On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document. The Potential for Energy Efficiency and Renewable Energy in North Carolina

As many states have restructured their electric power industry, they have established a ''systems benefit charge'' to help fund those activities that will no longer be funded by utilities in the new structure. Examples include weatherization of low-income housing, efficiency programs, and renewable energy development. Varying amounts have been collected and allocated depending on state needs and abilities. One question that arises is what are the potential results of funding the different types of programs. What is the potential for energy efficiency or for renewable power, and what would be accomplished given the amount of funding that the system benefit charge may provide? The purpose of this project is to provide an initial estimate of the potential for energy efficiency and renewable energy in North Carolina. This potential could be funded by a public benefits fund resulting from a green power program being considered in the state. It concentrates on electric energy savings and production. Savings in buildings can include improvements to space conditioning as well as improvements to lighting or other appliances. Distributed power potential, through use of combined heat and power and renewables such as photovoltaic, wind, and biomass were examined. The goal is to provide information to decision makers who are developing a green power program in North Carolina. It will not be a complete and detailed study of all efficiency potentials but is more of a scoping exercise to determine the relative impacts and begin the process for a more definitive study at a later date. Statewide energy savings potential cannot be directly measured but must be calculated. First, the word ''potential'' means that the savings have not occurred yet. Second, the savings are often only indirectly measured by estimating what energy use there would have been without the changes in technology or behavior. Calculations through sampling and statistical analysis or by simulation are a necessary part of any mechanism to determine energy savings potential. There are currently several methods for calculating savings. Extrapolation of savings achieved from specific programs, surveys of existing building stock or energy-using activities, computer calculations of representative building types, and economic simulations all provide insight into the amount of energy that could be saved.

Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. Master Limited Partnerships and Real Estate Investment Trusts: Opportunities and Potential Complications for Renewable Energy

Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of utilizing one or more of the following resource categories for energy generation: ocean waves; tides or ocean currents; free flowing water in rivers or streams; and energy generation from the differentials in ocean temperature. PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies. A technical report addressing our findings is available on this Science and Technology Information site under the Product Title, "Marine and Hydrokinetic Renewable Energy Technologies: Potential Navigational Impacts and Mitigation Measures". This product is a brochure, primarily for project developers, that summarizes important issues in that more comprehensive report, identifies locations where that report can be downloaded, and identifies points of contact for more information.

Marine and Hydrokinetic Renewable Energy Technologies: Potential Navigational Impacts and Mitigation Measures

On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of utilizing one or more of the following resource categories for energy generation: ocean waves; tides or ocean currents; free flowing water in rivers or streams; and energy generation from the differentials in ocean temperature. PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies, as summarized herein. The contract also required cooperation with the U.S. Coast Guard (USCG) and two recipients of awards (Pacific Energy Ventures and reVision) in a sub-topic area to develop a protocol to identify streamlined, best-siting practices. Over the period of this contract, PCCI and our sub-consultants, David Basco, Ph.D., and Neil Rondorf of Science Applications International Corporation, met with USCG headquarters personnel, with U.S. Army Corps of Engineers headquarters and regional personnel, with U.S. Navy regional personnel and other ocean users in order to develop an understanding of existing practices for the identification of navigational impacts that might occur during construction, operation, maintenance, and decommissioning. At these same meetings, “standard” and potential mitigation measures were discussed so that guidance could be prepared for project developers. Concurrently, PCCI reviewed navigation guidance published by the USCG and international community. This report summarizes the results of this effort, provides guidance in the form of a checklist for assessing the navigational impacts of potential marine and hydrokinetic projects, and provides guidance for improving the existing navigational guidance promulgated by the USCG in Navigation Vessel Inspection Circular 02 07. At the request of the USCG, our checklist and mitigation guidance was written in a generic nature so that it could be equally applied to offshore wind projects. PCCI teleconferenced on a monthly basis with DOE, Pacific Energy Ventures and reVision in order to share information and review work products. Although the focus of our effort was on marine and hydrokinetic technologies, as defined above, this effort drew upon earlier work by the USCG on offshore wind renewable energy installations. The guidance provided herein can be applied equally to marine and hydrokinetic technologies and to offshore wind, which are collectively referred to by the USCG as Renewable Energy Installations.

