    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

    We present the Berkeley-Trent North American contaminant fate model (BETR North America), a regionally segmented multimedia contaminant fate model based on the fugacity concept. The model is built on a framework that links contaminant fate models of individual regions, and is generally applicable to large, spatially heterogeneous areas. The North American environment is modeled as 24 ecological regions, within each region contaminant fate is described using a 7 compartment multimedia fugacity model including a vertically segmented atmosphere, freshwater, freshwater sediment, soil, coastal water and vegetation compartments. Inter-regional transport of contaminants in the atmosphere, freshwater and coastal water is described using a database of hydrological and meteorological data compiled with Geographical Information Systems (GIS) techniques. Steady-state and dynamic solutions to the 168 mass balance equations that make up the linked model for North America are discussed, and an illustrative case study of toxaphene transport from the southern United States to the Great Lakes Basin is presented. Regionally segmented models such as BETR North America can provide a critical link between evaluative models of long-range transport potential and contaminant concentrations observed in remote regions. The continent-scale mass balance calculated by the model provides a sound basis for evaluating long-range transport potential of organic pollutants, and formulation of continent scale management and regulatory strategies for chemicals.

    The wind power industry in North America has an immediate need for larger blade test facilities to ensure the survival of the industry. Blade testing is necessary to meet certification and investor requirements and is critical to achieving the reliability and blade life needed for the wind turbine industry to succeed. The U.S. Department of Energy's (DOE's) Wind Program is exploring options for collaborating with government, private, or academic entities in a partnership to build larger blade test facilities in North America capable of testing blades up to at least 70 m in length. The National Renewable Energy Laboratory (NREL) prepared this report for DOE to describe the immediate need to pursue larger blade test facilities in North America, categorize the numerous prospective partners for a North American collaboration, and document the requirements for a North American test facility.

  14. Tectonic history of the southeastern North America

    The present-day configuration of the crust of southeastern North America (SENA) is the product of a lengthy history traceable through more than 1 billion yr. of geologic time. The Appalachians (AP) record complete Wilson cycles of opening and closing of several oceans from ca. 690 Ma to 245 M. The final event forming the AP was the collision of SENA with Gondwana to form the supercontinent Pangaea. The Ouachitas (OA) had a somewhat different history culminating with island-arc collision during the Pennsylvanian--before the final collision began in the AP. SENA faced the open lapetos ocean no earlier than the Early Cambrian. The AP and OA were built on an earlier margin formed by rifting of the Rodonia super-continent formed by construction of the 1.2 to 1.0 Ga Grenville orogen, and farther west, a crust formed by still earlier (1.3 and 1.8 Ga) events. Recent suggestions that part of the AP platform is in Argentina raises the possibility that a fragment was rifted from between the AP and OA during the early Paleozoic. The crust beneath the Mississippi Embayment is atypical of continental crust, and would have been rifted during the Neoproterozoic and early Paleozoic. The Argentine fragment may have been removed along a transform that was reactivated several times since. Northern Pangaea was rifted during the Late Triassic and Early Jurassic and SENA once again faced open ocean-the nascent present Atlantic (AT) when spreading began. The Gulf of Mexico (GOM) also opened then forming extensive salt deposits. The AT opened partly along the old suture, but produced a failed rift in GA and FL leaving a piece of Africa forming the crust beneath the Coastal Plain as far south as central FL. The overlying sediments record recurrent uplift and decay of the AP and OA, cooling of new AT oceanic crust, eustatic sea-level changes during the Mesozoic and Cenozoic, and uplift of the Rockies providing a new source of voluminous detritus that is still being deposited in the GOM.

    The 15 years of successful implementation of Wide-Area Measurement Systems (WAMS) in the WECC power grid have shown significant value of WAMS data in system dynamic modeling and validation, FACTS control validation and pilot implementations of wide area protection schemes. The August 14 2003 blackout in the eastern interconnection of the North America revealed the urgent need for wide-area information acquisition for better power grid operations. The Eastern Interconnection Phasor Project (EIPP) was launched in 2003 to deploy a WAMS system in the eastern interconnection. Development of IEEE C37.118, a standard for phasor data acquisition and transmission, will aid in deployment of phasor measurement systems for WAMS applications. Technologies of Phasor Measurement Units (PMUs) with high precision time synchronization and Phasor Data Concentrators (PDCs) for phasor data aggregation and event recording are key to the success of WAMS implementation. This paper reviews the WAMS development in the North America and presents current and potential WAMS applications including dynamic modeling and validation and wide-area control. Past experience shows a promising future of WAMS in improving power system planning, operation and control. However, there remain challenges to make phasor measurement consistent and to meet both slow and fast data application needs.

  11. Factors affecting expanded electricity trade in North America

    The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

    Frito Lay North America (FLNA) requires technical assistance for the evaluation and implementation of renewable energy and energy efficiency projects in production facilities and distribution centers across North America. Services provided by NREL do not compete with those available in the private sector, but rather provide FLNA with expertise to create opportunities for the private sector renewable/efficiency industries and to inform FLNA decision making regarding cost-effective projects. Services include: identifying the most cost-effective project locations based on renewable energy resource data, utility data, incentives and other parameters affecting projects; assistance with feasibility studies; procurement specifications; design reviews; and other services to support FNLA in improving resource efficiency at facilities. This Cooperative Research and Development Agreement (CRADA) establishes the terms and conditions under which FLNA may access capabilities unique to the laboratory and required by FLNA. Each subsequent task issued under this umbrella agreement would include a scope-of-work, budget, schedule, and provisions for intellectual property specific to that task.

