    Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investors were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

    This report is the first quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of July 12, 2002 (project inception) to September 30, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted to identify and analyze potential renewable energy technologies and verify its feasibility and suitability for the project. The report covers the two-day Energy Charrette that was held at the Inland Empire Utilities Agency (IEUA) Headquarters Building on May 8-9, 2002 to brainstorm, evaluate and present all available renewable energy options along with their implementations. Although the Energy Charrette was held prior to awarding of the DOE Grant, the outcome of the Charrette forms the basis of the activities that took place after July 12, 2002. Therefore, the Energy Charrette is frequently referenced and discussed in this report. The report also discusses the Energy Meeting that took place on September 24, 2002 between IEUA and CH2M Hill to follow up on the various presentations and recommendations resulting from the Energy Charrette. It should be noted that no final equipment data or capacities have been presented in the report, as the Conceptual Design has not started yet. This report covers continuing effort and work to complete the Request for Proposal (RFP) for this project. The Executive Summary Section covers more details on the scope of work, which consists of the conceptual, preliminary and final design, and what has been accomplished during the report period. Tools and methods utilized in this project to identify renewable energy technologies are included in the ''Experimental'' Section. Finally, Project achievements, implications and importance in improving this kind of technology are summarized in the ''Conclusion'' Section.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    In 2008, the U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage the development of renewable energy (RE) on potentially contaminated land and mine sites. As part of this effort, EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island. NREL's Renewable Energy Optimization (REO) tool was utilized to identify RE technologies that present the best opportunity for life-cycle cost-effective implementation while also serving to reduce energy-related carbon dioxide emissions and increase the percentage of RE used at NAVSTA Newport. The technologies included in REO are daylighting, wind, solar ventilation preheating (SVP), solar water heating, photovoltaics (PV), solar thermal (heating and electric), and biomass (gasification and cogeneration). The optimal mix of RE technologies depends on several factors including RE resources; technology cost and performance; state, utility, and federal incentives; and economic parameters (discount and inflation rates). Each of these factors was considered in this analysis. Technologies not included in REO that were investigated separately per NAVSTA Newport request include biofuels from algae, tidal power, and ground source heat pumps (GSHP).

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

    On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document. These regulations have spawned a $115-billion-per-year industry for {open_quotes}green{close_quotes} products and services, with more than 35,000 companies providing jobs for American workers. On the other hand, environmental regulations have placed heavy cost burdens on many U.S. businesses as they struggle to remain competitive in both domestic and foreign markets. How, then, can one reconcile the growing need for environmental protection with the desire for a stronger, healthier economy? Even as Congress debates the value of existing environmental legislation, new threats are appearing on the horizon. For example, extensive storm damage from Hurricane Andrew and other natural disasters has prompted members of the $650-billion insurance industry to begin studying the effects that global warming may have on future property damage claims. More and more people are realizing that the most efficient and economical way to control pollution is to avoid creating it in the first place. And that`s where renewable energy comes in. Technologies based on nonpolluting renewable energy sources such as sunlight and wind can help preserve our environmental heritage without a tangled web of regulations to burden industry. Renewable energy technologies can also help the United States become a world leader in a potential $400-billion-a-year global market for environmentally friendly products.

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    This report functions as a primer for renewable energy rebate programs. It highlights the impacts of specific renewable energy rebate programs on renewable energy markets around the country, as well as rebate program impacts on overarching energy policy drivers. It also discusses lessons learned, challenges, ideal applications, keys to success, and complementary and alternative policies. Results indicate that rebate programs can have a strong deployment impact on emerging renewable energy markets. This report focuses on renewable energy rebate programs, which are being analyzed as part of the State Clean Energy Policies Analysis (SCEPA) project. SCEPA is being used to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states.

  15. Human Capacity Building in Energy Efficiency and Renewable Energy System Maintenance for the Yurok Tribe

    From July 2005 to July 2007, the Schatz Energy Research Center (SERC) assisted the Yurok Tribe in the implementation of a program designed to build the Tribe’s own capacity to improve energy efficiency and maintain and repair renewable energy systems in Tribal homes on the Yurok Reservation. Funding for this effort was provided by the U.S. Department of Energy’s Tribal Program under First Steps grant award #DE-FG36-05GO15166. The program’s centerpiece was a house-by-house needs assessment, in which Tribal staff visited and conducted energy audits at over fifty homes. The visits included assessment of household energy efficiency and condition of existing renewable energy systems. Staff also provided energy education to residents, evaluated potential sites for new household renewable energy systems, and performed minor repairs as needed on renewable energy systems.

