    The 3M Company manufactures a silvered acrylic film called ECP-305 that is regarded as the preferred reflective film for use on stretched-membrane heliostats. However, ECP-305 will degrade in time, due to both corrosion of the silver layer and delamination at the film's silver-to-acrylic interface, and will eventually need to be replaced. 3M uses a very aggressive adhesive on this film, and once it is laminated, replacement is very difficult. The purpose of this investigation was the development of a replaceable reflector, a reflective film that can be easily removed and replaced. A replaceable reflector was successfully configured by laminating ECP-305 to the top surface of a smooth, dimensionally stable polymer film, with a removable adhesive applied to the underside of the polymer film. Several stages of screening and testing led to the selection of a 0.010-inch thick polycarbonate (GE 8030) as the best polymer film and a medium tack tape (3M Y-9425) was selected as the best removable adhesive. To demonstrate the feasibility of the replaceable reflector concept and to provide a real-time field test, the chosen construction was successfully applied to the 50-m{sup 2} SKI heliostat at the Central Receiver Test Facility at Sandia National Laboratories in Albuquerque. 4 refs., 13 figs., 7 tabs.

Replacement solvents for chemical reactions for which tetrahydrofuran or diethyl may be a solvent include substituted tetrahydrofurfuryl ethers and substituted tetrahydro-3-furan ethers. The replacement solvents may be readily recovered from the reaction train using conventional methods.

But increasing demand and a need for more environmentally safe equipment mean a major replacement program for the compressor stations that make the natural gas transmission possible. Today it is one of the longest gas pipelines in the world, carrying more than 1 Bcf/d of natural gas. New compression equipment is being installed to boost efficiency and meet more stringent environmental standards. In 1993, Tenneco Energy, purchased by El Paso Energy in December 1996, initiated a Horsepower Replacement Program intended to replace older, inefficient technology with more advanced equipment. A major objective was to improve operational effectiveness and to reduce harmful nitrogen oxide and carbon monoxide emissions by converting much of the machinery to electric-driven compression equipment.

    The tests were part of the CFC replacement program to identify and test alternate coolants to replace CFC-114 being used in the uranium enrichment plants at Paducah and Portsmouth. The coolants tested, C{sub 4}F{sub 10} and C{sub 4}F{sub 8}, were selected based on their compatibility with the uranium hexafluoride process gas and how well the boiling temperature and vapor pressure matched that of CFC-114. However, the heat of vaporization of both coolants is lower than that of CFC-114 requiring larger coolant mass flow than CFC-114 to remove the same amount of heat. The vapor pressure of these coolants is higher than CFC-114 within the cascade operational range, and each coolant can be used as a replacement coolant with some limitation at 3,300 hp operation. The results of the CFC-114/C{sub 4}F{sub 10} mixture tests show boiling heat transfer coefficient degraded to a minimum value with about 25% C{sub 4}F{sub 10} weight mixture in CFC-114 and the degree of degradation is about 20% from that of CFC-114 boiling heat transfer coefficient.     This paper reports that Pacific Gas and Electric Co.'s Milpitas Terminal was originally built in 1929, when natural gas was first brought to the San Francisco Bay Area from the Kettleman Hills gas fields.     The control room for the Advanced Test Reactor has been replaced to provide modern equipment utilizing current standards and meeting the current human factors requirements. The control room was designed in the early 1960 era and had not been significantly upgraded since the initial installation. The replacement did not change any of the safety circuits or equipment but did result in replacement of some of the recorders that display information from the safety systems. The design successfully incorporates computer-based systems into the display of the plant variables.     A procedure for model building is described that combines morphing a model to match a density map, trimming the morphed model and aligning the model to a sequence. A procedure termed ‘morphing’ for improving a model after it has been placed in the crystallographic cell by molecular replacement has recently been developed. Morphing consists of applying a smooth deformation to a model to make it match an electron-density map more closely. Morphing does not change the identities of the residues in the chain, only their coordinates. Consequently, if the true structure differs from the working model by containing different residues, these differences cannot be corrected by morphing. Here, a procedure that helps to address this limitation is described. The goal of the procedure is to obtain a relatively complete model that has accurate main-chain atomic positions and residues that are correctly assigned to the sequence. Residues in a morphed model that do not match the electron-density map are removed. Each segment of the resulting trimmed morphed model is then assigned to the sequence of the molecule using information about the connectivity of the chains from the working model and from connections that can be identified from the electron-density map. The procedure was tested by application to a recently determined structure at a resolution of 3.2 Ĺ and was found to increase the number of correctly identified residues in this structure from the 88 obtained using phenix.resolve sequence assignment alone (Terwilliger, 2003 ?) to 247 of a possible 359. Additionally, the procedure was tested by application to a series of templates with sequence identities to a target structure ranging between 7 and 36%. The mean fraction of correctly identified residues in these cases was increased from 33% using phenix.resolve sequence assignment to 47% using the current procedure. The procedure is simple to apply and is available in the Phenix software package.