    Cable bolt supports are becoming an important ground control technique in underground mines in the United States and Canada. They show great versatility and are adaptable for use with many mining techniques, they have high load-carrying capacities, they can be installed in small areas with low roofs, and they are cost effective. Investigators in a number of research institutes in North America have conducted studies to assess the material and support properties of cable bolts, evaluate their support capabilities under various mining conditions, and provide design criteria for using cable bolt supports as roof control systems under varying mining conditions. While conducting these studies, personnel have collected important information on the history, application, performance, and economics of these supports. This Information Circular (IC) documents this information so that ground control personnel unfamiliar with cable bolt supports can gain an understanding and appreciation of their use. A comprehensive bibliography of technical information on cable bolt supports was selected by the authors and is also presented.

    Geochemical and biostratigraphic data from offshore wells along the Atlantic margin of North America define a depositional history dominated by coastal-plain and shallow-shelf facies containing degraded and residual continent-derived kerogen. Exceptions to this generalization are 4 depositional facies containing hydrogen-rich amorphous kerogen assemblages. The rocks containing hydrogen-rich amorphous kerogen assemblages are: (1) Upper Jurassic inner-shelf facies probably deposited in algal-rich lagoonlike environments, (2) Lower Cretaceous nonmarine coaly facies, probably deposited in algal-rich swamplike environments, (3) middle Cretaceous abyssal-plain facies probably deposited by turbidity currents that originated on an algal-rich slope, and (4) Miocene outer-shelf to upper-slope facies probably deposited under algal-rich upwelling systems. Correlations of these facies to seismic packages allows for extrapolation of probable organic facies distribution throughout the continental margin. Such modeling of organic facies distributions in conjunction with plate-tectonic and ocean-circulation models permits refinement of strategies for hydrocarbon exploration.

    The goal of this project is to apply the WPA’s proactive outreach strategy to the problem of educating the public about the likely transmission infrastructure developments concomitant to the significant development of wind energy resources in North Carolina. Given the lead time to develop significant new transmission infrastructure (5-10 years), it is critical to begin this outreach work today, so that wind resources can be developed to adequately meet the 20% by 2030 goal in the mid- to long-term (10-20 years). The project team planned to develop a transmission infrastructure outreach campaign for North Carolina by: (1) convening a utility interest group (UIG) of the North Carolina Wind Working Group (NC WWG) consisting of electric utilities in the state and the Southeast; and (2) expanding outreach to local and state government officials in North Carolina.

  11. Effects of surface mining on aquatic resources in North America

    Surface mining is highly visible land use because it temporarily eliminates surface vegetation and can permanently change topography as with mountain-top removal and valley fill operations. It also permanently and drastically alters soil and subsurface geologic structure and disrupts surface and subsurface hydrologic regimes. The American Fisheries Society (AFS) encourages energy conservation, use of renewable resources, and recycling to minimize the need for non-renewable minerals and fuels that are obtained through mining processes. When mining occurs, it is AFS policy to encourage legislation and diligent regulation of all surface mining by local, state, province, and federal government to provide adequate protection for aquatic resources. Federal legislation provides uniformity of standards nationwide. While the Surface Mining Control and Reclamation Act has attempted to minimize environmental impacts from coal mining, similar legislation and enforcement should be encourages for other minerals. The Society encourages its members to become involved in this process by providing technical information essential for protection and continued propagation of fishery resources to policy makers so decisions are made on a scientific, rather than emotional or political basis.

Data are from the Acid Deposition System (ADS) for the statistical reporting of North American deposition data which includes the National Atmospheric Deposition Program/National Trends Network (NADP/NTN), the MAP3S precipitation chemistry network, the Utility Acid Precipitation Study Program (UAPSP), the Canadian Precipitation Monitoring Network (CAPMoN), and the daily and 4-weekly Acidic Precipitation in Ontario Study (APIOS-D and APIOS-C). Mosaic maps, based on surface estimation using kriging, display concentration and deposition spatial patterns of pH, hydrogen, sulfate, nitrate, ammonium, and calcium ion species for 1987 annual, winter, and summer periods. The temporal pattern analyses use a subset of 39 sites over a 9-year (1979--1987) period and an expanded subset of 140 sites with greater spatial coverage over a 6-year (1982--1987) period. 68 refs., 15 figs., 15 tabs.

    There are two main uncertainties in determining future climate: the trajectories of future emissions of greenhouse gases and aerosols, and the response of the global climate system to any given set of future emissions [Meehl et al., 2007]. These uncertainties normally are elucidated via application of global climate models, which provide information at relatively coarse spatial resolutions. Greater interest in, and concern about, the details of climate change at regional scales has provided the motivation for the application of regional climate models, which introduces additional uncertainty [Christensen et al., 2007a]. These uncertainties in fi ne- scale regional climate responses, in contrast to uncertainties of coarser spatial resolution global models in which regional models are nested, now have been documented in numerous contexts [Christensen et al., 2007a] and have been found to extend to uncertainties in climate impacts [Wood et al., 2004; Oleson et al., 2007]. While European research in future climate projections has moved forward systematically to examine combined uncertainties from global and regional models [Christensen et al., 2007b], North American climate programs have lagged behind. To fi ll this research gap, scientists developed the North American Regional Climate Change Assessment Program (-NARCCAP). The fundamental scientifi c motivation of this international program is to explore separate and combined uncertainties in regional projections of future climate change resulting from the use of multiple atmosphere- ocean general circulation models (AOGCMs) to drive multiple regional climate models (RCMs). An equally important, and related, motivation for this program is to provide the climate impacts and adaptation community with high- resolution regional climate change scenarios that can be used for studies of the societal impacts of climate change and possible adaptation strategies.

