    The purpose of this study is to examine competition in the electric power industry from an ``industrial organization`` point of view. The remainder of this report is organized as follows. Chapter 2 describes the ``industrial organization`` approach used to analyze the electric power market. Industrial organization emphasizes specific market performance criteria, and the impact of market structure and behavior on performance. Chapter 3 identifies the participants in the electric power market, grouped primarily into regulated producers, unregulated producers, and consumers. Chapter 4 describes the varieties of electric power competition, organized along two dimensions: producer competition and consumer competition. Chapters 5 and 6 identify the issues raised by competition along the two dimensions. These issues include efficiency, equity, quality, and stability. Chapters 7 through 9 describe market structure, behavior and performance in three competitive scenarios: minimum competition, maximum competition, and moderate competition. Market structure, behavior and performance are discussed, and the issues raised in Chapters 5 and 6 are discussed in detail. Chapter 10 provides conclusions about ``winners and losers`` and identifies issues that require further study.

    Electric chillers have dominated the market for large commercial cooling systems due to their history of reliable, economical operation. The phaseout of CFCs and deregulation of the utility industry are two factors that significantly impact the chiller market. The CFC phaseout is resulting in the upgrading or replacement of thousands of electric chillers nationwide. In a deregulated environment, utilities are finding increasing need to provide services that can win and retain new customers. Utility representatives need current information on applying and selecting cost-effective chiller systems. The objective of this report was to develop a comprehensive handbook that helps utility technical and marketing staff, their customers, and design professionals evaluate and select the best options for chilled-water systems in commercial buildings. Investigators used a variety of industry data sources to develop market-share information for electric and gas chiller systems and to determine applications according to building age, type, and region. Discussions with chiller manufacturers provided information on product availability, performance, and ownership cost. Using EPRI`s COMTECH software, investigators performed comprehensive cost analyses for placement of large and small chillers in three representative cities. Case studies of actual installations support these analyses. Electric Chiller Handbook provides a single source of current information on all major issues associated with chiller selection and application. Key issues include chiller availability and markets, rated performance, future viability of various refrigerant options, the cost-effectiveness of alternative chillers, and chilled-water system optimization. The Handbook also describes available hardware, outlines the features and costs of gas-fired competitive systems, and provides methods and comparisons of life-cycle costing of various chiller system options.     The creation of thin, buried, and electrically conducting layers within an otherwise insulating diamond by annealed ion implantation damage is well known. Establishing facile electrical contact to the shallow buried layer has been an unmet challenge. We demonstrate a new method, based on laser micro-machining (laser ablation), to make reliable electrical contact to a buried implant layer in diamond. Comparison is made to focused ion beam milling.

    We present a versatile high voltage sample stick that fits into all cryomagnets and standard cryostats at the Swiss Spallation Neutron Source, Paul Scherrer Institut, and which provides a low effort route to neutron scattering experiments that combine electric field with low temperature and magnetic field. The stick allows for voltages up to 5 kV and can be easily adapted for different scattering geometries. We discuss the design consideration and thermal behavior of the stick, and give one example to showcase the abilities of the device.

  18. Note: Inhibiting bottleneck corrosion in electrical calcium tests for ultra-barrier measurements

    A major failure mechanism is identified in electrical calcium corrosion tests for quality assessment of high-end application moisture barriers. Accelerated calcium corrosion is found at the calcium/electrode junction, leading to an electrical bottleneck. This causes test failure not related to overall calcium loss. The likely cause is a difference in electrochemical potential between the aluminum electrodes and the calcium sensor, resulting in a corrosion element. As a solution, a thin, full-area copper layer is introduced below the calcium, shifting the corrosion element to the calcium/copper junction and inhibiting bottleneck degradation. Using the copper layer improves the level of sensitivity for the water vapor transmission rate (WVTR) by over one order of magnitude. Thin-film encapsulated samples with 20 nm of atomic layer deposited alumina barriers this way exhibit WVTRs of 6 × 10{sup −5} g(H{sub 2}O)/m{sup 2}/d at 38 °C, 90% relative humidity.

    Ohio Clean Fuels, Inc., (OCF) has licensed technology that involves Co-Processing (Co-Pro) poor grade (high sulfur) coal and residual oil feedstocks to produce clean liquid fuels on a commercial scale. Stone Webster is requested to perform a comparative technologies report for grassroot plants utilizing coal as a base fuel. In the case of Co-Processing technology the plant considered is the nth plant in a series of applications. This report presents the results of an economic comparison of this technology with other power generation technologies that use coal. Technologies evaluated were:Co-Processing integrated with simple cycle combustion turbine generators, (CSC); Co-Processing integrated with combined cycle combustion turbine generators, (CCC); pulverized coal-fired boiler with flue gas desulfurization and steam turbine generator, (PC) and Circulating fluidized bed boiler and steam turbine generator, (CFB). Conceptual designs were developed. Designs were based on approximately equivalent net electrical output for each technology. A base case of 310 MWe net for each technology was established. Sensitivity analyses at other net electrical output sizes varying from 220 MWe's to 1770 MWe's were also performed. 4 figs., 9 tabs.

    Smoke is known to cause electrical equipment failure, but the likelihood of immediate failure during a fire is unknown. Traditional failure assessment techniques measure the density of ionic contaminants deposited on surfaces to determine the need for cleaning or replacement of electronic equipment exposed to smoke. Such techniques focus on long-term effects, such as corrosion, but do not address the immediate effects of the fire. This document reports the results of tests on the immediate effects of smoke on electronic equipment. Various circuits and components were exposed to smoke from different fields in a static smoke exposure chamber and were monitored throughout the exposure. Electrically, the loss of insulation resistance was the most important change caused by smoke. For direct current circuits, soot collected on high-voltage surfaces sometimes formed semi-conductive soot bridges that shorted the circuit. For high voltage alternating current circuits, the smoke also tended to increase the likelihood of arcing, but did not accumulate on the surfaces. Static random access memory chips failed for high levels of smoke, but hard disk drives did not. High humidity increased the conductive properties of the smoke. The conductivity does not increase linearly with smoke density as first proposed; however, it does increase with quantity. The data can be used to give a rough estimate of the amount of smoke that will cause failures in CMOS memory chips, dc and ac circuits. Comparisons of this data to other fire tests can be made through the optical and mass density measurements of the smoke.

    The Site Operator Program has evolved substantially since its inception in response to the Electric Vehicle Research and Demonstration Act of 1976. In its original form, a commercialization effort was intended but this was not feasible for lack of vehicle suppliers and infrastructure. Nonetheless, with DOE sponsorship and technical participation, a few results (primarily operating experience and data) were forthcoming. The current Program comprises eleven sites and over 200 vehicles, of which about 50 are latest generation vehicles. DOE partially funds the Program participant expenditures and the INEL receives operating and maintenance data for the DOE-owned, and participant-owned or monitored vehicles, as well as Program reports. As noted elsewhere in this report, participants represent several widely differing categories: electric utilities, academic institutions, and federal agencies. While both the utilities and the academic institutions tend to establish beneficial relationships with the industrial community.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the impact on the electrical grid from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    Metrics for reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities for many years. This study examines current utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based on reliability information for year 2006 reported by 123 utilities in 37 states representing over 60percent of total U.S. electricity sales. We quantify the effects that inconsistencies among current utility reporting practices have on comparisons of System Average Interruption Duration Index (SAIDI) and System Average Interruption Frequency Index (SAIFI) reported by utilities. We recommend immediate adoption of IEEE Std. 1366-2003 as a consistent method for measuring and reporting reliability statistics.

    Laboratory evaluation of electric and magnetic fields (EMF) and cancer in animals requires exposure of relatively large numbers of animals, usually rats or mice, to 60-Hz fields under very well controlled conditions for periods of up to two years. This report describes two exposure systems, the first of which is based on modifications of an existing electric field exposure system to include magnetic field exposure capability. In this system, each module houses 576--768 mice, which can be exposed to electric field levels of up to 100 kV/m and magnetic field levels of up to 10 Gauss. When a module was operated at 10 Gauss, measured levels of noise and vibration fell substantially below the detection threshold for humans. Moreover, temperature rise in the coils did not exceed 12{degrees}C at the 10 Gauss level. Specifications and test results for the second system, which provides magnetic field exposure capability only, are similar, except that each module houses 624--780 mice. After installation of the second system at the West Los Angeles Veterans Medical Center in Los Angeles, California, additional results were obtained. This report provides a complete description of the engineering design, specifications, and test results for the completed systems.

