    As the operator of the Department`s Savannah River Site, Westinghouse Savannah River Company (Westinghouse) receives three types of fees: (1) award fees commensurate with the overall performance rating, (2) Performance Based Incentive (PBI) fees for achieving measurable goals or defined tasks as specified in annual operating plans, and (3) Cost Reduction Incentive Program (CRIP) fees for making improvements in site operations that reduce total contract costs. The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. The audit objective was to determine whether Westinghouse withdrew the appropriate amount of fees from the letter-of-credit account in Fiscal Years (FY) 1997 an 1998.

    The Great Western Malting Company recently constructed a barley malting facility in Pocatello, Idaho, designed to produce 6.0 million bushels per year of brewing malt. This facility uses natural gas to supply the energy for germination and kilning processes. The escalating cost of natural gas has prompted the company to look at alternate and more economical sources of energy. Trans Energy Systems has investigated the viabiity of using geothermal energy at the new barley processing plant. Preliminary investigations show that a geothermal resource probably exists, and payback on the installation of a system to utilize the resource will occur in under 2 years. The Great Western Malting plant site has geological characteristics which are similar to areas where productive geothermal wells have been established. Geological investigations indicate that resource water temperatures will be in the 150 to 200/sup 0/F range. Geothermal energy of this quality will supply 30 to 98% of the heating requirements currently supplied by natural gas for this malting plant. Trans Energy Systems has analyzed several systems of utilizing the geothermal resource at the Great Western barley malting facility. These systems included: direct use of geothermal water; geothermal energy heating process water through an intermediary heat exchanger; coal or gas boosted geothermal systems; and heat pump boosted geothermal system. The analysis examined the steps that are required to process the grain.

    In July 1980, the Office of Outer Continental Shelf (OCS) Information issued an initial report called Outer Continental Shelf Oil and Gas Activities in the South Atlantic (US) and their Onshore Impacts: A Summary Report, July 1980. The purpose of this report was to provide State and local governments with current information about offshore oil and gas resources and onshore activity in the area extending from Cape Hatteras, North Carolina, to Cape Canaveral, Florida. This information was designed to assist in socioeconomic planning for the onshore impacts of oil and gas development in the affected areas. This report, Update 2, discusses Outer Continental Shelf oil and gas activities and their onshore impacts for the period of February 1981 to August 1981. Because of the minimal offshore oil- and gas-related activity in the South Atlantic Region, the onshore impacts are also minimal. Very little, if any, development has occurred as a result of exploration or development. Even though the South Atlantic OCS does contain large areas with hydrocarbon potential, little optimism has been generated by exploration associated with Lease Sale 43. Lease Sale 56 included tracts with geologic conditions more favorable to the generation, migration, and accumulation of hydrocarbons, especially the deepwatr tracts, but industry showed moderate interest in the first deepwater lease sale. The level of nearshore and onshore activity may increase with exploration associated with Lease Sale 56. More permanent onshore development will be contingent on the outcome of exploration efforts.

This report is preliminary, and the information contained herein is subject to revision. Definitive information will be available in the final PDR, which will be published at the completion of detailed engineering.

Three panel discussions were held on international issues and outlook: Emerging trends in Latin America; Update on the former Soviet Union; and Balancing world energy markets. The sessions on company strategies and perspectives included presentations by Enserch Corp., Union Pacific Resources, Union Texas Petroleum Holdings, Inc., and Triton Energy Corp. These sessions included the current position of the company, problems with development of specific fields, sharing the risks of exploratory drilling, commitment to domestic exploration, and international ventures in exploration.

Recently the project was recognized for reaching 1 million man-hours without a lost time injury.     This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

The geographical area covered by the report extends from north of Cape Hatteras, North Carolina to Cape Canaveral, Florida. The information is designed to assist in planning for the onshore effects associated with offshore oil and gas development. It covers lease and transportation strategies and the nature and location of onshore facilities. An appendix summarizes related state and federal studies. 11 references, 2 tables.

    The search for oil and gas on the Outer Continental Shelf in the Atlantic continues. Hydrocarbon exploration efforts have been and probably will continue to be concentrated on four major sedimentary basins: the Georges Bank Basin, the Baltimore Canyon Trough, the Carolina Trough, and the Blake Plateau Basin. To date, 46 exploratory wells have been drilled in these areas, most of them in the Mid-Atlantic Planning Area where resource estimates indicate the hydrocarbon potential is the greatest of the three Atlantic Outer Continental Shelf planning areas. Currently, no operators are involved in exploration efforts in the Atlantic. No commercial discoveries have been announced. Since the first and most successful sale of Atlantic Outer Continental Shelf blocks in Lease Sale 40 in August 1976, there have been eight other sales bringing total revenues of almost $3 billion to the Federal Treasury. The current tentative milestone chart for the 5-year offshore leasing schedule calls for four additional lease sales to be held in the Atlantic Outer Continental Shelf. Although no firm plans have been made for the transportation of potential offshore hydrocarbons to onshore processing facilities, it is believed that oil would be transported by tanker or tug-barge system to existing refineries on the Raritan and Delaware Bays. Gas probably would be transported by pipeline to one of several onshore landfalls identifed by Atlantic Coast States and in Federal environmental impact documents. Recent onshore support for Atlantic Outer Continental Shelf exploration came from Davisville, Rhode Island, the only shore support base for the Atlantic that was active during 1984. Three maps are provided in the back pocket of this report for the North Atlantic, Mid-Atlantic and South Atlantic planning areas. 29 refs., 8 figs., 6 tabs.

