    The subject of this paper is innovative policies to promote renewable energy. The renewable energy industry has made great progress in the last decade. Prices have dropped four-fold or more, and reliability has increased dramatically. By most measures, then, the renewable energy industry should be poised to become a mainstream success. But upon closer examination, it appears instead that society may snatch defeat from the jaws of victory. Unless something changes, and soon, dozens of promising renewable technologies may stumble and fall. An exploding population, a build-up of CO{sub 2} threatening to cause global warming, extensive oil spills and oil fires, and acid rain make it imperative to preserve this option. The author looks at what drives this situation, where on the one hand renewable energy technologies are more cost-effective than ever, and on the other society is not ready to purchase them in sufficient quantities to overcome these problems.

    State policies can support renewable energy development by driving markets, providing certainty in the investment market, and incorporating the external benefits of the technologies into cost/benefit calculations. Using statistical analyses and policy design best practices, this paper quantifies the impact of state-level policies on renewable energy development in order to better understand the role of policy on development and inform policy makers on the policy mechanisms that provide maximum benefit. The results include the identification of connections between state policies and renewable energy development, as well as a discussion placing state policy efforts in context with other factors that influence the development of renewable energy (e.g. federal policy, resource availability, technology cost, public acceptance).

    Future manufacturing of renewable energy equipment in the United States provides economic development opportunities for state and local communities. However, demand for the equipment is finite, and opportunities are limited. U.S. demand is estimated to drive total annual investments in renewable energy equipment to $14-$20 billion by 2030. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry. State marketing strategies for acquiring renewable energy manufacturers are likely best served by an approach that: (1) is multi-faceted and long-term, (2) fits within existing broad-based economic development strategies, (3) includes specific components such as support for renewable energy markets and low barriers to renewable energy deployment, and (4) involves increased differentiation by leveraging existing assets when applicable.

    The costs of electric power projects utilizing renewable energy technologies are highly sensitive to financing terms. Consequently, as the electricity industry is restructured and new renewables policies are created, it is important for policymakers to consider the impacts of renewables policy design on project financing. This report describes the power plant financing process and provides insights to policymakers on the important nexus between renewables policy design and finance. A cash-flow model is used to estimate the impact of various financing variables on renewable energy costs. Past and current renewable energy policies are then evaluated to demonstrate the influence of policy design on the financing process and on financing costs. The possible impacts of electricity restructuring on power plant financing are discussed and key design issues are identified for three specific renewable energy programs being considered in the restructuring process: (1) surcharge-funded policies; (2) renewables portfolio standards; and (3) green marketing programs. Finally, several policies that are intended to directly reduce financing costs and barriers are analyzed. The authors find that one of the key reasons that renewables policies are not more effective is that project development and financing processes are frequently ignored or misunderstood when designing and implementing renewable energy incentives. A policy that is carefully designed can reduce renewable energy costs dramatically by providing revenue certainty that will, in turn, reduce financing risk premiums.

The factors contributing to renewable energy development at the state level are identified and discussed, including the challenges of understanding the role of different factors in development. The report also compiles and evaluates the status of 'best practice' state policy design and connects the existence of some policies with increased renewable energy development through correlation analysis. The report also proposes a strategy for better understanding the role of policy in renewable energy development, based on market-transformation principles. Correlation analysis illustrates the potential for further application of these principles to renewable energy. The final section provides resources for state policy makers for better understanding and developing renewable energy resources.

    Several states are pursuing policies to foster renewable energy as part of efforts to restructure state electric power markets. The primary policies that states are pursuing for renewables are system benefits charges (SBCs) and renewable portfolio standards (RPSs). However, the eligibility of biomass under state RPS and SBC policies is in question in some states. Eligibility restrictions may make it difficult for biomass power companies to access these policies. Moreover, legislative language governing the eligibility of biomass power is sometimes vague and difficult to interpret. This paper provides an overview of state RPS and SBC policies and focuses on the eligibility of biomass power. For this paper, the authors define biomass power as using wood and agricultural residues and landfill methane, but not waste-to-energy, to produce energy.

