A replaceable reflective film for solar concentrators

SciTech Connect (OSTI)

The 3M Company manufactures a silvered acrylic film called ECP-305 that is regarded as the preferred reflective film for use on stretched-membrane heliostats. However, ECP-305 will degrade in time, due to both corrosion of the silver layer and delamination at the film's silver-to-acrylic interface, and will eventually need to be replaced. 3M uses a very aggressive adhesive on this film, and once it is laminated, replacement is very difficult. The purpose of this investigation was the development of a replaceable reflector, a reflective film that can be easily removed and replaced. A replaceable reflector was successfully configured by laminating ECP-305 to the top surface of a smooth, dimensionally stable polymer film, with a removable adhesive applied to the underside of the polymer film. Several stages of screening and testing led to the selection of a 0.010-inch thick polycarbonate (GE 8030) as the best polymer film and a medium tack tape (3M Y-9425) was selected as the best removable adhesive. To demonstrate the feasibility of the replaceable reflector concept and to provide a real-time field test, the chosen construction was successfully applied to the 50-m{sup 2} SKI heliostat at the Central Receiver Test Facility at Sandia National Laboratories in Albuquerque. 4 refs., 13 figs., 7 tabs.

Replacement solvents for use in chemical synthesis

DOE Patents [OSTI]

Replacement solvents for use in chemical synthesis include polymer-immobilized solvents having a flexible polymer backbone and a plurality of pendant groups attached onto the polymer backbone, the pendant groups comprising a flexible linking unit bound to the polymer backbone and to a terminal solvating moiety. The polymer-immobilized solvent may be dissolved in a benign medium. Replacement solvents for chemical reactions for which tetrahydrofuran or diethyl may be a solvent include substituted tetrahydrofurfuryl ethers and substituted tetrahydro-3-furan ethers. The replacement solvents may be readily recovered from the reaction train using conventional methods.

Valve assembly having remotely replaceable bearings

DOE Patents [OSTI]

A valve assembly having remotely replaceable bearings is disclosed wherein a valve disc is supported within a flow duct for rotation about a pair of axially aligned bearings, one of which is carried by a spindle received within a diametral bore in the valve disc, and the other of which is carried by a bearing support block releasably mounted on the duct circumferentially of an annular collar on the valve disc coaxial with its diametrical bore. The spindle and bearing support block are adapted for remote removal to facilitate servicing or replacement of the valve disc support bearings.

The Ringhals 2 steam generator replacement

SciTech Connect (OSTI)

Righals 2, located on the west coast of Sweden and operated by Vattenfall (Swedish State Power), is a Westinghouse 800-MW three-loop pressurized water reactor that started commercial operation in 1975. In 1983, a task force was assigned to make a study of the steam generator (SG) tube corrosion problems, mainly stress corrosion cracking in the tubesheet area, which caused between two and three unscheduled outages each year. The task force study concluded that replacement was clearly the best of the three alternatives considered. Late in 1984, a decision was made to replace the SG in the summer of 1989. It was also decided to take advantage of existing margins in the plant by increasing the heat transfer area of the new SG. A power increase of 9% would then be possible by fairly moderate modifications of the turbine plant. The SG replacement project was on time, below budget, and much below dose budget. As a consequence of the 9% uprating, the cost of the SG replacement will be recovered after 3 to 4 yr.

Replacing PG and E's Milpitas terminal

SciTech Connect (OSTI)

This paper reports that Pacific Gas and Electric Co.'s Milpitas Terminal was originally built in 1929, when natural gas was first brought to the San Francisco Bay Area from the Kettleman Hills gas fields. This paper reports that in 1985, a project was begun to replace the old terminal due to maintenance problems, odor complaints and unaccounted-for gas due to poor measurement quality. The location of the terminal was also a problem. A proposed highway expansion would encroach into the yard area where the existing pipeline was located. In addition, the original location was in agricultural lands, which was changing to commercial use.