This Annual Site Environmental Report (ASER) for 1999 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of the Rocketdyne Santa Susana Field Laboratory (SSFL). In the past, these operations included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials under the former Atomics International Division. Other activities included the operation of large-scale liquid metal facilities for testing of liquid metal fast breeder components at the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility within Area IV. All nuclear work was terminated in 1988, and subsequently, all radiological work has been directed toward decontamination and decommissioning (D&D) of the previously used nuclear facilities and associated site areas. Large-scale D&D activities of the sodium test facilities began in 1996. This Annual Site Environmental Report provides information showing that there are no indications of any potential impact on public health and safety due to the operations conducted at the SSFL. All measures and calculations of off-site conditions demonstrate compliance with applicable regulations, which provide for protection of human health and the environment.

  12. NRC (Nuclear Regulatory Commission) staff evaluation of the General Electric Company Nuclear Reactor Study (''Reed Report'')

    In 1975, the General Electric Company (GE) published a Nuclear Reactor Study, also referred to as ''the Reed Report,'' an internal product-improvement study. GE considered the document ''proprietary'' and thus, under the regulations of the Nuclear Regulatory Commission (NRC), exempt from mandatory public disclosure. Nonetheless, members of the NRC staff reviewed the document in 1976 and determined that it did not raise any significant new safety issues. The staff also reached the same conclusion in subsequent reviews. However, in response to recent inquiries about the report, the staff reevaluated the Reed Report from a 1987 perspective. This re-evaluation, documented in this staff report, concluded that: (1) there are no issues raised in the Reed Report that support a need to curtail the operation of any GE boiling water reactor (BWR); (2) there are no new safety issues raised in the Reed Report of which the staff was unaware; and (3) although certain issues addressed by the Reed Report are still being studied by the NRC and the industry, there is no basis for suspending licensing and operation of GE BWR plants while these issues are being resolved.

  13. Health-hazard evaluation report HETA-86-053-1933, Gray Pprinting Company, Fostoria, Ohio

    The Gray Printing Company, located in Fostoria, Ohio was studied for potential employee exposures to solvents used in the offset-printing process at that site. The company produced 30 monthly magazines plus various commercial catalogs and brochures. The employment at the site was 185 persons. Equipment used in the production of printed material included photographic-typesetting and sheet-fed and roll fed offset lithographic printing processes. Over two workdays the sheet fed press operator's isopropanol exposures ranged from 247 to 501 mg/m/sup 3/ with personal breathing zone naphtha concentrations of 0.03 to 8.9 mg/m/sup 3/. The web press operator's naphtha exposures ranged from 0.03 to 7.7 mg/m/sup 3/. These workers were also exposed to low concentrations of isopropanol. The highest short term isopropanol exposure was 726 mg/m/sup 3/. Short term exposures to blanket and roller cleaning solvent were low, less than 10 mg/m/sup 3/. A higher than expected reporting of symptoms related to central nervous system depression, difficulty in concentrating, dizziness, cough, chest pain, and dry skin were noted among workers. The authors conclude that there was an increased prevalence of neurotoxic, respiratory, and skin problems among workers using organic solvents. Due to the prevalence of these symptoms, the authors recommend measures for reducing employee exposure to solvents.

    In response to a request from the International Chemical Workers Union, project director, an evaluation was undertaken of possible hazardous working conditions at the Morton Salt Company (SIC-1479), Weeks Island, Louisiana. At Weeks Island the salt was mined from large domes, circular in shape and from a few hundred yards to a mile across. The only detectable overexposures in the mining operation were to coal-tar pitch volatiles. None of the 20 personal breathing zone and area air samples collected in the mill were above detectable limits for asbestos (1332214). The prevalences of chronic cough and chronic phlegm reported were statistically different, exceeding those reported by a group of nonexposed blue collar workers. Chronic symptoms were reported by underground workers in all smoking categories, but only by those surface workers who also smoked. There were more complaints about eye irritation and tearing of the eyes in the underground workers, consistent with diesel byproduct exposure. Four workers were identified through pulmonary function test results with mild obstructive lung disease and one with moderate obstructive lung disease. Three workers with mild restriction of lung volume were noted. None of the 61 chest films taken read positively for pneumoconiosis. The authors conclude that overexposures to coal-tar pitch volatiles existed at the time of the survey. The authors recommend measures for reducing occupational exposures to workplace contaminants. A follow up medical questionnaire survey should be conducted.

    The search for oil and gas on the Outer Continental Shelf (OCS) in the South Atlantic Region began in 1960, when geophysical surveys of the area were initiated. In 1977, a Continental Offshore Stratigraphic Test (COST) well was drilled in the Southeast Georgia Embayment. In March 1978, the first lease sale, Sale 43, was held, resulting in the leasing of 43 tracts. Approximately a year later, in May 1979, the first exploratory drilling began, and by February 1980, six exploratory wells had been drilled by four companies. Hydrocarbons were not found in any of these wells. Lease Sale 56, the second lease sale in the South Atlantic Region, was held in August 1981. The sale resulted in the leasing of 47 tracts. Most of the leased tracts are in deep water along the Continental Slope off North Carolina. To date, no drilling has occurred on these tracts, but it is likely that two wells will be drilled or will be in the process of being drilled by the end of 1982. Reoffering Sale RS-2 is scheduled for July 1982, and it will include tracts offered in Lease Sale 56 that were not awarded leases. Lease Sale 78 is scheduled to be held in July 1983. The most recent (March 1982) estimates of risked resources for leased lands in the South Atlantic OCS are 27 million barrels of oil and 120 billion cubic feet of gas. To date, onshore impacts resulting from OCS exploration have been minimal, and they were associated with Lease Sale 43 exploratory activities. In June 1981, the South Atlantic Regional Technical Working Group prepared a Regional Transportation Management Plan for the South Atlantic OCS. The plan is principally an integration of regulatory frameworks, policies, and plans that are applicable to pipeline siting from each of the South Atlantic coastal States and Federal agencies with jurisdiction in the area.

    Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project uses a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal to syngas. The gasification plant is coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 BTUs/cf (HHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product. Approximately 10% of the raw, hot syngas at 900 F is designed to pass through an intermittently moving bed of metal-oxide sorbent which removes sulfur-bearing compounds from the syngas. PPS-1 will be the first unit in the world to demonstrate this advanced metal oxide hot gas desulfurization technology on a commercial unit. The emphasis during 1996 centered around start-up activities.

    This document presents the results of the Westinghouse Hanford Company near-facility operational environmental monitoring for 1994 in the 100, 200/600, and 300/400 Areas of the Hanford Site, in south-central Washington State. Surveillance activities included sampling and analyses of ambient air surface water, groundwater, soil, sediments, and biota. Also, external radiation measurements and radiological surveys were taken at waste disposal sites, radiologically controlled areas, and roads. These activities were conducted to assess and control the effects of nuclear facilities and waste sites on the local environment. In addition, diffuse sources were monitored to determine compliance with Federal, State, and/or local regulations. In general, although effects from nuclear facilities are still seen on the Hanford Site and radiation levels are slightly elevated when compared to offsite locations, the differences are less than in previous years.

    In response to a request from the International Chemical Workers Union an evaluation was made of respiratory problems among workers at the Agrico Chemical Company, Pierce, Florida, which closed in 1979. Specific concern had been expressed regarding exposures to silica, coke, and asbestos. Of 108 persons participating in the study, 91 had worked at the elemental phosphorus facility (EP). Of 88 participants who had ten or more years in the phosphate industry, the 36 workers with ten or more years in the EP facility were no more likely to have chronic cough, shortness of breath, abnormal lung sounds on physical examination, pulmonary function impairment, or x-ray signs of fibrogenic dust exposure than those with less than 10 years exposure. Those working longer than 10 years in the EP facility had numerically higher prevalence of chronic bronchitis and chronic wheeze, but the differences were not statistically significant. The author concludes that no association between health and time at the EP facility could be discerned from the available data, although it is possible that the study participants were not representative of all former facility workers.

The most significant source of particulates was diesel exhaust. None of the 20 personal breathing zone or area air samples collected in the mill exceeded limits for asbestos. An increased prevalence of chronic cough and phlegm was reported by workers. More complaints of eye irritation and tearing of the eyes were noted in underground workers, consistent with diesel byproduct exposure. Pulmonary function studies indicated that four workers had mild obstructive lung disease and one had moderate obstructive lung disease. Sierra Pacific Power Company (SPPCo) has proposed this electric power transmission line to improve the existing operational capacity and reliability of its power transmission system and provide for anticipated growth in demand for electric power. This document was prepared by the California Public Utilities Commission (CPUC) and the U.S. Department of the Interior, Bureau of Land Management (BLM), pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), respectively.     The Mid-Atlantic Baseline Studies Project helped address environmental barriers to offshore wind energy development in the mid-Atlantic region by providing regulators, developers, and other stakeholders with comprehensive baseline ecological data and analyses. Project funders and collaborators from a range of academic institutions, non-governmental organizations, federal agencies, foundations, and private companies came together to study bird, sea turtle, and marine mammal distributions, densities, and movements on the mid-Atlantic Outer Continental Shelf between 2012 and 2014. Specific project activities and goals included the following: (1) Conduct standardized surveys to quantify bird, sea turtle, and marine mammal densities seasonally and annually throughout the study region and identify important habitat use or aggregation areas. (2) Develop statistical models to help understand the drivers of wildlife distribution and abundance patterns. (3) Use individual tracking data for several focal bird species to provide information on population connectivity and individual movements that is complementary to survey data. (4) Identify species that are likely to be exposed to offshore wind energy development activities in the mid-Atlantic study area. (5) Develop U.S.-based technological resources and assessment methods for future monitoring efforts, including a comparison of high resolution digital video aerial surveys to boat-based surveys.     In response to a request from the Health and Safety Supervisor at the Yankee Nuclear Power Station (SIC-4911), Rowe, Massachusetts, an investigation was begun into ozone (10028156) exposure during plasma arc cutting and welding. Welders had reported chest tightness, dry cough, and throat and bronchial irritation. The nuclear power station was in the process of being decommissioned, and workers were dismantling components using welding and cutting methods. Of the operations observed during the site visit, the highest ozone concentrations were generated during plasma arc cutting, followed by metal inert gas (MIG) welding and arc welding. During plasma arc cutting the average and peak concentrations exceeded the NIOSH ceiling recommended exposure limit of 0.1 part per million. The author concludes that ozone exposure during plasma arc cutting and MIG welding presented a health hazard to welders. The author recommends that improvements be made in the local exhaust ventilation, that nitrogen-dioxide levels be monitored during hot work, and that many exposed workers wear protective clothing, use ultraviolet blocking lotion, and continue the use appropriate shade of eye protection.