    The number, scope, effects, and costs of electric-utility demand-site management programs are growing rapidly in the United States. Utilities, their regulators, and energy policy makers need reliable information on the costs of, participation in, and energy and load effects of these programs to make informed decisions. In particular, information is needed on the ability of these programs to cost-effectively provide energy and capacity resources that are alternatives to power plants. This handbook addresses the need for additional and better information in two ways. First, it discusses the key concepts associated with DSM-program types, participation, energy and load effects, and costs. Second, the handbook offers definitions and a sample reporting form for utility DSM programs. The primary purpose in developing these definitions and this form is to encourage consistency in the collection and reporting of data on DSM programs. To ensure that the discussions, reporting formats, and definitions will be useful and used, development of this handbook was managed by a committee, with membership from electric utilities, state regulatory commissions, and the US Department of Energy. Also, this data-collection form was pretested by seven people from six utilities, who completed the form for nine DSM programs.

    This report presents the results of preliminary space reactor electric system integration studies performed by Rockwell International's Energy Systems Group (ESG). The preliminary studies investigated a broad range of reactor electric system concepts for powers of 25 and 100 KWe. The purpose of the studies was to provide timely system information of suitable accuracy to support ongoing mission planning activities. The preliminary system studies were performed by assembling the five different subsystems that are used in a system: the reactor, the shielding, the primary heat transport, the power conversion-processing, and the heat rejection subsystems. The subsystem data in this report were largely based on Rockwell's recently prepared Subsystem Technology Assessment Report. Nine generic types of reactor subsystems were used in these system studies. Several levels of technology were used for each type of reactor subsystem. Seven generic types of power conversion-processing subsystems were used, and several levels of technology were again used for each type. In addition, various types and levels of technology were used for the shielding, primary heat transport, and heat rejection subsystems. A total of 60 systems were studied.

    Since the 1960s, the U.S. electric power system has experienced a major blackout about once every 10 years. Each has been a vivid reminder of the importance society places on the continuous availability of electricity and has led to calls for changes to enhance reliability. At the root of these calls are judgments about what reliability is worth and how much should be paid to ensure it. In principle, comprehensive information on the actual reliability of the electric power system and on how proposed changes would affect reliability ought to help inform these judgments. Yet, comprehensive, national-scale information on the reliability of the U.S. electric power system is lacking. This report helps to address this information gap by assessing trends in U.S. electricity reliability based on information reported by electric utilities on power interruptions experienced by their customers. Our research augments prior investigations, which focused only on power interruptions originating in the bulk power system, by considering interruptions originating both from the bulk power system and from within local distribution systems. Our research also accounts for differences among utility reliability reporting practices by employing statistical techniques that remove the influence of these differences on the trends that we identify. The research analyzes up to 10 years of electricity reliability information collected from 155 U.S. electric utilities, which together account for roughly 50% of total U.S. electricity sales. The questions analyzed include: 1. Are there trends in reported electricity reliability over time? 2. How are trends in reported electricity reliability affected by the installation or upgrade of an automated outage management system? 3. How are trends in reported electricity reliability affected by the use of IEEE Standard 1366-2003?

    This Final Report is covers the completion of the Electric Power Delivery Testing Feasibility Study. The objective of this project was to research, engineer, and demonstrate high-power laboratory testing protocols to accurately reproduce the conditions on the electric power grid representing both normal load switching and abnormalities such as short-circuit fault protection. Test circuits, equipment, and techniques were developed and proven at reduced power levels to determine the feasibility of building a large-scale high-power testing laboratory capable of testing equipment and systems at simulated high-power conditions of the U.S. power grid at distribution levels up through 38 kiloVolts (kV) and transmission levels up through 230 kV. The project delivered demonstrated testing techniques, high-voltage test equipment for load testing and synthetic short-circuit testing, and recommended designs for future implementation of a high-power testing laboratory to test equipment and systems, enabling increased reliability of the electric transmission and distribution grid.

    In order to anticipate the need for generating capacity, utility planners must estimate the future growth in electricity demand. The need for demand forecasts is no less important for the nation's Rural Electric Cooperatives (RECs) than it is for the investor-owned utilities. The RECs serve an historically agrarian region; therefore, the irrigation sector accounts for a significant portion of the western RECs' total demand. A model is developed of the RECs' demand for electricity used in irrigation. The model is a simultaneous equation system which focuses on both the short-run utilization of electricity in irrigation and the long-run determination of the number of irrigators using electricity. Irrigation demand is described by a set of equations in which the quantity of electricity demanded, the average electricity price, the number of irrigation customers, and the ratio of electricity to total energy used for irrigation are endogenous. The structural equations are estimated using pooled state-level data for the period 1961-1977. In light of the model's results, the impact of changes in relative energy prices on irrigation can be examined.

    The Modular Electric Vehicle Program (MEVP) was an EV propulsion system development program in which the technical effort was contracted by DOE to Ford Motor Company. The General Electric Company was a major subcontractor to Ford for the development of the electric subsystem. Sundstrand Power Systems was also a subcontractor to Ford, providing a modified gas turbine engine APU for emissions and performance testing as well as a preliminary design and producibility study for a Gas Turbine-APU for potential use in hybrid/electric vehicles. The four-year research and development effort was cost-shared between Ford, General Electric, Sundstrand Power Systems and DOE. The contract was awarded in response to Ford`s unsolicited proposal. The program objective was to bring electric vehicle propulsion system technology closer to commercialization by developing subsystem components which can be produced from a common design and accommodate a wide range of vehicles; i.e., modularize the components. This concept would enable industry to introduce electric vehicles into the marketplace sooner than would be accomplished via traditional designs in that the economies of mass production could be realized across a spectrum of product offerings. This would eliminate the need to dedicate the design and capital investment to a limited volume product offering which would increase consumer cost and/or lengthen the time required to realize a return on the investment.

These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining include ground fault current levels, permissible electric wheel motors, permissible batteries and electric starting systems, intrinsically safe instrumentation, and applicability of existing test standards.

    The work described was part of the effort to characterize vehicles for the state-of-the-art assessment of electric vehicles. The vehicle evaluated was a Chevrolet Corvette converted to electric operation. The vehicle was based on a standard production 1967 chassis and body. The original internal combustion engine was replaced by an electric traction motor. Eighteen batteries supplied the electrical energy. A controller, an onboard battery charger, and several dashboard instruments completed the conversion. The remainder of the vehicle, and in particular the remainder of the drive-train (clutch, driveshaft, and differential), was stock, except for the transmission. The overall objective of the tests was to develop performance data at the system and subsystem level. The emphasis was on the electrical portion of the drive train, although some analysis and discussion of the mechanical elements are included. There was no evaluation of other aspects of the vehicle such as braking, ride, handling, passenger accomodations, etc. Included are a description of the vehicle, the tests performed and a discussion of the results. Tests were conducted both on the road (actually a mile long runway) and in a chassis dynamometer equipped laboratory. The majority of the tests performed were according to SAE Procedure J227a and included maximum effort accelerations, constant-speed range, and cyclic range. Some tests that are not a part of the SAE Procedure J227a are described and the analysis of the data from all tests is discussed. (LCL)

    Motorola Inc., in conjunction with ITT Cannon, has conducted a study to develop information to facilitate the selection of existing, commercial, electrical termination hardware for photovoltaic modules and arrays. Details of the study are presented in this volume. Module and array design parameters were investigated and recommendations were developed for use in surveying, evaluating, and comparing electrical termination hardware. Electrical termination selection criteria factors were developed and applied to nine generic termination types in each of the four application sectors. Remote, residential, intermediate and industrial. Existing terminations best suited for photovoltaic modules and arrays were identified. Cost information was developed to identify cost drivers and/or requirements which might lead to cost reductions. The general conclusion is that there is no single generic termination that is best suited for photovoltaic application, but that the appropriate termination is strongly dependent upon the module construction and its support structure as well as the specific application sector.

  3. EMSP Final Report: Electrically Driven Technologies for Radioactive Aerosol Abatement

    The purpose of this research project was to develop an improved understanding of how electrically driven processes, including electrocoalescence, acoustic agglomeration, and electric filtration, may be employed to efficiently treat problems caused by the formation of aerosols during DOE waste treatment operations. The production of aerosols during treatment and retrieval operations in radioactive waste tanks and during thermal treatment operations such as calcination presents a significant problem of cost, worker exposure, potential for release, and increased waste volume. There was anecdotal evidence in the literature that acoustic agglomeration and electrical coalescence could be used together to change the size distribution of aerosol particles in such a way as to promote easier filtration and less frequent maintenance of filtration systems. As such, those electrically driven technologies could potentially be used as remote technologies for improved treatment; however, existing theoretical models are not suitable for prediction and design. To investigate the physics of such systems, and also to prototype a system for such processes, a collaborative project was undertaken between Oak Ridge National Laboratory (ORNL) and the University of Texas at Austin (UT). ORNL was responsible for the larger-scale prototyping portion of the project, while UT was primarily responsible for the detailed physics in smaller scale unit reactors. It was found that both electrical coalescence and acoustic agglomeration do in fact increase the rate of aggregation of aerosols. Electrical coalescence requires significantly less input power than acoustic agglomeration, but it is much less effective in its ability to aggregate/coalesce aerosols. The larger-scale prototype showed qualitatively similar results as the unit reactor tests, but presented more difficulty in interpretation of the results because of the complex multi-physics coupling that necessarily occur in all larger

    Seismic tests on new and aged components have shown that, for many types of commonly used nuclear plant electrical components, deterioration due to aging does not significantly affect the ability of the components to function during and after a seismic event. This was demonstrated for capacitors, circuit breakers, contactors (motor starters), control station assemblies, electronic alarms, electronics, fuses, fuse blocks, inductors, meters, motors, pressure transmitters, power supplies, relays, RTDs, solenoid valves, terminal blocks, time delay relays, transformers and switches. A few switch types (limit, pressure and rotary) were observed to be more prone to contact chatter in an aged condition than in an unaged condition. However, the ability of these devices to switch during and after shaking was not affected by aging. These results can be referenced to eliminate the cost of aging prior to seismic qualification testing for many types of electrical components.

