    This Gordon Research Conference seeks to bring together chemists, physicists, materials scientists and biologists to address perhaps the outstanding technical problem of the 21st Century - the efficient, and ultimately economical, storage of energy from carbon-neutral sources. Such an advance would deliver a renewable, environmentally benign energy source for the future. A great technological challenge facing our global future is energy. The generation of energy, the security of its supply, and the environmental consequences of its use are among the world's foremost geopolitical concerns. Fossil fuels - coal, natural gas, and petroleum - supply approximately 90% of the energy consumed today by industrialized nations. An increase in energy supply is vitally needed to bring electric power to the 25% of the world's population that lacks it, to support the industrialization of developing nations, and to sustain economic growth in developed countries. On the geopolitical front, insuring an adequate energy supply is a major security issue for the world, and its importance will grow in proportion to the singular dependence on oil as a primary energy source. Yet, the current approach to energy supply, that of increased fossil fuel exploration coupled with energy conservation, is not scaleable to meet future demands. Rising living standards of a growing world population will cause global energy consumption to increase significantly. Estimates indicate that energy consumption will increase at least two-fold, from our current burn rate of 12.8 TW to 28 - 35 TW by 2050. - U.N. projections indicate that meeting global energy demand in a sustainable fashion by the year 2050 will require a significant fraction of the energy supply to come carbon free sources to stabilize atmospheric carbon dioxide levels at twice the pre-anthropogenic levels. External factors of economy, environment, and security dictate that this global energy need be met by renewable and sustainable sources from a carbon-neutral source. Sunlight is by far the most abundant global carbon-neutral energy resource. More solar energy strikes the surface of the earth in one hour than is obtained from all of the fossil fuels consumed globally in a year. Sunlight may be used to power the planet. However, it is intermittent, and therefore it must be converted to electricity or stored chemical fuel to be used on a large scale. The 'grand challenge' of using the sun as a future energy source faces daunting challenges - large expanses of fundamental science and technology await discovery. A viable solar energy conversion scheme must result in a 10-50 fold decrease in the cost-to-efficiency ratio for the production of stored fuels, and must be stable and robust for a 20-30 year period. To reduce the cost of installed solar energy conversion systems to $0.20/peak watt of solar radiation, a cost level that would make them economically attractive in today's energy market, will require revolutionary technologies. This GRC seeks to present a forum for the underlying science needed to permit future generations to use the sun as a renewable and sustainable primary energy source. Speakers will discuss recent advances in homoogeneous and heterogeneous catalysis of multi-electron transfer processes of importance to solar fuel production, such as water oxidation and reduction, and carbon dioxide reduction. Speakers will also discuss advances in scaleably manufacturable systems for the capture and conversion of sunlight into electrical charges that can be readily coupled into, and utilized for, fuel production in an integrated system.

    This report is a summary of the finance trends for small-scale solar photovoltaic (PV) projects (PV <1 MW), large-scale PV projects (PV greater than or equal to 1 MW), and concentrated solar power projects as reported in the National Renewable Energy Laboratory's Renewable Energy Finance Tracking Initiative (REFTI). The report presents REFTI data during the five quarterly periods from the fourth quarter of 2009 to the first half of 2011. The REFTI project relies exclusively on the voluntary participation of industry stakeholders for its data; therefore, it does not offer a comprehensive view of the technologies it tracks. Despite this limitation, REFTI is the only publicly available resource for renewable energy project financial terms. REFTI analysis offers usable inputs into the project economic evaluations of developers and investors, as well as the policy assessments of public utility commissions and others in the renewable energy industry.

    This paper examines experience in solar renewable energy certificate (SREC) markets in the United States. It describes how SREC markets function--key policy design provisions, eligible technologies, state and regional eligibility rules, solar alternative compliance payments, measurement and verification methods, long-term contracting provisions, and rate caps. It also examines the trends of SREC markets--trading volumes, sourcing trends, trends in the size of solar photovoltaic (PV) systems driven by these markets, and trends in price and compliance. Throughout, the paper explores key issues and challenges facing SREC markets and attempts by policymakers to address some of these market barriers. Data and information presented in this report are derived from SREC tracking systems, brokers and auctions, published reports, and information gleaned from market participants and interviews with state regulators responsible for SREC market implementation. The last section summarizes key findings.