Analysis of Renewable Energy Potential on U. S. National Forest Lands

In 2005, the National Renewable Energy Laboratory (NREL) completed an assessment of the potential for solar and wind energy development on National Forest System (NFS) public lands managed by the US Department of Agriculture, U.S. Forest Service (USFS). This report provides an update of the analysis in the NREL report, and extends the analysis with additional siting factors for solar and wind energy. It also expands the scope to biomass and geothermal energy resources. Hydropower is acknowledged as another major renewable energy source on NFS lands; however, it was not analyzed in this project primarily because of the substantially different analysis that would be needed to identify suitable locations. Details about each renewable energy production technology included in the study are provided following the report introduction, including how each resource is converted to electrical power, and examples of existing power plants. The analysis approach was to use current and available Geographic Information System (GIS) data to map the distribution of the subject renewable energy resources, major siting factors, and NFS lands. For each major category of renewable energy power production, a set of siting factors were determined, including minimum levels for the renewable energy resources, and details for each of the other siting factors. Phase 1 of the analysis focused on replicating and updating the 2005 NREL analysis, and Phase 2 introduced additional siting factors and energy resources. Source data were converted to a cell?based format that helped create composite maps of locations meeting all the siting criteria. Acreages and potential power production levels for NFS units were tabulated and are presented throughout this report and the accompanying files. NFS units in the southwest United States were found to have the most potentially suitable land for concentrating solar power (CSP), especially in Arizona and New Mexico. In total, about 136,032 acres of NFS lands were found potentially suitable for CSP development, potentially yielding as much as 13,603 megawatts (MW) of electricity, assuming 10 acres per MW. For photovoltaic solar power (PV), the top NFS units were more widely distributed than CSP. Notably, more than 150,000 acres in Comanche National Grassland in Colorado were found to be potentially suitable for PV development, accounting for more than 25% of the potentially suitable NFS lands combined. In total, about 564,698 acres of NFS lands were found potentially suitable for PV development, potentially yielding as much as 56,469 MW of electricity, assuming 10 acres per MW. NFS units most suitable for wind power are concentrated in the northern Great Plains. In total, about 3,357,792 acres of NFS lands were found potentially suitable for wind development, potentially yielding as much as 67,156 MW of electricity, assuming 50 acres per MW. Of that area, 571,431 acres (11,429 MW) are located within the Bankhead?Jones Farm Tenant Act Land in Montana. NFS lands in Alaska have considerable wind resources, but other siting factors eliminated almost the entire area. The southwest coast of Chugach National Forest, near Seward, Alaska, maintains the majority of the remaining acreage. NFS units with highly suitable biomass resources are located from Idaho to Louisiana. In total, about 13,967,077 acres of NFS lands are potentially highly suitable for biomass from logging and thinning residue development. Of that, 1,542,247 acres is located in Fremont?Winema National Forest in Oregon. Not surprisingly, most NFS units have at least some level of potentially suitable biomass resources. In general, biomass resources such as these could significantly offset consumption of coal and petroleum?based fuels. NFS units deemed potentially highly suitable for enhanced geothermal system (EGS) development were distributed widely from California to Virginia, accounting for some 6,475,459 acres. Final Report - Conservation & Renewable Energy Potential Study For Smith River Rancheria