    Data regarding electricity sales (megawatthours) and associated revenue (thousand dollars) are submitted to the Energy Information Administration (EIA) by selected electric utilities on the Form EIA-826, `Monthly Electric Utility Sales and Revenue Report with State Distributions.` The Form EIA-826 survey is a statistical sample drawn from the respondents to the Form EIA-861, `Annual Electric Utility Report.` The monthly survey consists of the utilities with the largest sales within each state and a stratified random sample of the remaining utilities. The Form EIA-826 is designed to facilitate the estimation of electricity sales and associated revenue at the National Census Division, and state level, by class of consumer. These estimates in turn, can be used to calculate average revenue per milowatthour and estimates of sales, revenue, and average revenue per kilowatthour coefficients of variation.

    Oak Ridge National Laboratory (ORNL) has been awarded $6.8 million in the Department of Energy (DOE) American Recovery and Reinvestment Act (ARRA) funds as part of an overall $114.8 million ECOtality grant with matching funds from regional partners to install 125 solar-assisted Electric Vehicle (EV) charging stations across Knoxville, Nashville, Chattanooga, and Memphis. Significant progress has been made toward completing the scope with the installation of 25 solar-assisted charging stations at ORNL; six stations at Electric Power Research Institute (EPRI); and 27 stations at Nissan's Smyrna and Franklin sites, with three more stations under construction at Nissan's new lithium-ion battery plant. Additionally, the procurement process for contracting the installation of 34 stations at Knoxville, the University of Tennessee Knoxville (UTK), and Nashville sites is underway with completion of installation scheduled for early 2012. Progress is also being made on finalizing sites and beginning installations of 30 stations in Nashville, Chattanooga, and Memphis by EPRI and Tennessee Valley Authority (TVA). The solar-assisted EV charging station project has made great strides in fiscal year 2011. A total of 58 solar-assisted EV parking spaces have been commissioned in East and Middle Tennessee, and progress on installing the remaining 67 spaces is well underway. The contract for the 34 stations planned for Knoxville, UTK, and Nashville should be underway in October with completion scheduled for the end of March 2012; the remaining three Nissan stations are under construction and scheduled to be complete in November; and the EPRI/TVA stations for Chattanooga, Vanderbilt, and Memphis are underway and should be complete by the end of March 2012.     This report summarizes the most recent data available concerning projected electrical peak demands and available power resouces for the 1980-1981 winter peak period, as reported by electric utilities in the contiguous United States. The data, grouped by Regional Reliability Council areas and by Electrical Regions within the Council areas, was obtained from the Form 12E-2 reports filed by utilities with the Department of Energy on October 15, 1980 (data as of September 30). In some instances the data were revised or verified by telephone. Considerations affecting reliability, arising from Nuclear Regulatory Commission actions based on lessons learned from the forced outage of Three Mile Island Nuclear Unit No. 2, were factored into the report. No widespread large-scale reliability problems are foreseen for electric power supply this winter, on the basis of the supply and demand projections furnished by the electric utilities. Reserve margins could drop in some electric regions to levels considered inadequate for reliable service, if historical forced-outage magnitudes recur.

    Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as "intermittent") output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

    Plug-in electric vehicles (PEVs), including battery electric, plug-in hybrid electric, and extended range electric vehicles, are under evaluation by the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) and other various stakeholders to better understand their capability and potential petroleum reduction benefits. PEVs could allow users to significantly improve fuel economy over a standard hybrid electric vehicles, and in some cases, depending on daily driving requirements and vehicle design, PEVs may have the ability to eliminate petroleum consumption entirely for daily vehicle trips. The AVTA is working jointly with the Society of Automotive Engineers (SAE) to assist in the further development of standards necessary for the advancement of PEVs. This report analyzes different methods and available hardware for advanced communications between the electric vehicle supply equipment (EVSE) and the PEV; particularly Power Line Devices and their physical layer. Results of this study are not conclusive, but add to the collective knowledge base in this area to help define further testing that will be necessary for the development of the final recommended SAE communications standard. The Idaho National Laboratory and the Electric Transportation Applications conduct the AVTA for the United States Department of Energy's Vehicle Technologies Program.

    Data regarding electricity sales (megawatthours) and associated revenue (thousand dollars) are submitted to the Energy Information Administration (EIA) by selected electric utilities on the Form EIA-826, `Monthly Electric Utility Sales and Revenue Report with State Distributions.` The monthly survey consists of the utilities with the largest sales within each state and a stratified random sample of the remaining utilities. The Form EIA-826 is designed to facilitate the estimation of electricity sales and associated revenue at the National Census Division, and state level, by class of consumer. These estimates in turn, can be used to calculate average revenue per milowatthour and estimates of sales, revenue, and average revenue per kilowatthour coefficients of variation.

    In September 1986 a contract was signed between Chloride Silent Power Limited (CSPL) and Sandia National Laboratories (SNL) entitled ``Sodium Sulfur Electric Vehicle Battery Engineering Program``. The aim of the cost shared program was to advance the state of the art of sodium sulfur batteries for electric vehicle propulsion. Initially, the work statement was non-specific in regard to the vehicle to be used as the design and test platform. Under a separate contract with the DOE, Ford Motor Company was designing an advanced electric vehicle drive system. This program, called the ETX II, used a modified Aerostar van for its platform. In 1987, the ETX II vehicle was adopted for the purposes of this contract. This report details the development and testing of a series of battery designs and concepts which led to the testing, in the US, of three substantial battery deliverables.

Advanced technology vehicles include pure electric, hybrid electric, hydrogen, and other vehicles that use emerging technologies such as fuel cells. Information generated by the Program is targeted to fleet managers and others considering the deployment of advanced technology vehicles. As part of the above activities, the Field Operations Program has initiated the testing of the Toyota Prius hybrid electric vehicle (HEV), a technology increasingly being considered for use in fleet applications. This report describes the Pomona Loop testing of the Prius, providing not only initial operational and performance information, but also a better understanding of HEV testing issues. The Pomona Loop testing includes both Urban and Freeway drive cycles, each conducted at four operating scenarios that mix minimum and maximum payloads with different auxiliary (e.g., lights, air conditioning) load levels.

    Laboratory tests were conducted to evaluate the electrical and mechanical performance of the 2004 Toyota Prius and its hybrid electric drive system. As a hybrid vehicle, the 2004 Prius uses both a gasoline-powered internal combustion engine and a battery-powered electric motor as motive power sources. Innovative algorithms for combining these two power sources results in improved fuel efficiency and reduced emissions compared to traditional automobiles. Initial objectives of the laboratory tests were to measure motor and generator back-electromotive force (emf) voltages and determine gearbox-related power losses over a specified range of shaft speeds and lubricating oil temperatures. Follow-on work will involve additional performance testing of the motor, generator, and inverter. Information contained in this interim report summarizes the test results obtained to date, describes preliminary conclusions and findings, and identifies additional areas for further study.

    Goals of the site operator program include field evaluation of electric vehicles (EVs) in real-world applications and environments, advancement of electric vehicle technologies, development of infrastructure elements necessary to support significant EV use, and increasing the awareness and acceptance of EVs by the public. The site operator program currently consists of 11 participants under contract and two other organizations with data-sharing agreements with the program. The participants (electric utilities, academic institutions, Federal agencies) are geographically dispersed within US and their vehicles see a broad spectrum of service conditions. Current EV inventories of the site operators exceeds 250 vehicles. Several national organizations have joined DOE to further the introduction and awareness of EVs, including: (1) EVAmerica (a utility program) and DOE conduct performance and evaluation tests to support market development for EVs; (2) DOE, DOT, the Electric Transportation Coalition, and the Electric Vehicle Association of the Americas are conducting a series of workshops to encourage urban groups in Clean Cities (a DOE program) to initiate the policies and infrastructure development necessary to support large-scale demonstrations, and ultimately the mass market use, of EVs. Current focus of the program is collection and dissemination of EV operations and performance data to aid in the evaluation of real- world EV use. This report contains several sections with vehicle evaluation as a focus: EV testing results, energy economics of EVs, and site operators activities.

