NREL recently led the Life Cycle Assessment (LCA) Harmonization Project, a study that provides more exact estimates of GHG emissions for renewable and conventional generation, clarifying inconsistent and conflicting estimates in the published literature, and reducing uncertainty. This involved a systematic review and harmonization of life cycle assessment (LCA) literature of utility-scale wind power systems in order to determine the causes of life cycle greenhouse gases (GHG) emissions and, where possible, reduce variability in GHG estimates.

The Wind Integration Datasets provide time-series wind data for 2004, 2005, and 2006. They are intended to be used by energy professionals such as transmission planners, utility planners, project developers, and university researchers, helping them to perform comparisons of sites and estimate power production from hypothetical wind plants. NREL cautions that the information from modeled data may not match wind resource information shown on NREL;s state wind maps as they were created for different purposes and using different methodologies.

There is a substantial increase in energy demand in Turkey because of its growth of industrial development. Turkeys present energy resources are insufficient and the need for energy is growing rapidly. Turkey does not possess enough conventional fossil fuel reserves, but possesses rich renewable energy resources such as hydraulic, solar, geothermal and wind. Among all, wind energy seems to be the most suitable renewable energy resource for electricity production. This study is aimed to summarize the assessment and development strategies of wind power in Turkey. Considering the development of wind energy in the country, it may be concluded that the number of wind power plant installations will considerably increase in the future.

Features of a fully renewable US electricity system: Optimized mixes of wind and solar PV and transmission grid extensions

Wind and solar PV generation data for the entire contiguous US are calculated, on the basis of 32 years of weather data with temporal resolution of one hour and spatial resolution of 40x40km$^2$, assuming site-suitability-based as well as stochastic wind and solar PV capacity distributions throughout the country. These data are used to investigate a fully renewable electricity system, resting primarily upon wind and solar PV power. We find that the seasonal optimal mix of wind and solar PV comes at around 80% solar PV share, owing to the US summer load peak. By picking this mix, long-term storage requirements can be more than halved compared to a wind only mix. The daily optimal mix lies at about 80% wind share due to the nightly gap in solar PV production. Picking this mix instead of solar only reduces backup energy needs by about 50%. Validation of Danish wind time series from a new global renewable energy atlas for energy system analysis

We present a new global high-resolution renewable energy atlas (REatlas) that can be used to calculate customised hourly time series of wind and solar PV power generation. In this paper, the atlas is applied to produce 32-year-long hourly model wind power time series for Denmark for each historical and future year between 1980 and 2035. These are calibrated and validated against real production data from the period 2000 to 2010. The high number of years allows us to discuss how the characteristics of Danish wind power generation varies between individual weather years. As an example, the annual energy production is found to vary by $\\pm10\\%$ from the average. Furthermore, we show how the production pattern change as small onshore turbines are gradually replaced by large onshore and offshore turbines. The fast, innovative, and lightweight circuitry that MSU is incorporating into its controller will eliminate the need for a separate heavy and expensive transformer, as well as the construction of new transmission lines. MSUs controller is better suited to control power flows from distributed and intermittent wind and solar power systems than traditional transformer-based controllers are, so it will help to integrate more renewable energy into the grid. MSUs power flow controller can be installed anywhere in the existing grid to optimize energy transmission and help reduce transmission congestion.

SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme. Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. Developing Government Renewable Energy Projects

The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

This project examines renewable energy deployment in the United States using a version of the GCAM integrated assessment model with detailed a representation of renewables, the GCAM-RE. Electricity generation was modeled in four generation segments and 12-subregions. This level of regional and sectoral detail allows a more explicit representation of renewable energy generation. Wind, solar thermal power, and central solar PV plants are implemented in explicit resource classes with new intermittency parameterizations appropriate for each technology. A scenario analysis examines a range of assumptions for technology characteristics, climate policy, and long-distance transmission. We find that renewable generation levels grow over the century in all scenarios. As expected, renewable generation increases with lower renewable technology costs, more stringent climate policy, and if alternative low-carbon technology are not available. The availability of long distance transmission lowers policy costs and changes the renewable generation mix.

Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

WIND ENERGY POLICIES IN TURKEY

Energy is a strategic parameter, which demonstrates the development of a country. In Turkey, energy and energy politics are mainly based on the supply due to the inadequate fossil fuel resources. In the beginning of the 21 st century, due to the increase in the price of fossil fuels and environmental burdens, many countries showed renewed interest in alternative energy resources. Climate change and environmental problems caused by greenhouse gas emissions showed the importance of renewable energy resources and especially wind energy. The major reason for the interest in wind energy technologies out of many renewable energy resources is the bulk availability of this resource without any cost. In Turkey, the major solution to the dependency on foreign energy resources is: domestic production, development, and operation of renewable energy resources. However, in order to make these investments, suitable conditions and strategies must be generated. In order to accelerate the wind energy investments in Turkey: (i) the problems related to the interconnectivity of the wind power systems to the grid must be solved (ii) the guaranteed purchase price of the wind energy must be updated (iii) and the construction/operation of wind power plants must be subsidised by government initiatives. In this study, the politics related to wind energy is extensively reviewed and the possible suggestions/solutions related to the acceleration of wind energy production and investments in Turkey are given.

Western Wind Strategy: Addressing Critical Issues for Wind Deployment

The goal of the Western Wind Strategy project was to help remove critical barriers to wind development in the Western Interconnection. The four stated objectives of this project were to: (1) identify the barriers, particularly barriers to the operational integration of renewables and barriers identified by load-serving entities (LSEs) that will be buying wind generation, (2) communicate the barriers to state officials, (3) create a collaborative process to address those barriers with the Western states, utilities and the renewable industry, and (4) provide a role model for other regions. The project has been on the forefront of identifying and informing state policy makers and utility regulators of critical issues related to wind energy and the integration of variable generation. The project has been a critical component in the efforts of states to push forward important reforms and innovations that will enable states to meet their renewable energy goals and lower the cost to consumers of integrating variable generation.

Renewable Electricity Futures Study. Executive Summary

The Renewable Electricity Futures (RE Futures) Study investigated the challenges and impacts of achieving very high renewable electricity generation levels in the contiguous United States by 2050. The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%-90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions. RE Futures was led by the National Renewable Energy Laboratory (NREL) and the Massachusetts Institute of Technology (MIT).

There is growing interest in renewable energy around the world. Since most renewable sources are intermittent in nature, it is a challenging task to integrate renewable energy resources into the power grid infrastructure. In this grid integration, communication systems are crucial technologies, which enable the accommodation of distributed renewable energy generation and play extremely important role in monitoring, operating, and protecting both renewable energy generators and power systems. In this paper, we review some communication technologies available for grid integration of renewable energy resources. Then, we present the communication systems used in a real renewable energy project, Bear Mountain Wind Farm (BMW) in British Columbia, Canada. In addition, we present the communication systems used in Photovoltaic Power Systems (PPS). The National Renewable Energy Laboratory started collecting wind power data from large commercial wind power plants (WPPs) in southwest Minnesota with dedicated dataloggers and communication links in the spring of 2000. Over the years, additional WPPs in other areas were added to and removed from the data collection effort. The longest data stream of actual wind plant output is more than 10 years. The resulting data have been used to analyze wind power fluctuations, frequency distribution of changes, the effects of spatial diversity, and wind power ancillary services. This report uses the multi-year wind power data to examine long-term wind power variability.

AbstractRenewable energy systems are becoming a topic of great interest and investment in the world. In recent years wind power generation has experienced a very fast development in the whole world. For planning and successful implementations of good wind power plant projects, wind potential measurements are required. In these projects, of great importance is the effective choice of the micro location for wind potential measurements, installation of the measurement station with the appropriate measuring equipment, its maintenance and analysis of the gained data on wind potential characteristics. In this paper, a wavelet transform has been applied to analyze the wind speed data in the context of insight in the characteristics of the wind and the selection of suitable locations that could be the subject of a wind farm construction. The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%-90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions. RE Futures was led by the National Renewable Energy Laboratory (NREL) and the Massachusetts Institute of Technology (MIT).

Wind energy is currently the fastest-growing renewable source of energy in India; India is a key market for the wind industry, presenting substantial opportunities for both the international and domestic players. In India the research is carried out on wind energy utilization on big ways.There are still many unsolved challenges in expanding wind power, and there are numerous problems of interest to systems and control researchers. In this paper we study the pitch control mechanism of wind turbine. The pitch control system is one of the most widely used control techniques to regulate the output power of a wind turbine generator. The pitch angle is controlled to keep the generator power at rated power by reducing the angle of the blades. By regulating, the angle of stalling, fast torque changes from the wind will be reutilized. It also describes the design of the pitch controller and discusses the response of the pitch-controlled system to wind velocity variations. The pitch control system is found to have a large output power variation and a large settling time.

Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as intermittent) output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

Tax incentives have been an important factor in the growth of renewable generation over the past decade, and they could continue to be important in the future. The Energy Tax Act of 1978 (Public Law 95-618) established ITCs for wind, and EPACT92 established the Renewable Electricity Production Credit (more commonly called the PTC) as an incentive to promote certain kinds of renewable generation beyond wind on the basis of production levels. Specifically, the PTC provided an inflation-adjusted tax credit of 1.5 cents per kilowatthour for generation sold from qualifying facilities during the first 10 years of operation. The credit was available initially to wind plants and facilities that used closed-loop biomass fuels and were placed in service after passage of the Act and before June 1999.

To determine the potential for hydrogen production via renewable electricity sources, three aspects of the system are analyzed: a renewable hydrogen resource assessment, a cost analysis of hydrogen production via electrolysis, and the annual energy requirements of producing hydrogen for refueling. Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

This fact sheet describes the offshore renewable energy R&D efforts at NREL's NWTC. As the United States increases its efforts to tap the domestic energy sources needed to diversify its energy portfolio and secure its energy supply, more attention is being focused on the rich renewable resources located offshore. Offshore renewable energy sources include offshore wind, waves, tidal currents, ocean and river currents, and ocean thermal gradients. According to a report published by the National Renewable Energy Laboratory (NREL) in 2010,1 U.S. offshore wind resources have a gross potential generating capacity four times greater than the nation's present electric capacity, and the Electric Power Research Institute estimates that the nation's ocean energy resources could ultimately supply at least 10% of its electric supply. For more than 30 years, NREL has advanced the science of renewable energy while building the capabilities to guide rapid deployment of commercial applications. Since 1993, NREL's National Wind Technology Center (NWTC) has been the nation's premier wind energy research facility, specializing in the advancement of wind technologies that range in size from a kilowatt to several megawatts. For more than 8 years, the NWTC has been an international leader in the field of offshore floating wind system analysis. Today, researchers at the NWTC are taking their decades of experience and extensive capabilities and applying them to help industry develop cost-effective hydrokinetic systems that convert the kinetic energy in water to provide power for our nation's heavily populated coastal regions. The center's capabilities and experience cover a wide spectrum of wind and water energy engineering disciplines, including atmospheric and ocean fluid mechanics, aerodynamics; aeroacoustics, hydrodynamics, structural dynamics, control systems, electrical systems, and testing.

This preliminary assessment of renewable energy resources on the Umatilla Indian Reservation (UIR) has been performed by CTUIR Department of Science and Engineering (DOSE). This analysis focused primarily identifying renewable resources that may be applied on or near the Umatilla Indian Reservation. In addition preliminary technical and economic feasibility of developing renewable energy resources have been prepared and initial land use planning issues identified. Renewable energies examined in the course of the investigation included solar thermal, solar photovoltaic, wind, bioethanol, bio-diesel and bio-pellet fuel. All renewable energy options studied were found to have some potential for the CTUIR. These renewable energy options are environmentally friendly, sustainable, and compliment many of the policy goals of the CTUIR. This report seeks to provide an overall review of renewable energy technologies and applications. It tries to identify existing projects near to the CTUIR and the efforts of the federal government, state government and the private sector in the renewable energy arena. It seeks to provide an understanding of the CTUIR as an energy entity. This report intends to provide general information to assist tribal leadership in making decisions related to energy, specifically renewable energy deve lopment.

Renewable energy integration studies require wind data sets of high quality with realistic representations of the variability, ramping characteristics, and forecast performance for current wind power plants. The Wind Integration National Data Set (WIND) Toolkit is meant to be an update for and expansion of the original data sets created for the weather years from 2004 through 2006 during the Western Wind and Solar Integration Study and the Eastern Wind Integration Study. The WIND Toolkit expands these data sets to include the entire continental United States, increasing the total number of sites represented, and it includes the weather years from 2007 through 2012. In addition, the WIND Toolkit has a finer resolution for both the temporal and geographic dimensions. Three separate data sets will be created: a meteorological data set, a wind power data set, and a forecast data set. This report describes the validation of the wind power data set.

EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

The problem statement for this project is: (1) Renewable energy portfolio standards - (a) high penetration of intermittent and variable renewable generation on the grid, (b) utilities constrained by NERC Control Performance Standards, (c) requires additional resources to match generation with load; and (2) mitigation of impacts with energy storage - at what level of renewable penetration does energy storage become an attractive value proposition. Use a simplified, yet robust dispatch model that: (a) incorporates New Mexico Balance Area load and wind generation data, (b) distributes the load among a suite of generators, (c) quantifies increased generation costs with increased penetration of intermittent and variable renewable generation - fuel, startup, shut down, ramping, standby, etc., (d) tracks and quantifies NERC pentalties and violations, and (e) quantifies storage costs. Micropitting is a Hertzian fatigue phenomenon that affects many wind turbine gearboxes, and it affects the reliability of the machines. With the major growth and increasing dependency on renewable energy, mechanical reliability is an extremely important issue. The U.S. Department of Energy has made a commitment to improving wind turbine reliability and the National Renewable Energy Laboratory (NREL) has started a gearbox reliability project. Micropitting as an issue that needed attention came to light through this effort. To understand the background of work that had already been accomplished, and to consolidate some level of collective understanding of the issue by acknowledged experts, NREL hosted a wind turbine micropitting workshop, which was held at the National Wind Technology Center in Boulder, Colorado, on April 15 and 16, 2009.

Western Wind and Solar Integration Study

The Western Wind and Solar Integration Study (WWSIS) is one of the largest regional wind and solar integration studies to date. It was initiated in 2007 to examine the operational impact of up to 35% energy penetration of wind, photovoltaics (PV), and concentrating solar power (CSP) on the power system operated by the WestConnect group of utilities in Arizona, Colorado, Nevada, New Mexico, and Wyoming (see study area map). WestConnect also includes utilities in California, but these were not included because California had already completed a renewable energy integration study for the state. This study was set up to answer questions that utilities, public utilities commissions, developers, and regional planning organizations had about renewable energy use in the west: (1) Does geographic diversity of renewable energy resource help mitigate variability; (2) How do local resources compare to out-of-state resources; (3) Can balancing area cooperation help mitigate variability; (4) What is the role and value of energy storage; (5) Should reserve requirements be modified; (6) What is the benefit of forecasting; and (7) How can hydropower help with integration of renewables? The Western Wind and Solar Integration Study is sponsored by the U.S. Department of Energy (DOE) and run by NREL with WestConnect as a partner organization. The study follows DOE's 20% Wind Energy by 2030 report, which did not find any technical barriers to reaching 20% wind energy in the continental United States by 2030. This study and its partner study, the Eastern Wind Integration and Transmission Study, performed a more in-depth operating impact analysis to see if 20% wind energy was feasible from an operational level. In DOE/NREL's analysis, the 20% wind energy target required 25% wind energy in the western interconnection; therefore, this study considered 20% and 30% wind energy to bracket the DOE analysis. Additionally, since solar is rapidly growing in the west, 5% solar was also considered in this study. The goal of the Western Wind and Solar Integration Study is to understand the costs and operating impacts due to the variability and uncertainty of wind, PV, and CSP on the grid. This is mainly an operations study, (rather than a transmission study), although different scenarios model different transmission build-outs to deliver power. Using a detailed power system production simulation model, the study identifies operational impacts and challenges of wind energy penetration up to 30% of annual electricity consumption.

Power Transfer Potential to the Southeast in Response to a Renewable Portfolio Standard: Interim Report 2

Electricity consumption in the Southeastern US, not including Florida, is approximately 24% of the total US. The availability of renewable resources for electricity production is relatively small compared to the high consumption. Therefore meeting a national renewable portfolio standard (RPS) is particularly challenging in this region. Neighboring regions, particularly to the west, have significant wind resources and given sufficient long distant transmission these resources could serve energy markets in the SE. This report looks at renewable resource supply relative to demands and the potential for power transfer into the SE. It shows that development of wind resources will depend not only on available transmission capacity but also on electricity supply and demand factors.

Battery powered transmitters face energy constraint, replenishing their energy by a renewable energy source (like solar or wind power) can lead to longer lifetime. We consider here the problem of finding the optimal power allocation under random channel conditions for a wireless transmitter, such that rate of information transfer is maximized. Here a rechargeable battery, which is periodically charged by renewable source, is used to power the transmitter. All of above is formulated as a Markov Decision Process. Structural properties like the monotonicity of the optimal value and policy derived in this paper will be of vital importance in understanding the kind of algorithms and approximations needed in real-life scenarios. The effect of curse of dimensionality which is prevalent in Dynamic programming problems can thus be reduced. We show our results under the most general of assumptions.

The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

How does wind tunnel airfoil data differ from the airfoil performance on an operating horizontal axis wind turbine (HAWT) The National Renewable Energy laboratory has been conducting a comprehensive test program focused on answering this question and understanding the basic fluid mechanics of rotating HAWT stall aerodynamics. The basic approach was to instrument a wind rotor, using an airfoil that was well documented by wind tunnel tests, and measure operating pressure distributions on the rotating blade. Based an the integrated values of the pressure data, airfoil performance coefficients were obtained, and comparisons were made between the rotating data and the wind tunnel data. Care was taken to the aerodynamic and geometric differences between the rotating and the wind tunnel models. This is the first of two reports describing the Combined Experiment Program and its results. This Phase I report covers background information such as test setup and instrumentation. It also includes wind tunnel test results and roughness testing.