    DOE-funded renewable energy feasibility study conducted by Red Mountain Tribal Energy on behalf of the Southwest Tribal Energy Consortium (SWTEC). During the course of the study, SWTEC members considered multiple options for the organization structure, selected a proposed organization structure, and drafted a Memorandum of Understanding for the SWTEC organization. High-level resource assessments for SWTEC members were completed; surveys were developed and completed to determine each member’s interest in multiple participation options, including on-reservation projects. With the survey inputs in mind, multiple energy project options were identified and evaluated on a high-level basis. That process led to a narrowing of the field of technology options to solar generation, specifically, utility-scale Concentrating Solar-Powered Generation projects, with a specific, tentative project location identified at the Fort Mojave Indian Reservation -- the Native Spirit Solar Energy Facility.

    Balancing wind and solar in a model is relatively easy. All you need to do is assume a very large system with infinite flexibility! But what if you don't have an infinitely flexible system? What if there are thousands of generators nestled in a handful of regions that are unlikely to change their operational practices? Would you still have enough flexibility to balance hundreds of gigawatts of wind and solar at a 5 minute level? At NREL, we think we can, and our industry partners agree. This presentation was presented at the IEEE Power and Energy Society General Meeting by Aaron Bloom, highlighting results of the Eastern Renewable Generation Integration Study.

    Solar radiation resource measurements from radiometers are used to predict and evaluate the performance of photovoltaic and concentrating solar power systems, validate satellite-based models for estimating solar resources, and advance research in solar forecasting and climate change. This study analyzes the performance of various commercially available radiometers used for measuring global horizontal irradiances (GHI) and direct normal irradiances (DNI). These include pyranometers, pyrheliometers, rotating shadowband irradiometers, and a pyranometer with a shading ring deployed at the National Renewable Energy Laboratory's Solar Radiation Research Laboratory (SRRL). The radiometers in this study were deployed for one year (from April 1, 2011, through March 31, 2012) and compared to measurements from radiometers with the lowest values of estimated measurement uncertainties for producing reference GHI and DNI.

    Solar maps provide monthly average daily total solar resource information on grid cells. The insolation values represent the resource available to a flat plate collector, such as a photovoltaic panel, oriented due south at an angle from horizontal to equal to the latitude of the collector location. [Copied from http://www.nrel.gov/gis/solar.html] Several types of solar maps are made available. The U.S. Solar resource maps show the resource potential for energy from photovoltaics and from concentrating solar power (CSP). Both sets of maps are available in low or high resolution. A dynamic map based on version 2 of PVWATTS calculates electrical energy performance estimates for a grid-connected photovoltaic system. The map of U.S. Solar Measurement Station Locations is also dynamic, showing the spatial distribution of measurement stations across the U.S. that are monitored by programs and agencies such as DOE's Atmospheric Radiation Measurement (ARM) Program or NREL's Cooperative Network for Renewable Resource Measurements (CONFRRM). Clicking on a station location will take the user to the website of that station. Finally, static map images providing solar resource information averaged by month are also available.

    This study analyzes the performance of various commercially available radiometers used for measuring global horizontal irradiances and direct normal irradiances. These include pyranometers, pyrheliometers, rotating shadowband radiometers, and a pyranometer with fixed internal shading and are all deployed at the National Renewable Energy Laboratory's Solar Radiation Research Laboratory. Data from 32 global horizontal irradiance and 19 direct normal irradiance radiometers are presented. The radiometers in this study were deployed for one year (from April 1, 2011, through March 31, 2012) and compared to measurements from radiometers with the lowest values of estimated measurement uncertainties for producing reference global horizontal irradiances and direct normal irradiances.

    Effective solar radiation measurements for research and economic analyses require a strict protocol for maintenance, calibration, and documentation to minimize station down-time and data corruption. The National Renewable Energy Laboratory's Concentrating Solar Power: Best Practices Handbook for the Collection and Use of Solar Resource Data (1) includes guidelines for operating a solar measure-ment station. This paper describes a suite of automated and semi-automated routines based on the best practices hand-book as developed for the National Renewable Energy La-boratory Solar Resource and Meteorological Assessment Project. These routines allow efficient inspection and data flagging to alert operators of conditions that require imme-diate attention. Although the handbook is targeted for con-centrating solar power applications, the quality-assessment procedures described are generic and should benefit many solar measurement applications. The routines use data in one-minute measurement resolution, as suggested by the handbook, but they could be modified for other time scales.