The research showed that the segmented-electromagnetic array (SEMA) technology combined with an Integrated Motion Module (IMM) concept is highly suited for electric vehicles. IMMs are essentially mechatronic systems that combine the motor, sensing, power electronics, and control functions for a single axis of motion into a light-weight modular unit. The functional integration of these components makes possible significant reductions in motor/alternator size, weight, and cost, while increasing power density and electromechanical conversion efficiency.

    Larger urban commercial vehicles (such as shuttle and transit buses), various delivery and service vehicles (such as panel and step vans), and garbage trucks and school buses are particularly well suited for electric drive propulsion systems due to their relatively short operating routes, and operation and maintenance from central sites. Furthermore, these vehicles contribute a proportionately large amount to metropolitan air pollution by virtue of their continuous operation in those areas. It is necessary to develop auxiliary power units (APUs) that minimize emissions and in addition, increase range of electric vehicles. This report focuses on the first phase study of the development of APUs for large, electric drive commercial vehicles, intended primarily for metropolitan applications. This paper (1) summarizes the differences between available mobile APUs and Electric Vehicle APU requirements, (2) describes the major components in APUs, and (3) discusses APU integration issues. During this phase, three potential APU manufacturers were identified and selected for development of prototype units at 25 kW and 50 kW power levels.

    The Plug-in Hybrid Electric Vehicle (PHEV) Fuel Use Reporting Methods and Results report provides real world test results from PHEV operations and testing in 20 United States and Canada. Examples are given that demonstrate the significant variations operational parameters can have on PHEV petroleum use. In addition to other influences, PHEV mpg results are significantly impacted by driver aggressiveness, cold temperatures, and whether or not the vehicle operator has charged the PHEV battery pack. The U.S. Department of Energys (DOEs) Advanced Vehicle Testing Activity (AVTA) has been testing plug-in hybrid electric vehicles (PHEVs) for several years. The AVTA http://avt.inl.gov/), which is part of DOEs Vehicle Technology Program, also tests other advanced technology vehicles, with 12 million miles of total test vehicle and data collection experience. The Idaho National Laboratory is responsible for conducting the light-duty vehicle testing of PHEVs. Electric Transportation Engineering Corporation also supports the AVTA by conducting PHEV and other types of testing. To date, 12 different PHEV models have been tested, with more than 600,000 miles of PHEV operations data collected.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit continued with the Pilot High Velocity FGD (PHV) and the Trace Element Removal (TER) test blocks. In the High Velocity test block, SO{sub 2} removal and mist eliminator carryover rates were investigated while operating the absorber unit with various spray nozzle types and vertical mist eliminator sections. During the Trace Element Removal test block, the mercury measurements and control studies involving the EPA Method 29 continued with testing of several impinger capture solutions, and the use of activated carbon injection across the Pulse-Jet Fabric Filter (PJFF) unit. The 4.0 MW Spray Dryer Absorber System was utilized this month in the TER test configuration to inject and transfer activated carbon to the PJFF bags for downstream mercury capture. Work also began in December to prepare the 0.4 MW Mini-Pilot Absorber system for receipt of the B and W Condensing Heat Exchanger (CHX) unit to be used in the 1996 DOE/PRDA testing. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit remained in cold-standby this month.

  12. FedEx Gasoline Hybrid Electric Delivery Truck Evaluation: 6-Month Interim Report

    This interim report presents partial (six months) results for a technology evaluation of gasoline hybrid electric parcel delivery trucks operated by FedEx in and around Los Angeles, CA. A 12 month in-use technology evaluation comparing in-use fuel economy and maintenance costs of GHEVs and comparative diesel parcel delivery trucks was started in April 2009. Comparison data was collected and analyzed for in-use fuel economy and fuel costs, maintenance costs, total operating costs, and vehicle uptime. In addition, this interim report presents results of parcel delivery drive cycle collection and analysis activities as well as emissions and fuel economy results of chassis dynamometer testing of a gHEV and a comparative diesel truck at the National Renewable Energy Laboratory's (NREL) ReFUEL laboratory. A final report will be issued when 12 months of in-use data have been collected and analyzed.

  13. NRC (Nuclear Regulatory Commission) staff evaluation of the General Electric Company Nuclear Reactor Study (''Reed Report'')

    In 1975, the General Electric Company (GE) published a Nuclear Reactor Study, also referred to as ''the Reed Report,'' an internal product-improvement study. GE considered the document ''proprietary'' and thus, under the regulations of the Nuclear Regulatory Commission (NRC), exempt from mandatory public disclosure. Nonetheless, members of the NRC staff reviewed the document in 1976 and determined that it did not raise any significant new safety issues. The staff also reached the same conclusion in subsequent reviews. However, in response to recent inquiries about the report, the staff reevaluated the Reed Report from a 1987 perspective. This re-evaluation, documented in this staff report, concluded that: (1) there are no issues raised in the Reed Report that support a need to curtail the operation of any GE boiling water reactor (BWR); (2) there are no new safety issues raised in the Reed Report of which the staff was unaware; and (3) although certain issues addressed by the Reed Report are still being studied by the NRC and the industry, there is no basis for suspending licensing and operation of GE BWR plants while these issues are being resolved.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe results of testing done on an all-electric 2009 BMW Mini-e, a demonstration vehicle not available on the market. The baseline performance testing provides a point of comparison for the other test results. This research was conducted by Idaho National Laboratory.

The research performed under this subprogram will help remove technical and cost barriers to enable the development of technology for use in such advanced vehicles as hybrid electric vehicles (HEVs), plug-in HEVs (PHEVs), all electric vehicles, and fuel-cell-powered automobiles that meet the goals of the Vehicle Technologies Program. A key element in making these advanced vehicles practical is providing an affordable electric traction drive system. This will require attaining weight, volume, and cost targets for the power electronics and electrical machines subsystems of the traction drive system. Areas of development include these: (1) novel traction motor designs that result in increased power density and lower cost; (2) inverter technologies involving new topologies to achieve higher efficiency, with the ability to accommodate higher-temperature environments while achieving high reliability; (3) converter concepts that employ means of reducing the component count and integrating functionality to decrease size, weight, and cost; (4) new onboard battery charging concepts that result in decreased cost and size; (5) more effective thermal control and packaging technologies; and (6) integrated motor/inverter concepts. ORNL's Power Electronics and Electric Machinery Research Center conducts fundamental research, evaluates hardware, and assists in the technical direction of the DOE Vehicle Technologies Program, APEEM subprogram. In this role, ORNL serves on the FreedomCAR Electrical and Electronics Technical Team, evaluates proposals for DOE, and lends its technological expertise to the direction of projects and evaluation of developing technologies.     This report describes test for air pollution control of flue gas and mercury as a result of coal combustion. The NYSEG Kintigh Station provided flue gas to the Center 100% of the time during this performance period. As the Kintigh Station operated with a variety of coals, fluctuations in the Center`s inlet SO{sub 2} concentrations were experienced. Safety training for the month was conducted by the O&M Superintendent, Maintenance Supervisor and Shift Supervisors. {open_quotes}Personal Protective Equipment{close_quotes} was the topic of the month. Inspections of the ECTC Facility and safety equipment (SCR air-packs, fire extinguishers, etc.) were completed and recorded this month. All systems were found to be in good condition. By continuing to emphasize safe work habits at the Center, we have raised the total number of days without a lost time injury to 1426 as of 4/30/96. The monthly safety meeting with the NYSEG Kintigh Station was held on April 30, 1996 with both NYSEG and ECTC representatives. The topics of discussion included an overview of NYSEG`s upcoming alternate fuel burn, an update on plant staffing changes, and a discussion of future safety training activities.

The evaluation is to determine if the proposed design modification will protect the RPS from abnormal voltage and frequency conditions which could be supplied from the power supplies and will meet certain requirements set forth by the Nuclear Regulatory Commission. The proposed design modifications with time delays verified by GE, will protect the RPS from sustained abnormal voltage and frequency conditions from the supplying sources.

    This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    In order to bring an electric utility component into the study of hot dry rock geothermal energy called for in the Energy Policy Act of 1992 (EPAct), EPRI organized a one-day conference in Philadelphia on January 14,1993. The conference was planned as the first day of a two-day sequence, by coordinating with the U.S. Geological Survey (USGS) and the U.S. Department of Energy (DOE). These two federal agencies were charged under EPAct with the development of a report on the potential for hot dry rock geothermal energy production in the US, especially the eastern US. The USGS was given lead responsibility for a report to be done in association with DOE. The EPRI conference emphasized first the status of technology development and testing in the U.S. and abroad, i.e., in western Europe, Russia and Japan. The conference went on to address the extent of knowledge regarding the resource base in the US, especially in the eastern half of the country, and then to address some practical business aspects of organizing projects or industries that could bring these resources into use, either for thermal applications or for electric power generation.