    As U.S. states increasingly focus on developing renewable energy resources, there is a need to track the progress of development, as well as the policies and support mechanisms being implemented to encourage this development. Beyond tracking, the evaluation of policy measures is necessary to determine their effectiveness, guide future efforts, and efficiently allocate resources. This report addresses each of these needs. It provides a detailed picture of the status of renewable energy development in each of the U.S. states using a variety of metrics and discusses the policies being used to encourage this development. The report then explores the context in which renewable energy development occurs by discussing the factors that can affect the uptake of power generation technologies. The analysis offers suggestions on how policies can be used to address these variables, which leads to tailored policy support that considers the specific circumstances within each state. The analysis presents results of several quantitative evaluation methods that have been designed to explore the link between policy implementation and actual development. Finally, the report discusses contextual factors, aside from policy, that affect renewable energy development. The report concludes with a summary of the main points from each chapter, discussion of next steps, and a list of resources.

    The Working Group III Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN) presents an assessment of the literature on the scientific, technological, environmental, economic and social aspects of the contribution of six renewable energy (RE) sources to the mitigation of climate change.     Renewable energy certificates (RECs) represent the bundle of information that describes the characteristics of renewable electricity generation, and may be (and increasingly are) sold separately from the underlying electricity itself. RECs are a relatively new phenomenon, emerging as a tradable commodity in voluntary markets in the late 1990s, and gaining strength as a means of compliance with various state policy requirements affecting renewable generation in the early 2000s (Holt and Bird 2005). Twenty states and Washington, D.C. now have mandatory renewables portfolio standard (RPS) obligations, and most of these may be satisfied by owning and retiring RECs. Many states also have fuel source and emissions disclosure requirements, for which RECs are useful. Even where state policy does not allow unbundled and fully tradable RECs to meet these requirements, RECs may still be used as an accounting and verification tool (REC tracking systems are in place or under development in many regions of the U.S.). These applications, plus REC trading activity in support of voluntary green claims, give rise to potential ''double counting'' to the extent that the purchaser of the RECs and the purchaser of the underlying electricity both make claims to the renewable energy attributes of the facility in question (Hamrin and Wingate 2003). When renewable electricity is sold and purchased, an important question therefore arises: ''Who owns the RECs created by the generation of renewable energy?'' In voluntary transactions, most agree that the question of REC ownership can and should be negotiated between the buyer and the seller privately, and should be clearly established by contract. Claims about purchasing renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. In these cases, the issue of REC ownership must often be answered by legislative or regulatory authorities. Some renewable energy contracts pre-date the existence of RECs, however, and in these cases the disposition of RECs is often unclear. Similarly, because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. The purpose of this report is to provide information and insight to state policy-makers, utility regulators, and others about different approaches to clarifying the ownership of RECs. We focus exclusively on three distinct areas in which REC ownership issues have arisen: (1) Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978; (2) Customer-owned generation that benefits from state net metering rules; and (3) Generation facilities that receive financial incentives from state or utility funds. This is a survey report. It reviews how both the federal government and states have addressed these issues to date, and highlights the arguments that have been raised for different REC ownership dispositions. Our aim is to describe the arguments on each side, and the context for the debates that are occurring. We do not, in this report, provide a list of policy recommendations for how policymakers should be addressing these issues.

