Renewable Energy Cost Modeling: A Toolkit for Establishing Cost-Based Incentives in the United States; March 2010 -- March 2011

This report is intended to serve as a resource for policymakers who wish to learn more about establishing cost-based incentives. The report will identify key renewable energy cost modeling options, highlight the policy implications of choosing one approach over the other, and present recommendations on the optimal characteristics of a model to calculate rates for cost-based incentives, feed-in tariffs (FITs), or similar policies. These recommendations will be utilized in designing the Cost of Renewable Energy Spreadsheet Tool (CREST). Three CREST models will be publicly available and capable of analyzing the cost of energy associated with solar, wind, and geothermal electricity generators. The CREST models will be developed for use by state policymakers, regulators, utilities, developers, and other stakeholders to assist them in current and future rate-setting processes for both FIT and other renewable energy incentive payment structures and policy analyses.

This report compares the relative costs, benefits, and implications of capturing the value of renewable energy tax benefits in these three different ways – applying them against outside income , carrying them forward in time until they can be fully absorbed internally, or monetizing them through third-party tax equity investors – to see which method is most competitive under various scenarios. It finds that under current law and late-2013 market conditions, monetization makes sense for all but the most tax-efficient project sponsors. In other words, for most project sponsors, bringing in third-party tax equity currently provides net benefits to a project.

The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

This paper describes a method for determining the combination of renewable energy technologies that minimize life-cycle cost at a facility, often with a specified goal regarding percent of energy use from renewable sources. Technologies include: photovoltaics (PV); wind; solar thermal heat and electric; solar ventilation air preheating; solar water heating; biomass heat and electric (combustion, gasification, pyrolysis, anaerobic digestion); and daylighting. The method rests upon the National Renewable Energy Laboratory's (NREL's) capabilities in characterization of technology cost and performance, geographic information systems (GIS) resource assessment, and life-cycle cost analysis. The paper discusses how to account for the way candidate technologies interact with each other, and the solver routine used to determine the combination that minimizes life-cycle cost. Results include optimal sizes of each technology, initial cost, operating cost, and life-cycle cost, including incentives from utilities or governments. Results inform early planning to identify and prioritize projects at a site for subsequent engineering and economic feasibility study.

The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

Jobs and Renewable Energy Project

Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

Analysis of federal incentives used to stimulate energy consumption

The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document. This report is the first quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of July 12, 2002 (project inception) to September 30, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted to identify and analyze potential renewable energy technologies and verify its feasibility and suitability for the project. The report covers the two-day Energy Charrette that was held at the Inland Empire Utilities Agency (IEUA) Headquarters Building on May 8-9, 2002 to brainstorm, evaluate and present all available renewable energy options along with their implementations. Although the Energy Charrette was held prior to awarding of the DOE Grant, the outcome of the Charrette forms the basis of the activities that took place after July 12, 2002. Therefore, the Energy Charrette is frequently referenced and discussed in this report. The report also discusses the Energy Meeting that took place on September 24, 2002 between IEUA and CH2M Hill to follow up on the various presentations and recommendations resulting from the Energy Charrette. It should be noted that no final equipment data or capacities have been presented in the report, as the Conceptual Design has not started yet. This report covers continuing effort and work to complete the Request for Proposal (RFP) for this project. The Executive Summary Section covers more details on the scope of work, which consists of the conceptual, preliminary and final design, and what has been accomplished during the report period. Tools and methods utilized in this project to identify renewable energy technologies are included in the ''Experimental'' Section. Finally, Project achievements, implications and importance in improving this kind of technology are summarized in the ''Conclusion'' Section.

Our current fossil-fuel-based system is causing potentially catastrophic changes to our planet. The quest for renewable, nonpolluting sources of energy requires us to understand, predict, and ultimately control matter and energy at the electronic, atomic, and molecular levels. Light-source facilities - the synchrotrons of today and the next-generation light sources of tomorrow - are the scientific tools of choice for exploring the electronic and atomic structure of matter. As such, these photon-science facilities are uniquely positioned to jump-start a global revolution in renewable and carbonneutral energy technologies. The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

Financing investments in renewable energy: The role of policy design and restructuring

The costs of electric power projects utilizing renewable energy technologies are highly sensitive to financing terms. Consequently, as the electricity industry is restructured and new renewables policies are created, it is important for policymakers to consider the impacts of renewables policy design on project financing. This report describes the power plant financing process and provides insights to policymakers on the important nexus between renewables policy design and finance. A cash-flow model is used to estimate the impact of various financing variables on renewable energy costs. Past and current renewable energy policies are then evaluated to demonstrate the influence of policy design on the financing process and on financing costs. The possible impacts of electricity restructuring on power plant financing are discussed and key design issues are identified for three specific renewable energy programs being considered in the restructuring process: (1) surcharge-funded policies; (2) renewables portfolio standards; and (3) green marketing programs. Finally, several policies that are intended to directly reduce financing costs and barriers are analyzed. The authors find that one of the key reasons that renewables policies are not more effective is that project development and financing processes are frequently ignored or misunderstood when designing and implementing renewable energy incentives. A policy that is carefully designed can reduce renewable energy costs dramatically by providing revenue certainty that will, in turn, reduce financing risk premiums.

The purpose of this research was to analyze past and present federal incentives to production of various energy sources and thereby assist the Division of Conservation and Solar Applications, Department of Energy, in the study and recommendation of federal incentives for the development of solar energy. The research was divided into five parts: a survey of current thought about incentives for solar energy production; the theoretical approach to analyzing and characterizing incentives; a generic view of the energy incentive creating landscape for 1978; analysis of the major energy sources (nuclear, hydro, coal, electricity, oil, and gas) along their trajectories from exploration to waste management, including their costs in 1978 dollars; and insights into potential incentives for solar policy. Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. The energy and waste education program provides Luther students with ideas about sustainability and conservation guidelines that they carry with them into their future communities.

In 2008, the U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage the development of renewable energy (RE) on potentially contaminated land and mine sites. As part of this effort, EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island. NREL's Renewable Energy Optimization (REO) tool was utilized to identify RE technologies that present the best opportunity for life-cycle cost-effective implementation while also serving to reduce energy-related carbon dioxide emissions and increase the percentage of RE used at NAVSTA Newport. The technologies included in REO are daylighting, wind, solar ventilation preheating (SVP), solar water heating, photovoltaics (PV), solar thermal (heating and electric), and biomass (gasification and cogeneration). The optimal mix of RE technologies depends on several factors including RE resources; technology cost and performance; state, utility, and federal incentives; and economic parameters (discount and inflation rates). Each of these factors was considered in this analysis. Technologies not included in REO that were investigated separately per NAVSTA Newport request include biofuels from algae, tidal power, and ground source heat pumps (GSHP).