    Deregulation of the electric utility industry, new state and federal programs, and technology developments are making distributed resources (DR) an increasingly utilized option to provide capacity for growing or heavily loaded electric power systems. Optimal DR placement near loads provides benefits not attainable from bulk generation system additions. These include reduced loading of the T and D system, reduced losses, voltage support, and T and D equipment upgrade deferments. The purpose of this document is to review existing interconnection practices and present interconnection guidelines are relevant to the protection, control, and data acquisition requirements for the interconnection of distributed resources to the utility system. This is to include protection performance requirements, data collection and reporting requirements, on-line communication requirements, and ongoing periodic documentation requirements. This document also provides guidelines for the practical placement and sizing of resources as pertinent to determining the interconnection equipment and system control requirements. The material contained herein has been organized into 4 sections dealing with application issues, existing practices, a unified interconnection approach, and future work. Section 2 of the report discusses the application issues associated with distributed resources and deals with various engineering issues such as overcurrent protection, voltage regulation, and islanding. Section 3 summarizes the existing utility interconnection practices and guidelines as determined from the documents provided by participating utilities. Section 4 presents a unified interconnection approach that is intended to serve as a guide for interconnection of distributed resources to the utility system. And finally, Section 5 outlines possible future areas of study to expand upon the topics discussed in this report.

  10. Micro Climate Assessment of Grid-Connected Electric Drive Vehicles and Charging Infrastructure. Final Report

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory, is the lead laboratory for the U.S. Department of Energy’s advanced vehicle testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America to conduct several U.S. Department of Defense-based micro-climate studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). The study included Joint Base Lewis McChord, located in Washington State; Naval Air Station Whidbey Island, located in Washington State; and United States Marine Corp Base Camp Lejeune, located in North Carolina. The project was divided into four tasks for each of the three bases studied. Task 1 consisted of surveying the non-tactical fleet of vehicles to begin review of vehicle mission assignments and types of vehicles in service. In Task 2, the daily operational characteristics of the vehicles were identified to select vehicles for further monitoring and attachment of data loggers. Task 3 recorded vehicle movements in order to characterize the vehicles’ missions. Results of the data analysis and observations were provided. Individual observations of these selected vehicles provided the basis for recommendations related to PEV adoption (i.e., whether a battery electric vehicle or plug-in hybrid electric vehicle [collectively referred to as PEVs] can fulfill the mission requirements). It also provided the basis for recommendations related to placement of PEV charging infrastructure. In Task 4, an implementation approach was provided for near-term adoption of PEVs into the respective fleets. Each facility was provided detailed reports on each of these tasks. This paper summarizes and provides observations on the project and completes Intertek’s required actions.

  11. The impact of electric vehicles on CO{sub 2} emissions. Final report

    A number of recent studies have examined the greenhouse gas emissions of various light duty vehicle alternatives in some detail. These studies have highlighted the extreme range of predicted net greenhouse gas emissions depending on scenarios for fuel types, vehicle and power generation efficiencies, the relative greenhouse contributions of emitted gases and a number of uncertainties in fuel chain efficiencies. Despite the potential range of results, most studies have confirmed that electric vehicles generally have significant potential for reducing greenhouse gas emissions relative to gasoline and most alternative fuels under consideration. This report summarizes the results of a study which builds on previous efforts with a particular emphasis on: (1) A detailed analysis of ICEV, FCV, and EV vehicle technology and electric power generation technology. Most previous transportation greenhouse studies have focused on characterization of fuel chains that have relatively high efficiency (65--85%) when compared with power generation (30--40%) and vehicle driveline (13--16%) efficiencies. (2) A direct comparison of EVs, FCVs with gasoline and dedicated alternative fuel, ICEVs using equivalent vehicle technology assumptions with careful attention to likely technology improvements in both types of vehicles. (3) Consideration of fuel cell vehicles and associated hydrogen infrastructure. (4) Extension of analyses for several decades to assess the prospects for EVs with a longer term prospective.

The long-term objective of this effort is to identify a range of possible futures of the U.S. electricity sector in which to consider specific energy system issues through (1) defining a set of prospective scenarios that bound ranges of key technology, market, and policy assumptions and (2) assessing these scenarios in NREL’s market models to understand the range of resulting outcomes, including energy technology deployment and production, energy prices, and carbon dioxide (CO2) emissions.

    This third annual summary report documents the performance from October 1986 through September 1987 of the Tennessee Valley Authority's ongoing project to evaluate near-term electric vehicle traction battery packs. Detailed test procedures and test data are available from EPRI in an informal data report. The purpose of this field test activity is to provide an impartial life evaluation and comparison of the performance of various battery systems in a real-world operating environment. Testing includes initial acceptance testing of battery components and systems, daily in-vehicle operation of the batteries, monthly in-vehicle driving range tests, and periodic static (constant current) discharge tests under computer control. This year's report gives the final results on a NiZn, NiCd, Gel Cell, and two lead-acid battery packs. Specific energy and monthly driving ranges (SAE J227a ''C'' cycle and 35 mi/h constant speed cycles) are maintained throughout battery life. Vehicle range test data is analyzed statistically and variable conditions are normalized for comparative purposes. Battery modules in the pack are replaced when their measured ampere-hour capacity at a fixed discharge rate drops to 60 percent of the manufacturer's rated value. The life of a test battery pack is terminated when 25 percent of the modules in the pack have been replaced or require replacement. 26 figs., 8 tabs.

    This application note describes how to model steady-state power flows and transient events in electric power grids with the SPICE-compatible Xyce TM Parallel Electronic Simulator developed at Sandia National Labs. This application notes provides a brief tutorial on the basic devices (branches, bus shunts, transformers and generators) found in power grids. The focus is on the features supported and assumptions made by the Xyce models for power grid elements. It then provides a detailed explanation, including working Xyce netlists, for simulating some simple power grid examples such as the IEEE 14-bus test case.

    This demonstration project contributes to the knowledge base in the area of fuel cells in stationary applications, propane fuel cells, edge-of-grid applications for fuel cells, and energy storage in combination with fuel cells. The project demonstrated that it is technically feasible to meet the whole-house electrical energy needs of a typical upstate New York residence with a 5-kW fuel cell in combination with in-home energy storage without any major modifications to the residence or modifications to the consumption patterns of the residents of the home. The use of a fuel cell at constant output power through a 120-Volt inverter leads to system performance issues including: • relatively poor power quality as quantified by the IEEE-defined short term flicker parameter • relatively low overall system efficiency Each of these issues is discussed in detail in the text of this report. The fuel cell performed well over the 1-year demonstration period in terms of availability and efficiency of conversion from chemical energy (propane) to electrical energy at the fuel cell output terminals. Another strength of fuel cell performance in the demonstration was the low requirements for maintenance and repair on the fuel cell. The project uncovered a new and important installation consideration for propane fuel cells. Alcohol added to new propane storage tanks is preferentially absorbed on the surface of some fuel cell reformer desulfurization filters. The experience on this project indicates that special attention must be paid to the volume and composition of propane tank additives. Size, composition, and replacement schedules for the de-sulfurization filter bed should be adjusted to account for propane tank additives to avoid sulfur poisoning of fuel cell stacks. Despite good overall technical performance of the fuel cell and the whole energy system, the demonstration showed that such a system is not economically feasible as compared to other commercially available