    The U.S. transportation sector is almost totally dependent on liquid hydrocarbon fuels, primarily gasoline and diesel fuel from conventional oil. In 2002, the transportation sector accounted for 69 percent of the U.S. oil use; highway vehicles accounted for 54 percent of the U.S. oil use. Of the total energy consumed in the U.S., more than 40 percent came from oil. More significantly, more than half of this oil is imported and is projected by the Energy Information Agency (EIA) to increase to 68 percent by 2025 [1]. The supply and price of oil have been dictated by the Organization of Petroleum Exporting Countries (OPEC). In 2002, OPEC accounted for 39 percent of world oil production and this is projected by the EIA to increase to 50 percent in 2025. Of the world's oil reserves, about 80 percent is owned by OPEC members. Major oil price shocks have disrupted world energy markets four times in the past 30 years (1973-74, 1979-80, 1990-1991, and 1999- 2000) and with each came either a recession or slowdown in the GDP (Gross Domestic Product) of the United States.   2. The Romelt Process -- Prospects for pig iron production in North America

    The iron and steel industry in North America is undergoing dramatic changes and is being driven by three factors. First, the introduction of new technologies and pace of innovation has placed North America at the forefront of commercializing new technologies. Second, new technologies have changed the market for steelmaking raw materials and stimulated an industry-wide discussion of the ``value in use`` of scrap and scrap substitutes. Finally, an increase in environmental costs has fundamentally changed management`s view toward the environmental impact of iron and steelmaking, particularly in the integrated steel industry. This paper discusses the Romelt Process, an emerging ironmaking technology developed by the Moscow Institute for Steels and Alloys, in the context of these industry trends. ICF Kaiser, a worldwide licensee to the Romelt technology, believes that the current North American climate is probably the most conducive of all steelmaking regions to the commercialization of new technologies. Liquid or cast pig iron, the product of the Romelt Process, is the highest value feed for both the EAF and BOF steelmaking processes. In terms of environmental benefits, Romelt uses non-coking coals for its fuel and reductant, and has a proven large scale pilot plant track record in smelting both low grade fine ores and iron bearing wastes from the integrated works.

    Scientific understanding of the global carbon cycle is required for developing national and international policy to mitigate fossil-fuel CO2 emissions by managing terrestrial carbon uptake. Toward that understanding and as a contribution to the REgional Carbon Cycle Assessment and Processes (RECCAP) project, this paper provides a synthesis of net land-atmosphere CO2 exchange for North America over the period (1990-2009). This synthesis is based on results from three different methods: atmospheric inversion, inventory-based methods and terrestrial biosphere modeling. All methods indicate that the North America land surface was a sink for atmospheric CO2, with a net transfer from atmosphere to land. Estimates ranged from -890 to -280 Tg C yr-1, where the atmospheric inversion estimate forms the lower bound of that range (a larger land-sink) and the inventory-based estimate the upper (a smaller land sink). Integrating across estimates, a best estimates (i.e., measures of central tendency) are -472 281 Tg C yr-1 based on the mean and standard deviation of the distribution and -360 Tg C yr-1 (with an interquartile range of -496 to -337) based on the median. Considering both the fossil-fuel emissions source and the land sink, our analysis shows that North America was, however, a net contributor to the growth of CO2 in the atmosphere in the late 20th and early 21st century. The continents CO2 source to sink ratio for this time period was likely in the range of 4:1 to 3:1.

The disease cycle of laminated root rot, from initiation to intensification and distribution within infected stands, is described. Finally, disease management strategies during stand development and at stand regeneration are discussed. Features on mechanical approaches also are included.   6. Dynamical and thermodynamical modulations of future changes in landfalling atmospheric rivers over North America

    This study examines the changes of landfalling atmospheric rivers (ARs) over the west coast of North America in response to future warming using model outputs from the Coupled Model Intercomparison Project phase 5 (CMIP5). The result reveals a strikingly large magnitude of increase of AR days by the end of the 21st century in the RCP8.5 climate change scenario, with fractional increases ranging between ~50% and 600%, depending on the seasons and the landfall locations. These increases are predominantly controlled by the super-Clausius-Clapeyron rate of increase of atmospheric water vapor with warming, while changes of winds that transport moisture in the ARs, or dynamical effect, mostly counter the thermodynamical effect of increasing water vapor, limiting the increase of AR events in the future. The consistent negative effect of wind changes on AR days during spring and fall can be further linked to the robust poleward shift of the subtropical jet in the North Pacific basin.

    The large and small-scale geothermal features of the North American continent and surrounding ocean areas illustrated on the new 1:5,000,000 DNAG Geothermal Map of North America are summarized. Sources for the data included on the map are given. The types of data included are heat flow sites coded by value, contours of heat flow with a color fill, areas of major groundwater effects on regional heat flow, the top-of-geopressure in the Gulf Coast region, temperature on the Dakota aquifer in the midcontinent, location of major hot springs and geothermal systems, and major center of Quaternary and Holocene volcanism. The large scale heat flow pattern that is well known for the conterminous United States and Canada of normal heat flow east of the Cordillera and generally high heat flow west of the front of the Cordillera dominates the continental portion of the map. However, details of the heat flow variations are also seen and are discussed briefly in this and the accompanying papers.

    Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

    Recent laboratory chamber studies indicate a significant role for highly oxidized low volatility organics in new particle formation (NPF) but the actual role of these highly oxidized low volatility organics in atmospheric NPF remains uncertain. Here, particle size distributions (PSDs) measured in nine forest areas in North America are used to characterize the occurrence and intensity of NPF and to evaluate model simulations using an empirical formulation in which formation rate is a function of the concentrations of sulfuric acid and low volatility organics from alpha-pinene oxidation (Nucl-Org), and using an ion-mediated nucleation mechanism (excluding organics; Nucl-IMN). On average, NPFmoreoccurred on ~ 70 % of days during March for the four forest sites with springtime PSD measurements, while NPF occurred on only ~ 10 % of days in July for all nine forest sites. Both Nucl-Org and Nucl-IMN schemes capture the observed high frequency of NPF in spring, but the Nucl-Org scheme significantly over-predicts while the Nucl-IMN scheme slightly under-predicts NPF and particle number concentrations in summer. Statistical analyses of observed and simulated ultrafine particle number concentrations and frequency of NPF events indicate that the scheme without organics agrees better overall with observations. The two schemes predict quite different nucleation rates (including their spatial patterns), concentrations of cloud condensation nuclei, and aerosol first indirect radiative forcing in North America, highlighting the need to reduce NPF uncertainties in regional and global earth system models.less

  12. The Potential for Energy Efficiency and Renewable Energy in North Carolina

    As many states have restructured their electric power industry, they have established a ''systems benefit charge'' to help fund those activities that will no longer be funded by utilities in the new structure. Examples include weatherization of low-income housing, efficiency programs, and renewable energy development. Varying amounts have been collected and allocated depending on state needs and abilities. One question that arises is what are the potential results of funding the different types of programs. What is the potential for energy efficiency or for renewable power, and what would be accomplished given the amount of funding that the system benefit charge may provide? The purpose of this project is to provide an initial estimate of the potential for energy efficiency and renewable energy in North Carolina. This potential could be funded by a public benefits fund resulting from a green power program being considered in the state. It concentrates on electric energy savings and production. Savings in buildings can include improvements to space conditioning as well as improvements to lighting or other appliances. Distributed power potential, through use of combined heat and power and renewables such as photovoltaic, wind, and biomass were examined. The goal is to provide information to decision makers who are developing a green power program in North Carolina. It will not be a complete and detailed study of all efficiency potentials but is more of a scoping exercise to determine the relative impacts and begin the process for a more definitive study at a later date. Statewide energy savings potential cannot be directly measured but must be calculated. First, the word ''potential'' means that the savings have not occurred yet. Second, the savings are often only indirectly measured by estimating what energy use there would have been without the changes in technology or behavior.     The Unified North American Soil Map (UNASM) was developed to provide more accurate regional soil information for terrestrial biosphere modeling. The UNASM combines information from state-of-the-art U.S. STATSGO2 and Soil Landscape of Canada (SLCs) databases. The area not covered by these datasets is filled with the Harmonized World Soil Database version 1.1 (HWSD1.1). The UNASM contains maximum soil depth derived from the data source as well as seven soil attributes (including sand, silt, and clay content, gravel content, organic carbon content, pH, and bulk density) for the top soil layer (0-30 cm) and the sub soil layer (30-100 cm) respectively, of the spatial resolution of 0.25 degrees in latitude and longitude. There are pronounced differences in the spatial distributions of soil properties and soil organic carbon between UNASM and HWSD, but the UNASM overall provides more detailed and higher-quality information particularly in Alaska and central Canada. To provide more accurate and up-to-date estimate of soil organic carbon stock in North America, we incorporated Northern Circumpolar Soil Carbon Database (NCSCD) into the UNASM. The estimate of total soil organic carbon mass in the upper 100 cm soil profile based on the improved UNASM is 347.70 Pg, of which 24.7% is under trees, 14.2% is under shrubs, and 1.3% is under grasses and 3.8% under crops. This UNASM data will provide a resource for use in land surface and terrestrial biogeochemistry modeling both for input of soil characteristics and for benchmarking model output.

  12. The Pleistocene biogeography of eastern North America: A nonmigration scenario for deciduous forest

    The current reconstruction of the vegetation of eastern North America at the last glacial maximum postulates a very wide zone of tundra and boreal forest south of the ice. This reconstruction requires that the deciduous forest retreated far to the south. The authors believe that this reconstruction is seriously in error. Geologic evidence for glacial activity or tundra is absent from the southern Appalachians. Positive evidence for boreal forest is based on pollen identifications for Picea, Betula, and Pinus, when in reality southern members of these genera have pollen that cannot be distinguished from that of northern members. Further, pollen of typical southern species such as oaks and hickories occurs throughout profiles that past authors had labeled boreal. Pollen evidence for a far southern deciduous forest refuge is lacking. Data on endemics are particularly challenging for the scenario in which deciduous forest migrated to the south and back. The southern Appalachian region is rife with endemics that are often extreme-habitat specialists unable to migrate. The previously glaciated zone is almost completely lacking in endemics. Outlier populations, range boundaries, and absence of certain hybrids all argue against a large boreal zone. The new reconstruction postulates a cold zone no more than 75--100 miles wide south of the ice in the East.

    Recently developed attenuation models are incorporated into standard one-dimensional (1-D) ground motion prediction equations (GMPEs), effectively making them two-dimensional (2-D) and eliminating the need to create different GMPEs for an increasing number of sub-regions. The model is tested against a data set of over 10,000 recordings from 81 earthquakes in North America. The use of attenuation models in GMPEs improves our ability to fit observed ground motions and should be incorporated into future national hazard maps. The improvement is most significant at higher frequencies and longer distances which have a greater number of wave cycles. This has implications for themore » rare high-magnitude earthquakes, which produce potentially damaging ground motions over wide areas, and drive the seismic hazards. Furthermore, the attenuation models can be created using weak ground motions, they could be developed for regions of low seismicity where empirical recordings of ground motions are uncommon and do not span the full range of magnitudes and distances.« less

  15. Sub-Seafloor Carbon Dioxide Storage Potential on the Juan de Fuca Plate, Western North America

    The Juan de Fuca plate, off the western coast of North America, has been suggested as a site for geological sequestration of waste carbon dioxide because of its many attractive characteristics (high permeability, large storage capacity, reactive rock types). Here we model CO2 injection into fractured basalts comprising the upper several hundred meters of the sub-seafloor basalt reservoir, overlain with low-permeability sediments and a large saline water column, to examine the feasibility of this reservoir for CO2 storage. Our simulations indicate that the sub-seafloor basalts of the Juan de Fuca plate may be an excellent CO2 storage candidate, as multiple trapping mechanisms (hydrodynamic, density inversions, and mineralization) act to keep the CO2 isolated from terrestrial environments. Questions remain about the lateral extent and connectivity of the high permeability basalts; however, the lack of wells or boreholes and thick sediment cover maximize storage potential while minimizing potential leakage pathways. Although promising, more study is needed to determine the economic viability of this option.