    The lost/restricted workday severity rate posted in CY 1994 of 45.50 was a significant improvement over the prior years and, remarkably, this rate has been reduced to 16.40 thus far in CY 1995 (Table 2--2). The indications from this sustained reduction are that employee, management, HEHF, and accident investigator efforts to manage injuries are becoming stronger (page 2--8). Congratulations to the Human Resources Department for working over 835,000 hours without a lost workday away injury/illness! The last lost workday away case occurred on 12/17/92. The Workers Compensation Report shows significant reduction in the amount of money expended for medical treatments and time loss due to industrial injuries. The cost of insurance continues to decrease. Continued savings can be attributed to aggressive claims and safety case management, an enhanced attitude by management creating a positive and proactive safety awareness culture, and a more aggressive return-to-work philosophy.

    Safety training programs for the employee, manager, and safety observer are undergoing refinements in response to employee suggestions as well as to promote the interactions necessary to the success of the Voluntary Protection Program. Adjustments to these programs are described on pages 2-1 and 2-2. Significant events, which carry lessons we must learn in order to reduce injury potential, are summarized on pages 2-2 and 2-3. The events highlighted this quarter involve indoor air quality and unexpected weather changes which can impact outdoor work activities. Our analysis of injuries occurring this reporting period continues to feature the simple-task injuries which reflect on awareness levels and culture strength. In addition to injuries arising from simple, everyday tasks, a significant number of injuries were caused by objects in ``blind spots``. These are items placed out of view where an employee can contact them by reaching in to a drawer (staples, exacto blades, etc.), or by bumping/brushing against (wall hangings, sharp furniture edges).

    An evaluation was made of worker exposure to hydraulic fluid used on the longwall-mining operations at Consolidated Coal Company's Humphrey Number 7 Mine, Pentress, West Virginia. Employees were complaining of headache, eye and throat irritation, congestion, and cough. A particular emulsion oil, Solcenic-3A, was used with water in the mine's hydraulic roof-support system. An analysis of the oil indicated the presence of methyl-isobutyl-carbinol (MIBC), dipropylene glycol, and paraffin hydrocarbons. Personal breathing-zone samples for MIBC were collected from all workers on the longwall mining operation during the two days of the visit. All the analysis indicated concentrations of MIBC below the limit of quantification, which was 0.6 parts per million for an 8 hour sample. These levels were well below the exposure recommendations of the Mine Safety and Health Administration. Exposure to MIBC may be occurring through skin contact with oil through hydraulic line leaks, accidents, and maintenance activity on the hydraulic machines. The report concludes that Solcenic-3A oil constituents in air did not pose a health hazard at the time of the survey.

The facility was a secondary lead smelter which operated 7 days a week, and recycled about 20,000 batteries a day, primarily automobile batteries. The company employed automation, local exhaust ventilation, partial enclosures, and enclosed ventilation systems in the reverberatory furnace operations, blast furnace operations, and casting and refinery area to reduce employee exposure to lead.     This report gives results of an assessment of potential control technologies for methylene chloride (also known as dichloromethane or DCM) emission sources at Eastman Kodak Company's Kodak Park facility in Rochester, NY. DCM is a solvent used by Kodak in the manufacture of cellulose triacetate film support. Work has involved: a plant visit where major DCM emission sources were inspected, and evaluation of current and potential control technologies for the DCM emission sources. The report contains information gathered during the plant visit to the Kodak Park facility. Included are emission estimates determined by Kodak of all emission points greater than 8000 lb (3600 kg)/yr DCM, as well as a description of each point observed during the visit. Also included are results of an evaluation of control technologies that might be applied to the major emission sources. A cost analysis of different add-on control devices is provided for four of the uncontrolled emission points.

    In response to an employee request, an investigation was begun into possible exposures to paint, paint thinners, and Freon at the Magnetics Division of Spang and Company (SIC-3679), Butler, Pennsylvania. The division employed about 450 people and manufactured two types of magnetic cores used in a variety of electronic devices. Workers in the Tape Core Paint Room had experienced light headedness or fainted episodes. Only one sample contained measurable levels of 2-ethoxyethyl-acetate (111159) but the level was 0.25 parts per million (ppm), one half of the NIOSH recommended exposure limit for full shift time weighted average exposure. Methylene-chloride (75092) was detected in all but one of the air samples with levels ranging up to 35ppm. One personal breathing zone sample had a lead (7439921) concentration of 36 micrograms/cubic meter (microg/m3) which exceeded the OSHA action level for lead of 30 microg/m3. The paint booth exhaust systems appeared to be operating efficiently and there were good work practices among the painters. The authors conclude that workers were exposed to methylene-chloride, considered by NIOSH to be a potential occupational carcinogen. Exposures to lead and 2-ethoxyethyl-acetate may exceed the evaluation criteria. Some workers may experience symptoms when working near solvents and paints, even though the measured exposures were below the permissible exposure limits. The authors recommend that efforts be made to reduce exposures in the paint room.