The research performed under the Vehicle Systems subprogram will help remove technical and cost barriers to enable the development of technology for use in such advanced vehicles as hybrid and fuel-cell-powered automobiles that meet the goals of the FreedomCAR Program. A key element in making hybrid electric vehicles practical is providing an affordable electric traction drive system. This will require attaining weight, volume, and cost targets for the power electronics and electrical machines subsystems of the traction drive system. Areas of development include these: (1) Novel traction motor designs that result in increased power density and lower cost; (2) Inverter technologies involving new topologies to achieve higher efficiency and the ability to accommodate higher-temperature environments; (3) Converter concepts that employ means of reducing the component count and integrating functionality to decrease size, weight, and cost; (4) More effective thermal control and packaging technologies; and (5) Integrated motor/inverter concepts. The Oak Ridge National Laboratory's (ORNL's) Power Electronics and Electric Machinery Research Center conducts fundamental research, evaluates hardware, and assists in the technical direction of the DOE Office of FreedomCAR and Vehicle Technologies Program, Power Electronics and Electric Machinery Program.     Data regarding electricity sales (megawatthours) and associated revenue (thousand dollars) are submitted to the Energy Information Administration (EIA) by selected electric utilities on the Form EIA-826, Monthly Electric Utility Sales and Revenue Report with State Distributions. The monthly survey consists of the utilities with the largest sales within each state and a stratified random sample of the remaining utilities. The Form EIA-826 is designed to facilitate the estimation of electricity sales and associated revenue at the National Census Division, and state level, by class of consumer. These estimates in turn, can be used to calculate average revenue per milowatthour and estimates of sales, revenue, and average revenue per kilowatthour coefficients of variation.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit this month involved the Trace Element Removal (TER) test block, and the simultaneous testing of the Lime Forced Oxidation process with DBA addition (LDG). Additionally, the second phase of the 1995 Carbon Injection test block began this month with the SDA/PJFF test configuration. At the end of the LDG testing this month, a one-week baseline test was conducted to generate approximately 200 lbs. of magnesium-lime FGD solids for analysis. On the 1.0 MW Post-FGD Selective Catalytic Reduction (SCR) unit, performance testing was continued this month as measurements were taken for NO{sub x} removal efficiency, residual ammonia slip, and S0{sub 3} generation across the catalysts installed in the reactor. As a result of new directions received from EPRI, this will be the last scheduled month of testing for the SCR unit in 1995. At the completion of this month, the unit will be isolated from the flue gas path and placed in a cold-standby mode for future test activities. This report describes the status of facilities and test facilities at the pilot and mini-pilot plants.

    Final technical report for Conjugated ionomers for photovoltaic applications, electric field driven charge separation in organic photovoltaics. The central goal of the work we completed was been to understand the photochemical and photovoltaic properties of ionically functionalized conjugated polymers (conjugated ionomers or polyelectrolytes) and energy conversion systems based on them. We primarily studied two classes of conjugated polymer interfaces that we developed based either upon undoped conjugated polymers with an asymmetry in ionic composition (the ionic junction) or doped conjugated polymers with an asymmetry in doping type (the p-n junction). The materials used for these studies have primarily been the polyacetylene ionomers. We completed a detailed study of p-n junctions with systematically varying dopant density, photochemical creation of doped junctions, and experimental and theoretical work on charge transport and injection in polyacetylene ionomers. We have also completed related work on the use of conjugated ionomers as interlayers that improve the efficiency or organic photovoltaic systems and studied several important aspects of the chemistry of ionically functionalized semiconductors, including mechanisms of so-called "anion-doping", the formation of charge transfer complexes with oxygen, and the synthesis of new polyfluorene polyelectrolytes. We also worked worked with the Haley group at the University of Oregon on new indenofluorene-based organic acceptors.

  9. Electrical substation service-area estimation using Cellular Automata: An initial report

    The service areas for electric power substations can be estimated using a Cellular Automata (CA) model. The CA model is a discrete, iterative process whereby substations acquire service area by claiming neighboring cells. The service area expands from a substation until a neighboring substation service area is met or the substation`s total capacity or other constraints are reached. The CA-model output is dependent on the rule set that defines cell interactions. The rule set is based on a hierarchy of quantitative metrics that represent real-world factors such as land use and population density. Together, the metrics determine the rate of cell acquisition and the upper bound for service area size. Assessing the CA-model accuracy requires comparisons to actual service areas. These actual service areas can be extracted from distribution maps. Quantitative assessment of the CA-model accuracy can be accomplished by a number of methods. Some are as simple as finding the percentage of cells predicted correctly, while others assess a penalty based on the distance from an incorrectly predicted cell to its correct service area. This is an initial report of a work in progress.

  10. PM Motor Parametric Design Analyses for Hybrid Electric Vehicle Traction Drive Application: Interim Report

    The Department of Energy's (DOE) Office of FreedomCAR (Cooperative Automotive Research) and Vehicle Technologies has a strong interest in making rapid progress in permanent magnet (PM) machine development. The program is directing various technology development projects that will advance the technology and lead to request for proposals (RFP) for manufacturer prototypes. This aggressive approach is possible because the technology is clearly within reach and the approach is deemed essential, based on strong market demand, escalating fuel prices, and competitive considerations. In response, this study began parallel development paths that included a literature search/review, development and utilization of multiple parametric models to determine the effects of design parameters, verification of the modeling methodology, development of an interior PM (IPM) machine baseline design, development of alternative machine baseline designs, and cost analyses for several candidate machines. This interim progress report summarizes the results of these activities as of June 2004. This report provides background and summary information for recent machine parametric studies and testing programs that demonstrate both the potential capabilities and technical limitations of brushless PM machines (axial gap and radial gap), the IPM machine, the surface-mount PM machines (interior or exterior rotor), induction machines, and switched reluctance machines. The FreedomCAR program, while acknowledging the progress made by Oak Ridge National Laboratory, Delphi, Delco-Remy International, and others in these programs, has redirected efforts toward a ''short path'' to a marketable and competitive PM motor for hybrid electric vehicle traction applications. The program has developed a set of performance targets for the type of traction machine desired.     Because of the recent experiences of several states undergoing restructuring (e.g., higher prices, greater volatility, lower reliability), concerns have been raised in states currently considering restructuring as to whether their systems are equally vulnerable. Factors such as local generation costs, transmission constraints, market concentration, and market design can all play a role in the success or failure of the market. These factors along with the mix of generation capacity supplying the state will influence the relative prices paid by consumers. The purpose of this project is to provide a model and process to evaluate the potential price and economic impacts of restructuring the Oklahoma electric industry. The Phase I report concentrated on providing an analysis of the Oklahoma system in the near-term, using only present generation resources and customer demands. This Phase II study analyzed the Oklahoma power market in 2010, incorporating the potential of new generation resources and customer responses. Five key findings of this Phase II were made: (1) Projected expansion in generating capacity exceeds by over 3,000 MW the demands within the state plus the amount that could be exported with the current transmission system. (2) Even with reduced new plant construction, most new plants could lose money (although residential consumers would see lower rates) unless they have sufficient market power to raise their prices without losing significant market share (Figure S-1). (3) If new plants can raise prices to stay profitable, existing low-cost coal and hydro plants will have very high profits. Average prices to customers could be 5% to 25% higher than regulated rates (Figure S-1). If the coal and hydro plants are priced at cost-based rates (through long-term contracts or continued regulation) while all other plants use market-based rates then prices are lower. (4) Customer response to real-time prices can lower the peak capacity requirements by around 9

    Currently, interior permanent magnet (IPM) motors with rare-earth (RE) magnets are almost universally used for hybrid and electric vehicles (EVs) because of their superior properties, particularly power density. However, there is now a distinct possibility of limited supply or very high cost of RE magnets that could make IPM motors unavailable or too expensive. Because development of electric motors is a critical part of the U.S. Department of Energy (DOE) Advanced Power Electronics and Motors activity, DOE needs to determine which options should be investigated and what barriers should be addressed. Therefore, in order to provide a basis for deciding which research topics should be pursued, an assessment of various motor technologies was conducted to determine which, if any, is potentially capable of meeting FreedomCAR 2015 and 2020 targets. Highest priority was given to IPM, surface mounted permanent magnet (SPM), induction, and switched reluctance (SR) motors. Also of interest, but with lesser emphasis, were wheel motors, multiple-rotor motors, motors with external excitation, and several others that emerged from the assessment. Cost and power density (from a design perspective, the power density criterion translates to torque density) are emerging as the two most important properties of motors for traction drives in hybrid and EVs, although efficiency and specific power also are very important. The primary approach for this assessment involved interviews with original equipment manufacturers (OEMs), their suppliers, and other technical experts. For each technology, the following issues were discussed: (1) The current state-of-the-art performance and cost; (2) Recent trends in the technology; (3) Inherent characteristics of the motor - which ones limit the ability of the technology to meet the targets and which ones aid in meeting the target; (4) What research and development (R&D) would be needed to meet the targets; and (5) The potential for the technology to

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG&G. Representatives from Arizona Public Service, Texas A&M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    The purpose of the Performance Evaluation of Electrical Equipment during Severe Accident States Program is to determine the performance of electrical equipment, important to safety, under severe accident conditions. In FY85, a method was devised to identify important electrical equipment and the severe accident environments in which the equipment was likely to fail. This method was used to evaluate the equipment and severe accident environments for Browns Ferry Unit 1, a BWR/Mark I. Following this work, a test plan was written in FY86 to experimentally determine the performance of one selected component to two severe accident environments.