    The construction of new infrastructure is hotly contested. This paper presents a comparative study on three environmental policy domains in the Netherlands that all deal with legitimising building and locating infrastructure facilities. Such infrastructure is usually declared essential to environmental policy and claimed to serve sustainability goals. They are considered to serve (proclaimed) public interests, while the adverse impact or risk that mainly concerns environmental values as well is concentrated at a smaller scale, for example in local communities. The social acceptance of environmental policy infrastructure is institutionally determined. The institutional capacity for learning in infrastructure decision-making processes in the following three domains is compared: 1.The implementation of wind power as a renewable energy innovation; 2.The policy on space-water adaptation, with its claim to implement a new style of management replacing the current practice of focusing on control and 'hard' infrastructure; 3.Waste policy with a focus on sound waste management and disposal, claiming a preference for waste minimization (the 'waste management hierarchy'). All three cases show a large variety of social acceptance issues, where the appraisal of the impact of siting the facilities is confronted with the desirability of the policies. In dealing with environmental conflict, the environmental capacity of the Netherlands appears to be low. The policies are frequently hotly contested within the process of infrastructure decision-making. Decision-making on infrastructure is often framed as if consensus about the objectives of environmental policies exists. These claims are not justified, and therefore stimulating the emergence of environmental conflicts that discourage social acceptance of the policies. Authorities are frequently involved in planning infrastructure that conflicts with their officially proclaimed policy objectives. In these circumstances, they are often confronted with local actors who support alternatives that are in fact better in tune with the new policy paradigm.

It highlights the impacts of specific renewable energy rebate programs on renewable energy markets around the country, as well as rebate program impacts on overarching energy policy drivers. It also discusses lessons learned, challenges, ideal applications, keys to success, and complementary and alternative policies. Results indicate that rebate programs can have a strong deployment impact on emerging renewable energy markets. This report focuses on renewable energy rebate programs, which are being analyzed as part of the State Clean Energy Policies Analysis (SCEPA) project. SCEPA is being used to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states.

On the other hand, environmental regulations have placed heavy cost burdens on many U.S. businesses as they struggle to remain competitive in both domestic and foreign markets. How, then, can one reconcile the growing need for environmental protection with the desire for a stronger, healthier economy? Even as Congress debates the value of existing environmental legislation, new threats are appearing on the horizon. For example, extensive storm damage from Hurricane Andrew and other natural disasters has prompted members of the $650-billion insurance industry to begin studying the effects that global warming may have on future property damage claims. More and more people are realizing that the most efficient and economical way to control pollution is to avoid creating it in the first place. And that`s where renewable energy comes in.     The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

    On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document.     The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, a renewable portfolio standard (RPS) mandates an increase in the use of wind, solar, biomass, and other alternatives to fossil and nuclear electric generation. This paper provides a summary of the policy objectives that commonly drive the establishment of an RPS, the key issues that states have encountered in implementing an RPS, and the strategies that some of the leading states have followed to address implementation challenges. The factors that help an RPS function best generally have been explored in other analyses. This study complements others by comparing empirical outcomes, and identifying the policies that appear to have the greatest impact on results.

    The Renewable Energy Atlas (Atlas) of the United States is a compilation of geospatial data focused on renewable energy resources, federal land ownership, and base map reference information. It is designed for the U.S. Department of Agriculture Forest Service (USFS) and other federal land management agencies to evaluate existing and proposed renewable energy projects. Much of the content of the Atlas was compiled at Argonne National Laboratory (Argonne) to support recent and current energy-related Environmental Impact Statements and studies, including the following projects: (1) West-wide Energy Corridor Programmatic Environmental Impact Statement (PEIS) (BLM 2008); (2) Draft PEIS for Solar Energy Development in Six Southwestern States (DOE/BLM 2010); (3) Supplement to the Draft PEIS for Solar Energy Development in Six Southwestern States (DOE/BLM 2011); (4) Upper Great Plains Wind Energy PEIS (WAPA/USFWS 2012, in progress); and (5) Energy Transport Corridors: The Potential Role of Federal Lands in States Identified by the Energy Policy Act of 2005, Section 368(b) (in progress). This report explains how to add the Atlas to your computer and install the associated software; describes each of the components of the Atlas; lists the Geographic Information System (GIS) database content and sources; and provides a brief introduction to the major renewable energy technologies.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

