Optimal Power Allocation for Renewable Energy Source

Battery powered transmitters face energy constraint, replenishing their energy by a renewable energy source (like solar or wind power) can lead to longer lifetime. We consider here the problem of finding the optimal power allocation under random channel conditions for a wireless transmitter, such that rate of information transfer is maximized. Here a rechargeable battery, which is periodically charged by renewable source, is used to power the transmitter. All of above is formulated as a Markov Decision Process. Structural properties like the monotonicity of the optimal value and policy derived in this paper will be of vital importance in understanding the kind of algorithms and approximations needed in real-life scenarios. The effect of curse of dimensionality which is prevalent in Dynamic programming problems can thus be reduced. We show our results under the most general of assumptions.

A Stochastic Calculus for Network Systems with Renewable Energy Sources

We consider the performance modeling and evaluation of network systems powered with renewable energy sources such as solar and wind energy. Such energy sources largely depend on environmental conditions, which are hard to predict accurately. As such, it may only make sense to require the network systems to support a soft quality of service (QoS) guarantee, i.e., to guarantee a service requirement with a certain high probability. In this paper, we intend to build a solid mathematical foundation to help better understand the stochastic energy constraint and the inherent correlation between QoS and the uncertain energy supply. We utilize a calculus approach to model the cumulative amount of charged energy and the cumulative amount of consumed energy. We derive upper and lower bounds on the remaining energy level based on a stochastic energy charging rate and a stochastic energy discharging rate. The integration of renewable energy sources into electric power transmission systems

Renewable energy technologies such as photovoltaics, solar thermal power plants, and wind turbines are nonconventional, environmentally attractive sources of energy that can be considered for electric power generation. Many of the areas with abundant renewable energy resources (very sunny or windy areas) are far removed from major load centers. Although electrical power can be transmitted over long distances of many hundreds of miles through high-voltage transmission lines, power transmission systems often operate near their limits with little excess capacity for new generation sources. This study assesses the available capacity of transmission systems in designated abundant renewable energy resource regions and identifies the requirements for high-capacity plant integration in selected cases. In general, about 50 MW of power from renewable sources can be integrated into existing transmission systems to supply local loads without transmission upgrades beyond the construction of a substation to connect to the grid. Except in the Southwest, significant investment to strengthen transmission systems will be required to support the development of high-capacity renewable sources of 1000 MW or greater in areas remote from major load centers. Cost estimates for new transmission facilities to integrate and dispatch some of these high-capacity renewable sources ranged from several million dollars to approximately one billion dollars, with the latter figure an increase in total investment of 35%, assuming that the renewable source is the only user of the transmission facility.

The integration of renewable energy sources into electric power distribution systems. Volume 2, Utility case assessments

Electric utility distribution system impacts associated with the integration of renewable energy sources such as photovoltaics (PV) and wind turbines (WT) are considered in this project. The impacts are expected to vary from site to site according to the following characteristics: (1) The local solar insolation and/or wind characteristics; (2) renewable energy source penetration level; (3) whether battery or other energy storage systems are applied; and (4) local utility distribution design standards and planning practices. Small, distributed renewable energy sources are connected to the utility distribution system like other, similar kW- and MW-scale equipment and loads. Residential applications are expected to be connected to single-phase 120/240-V secondaries. Larger kw-scale applications may be connected to three-phase secondaries, and larger hundred-kW and MW-scale applications, such as MW-scale windfarms or PV plants, may be connected to electric utility primary systems via customer-owned primary and secondary collection systems. Small, distributed renewable energy sources installed on utility distribution systems will also produce nonsite-specific utility generation system benefits such as energy and capacity displacement benefits, in addition to the local site-specific distribution system benefits. Although generation system benefits are not site-specific, they are utility-specific, and they vary significantly among utilities in different regions. In addition, transmission system benefits, environmental benefits and other benefits may apply. These benefits also vary significantly among utilities and regions. Seven utility case studies considering PV, WT, and battery storage were conducted to identify a range of potential renewable energy source distribution system applications.