  13. Report for Westinghouse Hanford Company: Makeup procedures and characterization data for modified DSSF and modified remaining inventory simulated tank waste

    The majority of defense wastes generated from reprocessing spent reactor fuel at Hanford are stored in underground Double-Shell Tanks (DST) and in older Single-Shell Tanks (SST). The Tank Waste Remediation System (TWRS) Program has the responsibility of safely managing and immobilizing these tank wastes for disposal. A reference process flowsheet is being developed that includes waste retrieval, pretreatment, and vitrification. Melter technologies for vitrifying low-level tank wastes are being evaluated by Westinghouse Hanford Company. Chemical simulants are being used in the technology testing. For the first phase of low-level waste (LLW) vitrification simulant development, two waste stream compositions were investigated. The first waste simulant was based on the analyses of six tanks of double-shell slurry feed (DSSF) waste and on the projected composition of the wastes exiting the pretreatment operations. A simulant normalized to 6 M sodium was based on the anticipated chemical concentrations after ion exchange and initial separations. The same simulant concentrated to 10 M sodium would represent a waste that had been concentrated by evaporation to reduce the overall volume. The second LLW simulant, referred to as the remaining inventory (RI), included wastes not included in the DSSF tanks and the projected LLW fraction of single-shell tank wastes.

    This report documents the U.S. Department of Transportation Specification 7A Type A (DOT-7A) compliance test results of the Westinghouse Hanford Company, Waste Receiving and Processing Facility, Module 1 (WRAP-1) Drum. The WRAP-1 Drum was tested for DOE-HQ in August 1994, by Los Alamos National Laboratory, under docket number 94-35-7A. Additionally, comparison and evaluation of the approved, as-tested packaging configuration was performed by WHC in September 1995. The WRAP-1 Drum was evaluated against the performance of the DOT-17C, 208 1 (55-gal) steel drums tested and evaluated under dockets 89-13-7A/90-18-7A and 94-37-7A.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    This annual report describes the environmental monitoring programs related to the Department of Energy’s (DOE) activities at the Santa Susana Field Laboratory (SSFL) facility located in Ventura County, California during 2005. Part of the SSFL facility, known as Area IV, had been used for DOE’s activities since the 1950s. A broad range of energy related research and development (R&D) projects, including nuclear technologies projects, was conducted at the site. All the nuclear R&D operations in Area IV ceased in 1988. Current efforts are directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and closure of facilities used for liquid metal research.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Initial and Update Review Teams` findings from the onsite evaluations of the Westinghouse Savannah River Site (SRS), conducted February 24--March 7, 1997, and June 15-19, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five tenets of DOE-VPP. The Initial Review Team concluded that WSRC met or surpassed all DOE-VPP requirements, with the exception of 12 minor findings and 5 recommendations. WSRC was asked to resolve the findings within 90 days. During a follow-up visit in January 1996, representatives of the Team verified that all 90-day actions were completed. The Update Team detected though that the program did not demonstrate thorough and meaningful employee involvement. The ability to attain and sustain VPP-level performance on employee involvement is a significant challenge. Large companies with multiple layers of management and geographically disperse personnel have particular difficulty.

    The waste package design for the License Application is a double-wall waste package underneath a protective drip shield (BSC 2004 [DIRS 168489]; BSC 2004 [DIRS 169480]). The purpose and scope of this model report is to document models for general and localized corrosion of the waste package outer barrier (WPOB) to be used in evaluating waste package performance. The WPOB is constructed of Alloy 22 (UNS N06022), a highly corrosion-resistant nickel-based alloy. The inner vessel of the waste package is constructed of Stainless Steel Type 316 (UNS S31600). Before it fails, the Alloy 22 WPOB protects the Stainless Steel Type 316 inner vessel from exposure to the external environment and any significant degradation. The Stainless Steel Type 316 inner vessel provides structural stability to the thinner Alloy 22 WPOB. Although the waste package inner vessel would also provide some performance for waste containment and potentially decrease the rate of radionuclide transport after WPOB breach before it fails, the potential performance of the inner vessel is far less than that of the more corrosion-resistant Alloy 22 WPOB. For this reason, the corrosion performance of the waste package inner vessel is conservatively ignored in this report and the total system performance assessment for the license application (TSPA-LA). Treatment of seismic and igneous events and their consequences on waste package outer barrier performance are not specifically discussed in this report, although the general and localized corrosion models developed in this report are suitable for use in these scenarios. The localized corrosion processes considered in this report are pitting corrosion and crevice corrosion. Stress corrosion cracking is discussed in ''Stress Corrosion Cracking of the Drip Shield, the Waste Package Outer Barrier, and the Stainless Steel Structural Material'' (BSC 2004 [DIRS 169985]).

  11. Baseline Microstructural Characterization of Outer 3013 Containers

    Three DOE Standard 3013 outer storage containers were examined to characterize the microstructure of the type 316L stainless steel material of construction. Two of the containers were closure-welded yielding production-quality outer 3013 containers; the third examined container was not closed. Optical metallography and Knoop microhardness measurements were performed to establish a baseline characterization that will support future destructive examinations of 3013 outer containers in the storage inventory. Metallography revealed the microstructural features typical of this austenitic stainless steel as it is formed and welded. The grains were equiaxed with evident annealing twins. Flow lines were prominent in the forming directions of the cylindrical body and flat lids and bottom caps. No adverse indications were seen. Microhardness values, although widely varying, were consistent with annealed austenitic stainless steel. The data gathered as part of this characterization will be used as a baseline for the destructive examination of 3013 containers removed from the storage inventory.