    Eight commercially available thread lubricants were evaluated to determine the best replacement for Red Lead and Graphite in Mineral Oil (RLGMO). The evaluation included coefficient of friction testing, high temperature anti-seizing testing, room temperature anti-galling testing, chemical analysis for detrimental impurities, corrosion testing, off-gas testing, and a review of health and environmental factors. The coefficient of friction testing covered a wide variety of factors including stud, nut, and washer materials, sizes, manufacturing methods, surface coatings, surface finishes, applied loads, run-in cycles, and relubrication. Only one lubricant, Dow Corning Molykote P37, met all the criteria established for a replacement lubricant. It has a coefficient of friction range similar to RLGMO. Therefore, it can be substituted directly for RLGMO without changing the currently specified fastener torque values for the sizes, materials and conditions evaluated. Other lubricants did not perform as well as Molykote P37 in one or more test or evaluation categories.

During the winter and spring of 1989, these work groups developed technical background and issue papers on topics that ranged from substation maintenance to environmental protection. In addition, a customer forum group was established and met on several occasions to review work on the plan, to offer ideas and points of view, and to assure that BPA understood customer concerns. Based on recommendations from the work group reports and customer input, BPA's O M Management Team developed the draft Operations, Maintenance, and Replacement 10-Year Plan that was released for public comment during the spring of 1990. During the public review period, BPA received a number of written comments from customers and the interested public. In addition, special meetings were held with interested customers.     The intensity of dolomitization and associated reservoir development in the Smackover Formation, Conecuh Ridge-Wiggens arch areas, is not predictable by comparison with time-temperature index methods or porosity-depth curves. Major alteration patterns and associated dolomite fabrics reflect the early paleotopographic settings, where high fluid flux and massive replacement are associated with Late Jurassic basement highs. This large-scale replacement is most important in the lowermost Smackover section overlying the Norphlet sandstone from Chunchula field into the Manila Embayment. The heterogeneous nature of dolomite reservoir development is evident in Chunchula field, where local pods of permeable dolomite cut across sedimentary facies boundaries. Predicting the orientation of a dolomite permeability barrier where there is little well control can be facilitated by mapping the regional thickness variations; the extension of impermeable dolomite trends is generally parallel to isopach trends.

    The Federal Aviation Administration (FAA) is undertaking a major project to replace aging engine generators over the next few years. The engine generators currently installed at various National Airspace System (NAS) facilities such as airport traffic control towers and radars provide standby power critical to the safe operation of air traffic in the NAS. This paper will describe the FAA engine generator set (EGS) replacement decision process, procurement options, technical requirements and installation criteria to replace up to 3,000 existing EGS`s and establish additional EGS`s for new equipment installations. Each EGS includes an engine, alternator, automatic transfer switch, load bank, environmentally safe day tank and battery charger. Buying commercial-off-the-shelf (COTS) EGS equipment instead of using a development procurement with a detailed technical specification, provides an opportunity to do business in a new way for the FAA and a vehicle to procure EGS`s with proven quality and performance. Logistics support (parts support) will be provided by the COTS EGS supplier at a fixed cost over the five year contract life. Pre-award EGS benchmark testing gave the FAA an opportunity to closely look at EGS`s recently manufactured and configured to simulate an actual FAA installation.