Promoting electricity from renewable energy sources -- lessons learned from the EU, U.S. and Japan

The promotion of electricity generated from Renewable Energy Sources (RES) has recently gained high priority in the energy policy strategies of many countries in response to concerns about global climate change, energy security and other reasons. This chapter compares and contrasts the experience of a number of countries in Europe, states in the US as well as Japan in promoting RES, identifying what appear to be the most successful policy measures. Clearly, a wide range of policy instruments have been tried and are in place in different parts of the world to promote renewable energy technologies. The design and performance of these schemes varies from place to place, requiring further research to determine their effectiveness in delivering the desired results. The main conclusions that can be drawn from the present analysis are: (1) Generally speaking, promotional schemes that are properly designed within a stable framework and offer long-term investment continuity produce better results. Credibility and continuity reduce risks thus leading to lower profit requirements by investors. (2) Despite their significant growth in absolute terms in a number of key markets, the near-term prognosis for renewables is one of modest success if measured in terms of the percentage of the total energy provided by renewables on a world-wide basis. This is a significant challenge, suggesting that renewables have to grow at an even faster pace if we expect them to contribute on a significant scale to the world's energy mix.

Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

Techno-economic analysis of renewable energy source options for a district heating project

With the increased interest in exploiting renewable energy sources for district heating applications, the economic comparison of viable options has been considered as an important step in making a sound decision. In this paper, the economic performance of several energy options for a district heating system in Vancouver, British Columbia, is studied. The considered district heating system includes a 10 MW peaking/ backup natural gas boiler to provide about 40% of the annual energy requirement and a 2.5 MW base-load system. The energy options for the base-load system include: wood pellet, sewer heat, and geothermal heat. Present values of initial and operating costs of each system were calculated over 25-year service life of the systems, considering depreciation and salvage as a negative cost item. It was shown that the wood pellet heat producing technologies provided less expensive energy followed by the sewer heat recovery, geothermal and natural gas systems. Among wood pellet technologies, the grate burner was a less expensive option than powder and gasifier technologies. It was found that using natural gas as a fuel source for the peaking/backup system accounted for more than 40% of the heat production cost for the considered district heating center. This is mainly due to the high natural gas prices which cause high operating costs over the service life of the district heating system. Variations in several economic inputs did not change the ranking of the technology options in the sensitivity analysis. However, it was found that the results were more sensitive to changes in operating costs of the system than changes in initial investment. It is economical to utilize wood pellet boilers to provide the base-load energy requirement of district heating systems Moreover, the current business approach to use natural gas systems for peaking and backup in district heating systems could increase the cost of heat production significantly.

Integration of Renewable Energy Sources in Future Power Systems: The Role of Storage

Integrating a high share of electricity from non-dispatchable Renewable Energy Sources in a power supply system is a challenging task. One option considered in many studies dealing with prospective power systems is the installation of storage devices to balance the fluctuations in power production. However, it is not yet clear how soon storage devices will be needed and how the integration process depends on different storage parameters. Using long-term solar and wind energy power production data series, we present a modelling approach to investigate the influence of storage size and efficiency on the pathway towards a 100% RES scenario. Applying our approach to data for Germany, we found that up to 50% of the overall electricity demand can be met by an optimum combination of wind and solar resources without both curtailment and storage devices if the remaining energy is provided by sufficiently flexible power plants. Current Renewable Energy Technologies and Future Projections

The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document. Job generation has been a part of the national dialogue surrounding energy policy and renewable energy (RE) for many years. RE advocates tout the ability of renewable energy to support new job opportunities in rural America and the manufacturing sector. Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy. The report, Study of the Effects on Employment of Public Aid to Renewable Energy Sources, from King Juan Carlos University in Spain, is one recent addition to this debate. This report asserts that, on average, every renewable energy job in Spain 'destroyed' 2.2 jobs in the broader Spanish economy. The authors also apply this ratio to the U.S. context to estimate expected job loss from renewable energy development and policy in the United States. This memo discusses fundamental and technical limitations of the analysis by King Juan Carlos University and notes critical assumptions implicit in the ultimate conclusions of their work. The memo also includes a review of traditional employment impact analyses that rely on accepted, peer-reviewed methodologies, and it highlights specific variables that can significantly influence the results of traditional employment impact analysis.