Replacement of the Advanced Test Reactor control room

SciTech Connect (OSTI)

The control room for the Advanced Test Reactor has been replaced to provide modern equipment utilizing current standards and meeting the current human factors requirements. The control room was designed in the early 1960 era and had not been significantly upgraded since the initial installation. The replacement did not change any of the safety circuits or equipment but did result in replacement of some of the recorders that display information from the safety systems. The replacement was completed in concert with the replacement of the control room simulator which provided important feedback on the design. The design successfully incorporates computer-based systems into the display of the plant variables. This improved design provides the operator with more information in a more usable form than was provided by the original design. The replacement was successfully completed within the scheduled time thereby minimizing the down time for the reactor. 1 fig., 1 tab.

Evaluation of replacement thread lubricants for red lead and graphite in mineral oil

SciTech Connect (OSTI)

Eight commercially available thread lubricants were evaluated to determine the best replacement for Red Lead and Graphite in Mineral Oil (RLGMO). The evaluation included coefficient of friction testing, high temperature anti-seizing testing, room temperature anti-galling testing, chemical analysis for detrimental impurities, corrosion testing, off-gas testing, and a review of health and environmental factors. The coefficient of friction testing covered a wide variety of factors including stud, nut, and washer materials, sizes, manufacturing methods, surface coatings, surface finishes, applied loads, run-in cycles, and relubrication. Only one lubricant, Dow Corning Molykote P37, met all the criteria established for a replacement lubricant. It has a coefficient of friction range similar to RLGMO. Therefore, it can be substituted directly for RLGMO without changing the currently specified fastener torque values for the sizes, materials and conditions evaluated. Other lubricants did not perform as well as Molykote P37 in one or more test or evaluation categories.

Acceptance test procedure for SY Tank Farm replacement exhauster unit

SciTech Connect (OSTI)

The proper functioning of a new 241-SY Tank Farm replacement exhauster will be acceptance tested, to establish operability and to provide an operational baseline for the equipment. During this test, a verification of all of the alarm and control circuits associated with the exhaust, which provide operating controls and/or signals to local and remote alarm/annunciator panels, shall be performed. Test signals for sensors that provide alarms, warnings, and/or interlocks will be applied to verify that alarm, warning, and interlock setpoints are correct. Alarm and warning lights, controls, and local and remote readouts for the exhauster will be verified to be adequate for proper operation of the exhauster. Testing per this procedure shall be conducted in two phases. The first phase of testing, to verify alarm, warning, and interlock setpoints primarily, will be performed in the MO-566 Fab Shop. The second phase of testing, to verify proper operation and acceptable interface with other tank farm systems, will be conducted after the exhauster and all associated support and monitoring equipment have been installed in the SY Tank Farm. The exhauster, which is mounted on a skid and which will eventually be located in the SY tank farm, receives input signals from a variety of sensors mounted on the skid and associated equipment. These sensors provide information such as: exhauster system inlet vacuum pressure; prefilter and HEPA filter differential pressures; exhaust stack sampler status; exhaust fan status; system status (running/shut down); and radiation monitoring systems status. The output of these sensors is transmitted to the exhauster annunciator panel where the signals are displayed and monitored for out-of-specification conditions.

New energy replacement method for resonant power supplies

SciTech Connect (OSTI)

The Resonant Power Supply is an economically and technically advanced solution for Rapid Cycling Accelerators. Several papers dealt with the design and operation of these power supplies, however, the energy replacement methods were not discussed in the past. This paper analyzes different energy-replacement methods and presents a new method. This method uses a 24-pulse converter to regulate the magnet current during flat-top and injection periods and replaces the energy loss by charging the accelerator capacitor bank during the flat-top, reset and injection periods, charge is injected in the circuit during the acceleration period, when it replaces the energy loss. This paper compares the new method with the existing ones. The analyses proved the feasibility of the proposed method. The operation of the proposed method was verified by a model experiment, which showed that the new circuit can be controlled accurately and operates with smaller disturbances to the power line than the existing systems. 2 refs., 6 figs., 1 tab.

Operations, Maintenance, and Replacement 10-Year Plan, 1990 -1999.

