    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

    The project was implemented at the Madison County Landfill located in the Town of Lincoln, Madison County, New York. Madison County has owned and operated the solid waste and recycling facilities at the Buyea Road site since 1974. At the onset of the project, the County owned and operated facilities there to include three separate landfills, a residential solid waste disposal and recycled material drop-off facility, a recycling facility and associated administrative, support and environmental control facilities. This putrescible waste undergoes anaerobic decomposition within the waste mass and generates landfill gas, which is approximately 50% methane. In order to recover this gas, the landfill was equipped with gas collection systems on both the east and west sides of Buyea Road which bring the gas to a central point for destruction. In order to derive a beneficial use from the collected landfill gases, the County decided to issue a Request for Proposals (RFP) for the future use of the generated gas.

    This is the fourth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period of April 1, 2003 to June 30, 2003. However, IEUA is preparing a Supplemental report that will be mailed to the Department of Energy (DOE) by August 1, 2003, that provides additional information regarding IEUA's plan to expedite certain project activities. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings, discussions, and engineering and design activities that took place to finalize the project scope of work and complete the Request for Proposal (RFP) for the RP-5 Renewable Energy Efficiency Project. IEUA has decided to invite three more consulting engineering firms besides CH2M Hill, the Public Interest Energy Research (PIER) Consultant, to submit proposals for the design of the energy efficiency project. The proposals are currently in the evaluation phase and a decision is expected by the end of July. IEUA moved to its new headquarters building on June 13, 2003. The central plant is the system that supplies cooling and heating water to the headquarters building, and it primarily consists of equipment listed in the cooperative agreement under ''Chiller and Heater''. The central plant equipment was successfully installed and started. Other activities include gas analysis of three sources of low quality digester gas and foul air which could be used as fuel for an innovative flex microturbine. IEUA is also working with Stirling Energy Systems to determine if the Agency should be a host site for their equipment for testing the engine's operation on digester and natural gas. A matching funds update is also included in the Results and Discussion section, which presents the work effort performed by the PIER Consultant and the associated costs that serve as matching funds for the RP-5 Project during this report period.

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    This is the sixth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period from October 1, 2003 through December 31, 2003. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. In coordination with the DOE, IEUA has revised the original Cooperative Agreement to reflect the actual and current project scope of work. The original Agreement statement of work (SOW) included conceptual and preliminary equipment and systems, which were further evaluated for feasibility and suitability for the project. As a result, some of the equipment was taken out of the project scope. In response to questions from the DOE, IEUA has submitted a summary report on the Organic Rankine Cycle (ORC) secondary power generation units for availability and suitability for this project and associated safety concerns pointed out by the DOE. IEUA has awarded the consulting engineering contract to Parsons Water and Infrastructure, Inc. to provide the project's design and construction services. The project's pre-design kickoff meeting was held at IEUA's headquarters on December 11, 2003. IEUA has submitted a proposal for a grant offered by California Energy Commission (CEC) which if awarded to IEUA, will add value to this project. IEUA has finalized and signed the agreement with Stirling Energy Systems (SES) to host a 25 kW Stirling Engine at the RP-5 plant site for reliability and performance testing using digester and natural gas. As a result of further evaluation of the flexible microturbine system, IEUA has decided to take it out of the project's scope of work; however, it may be considered in future projects at other locations. IEUA has installed a 60 kW Photovoltaic (PV) power generation system on the roof of the new headquarters building. A matching funds update is also included in the Results and Discussion section. The update presents the work effort performed by CH2M Hill, the PIER Consultant, and the associated costs that serve as matching funds for the RP-5 Renewable Energy Efficiency Project during this report period.