    The Site Operator Program was initially established by the Department of Energy (DOE) to incorporate the electric vehicle activities dictated by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976. In the ensuing years, the Program has evolved in response to new legislation and interests. The Program currently includes twelve sites located in diverse geographic, metrologic, and metropolitan areas across the United States. Information is shared reciprocally with a thirteenth site, not under Program contract. The vehicles are operator-owned. The Mission Statement of the Site Operator Program includes three major activities: (1) Advancement of electric vehicle technologies; (2) Development of infrastructure elements necessary to support significant electric vehicle use; and (3) Increasing the awareness and acceptance of electric vehicles (EVs) by the public. The current participants in the Site Operator Program are shown. Table 1 indicates the EVs in each of the Site Operator fleets. Table 2 provides baseline information on several EVs currently in use by the Site Operators, or which have evolved to the point that they may be introduced in the near future. The Program is currently managed by personnel of the Electric and Hybrid Vehicle Program at the Idaho National Engineering Laboratory (INEL). The current principal management functions include: Coordination of Site Operator efforts in the areas of public awareness and infrastructure development (program-related meetings, and educational presentations).

In Phase II, a longer-term analysis will be conducted, incorporating the potential of new generation resources and customer responses. Oak Ridge National Laboratory (ORNL) has developed the Oak Ridge Competitive Electricity Dispatch (ORCED) model to evaluate marginal-cost-based and regulated prices for the state. The model dispatches the state's power plants to meet the demands from all customers based on the marginal cost of production. Consequent market-clearing prices for each hour of the year are applied to customers' demands to determine the average prices paid. The revenues from the sales are paid to each plant for their generation, resulting in a net profit or loss depending on the plant's costs and prices when it operates. Separately, the model calculates the total cost of generation, including fixed costs such as depreciation, interest and required return on equity. These costs are allocated among the customer classes to establish regulated prices for each class. These prices can be compared to the average market-based prices to see if prices increase or decrease with restructuring. An

    This report is the last in a series of currently scheduled reports that presents the results from the High Level Waste (HLW) glass formulation development and testing work performed at the Vitreous State Laboratory (VSL) of the Catholic University of America (CUA) and the development of IHLW property-composition models performed jointly by Pacific Northwest National Laboratory (PNNL) and VSL for the River Protection Project-Waste Treatment and Immobilization Plant (RPP-WTP). Specifically, this report presents results of glass testing at VSL and model development at PNNL for Product Consistency Test (PCT), one-percent crystal fraction temperature (T1%), electrical conductivity (EC), and viscosity of HLW glasses. The models presented in this report may be augmented and additional validation work performed during any future immobilized HLW (IHLW) model development work. Completion of the test objectives is addressed.

  14. Thermoeconomic optimizarion of OC-OTEC electricity and water production plants. Final report

    The objectives of this yearlong project were to: (1) assess the economic and technical viability of open-cycle ocean thermal energy conversion of (OC-OTEC) for the production of electricity and/or fresh water based on the current state of the art; (2) develop conceptual designs of optimized OC-OTEC plants that produce electricity and/or fresh water for plant sizes that are economically attractive; and (3) identify the research issues that must be resolved before a commercial plant can be built. Oceanographic data for six potential sites were evaluated and generic site characteristics were developed. The generic site has a 20/sup 0/C temperature differential between the ocean surface and a depth of 1000 m. This temperature differential occurs at a distance of 5 km from shore. Current and projected prices and requirements for electricity and water at potential sites were obtained. The state of the art of components comprising the OC-OTEC plant was reviewed. Design options for each component were identified. The highest performing, least costly, and least technically uncertain design for each component was selected. Component cost and performance models were then developed and integrated into thermoeconomic system models for single- and double-stage OC-OTEC plants that produced electricity and/or fresh water. A computerized optimization procedure was developed to obtain optimal (minimum cost) plant configurations for the production of electricity and/or fresh water. All plant types - floating, moored, shelf-mounted, shallow-water and land-based plants - were evaluated. Based on the state-of-the-art and typical characteristics of potential sites, the primary thrust of the program was directed towards shallow-water and land-based plants. The shallow-water/land-based plant configurations selected had a 5-km long cold-water supply pipe and a 1-km long discharge pipe for the evaporator and condenser.

    Wind integration modeling in electricity generation capacity expansion models is important in that these models are often used to inform political or managerial decisions. Poor representation of wind technology leads to under-estimation of wind's contribution to future energy scenarios which may hamper growth of the industry. The NREL's Wind Energy Deployment System (WinDS) model provides the most detailed representation of geographically disperse renewable resources and the optimization of transmission expansion to access these resources. Because WinDS was selected as the primary modeling tool for the 20% Wind Energy by 2030 study, it is the ideal tool for supplemental studies of the transmission expansion results. However, as the wind industry grows and knowledge related to the wind resource and integration of wind energy into the electric system develops, the WinDS model must be continually improved through additional data and innovative algorithms to capture the primary effects of variable wind generation. The detailed representation of wind technology in the WinDS model can be used to provide improvements to the simplified representation of wind technology in other capacity expansion models. This task did not employ the WinDS model, but builds from it and its results. Task 4a.2 provides an assessment of the electric grid operational features of the 20% Wind scenario and was conducted using power flow models accepted by the utility industry. Tasks 2 provides information regarding the physical flow of electricity on the electric grid which is a critical aspect of infrastructure expansion scenarios. Expanding transmission infrastructure to access remote wind resource in a physically realizable way is essential to achieving 20% wind energy by 2030.

  1. Proposed guidelines for reporting performance of a solar dish/Stirling electric generation system

    Experimental performance data from dish/Stirling system testing can be analyzed to generate a system performance model. An approach to developing an experimentally based performance model of a dish/Stirling system is given. Two methods for analyzing the experimental data are described. To provide information that will permit comparison of dish/Stirling systems, it is necessary to define many of the details involved in calculating system performance data such as the net system output and system solar-to-electric efficiency. This paper describes a set of guidelines for these calculations, based on past experience, especially with the Vanguard dish/Stirling system. Also presented are a set of rating conditions at which a maximum value for system efficiency can be calculated. Comparison between systems of their rated peak solar-to-electric efficiency is made possible when these rating conditions are in common use by manufacturers and testing agencies.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

  4. Two studies of colloidal interactions: electric polarizability and protein crystallization. Final report

    (I)Electric polarizability. During this grant period, the focus was on five topics concerning electric field effects on colloids. The first topic focuses on electric interactions between charged colloids in the absence of external fields, and the remaining four deal with colloids in the presence of external fields. The topics are (1) calculation of the effect of confinement on the pair-potential between like-charged colloids, (2) experimental determination of the interparticle potential under the conditions of dielectric polarization, (3) measurement of the evolution of structure of ER fluids, (4) synthesis of novel colloids designed for ER studies, and (5) computer modeling of polarization of surface charge. (II) Protein crystallization. Studies of the phase behavior of mixtures of proteins and polymers were initiated. The motivation was to test recent theories that suggested that optimal conditions for protein crystallization could be obtained using such mixtures. Combined light scattering measurements of the virial coefficients and determination of the phase diagram of protein/polymer mixtures revealed that the theoretical picture needs to be substantially modified.

    The goal of the research supported by DOE-FG02-01ER45939 was to synthesize a number of experimental and theoretical approaches to understand the relationship between morphological fluctuations, the electrical response and the reliability (failure) of metallic nanostructures. The primary focus of our work was the study of metallic nanowires which we regard as prototypical of nanoscale interconnects. Our research plan has been to link together these materials properties and behaviors by understanding the phenomenon of, and the effects of electromigration at nanometer length scales. The thrust of our research has been founded on the concept that, for nanostructures where the surface-to-volume ratio is necessarily high, surface diffusion is the dominant mass transport mechanism that governs the fluctuations, electrical properties and failure modes of nanostructures. Our approach has been to develop experimental methods that permit the direct imaging of the electromagnetic distributions within nanostructures, their structural fluctuations and their electrical response. This experimental research is complemented by a parallel theoretical and computational program that describes the temporal evolution of nanostructures in response to current flow.

  6. FY2010 Oak Ridge National Laboratory Annual Progress Report for the Power Electronics and Electric Machinery Program

The research performed under this subprogram will help remove technical and cost barriers to enable the development of technology for use in such advanced vehicles as hybrid electric vehicles (HEVs), plug-in HEVs (PHEVs), battery electric vehicles, and fuel-cell-powered automobiles that meet the goals of the VTP. A key element in making these advanced vehicles practical is providing an affordable electric traction drive system. This will require attaining weight, volume, and cost targets for the PE and electrical machines subsystems of the traction drive system. Areas of development include: (1) novel traction motor designs that result in increased power density and lower cost; (2) inverter technologies involving new topologies to achieve higher efficiency, with the ability to accommodate higher temperature environments while achieving high reliability; (3) converter concepts that use methods of reducing the component count and integrating functionality to decrease size, weight, and cost; (4) new onboard battery charging concepts that result in decreased cost and size; (5) more effective thermal control through innovative packaging technologies; and (6) integrated motor/inverter concepts. ORNL's Power Electronics and Electric Machines Research Program conducts fundamental research, evaluates hardware, and assists in the technical direction of the VTP APEEM subprogram. The 4.0 MW Spray Dryer Absorber System (Carbon Injection System) and the 4.0 MW Pilot Wet FGD Unit and were utilized in the HAP test configuration this month. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit remained idle this month in a cold- standby mode. Monthly inspections were conducted for all equipment in cold-standby, as well as for the fire safety systems, and will continue to be conducted by the ECTC Operations and Maintenance staff.