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme.     Increasing penetrations of wind a solar energy are raising concerns among electric system operators because of the variability and uncertainty associated with power sources. Previous work focused on the quantification of reserves for systems with wind power. This paper presents a new methodology that allows the determination of necessary reserves for high penetrations of photovoltaic (PV) power and compares it to the wind-based methodology. The solar reserve methodology is applied to Phase 2 of the Western Wind and Solar Integration Study. A summary of the results is included.

    Effective solar radiation measurements for research and economic analyses require a strict protocol for maintenance, calibration, and documentation to minimize station downtime and data corruption. The National Renewable Energy Laboratory's Concentrating Solar Power: Best Practices Handbook for the Collection and Use of Solar Resource Data includes guidelines for operating a solar measurement station. This paper describes a suite of automated and semi-automated routines based on the best practices handbook as developed for the National Renewable Energy Laboratory Solar Resource and Meteorological Assessment Project. These routines allow efficient inspection and data flagging to alert operators of conditions that require immediate attention. Although the handbook is targeted for concentrating solar power applications, the quality-assessment procedures described are generic and should benefit many solar measurement applications. The routines use data in one-minute measurement resolution, as suggested by the handbook, but they could be modified for other time scales.

    This analysis evaluates CSP with TES in a scenario where California derives 33% of its electricity from renewable energy sources. It uses a commercial grid simulation tool to examine the avoided operational and capacity costs associated with CSP and compares this value to PV and a baseload generation with constant output. Overall, the analysis demonstrates several properties of dispatchable CSP, including the flexibility to generate during periods of high value and avoid generation during periods of lower value. Of note in this analysis is the fact that significant amount of operational value is derived from the provision of reserves in the case where CSP is allowed to provide these services. This analysis also indicates that the 'optimal' configuration of CSP could vary as a function of renewable penetration, and each configuration will need to be evaluated in terms of its ability to provide dispatchable energy, reserves, and firm capacity. The model can be used to investigate additional scenarios involving alternative technology options and generation mixes, applying these scenarios within California or in other regions of interest.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater.     The Environmental Protection Agency and the National Renewable Energy Laboratory developed this best practices document to address common technical challenges for siting solar photovoltaics (PV) on municipal solid waste (MSW) landfills. The purpose of this document is to promote the use of MSW landfills for solar energy systems. Closed landfills and portions of active landfills with closed cells represent thousands of acres of property that may be suitable for siting solar photovoltaics (PV). These closed landfills may be suitable for near-term construction, making these sites strong candidate to take advantage of the 30% Federal Business Energy Investment Tax Credit. It was prepared in response to the increasing interest in siting renewable energy on landfills from solar developers; landfill owners; and federal, state, and local governments. It contains examples of solar PV projects on landfills and technical considerations and best practices that were gathered from examining the implementation of several of these projects.

It is designed for the U.S. Department of Agriculture Forest Service (USFS) and other federal land management agencies to evaluate existing and proposed renewable energy projects.     This analysis evaluates CSP with TES in a scenario where California derives 33% of its electricity from renewable energy sources. It uses a commercial grid simulation tool to examine the avoided operational and capacity costs associated with CSP and compares this value to PV and a baseload generation with constant output. Overall, the analysis demonstrates several properties of dispatchable CSP, including the flexibility to generate during periods of high value and avoid generation during periods of lower value. Of note in this analysis is the fact that significant amount of operational value is derived from the provision of reserves in the case where CSP is allowed to provide these services. This analysis also indicates that the 'optimal' configuration of CSP could vary as a function of renewable penetration, and each configuration will need to be evaluated in terms of its ability to provide dispatchable energy, reserves, and firm capacity. The model can be used to investigate additional scenarios involving alternative technology options and generation mixes, applying these scenarios within California or in other regions of interest.

    This report summarizes the completion of four renewable energy installations supported by California Energy Commission (CEC) grant number CEC Grant PIR-11-005, the US Department of Energy (DOE) Assistance Agreement, DE-EE0003070, and the Sacramento Municipal Utility District (SMUD) Community Renewable Energy Deployment (CRED) program. The funding from the DOE, combined with funding from the CEC, supported the construction of a solar power system, biogas generation from waste systems, and anaerobic digestion systems at dairy facilities, all for electricity generation and delivery to SMUD’s distribution system. The deployment of CRED projects shows that solar projects and anaerobic digesters can be successfully implemented under favorable economic conditions and business models and through collaborative partnerships. This work helps other communities learn how to assess, overcome barriers, utilize, and benefit from renewable resources for electricity generation in their region. In addition to reducing GHG emissions, the projects also demonstrate that solar projects and anaerobic digesters can be readily implemented through collaborative partnerships.     The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