    This is the final technical report for the RP-5 Renewable Energy Efficiency Project (REEP). The report summarizes, in a comprehensive manner, all the work performed during the award period extending between July 12, 2002 and June 30, 2007. This report has been prepared in accordance with the Department of Energy (DOE) Guidelines and summarizes all of the activities that occurred during the award period. The RP-5 Renewable Energy Efficiency Project, under development by the Inland Empire Utilities Agency (IEUA), is comprised of a series of full-scale demonstration projects that will showcase innovative combinations of primary and secondary generation systems using methane gas derived from local processing of biosolids, dairy manure and other organic material. The goal of the project is to create renewable energy-based generation systems with energy efficiencies 65% or more. The project was constructed at the 15 MGD Regional Wastewater Treatment Plant No. 5 located in the City of Chino in California where the Agency has constructed its new energy-efficient (platinum-LEED rating) headquarters building. Technologies that were featured in the project include internal combustion engines (ICE), absorption chillers, treatment plant secondary effluent cooling systems, heat recovery systems, thermal energy storage (TES), Organic Rankine Cycle (ORC) secondary power generation system, the integration of a future fuel cell system, gas cleaning requirements, and other state-of-the-art design combinations. The RP-5 REEP biogas source is coming from three manure digesters which are located within the RP-5 Complex and are joined with the RP-5 REEP through gas conveyance pipelines. Food waste is being injected into the manure digesters for digester gas production enhancement. The RP-5 REEP clearly demonstrates the biogas production and power generation viability, specifically when dealing with renewable and variable heating value (Btu) fuel. The RP-5 REEP was challenged with meeting stringent utility, gas, power, and air quality rules and regulations. Coordination with the Southern California Gas Company (SCGC), Southern California Edison (SCE), and South Coast Air Quality Management District (SCAQMD) was continuous and extensive. The interconnecting agreement and the permit to construct and operate were major obstacles despite the early start and coordination with the utility companies and regulatory agencies. The RP-5 REEP is part of a unique RP-5 Complex approach where several facilities are tied and connected with each other; where energy and gas can be transferred from one facility to another (see attached RP-5 Complex Ultimate Energy Balance Diagram). The REEP also incorporated new technologies, such as TES and ORC, along with using heat recovery for the platinum-LEED headquarter buildings heating and cooling via efficient absorption chillers. Through the conceptual design phase, numerous innovative technologies were researched and evaluated, with the most proven and efficient selected to be part of the RP-5 REEP.

    For more than a decade, renewable energy certificates (RECs) have grown in use, becoming a common way to track ownership of the renewable and environmental attributes of renewable electricity generation. In recent years, however, questions have risen about the role RECs play in the decision to build new renewable energy projects. Information from a variety of market participants suggests that the importance of RECs in building new projects varies depending on a number of factors, including electricity market prices, the cost-competitiveness of the project, the presence or absence of public policies supportive of new projects, contract duration, and the perspective of different market participants. While there is no single answer to the role that RECs play, there are situations in which REC revenues are essential to project economics, as well as some where REC revenues may have little impact. To strengthen the role RECs play in both compliance and voluntary markets, there are a number of options that could be considered. In compliance markets, lawmakers or regulators would have to adopt measures that strengthen the role of RECs in the development of new projects, while in voluntary markets, it would be up to program leaders and market participants themselves to implement measures.