    In 1974, the famous ozone depletion theory of Rowland and Molina claimed that chlorofluorocarbons (CFCs) diffuse into the stratosphere where they are broken down by photolysis to release chlorine atoms that catalytically destroy ozone. Although the understanding of the science is still imperfect, there is little doubt that CFCs play a major role in the Antarctic ozone hole phenomenon and the decline in ozone observed in the rest of the world. Another issue that has become increasingly important is the potential of CFCs to change the earth`s temperature and to modify the climate. While the main impact in global warming is made by increased concentrations of carbon dioxide, CFCs and other trace gases also contribute to this effect. In an effort to respond to the global environmental threat, a CFC protocol was adopted during a diplomatic conference in Montreal. This document, known as the Montreal Protocol, was ratified in 1988 and put into effect on January 1, 1989. In accordance with Article 6 of the Montreal Protocol, the countries that signed the agreement shall periodically assess the control measures provided for in the Protocol. As part of that assessment process, household refrigeration was investigated to determine the status of CFC-12 replacements. The conclusion was that much progress has been made towards finding a suitable replacement. Compressors designed for HFC-134a have efficiencies comparable to those for CFC-12 and acceptable reliability tests have been obtained with ester lubricants. In addition, other replacements such as R-152a and refrigerant mixtures exist, but will require more study. Cycle options, such as the Stirling cycle, may be viable, but are further out in the future. The impact of new refrigerants is expected to result in elimination of CFC-12 consumption in developed countries by 1997 and in developing countries by 2005.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    The Pacific Northwest National Laboratory, operated by Battelle for the U.S. Department of Energy, worked with Intertek to develop a procedure for stress testing medium screw-base light sources. This procedure, composed of alternating stress cycles and performance evaluation, was used to qualitatively compare and contrast the durability and reliability of the Philips 60W replacement lamp L Prize entry with market-proven compact fluorescent lamps (CFLs) with comparable light output and functionality. The stress cycles applied simultaneous combinations of electrical, thermal, vibration, and humidity stresses of increasing magnitude. Performance evaluations measured relative illuminance, x chromaticity and y chromaticity shifts after each stress cycle. The Philips L Prize entry lamps appear to be appreciably more durable than the incumbent energy-efficient technology, as represented by the evaluated CFLs, and with respect to the applied stresses. Through the course of testing, all 15 CFL samples permanently ceased to function as a result of the applied stresses, while only 1 Philips L Prize entry lamp exhibited a failure, the nature of which was minor, non-destructive, and a consequence of a known (and resolved) subcontractor issue. Given that current CFL technology appears to be moderately mature and no Philips L Prize entry failures could be produced within the stress envelope causing 100 percent failure of the benchmark CFLs, it seems that, in this particular implementation, light-emitting diode (LED) technology would be much more durable in the field than current CFL technology. However, the Philips L Prize entry lamps used for testing were carefully designed and built for the competition, while the benchmark CFLs were mass produced for retail sale—a distinction that should be taken into consideration. Further reliability testing on final production samples would be necessary to judge the extent to which the results of this analysis apply to production versions of the Philips L Prize entry.

    The neutron multiplication characteristics of refrigerant-114 (R-114) and proposed replacement coolants perfluorobutane (C{sub 4}F{sub 10}) and cycloperfluorobutane C{sub 4}F{sub 8}) have been compared by evaluating the infinite media multiplication factors of UF{sub 6}/H/coolant systems and by replacement calculations considering a 10-MW freezer/sublimer. The results of these comparisons demonstrate that R-114 is a neutron absorber, due to its chlorine content, and that the alternative fluorocarbon coolants are neutron moderators. Estimates of critical spherical geometries considering mixtures of UF{sub 6}/HF/C{sub 4}F{sub 10} indicate that the flourocarbon-moderated systems are large compared with water-moderated systems. The freezer/sublimer calculations indicate that the alternative coolants are more reactive than R-114, but that the reactivity remains significantly below the condition of water in the tubes, which was a limiting condition. Based on these results, the alternative coolants appear to be acceptable; however, several follow-up tasks have been recommended, and additional evaluation will be required on an individual equipment basis.