SciTech Connect (OSTI)

In 1988 Bonneville Power Administration (BPA) began work on this Operations, Maintenance, and Replacement 10-Year Plan to develop a levelized program that would assure high system reliability. During the Programs in Perspective (PIP) meetings in the late summer and fall of 1988, many of the concerns to be addressed in an Operations, Maintenance, and Replacement Plan were identified. Following these PIP meetings BPA established internal work groups. During the winter and spring of 1989, these work groups developed technical background and issue papers on topics that ranged from substation maintenance to environmental protection. In addition, a customer forum group was established and met on several occasions to review work on the plan, to offer ideas and points of view, and to assure that BPA understood customer concerns. Based on recommendations from the work group reports and customer input, BPA's O M Management Team developed the draft Operations, Maintenance, and Replacement 10-Year Plan that was released for public comment during the spring of 1990. During the public review period, BPA received a number of written comments from customers and the interested public. In addition, special meetings were held with interested customers. This final Operations, Maintenance, and Replacement 10-Year Plan reflects BPA's response to customers and interested public on each topic discussed in the 10-Year Plan. The plan is a distillation of BPA's strategies to achieve a levelized program over 10 years.

Stochastic Ratchet Mechanisms for Replacement of Proteins Bound to DNA

E-Print Network [OSTI]

Experiments indicate that unbinding rates of proteins from DNA can depend on the concentration of proteins in nearby solution. Here we present a theory of multi-step replacement of DNA-bound proteins by solution-phase proteins. For four different kinetic scenarios we calculate the depen- dence of protein unbinding and replacement rates on solution protein concentration. We find (1) strong effects of progressive 'rezipping' of the solution-phase protein onto DNA sites liberated by 'unzipping' of the originally bound protein; (2) that a model in which solution-phase proteins bind non-specifically to DNA can describe experiments on exchanges between the non specific DNA- binding proteins Fis-Fis and Fis-HU; (3) that a binding specific model describes experiments on the exchange of CueR proteins on specific binding sites.

Measure Guideline: Air Conditioner Diagnostics, Maintenance, and Replacement

SciTech Connect (OSTI)

This guideline responds to the need for an efficient means of identifying, diagnosing, and repairing faults in air conditioning systems in existing homes that are undergoing energy upgrades. Inadequate airflow due to constricted ducts or undersized filters, improper refrigerant charge, and other system defects can be corrected at a fraction of the cost of equipment replacement and can yield significant savings. The guideline presents a two-step approach to diagnostics and repair.

Draft 1992 : Operations, Maintenance, and Replacement 10-Year Plan.

SciTech Connect (OSTI)

Two years ago, BPA released its first-ever Operations, Maintenance, and Replacement (OM&R) 10-Year Plan. That effort broke new ground and was an extensive look at the condition of Operations, Maintenance, and Replacement on BPA`s power system. This document -- the 1992 OM&R 10-Year Plan -- uses that original plan as its foundation. It takes a look at how well BPA has accomplished the challenging task set out in the 1990 Plan. The 1992 Plan also introduces the Construction Program. Construction`s critical role in these programs is explored, and the pressures of construction workload -- such as the seasonal nature of the work and the broad swings in workload between projects and years -- are discussed. The document then looks at how situations may have changed with issues explored initially in the 1990 Plan. Importantly, this Plan also surfaces and explains some new issues that threaten to impact BPA`s ability to accomplish its OM&R workload. Finally, the document focuses on the revised strategies for Operations, Maintenance, Replacement, Construction, and Environment for the 1992 to 2001 time period, including the financial and human resources needed to accomplish those strategies.