    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    Excess plutonium materials in the DOE complex are packaged and stored in accordance with DOE-STD-3013. This standard specifies requirements for the stabilization of such materials and subsequent packaging in dual nested seal-welded containers. Austenitic stainless steels have been selected for container fabrication. The inner 3013 container provides contamination control while the outer 3013 container is the primary containment vessel and is the focus of this paper. Each packaging site chose a process for seal welding the outer 3013 containers in accordance with its needs and expertise. The two processes chosen for weld closure were laser beam welding (LBW) and gas tungsten arc welding (GTAW). Following development efforts, each system was qualified in accordance with DOE-STD-3013 prior to production use. The 3013 outer container closure weld joint was designed to accommodate the characteristics of a laser weld. This aspect of the joint design necessitated some innovative process and equipment considerations in the application of the GTAW process. Details of the weld requirements and the development processes are presented and several potential enhancements for the GTAW system are described.

The main body of this publication consists of data uncovered during the course of research on this DOE report. This data pertains to major government energy policies in each country studied. This report also provides a summary of the DOE report. In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    The St. Louis Airport/Hazelwood Iterim Storage/Futura Coatings Company, a National Priorities List site, is in St. Louis County, Missouri. From 1946 to 1973, the site was used to store radioactive materials resulting from uranium processing. High levels of uranium, thorium, radium, and radon were detected in soil, groundwater, and air. The site is still being used to store radioactive materials. The Agency for Toxic Substances and Disease Registry considers the St. Louis Airport site to be an indeterminate public health hazard. Although there are emissions of radon and the presence of thorium in on-site air and off-site soils and the emission of radiation resulting from the presence of these materials is not currently considered a health hazard. At present conditions, the concentration of radon off-site is indistinguishable from background levels. However, in the past, these contaminants may have been present at levels of health concern.

    From 1947 to 1981, the Stauffer Chemical Company in Tarpon Springs, Florida, made elemental phosphorus from phosphate ore. Residents in the area expressed concern about possible adverse health effects resulting from exposure to radium and heavy metals leaching from phosphate slag that was used in nearby roads and buildings. Besides radium, other contaminants of concern to residents were arsenic, asbestos, uranium, radon, and ionizing radiation. There is elevated background radiation from natural radium in phosphate slag and aggregate, but exposures are not expected to result in any adverse health outcomes. Phosphate slag contains concentrations of metals above background levels. However, based on current epidemiological and medical information the levels are not likely to represent a public health hazard.

    A walkthrough survey of EI duPont deNemours and Company, Incorporated, Alvin, Texas was conducted in November, 1984. The purpose of the survey was to obtain information on the 1,3-butadiene monomer manufacturing process and the potential for exposure. The facility manufactured a crude product stream containing 1,3-butadiene as a coproduct of its ethylene process. The crude was refined to a 99.5% 1,3-butadiene product. The refining process occurred in a closed system, tightly maintained for economic, fire, and health-hazard reasons. The product was transferred by way of a pipeline to storage spheres for later transport off site. The facility used an open-loop cylinder (bomb) technique for quality control sampling. All pumps were equipped with single mechanical seals, which were in the process of being replaced by tandem seals. Since 1962, the facility had experienced process changes and three changes of ownership. Because of these changes, records from previous owners of industrial hygiene monitoring were not available. Job titles identified as having potential exposure were processors, wage employee supervisors, production engineers, and laboratory technicians. The author concludes that a closed-loop manual quality-control sampling system should be installed to reduce exposure from this source.

    This technical memorandum (TM) describes the technology requirements for three alternative energy technologies for which pilot and/or commercial projects on the U.S. Outer Continental Shelf (OCS) are likely to be proposed within the next five to seven years. For each of the alternative technologies--wind, wave, and ocean current--the TM first presents an overview. After each technology-specific overview, it describes the technology requirements for four development phases: site monitoring and testing, construction, operation, and decommissioning. For each phase, the report covers the following topics (where data are available): facility description, electricity generated, ocean area (surface and bottom) occupied, resource requirements, emissions and noise sources, hazardous materials stored or used, transportation requirements, and accident potential.     The Outer Can Welder Data Acquisition Software (OCWDAS) was originally developed by SRTC for use at Hanford to assist in the storage of their excess plutonium in the DOE standard 3013 containers until it can be properly dispositioned using one of the approved DOE methods. After Hanford OCWDAS software was the starting point for the new version developed for FB-Line. New graphical display formats and features were added to this software to make it moremore » robust and operator friendly. Several hardware changes were also made at this time and the software was modified to accommodate these as well. During the welding process, critical weld parameters such as weld current and voltage, can give valuable information about the weld. In the past, weld data from the TIG welding process, such as the bagless transfer system in FB-Line, has been monitored using strip chart recorders. The data from the weld process, recorded on the strip chart recorder traces, are reviewed to analyze the weld. The OCWDAS improves this technology by digitizing the weld data which allows for automation of the analysis process. The OCWDAS performs the necessary functions to perform the data acquisition functions during the 3013 Outer Can Welding Process. It is important to monitor the critical weld parameters, current and voltage, during a weld as they can be used to set acceptance criteria for weld acceptance. The software monitors and records the weld current, voltage, and RPM data. It also records the absolute position of the weld head during the weld process from a quadrature encoder. Digital handshaking between the AMI Welding unit and the OCWDAS ensure that both systems are operational and ready prior to the weld initiation taking place.« less

    The Solenoidal Detector Collaboration (SDC) detector is in the conceptual design phase. ORNL is currently working with various sub-groups on the design of the outer tracker portion of the SDC detector. A major focus in the outer tracker design is the structure that mounts and supports the tracking elements. This structure must meet extreme requirements of alignment and stability while containing a minimum of material. This report describes the requirements, evaluations, and analyses that have been performed on the two options being explored; a cylindrical support shell and a modular support shell.