    Radiologic inserted gastrostomy (RIG) is the preferred method in our institution for enteral feeding in amyotrophic lateral sclerosis (ALS). Skin-level primary-placed mushroom cage gastrostomy tubes become tight with weight gain. We describe a minimally invasive radiologic technique for replacing mushroom gastrostomy tubes with endoscopic mushroom cage tubes in ALS. All patients with ALS who underwent replacement of a RIG tube were included. Patients were selected for a modified replacement when the tube length of the primary placed RIG tube was insufficient to allow like-for-like replacement. Replacement was performed under local anesthetic and fluoroscopic guidance according to a preset technique, with modification of an endoscopic mushroom cage gastrostomy tube to allow percutaneous placement. Assessment of the success, safety, and durability of the modified technique was undertaken. Over a 60-month period, 104 primary placement mushroom cage tubes in ALS were performed. A total of 20 (19.2%) of 104 patients had a replacement tube positioned, 10 (9.6%) of 104 with the modified technique (male n = 4, female n = 6, mean age 65.5 years, range 48-85 years). All tubes were successfully replaced using this modified technique, with two minor complications (superficial wound infection and minor hemorrhage). The mean length of time of tube durability was 158.5 days (range 6-471 days), with all but one patient dying with a functional tube in place. We have devised a modification to allow percutaneous replacement of mushroom cage gastrostomy feeding tubes with minimal compromise to ALS patients. This technique allows tube replacement under local anesthetic, without the need for sedation, an important consideration in ALS.

    Molybdenum carbide (Mo?C and Ni/Mo?C) catalysts were compared with Pd/SiO? for the hydrogenation of several diene molecules, 1,3- butadiene, 1,3- and 1,4-cyclohexadiene (CHD). Compared to Pd/SiO?, Mo?C showed similar hydrogenation rate for 1,3-butadiene and 1,3-CHD and even higher rate for 1,4-CHD, but with significant deactivation rate for 1,3-CHD hydrogenation. However, the hydrogenation activity of Mo?C could be completely regenerated by H? treatment at 723 K for the three molecules. The Ni modified Mo?C catalysts retained similar activity for 1,3-butadiene hydrogenation with significantly enhanced selectivity for 1-butene production. The 1-butene selectivity increased with increasing Ni loading below 15%. Among the Ni modified Mo?C catalysts, 8.6%Ni/Mo?C showed the highest selectivity to 1-butene, which was even higher selectivity than that over Pd/SiO?. Compared to Pd/SiO?, both Mo?C and Ni/Mo?C showed combined advantages in hydrogenation activity and catalyst cost reduction, demonstrating the potential to use less expensive carbide catalysts to replace precious metals for hydrogenation reactions.

    A number of materials in the LANL stockpile are no longer available due to lack of availability or environment, safety and health issues. Silastic S-5370 a polysiloxane foam used to manufacture multiple components in LANL systems has been discontinued by Dow Corning. Kerimid 601 is a polyimide resin used as the binder for the syntactic foam used as a support material in the W76. It contains MDA, which has been identified by OSHA as a carcinogen and is no longer used in the nuclear weapons complex. In addition, the Thornel carbon mat used in the syntactic foam formulation is no longer available. These issues have created major challenges in the effort to reestablish aft support production capability for the W76 LEP. Urethane Encapsulant 7200, an adhesive used to bond explosive booster pellets and detonator components, was originally manufactured by Hexcel Corporation and is no longer available. The details of the projects currently underway to provide replacements for these materials will be discussed.

