    To whom it may concern: We live in Orange, MA, which is one of the towns through which a natural gas pipeline (Kinder Morgan Co.) is proposed to go on its way to Dracut, MA. We are aware that these 30-inch pipelines have on average one leak every 8 miles or so, and we know there will be more than 8 miles of the line in our town if it is approved. Although we are not abutting property owners, we are opposed to the fracking techniques used to extract the gas that will be in this pipeline, primarily because of danger to water supplies. Additionally, we feel as though we're enabling and supporting these techniques by not speaking out about transporting the products of this process. And, just in case you think we are "not in my backyard "people, we SUPPORT both wind and solar power installations - we have both rather close to us!     OXY and the DOE Are partners in a advanced technology demonstration project at OXY's West Welch Unit. Production is from a low permeability San Andres reservoir of Permian age similar to many shallow shelf carbonate reservoirs in the Permian Basin. The project involves the construction of a detailed geological model for numerical simulation to design and then conduct a CO[sub 2] flood of the reservoir. Depositional textures of the reservoir rock are highly variable from diagenesis, mostly anhydritic cementing, creating a highly complex pore system. Identification of the interwell reservoir continuity and flow units present the greatest challenge to the reservoir description. A 1993 vintage 3-D seismic survey with a bin spacing of 110[prime] by 165[prime] has been used to assist with the interwell reservoir description. The structure definition at the top and base of the reservoir have been accurately mapped with respect to the well data. Core and well log measurements of porosity, permeability and water saturation were computed and summed across the seismic reservoir interval. Measurements of amplitude, frequency and phase within the 3-D volume were summed across the reservoir interval. All seismic attributes were sampled to the wells and compared through scatterplots to the well log and core measurements. Excellent correlation between three seismic attributes and porosity has been documented. A deterministic method has been used to estimate porosity values at each seismic bin location. The method uses the seismic measurements to shape the geology between the wells while maintaining agreement with the well data at the well locations.

    The populus was selected as the first tree with the genome to be sequenced, mainly due to its small genome size, the wide deployment worldwide (30+ species), and its short juvenile period. Its rich content of cellulose, which is one of the most important source for biofuel. A female clone of P. trichocarpa was chosen to be sequenced. The current assembly of Populus genome is release 1.0, whose small insert end-sequence coverage is 7.5X, and it was released in June 2004. It consists of 22,012 sequences (including the 19 chromosomes) and the total length is 485,510,911 bps. The data was downloaded from the offical site of the Populus trichocarpa genome sequencing project. The latest version of the genome can be found at the Poplar Genome Project at JGI Eukaryotic Genomics. Duplication regions introduce significant difficulties into the correct assemblying of sequence contigs. We identified all the repetitive elements in the populus genome. We further assign each of them as different classes of repetitive elements, including DNA transposons, RNA retrotransposons, Miniature Inverted-repeat Transposable Elements (MITE), Simple Sequence Repeats (SSR), and Segmental Duplications (SD), etc. We organized the annotations into this easily browsable, searchable, and blastable database, RepPop, for the whole community.[From website for RepPop at http://csbl.bmb.uga.edu/~ffzhou/RepPop/

    This project is part of a larger project co-funded by the United States Department of Energy (US DOE) under cooperative agreement DE-FE0002068 from 12/08/2009 through 9/31/2014. The study is to evaluate the potential of formations within the Cambro-Ordovician strata above the Mt. Simon Sandstone as potential targets for carbon dioxide (CO2) sequestration in the Illinois and Michigan Basins. This report evaluates the potential injectivity of the Ordovician St. Peter Sandstone. The evaluation of this formation was accomplished using wireline data, core data, pressure data, and seismic data acquired through funding in this project as well as existing data from two additional, separately funded projects: the US DOE funded Illinois Basin Decatur Project (IBDP) being conducted by the Midwest Geological Sequestration Consortium (MGSC) in Macon County, Illinois, and the Illinois Industrial Carbon Capture and Sequestration (ICCS) Project funded through the American Recovery and Reinvestment Act (ARRA), which received a phase two award from DOE. This study addresses the question of whether or not the St. Peter Sandstone may serve as a suitable target for CO2 sequestration at locations within the Illinois Basin where it lies at greater depths (below the underground source of drinking water (USDW)) than at the IBDP site. The work performed included numerous improvements to the existing St. Peter reservoir model created in 2010. Model size and spatial resolution were increased resulting in a 3 fold increase in the number of model cells. Seismic data was utilized to inform spatial porosity distribution and an extensive core database was used to develop porosity-permeability relationships. The analysis involved a Base Model representative of the St. Peter at in-situ conditions, followed by the creation of two hypothetical models at in-situ + 1,000 feet (ft.) (300 m) and in-situ + 2,000 ft. (600 m) depths through systematic depthdependent adjustment of the Base Model