    To accelerate the adoption of these emerging marine hydrokinetic technologies, navigational and environmental issues and concerns must be identified and addressed. As hydrokinetic projects move forward, various stakeholders will need to be engaged; one of the key issues that project proponents face as they engage stakeholders is that many conflicting uses and environmental issues are not well-understood. Much of this lack of understanding comes from a limited understanding of the technologies themselves. To address this issue, in September 2008, RE Vision consulting, LLC, was selected by the Department of Energy, under their market acceleration program, to apply a scenario-based assessment approach to the emerging hydrokinetic technology sector. The goal was to improve understanding of potential environmental and navigation impacts of these technologies and focus stakeholders on the critical issues. To meet this goal, the study established baseline scenarios for wave and tidal power conversion at potential future deployment sites. The scenarios captured variations in technical approaches and deployment scales and thus grounded the analysis in realistic constraints. The work conducted under this award provides an important foundation to other market acceleration activities carried out by the DOE and other stakeholders in this sector. The scenarios were then evaluated using a framework developed by H.T. Harvey & Associates to identify and characterize key environmental concerns and uncertainties. In collaboration with PCCI and the U.S. Coast Guard, navigation issues were assessed and guidelines developed to assure the safe operation of these systems. Finally, the work highlights “next steps” to take to continue development and adoption of marine hydrokinetic energy. Throughout the project, close collaboration with device developers, project developers and regulatory stakeholders was pursued to ensure that assumptions and constraints are realistic. Results concur with most of the permitting hurdles experienced by on-going projects in the U.S., and specific recommendations are provided for identifying and addressing them. While many areas of further research were identified, the study did not identify any major show-stoppers, largely because these technologies have a relatively low environmental risk-profile if compared to other activities routinely permitted in the marine environment. The frameworks and representative scenarios developed provide an objective and transparent tool for stakeholders, regulators and developers to assist in the decision-making process for siting wave and tidal energy plants, and meet our goal of improving understanding between all stakeholders. The final product consists of three reports: Report 1 - Wave Energy Scenarios. This report includes: A technology characterization of four different wave energy technologies, including major technical specifications, device performance, and technical siting considerations; A site characterization of two potential deployment sites located in Hawaii and California; Outlines of device installation, O&M and decommissioning activities; Navigational demarcation requirements; and, Deployment Scenarios, identifying all the major life-cycle-related impacts. Report 2 - Tidal Energy Scenarios. This report includes: A technology characterization of three tidal energy technologies, including major technical specifications, device performance, and technical siting considerations; A site characterization of one potential deployment location in the Puget Sound, Washington; Outlines of device installation, O&M and decommissioning activities; Navigational demarcation requirements; and, Deployment Scenarios, identifying all the major life-cycle-related impacts.Report 3 - Framework for Identifying Key Environmental Concerns. This report describes frameworks for identifying key environmental effects and applies them to the wave and tidal energy deployment scenarios described in the first two reports. It highlights critical issues and recommendations for future research.

To facilitate these investments, the Midwest Renewable Energy Association is working with university stakeholders at four universities to create solar investment proposals for consideration by university governance boards.     Clean renewable energy bonds (CREBs) present a low-cost opportunity for public entities to issue bonds to finance renewable energy projects. The federal government lowers the cost of debt by providing a tax credit to the bondholder in lieu of interest payments from the issuer. Because CREBs are theoretically interest free, they may be more attractive than traditional tax-exempt municipal bonds. In February 2009, Congress appropriated a total of $2.4 billion for the "New CREBs" program. No more than one-third of the budget may be allocated to each of the eligible entities: governmental bodies, electric cooperatives, and public power providers. Applications for this round of "New CREBs" were due to the Internal Revenue Service (IRS) on August 4, 2009. There is no indication Congress will extend the CREBs program; thus going forward, only projects that are approved under the 2009 round will be able to issue CREBs. This factsheet explains the CREBs mechanism and provides guidance on procedures related to issuing CREBs.

    RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data. This report summarizes the results of Phase 1. 11 figs., 22 tabs.

    First, the book is written for teachers and other adults who educate children in grades K-12. This allows us to include projects with a variety of levels of difficulty, leaving it to the teacher to adapt them to the appropriate skill level. Second, the book generally focuses on experimental projects that demonstrate the scientific method. We believe that learning the experimental process is most beneficial for students and prepares them for further endeavors in science and for life itself by developing skills in making decisions and solving problems. Although this may appear to limit the book's application to more advanced students and more experienced science teachers, we hope that some of the ideas can be applied to beginning science classes. In addition, we recognize that there are numerous sources of nonexperimental science activities in the field and we hope this book will fill a gap in the available material. Third, we've tried to address the difficulties many teachers face in helping their students get started on science projects. By explaining the process and including extensive suggestions of resources -- both nationally and locally -- we hope to make the science projects more approachable and enjoyable. We hope the book will provide direction for teachers who are new to experimental projects. And finally, in each section of ideas, we've tried to include a broad sampling of projects that cover most of the important concepts related to each technology. Additional topics are listed as one-liners'' following each group of projects.