Implications of Regional Transmission Organization Design for Renewable Energy Technologies

This report summarizes the development of Regional Transmission Organizations (RTOs) and assesses the potential implications of market rules for renewable energy technologies. The report focuses on scheduling provisions, as these have proved problematic in some cases for intermittent renewable energy technologies. Market rules of four RTOs-the Pennsylvania-Maryland-New Jersey ISO, the ERCOT ISO, the Midwest ISO and the New York ISO (NYISO)-were examined to determine the impact on intermittent renewable energy projects such as wind energy generators. Also, a more general look was taken at how biomass power may fare in RTOs, specifically whether these technologies can participate in ancillary service markets. Lastly, an assessment was made regarding the implications for renewable energy technologies of a Northeast-wide RTO that would combine the three existing Northeast ISOs (the aforementioned PJM and NYISOs, as well as ISO New England).

Renewable Energy Positioning System: Energy Positioning: Control and Economics

GENI Project: The University of Washington and the University of Michigan are developing an integrated system to match well-positioned energy storage facilities with precise control technologies so the electric grid can more easily include energy from renewable power sources like wind and solar. Because renewable energy sources provide intermittent power, it is difficult for the grid to efficiently allocate those resources without developing solutions to store their energy for later use. The two universities are working with utilities, regulators, and the private sector to position renewable energy storage facilities in locations that optimize their ability to provide and transmit electricity where and when it is needed most. Expanding the network of transmission lines is prohibitively expensive, so combining well-placed storage facilities with robust control systems to efficiently route their power will save consumers money and enable the widespread use of safe, renewable sources of power.

Meteorological Observations for Renewable Energy Applications at Site 300

In early October 2010, two Laser and Detection Ranging (LIDAR) units (LIDAR-96 and LIDAR-97), a 3 m tall flux tower, and a 3 m tall meteorological tower were installed in the northern section of Site 300 (Figure 1) as a first step in development of a renewable energy testbed facility. This section of the SMS project is aimed at supporting that effort with continuous maintenance of atmospheric monitoring instruments capable of measuring vertical profiles of wind speed and wind direction at heights encountered by future wind power turbines. In addition, fluxes of energy are monitored to estimate atmospheric mixing and its effects on wind flow properties at turbine rotor disk heights. Together, these measurements are critical for providing an accurate wind resource characterization and for validating LLNL atmospheric prediction codes for future renewable energy projects at Site 300. Accurate, high-resolution meteorological measurements of wind flow in the planetary boundary layer (PBL) and surface-atmosphere energy exchange are required for understanding the properties and quality of available wind power at Site 300. Wind speeds at heights found in a typical wind turbine rotor disk ({approx} 40-140 m) are driven by the synergistic impacts of atmospheric stability, orography, and land-surface characteristics on the mean wind flow in the PBL and related turbulence structures. This section of the report details the maintenance and labor required in FY11 to optimize the meteorological instruments and ensure high accuracy of their measurements. A detailed look at the observations from FY11 is also presented. This portion of the project met the following milestones: Milestone 1: successful maintenance and data collection of LIDAR and flux tower instruments; Milestone 2: successful installation of solar power for the LIDAR units; and Milestone 3: successful implementation of remote data transmission for the LIDAR units.

Incorporating Wind Generation in Cap and Trade Programs

Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

Schools are key to achieving the goal of producing 20% of the nation's electricity demand. Most significantly, schools are training the scientists, technicians, businesspeople, decisionmakers, and teachers of the future. What students learn and believe about wind energy will impact the United States' ability to create markets and policy, develop and improve technology, finance and implement projects, and create change in all of our public and private institutions. In the nearer term, school districts have large facility costs, electrical loads, and utility costs. They are always in search of ways to reduce costs or obtain revenue to improve educational programs. Schools value teaching about the science and technology of renewable energy. They are important opinion leaders, particularly in rural communities. And their financial structures are quite different from other institutions (funding, incentives, restrictions, etc.). Learning objectives: The presentation will use case studies, project experience, and discussion with the audience to convey the current status of wind energy applications and education in U.S. schools and understanding of the elements that create a successful school wind energy project. The presentation will provide attendees with a background in the current level of knowledge and generate discussion on several themes.