    The evolution of potential temperature and wind structure during the buildup of nocturnal cold-air pools was investigated during clear, dry, September nights in Utah's Peter Sinks basin, a 1-km-diameter limestone sinkhole that holds the Utah minimum temperature record of -56 C. The evolution of cold-pool characteristics depended on the strength of prevailing flows above the basin. On an undisturbed day, a 30 C diurnal temperature range and a strong nocturnal potential temperature inversion (22 K in 100 m) were observed in the basin. Initially, downslope flows formed on the basin sidewalls. As a very strong potential temperature jump (17 K) developed at the top of the cold pool, however, the winds died within the basin and over the sidewalls. A persistent turbulent sublayer formed below the jump. Turbulent sensible heat flux on the basin floor became negligible shortly after sunset while the basin atmosphere continued to cool. Temperatures over the slopes, except for a 1 to 2-m-deep layer, became warmer than over the basin center at the same altitude. Cooling rates for the entire basin near sunset were comparable to the 90 W m-2 rate of loss of net longwave radiation at the basin floor, but these rates decreased to only a few watts per square meter by sunrise. This paper compares the observed cold-pool buildup in basins with inversion buildup in valleys.

These otherwise diverse plasmids contain a core of highly conserved genes for replication and conjugation raising the question of their evolutionary relationships. In an analysis of 18 such plasmids these elements fall into two organizational classes, Group I and Group II, based on the sites at which cargo DNA is located. Cladograms constructed from proteins of the transfer and quorum-sensing components indicated that those of the Group I plasmids, while coevolving, have diverged from those coevolving proteins of the Group II plasmids. Moreover, within these groups the phylogenies of the proteins usually occupy similar, if not identical, tree topologies. Remarkably, such relationships were not seen among proteins of the replication system; although RepA and RepB coevolve, RepC does not. Nor do the replication proteins coevolve with the proteins of the transfer and quorum-sensing systems. Functional analysis was mostly consistent with phylogenies. TraR activated promoters from plasmids within its group, but not between groups and dimerized with TraR proteins from within but not between groups. However, oriT sequences, which are highly conserved, were processed by the transfer system of plasmids regardless of group. Here, we conclude that these plasmids diverged into two classes based on the locations at which cargo DNA is inserted, that the quorum-sensing and transfer functions are coevolving within but not between the two groups, and that this divergent evolution extends to function.

    The Cambro-Ordovician strata of the Midwest of the United States is a primary target for potential geological storage of CO2 in deep saline formations. The objective of this project is to develop a comprehensive evaluation of the Cambro-Ordovician strata in the Illinois and Michigan Basins above the basal Mount Simon Sandstone since the Mount Simon is the subject of other investigations including a demonstration-scale injection at the Illinois Basin Decatur Project. The primary reservoir targets investigated in this study are the middle Ordovician St Peter Sandstone and the late Cambrian to early Ordovician Knox Group carbonates. The topic of this report is a regional-scale evaluation of the geologic storage resource potential of the St Peter Sandstone in both the Illinois and Michigan Basins. Multiple deterministic-based approaches were used in conjunction with the probabilistic-based storage efficiency factors published in the DOE methodology to estimate the carbon storage resource of the formation. Extensive data sets of core analyses and wireline logs were compiled to develop the necessary inputs for volumetric calculations. Results demonstrate how the range in uncertainty of storage resource estimates varies as a function of data availability and quality, and the underlying assumptions used in the different approaches. In the simplest approach, storage resource estimates were calculated from mapping the gross thickness of the formation and applying a single estimate of the effective mean porosity of the formation. Results from this approach led to storage resource estimates ranging from 3.3 to 35.1 Gt in the Michigan Basin, and 1.0 to 11.0 Gt in the Illinois Basin at the P10 and P90 probability level, respectively. Peters VA Medical Center (VA - Bronx) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agencies’ fleets.     Report RWEV-REP-001, Analysis of Postclosure Groundwater Impacts for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High Level Radioactive Waste at Yucca Mountain, Nye County, Nevada was issued by the DOE in 2009 and is currently being updated. Sandia National Laboratories (SNL) provided support for the original document, performing calculations and extracting data from the Yucca Mountain Performance Assessment Model that were used as inputs to the contaminant transport and dose calculations by Jason Associates Corporation, the primary developers of the DOE report. The inputs from SNL were documented in LSA-AR-037, Inputs to Jason Associates Corporation in Support of the Postclosure Repository Supplemental Environmental Impact Statement. To support the updating of the original Groundwater Impacts document, SNL has reviewed the inputs provided in LSA-AR-037 to verify that they are current and appropriate for use. The results of that assessment are documented here.