    Measurements of the concentrations of CO{sub 2}, CO, and other gases were carried out using small aircraft platforms, spanning northern North America, with missions in 1999, 2000, 2003 and 2004. The measurements provided the first large-scale, fine-grained observations of the spatial and temporal structure of CO{sub 2} in the atmosphere. A new data analysis framework was developed to utilize these novel data, providing regional scale determinations of net carbon balance.

    In Asia and North America research and development on a linear collider detector has followed complementary paths to that in Europe. Among the developments in the US has been the conception of a detector built around silicon tracking, which relies heavily on a pixel (CCD) vertex detector, and employs a silicon tungsten calorimeter. Since this detector is quite different from the TESLA detector, we describe it here, along with some of the sub-system specific R&D in these regions.

    This study performs high-spatial-resolution (12 km) Weather Research and Forecasting (WRF) simulations over a very large domain (7200 km × 6180 km, covering much of North America) to explore changes in mean and extreme precipitation in the mid and late 21st century under Representative Concentration Pathways 4.5 (RCP 4.5) and 8.5 (RCP 8.5). We evaluate WRF model performance for a historical simulation and future projections, applying the Community Climate System Model version 4 (CCSM4) as initial and boundary conditions with and without a bias correction. WRF simulations using boundary and initial conditions from both versions of CCSM4 show smaller biasesmore » versus evaluation data sets than does CCSM4 over western North America. WRF simulations also improve spatial details of precipitation over much of North America. However, driving the WRF with the bias-corrected CCSM4 does not always reduce the bias. WRF-projected changes in precipitation include decreasing intensity over the southwestern United States, increasing intensity over the eastern United States and most of Canada, and an increase in the number of days with heavy precipitation over much of North America. Projected precipitation changes are more evident in the late 21st century than the mid 21st century, and they are more evident under RCP 8.5 than under RCP 4.5 in the late 21st century. Uncertainties in the projected changes in precipitation due to different warming scenarios are non-negligible. The current data product (Version 2) covers the period January 1, 1980 to December 31, 2013 [1]. The prior product (Version 1) only covered from 1980-2008. Data are available on a daily time step at a 1-km x 1-km spatial resolution in Lambert Conformal Conic projection with a spatial extent that covers the conterminous United States, Mexico, and Southern Canada as meteorological station density allows.     Aside from the target storage regions being underground, geologic carbon sequestration (GCS) and radioactive waste disposal (RWD) share little in common in North America. The large volume of carbon dioxide (CO{sub 2}) needed to be sequestered along with its relatively benign health effects present a sharp contrast to the limited volumes and hazardous nature of high-level radioactive waste (RW). There is well-documented capacity in North America for 100 years or more of sequestration of CO{sub 2} from coal-fired power plants. Aside from economics, the challenges of GCS include lack of fully established legal and regulatory framework for ownership of injected CO{sub 2}, the need for an expanded pipeline infrastructure, and public acceptance of the technology. As for RW, the USA had proposed the unsaturated tuffs of Yucca Mountain, Nevada, as the region's first high-level RWD site before removing it from consideration in early 2009. The Canadian RW program is currently evolving with options that range from geologic disposal to both decentralized and centralized permanent storage in surface facilities. Both the USA and Canada have established legal and regulatory frameworks for RWD. The most challenging technical issue for RWD is the need to predict repository performance on extremely long time scales (10{sup 4}-10{sup 6} years). While attitudes toward nuclear power are rapidly changing as fossil-fuel costs soar and changes in climate occur, public perception remains the most serious challenge to opening RW repositories. Because of the many significant differences between RWD and GCS, there is little that can be shared between them from regulatory, legal, transportation, or economic perspectives. As for public perception, there is currently an opportunity to engage the public on the benefits and risks of both GCS and RWD as they learn more about the urgent energy-climate crisis created by greenhouse gas emissions from current fossil-fuel combustion practices.

  13. Initial Value Predictability of Intrinsic Oceanic Modes and Implications for Decadal Prediction over North America

    The overall aim of our project was to quantify and characterize predictability of the climate as it pertains to decadal time scale predictions. By predictability we mean the degree to which a climate forecast can be distinguished from the climate that exists at initial forecast time, taking into consideration the growth of uncertainty that occurs as a result of the climate system being chaotic. In our project we were especially interested in predictability that arises from initializing forecasts from some specific state though we also contrast this predictability with predictability arising from forecasting the reaction of the system to external forcing – for example changes in greenhouse gas concentration. Also, we put special emphasis on the predictability of prominent intrinsic patterns of the system because they often dominate system behavior. Highlights from this work include: • Development of novel methods for estimating the predictability of climate forecast models. • Quantification of the initial value predictability limits of ocean heat content and the overturning circulation in the Atlantic as they are represented in various state of the artclimate models. These limits varied substantially from model to model but on average were about a decade with North Atlantic heat content tending to be more predictable than North Pacific heat content. • Comparison of predictability resulting from knowledge of the current state of the climate system with predictability resulting from estimates of how the climate system will react to changes in greenhouse gas concentrations. It turned out that knowledge of the initial state produces a larger impact on forecasts for the first 5 to 10 years of projections. • Estimation of tbe predictability of dominant patterns of ocean variability including well-known patterns of variability in the North Pacific and North Atlantic. For the most part these patterns were predictable for 5 to 10 years. • Determination of