While power systems have been designed to handle the variable nature of loads, the additional supply-side variability and uncertainty can pose new challenges for utilities and system operators.     The Intergovernmental Panel on Climate Change issued the Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN) at http://srren.ipcc-wg3.de/ (May 2011 electronic version; printed form ISBN 978-1-107-60710-1, 2012). More than 130 scientists contributed to the report.* The SRREN assessed existing literature on the future potential of renewable energy for the mitigation of climate change within a portfolio of mitigation options including energy conservation and efficiency, fossil fuel switching, RE, nuclear and carbon capture and storage (CCS). It covers the six most important renewable energy technologies - bioenergy, direct solar, geothermal, hydropower, ocean and wind, as well as their integration into present and future energy systems. It also takes into consideration the environmental and social consequences associated with these technologies, the cost and strategies to overcome technical as well as non-technical obstacles to their application and diffusion.

    The Energy Policy Act of 1992 (EPACT) requires the General Services Administration (GSA) to implement a solar energy program to demonstrate and evaluate the performance of available technologies expected to have widespread commercial application. The GSA decided to carry out the project at the Denver Federal Center because of its proximity to the National Renewable Energy Laboratory (NREL). The location was thought to be of mutual benefit to NREL and the GSA: it provides NREL an opportunity to deploy technology and it provides the GSA an opportunity to gain a hands-on learning experience with renewables. The GSA plans to document their experience and use it as a case study in part of a larger training effort on renewable energy. This paper describes the technology selection process and provides an update on the status of the project.

    Battery powered transmitters face energy constraint, replenishing their energy by a renewable energy source (like solar or wind power) can lead to longer lifetime. We consider here the problem of finding the optimal power allocation under random channel conditions for a wireless transmitter, such that rate of information transfer is maximized. Here a rechargeable battery, which is periodically charged by renewable source, is used to power the transmitter. All of above is formulated as a Markov Decision Process. Structural properties like the monotonicity of the optimal value and policy derived in this paper will be of vital importance in understanding the kind of algorithms and approximations needed in real-life scenarios. The effect of curse of dimensionality which is prevalent in Dynamic programming problems can thus be reduced. We show our results under the most general of assumptions.

    This preliminary assessment of renewable energy resources on the Umatilla Indian Reservation (UIR) has been performed by CTUIR Department of Science and Engineering (DOSE). This analysis focused primarily identifying renewable resources that may be applied on or near the Umatilla Indian Reservation. In addition preliminary technical and economic feasibility of developing renewable energy resources have been prepared and initial land use planning issues identified. Renewable energies examined in the course of the investigation included solar thermal, solar photovoltaic, wind, bioethanol, bio-diesel and bio-pellet fuel. All renewable energy options studied were found to have some potential for the CTUIR. These renewable energy options are environmentally friendly, sustainable, and compliment many of the policy goals of the CTUIR. This report seeks to provide an overall review of renewable energy technologies and applications. It tries to identify existing projects near to the CTUIR and the efforts of the federal government, state government and the private sector in the renewable energy arena. It seeks to provide an understanding of the CTUIR as an energy entity. This report intends to provide general information to assist tribal leadership in making decisions related to energy, specifically renewable energy deve lopment.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems.     This report is the first quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of July 12, 2002 (project inception) to September 30, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted to identify and analyze potential renewable energy technologies and verify its feasibility and suitability for the project. The report covers the two-day Energy Charrette that was held at the Inland Empire Utilities Agency (IEUA) Headquarters Building on May 8-9, 2002 to brainstorm, evaluate and present all available renewable energy options along with their implementations. Although the Energy Charrette was held prior to awarding of the DOE Grant, the outcome of the Charrette forms the basis of the activities that took place after July 12, 2002. Therefore, the Energy Charrette is frequently referenced and discussed in this report. The report also discusses the Energy Meeting that took place on September 24, 2002 between IEUA and CH2M Hill to follow up on the various presentations and recommendations resulting from the Energy Charrette. It should be noted that no final equipment data or capacities have been presented in the report, as the Conceptual Design has not started yet. This report covers continuing effort and work to complete the Request for Proposal (RFP) for this project. The Executive Summary Section covers more details on the scope of work, which consists of the conceptual, preliminary and final design, and what has been accomplished during the report period.     Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