    This report describes the results from Chevron`s Pakenham Field effort at fracture stimulation engineering which incorporated, to the greatest extent possible, the results of actual measured field data. Measurement of the sand-shale closure stress contrast around the Wolfcamp A2 sand and the relatively high net fracturing pressures (compared to the closure stress contrast) that were observed during real-data (net pressure) fracture treatment analysis revealed that fractures obtained in most of the treatments were much shorter and less confined than originally expected: the fracture half-length was about 200 to 300 ft (instead of about 600 ft), which is consistent with estimates from post-fracture pressure build-up tests. Based on these measurements, Chevron`s fracturing practices in the Pakenham Field could be carefully reviewed to enhance fracture economics. Supported by the real-data fracture treatment analysis, several changes in completion, fracture treatment design and data-collection procedures were made, such as: (1) using cheaper 20/40 Ottawa sand instead of pre-cured 20/40 resin coated sand; (2) reducing the pad fluid size, as fluid leakoff from the fracture into the formation was relatively low; and, (3) utilizing stepdown tests and proppant slugs to minimize near-wellbore screen-out potential (in the Wolfcamp D sand).

    The results of the conceptual design study reported include the development of a workable design for a sodium-cooled tower focus repowering system, the costs required to construct that design, and the determination of the benefits which could be obtained. A number of trade studies and optimizations were carried out in order to derive the most cost-effective design that also had the greatest potential for widespread application and commercialization. These studies are identified and their results are presented and discussed. The overall plant design is described and diagrammed, as are each of the subsystems: the heliostats, external receiver, master control, heat transport, thermal storage, electric power generating, and steam generating subsystems. Each subsystem's cost is summarized by major component. The subsystem is then described with its major components in terms of physical characteristics, requirements, and performance. An economic analysis is presented based on the internal rate of return to the project owner, and development plans are described. Appended is the system requirements specification. The testing and results for a sodium-cooled receiver panel are described. (LEW)

    Diesel engines can offer substantially higher fuel efficiency, good driving performance characteristics, and reduced carbon dioxide (CO2) emission compared to stoichiometric gasoline engines. Despite the increasing public demand for higher fuel economy and reduced dependency on imported oil, however, meeting the stringent emission standards with affordable methods has been a major challenge for the wide application of these fuel-efficient engines in the US market. The selective catalytic reduction of NOx by urea (urea-SCR) is one of the most promising technologies for NOx emission control for diesel engine exhausts. To ensure successful NOx emission control in the urea-SCR technology, both a diesel oxidation catalyst (DOC) and a urea-SCR catalyst with high activity and durability are critical for the emission control system. Because the use of this technology for light-duty diesel vehicle applications is new, the relative lack of experience makes it especially challenging to satisfy the durability requirements. Of particular concern is being able to realistically simulate actual field aging of the catalyst systems under laboratory conditions, which is necessary both as a rapid assessment tool for verifying improved performance and certifiability of new catalyst formulations. In addition, it is imperative to develop a good understanding of deactivation mechanisms to help develop improved catalyst materials. In this CRADA program, General Motors Company and PNNL have investigated fresh, laboratory- and vehicle-aged DOC and SCR catalysts. The studies have led to a better understanding of various aging factors that impact the long-term performance of catalysts used in the urea-SCR technology, and have improved the correlation between laboratory and vehicle aging for reduced development time and cost. This Final Report briefly highlights many of the technical accomplishments and documents the productivity of the program in terms of peer-reviewed scientific publications

After that development effort, SRS funded SRTC to develop a similar system for FB-Line for use with 3013 canister welding at SRS. More robust analysis routines and techniques were used withmore » this new version as well as enhanced graphical representation of the data. During the welding process, critical weld parameters such as weld current and voltage, can give valuable information about the weld. In the past, weld data from the TIG welding process, has been monitored using strip chart recorders. The data from the weld process, recorded on the strip chart recorder traces, are reviewed to analyze the weld. To improve this process, another software package developed by SRTC, the OCW DAS, digitizes the weld data and stores the data in a file. The OCWAS automates the weld analysis process by analyzing the data obtained during the weld process. The OCWAS reads a data file that was previously collected using the OCW DAS software. The software will read the file and parse the data. The user is first prompted to enter the file name. The file is then opened and the operator name, canister identification, and Date/Time of Acquisition are read from the file and displayed on the screen. The binary weld data is then read from the file into an array until the end of the file is reached. The current, voltage, and position data are displayed on the screen in graphical format on the front panel. The weld power and resistance are calculated and are also displayed in graphical format on the front panel.« less