    The Cambro-Ordovician strata of the Illinois and Michigan Basins underlie most of the states of Illinois, Indiana, Kentucky, and Michigan. This interval also extends through much of the Midwest of the United States and, for some areas, may be the only available target for geological sequestration of CO{sub 2}. We evaluated the Cambro-Ordovician strata above the basal Mt. Simon Sandstone reservoir for sequestration potential. The two targets were the Cambrian carbonate intervals in the Knox and the Ordovician St. Peter Sandstone. The evaluation of these two formations was accomplished using wireline data, core data, pressure data, and seismic data from the USDOE-funded Illinois Basin Decatur Project being conducted by the Midwest Geological Sequestration Consortium in Macon County, Illinois. Interpretations were completed using log analysis software, a reservoir flow simulator, and a finite element solver that determines rock stress and strain changes resulting from the pressure increase associated with CO{sub 2} injection. Results of this research suggest that both the St. Peter Sandstone and the Potosi Dolomite (a formation of the Knox) reservoirs may be capable of storing up to 2 million tonnes of CO{sub 2} per year for a 20-year period. Reservoir simulation results for the St. Peter indicate good injectivity and a relatively small CO{sub 2} plume. While a single St. Peter well is not likely to achieve the targeted injection rate of 2 million tonnes/year, results of this study indicate that development with three or four appropriately spaced wells may be sufficient. Reservoir simulation of the Potosi suggest that much of the CO{sub 2} flows into and through relatively thin, high permeability intervals, resulting in a large plume diameter compared with the St. Peter.

    The long-term stability of a sandstone reservoir is of primary importance to the success of compressed air energy storage (CAES) in aquifers. The purpose of this study was to: develop experimental techniques for the operation of the CAES Porous Media Flow Loop (PMFL), an apparatus designed to study the stability of porous media in subsurface geologic environments, conduct experiments in the PMFL designed to determine the effects of temperature, stress, and humidity on the stability of candidate CAES reservoir materials, provide support for the CAES field demonstration project in Pittsfield, Illinois, by characterizing the thermophysical stability of Pittsfield reservoir sandstone under simulated field conditions.

    The haplotypic variation of Xanthomonas oryzae pv. oryzae in a farmer;s field that had endemic bacterial blight in the Philippines was evaluated at a single time. The genomic structure of the field population was analyzed by repetitive sequence-based polymerase chain reaction with oligonucleotide primers corresponding to interspersed repeated sequences in prokaryotic genomes and restriction fragment length polymorphism (RFLP) with the insertion sequence IS1113. The techniques and specific probes and primers were selected because they grouped consistently into the same lineages a set of 30 selected X. oryzae pv. oryzae strains that represented the four distinct RFLP lineages found in the Philippines did. Strains (155) were systematically collected from a field planted to rice cv. Sinandomeng, which is susceptible to the indigenous pathogen population. Two of the four Philippine lineages, B and C, which included race 2 and races 3 and 9, respectively, were detected in the field. Lineage C was the predominant population (74.8%). The haplotypic diversities of 10 of the 25 blocks were significantly greater than the total haplotypic diversity of the collection in the entire field; however, between individual blocks the haplotypic diversities were not significantly different. Haplo-types from both lineages were distributed randomly across the field. Analysis of genetic diversity at the microgeographic scale provided insights into the finer scale of variation of X. oryzae pv. oryzae, which are useful in designing experiments to study effects of host resistance on the population structure of the bacterial blight pathogen. 46 refs., 4 figs., 2 tabs.