In January 2006 the Smith River Rancheria (SRR), located in Smith River, California, contracted with the team of Strategic Energy Solutions (SES) and Evergreen NRG to conduct a study for the community. The objective of the study was to identify renewable generation opportunities that would facilitate Rancheria energy independence through SRR owned and operated power projects. These generation facilities were to be located either on or near the reservation. Specifically, the Rancheria was interested in the viability of generating electric power using biomass and wind fuel resources. Initial research identified that a very small portion of the community's energy could be offset by renewable energy generation due to the low solar resource in this area, and the lack of significant wind or biomass resources on or near reservation land. Some larger projects were identified which offered little or no benefit to the Rancheria. As a result, the scope of this study was changed in October 2006 to focus on energy efficiency opportunities for key reservation facilities, with a continued analysis of smaller renewable energy opportunities within reservation boundaries. The consulting team initially performed a resource analysis for biomass and solar generation opportunities in the region of the Rancheria. It was quickly concluded that none of these options would yield renewable power for the Rancheria at costs competitive with current utility sources, and that any larger installations would require substantial funding that may not be available. Having made these conclusions early on, the study effort was redirected and the team investigated each of the major Rancheria buildings to look for solar, wind and conservation opportunities. The buildings were audited for energy use and the roof areas were examined for exposure of solar radiation. Wind resources were also investigated to determine if smaller wind turbines would offer power generation at a reasonable cost.

A model is presented in this work for simulating endogenously the evolution of the marginal costs of production of energy carriers from non-renewable resources, their consumption, depletion pathways and timescales. Such marginal costs can be used to simulate the long term average price formation of energy commodities. Drawing on previous work where a global database of energy resource economic potentials was constructed, this work uses cost distributions of non-renewable resources in order to evaluate global flows of energy commodities. A mathematical framework is given to calculate endogenous flows of energy resources given an exogenous commodity price path. This framework can be used in reverse in order to calculate an exogenous marginal cost of production of energy carriers given an exogenous carrier demand. Using rigid price inelastic assumptions independent of the economy, these two approaches generate limiting scenarios that depict extreme use of natural resources. An Integrated Geovisual Analytics Framework for Analysis of Energy Consumption Data and Renewable Energy Potentials

We present an integrated geovisual analytics framework for utility consumers to interactively analyze and benchmark their energy consumption. The framework uses energy and property data already available with the utility companies and county governments respectively. The motivation for the developed framework is the need for citizens to go beyond the conventional utility bills in understanding the patterns in their energy consumption. There is also a need for citizens to go beyond one-time improvements that are often not monitored and measured over time. Some of the features of the framework include the ability for citizens to visualize their historical energy consumption data along with weather data in their location. The quantity of historical energy data available is significantly more than what is available from utility bills. An overlay of the weather data provides users with a visual correlation between weather patterns and their energy consumption patterns. Another feature of the framework is the ability for citizens to compare their consumption on an aggregated basis to that of their peers other citizens living in houses of similar size and age and within the same or different geographical boundaries, such as subdivision, zip code, or county. The users could also compare their consumption to others based on the size of their family and other attributes. This feature could help citizens determine if they are among the best in class . The framework can also be used by the utility companies to better understand their customers and to plan their services. To make the framework easily accessible, it is developed to be compatible with mobile consumer electronics devices.

RP-5 RENEWABLE ENERGY PROJECT

This report is the first quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of July 12, 2002 (project inception) to September 30, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted to identify and analyze potential renewable energy technologies and verify its feasibility and suitability for the project. The report covers the two-day Energy Charrette that was held at the Inland Empire Utilities Agency (IEUA) Headquarters Building on May 8-9, 2002 to brainstorm, evaluate and present all available renewable energy options along with their implementations. Although the Energy Charrette was held prior to awarding of the DOE Grant, the outcome of the Charrette forms the basis of the activities that took place after July 12, 2002. Therefore, the Energy Charrette is frequently referenced and discussed in this report. The report also discusses the Energy Meeting that took place on September 24, 2002 between IEUA and CH2M Hill to follow up on the various presentations and recommendations resulting from the Energy Charrette. It should be noted that no final equipment data or capacities have been presented in the report, as the Conceptual Design has not started yet. This report covers continuing effort and work to complete the Request for Proposal (RFP) for this project. The Executive Summary Section covers more details on the scope of work, which consists of the conceptual, preliminary and final design, and what has been accomplished during the report period. Tools and methods utilized in this project to identify renewable energy technologies are included in the ''Experimental'' Section. Finally, Project achievements, implications and importance in improving this kind of technology are summarized in the ''Conclusion'' Section.