    We report the discovery and orbital determination of 14 trans-Neptunian objects (TNOs) from the ESSENCE Supernova Survey difference imaging data set. Two additional objects discovered in a similar search of the SDSS-II Supernova Survey database were recovered in this effort. ESSENCE repeatedly observed fields far from the solar system ecliptic (-21{sup o} < {beta} < -5{sup o}), reaching limiting magnitudes per observation of I {approx} 23.1 and R {approx} 23.7. We examine several of the newly detected objects in detail, including 2003 UC{sub 414}, which orbits entirely between Uranus and Neptune and lies very close to a dynamical region that would make it stable for the lifetime of the solar system. 2003 SS{sub 422} and 2007 TA{sub 418} have high eccentricities and large perihelia, making them candidate members of an outer class of TNOs. We also report a new member of the 'extended' or 'detached' scattered disk, 2004 VN{sub 112}, and verify the stability of its orbit using numerical simulations. This object would have been visible to ESSENCE for only {approx}2% of its orbit, suggesting a vast number of similar objects across the sky. We emphasize that off-ecliptic surveys are optimal for uncovering the diversity of such objects, which in turn will constrain the history of gravitational influences that shaped our early solar system.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    We report parallaxes and proper motions of three water maser sources in high-mass star-forming regions in the Outer Spiral Arm of the Milky Way. The observations were conducted with the Very Long Baseline Array as part of Bar and Spiral Structure Legacy Survey and double the number of such measurements in the literature. The Outer Arm has a pitch angle of 14.9 2.7 and a Galactocentric distance of 14.1 0.6 kpc toward the Galactic anticenter. The average motion of these sources toward the Galactic center is 10.7 2.1 km s{sup 1} and we see no sign of a significant fall in the rotation curve out to 15 kpc from the Galactic center. The three-dimensional locations of these star-forming regions are consistent with a Galactic warp of several hundred parsecs from the plane.

    In 2009, we used the Subaru telescope to observe all the faint irregular satellites of Neptune for the first time since 2004. These observations extend the data arcs for Halimede, Psamathe, Sao, Laomedeia, and Neso from a few years to nearly a decade. We also report on a search for unknown Neptune satellites in a half-square degree of sky and a limiting magnitude of 26.2 in the R band. No new satellites of Neptune were found. We numerically integrate the orbits for the five irregulars and summarize the results of the orbital fits in terms of the state vectors, post-fit residuals, and mean orbital elements. Sao and Neso are confirmed to be Kozai librators, while Psamathe is a 'reverse circulator'. Halimede and Laomedeia do not seem to experience any strong resonant effects.

    This report was prepared in accordance with ''Technical Work Plan for: Regulatory Integration Modeling and Analysis of the Waste Form and Waste Package'' (BSC 2004 [DIRS 171583]). This report provides information on the phase stability of Alloy 22, the current waste package outer barrier material. The goal of this model is to determine whether the single-phase solid solution is stable under repository conditions and, if not, how fast other phases may precipitate. The aging and phase stability model, which is based on fundamental thermodynamic and kinetic concepts and principles, will be used to provide predictive insight into the long-term metallurgical stability of Alloy 22 under relevant repository conditions. The results of this model are used by ''General Corrosion and Localized Corrosion of Waste Package Outer Barrier'' as reference-only information. These phase stability studies are currently divided into three general areas: Tetrahedrally close-packed (TCP) phase and carbide precipitation in the base metal; TCP and carbide precipitation in welded samples; and Long-range ordering reactions. TCP-phase and carbide precipitates that form in Alloy 22 are generally rich in chromium (Cr) and/or molybdenum (Mo) (Raghavan et al. 1984 [DIRS 154707]). Because these elements are responsible for the high corrosion resistance of Alloy 22, precipitation of TCP phases and carbides, especially at grain boundaries, can lead to an increased susceptibility to localized corrosion in the alloy. These phases are brittle and also tend to embrittle the alloy (Summers et al. 1999 [DIRS 146915]). They are known to form in Alloy 22 at temperatures greater than approximately 600 C. Whether these phases also form at the lower temperatures expected in the repository during the 10,000-year regulatory period must be determined. The kinetics of this precipitation will be determined for both the base metal and the weld heat-affected zone (HAZ). The TCP phases (P, {mu}, and {sigma}) are

    We present alpha element to iron abundance ratios, [?/Fe], for four stars in the outer stellar halo of the Andromeda Galaxy (M31). The stars were identified as high-likelihood field halo stars by Gilbert et al. and lie at projected distances between 70 and 140 kpc from M31's center. These are the first alpha abundances measured for a halo star in a galaxy beyond the Milky Way. The stars range in metallicity between [Fe/H] = 2.2 and [Fe/H] = 1.4. The sample's average [?/Fe] ratio is +0.20 0.20. The best-fit average value is elevated above solar, which is consistent with rapid chemical enrichment from Type II supernovae. The mean [?/Fe] ratio of our M31 outer halo sample agrees (within the uncertainties) with that of Milky Way inner/outer halo stars that have a comparable range of [Fe/H].

    A plurality of arcuate, circumferentially extending leaf seal segments form an annular seal spanning between annular sealing surfaces of inner and outer casings of a turbine. The ends of the adjoining seal segments have circumferential gaps to enable circumferential expansion and contraction of the segments. The end of a first segment includes a tab projecting into a recess of a second end of a second segment. Edges of the tab seal against the sealing surfaces of the inner and outer casings have a narrow clearance with opposed edges of the recess. An overlying cover plate spans the joint. Leakage flow is maintained at a minimum because of the reduced gap between the radially spaced edges of the tab and recess, while the seal segments retain the capacity to expand and contract circumferentially.