A solar energy project could provide a number of benefits to the Community in terms of potential future energy savings, increased employment, environmental benefits from renewable energy generation and usage, and increased energy self-sufficiency. The study addresses a number of facets of a solar project’s overall feasibility, including: ? Technical appropriateness; ? Solar resource characteristics and expected system performance; ? Levelized cost of electricity (LCOE) economic assessment. The Gila River Indian Community (GRIC or the Community) contracted the ANTARES Group, Inc. (“ANTARES”) to prepare a biomass resource assessment study and evaluate the feasibility of a bioenergy project on Community land.     This preliminary assessment of renewable energy resources on the Umatilla Indian Reservation (UIR) has been performed by CTUIR Department of Science and Engineering (DOSE). This analysis focused primarily identifying renewable resources that may be applied on or near the Umatilla Indian Reservation. In addition preliminary technical and economic feasibility of developing renewable energy resources have been prepared and initial land use planning issues identified. Renewable energies examined in the course of the investigation included solar thermal, solar photovoltaic, wind, bioethanol, bio-diesel and bio-pellet fuel. All renewable energy options studied were found to have some potential for the CTUIR. These renewable energy options are environmentally friendly, sustainable, and compliment many of the policy goals of the CTUIR. This report seeks to provide an overall review of renewable energy technologies and applications. It tries to identify existing projects near to the CTUIR and the efforts of the federal government, state government and the private sector in the renewable energy arena. It seeks to provide an understanding of the CTUIR as an energy entity. This report intends to provide general information to assist tribal leadership in making decisions related to energy, specifically renewable energy deve lopment.

    GENI Project: The University of Washington and the University of Michigan are developing an integrated system to match well-positioned energy storage facilities with precise control technologies so the electric grid can more easily include energy from renewable power sources like wind and solar. Because renewable energy sources provide intermittent power, it is difficult for the grid to efficiently allocate those resources without developing solutions to store their energy for later use. The two universities are working with utilities, regulators, and the private sector to position renewable energy storage facilities in locations that optimize their ability to provide and transmit electricity where and when it is needed most. Expanding the network of transmission lines is prohibitively expensive, so combining well-placed storage facilities with robust control systems to efficiently route their power will save consumers money and enable the widespread use of safe, renewable sources of power.

    This paper describes a method for determining the combination of renewable energy technologies that minimize life-cycle cost at a facility, often with a specified goal regarding percent of energy use from renewable sources. Technologies include: photovoltaics (PV); wind; solar thermal heat and electric; solar ventilation air preheating; solar water heating; biomass heat and electric (combustion, gasification, pyrolysis, anaerobic digestion); and daylighting. The method rests upon the National Renewable Energy Laboratory's (NREL's) capabilities in characterization of technology cost and performance, geographic information systems (GIS) resource assessment, and life-cycle cost analysis. The paper discusses how to account for the way candidate technologies interact with each other, and the solver routine used to determine the combination that minimizes life-cycle cost. Results include optimal sizes of each technology, initial cost, operating cost, and life-cycle cost, including incentives from utilities or governments. Results inform early planning to identify and prioritize projects at a site for subsequent engineering and economic feasibility study.

    The New York Industrial Retention Network (NYIRN) manages the RenewableNY program to assist industrial companies in New York City to implement energy efficiency projects. RenewableNY provides companies with project management assistance and grants to identify opportunities for energy savings and implement energy efficiency projects. The program helps companies identify energy efficient projects, complete an energy audit, and connect with energy contractors who install renewable energy and energy efficient equipment. It also provides grants to help cover the costs of installation for new systems and equipment. RenewableNY demonstrates that a small grant program that also provides project management assistance can incentivize companies to implement energy efficiency projects that might otherwise be avoided. Estimated savings through RenewableNY include 324,500 kWh saved through efficiency installations, 158 kW of solar energy systems installed, and 945 thm of gas avoided.

