    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

    This paper describes a US/Dominican Republic program to develop renewable energy projects in the country. The objective is to demonstrate the commercial viability of renewable energy generation projects, primarily small-scale wind and hydropower. Preliminary studies are completed for three micro-hydro projects with a total capacity of 262 kWe, and two small wind power projects for water pumping. In addition wind resource assessment is ongoing, and professional training and technical assistance to potential investors is ongoing. Projects goals include not less than ten small firms actively involved in installation of such systems by September 1998.

    The project was implemented at the Madison County Landfill located in the Town of Lincoln, Madison County, New York. Madison County has owned and operated the solid waste and recycling facilities at the Buyea Road site since 1974. At the onset of the project, the County owned and operated facilities there to include three separate landfills, a residential solid waste disposal and recycled material drop-off facility, a recycling facility and associated administrative, support and environmental control facilities. This putrescible waste undergoes anaerobic decomposition within the waste mass and generates landfill gas, which is approximately 50% methane. In order to recover this gas, the landfill was equipped with gas collection systems on both the east and west sides of Buyea Road which bring the gas to a central point for destruction. In order to derive a beneficial use from the collected landfill gases, the County decided to issue a Request for Proposals (RFP) for the future use of the generated gas.

    This is the fourth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period of April 1, 2003 to June 30, 2003. However, IEUA is preparing a Supplemental report that will be mailed to the Department of Energy (DOE) by August 1, 2003, that provides additional information regarding IEUA's plan to expedite certain project activities. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings, discussions, and engineering and design activities that took place to finalize the project scope of work and complete the Request for Proposal (RFP) for the RP-5 Renewable Energy Efficiency Project. IEUA has decided to invite three more consulting engineering firms besides CH2M Hill, the Public Interest Energy Research (PIER) Consultant, to submit proposals for the design of the energy efficiency project. The proposals are currently in the evaluation phase and a decision is expected by the end of July. IEUA moved to its new headquarters building on June 13, 2003. The central plant is the system that supplies cooling and heating water to the headquarters building, and it primarily consists of equipment listed in the cooperative agreement under ''Chiller and Heater''. The central plant equipment was successfully installed and started. Other activities include gas analysis of three sources of low quality digester gas and foul air which could be used as fuel for an innovative flex microturbine. IEUA is also working with Stirling Energy Systems to determine if the Agency should be a host site for their equipment for testing the engine's operation on digester and natural gas. A matching funds update is also included in the Results and Discussion section, which presents the work effort performed by the PIER Consultant and the associated costs that serve as matching funds for the RP-5 Project during

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    This is the sixth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period from October 1, 2003 through December 31, 2003. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. In coordination with the DOE, IEUA has revised the original Cooperative Agreement to reflect the actual and current project scope of work. The original Agreement statement of work (SOW) included conceptual and preliminary equipment and systems, which were further evaluated for feasibility and suitability for the project. As a result, some of the equipment was taken out of the project scope. In response to questions from the DOE, IEUA has submitted a summary report on the Organic Rankine Cycle (ORC) secondary power generation units for availability and suitability for this project and associated safety concerns pointed out by the DOE. IEUA has awarded the consulting engineering contract to Parsons Water and Infrastructure, Inc. to provide the project's design and construction services. The project's pre-design kickoff meeting was held at IEUA's headquarters on December 11, 2003. IEUA has submitted a proposal for a grant offered by California Energy Commission (CEC) which if awarded to IEUA, will add value to this project. IEUA has finalized and signed the agreement with Stirling Energy Systems (SES) to host a 25 kW Stirling Engine at the RP-5 plant site for reliability and performance testing using digester and natural gas. As a result of further evaluation of the flexible microturbine system, IEUA has decided to take it out of the project's scope of work; however, it may be considered in future projects at other locations. IEUA has installed a 60 kW Photovoltaic (PV) power generation system on the roof of the new headquarters building. A matching funds update is also included in the Results and Discussion section. The RP-5 Renewable Energy Efficiency Project, under development by the Inland Empire Utilities Agency (IEUA), is comprised of a series of full-scale demonstration projects that will showcase innovative combinations of primary and secondary generation systems using methane gas derived from local processing of biosolids, dairy manure and other organic material. The goal of the project is to create renewable energy-based generation systems with energy efficiencies 65% or more. The project was constructed at the 15 MGD Regional Wastewater Treatment Plant No. 5 located in the City of Chino in California where the Agency has constructed its new energy-efficient (platinum-LEED rating) headquarters building. Technologies that were featured in the project include internal combustion engines (ICE), absorption chillers, treatment plant secondary effluent cooling systems, heat recovery systems, thermal energy storage (TES), Organic Rankine Cycle (ORC) secondary power generation system, the integration of a future fuel cell system, gas cleaning requirements, and other state-of-the-art design combinations. The RP-5 REEP biogas source is coming from three manure digesters which are located within the RP-5 Complex and are joined with the RP-5 REEP through gas conveyance pipelines. Food waste is being injected into the manure digesters for digester gas production enhancement. The RP-5 REEP clearly demonstrates the biogas production and power generation viability, specifically when dealing with renewable and variable heating value (Btu) fuel.     For more than a decade, renewable energy certificates (RECs) have grown in use, becoming a common way to track ownership of the renewable and environmental attributes of renewable electricity generation. In recent years, however, questions have risen about the role RECs play in the decision to build new renewable energy projects. Information from a variety of market participants suggests that the importance of RECs in building new projects varies depending on a number of factors, including electricity market prices, the cost-competitiveness of the project, the presence or absence of public policies supportive of new projects, contract duration, and the perspective of different market participants. While there is no single answer to the role that RECs play, there are situations in which REC revenues are essential to project economics, as well as some where REC revenues may have little impact. To strengthen the role RECs play in both compliance and voluntary markets, there are a number of options that could be considered. In compliance markets, lawmakers or regulators would have to adopt measures that strengthen the role of RECs in the development of new projects, while in voluntary markets, it would be up to program leaders and market participants themselves to implement measures.