The specific hydrogen market determines the value of hydrogen from different sources. Each hydrogen production technology has its own distinct characteristics. For example, steam reforming of natural gas produces only hydrogen. In contrast, nuclear and solar hydrogen production facilities produce hydrogen together with oxygen as a by-product or co-product. For a user who needs both oxygen and hydrogen, the value of hydrogen from nuclear and solar plants is higher than that from a fossil plant because 'free' oxygen is produced as a by-product. Six factors that impact the relative economics of fossil, nuclear, and solar hydrogen production to the customer are identified: oxygen by-product, avoidance of carbon dioxide emissions, hydrogen transport costs, storage costs, availability of low-cost heat, and institutional factors. These factors imply that different hydrogen production technologies will be competitive in different markets and that the first markets for nuclear and solar hydrogen will be those markets in which they have a unique competitive advantage. These secondary economic factors are described and quantified in terms of dollars per kilogram of hydrogen.

Developing Government Renewable Energy Projects

The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

Communication Systems for Grid Integration of Renewable Energy Resources

There is growing interest in renewable energy around the world. Since most renewable sources are intermittent in nature, it is a challenging task to integrate renewable energy resources into the power grid infrastructure. In this grid integration, communication systems are crucial technologies, which enable the accommodation of distributed renewable energy generation and play extremely important role in monitoring, operating, and protecting both renewable energy generators and power systems. In this paper, we review some communication technologies available for grid integration of renewable energy resources. Then, we present the communication systems used in a real renewable energy project, Bear Mountain Wind Farm (BMW) in British Columbia, Canada. In addition, we present the communication systems used in Photovoltaic Power Systems (PPS). Finally, we outline some research challenges and possible solutions about the communication systems for grid integration of renewable energy resources.

GENI Project: The University of Washington and the University of Michigan are developing an integrated system to match well-positioned energy storage facilities with precise control technologies so the electric grid can more easily include energy from renewable power sources like wind and solar. Because renewable energy sources provide intermittent power, it is difficult for the grid to efficiently allocate those resources without developing solutions to store their energy for later use. The two universities are working with utilities, regulators, and the private sector to position renewable energy storage facilities in locations that optimize their ability to provide and transmit electricity where and when it is needed most. Expanding the network of transmission lines is prohibitively expensive, so combining well-placed storage facilities with robust control systems to efficiently route their power will save consumers money and enable the widespread use of safe, renewable sources of power.

To determine the potential for hydrogen production via renewable electricity sources, three aspects of the system are analyzed: a renewable hydrogen resource assessment, a cost analysis of hydrogen production via electrolysis, and the annual energy requirements of producing hydrogen for refueling. Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

Efficient Algorithms for Renewable Energy Allocation to Delay Tolerant Consumers

We investigate the problem of allocating energy from renewable sources to flexible consumers in electricity markets. We assume there is a renewable energy supplier that provides energy according to a time-varying (and possibly unpredictable) supply process. The plant must serve consumers within a specified delay window, and incurs a cost of drawing energy from other (possibly non-renewable) sources if its own supply is not sufficient to meet the deadlines. We formulate two stochastic optimization problems: The first seeks to minimize the time average cost of using the other sources (and hence strives for the most efficient utilization of the renewable source). The second allows the renewable source to dynamically set a price for its service, and seeks to maximize the resulting time average profit. These problems are solved via the Lyapunov optimization technique. This report is the first quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of July 12, 2002 (project inception) to September 30, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted to identify and analyze potential renewable energy technologies and verify its feasibility and suitability for the project. The report covers the two-day Energy Charrette that was held at the Inland Empire Utilities Agency (IEUA) Headquarters Building on May 8-9, 2002 to brainstorm, evaluate and present all available renewable energy options along with their implementations. Although the Energy Charrette was held prior to awarding of the DOE Grant, the outcome of the Charrette forms the basis of the activities that took place after July 12, 2002. Therefore, the Energy Charrette is frequently referenced and discussed in this report. The report also discusses the Energy Meeting that took place on September 24, 2002 between IEUA and CH2M Hill to follow up on the various presentations and recommendations resulting from the Energy Charrette. It should be noted that no final equipment data or capacities have been presented in the report, as the Conceptual Design has not started yet. This report covers continuing effort and work to complete the Request for Proposal (RFP) for this project. The Executive Summary Section covers more details on the scope of work, which consists of the conceptual, preliminary and final design, and what has been accomplished during the report period. Tools and methods utilized in this project to identify renewable energy technologies are included in the ''Experimental'' Section. Finally, Project achievements, implications and importance in improving this kind of technology are summarized in the ''Conclusion'' Section.

