    Laser propulsion research progress has traditionally been hindered by the scarcity of photon sources with desirable characteristics, as well as integrated specialized flow facilities in a dedicated laboratory environment. For TEA CO{sub 2} lasers, the minimal requirements are time-average powers of >100 W), and pulse energies of >10 J pulses with short duration (e.g., 0.1 to 1 {mu}s); furthermore, for the advanced pulsejet engines of interest here, the laser system must simulate pulse repetition frequencies of 1-10 kilohertz or more, at least for two (carefully sequenced) pulses. A well-equipped laser propulsion laboratory should have an arsenal of sensor and diagnostics tools (such as load cells, thrust stands, moment balances, pressure and heat transfer gages), Tesla-level electromagnet and permanent magnets, flow simulation facilities, and high-speed visualization systems, in addition to other related equipment, such as optics and gas supply systems. In this paper we introduce a cutting-edge Laser Propulsion Laboratory created at Rensselaer Polytechnic Institute, one of the very few in the world to be uniquely set up for beamed energy propulsion (BEP) experiments. The present BEP research program is described, along with the envisioned research strategy that will exploit current and expanded facilities in the near future.

    Over the last six years, Tomsk Polytechnic University (TPU) has developed a 5Ĺ year engineering degree program in the field of Material Protection Control and Accounting (MPC&A). In 2009 the first students graduated with this new degree. There were 25 job offers from nuclear fuel cycle enterprises of Russia and Kazakhstan for 17 graduates of the program. Due to the rather wide selection of workplaces, all graduates have obtained positions at nuclear enterprises. The program was developed within the Applied Physics and Engineering Department (APED). The laboratory and methodological base has been created taking into consideration the experience of the similar program at the Moscow Engineering Physics Institute (MEPhI). However, the TPU program has some distinguishing features such as the inclusion of special courses pertaining to fuel enrichment and reprocessing. During the last two years, three MPC&A laboratories have been established at APED. This was made possible due to several factors such as establishment of the State innovative educational program at TPU, assistance of the U.S. Department of Energy through Pacific Northwest National Laboratory and Los Alamos National Laboratory, and the financial support of the Swedish Radiation Safety Authority and some Russian private companies. All three of the MPC&A laboratories are part of the Innovative Educational Center ďNuclear Technologies and Non-Proliferation,Ē which deals with many topics including research activities, development of new curricula for experts training and retraining, and training of masterís students. In 2008, TPU developed a relationship with the International Atomic Energy Agency (IAEA), which was familiarized with APEDís current resources and activities. The IAEA has shown interest in creation of a masterís degree educational program in the field of nuclear security at TPU. A future objective is to acquaint nuclear fuel cycle enterprises with new APED capabilities and involve the enterprises in the scientific and educational projects implemented through the Nuclear Technologies and Non-Proliferation Center. This paper describes the development of the MPC&A engineering degree program and future goals of TPU in the field of nonproliferation education.

    This report summarizes results from a 3-year Laboratory Directed Research and Development project performed in collaboration with researchers at Rensselaer Polytechnic Institute. Our collaborative effort was supported by Sandia's National Institute for Nanoengineering and focused on the study and application of nanoscience and nanoengineering concepts to improve the efficiency of semiconductor light-emitting diodes for solid-state lighting applications. The project explored LED efficiency advances with two primary thrusts: (1) the study of nanoscale InGaN materials properties, particularly nanoscale crystalline defects, and their impact on internal quantum efficiency, and (2) nanoscale engineering of dielectric and metal materials and integration with LED heterostructures for enhanced light extraction efficiency.

    We have enhanced our parallel molecular dynamics (MD) simulation software LAMMPS (Large-scale Atomic/Molecular Massively Parallel Simulator, lammps.sandia.gov) to include many new features for accelerated simulation including articulated rigid body dynamics via coupling to the Rensselaer Polytechnic Institute code POEMS (Parallelizable Open-source Efficient Multibody Software). We use new features of the LAMMPS software package to investigate rhodopsin photoisomerization, and water model surface tension and capillary waves at the vapor-liquid interface. Finally, we motivate the recipes of MD for practitioners and researchers in numerical analysis and computational mechanics.

Knowing the solubility limits for these minor components is important to determine pretreatment options for waste streams and glass formulation to prevent or to minimize these problems during the waste vitrification.     This report is a followup to the work presented in NUREG/CR-5423 addressing early failure of a BWR Mark I containment by melt attack of the liner, and it constitutes a part of the implementation of the Risk-Oriented Accident Analysis Methodology (ROAAM) employed therein. In particular, it expands the quantification to include four independent evaluations carried out at Rensselaer Polytechnic Institute, Argonne National Laboratories, Sandia National Laboratories and ANATECH, Inc. on the various portions of the phenomenology involved. These independent evaluations are included here as Parts II through V. The results, and their integration in Part I, demonstrate the substantial synergism and convergence necessary to recognize that the issue has been resolved.