    A high-intensity spark fired underwater decomposes a small amount of the water into hydroxyl radicals, which are strong oxidants. These are able to oxidize contaminants such as glue and wood pitch that enter paper recycling mills as a part of the incoming furnish and cost the industry several hundred million dollars. The sparking technique is safe, inexpensive, and is capable of treating large volumes of water, which makes it attractive for mill applications. Several mill trials were run. Sparking caused a decrease in the tack of the deposits in one case. Lower bleach use occurred in two other mills; sparking reduced the degree of ink reattachment to fiber. The payback for either application is attractive. Sparking induced deposition of contaminants in another mill, which is a positive development--if it can be controlled. The technique is also able to degas water and to oxidize odor-causing sulfur compounds. Although one unit has been purchased by a mill, second-order effects caused by the technology needs to be defined further before the technology can be broadly applied.

    Seismic qualification for equipment originally installed in nuclear power plants was typically performed by the original equipment suppliers or manufactures (OES/OEM). Many of the OES/OEM no longer maintain quality assurance programs with adequate controls for supplying nuclear equipment. Utilities themselves must provide reasonable assurance in the continued seismic adequacy of such replacement items. This guideline provides practical, cost-effective techniques which can be used to provide reasonable assurance that replacement items will meet seismic performance requirements necessary to maintain the seismic design basis of commercial nuclear power plants. It also provides a method for determining when a seismic technical evaluation of replacement items (STERI) is required as part of the procurement process for spare and replacement items. Guidance on supplier program requirements necessary to maintain continued seismic adequacy and on documentation of maintaining required seismic adequacy is also included.

    The continued safe and reliable operation of the ATR is critical to the Department of Energy (DOE) Office of Nuclear Energy (NE) mission. While ATR is safely fulfilling current mission requirements, a variety of aging and obsolescence issues challenge ATR engineering and maintenance personnel’s capability to sustain ATR over the long term. First documented in a series of independent assessments, beginning with an OA Environmental Safety and Health Assessment conducted in 2003, the issues were validated in a detailed Material Condition Assessment (MCA) conducted as a part of the ATR Life Extension Program in 2007.Accordingly, near term replacement of aging and obsolescent original ATR equipment has become important to ensure ATR capability in support of NE’s long term national missions. To that end, a mission needs statement has been prepared for a non-major system acquisition which is comprised of three interdependent sub-projects. The first project will replace the existent diesel-electrical bus (E-3), switchgear, and the fifty year old antiquated marine diesels with commercial power that is backed with safety-related emergency diesel generators (EDGs), switchgear, and uninterruptible power supply. The second project will replace the four, obsolete, original primary coolant pumps and motors. The third project, the subject of this major modification determination, will replace the current emergency firewater injection system (EFIS). The replacement water injection system will function as the primary emergency water injection system with the EFIS being retained as a defense-in-depth backup. Completion of this and the two other age-related projects (replacement of the ATR diesel bus (E-3) and switchgear and replacement of the existent aged primary coolant pumps and motors) will resolve major age-related operational issues plus make a significant contribution in sustaining the ATR safety and reliability profile. The major modification criteria evaluation of the project pre-conceptual design identified several issues that lead to the conclusion that the project is a major modification.

    It is estimated that electric utilities use about 40 million distribution transformers in supplying electricity to customers in the United States. Although utility distribution transformers collectively have a high average efficiency, they account for approximately 61 billion kWh of the 229 billion kWh of energy lost annually in the delivery of electricity. Distribution transformers are being replaced over time by new, more efficient, lower-loss units during routine utility maintenance of power distribution systems. Maintenance is typically not performed on units in service. However, units removed from service with appreciable remaining life are often refurbished and returned to stock. Distribution transformers may be removed from service for many reasons, including failure, over- or underloading, or line upgrades such as voltage changes or rerouting. When distribution transformers are removed from service, a decision must be made whether to dispose of the transformer and purchase a lower-loss replacement or to refurbish the transformer and return it to stock for future use. This report contains findings and recommendations on replacing utility distribution transformers during routine maintenance, which is required by section 124(c) of the Energy Policy Act of 1992. The objectives of the study are to evaluate the practicability, cost-effectiveness, and potential energy savings of replacing or upgrading existing transformers during routine utility maintenance and to develop recommendations on was to achieve the potential energy savings.