  16. RP-5 Renewable Energy Efficiency Project

    This is the sixth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period from October 1, 2003 through December 31, 2003. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. In coordination with the DOE, IEUA has revised the original Cooperative Agreement to reflect the actual and current project scope of work. The original Agreement statement of work (SOW) included conceptual and preliminary equipment and systems, which were further evaluated for feasibility and suitability for the project. As a result, some of the equipment was taken out of the project scope. In response to questions from the DOE, IEUA has submitted a summary report on the Organic Rankine Cycle (ORC) secondary power generation units for availability and suitability for this project and associated safety concerns pointed out by the DOE. IEUA has awarded the consulting engineering contract to Parsons Water and Infrastructure, Inc. to provide the project's design and construction services. The project's pre-design kickoff meeting was held at IEUA's headquarters on December 11, 2003. IEUA has submitted a proposal for a grant offered by California Energy Commission (CEC) which if awarded to IEUA, will add value to this project. IEUA has finalized and signed the agreement with Stirling Energy Systems (SES) to host a 25 kW Stirling Engine at the RP-5 plant site for reliability and performance testing using digester and natural gas. As a result of further evaluation of the flexible microturbine system, IEUA has decided to take it out of the project's scope of work; however, it may be considered in future projects at other locations. IEUA has installed a 60 kW Photovoltaic (PV) power generation system on the roof of the new headquarters building. A matching funds update is also included in the Results and Discussion section. The update presents the work effort performed by CH2M Hill, the PIER Consultant, and the associated costs that serve as matching funds for the RP-5 Renewable Energy Efficiency Project during this report period.

    Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. The energy and waste education program provides Luther students with ideas about sustainability and conservation guidelines that they carry with them into their future communities.

    This presentation provides an overview of international voluntary renewable energy markets, with a focus on the United States and Europe. The voluntary renewable energy market is the market in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. In 2010, the U.S. voluntary market was estimated at 35 terawatt-hours (TWh) compared to 300 TWh in the European market, though key differences exist. On a customer basis, Australia has historically had the largest number of customers, pricing for voluntary certificates remains low, at less than $1 megawatt-hour, though prices depend on technology.

    The subject of this paper is innovative policies to promote renewable energy. The renewable energy industry has made great progress in the last decade. Prices have dropped four-fold or more, and reliability has increased dramatically. By most measures, then, the renewable energy industry should be poised to become a mainstream success. But upon closer examination, it appears instead that society may snatch defeat from the jaws of victory. Unless something changes, and soon, dozens of promising renewable technologies may stumble and fall. An exploding population, a build-up of CO{sub 2} threatening to cause global warming, extensive oil spills and oil fires, and acid rain make it imperative to preserve this option. The author looks at what drives this situation, where on the one hand renewable energy technologies are more cost-effective than ever, and on the other society is not ready to purchase them in sufficient quantities to overcome these problems.

    Hawaii`s extensive renewable resources and limited access to conventional fuels has, in a sense, created a natural environment for the development and implementation of renewable energy processes, technologies, and materials. Aside from its traditional combustion of bagasse at sugar mills, Hawaii has invested in a wide range of renewable energy technologies, including municipal waste-to-energy incineration, hydropower, wind energy, solar photovoltaic (PV), small-scale solar, geothermal, and innovative hybrid wind/diesel and wind/pumped hydro systems. While regarded as a leader in the field of renewable energy, Hawaii`s pioneering approach has generally focused on research and development rather on implementation and commercialization. Despite being a front-runner in the utilization of a number of renewable energy resources, Hawaii`s dependence on petroleum continues to be among the highest in the United States. In 1990, petroleum constituted 92% of Hawaii`s energy supply in contrast to renewable energy`s contribution of 8%. The introduction of coal-fired electricity generation in 1992 has helped to diversify the energy base and decrease the share of oil. But, coal`s low fuel costs may also impact negatively on the prospects for renewable energy. The combination of the impending decline of sugarcane and the growing concerns for the islands` energy and environmental security is changing Hawaii`s energy landscape. While a number of traditional options may be phased out over the next few years, the emergence of new prospects holds considerable promise for an expanded role for renewable energy in the future.

