. An indirect method of electric heating was used at the facility to make steel. Concern was expressed about employee exposures to infrasound, electromagnetic radiation, and various dusts throughout the melt shop. The investigation was then expanded to include radiofrequency exposures at the Ultra-Rapid Annealing (URA) furnace located in the Strip Coating and Silicon Anneal Building (SCSAB). Air samples analyzed indicated that the recommended levels were being exceeded for chromium (7440473), manganese (7439965) and lead (7439921). Radiofrequency radiation measurements at the URA furnace and the visible radiation levels near the electric arc furnaces in the melt shops exceeded the appropriate evaluation criteria. The authors conclude that health hazards existed during the survey from excessive airborne levels of hexavalent chromium, manganese, and lead, high levels of optical radiation near the electric arc furnaces, and radiofrequency radiation at the URA furnace. The authors recommended measures to lower these exposures and suggested the institution of medical and environmental surveillance programs.

    In response to a request from OSHA, a possible cancer cluster was investigated at the James River Corporation (SIC-2657), Newnan, Georgia. The paperboard packaging facility had been in operation for over 30 years. A retrospective cohort mortality study of 2050 workers employed at the facility between 1957 and 1988 was conducted. As of the study date, 141 workers were deceased, 1705 were alive, and 204 had been lost to follow-up. Overall mortality was similar to that expected as was mortality from diseases of the heart, accidents, and violence. The Standardized Mortality Ratios for all cancers was less than expected. Three workers with bladder cancer and six with kidney cancer were identified. No increased risk of bladder cancer was determined. The risk of kidney cancer was increased. The excess risk was associated with overall duration of employment but was not limited to any single department or work process. The author concludes that workers at the facility had an increased rate of kidney cancer. The author recommends measures to reduce exposures to inks containing pigments made from aromatic amines. Personal protective equipment should not be considered a substitute for adequate engineering controls. Follow-up on the cohort should continue.

    The Bristol Bay Native Corporation (BBNC) grant project focused on conducting nine wind resource studies in eight communities in the Bristol Bay region of southwest Alaska and was administered as a collaborative effort between BBNC, the Alaska Energy Authority, Alaska Village Electric Cooperative, Nushagak Electric Cooperative (NEC), Naknek Electric Association (NEA), and several individual village utilities in the region. BBNC’s technical contact and the project manager for this study was Douglas Vaught, P.E., of V3 Energy, LLC, in Eagle River, Alaska. The Bristol Bay region of Alaska is comprised of 29 communities ranging in size from the hub community of Dillingham with a population of approximately 3,000 people, to a few Native Alaska villages that have a few tens of residents. Communities chosen for inclusion in this project were Dillingham, Naknek, Togiak, New Stuyahok, Kokhanok, Perryville, Clark’s Point, and Koliganek. Selection criteria for conduction of wind resource assessments in these communities included population and commercial activity, utility interest, predicted Class 3 or better wind resource, absence of other sources of renewable energy, and geographical coverage of the region. Beginning with the first meteorological tower installation in October 2003, wind resource studies were completed at all sites with at least one year, and as much as two and a half years, of data. In general, the study results are very promising for wind power development in the region with Class 6 winds measured in Kokhanok; Class 4 winds in New Stuyahok, Clark’s Point, and Koliganek; Class 3 winds in Dillingham, Naknek, and Togiak; and Class 2 winds in Perryville. Measured annual average wind speeds and wind power densities at the 30 meter level varied from a high of 7.87 meters per second and 702 watts per square meter in Kokhanok (Class 6 winds), to a low of 4.60 meters per second and 185 watts per square meter in Perryville (Class 2 winds).

  10. Net lost revenue from DSM: State policies that work

    A key utility regulatory reform undertaken since 1989 allows utilities to recover the lost revenue incurred through successful operation of demand-side management (DSM) programs. Net lost revenue adjustment (NLRA) mechanisms are states preferred approach to lost revenue recovery from DSM programs. This paper examines the experiences states and utilities are having with the NLRA approach. The paper has three objectives: (1) determine whether NLRA is a feasible and effective approach to the lost-revenue disincentive for utility DSM programs, (2) identify the conditions linked to effective implementation of NLRA mechanisms and assess whether NLRA has changed utility investment behavior, and (3) suggest improvements to NLRA mechanisms. Contrary to the concerns raised by some industry analysts, our results indicate NLRA is a feasible approach. Seven of the ten states we studied report no substantial problems with their approach. We observe several conditions linked to effective NLRA implementation. Observed changes in utility investment behavior occur after implementation of DSM rate reforms, which include deployment of NLRA mechanisms. Utilities in states with lost revenue recovery invest more than twice as much in DSM as do utilities in other states.