This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

Developing Government Renewable Energy Projects

The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

Two of the major challenges the U.S. energy sector faces are greenhouse gas emissions and oil that is both imported and potentially reaching a peak (the point at which maximum extraction is reached). Interest in development of both renewable and nuclear energy has been strong because both have potential for overcoming these challenges. Research in both energy sources is ongoing, but relatively little research has focused on the potential benefits of combining nuclear and renewable energy. In September 2011, the Joint Institute for Strategic Energy Analysis (JISEA) convened the Nuclear and Renewable Energy Synergies Workshop at the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) to identify potential synergies and strategic leveraging opportunities between nuclear energy and renewable energy. Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

The Renewable Energy Atlas (Atlas) of the United States is a compilation of geospatial data focused on renewable energy resources, federal land ownership, and base map reference information. It is designed for the U.S. Department of Agriculture Forest Service (USFS) and other federal land management agencies to evaluate existing and proposed renewable energy projects. Much of the content of the Atlas was compiled at Argonne National Laboratory (Argonne) to support recent and current energy-related Environmental Impact Statements and studies, including the following projects: (1) West-wide Energy Corridor Programmatic Environmental Impact Statement (PEIS) (BLM 2008); (2) Draft PEIS for Solar Energy Development in Six Southwestern States (DOE/BLM 2010); (3) Supplement to the Draft PEIS for Solar Energy Development in Six Southwestern States (DOE/BLM 2011); (4) Upper Great Plains Wind Energy PEIS (WAPA/USFWS 2012, in progress); and (5) Energy Transport Corridors: The Potential Role of Federal Lands in States Identified by the Energy Policy Act of 2005, Section 368(b) (in progress). Presently, the US EPA is constructing a new complex at Research Triangle Park, North Carolina to consolidate its research operations in the Raleigh-Durham area. The National Computer Center (NCC) is currently in the design process and is planned for construction as partof this complex. This preliminary assessment of renewable energy resources on the Umatilla Indian Reservation (UIR) has been performed by CTUIR Department of Science and Engineering (DOSE). This analysis focused primarily identifying renewable resources that may be applied on or near the Umatilla Indian Reservation. In addition preliminary technical and economic feasibility of developing renewable energy resources have been prepared and initial land use planning issues identified. Renewable energies examined in the course of the investigation included solar thermal, solar photovoltaic, wind, bioethanol, bio-diesel and bio-pellet fuel. All renewable energy options studied were found to have some potential for the CTUIR. These renewable energy options are environmentally friendly, sustainable, and compliment many of the policy goals of the CTUIR. This report seeks to provide an overall review of renewable energy technologies and applications. It tries to identify existing projects near to the CTUIR and the efforts of the federal government, state government and the private sector in the renewable energy arena. It seeks to provide an understanding of the CTUIR as an energy entity. This report intends to provide general information to assist tribal leadership in making decisions related to energy, specifically renewable energy deve lopment.

The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

The study addresses a number of facets of a solar project’s overall feasibility, including: ? Technical appropriateness; ? Solar resource characteristics and expected system performance; ? Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. The energy and waste education program provides Luther students with ideas about sustainability and conservation guidelines that they carry with them into their future communities.