The National Energy Policy Act and lamp replacement options

SciTech Connect (OSTI)

The National Policy Act of 1992 involves the creation of energy efficiency standards for a wide range of products including fluorescent and incandescent lamps. Minimum efficacy (lumens per watt) and color rendering index (CRI) standards are mandated for the popular fluorescent lamps: four-foot medium bi-pin, two-foot U-bent, eight-foot slimline and eight-foot high output. Minimum efficacies are mandated for specific incandescent R and PAR reflector lamps. These standards will affect selected colors and designs of fluorescent lamps, the most significant being the standard lamps in the cool white and warm white colors. The incandescent reflector lamps will include the R-30, R-40, PAR-38 lamps above 40 watts, excluding the halogen types. These efficiency and color rendering standards will require end-users and specifiers to select replacement fluorescent lamps from a range of performance characteristics (lumen output, efficacy, CRI and price). The choice of replacement for the R and PAR incandescent lamps will include the halogen designs and compact fluorescent designs. In this paper, replacement options will be analyzed and discussed and the effect of these options on the performance of the lighting system will be explored in detail.

A Centrifugal Contactor Design to Facilitate Remote Replacement

SciTech Connect (OSTI)

Advanced designs of nuclear fuel recycling and radioactive waste treatment plants are expected to include more ambitious goals for solvent extraction based separations including; higher separations efficiency, high-level waste minimization, and a greater focus on continuous processes to minimize cost and footprint. Therefore, Annular Centrifugal Contactors (ACCs) are destined to play a more important role for such future processing schemes. This work continues the development of remote designs for ACCs that can process the large throughputs needed for future nuclear fuel recycling and radioactive waste treatment plants. A three stage, 12.5 cm diameter rotor module has been constructed and is being evaluated for use in highly radioactive environments. This prototype assembly employs three standard CINC V-05 clean-in-place (CIP) units modified for remote service and replacement via new methods of connection for solution inlets, outlets, drain and CIP. Hydraulic testing and functional checks were successfully conducted and then the prototype was evaluated for remote handling and maintenance. Removal and replacement of the center position V-05R contactor in the three stage assembly was demonstrated using an overhead rail mounted PaR manipulator. Initial evaluation indicates a viable new design for interconnecting and cleaning individual stages while retaining the benefits of commercially reliable ACC equipment. Replacement of a single stage via remote manipulators and tools is estimated to take about 30 minutes, perhaps fast enough to support a contactor change without loss of process equilibrium. The design presented in this work is scalable to commercial ACC models from V-05 to V-20 with total throughput rates ranging from 20 to 650 liters per minute.

Overview of CFC replacement issues for household refrigeration

SciTech Connect (OSTI)

In 1974, the famous ozone depletion theory of Rowland and Molina claimed that chlorofluorocarbons (CFCs) diffuse into the stratosphere where they are broken down by photolysis to release chlorine atoms that catalytically destroy ozone. Although the understanding of the science is still imperfect, there is little doubt that CFCs play a major role in the Antarctic ozone hole phenomenon and the decline in ozone observed in the rest of the world. Another issue that has become increasingly important is the potential of CFCs to change the earth`s temperature and to modify the climate. While the main impact in global warming is made by increased concentrations of carbon dioxide, CFCs and other trace gases also contribute to this effect. In an effort to respond to the global environmental threat, a CFC protocol was adopted during a diplomatic conference in Montreal. This document, known as the Montreal Protocol, was ratified in 1988 and put into effect on January 1, 1989. In accordance with Article 6 of the Montreal Protocol, the countries that signed the agreement shall periodically assess the control measures provided for in the Protocol. As part of that assessment process, household refrigeration was investigated to determine the status of CFC-12 replacements. The conclusion was that much progress has been made towards finding a suitable replacement. Compressors designed for HFC-134a have efficiencies comparable to those for CFC-12 and acceptable reliability tests have been obtained with ester lubricants. In addition, other replacements such as R-152a and refrigerant mixtures exist, but will require more study. Cycle options, such as the Stirling cycle, may be viable, but are further out in the future. The impact of new refrigerants is expected to result in elimination of CFC-12 consumption in developed countries by 1997 and in developing countries by 2005.