    The use of pollution-abatement revenue bonds, or environmental improvement bonds, is a comparatively new development in electric-utility financing. It has proven to be a convenient and relatively low-cost source of funds for certain kinds of required capital investment.   18. Assessment of net lost revenue adjustment mechanisms for utility DSM programs

    Utility shareholders can lose money on demand-side management (DSM) investments between rate cases. Several industry analysts argue that the revenues lost from utility DSM programs are an important financial disincentive to utility DSM investment. A key utility regulatory reform undertaken since 1989 allows utilities to recover the lost revenues incurred through successful operation of DSM programs. Explicitly defined net lost revenue adjustment (NLRA) mechanisms are states` preferred approach to lost revenue recovery from DSM programs. This report examines the experiences states and utilities are having with the NLRA approach. The report has three objectives. First, we determine whether NLRA is a feasible and successful approach to removing the lost-revenue disincentive to utility operation of DSM programs. Second, we identify the conditions linked to successful implementation of NLRA mechanisms in different states and assess whether NLRA has changed utility investment behavior. Third, we suggest improvements to NLRA mechanisms. We first identify states with NLRA mechanisms where utilities are recovering lost revenues from DSM programs. We interview staff at regulatory agencies in all these states and utility staff in four states. These interviews focus on the status of NLRA, implementation issues, DSM measurement issues, and NLRA results. We also analyze regulatory agency orders on NLRA, as well as associated testimony, reports, and utility lost revenue recovery filings. Finally, we use qualitative and quantitative indicators to assess NLRA`s effectiveness. Contrary to the concerns raised by some industry analysts, our results indicate NLRA is a feasible approach to the lost-revenue disincentive.

    This report represents work on a program that was originated by the USBM of the Department of the Interior and was transferred to the Department of Energy on October 1, 1977. A demonstration with the Government funded Hemscheidt 320 HSL caliper type shield supports was conducted at three longwall panels of Kaiser Steel Corporation's York Canyon Mine. The purpose of this longwall demonstration was to provide the US coal industry with information on all aspects of shield longwall mining in high seams. The demonstration provided a working model for the coal industry and during the project, 350 people from the industry, schools, and government agencies visited the demonstration. They were provided with a first hand knowledge of a working shield longwall. The demonstration showed that the control of large coal lumps may be a problem in the mining of coal seam thicker than 8 feet. Mining with shield type supports provided good working conditions and a safe working environment. The shield requires very little maintenance and has a high mechanical availability.

    Report RWEV-REP-001, Analysis of Postclosure Groundwater Impacts for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High Level Radioactive Waste at Yucca Mountain, Nye County, Nevada was issued by the DOE in 2009 and is currently being updated. Sandia National Laboratories (SNL) provided support for the original document, performing calculations and extracting data from the Yucca Mountain Performance Assessment Model that were used as inputs to the contaminant transport and dose calculations by Jason Associates Corporation, the primary developers of the DOE report. The inputs from SNL were documented in LSA-AR-037, Inputs to Jason Associates Corporation in Support of the Postclosure Repository Supplemental Environmental Impact Statement. To support the updating of the original Groundwater Impacts document, SNL has reviewed the inputs provided in LSA-AR-037 to verify that they are current and appropriate for use. The results of that assessment are documented here.

    An Office of Inspector General Hotline allegation was received from an anonymous complainant regarding a July 1994 Martin Marietta Corporation Team`s health and safety review at three Department of Energy sites managed and operated by the then Martin Marietta Energy Systems. Inc. (Energy Systems), at Oak Ridge, Tennessee. We determined that the President of Energy Systems had requested a Corporate review at the three sites because of his concerns about safety incidents and accidents during the late Spring and early Summer of 1994. The Corporate Team`s charter was to determine if root causes existed for these safety incidents and accidents and to produce recommendations for the reduction or prevention of future safety incidents or accidents.

    The shift toward conservation rate structures, although they may provide better incentives to use scarce water wisely, changes who pays what and can increase the variability of future revenue streams to the water agency. Though the definition of the correct rate structure varies by community, the managerial strategies necessary to cope with the uncertainty brought about by conservation rate structures apply universally. Revenue instability directly increases water supplier`s borrowing costs and adds indirect costs in the form of more complicated planning to provide for a reliable future water supply. This article describes an empirical study using data from two water agencies that have adopted conservation rate structures. The article proposes ways quantitative tools may be used to (1) measure and cope with added uncertainty and (2) make explicit the magnitude of trade-offs between revenue stability, equity, and the provision of incentives for efficient use of water resources.

    The commonly used rate-making approaches necessarily base themselves on assumptions, vital to their success, about future levels of utility aservice sales. But since sales are a function of random variables beyond the control of the utility as well as actions by the utility itself, the resulting rates fail to protect the utility's revenue stream and its realized rate of return. This article proposes an alternative approach which would decouple utility revenues from sales, thus stabilizing revenue streams with respect to sales fluctuations and rate design changes. Among the benefits would be a lower cost of capital for the utility, as well as decreased utility resistance to conservation by consumers and to efficient rate design.

    The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study.     The Seymour Recycling Corporation (SRC) site, encompassing a fourteen-acre area, is approximately two miles southwest of Seymour, Indiana. SRC and its corporate predecessor, Seymour Manufacturing Company, processed, stored, and incinerated chemical wastes at the site from about 1970 to early 1980. The facility was closed when SRC failed to comply with a 1978 agreement with the State of Indiana to cease receiving wastes and to institute better waste-management practices. In 1980, several thousand drums were removed from the site by two potentially responsible parties (PRPs). In 1981, the U.S. EPA removed chemicals from tanks at the site and disposed of those wastes offsite. A 1982 Consent Decree with potential PRPs resulted in the removal, between December 1982 and January 1984, of approximately 50,000 drums, 100 storage tanks and the first foot of contaminated soil from about 75 percent of the site's surface. A Record of Decision, signed in September 1986, evaluated the stabilization of the ground water plume emanating from the site and selected the implementation of a plume stabilization system to extract, treat and discharge ground water to a waste water treatment plant.

    A model of the rate of oil and gas production from a given piece of property in terms of the development cost and net operating revenues illustrates that high taxes and royalties diminish the optimal production rate and ultimately render valueless an otherwise potentially valuable productive property.