    In this semiannual report we summarize the progress obtained in the first six months with the support of DoE contract No.DE-FC26-01NT41203, entitled ''High-Efficiency Nitride-Based Solid-State Lighting''. The two teams, from the University of California at Santa Barbara (Principle Investigator: Dr. Shuji Nakamura) and Rensselaer Polytechnic Institute (led by Dr. N. Narendran), are pursuing the goals of this contract from thin film growth, characterization, and packaging standpoints. The UCSB team has made significant progress in the development of GaN vertical cavity surface-emitting lasers (VCSELs) as well as light-emitting diodes (LEDs) with AlGaN active regions emitting in the ultraviolet (UV). The Rensselaer team has developed target specifications for some of the key parameters for the proposed solid-state lighting system, including a luminous flux requirement matrix for various lighting applications, optimal spectral power distributions, and the performance characteristics of currently available commercial LEDs for eventual comparisons to the devices developed in the scope of this project.

    'Enabling Energy Efficiency' was submitted by the EFRC for Solid-State Lighting Science (SSLS) to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. SSLS is directed by Mike Coltrin (Acting) and Jerry Simmons at Sandia National Laboratories, and is a partnership of scientists from eight institutions: Sandia National Laboratories (lead); California Institute of Technology; Los Alamos National Laboratory; University of Massachusetts, Lowell; University of New Mexico; Northwestern University; Philips Lumileds Lighting; and Rensselaer Polytechnic Institute. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009.     The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88Ē) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    Beamed energy propulsion and beamed energy vehicle performance control concepts are equally promising and challenging. In Brazil, the two concepts are being currently investigated at the Prof Henry T Nagamatsu Laboratory of Aerothermodynamics and Hypersonics, of the Institute for Advanced Studies--IEAv, in collaboration with the Rensselaer Polytechnic Institute--RPI, Troy, NY, and the United States Air force Research Laboratory-AFRL. Until recently, only laser energy addition for hypersonic flow control was being investigated at the Laboratory using a 0.3 m nozzle exit diameter hypersonic shock tunnel, T2, and two 7 joule CO{sub 2} TEA lasers. Flow visualization, model pressure and heat flux measurements of the laser energy addition perturbed flow around a model were produced as a result of this joint IEAv-RPI investigation. Presently, with the participation of AFRL and the newly commissioned 0.6 m. nozzle exit diameter hypersonic shock tunnel, T3, a more ambitious project is underway. Two 400 Joule Lumonics 620 CO{sub 2} TEA lasers will deliver a 20 cm X 25 cm propulsive laser beam to a complete laser propelled air breather/rocket hypersonic engine, located inside T3 test section. Schlieren photographs of the flow inside de engine as well as surface and heat flux measurements will be performed for free stream Mach numbers ranging from 6 to 25. The present paper discusses past, present and future Brazilian activities on beamed energy propulsion and related technologies.

Mission Possible at the PHaSE Energy Research Center, UMass Amherst' was submitted by the Polymer-Based Materials for Harvesting Solar Energy (PHaSE) EFRC to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. PHaSE, an EFRC co-directed by Thomas P. Russell and Paul M.     The purpose of this research was to develop a system that would allow the Health Physics staff of the Nuclear Engineering Department of Rensselaer Polytechnic Institute to conduct wholebody radiation counting of all assigned personnel and to determine if a multiple-crystal arrangement had any benefits over the single-crystal system. The research had three main objectives: to design and construct the electronic hardware necessary to collect data from a series of three NaI(Tl) scintilation crystals; to develop the computer software necessary to interpret this data and calculate concentrations present within those individuals tested; and to interface the Helgeson Wholebody Counter with the Vax 11/750 Computer System. This system includes a Texas Instruments TM990-101M Microcomputer which acts as the main control unit for the operator and as the interface with the Vax computer. Additionally, the final system included a computer interface and data acquisition module and it uses a Digital Equipment Corporation VAX 11/750 Computer System for a majority of the data manipulation. This system, as all wholebody counting systems, is characterized by its ability to detect low levels of radionuclide concentration while maintaining adequate resolution to identify the exact isotopes present within the person being counted.

    Under funding from the Department of Energy Office of Nuclear Energyís Materials, Protection, Accounting, and Control for Transmutation (MPACT) program (formerly the Advanced Fuel Cycle Initiative Safeguards Campaign), Pacific Northwest National Laboratory (PNNL) and Los Alamos National Laboratory (LANL) are collaborating to study the viability of lead slowing-down spectroscopy (LSDS) for spent-fuel assay. Based on the results of previous simulation studies conducted by PNNL and LANL to estimate potential LSDS performance, a more comprehensive study of LSDS viability has been defined. That study includes benchmarking measurements, development and testing of key enabling instrumentation, and continued study of time-spectra analysis methods. This report satisfies the requirements for a PNNL/LANL deliverable that describes the objectives, plans and contributing organizations for a comprehensive three-year study of LSDS for spent-fuel assay. This deliverable was generated largely during the LSDS workshop held on August 25-26, 2009 at Rensselaer Polytechnic Institute (RPI). The workshop itself was a prominent milestone in the FY09 MPACT project and is also described within this report.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

    To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 ďTools for Nanotechnology Education DevelopmentĒ, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

Objectives include, among others, a description of the basic development status of ďsmall modular reactorsĒ (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAPís current investment time horizon. The original directory had 26 listings; now there are about 160. The directory was compiled by sending a questionnaire to all North American recipients of the Network Newsletter and assembling the information from those who responded.

These institutional mechanisms include the developing markets for water rights, the legal and administrative structure governing water allocation, the formation of social attitudes about water, and the political process that often implements concensus.