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. For the purposes of this Guide, large-scale Federal renewable energy projects are defined as renewable energy facilities larger than 10 megawatts (MW) that are sited on Federal property and lands and typically financed and owned by third parties.1 The U.S. Department of Energy’s Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This Guide is intended to provide a general resource that will begin to develop the Federal employee’s awareness and understanding of the project developer’s operating environment and the private sector’s awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this Guide has been organized to match Federal processes with typical phases of commercial project development. FEMP collaborated with the National Renewable Energy Laboratory (NREL) and professional project developers on this Guide to ensure that Federal projects have key elements recognizable to private sector developers and investors. The main purpose of this Guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects.     Financing renewable energy projects in the United States can be a complex process. Most equity investment in new renewable power production facilities is supported by tax credits and accelerated depreciation benefits, and is constrained by the pool of potential investors that can fully use these tax benefits and are willing to engage in complex financial structures. For debt financing, non-government lending has largely been provided by foreign banks that may be under future lending constraints due to economic and regulatory conditions. To discuss renewable energy financing challenges and to identify new sources of capital to the U.S. market, two roundtable discussions were held with renewable energy and financing experts in April 2012. This report summarizes the key messages of those discussions and is designed to provide insights to the U.S. market and inform the international conversation on renewable energy financing innovations.

    This white paper surveys DOD installations that could have an increased potential interest in the purchase of energy from renewable energy projects on tribal lands. Identification of likely purchasers of renewable energy is a first step in the energy project development process, and this paper aims to identify likely electricity customers that tribal commercial-scale projects could serve. This white paper builds on a geospatial analysis completed in November 2012 identifying 53 reservations within 10 miles of military bases (DOE 2012). This analysis builds on those findings by further refining the list of potential opportunity sites to 15 reservations (Table ES-1), based on five additional factors: 1) The potential renewable resources required to meet the installation energy loads; 2) Proximity to transmission lines; 3) Military installation energy demand; 4) State electricity prices; 5) Local policy and regulatory environment.

    The author summarizes changes which have occurred in Bolivia in the past year which have had an impact on renewable energy source development. Political changes have included the privatization of power generation and power distribution, and resulted in a new role for state level government and participation by the individual. A National Rural Electrification Plan was adopted in 1996, which stresses the use of GIS analysis and emphasizes factors such as off grid, economic index, population density, maintenance risk, and local organizational structure. The USAID program has chosen to stress economic development, environmental programs, and health over village power programs. The national renewables program has adopted a new development direction, with state projects, geothermal projects, and private sector involvement stressed.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond.     Marine wave and tidal energy technology could interact with marine resources in ways that are not well understood. As wave and tidal energy conversion projects are planned, tested, and deployed, a wide range of stakeholders will be engaged; these include developers, state and federal regulatory agencies, environmental groups, tribal governments, recreational and commercial fishermen, and local communities. Identifying stakeholders’ environmental concerns in the early stages of the industry’s development will help developers address and minimize potential environmental effects. Identifying important concerns will also assist with streamlining siting and associated permitting processes, which are considered key hurdles by the industry in the U.S. today. In September 2008, RE Vision consulting, LLC was selected by the Department of Energy (DoE) to conduct a scenario-based evaluation of emerging hydrokinetic technologies. The purpose of this evaluation is to identify and characterize environmental impacts that are likely to occur, demonstrate a process for analyzing these impacts, identify the “key” environmental concerns for each scenario, identify areas of uncertainty, and describe studies that could address that uncertainty. This process is intended to provide an objective and transparent tool to assist in decision-making for siting and selection of technology for wave and tidal energy development. RE Vision worked with H. T. Harvey & Associates, to develop a framework for identifying key environmental concerns with marine renewable technology. This report describes the results of this study. This framework was applied to varying wave and tidal power conversion technologies, scales, and locations. The following wave and tidal energy scenarios were considered:  4 wave energy generation technologies  3 tidal energy generation technologies  3 sites: Humboldt coast, California (wave); Makapu’u Point, Oahu, Hawaii (wave); and the Tacoma Narrows, Washington (tidal)  3 project sizes: pilot, small commercial, and large commercial The possible combinations total 24 wave technology scenarios and 9 tidal technology scenarios. We evaluated 3 of the 33 scenarios in detail: 1. A small commercial OPT Power Buoy project off the Humboldt County, California coast 2. A small commercial Pelamis Wave Power P-2 project off Makapu’u Point, Oahu, Hawaii 3. A pilot MCT SeaGen tidal project, sited in the Tacoma Narrows, Washington This framework document used information available from permitting documents that were written to support actual wave or tidal energy projects, but the results obtained here should not be confused with those of the permitting documents1. The main difference between this framework document and permitting documents of currently proposed pilot projects is that this framework identifies key environmental concerns and describes the next steps in addressing those concerns; permitting documents must identify effects, find or declare thresholds of significance, evaluate the effects against the thresholds, and find mitigation measures that will minimize or avoid the effects so they can be considered less-than-significant. Two methodologies, 1) an environmental effects analysis and 2) Raptools, were developed and tested to identify potential environmental effects associated with wave or tidal energy conversion projects. For the environmental effects analysis, we developed a framework based on standard risk assessment techniques. The framework was applied to the three scenarios listed above. The environmental effects analysis addressed questions such as:  What is the temporal and spatial exposure of a species at a site?  What are the specific potential project effects on that species?  What measures could minimize, mitigate, or eliminate negative effects?  Are there potential effects of the project, or species’ response to the effect, that are highly uncertain and warrant additional study? The second methodology, Raptools, is a collaborative approach useful for evaluating multiple characteristics of numerous siting or technology alternatives, and it allows us to graphically compare alternatives. We used Raptools to answer these questions:  How do the scenarios compare, in terms of exposure, risks, and effects to the ecological and human environments?  Are there sites that seem to present the fewest effects regardless of technology and scale?  Which attributes account for many or much of the effects associated with wave or tidal energy development?