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production. This plan calls for commercial-scale production only, with the QIN being the first “customer” for the product. This plan favors employing the pyrolysis technology to produce bio-oil, heat, and char. We favor this approach and technology because it is the most cost effective way to use the available resource. Its main product, bio-oil, has proven utility for the production of heat and electricity. It has promise for use as an alternative fuel, which is a much higher value than present uses of wood and it meets the QIN need for flexibility, scalability, and portability. Char, the secondary product from the pyrolysis process, has proven value-added uses. In addition to these direct benefits, the use of biomass in pyrolysis technology has significant indirect benefits. These benefits include the fact that the technology is a good fit with the Nation’s cultural values, i.e., environmental protection and the holistic use of a resource. It fits well with current QIN enterprises. For example, char could be processed into a charcoal co-product for QIN fish. Finally, the QIN can become a leader in developing and demonstrating this innovative approach to the use of wood. This plan proposes key organization steps to insure both excellent implementation of the plan and taking the best advantage of the processes and facilities put in place. This plan calls for two new QIN organizations: an energy production/distribution corporation and a community development corporation. The production/distribution corporation can be either a utility or a business enterprise that develops and markets renewable energy. The community development corporation can be a not-for-profit to support the QIN in taking best advantage of its energy opportunities. The production and distribution corporation is the subject of a further business planning effort now underway. This plan envisions a community development corporation that works directly with the Business Committee on research, education, and project development.     This report presents the results of Pacific Northwest National Laboratory's (PNNL) follow-on renewable energy (RE) assessment of Fort Hood. Fort Hood receives many solicitations from renewable energy vendors who are interested in doing projects on site. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

Since most renewable sources are intermittent in nature, it is a challenging task to integrate renewable energy resources into the power grid infrastructure. In this grid integration, communication systems are crucial technologies, which enable the accommodation of distributed renewable energy generation and play extremely important role in monitoring, operating, and protecting both renewable energy generators and power systems. In this paper, we review some communication technologies available for grid integration of renewable energy resources. Then, we present the communication systems used in a real renewable energy project, Bear Mountain Wind Farm (BMW) in British Columbia, Canada. In addition, we present the communication systems used in Photovoltaic Power Systems (PPS). Finally, we outline some research challenges and possible solutions about the communication systems for grid integration of renewable energy resources.

    This paper describes a method for determining the combination of renewable energy technologies that minimize life-cycle cost at a facility, often with a specified goal regarding percent of energy use from renewable sources. Technologies include: photovoltaics (PV); wind; solar thermal heat and electric; solar ventilation air preheating; solar water heating; biomass heat and electric (combustion, gasification, pyrolysis, anaerobic digestion); and daylighting. The method rests upon the National Renewable Energy Laboratory's (NREL's) capabilities in characterization of technology cost and performance, geographic information systems (GIS) resource assessment, and life-cycle cost analysis. The paper discusses how to account for the way candidate technologies interact with each other, and the solver routine used to determine the combination that minimizes life-cycle cost. Results include optimal sizes of each technology, initial cost, operating cost, and life-cycle cost, including incentives from utilities or governments. Results inform early planning to identify and prioritize projects at a site for subsequent engineering and economic feasibility study.

    The Gila River Indian Community (GRIC or the Community) contracted the ANTARES Group, Inc. (“ANTARES”) to assess the feasibility of solar photovoltaic (PV) installations. A solar energy project could provide a number of benefits to the Community in terms of potential future energy savings, increased employment, environmental benefits from renewable energy generation and usage, and increased energy self-sufficiency. The study addresses a number of facets of a solar project’s overall feasibility, including: ? Technical appropriateness; ? Solar resource characteristics and expected system performance; ? Levelized cost of electricity (LCOE) economic assessment. The Gila River Indian Community (GRIC or the Community) contracted the ANTARES Group, Inc. (“ANTARES”) to prepare a biomass resource assessment study and evaluate the feasibility of a bioenergy project on Community land. A biomass project could provide a number of benefits to the Community in terms of increased employment, environmental benefits from renewable energy generation and usage, and increased energy self-sufficiency.