Indian Renewable Energy Status Report: Background Report for DIREC 2010

India has great potential to accelerate use of endowed renewable resources in powering its growing economy with a secure and affordable energy supply. The Government of India recognizes that development of local, renewable resources will be critical to ensure that India is able to meet both economic and environmental objectives and has supported the development of renewable energy through several policy actions. This paper describes the status of renewable energy in India as of DIREC 2010. It begins by describing the institutional framework guiding energy development in India, the main policy drivers impacting energy, and the major policy actions India has taken that impact renewable energy deployment. The paper presents estimates of potential for wind, solar, small hydro, and bioenergy and the deployment of each of these technologies to date in India. The potential for India to meet both large-scale generation needs and provide access to remote, unelectrified populations are covered. Finally, the enabling environment required to facilitate rapid scale of renewables is discussed, including issues of technology transfer and the status of financing in India.

Renewable energy has an important role to play in meeting future energy needs and achieving sustainability. However, its diffusion and deployment is slow in the past decade due to low fossil fuel prices and barriers in the energy market. Rigorous methods are needed to accelerate the development and utilization of renewable energy, and to increase its contribution to the current energy supply mixes. The need of developing countries to enhance their renewable energy applications will present economic opportunities for trading-based cities. The use of renewable energy in Hong Kong is at present very limited, although their potential is believed to be significant. It is essential for Hong Kong to develop a renewable energy market that will satisfy the local demands for green energy and enhance the renewable energy development together with the Mainland China. The development of a sustainable energy structure will present both challenges and opportunities to Hong Kong. The concept of sustainability has gained widespread support over the last decade, with many organizations adopting it as an important goal. Implications of Regional Transmission Organization Design for Renewable Energy Technologies

This report summarizes the development of Regional Transmission Organizations (RTOs) and assesses the potential implications of market rules for renewable energy technologies. The report focuses on scheduling provisions, as these have proved problematic in some cases for intermittent renewable energy technologies. Market rules of four RTOs-the Pennsylvania-Maryland-New Jersey ISO, the ERCOT ISO, the Midwest ISO and the New York ISO (NYISO)-were examined to determine the impact on intermittent renewable energy projects such as wind energy generators. Also, a more general look was taken at how biomass power may fare in RTOs, specifically whether these technologies can participate in ancillary service markets. Lastly, an assessment was made regarding the implications for renewable energy technologies of a Northeast-wide RTO that would combine the three existing Northeast ISOs (the aforementioned PJM and NYISOs, as well as ISO New England).

This presentation provides an overview of international voluntary renewable energy markets, with a focus on the United States and Europe. The voluntary renewable energy market is the market in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. In 2010, the U.S. voluntary market was estimated at 35 terawatt-hours (TWh) compared to 300 TWh in the European market, though key differences exist. On a customer basis, Australia has historically had the largest number of customers, pricing for voluntary certificates remains low, at less than $1 megawatt-hour, though prices depend on technology.

Renewable Energy Opportunities at the Kanto Installations, Japan

This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ. This report recommends projects to pursue and offers approaches to use. The most promising opportunities include waste-to-energy and ground source heat pumps. Solar photovoltaics (PV) may also prove successful. Other resources were found to be insufficient on the Kanto installations.

Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as intermittent) output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. The variability of these sources has led to concerns regarding the reliability of an electric grid that derives a large fraction of its energy from these sources as well as the cost of reliably integrating large amounts of variable generation into the electric grid. In this report, we explore the role of energy storage in the electricity grid, focusing on the effects of large-scale deployment of variable renewable sources (primarily wind and solar energy).

From July 2005 to July 2007, the Schatz Energy Research Center (SERC) assisted the Yurok Tribe in the implementation of a program designed to build the Tribe’s own capacity to improve energy efficiency and maintain and repair renewable energy systems in Tribal homes on the Yurok Reservation. Funding for this effort was provided by the U.S. Department of Energy’s Tribal Program under First Steps grant award #DE-FG36-05GO15166. The program’s centerpiece was a house-by-house needs assessment, in which Tribal staff visited and conducted energy audits at over fifty homes. The visits included assessment of household energy efficiency and condition of existing renewable energy systems. Staff also provided energy education to residents, evaluated potential sites for new household renewable energy systems, and performed minor repairs as needed on renewable energy systems.