Two of the major challenges the U.S. energy sector faces are greenhouse gas emissions and oil that is both imported and potentially reaching a peak (the point at which maximum extraction is reached). Interest in development of both renewable and nuclear energy has been strong because both have potential for overcoming these challenges. Research in both energy sources is ongoing, but relatively little research has focused on the potential benefits of combining nuclear and renewable energy. In September 2011, the Joint Institute for Strategic Energy Analysis (JISEA) convened the Nuclear and Renewable Energy Synergies Workshop at the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) to identify potential synergies and strategic leveraging opportunities between nuclear energy and renewable energy. Industry, government, and academic thought leaders gathered to identify potential broad categories of synergies and brainstorm topic areas for additional analysis and research and development (R&D). The RenewElec Project: Variable Renewable Energy and the Power System

Variable energy resources, such as wind power, now produce about 4% of U.S. electricity. They can play a significantly expanded role if the U.S. adopts a systems approach that considers affordability, security and reliability. Reaching a 20-30% renewable portfolio standard goal is possible, but not without changes in the management and regulation of the power system, including accurately assessing and preparing for the operational effects of renewable generation. Cationically polymerizable monomers derived from renewable sources

The objective of this project is to make use of products obtained from renewable plant sources as monomers for the direct production of polymers which can be used for a wide range of plastic applications. In this report is described progress in the synthesis and polymerization of cationically polymerizable monomers and oligomers derived from botanical oils, terpenes, natural rubber, and lignin. Nine different botanical oils were obtained from various sources, characterized and then epoxidized. Their photopolymerization was carried out using cationic photoinitiators and the mechanical properties of the resulting polymers characterized. Preliminary biodegradation studies are being conducted on the photopolymerized films from several of these oils. Limonene was cationically polymerized to give dimers and the dimers epoxidized to yield highly reactive monomers suitable for coatings, inks and adhesives. The direct phase transfer epoxidation of squalene and natural rubber was carried out. The modified rubbers undergo facile photocrosslinking in the presence of onium salts to give crosslinked elastomers. 12 refs., 3 figs., 10 tabs.

Integrated Nuclear-Renewable Energy Systems: Foundational Workshop Report

The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear – Renewable Energy Systems was organized around the following objectives: 1. Identify and refine priority region-specific opportunities for integrated nuclear-renewable energy systems in the U.S.; 2. Select Figures of Merit (FOM) to rank and prioritize candidate systems; 3. Discuss enabling technology development needs; 4. Identify analysis requirements, capabilities and gaps to estimate FOM for integrated system options; 5. Identify experimental needs to develop and demonstrate nuclear-renewable energy systems.

This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

Role of Energy Storage with Renewable Electricity Generation

Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as intermittent) output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

Renewable Energy: Solar Fuels GRC and GRS

This Gordon Research Conference seeks to bring together chemists, physicists, materials scientists and biologists to address perhaps the outstanding technical problem of the 21st Century - the efficient, and ultimately economical, storage of energy from carbon-neutral sources. Such an advance would deliver a renewable, environmentally benign energy source for the future. A great technological challenge facing our global future is energy. The generation of energy, the security of its supply, and the environmental consequences of its use are among the world's foremost geopolitical concerns. Fossil fuels - coal, natural gas, and petroleum - supply approximately 90% of the energy consumed today by industrialized nations. An increase in energy supply is vitally needed to bring electric power to the 25% of the world's population that lacks it, to support the industrialization of developing nations, and to sustain economic growth in developed countries. On the geopolitical front, insuring an adequate energy supply is a major security issue for the world, and its importance will grow in proportion to the singular dependence on oil as a primary energy source. Yet, the current approach to energy supply, that of increased fossil fuel exploration coupled with energy conservation, is not scaleable to meet future demands. Rising living standards of a growing world population will cause global energy consumption to increase significantly. Estimates indicate that energy consumption will increase at least two-fold, from our current burn rate of 12.8 TW to 28 - 35 TW by 2050. - U.N. projections indicate that meeting global energy demand in a sustainable fashion by the year 2050 will require a significant fraction of the energy supply to come carbon free sources to stabilize atmospheric carbon dioxide levels at twice the pre-anthropogenic levels. External factors of economy, environment, and security dictate that this global energy need be met by renewable and sustainable sources from a carbon-neutral source. Sunlight is by far the most abundant global carbon-neutral energy resource. More solar energy strikes the surface of the earth in one hour than is obtained from all of the fossil fuels consumed globally in a year. Sunlight may be used to power the planet. However, it is intermittent, and therefore it must be converted to electricity or stored chemical fuel to be used on a large scale. The 'grand challenge' of using the sun as a future energy source faces daunting challenges - large expanses of fundamental science and technology await discovery. A viable solar energy conversion scheme must result in a 10-50 fold decrease in the cost-to-efficiency ratio for the production of stored fuels, and must be stable and robust for a 20-30 year period. To reduce the cost of installed solar energy conversion systems to $0.20/peak watt of solar radiation, a cost level that would make them economically attractive in today's energy market, will require revolutionary technologies. This GRC seeks to present a forum for the underlying science needed to permit future generations to use the sun as a renewable and sustainable primary energy source. Speakers will discuss recent advances in homoogeneous and heterogeneous catalysis of multi-electron transfer processes of importance to solar fuel production, such as water oxidation and reduction, and carbon dioxide reduction. Speakers will also discuss advances in scaleably manufacturable systems for the capture and conversion of sunlight into electrical charges that can be readily coupled into, and utilized for, fuel production in an integrated system.