    The Department of Defense (DoD) has a goal of obtaining 25% of its domestic electricity from renewable sources by 2025, and also must meet federal renewable energy mandates and schedules. This report describes the analyses undertaken to study the renewable resource potential at 15 Army sites, focusing on grid-connected generation of electricity. The resources analyzed at each site include solar, wind, geothermal, biomass, waste-to-energy, and ground source heat pumps (GSHPs). For each renewable generation resource, an assessment was completed to determine the level of resource availability, and the price at which that resource would be available for electricity generation. Various design alternatives and available technologies were considered in order to determine the best way to utilize each resource and maximize cost-effective electricity generation. Economic analysis used multiple funding options, including investment by an independent power producer (IPP), Energy Savings Performance Contract (ESPC), and Energy Conservation Investment Program (ECIP), and considered tax incentives, renewable energy credits, and other economic factors to reveal the most realistic costs possible. Where resource options proved to be economically viable, implementation approaches were recommended. The intention was to focus each installation’s efforts on realistic projects, moving them from initial assessment through the design and financing to implementation. Many Army sites enjoy very low costs of electricity, limiting the number of cost-effective renewable energy options where resources are available. Waste-to-energy was often a viable option due to the additional revenue gathered from transferred tipping fees. GSHPs were also commonly cost-effective options for replacement in inefficient buildings. Geothermal, wind, and solar resources are found to be more available in certain parts of the country over others, reducing overall potential for use. Wind is variable and often most available in remote areas far from transmission lines, greatly increasing costs. Capital costs for solar energy are high, and the resource is also variable. Table 1 shows which resources are promising for each installation studied. Not all analyses are complete at this point, so some resource potential is still unknown.

This achievement represents one of the highest photovoltaic research cell efficiencies ever achieved across all types of solar cells. NREL's new solar cell, which is designed for operation in a concentrator photovoltaic (CPV) system where it can receive more than 1,000 suns of concentrated sunlight, greatly improves earlier designs by adding an additional high quality absorber layer to achieve an ultra-high efficiency.

    Among the available options for encouraging the increased deployment of renewable electricity, renewables portfolio standards (RPS) have become increasingly popular. The RPS is a relatively new policy mechanism, however, and experience with its use is only beginning to emerge. One key concern that has been voiced is whether RPS policies will offer adequate support to a wide range of renewable energy technologies and applications or whether, alternatively, RPS programs will favor a small number of the currently least-cost forms of renewable energy. This report documents the design of and early experience with state-level RPS programs in the United States that have been specifically tailored to encourage a wider diversity of renewable energy technologies, and solar energy in particular. As shown here, state-level RPS programs specifically designed to support solar have already proven to be an important, albeit somewhat modest, driver for solar energy deployment, and those impacts are projected to continue to build in the coming years. State experience in supporting solar energy with RPS programs is mixed, however, and full compliance with existing requirements has not been achieved. The comparative experiences described herein highlight the opportunities and challenges of applying an RPS to specifically support solar energy, as well as the importance of policy design details to ensuring that program goals are achieved.

    Battery powered transmitters face energy constraint, replenishing their energy by a renewable energy source (like solar or wind power) can lead to longer lifetime. We consider here the problem of finding the optimal power allocation under random channel conditions for a wireless transmitter, such that rate of information transfer is maximized. Here a rechargeable battery, which is periodically charged by renewable source, is used to power the transmitter. All of above is formulated as a Markov Decision Process. Structural properties like the monotonicity of the optimal value and policy derived in this paper will be of vital importance in understanding the kind of algorithms and approximations needed in real-life scenarios. The effect of curse of dimensionality which is prevalent in Dynamic programming problems can thus be reduced. We show our results under the most general of assumptions.

    This report presents the results of Pacific Northwest National Laboratory's (PNNL) follow-on renewable energy (RE) assessment of Fort Hood. Fort Hood receives many solicitations from renewable energy vendors who are interested in doing projects on site. Based on specific requests from Fort Hood staff so they can better understand these proposals, and the results of PNNL's 2008 RE assessment of Fort Hood, the following resources were examined in this assessment: (1) Municipal solid waste (MSW) for waste-to-energy (WTE); (2) Wind; (3) Landfill gas; (4) Solar photovoltaics (PV); and (5) Shale gas.     On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document. Their generous, constructive efforts are hereby gratefully acknowledged. 126 refs., 44 figs., 32 tabs.

    Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as intermittent) output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

    Demand response may be a valuable flexible resource for low-carbon electric power grids. However, there are as many types of possible demand response as there are ways to use electricity, making demand response difficult to study at scale in realistic settings. This talk reviews our state of knowledge regarding the potential value of demand response in several example systems as a function of increasing levels of wind and solar power, sometimes drawing on the analogy between demand response and storage. Overall, we find demand response to be promising, but its potential value is very system dependent. Furthermore, demand response, like storage, can easily saturate ancillary service markets.