    To accelerate the adoption of these emerging marine hydrokinetic technologies, navigational and environmental issues and concerns must be identified and addressed. As hydrokinetic projects move forward, various stakeholders will need to be engaged; one of the key issues that project proponents face as they engage stakeholders is that many conflicting uses and environmental issues are not well-understood. Much of this lack of understanding comes from a limited understanding of the technologies themselves. To address this issue, in September 2008, RE Vision consulting, LLC, was selected by the Department of Energy, under their market acceleration program, to apply a scenario-based assessment approach to the emerging hydrokinetic technology sector. The goal was to improve understanding of potential environmental and navigation impacts of these technologies and focus stakeholders on the critical issues. To meet this goal, the study established baseline scenarios for wave and tidal power conversion at potential future deployment sites. The scenarios captured variations in technical approaches and deployment scales and thus grounded the analysis in realistic constraints. The work conducted under this award provides an important foundation to other market acceleration activities carried out by the DOE and other stakeholders in this sector. The scenarios were then evaluated using a framework developed by H.T. Harvey & Associates to identify and characterize key environmental concerns and uncertainties. In collaboration with PCCI and the U.S. Coast Guard, navigation issues were assessed and guidelines developed to assure the safe operation of these systems. Finally, the work highlights “next steps” to take to continue development and adoption of marine hydrokinetic energy. Throughout the project, close collaboration with device developers, project developers and regulatory stakeholders was pursued to ensure that assumptions and constraints are realistic.     An NGO is an international term for non-government organizations, often it is used in connection with non-profit, community-based and/or voluntary business activities. To be successful in supporting energy projects, these organizations generally exhibit certain characteristics: they are familiar with the end-use requirements; they are typically neutral to the technology; they emphasize training; they do not carry a large bureacratic structure, at home or in the field; they typically can adapt to do numerous functions; they can often attract other support. The author discusses several examples of such organizations who have been highly successful. The author sees a continuing role for such groups in developing renewable energy sources in the rural setting to include: continued development of new activity in rural areas; development of institutional framework for future market activity; an increased role in managing international development activities; more direct involvement with for-profit technical and financial organizations.

    Clean renewable energy bonds (CREBs) present a low-cost opportunity for public entities to issue bonds to finance renewable energy projects. The federal government lowers the cost of debt by providing a tax credit to the bondholder in lieu of interest payments from the issuer. Because CREBs are theoretically interest free, they may be more attractive than traditional tax-exempt municipal bonds. In February 2009, Congress appropriated a total of $2.4 billion for the "New CREBs" program. No more than one-third of the budget may be allocated to each of the eligible entities: governmental bodies, electric cooperatives, and public power providers. Applications for this round of "New CREBs" were due to the Internal Revenue Service (IRS) on August 4, 2009. There is no indication Congress will extend the CREBs program; thus going forward, only projects that are approved under the 2009 round will be able to issue CREBs. This factsheet explains the CREBs mechanism and provides guidance on procedures related to issuing CREBs.

    RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data. This report summarizes the results of Phase 1. 11 figs., 22 tabs.

    First, the book is written for teachers and other adults who educate children in grades K-12. This allows us to include projects with a variety of levels of difficulty, leaving it to the teacher to adapt them to the appropriate skill level. Second, the book generally focuses on experimental projects that demonstrate the scientific method. We believe that learning the experimental process is most beneficial for students and prepares them for further endeavors in science and for life itself by developing skills in making decisions and solving problems. Although this may appear to limit the book's application to more advanced students and more experienced science teachers, we hope that some of the ideas can be applied to beginning science classes. In addition, we recognize that there are numerous sources of nonexperimental science activities in the field and we hope this book will fill a gap in the available material. Third, we've tried to address the difficulties many teachers face in helping their students get started on science projects. By explaining the process and including extensive suggestions of resources -- both nationally and locally -- we hope to make the science projects more approachable and enjoyable. We hope the book will provide direction for teachers who are new to experimental projects. And finally, in each section of ideas, we've tried to include a broad sampling of projects that cover most of the important concepts related to each technology. Additional topics are listed as one-liners'' following each group of projects.

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. For the purposes of this Guide, large-scale Federal renewable energy projects are defined as renewable energy facilities larger than 10 megawatts (MW) that are sited on Federal property and lands and typically financed and owned by third parties.1 The U.S. Department of Energy’s Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This Guide is intended to provide a general resource that will begin to develop the Federal employee’s awareness and understanding of the project developer’s operating environment and the private sector’s awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this Guide has been organized to match Federal processes with typical phases of commercial project development. FEMP collaborated with the National Renewable Energy Laboratory (NREL) and professional project developers on this Guide to ensure that Federal projects have key elements recognizable to private sector developers and investors. The main purpose of this Guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects.     To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This guide is intended to provide a general resource that will begin to develop the Federal employee's awareness and understanding of the project developer's operating environment and the private sector's awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this guide has been organized to match Federal processes with typical phases of commercial project development. The main purpose of this guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects. The framework includes key elements that describe a successful, financially attractive large-scale renewable energy project.

    Financing renewable energy projects in the United States can be a complex process. Most equity investment in new renewable power production facilities is supported by tax credits and accelerated depreciation benefits, and is constrained by the pool of potential investors that can fully use these tax benefits and are willing to engage in complex financial structures. For debt financing, non-government lending has largely been provided by foreign banks that may be under future lending constraints due to economic and regulatory conditions. To discuss renewable energy financing challenges and to identify new sources of capital to the U.S. market, two roundtable discussions were held with renewable energy and financing experts in April 2012. This report summarizes the key messages of those discussions and is designed to provide insights to the U.S. market and inform the international conversation on renewable energy financing innovations.

    This white paper surveys DOD installations that could have an increased potential interest in the purchase of energy from renewable energy projects on tribal lands. Identification of likely purchasers of renewable energy is a first step in the energy project development process, and this paper aims to identify likely electricity customers that tribal commercial-scale projects could serve. This white paper builds on a geospatial analysis completed in November 2012 identifying 53 reservations within 10 miles of military bases (DOE 2012). This analysis builds on those findings by further refining the list of potential opportunity sites to 15 reservations (Table ES-1), based on five additional factors: 1) The potential renewable resources required to meet the installation energy loads; 2) Proximity to transmission lines; 3) Military installation energy demand; 4) State electricity prices; 5) Local policy and regulatory environment.

NARUC'S Task Force on Renewable Energy conducted a review of the current state of renewable energy technologies to evaluate their potential and extract key policy lessons from experience already gained in deployment of these technologies in numerous states. The main focus of this effort has been to clarify how utility regulators affect the development of renewable energy resources. The goal of the project was twofold: (1) identify the factors that have led to success or failure or renewable energy technologies in various energy markets, and (2) to develop an agenda on renewable energy and utility regulation for NARUC and the DOE.