Renewable Energy Planning: Multiparametric Cost Optimization; Preprint

This paper describes a method for determining the combination of renewable energy technologies that minimize life-cycle cost at a facility, often with a specified goal regarding percent of energy use from renewable sources. Technologies include: photovoltaics (PV); wind; solar thermal heat and electric; solar ventilation air preheating; solar water heating; biomass heat and electric (combustion, gasification, pyrolysis, anaerobic digestion); and daylighting. The method rests upon the National Renewable Energy Laboratory's (NREL's) capabilities in characterization of technology cost and performance, geographic information systems (GIS) resource assessment, and life-cycle cost analysis. The paper discusses how to account for the way candidate technologies interact with each other, and the solver routine used to determine the combination that minimizes life-cycle cost. Results include optimal sizes of each technology, initial cost, operating cost, and life-cycle cost, including incentives from utilities or governments. Results inform early planning to identify and prioritize projects at a site for subsequent engineering and economic feasibility study.

Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. Renewable source controls for grid stability.

The goal of this study was to evaluate the small signal and transient stability of the Western Electric- ity Coordinating Council (WECC) under high penetrations of renewable energy, and to identify control technologies that would improve the system performance. The WECC is the regional entity responsible for coordinating and promoting bulk electric system reliability in the Western Interconnection. Transient stability is the ability of the power system to maintain synchronism after a large disturbance while small signal stability is the ability of the power system to maintain synchronism after a small disturbance. Tran- sient stability analysis usually focuses on the relative rotor angle between synchronous machines compared to some stability margin. For this study we employed generator speed relative to system speed as a metric for assessing transient stability. In addition, we evaluated the system transient response using the system frequency nadir, which provides an assessment of the adequacy of the primary frequency control reserves. Small signal stability analysis typically identi es the eigenvalues or modes of the system in response to a disturbance. For this study we developed mode shape maps for the di erent scenarios. Prony analysis was applied to generator speed after a 1.4 GW, 0.5 second, brake insertion at various locations. Six di erent WECC base cases were analyzed, including the 2022 light spring case which meets the renewable portfolio standards. Because of the di culty in identifying the cause and e ect relationship in large power system models with di erent scenarios, several simulations were run on a 7-bus, 5-generator system to isolate the e ects of di erent con gurations. Based on the results of the study, for a large power system like the WECC, incorporating frequency droop into wind/solar systems provides a larger bene t to system transient response than replacing the lost inertia with synthetic inertia. From a small signal stability perspective, the increase in renewable penetration results in subtle changes to the system modes. In gen- eral, mode frequencies increase slightly, and mode shapes remain similar. The system frequency nadir for the 2022 light spring case was slightly lower than the other cases, largely because of the reduced system inertia. However, the nadir is still well above the minimum load shedding frequency of 59.5 Hz. Finally, several discrepancies were identi ed between actual and reported wind penetration, and additional work on wind/solar modeling is required to increase the delity of the WECC models.

Green energy: The implementation and utilization of renewable energy in the United States

Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

Renewable Energy Opportunities at the Kanto Installations, Japan

This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ. This report recommends projects to pursue and offers approaches to use. The most promising opportunities include waste-to-energy and ground source heat pumps. Solar photovoltaics (PV) may also prove successful. Other resources were found to be insufficient on the Kanto installations.