Stress Testing of the Philips 60W Replacement Lamp L Prize Entry

SciTech Connect (OSTI)

The Pacific Northwest National Laboratory, operated by Battelle for the U.S. Department of Energy, worked with Intertek to develop a procedure for stress testing medium screw-base light sources. This procedure, composed of alternating stress cycles and performance evaluation, was used to qualitatively compare and contrast the durability and reliability of the Philips 60W replacement lamp L Prize entry with market-proven compact fluorescent lamps (CFLs) with comparable light output and functionality. The stress cycles applied simultaneous combinations of electrical, thermal, vibration, and humidity stresses of increasing magnitude. Performance evaluations measured relative illuminance, x chromaticity and y chromaticity shifts after each stress cycle. The Philips L Prize entry lamps appear to be appreciably more durable than the incumbent energy-efficient technology, as represented by the evaluated CFLs, and with respect to the applied stresses. Through the course of testing, all 15 CFL samples permanently ceased to function as a result of the applied stresses, while only 1 Philips L Prize entry lamp exhibited a failure, the nature of which was minor, non-destructive, and a consequence of a known (and resolved) subcontractor issue. Given that current CFL technology appears to be moderately mature and no Philips L Prize entry failures could be produced within the stress envelope causing 100 percent failure of the benchmark CFLs, it seems that, in this particular implementation, light-emitting diode (LED) technology would be much more durable in the field than current CFL technology. However, the Philips L Prize entry lamps used for testing were carefully designed and built for the competition, while the benchmark CFLs were mass produced for retail salea distinction that should be taken into consideration. Further reliability testing on final production samples would be necessary to judge the extent to which the results of this analysis apply to production versions of the Philips L Prize entry.

Nuclear criticality safety assessment of the proposed CFC replacement coolants

SciTech Connect (OSTI)

The neutron multiplication characteristics of refrigerant-114 (R-114) and proposed replacement coolants perfluorobutane (C{sub 4}F{sub 10}) and cycloperfluorobutane C{sub 4}F{sub 8}) have been compared by evaluating the infinite media multiplication factors of UF{sub 6}/H/coolant systems and by replacement calculations considering a 10-MW freezer/sublimer. The results of these comparisons demonstrate that R-114 is a neutron absorber, due to its chlorine content, and that the alternative fluorocarbon coolants are neutron moderators. Estimates of critical spherical geometries considering mixtures of UF{sub 6}/HF/C{sub 4}F{sub 10} indicate that the flourocarbon-moderated systems are large compared with water-moderated systems. The freezer/sublimer calculations indicate that the alternative coolants are more reactive than R-114, but that the reactivity remains significantly below the condition of water in the tubes, which was a limiting condition. Based on these results, the alternative coolants appear to be acceptable; however, several follow-up tasks have been recommended, and additional evaluation will be required on an individual equipment basis.

DEVELOPMENT OF REMOTE HANFORD CONNECTOR GASKET REPLACEMENT TOOLING FOR DWPF

SciTech Connect (OSTI)

The Defense Waste Processing Facility (DWPF) requested the Savannah River National Laboratory (SRNL) to develop tooling and equipment to remotely replace gaskets in mechanical Hanford connectors to reduce personnel radiation exposure as compared to the current hands-on method. It is also expected that radiation levels will continually increase with future waste streams. The equipment is operated in the Remote Equipment Decontamination Cell (REDC), which is equipped with compressed air, two master-slave manipulators (MSM's) and an electro-mechanical manipulator (EMM) arm for operation of the remote tools. The REDC does not provide access to electrical power, so the equipment must be manually or pneumatically operated. The MSM's have a load limit at full extension of ten pounds, which limited the weight of the installation tool. In order to remotely replace Hanford connector gaskets several operations must be performed remotely, these include: removal of the spent gasket and retaining ring (retaining ring is also called snap ring), loading the new snap ring and gasket into the installation tool and installation of the new gasket into the Hanford connector. SRNL developed and tested tools that successfully perform all of the necessary tasks. Removal of snap rings from horizontal and vertical connectors is performed by separate air actuated retaining ring removal tools and is manipulated in the cell by the MSM. In order install a new gasket, the snap ring loader is used to load a new snap ring into a groove in the gasket installation tool. A new gasket is placed on the installation tool and retained by custom springs. An MSM lifts the installation tool and presses the mounted gasket against the connector block. Once the installation tool is in position, the gasket and snap ring are installed onto the connector by pneumatic actuation. All of the tools are located on a custom work table with a pneumatic valve station that directs compressed air to the desired tool and vents the tools as needed. Extensive testing of tooling operation was performed in the DWPF manipulator repair shop. This testing allowed the operators to gain confidence before the equipment was exposed to radioactive contamination. The testing also led to multiple design improvements. On July 17 and 29, 2008 the Remote Gasket Replacement Tooling was successfully demonstrated in the REDC at the DWPF of The Savannah River Site.