  14. Comparison of the post-Chernobyl [sup 137]Cs contamination of mushrooms from eastern Europe, Sweden, and North America

    A comparison was made of 134Cs and 137Cs contamination in fungi from eastern Europe and eastern North America. Mean activities of 25 Ukrainian, 6 Swedish, and 10 North American collections were 4,660, 9,750, and 205 Bq/kg (dry weight), respectively. Additional measurements were made on samples from the Moscow, southern Belarus, and Yugoslavia/Bulgaria regions. Activity values were found to vary by several orders of magnitude within all geographic areas, even for the same mushroom species. Significantly higher specific activities were observed in mycorrhizal species than in saprophytic and parasitic fungi. Unfortunately, many of the European mycorrhizal species considered as prized edibles contained unacceptably high levels of 137Cs (> 1,000 Bq/kg [dry weight]) and should be used sparingly as food. By contrast, no mushrooms collected in Ontario or northern Michigan exceeded 1,000 Bq of 137Cs per kg (dry weight). The excessive 137Cs contamination was evident in mushrooms from areas that had substantial fallout from the 1986 accident in reactor 4 at the Chernobyl nuclear power station. However, observations suggest that about 20% of the 137Cs in eastern Europe (Moscow area, Belarus, and Ukraine) is of non-Chernobyl origin.

    Our current understanding of terrestrial carbon processes is represented in various models used to integrate and scale measurements of CO{sub 2} exchange from remote sensing and other spatiotemporal data. Yet assessments are rarely conducted to determine how well models simulate carbon processes across vegetation types and environmental conditions. Using standardized data from the North American Carbon Program we compare observed and simulated monthly CO{sub 2} exchange from 44 eddy covariance flux towers in North America and 22 terrestrial biosphere models. The analysis period spans {approx}220 site-years, 10 biomes, and includes two large-scale drought events, providing a natural experiment to evaluate model skill as a function of drought and seasonality. We evaluate models' ability to simulate the seasonal cycle of CO{sub 2} exchange using multiple model skill metrics and analyze links between model characteristics, site history, and model skill. Overall model performance was poor; the difference between observations and simulations was {approx}10 times observational uncertainty, with forested ecosystems better predicted than nonforested. Model-data agreement was highest in summer and in temperate evergreen forests. In contrast, model performance declined in spring and fall, especially in ecosystems with large deciduous components, and in dry periods during the growing season. Models used across multiple biomes and sites, the mean model ensemble, and a model using assimilated parameter values showed high consistency with observations. Models with the highest skill across all biomes all used prescribed canopy phenology, calculated NEE as the difference between GPP and ecosystem respiration, and did not use a daily time step.

  19. Natural gas trade in North America: Building up to the NAFTA

    This paper traces the evolution of natural gas trade among Canada, Mexico, and the United States in the 1967-1992 period. In addition, the provisions of the North American Free Trade Agreement (NAFTA) that relate to natural gas trade are examined in the light of the corresponding aspects of the Canada-United States Free Trade Agreement (FTA). One of the main conclusions to emerge is that exports from Canada to the United States would likely continue to dominate North American natural gas trade patterns under the NAFTA. Past experience suggests that regulatory policies play a crucial role in determining trade patterns. In the case of Canada and the United States, the policies of deregulation implemented by the two countries prior to 1989 have proven to be much more important than has the FTA in encouraging cross-border trade in natural gas. Since the NAFTA allows Mexico to maintain a highly interventionist approach to energy policy, an internally-driven process of policy change will be required to liberalize natural gas trade between Mexico and the other parties to the Agreement. A few specific developments relating to natural gas trade among the NAFTA parties are also examined in the light of the Agreement. 15 refs., 4 figs.

  20. Defining an end state for CO2 sequestration and EOR in North America

    CO{sub 2} capture and storage (CCS) presents a challenge to long-range planners, economic interests, regulators, law-makers, and other stakeholders and decision makers. To improve and optimize the use of limited resources and finances, it is important to define an end state for CCS. This ends state should be defined around desired goals and reasonable timelines for execution. While this definition may have substantial technology, policy or economic implications, it need not be prescriptive in terms of technology pathway, policy mechanism, or economic targets. To illustrate these concerns, this paper will present a credible vision of what an end state for North American might look like. From that, examples of key investment and planning decisions are provided to illustrate the value of end-state characterization.