    India has great potential to accelerate use of endowed renewable resources in powering its growing economy with a secure and affordable energy supply. The Government of India recognizes that development of local, renewable resources will be critical to ensure that India is able to meet both economic and environmental objectives and has supported the development of renewable energy through several policy actions. This paper describes the status of renewable energy in India as of DIREC 2010. It begins by describing the institutional framework guiding energy development in India, the main policy drivers impacting energy, and the major policy actions India has taken that impact renewable energy deployment. The paper presents estimates of potential for wind, solar, small hydro, and bioenergy and the deployment of each of these technologies to date in India. The potential for India to meet both large-scale generation needs and provide access to remote, unelectrified populations are covered. Finally, the enabling environment required to facilitate rapid scale of renewables is discussed, including issues of technology transfer and the status of financing in India.

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    OAK - B135 Advancement in the use of renewable energy over the past decade is due, in part, to progress in coordinating renewable energy policies, programs and initiatives across all governmental levels and all sectors of business. Through recent efforts by IREC?s DSIRE project, information on existing federal, state, local, and utility programs and incentives has been easier for the general public and government agencies to access and, as a result, use of these programs is beginning to increase. Increasing awareness of incentives can directly and positively impact the use of renewable energy. The DSIRE project?s primary objective, therefore, is to provide a single resource for all available incentive programs. Information produced by DSIRE is of increasing value to an audience of: · State and local energy offices and regulatory agencies that may be considering new programs or initiatives, or extensions and expansions of past programs; · State regulatory agencies or utility commissions that have approval or influence over the creation of regulatory incentives; · Utility companies who may be considering the creation of new programs and incentives for renewable energy; · Consumers, businesses, and renewable energy industries that need timely information on such incentives for purchasing and business planning; · Schools and youth activity organizations seeking exciting and innovative applications of science and technology; and · Renewable energy, environmental and consumer organizations actively promoting the utilization of renewable energy technologies.

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

    This report is a summary of the finance trends for small-scale solar photovoltaic (PV) projects (PV <1 MW), large-scale PV projects (PV greater than or equal to 1 MW), and concentrated solar power projects as reported in the National Renewable Energy Laboratory's Renewable Energy Finance Tracking Initiative (REFTI). The report presents REFTI data during the five quarterly periods from the fourth quarter of 2009 to the first half of 2011. The REFTI project relies exclusively on the voluntary participation of industry stakeholders for its data; therefore, it does not offer a comprehensive view of the technologies it tracks. Despite this limitation, REFTI is the only publicly available resource for renewable energy project financial terms. REFTI analysis offers usable inputs into the project economic evaluations of developers and investors, as well as the policy assessments of public utility commissions and others in the renewable energy industry.

    For more than a decade, renewable energy certificates (RECs) have grown in use, becoming a common way to track ownership of the renewable and environmental attributes of renewable electricity generation. In recent years, however, questions have risen about the role RECs play in the decision to build new renewable energy projects. Information from a variety of market participants suggests that the importance of RECs in building new projects varies depending on a number of factors, including electricity market prices, the cost-competitiveness of the project, the presence or absence of public policies supportive of new projects, contract duration, and the perspective of different market participants. While there is no single answer to the role that RECs play, there are situations in which REC revenues are essential to project economics, as well as some where REC revenues may have little impact. To strengthen the role RECs play in both compliance and voluntary markets, there are a number of options that could be considered. In compliance markets, lawmakers or regulators would have to adopt measures that strengthen the role of RECs in the development of new projects, while in voluntary markets, it would be up to program leaders and market participants themselves to implement measures.