Experimental Results on Statistical Approaches to Page Replacement Policies

SciTech Connect (OSTI)

This paper investigates the questions of what statistical information about a memory request sequence is useful to have in making page replacement decisions: Our starting point is the Markov Request Model for page request sequences. Although the utility of modeling page request sequences by the Markov model has been recently put into doubt, we find that two previously suggested algorithms (Maximum Hitting Time and Dominating Distribution) which are based on the Markov model work well on the trace data used in this study. Interestingly, both of these algorithms perform equally well despite the fact that the theoretical results for these two algorithms differ dramatically. We then develop succinct characteristics of memory access patterns in an attempt to approximate the simpler of the two algorithms. Finally, we investigate how to collect these characteristics in an online manner in order to have a purely online algorithm.

Chlorinated solvent replacements recycle/recovery review report

SciTech Connect (OSTI)

This report is a literature review of waste solvents recycle/recovery methods and shows the results of solvent separations using membrane and distillation technologies. The experimental solvent recovery methods were conducted on solvent replacements for chlorinated solvents at Montana State University. The literature review covers waste solvents separation using distillation, membranes decantation, filtration, carbon adsorption, solvent extraction, and other vapor-phase separation techniques. The results of this study identify solvent distillation methods as the most common separation technique. The alternative separation methods typically supplement distillation. The study shows the need for industries to identify waste solvent disposal methods and investigate the economics of waste solvent recycling as a possible waste reduction method.

Replacement of Mushroom Cage Gastrostomy Tube Using a Modified Technique to Allow Percutaneous Replacement with an Endoscopic Tube in Patients with Amyotrophic Lateral Sclerosis

SciTech Connect (OSTI)

Radiologic inserted gastrostomy (RIG) is the preferred method in our institution for enteral feeding in amyotrophic lateral sclerosis (ALS). Skin-level primary-placed mushroom cage gastrostomy tubes become tight with weight gain. We describe a minimally invasive radiologic technique for replacing mushroom gastrostomy tubes with endoscopic mushroom cage tubes in ALS. All patients with ALS who underwent replacement of a RIG tube were included. Patients were selected for a modified replacement when the tube length of the primary placed RIG tube was insufficient to allow like-for-like replacement. Replacement was performed under local anesthetic and fluoroscopic guidance according to a preset technique, with modification of an endoscopic mushroom cage gastrostomy tube to allow percutaneous placement. Assessment of the success, safety, and durability of the modified technique was undertaken. Over a 60-month period, 104 primary placement mushroom cage tubes in ALS were performed. A total of 20 (19.2%) of 104 patients had a replacement tube positioned, 10 (9.6%) of 104 with the modified technique (male n = 4, female n = 6, mean age 65.5 years, range 48-85 years). All tubes were successfully replaced using this modified technique, with two minor complications (superficial wound infection and minor hemorrhage). The mean length of time of tube durability was 158.5 days (range 6-471 days), with all but one patient dying with a functional tube in place. We have devised a modification to allow percutaneous replacement of mushroom cage gastrostomy feeding tubes with minimal compromise to ALS patients. This technique allows tube replacement under local anesthetic, without the need for sedation, an important consideration in ALS.

Polymeric materials replacement issues for the LANL stockpile.