  1. Regional cooperation in energy efficiency standard-setting and labeling in North America

    The North American Energy Working Group (NAEWG) was established in 2001 by the governments of Canada, Mexico, and the United States. The goals of NAEWG are to foster communication and cooperation on energy-related matters of common interest, and to enhance North American energy trade and interconnections consistent with the goal of sustainable development, for the benefit of all three countries. At its outset, NAEWG established teams to address different aspects of the energy sector. One, the Energy Efficiency Expert Group, undertook activity in three areas: (1) analyzing commonalities and differences in the test procedures of Canada, Mexico, and the United States, and identifying specific products for which the three countries might consider harmonization; (2) exploring possibilities for increased mutual recognition of laboratory test results; and (3) looking at possibilities for enhanced cooperation in the Energy Star voluntary endorsement labeling program. To support NAEWG's Expert Group on Energy Efficiency (NAEWG-EE), USDOE commissioned Lawrence Berkeley National Laboratory, representing the Collaborative Labeling and Appliance Standards Program (CLASP), to prepare a resource document comparing current standards, labels, and test procedure regulations in Canada, Mexico, and the United States. The resulting document identified 46 energy-using products for which at least one of the three countries has energy efficiency regulations. Three products--refrigerators/freezers, room air conditioners, and integral horsepower three-phase electric motors--have identical minimum energy performance standards (MEPS) and test procedures in the three countries. Ten other products have different MEPS and test procedures, but have the near-term potential for harmonization. NAEWG-EE is currently working to identify mechanisms for mutual recognition of test results.     The Devonian-Mississippian black-shale sequence is one of the most prominent and well-known stratigraphic horizons in the Paleozoic of the United States, yet the paleontology and its paleoecologic and paleoenvironmental implications are poorly known. This is in larger part related to the scarcity of fossils preserved in the shale - in terms of both diversity and abundance. Nonetheless, that biota which is preserved is well-known and much described, but there is little synthesis of this data. The first step in such a synthesis is the compilation of an inclusive bibliography such as this one. This bibliography contains 1193 entries covering all the major works dealing with Devonian-Mississippian black-shale paleontology and paleoecology in North America. Articles dealing with areas of peripheral interest, such as paleogeography, paleoclimatology, ocean circulation and chemistry, and modern analogues, are also cited. In the index, the various genera, taxonomic groups, and other general topics are cross-referenced to the cited articles. It is hoped that this compilation will aid in the synthesis of paleontologic and paleoecologic data toward a better understanding of these unique rocks and their role as a source of energy.

    Existing estimates of methane (CH4) fluxes from North American wetlands vary widely in both magnitude and distribution. In light of these differences, this study uses atmospheric CH4 observations from the US and Canada to analyze seven different bottom-up, wetland CH4 estimates reported in a recent model comparison project. We first use synthetic data to explore whether wetland CH4 fluxes are detectable at atmospheric observation sites. We find that the observation network can detect aggregate wetland fluxes from both eastern and western Canada but generally not from the US. Based upon these results, we then use real data and inverse modelingmore » results to analyze the magnitude, seasonality, and spatial distribution of each model estimate. The magnitude of Canadian fluxes in many models is larger than indicated by atmospheric observations. Many models predict a seasonality that is narrower than implied by inverse modeling results, possibly indicating an oversensitivity to air or soil temperatures. The LPJ-Bern and SDGVM models have a geographic distribution that is most consistent with atmospheric observations, depending upon the region and season. Lastly, these models utilize land cover maps or dynamic modeling to estimate wetland coverage while most other models rely primarily on remote sensing inundation data.« less

  4. Simulating the Impacts of Disturbances on Forest Carbon Cycling in North America: Processes, Data, Models, and Challenges

    Disturbances disrupt the forest structures and alter forest resources, substrate availability, or the physical environment. Understanding disturbances and their impacts is critical for a better quantification of North American carbon dynamics. We reviewed the status and major challenges in simulating the impacts of disturbances on forest carbon cycling in North America from the perspectives of process understanding, disturbance characterization, and modeling, and found some major issues. First, we do not have adequate continentally-consistent disturbance databases to support the NACP missions. Community effort, in collaborating with the modeling community, should be designated to systematically define international standards for disturbance databases with explicit inclusion of uncertainty measurements, adequate spatial and temporal resolutions, and explicit and quantifiable linkages with model simulations. Second, there is a need to develop effective and comprehensive process-based procedures or algorithms that can be used to quantify the immediate and long-term impacts of disturbances on forest succession, soils, microclimate, and cycles of carbon, water, and nutrients. These algorithms should be evaluated not only on the carbon cycle but also on the simulations of vegetation succession, alterations of soil and microclimate, and water and nutrients dynamics because adequate simulations of carbon dynamics rely on the correct quantification of the changes of soil and vegetation conditions. Third, the scaling challenges have rarely been addressed at the continental scale. We do not understand which processes and properties at a given temporal or spatial scales are critical while others can be simplified when we try to balance the North American carbon budget. Previous and current model simulations at the continental scale did not incorporate a full suite of disturbances information (because they do not exist as described above), and therefore provided little insight

Large-scale atmospheric precipitations are more difficult to characterize.     The extent of human exposure to persistent anthropogenic environmental contaminants is a complex function of the amount of chemical emitted, its physico-chemical properties and reactivity, the nature of the environment, and the characteristics of the pathways for human exposure, such as inhalation, intake of food and water and dermal contact. For some chemicals, the location of emissions relative to areas of high population density or intense food production may also be an important factor. The relative importance of these variables is explored using the regionally segmented BETR North America contaminant fate model and data for food production patterns and population density for North America. The model is applied to four contaminants emitted to air: benzene, carbon tetrachloride, benzo[a]pyrene and 2,3,7,8-tetrachlorodibenzo dioxin. The total continental intake fraction (iF), relating exposure quantity to emission quantity, is employed as a metric for assessing population exposure to environmental contaminants. The results show that the use of continentally averaged parameters for population density and food production provides an accurate estimate of the median of iF calculated for emissions in individual regions, however iF can range from this median by up to 3 orders of magnitude, especially for chemicals transferred to humans through the food pathway. The location of population relative to food production and emissions of chemicals are important variables that should be considered in assessing the public health implications of chemical emissions.

    The U.S. Environmental Protection Agency (EPA) developed the RE-Powering America's Land initiative to re-use contaminated sites for renewable energy generation when aligned with the community's vision for the site. The former Kaiser Aluminum Landfill in St. Bernard Parish, Louisiana, was selected for a feasibility study under the program. Preliminary work focused on selecting a biomass feedstock. Discussions with area experts, universities, and the project team identified food wastes as the feedstock and anaerobic digestion (AD) as the technology.