The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. The Advanced Power Electronics and Electric Machines (APEEM) subprogram within the Vehicle Technologies Program provides support and guidance for many cutting-edge automotive technologies now under development.   10. Results from the OECD report on international projections of electricity generating costs

    The International Energy Agency and Nuclear Energy Agency of the OECD have periodically undertaken a joint study on electricity generating costs in OECD Member countries and selected non-Member countries. This paper presents key results from the 1998 update of this study. Experts from 19 countries drawn from electric utility companies and government provided data on capital costs, operating and maintenance costs, and fuel costs from which levelized electricity generating costs (US cents/kWh) for baseload power plants were estimated in each country using a common set of economic assumptions. Light water nuclear power plants, pulverized coal plants, and natural gas-fired combined cycle gas turbines were the principal options evaluated. five and 10% discount rates, 40-year operating lifetime, and 75% annual load factor were the base assumptions, with sensitivity analyses on operating lifetime and load factor. Fuel costs and fuel escalation were provided individually by country, with a sensitivity case to evaluate costs assuming no real fuel price escalation over plant lifetimes. Of the three principal fuel/technology options, none is predominantly the cheapest option for all economic assumptions. However, fossil-fueled options are generally estimated to be the least expensive option. The study confirms that gas-fired combined cycles have improved their economic performance in most countries in recent years and are strong competitors to nuclear and coal-fired plants. Eleven out of the 18 countries with two or more options show gas-fired plants to be the cheapest option at 10% discount rate. Coal remains a strong competitor to gas when lower discount rates are used. Nuclear is the least expensive at both 5 and 10% discount rate in only two countries. Generally, with gas prices above 5 US$/GJ, nuclear plants constructed at overnight capital costs below 1 650 $/kWe have the potential to be competitive only at lower discount rates.

  12. Plug-In Hybrid Electric Vehicle Value Proposition Study: Interim Report: Phase I Scenario Evaluation

    Plug-in hybrid electric vehicles (PHEVs) offer significant improvements in fuel economy, convenient low-cost recharging capabilities, potential environmental benefits, and decreased reliance on imported petroleum. However, the cost associated with new components (e.g., advanced batteries) to be introduced in these vehicles will likely result in a price premium to the consumer. This study aims to overcome this market barrier by identifying and evaluating value propositions that will increase the qualitative value and/or decrease the overall cost of ownership relative to the competing conventional vehicles and hybrid electric vehicles (HEVs) of 2030 During this initial phase of this study, business scenarios were developed based on economic advantages that either increase the consumer value or reduce the consumer cost of PHEVs to assure a sustainable market that can thrive without the aid of state and Federal incentives or subsidies. Once the characteristics of a thriving PHEV market have been defined for this timeframe, market introduction steps, such as supportive policies, regulations and temporary incentives, needed to reach this level of sustainability will be determined. PHEVs have gained interest over the past decade for several reasons, including their high fuel economy, convenient low-cost recharging capabilities, potential environmental benefits and reduced use of imported petroleum, potentially contributing to President Bush's goal of a 20% reduction in gasoline use in ten years, or 'Twenty in Ten'. PHEVs and energy storage from advanced batteries have also been suggested as enabling technologies to improve the reliability and efficiency of the electric power grid. However, PHEVs will likely cost significantly more to purchase than conventional or other hybrid electric vehicles (HEVs), in large part because of the cost of batteries.     This Acceptance Test Procedure (ATP) has been prepared to demonstrate that the AY-Farm Electrical Distribution System functions as required by the design criteria. This test is divided into three parts to support the planned construction schedule; Section 8 tests Mini-Power Pane AY102-PPI and the EES; Section 9 tests the SSS support systems; Section 10 tests the SSS and the Multi-Pak Group Control Panel. This test does not include the operation of end-use components (loads) supplied from the distribution system. Tests of the end-use components (loads) will be performed by other W-320 ATPs.

    Institutional reforms in the regulation of the US electric power industry are examined in terms of current policy, its ability to promote economic efficiency in power generation and delivery, and the overall need for reform from both the suppliers' and consumers' viewpoints. Following this examination, four alternative deregulation scenarios are described and analyzed. It is concluded that rapid movement to deregulation would be unwise, and that a combination of gradual deregulation of some aspects of the power industry combined with more effective regulation of other aspects plus providing financial incentives and the legal authority for utilities to reorganize themselves voluntarily along more efficient lines would be the most desirable course of action.     This feasibility study examined three possible recycling processes for two compositions (AB{sub 2} and AB{sub 5}) of nickel metal hydride electric vehicle batteries to determine possible rotes for recovering battery materials. Analysts examined the processes, estimated the costs for capital equipment and operation, and estimated the value of the reclaimed material. They examined the following three processes: (1) a chemical process that leached battery powders using hydrochloric acid, (2) a pyrometallurical process, and (3) a physical separation/chemical process. The economic analysis revealed that the physical separation/chemical process generated the most revenue.

    Superconducting magnetic energy storage (SMES) is an emerging technology with features that are potentially attractive in electric utility applications. This study evaluates the potential for SMES technology in the generation, transmission, distribution, and use of electric energy; the time frame of the assessment is through the year 2030. Comparisons are made with other technology options, including both commercially available and advanced systems such as various peaking generation technologies, transmission stability improvement technologies, and power quality enhancement devices. The methodology used for this study focused on the needs of the market place, the capabilities of S and the characteristics of the competing technologies. There is widespread interest within utilities for the development of SMES technology, but there is no general consensus regarding the most attractive size. Considerable uncertainty exists regarding the eventual costs and benefits of commercial SMES systems, but general trends have been developed based on current industry knowledge. Results of this analysis indicate that as storage capacity increases, cost increases at a rate faster than benefits. Transmission system applications requiring dynamic storage appear to have the most attractive economics. Customer service applications may be economic in the near term, but improved ride-through capability of end-use equipment may limit the size of this market over time. Other applications requiring greater storage capacity appear to be only marginally economic at best.

    Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project uses a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal to syngas. The gasification plant is coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 BTUs/cf (HHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product. Approximately 10% of the raw, hot syngas at 900 F is designed to pass through an intermittently moving bed of metal-oxide sorbent which removes sulfur-bearing compounds from the syngas. PPS-1 will be the first unit in the world to demonstrate this advanced metal oxide hot gas desulfurization technology on a commercial unit. The emphasis during 1996 centered around start-up activities.

    This report compares the energy use, oil use and emissions of electric vehicles (EVs) with those of conventional, gasoline-powered vehicles (CVs) over the total life cycle of the vehicles. The various stages included in the vehicles` life cycles include vehicle manufacture, fuel production, and vehicle operation. Disposal is not included. An inventory of the air emissions associated with each stage of the life cycle is estimated. Water pollutants and solid wastes are reported for individual processes, but no comprehensive inventory is developed. Volume I contains the major results, a discussion of the conceptual framework of the study, and summaries of the vehicle, utility, fuel production, and manufacturing analyses. It also contains summaries of comments provided by external peer reviewers and brief responses to these comments.

The research performed under this subprogram will help remove technical and cost barriers to enable the development of technology for use in such advanced vehicles as hybrid and fuel-cell-powered automobiles that meet the goals of the FreedomCAR and Vehicle Technologies Program. A key element in making hybrid electric vehicles (HEVs) practical is providing an affordable electric traction drive system. This will require attaining weight, volume, and cost targets for the power electronics and electrical machines subsystems of the traction drive system. Areas of development include these: (1) novel traction motor designs that result in increased power density and lower cost; (2) inverter technologies involving new topologies to achieve higher efficiency and the ability to accommodate higher-temperature environments; (3) converter concepts that employ means of reducing the component count and integrating functionality to decrease size, weight, and cost; (4) more effective thermal control and packaging technologies; and (5) integrated motor/inverter concepts. The Oak Ridge National Laboratory's (ORNL's) Power Electronics and Electric Machinery Research Center conducts fundamental research, evaluates hardware, and assists in the technical direction of the DOE Office of FreedomCAR and Vehicle Technologies Program, APEEM subprogram. In this role, ORNL serves on the FreedomCAR Electrical and Electronics Technical Team, evaluates proposals for DOE, and lends its technological expertise to the direction of projects and evaluation of developing technologies. ORNL also executes specific projects for DOE. The following report discusses those projects carried out in FY 2007 and conveys highlights of their accomplishments.