SciTech Connect (OSTI)

A number of materials in the LANL stockpile are no longer available due to lack of availability or environment, safety and health issues. Silastic S-5370 a polysiloxane foam used to manufacture multiple components in LANL systems has been discontinued by Dow Corning. Kerimid 601 is a polyimide resin used as the binder for the syntactic foam used as a support material in the W76. It contains MDA, which has been identified by OSHA as a carcinogen and is no longer used in the nuclear weapons complex. In addition, the Thornel carbon mat used in the syntactic foam formulation is no longer available. These issues have created major challenges in the effort to reestablish aft support production capability for the W76 LEP. Urethane Encapsulant 7200, an adhesive used to bond explosive booster pellets and detonator components, was originally manufactured by Hexcel Corporation and is no longer available. The details of the projects currently underway to provide replacements for these materials will be discussed.

Replacing chemicals in recycle mills with mechanical alternatives

SciTech Connect (OSTI)

A high-intensity spark fired underwater decomposes a small amount of the water into hydroxyl radicals, which are strong oxidants. These are able to oxidize contaminants such as glue and wood pitch that enter paper recycling mills as a part of the incoming furnish and cost the industry several hundred million dollars. The sparking technique is safe, inexpensive, and is capable of treating large volumes of water, which makes it attractive for mill applications. Several mill trials were run. Sparking caused a decrease in the tack of the deposits in one case. Lower bleach use occurred in two other mills; sparking reduced the degree of ink reattachment to fiber. The payback for either application is attractive. Sparking induced deposition of contaminants in another mill, which is a positive development--if it can be controlled. The technique is also able to degas water and to oxidize odor-causing sulfur compounds. Although one unit has been purchased by a mill, second-order effects caused by the technology needs to be defined further before the technology can be broadly applied.

Guideline for the seismic technical evaluation of replacement items for nuclear power plants

SciTech Connect (OSTI)

Seismic qualification for equipment originally installed in nuclear power plants was typically performed by the original equipment suppliers or manufactures (OES/OEM). Many of the OES/OEM no longer maintain quality assurance programs with adequate controls for supplying nuclear equipment. Utilities themselves must provide reasonable assurance in the continued seismic adequacy of such replacement items. This guideline provides practical, cost-effective techniques which can be used to provide reasonable assurance that replacement items will meet seismic performance requirements necessary to maintain the seismic design basis of commercial nuclear power plants. It also provides a method for determining when a seismic technical evaluation of replacement items (STERI) is required as part of the procurement process for spare and replacement items. Guidance on supplier program requirements necessary to maintain continued seismic adequacy and on documentation of maintaining required seismic adequacy is also included.

10 CFR 830 Major Modification Determination for Emergency Firewater Injection System Replacement

SciTech Connect (OSTI)

The continued safe and reliable operation of the ATR is critical to the Department of Energy (DOE) Office of Nuclear Energy (NE) mission. While ATR is safely fulfilling current mission requirements, a variety of aging and obsolescence issues challenge ATR engineering and maintenance personnels capability to sustain ATR over the long term. First documented in a series of independent assessments, beginning with an OA Environmental Safety and Health Assessment conducted in 2003, the issues were validated in a detailed Material Condition Assessment (MCA) conducted as a part of the ATR Life Extension Program in 2007.Accordingly, near term replacement of aging and obsolescent original ATR equipment has become important to ensure ATR capability in support of NEs long term national missions. To that end, a mission needs statement has been prepared for a non-major system acquisition which is comprised of three interdependent sub-projects. The first project will replace the existent diesel-electrical bus (E-3), switchgear, and the fifty year old antiquated marine diesels with commercial power that is backed with safety-related emergency diesel generators (EDGs), switchgear, and uninterruptible power supply. The second project will replace the four, obsolete, original primary coolant pumps and motors. The third project, the subject of this major modification determination, will replace the current emergency firewater injection system (EFIS). The replacement water injection system will function as the primary emergency water injection system with the EFIS being retained as a defense-in-depth backup. Completion of this and the two other age-related projects (replacement of the ATR diesel bus (E-3) and switchgear and replacement of the existent aged primary coolant pumps and motors) will resolve major age-related operational issues plus make a significant contribution in sustaining the ATR safety and reliability profile. The major modification criteria evaluation of the project pre-conceptual design identified several issues that lead to the conclusion that the project is a major modification.