    This study used a state-of-the-art planning model called SWITCH for the electric power system to investigate the evolution of the power systems of California and western North America from present-day to 2050 in the context of deep decarbonization of the economy. Researchers concluded that drastic power system carbon emission reductions were feasible by 2050 under a wide range of possible futures. The average cost of power in 2050 would range between $149 to $232 per megawatt hour across scenarios, a 21 to 88 percent increase relative to a business-as-usual scenario, and a 38 to 115 percent increase relative to the present-day cost of power. The power system would need to undergo sweeping change to rapidly decarbonize. Between present-day and 2030 the evolution of the Western Electricity Coordinating Council power system was dominated by implementing aggressive energy efficiency measures, installing renewable energy and gas-fired generation facilities and retiring coal-fired generation. Deploying wind, solar and geothermal power in the 2040 timeframe reduced power system emissions by displacing gas-fired generation. This trend continued for wind and solar in the 2050 timeframe but was accompanied by large amounts of new storage and long-distance high-voltage transmission capacity. Electricity storage was used primarily to move solar energy from the daytime into the night to charge electric vehicles and meet demand from electrified heating. Transmission capacity over the California border increased by 40 - 220 percent by 2050, implying that transmission siting, permitting, and regional cooperation will become increasingly important. California remained a net electricity importer in all scenarios investigated. Wind and solar power were key elements in power system decarbonization in 2050 if no new nuclear capacity was built.     Under the RE-Powering America's Land initiative, the U.S. Environmental Protection Agency (EPA) provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of biomass renewable energy generation at the former Farmland Industries site in Lawrence, Kansas. Feasibility assessment team members conducted a site assessment to gather information integral to this feasibility study. Information such as biomass resources, transmission availability, on-site uses for heat and power, community acceptance, and ground conditions were considered.

    ?Ducts in conditioned space (DCS) represent a high priority measure for moving the next generation of new homes to the Zero Net Energy performance level. Various strategies exist for incorporating ducts within the conditioned thermal envelope. To support this activity, in 2013 the Pacific Gas & Electric Company initiated a project with Davis Energy Group (lead for the Building America team, Alliance for Residential Building Innovation) to solicit builder involvement in California to participate in field demonstrations of various DCS strategies. Builders were given incentives and design support in exchange for providing site access for construction observation, diagnostic testing, and builder survey feedback. Information from the project was designed to feed into California's 2016 Title 24 process, but also to serve as an initial mechanism to engage builders in more high performance construction strategies. This Building America project complemented information collected in the California project with BEopt simulations of DCS performance in hot/dry climate regions.

    The Community Atmosphere Model (CAM5), equipped with a technique to tag black carbon (BC) emissions by source regions and types, has been employed to establish source-receptor relationships for atmospheric BC and its deposition to snow over Western North America. The CAM5 simulation was conducted with meteorological fields constrained by reanalysis for year 2013 when measurements of BC in both near-surface air and snow are available for model evaluation. We find that CAM5 has a significant low bias in predicted mixing ratios of BC in snow but only a small low bias in predicted atmospheric concentrations over the Northwest USA and West Canada. Even with a strong low bias in snow mixing ratios, radiative transfer calculations show that the BC-in-snow darkening effect is substantially larger than the BC dimming effect at the surface by atmospheric BC. Local sources contribute more to near-surface atmospheric BC and to deposition than distant sources, while the latter are more important in the middle and upper troposphere where wet removal is relatively weak. Fossil fuel (FF) is the dominant source type for total column BC burden over the two regions. FF is also the dominant local source type for BC column burden, deposition, and near-surface BC, while for all distant source regions combined the contribution of biomass/biofuel (BB) is larger than FF. An observationally based Positive Matrix Factorization (PMF) analysis of the snow-impurity chemistry is conducted to quantitatively evaluate the CAM5 BC source-type attribution. While CAM5 is qualitatively consistent with the PMF analysis with respect to partitioning of BC originating from BB and FF emissions, it significantly underestimates the relative contribution of BB. In addition to a possible low bias in BB emissions used in the simulation, the model is likely missing a significant source of snow darkening from local soil found in the observations.

Previous phases of this project created a HPMH specification and prototyped individual measures from the package to obtain engineering approvals and develop preliminary factory construction processes. This report describes the project team's work during 2014 to build prototype homes to the HPMH specifications and to monitor the homes for energy performance and durability during 2014. Monitoring is expected to continue into 2016.

The EPA contracted with the National Renewable Energy Laboratory (NREL) to provide technical assistance for the project. The purpose of this report is to describe an assessment of the site for possible development of a geothermal power generation facility and to estimate the cost, performance, and site impacts for the facility. In addition, the report recommends development pathways that could assist in the implementation of a geothermal power system at the site.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Vincent Mullins Landfill in Tucson, Arizona, for a feasibility study of renewable energy production. Under the RE-Powering America's Land initiative, the EPA provided funding to the National Renewable Energy Laboratory (NREL) to support the study. NREL provided technical assistance for this project but did not assess environmental conditions at the site beyond those related to the performance of a photovoltaic (PV) system. The purpose of this report is to assess the site for a possible PV installation and estimate the cost and performance of different PV configurations, as well as to recommend financing options that could assist in the implementation of a PV system. In addition to the Vincent Mullins site, four similar landfills in Tucson are included as part of this study.

    The U.S. Environmental Protection Agency (EPA) Office of Solid Waste and Emergency Response, in accordance with the RE-Powering America's Lands initiative, engaged the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to conduct feasibility studies to assess the viability of developing renewable energy generating facilities on contaminated sites. This site, in Limestone, Maine -- formerly the location of the Loring Air Force Base but now owned by the Aroostook Band of Micmac -- was selected for the potential to produce heating pellets from woody feedstock. Biomass was chosen as the renewable energy resource to evaluate based on abundant woody-biomass resources available in the area. NREL also evaluates potential savings from converting existing Micmac property from oil-fired heating to pellet heating.