    This study was conducted in response to the requirements of Section 1205 of the Energy Policy Act of 1992 (EPACT), which states: The Secretary (of Energy), in conjunction with State regulatory commissions, shall undertake a study to determine if conventional taxation and ratemaking procedures result in economic barriers to or incentives for renewable energy power plants compared to conventional power plants. The purpose of the study, therefore, is not to compare the cost-effectiveness of different types of renewable and conventional electric generating plants. Rather, it is to determine the relative impact of conventional ratemaking and taxation procedures on the selection of renewable power plants compared to conventional ones. To make this determination, we quantify the technical and financial parameters of renewable and conventional electric generating technologies, and hold them fixed throughout the study. Then, we vary taxation and ratemaking procedures to determine their effects on the financial criteria that investor-owned electric utilities (IOUs) and nonutility electricity generators (NUGs) use to make technology-adoption decisions. In the planning process of a typical utility, the opposite is usually the case. That is, utilities typically hold ratemaking and taxation procedures constant and look for the least-cost mix of resources, varying the values of engineering and financial parameters of generating plants in the process.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

    The objective of this project was to demonstrate, at a pilot scale, the beneficial use of carbon dioxide (CO2) through a technology designed to capture CO2 from fossil-fuel fired power plant stack gas, generating macroalgae and converting the macroalgae at high efficiency to renewable methane that can be utilized in the power plant or introduced into a natural gas pipeline. The proposed pilot plant would demonstrate the cost-effectiveness and CO2/ NOx flue-gas removal efficiency of an innovative algal scrubber technology where seaweeds are grown out of water on specially-designed supporting structures contained within greenhouses where the plants are constantly bathed by recycled nutrient sprays enriched by flue gas constituents. The work described in this document addresses Phase 1 of the project only. The scope of work for Phase 1 includes the completion of a preliminary design package; the collection of additional experimental data to support the preliminary and detailed design for a pilot scale utilization of CO2 to cultivate macroalage and to process that algae to produce methane; and a technological and economic analysis to evaluate the potential of the system. Selection criteria for macroalgae that could survive the elevated temperatures and potential periodic desiccation of near desert project sites were identified. Samples of the selected macroalgae species were obtained and then subjected to anaerobic digestion to determine conversions and potential methane yields. A Process Design Package (PDP) was assembled that included process design, process flow diagram, material balance, instrumentation, and equipment list, sizes, and cost for the Phase 2 pilot plant. Preliminary economic assessments were performed under the various assumptions made, which are purposely conservative. Based on the results, additional development work should be conducted to delineate the areas for improving efficiency, reducing contingencies, and reducing overall costs.