    Claims that savings realization is greater in energy savings performance contracts (ESPCs) are rampant at least among energy service company representatives and other ESPC cheerleaders. But hard supporting evidence for these claims has been virtually non-existent. The Department of Energy's Federal Energy Management Program uses its Compliance Tracking System (CTS) database to document the performance of federal buildings and projects towards meeting various federal energy-saving goals. This paper focuses on preliminary analysis from CTS to understand and compare the performance of federal ESPCs with projects that have been implemented with more conventional government appropriations funding. The authors have found preliminary evidence using CTS that shows markedly higher savings realization rates among ESPC projects than appropriations-funded ones. There are numerous caveats to the data comparison that clamor for further study, but the difference is still intriguing. If borne out, this finding will provide concrete support to the idea that ESPCs guarantees and measurement and verification, long touted by energy service companies (ESCOs) as offering savings assurance, may truly yield substantial benefits. If ESPCs actually do perform better (i.e., have higher realization rates and savings persistence) than conventional bid-to-spec projects, the perceived premium for conducting them may look like a very good deal after all.

    This report presents information on the preliminary process knowledge to be used in characterizing all Department of Energy (DOE)-owned Spent Nuclear Fuel (SNF) types that potentially exhibit a Resource Conservation and Recovery Act (RCRA) characteristic. This report also includes the process knowledge, analyses, and rationale used to preliminarily exclude certain SNF types from RCRA regulation under 40 CFR {section}261.4(a)(4), ``Identification and Listing of Hazardous Waste,`` as special nuclear and byproduct material. The evaluations and analyses detailed herein have been undertaken as a proactive approach. In the event that DOE-owned SNF is determined to be a RCRA solid waste, this report provides general direction for each site regarding further characterization efforts. The intent of this report is also to define the path forward to be taken for further evaluation of specific SNF types and a recommended position to be negotiated and established with regional and state regulators throughout the DOE Complex regarding the RCRA-related policy issues.

    The goal of these studies is to ensure long-term stable containment of air in the underground reservoirs used in conjunction with compressed air energy storage (CAES) plants. The specific objective is to develop stability criteria and engineering guidelines for designing CAES reservoirs in each of the three major reservoir types, including aquifers, salt cavities, and mined hard rock caverns. This document characterizes the geologic nature of porous media constituents native to the aquifer field test site near Pittsfield, Illinois. The geologic samples were subjected to geochemical evaluations to determine anticipated responses to cyclic air injection, heating and moisture - conditions typical of an operating CAES reservoir. This report documents the procedures used and results obtained from these analyses.

    The Class 2 Project at West Welch was designed to demonstrate the use of advanced technologies to enhance the economics of improved oil recovery (IOR) projects in lower quality Shallow Shelf Carbonate (SSC) reservoirs, resulting in recovery of additional oil that would otherwise be left in the reservoir at project abandonment. Accurate reservoir description is critical to the effective evaluation and efficient design of IOR projects in the heterogeneous SSC reservoirs. Therefore, the majority of Budget Period 1 was devoted to reservoir characterization. Technologies being demonstrated include: l.Advanced petrophysics 1547 2.Three-dimensional (3-D) seismic 3.Cross-well bore tomography 4.Advanced reservoir simulation 5.Carbon dioxide (CO{sub 2}) stimulation treatments 6.Hydraulic fracturing design and monitoring 7. Mobility control agents SUMMARY OF TECHNICAL PROGRESS West Welch Unit is one of four large waterflood units in the Welch Field in the northwestern portion of Dawson County, Texas. The Welch Field was discovered in the early 1940`s and produces oil under a solution gas drive mechanism from the San Andres formation at approximately 4800 ft. The field has been under waterflood for 30 years and a significant portion has been infill-drilled on 20-ac density. A 1982- 86 Pilot C0{sub 2} injection project in the offsetting South Welch Unit yielded positive results. Recent installation of a C0{sub 2} pipeline near the field allowed the phased development of a miscible CO injection project at the South Welch Unit.
