    Over the last several years, many U.S. states have established clean energy funds to help support the growth of renewable energy markets. Most often funded by system-benefits charges (SBC), the 15 states that have established such funds are slated to collect nearly $3.5 billion from 1998 to 2012 for renewable energy investments. These clean energy funds are expected to have a sizable impact on the energy future of the states in which the funds are being collected and used. For many of the organizations tapped to administer these funds, however, this is a relatively new role that presents the challenge of using public funds in the most effective and innovative fashion possible. Fortunately, each state is not alone in its efforts; many other U.S. states and a number of countries are undertaking similar efforts. Early lessons are beginning to be learned by clean energy funds about how to effectively target public funds towards creating and building renewable energy markets. A number of innovative programs have already been developed that show significant leadership by U.S. states in supporting renewable energy. It is important that clean energy fund administrators learn from this emerging experience.

    DOE-funded renewable energy feasibility study conducted by Red Mountain Tribal Energy on behalf of the Southwest Tribal Energy Consortium (SWTEC). During the course of the study, SWTEC members considered multiple options for the organization structure, selected a proposed organization structure, and drafted a Memorandum of Understanding for the SWTEC organization. High-level resource assessments for SWTEC members were completed; surveys were developed and completed to determine each member’s interest in multiple participation options, including on-reservation projects. With the survey inputs in mind, multiple energy project options were identified and evaluated on a high-level basis. That process led to a narrowing of the field of technology options to solar generation, specifically, utility-scale Concentrating Solar-Powered Generation projects, with a specific, tentative project location identified at the Fort Mojave Indian Reservation -- the Native Spirit Solar Energy Facility.

    During the past 20 years, the United States has enacted some of the world`s most comprehensive legislation to protect and preserve its environmental heritage. These regulations have spawned a $115-billion-per-year industry for {open_quotes}green{close_quotes} products and services, with more than 35,000 companies providing jobs for American workers. On the other hand, environmental regulations have placed heavy cost burdens on many U.S. businesses as they struggle to remain competitive in both domestic and foreign markets. How, then, can one reconcile the growing need for environmental protection with the desire for a stronger, healthier economy? Even as Congress debates the value of existing environmental legislation, new threats are appearing on the horizon. For example, extensive storm damage from Hurricane Andrew and other natural disasters has prompted members of the $650-billion insurance industry to begin studying the effects that global warming may have on future property damage claims. More and more people are realizing that the most efficient and economical way to control pollution is to avoid creating it in the first place. And that`s where renewable energy comes in. Technologies based on nonpolluting renewable energy sources such as sunlight and wind can help preserve our environmental heritage without a tangled web of regulations to burden industry. Renewable energy technologies can also help the United States become a world leader in a potential $400-billion-a-year global market for environmentally friendly products.

    On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy.     The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Appendix A-5 of Draft Regulatory Guide DG-1199 'Alternative Radiological Source Term for Evaluating Design Basis Accidents at Nuclear Power Reactors' provides guidance - applicable to RADTRAD MSIV leakage models - for scaling containment aerosol concentration to the expected steam dome concentration in order to preserve the simplified use of the Accident Source Term (AST) in assessing containment performance under assumed design basis accident (DBA) conditions. In this study Economic and Safe Boiling Water Reactor (ESBWR) and Advanced Boiling Water Reactor (ABWR) RADTRAD models are developed using the DG-1199, Appendix A-5 guidance. The models were run using RADTRAD v3.03. Low Population Zone (LPZ), control room (CR), and worst-case 2-hr Exclusion Area Boundary (EAB) doses were calculated and compared to the relevant accident dose criteria in 10 CFR 50.67. For the ESBWR, the dose results were all lower than the MSIV leakage doses calculated by General Electric/Hitachi (GEH) in their licensing technical report. There are no comparable ABWR MSIV leakage doses, however, it should be noted that the ABWR doses are lower than the ESBWR doses. In addition, sensitivity cases were evaluated to ascertain the influence/importance of key input parameters/features of the models.

The draft Regulatory Guide DG-1108 removes unnecessary conservatism in the modal combinations for closely spaced modes in seismic response spectrum analysis. Its application will be very helpful in coupled seismic analysis for structures and heavy equipment to reduce seismic responses and in piping system seismic design. In the NUREG/CR-6661 benchmark program, which investigated coupled seismic analysis of structures and equipment or piping systems with different damping values, three of the four participants applied the complex mode solution method to handle different damping values for structures, equipment, and piping systems. The fourth participant applied the classical normal mode method with equivalent weighted damping values to handle differences in structural, equipment, and piping system damping values. Coupled analysis will reduce the equipment responses when equipment, or piping system and structure are in or close to resonance. However, this reduction in responses occurs only if the realistic DG-1108 modal response combination method is applied, because closely spaced modes will be produced when structure and equipment or piping systems are in or close to resonance. Otherwise, the conservatism in the current Regulatory Guide 1.92, Revision 1, will overshadow the advantage of coupled analysis. All four participants applied the realistic modal combination method of DG-1108. Consequently, more realistic and reduced responses were obtained. (authors)

    The line emission from a growing number of Herbig-Haro jets can be observed and resolved at angular distances smaller than a few arcseconds from the central source. The interpretation of this emission is problematic, since the simplest model of a cooling jet cannot sustain it. It has been suggested that what one actually observes are shocked regions with a filling factor of $\\sim 1%$. In this framework, up to now, comparisons with observations have been based on stationary shock models. Here we introduce for the first time the self-consistent dynamics of such shocks and we show that considering their properties at different times, i.e. locations, we can reproduce observational data of the DG Tau microjet. In particular, we can interpret the spatial behavior of the [SII]6716/6731 and [NII]/[OI]6583/6300 line intensity ratios adopting a set of physical parameters that yield values of mass loss rates and magnetic fields consistent with previous estimates.     The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear – Renewable Energy Systems was organized around the following objectives: 1. Identify and refine priority region-specific opportunities for integrated nuclear-renewable energy systems in the U.S.; 2. Select Figures of Merit (FOM) to rank and prioritize candidate systems; 3. Discuss enabling technology development needs; 4. Identify analysis requirements, capabilities and gaps to estimate FOM for integrated system options; 5. Identify experimental needs to develop and demonstrate nuclear-renewable energy systems.

    Battery powered transmitters face energy constraint, replenishing their energy by a renewable energy source (like solar or wind power) can lead to longer lifetime. We consider here the problem of finding the optimal power allocation under random channel conditions for a wireless transmitter, such that rate of information transfer is maximized. Here a rechargeable battery, which is periodically charged by renewable source, is used to power the transmitter. All of above is formulated as a Markov Decision Process. Structural properties like the monotonicity of the optimal value and policy derived in this paper will be of vital importance in understanding the kind of algorithms and approximations needed in real-life scenarios. The effect of curse of dimensionality which is prevalent in Dynamic programming problems can thus be reduced. We show our results under the most general of assumptions.

    In these lecture notes, which are based on the mini-course given at 2013 Prague School on Mathematical Statistical Physics, we discuss ballistic phase of quenched and annealed stretched polymers in random environment on ${\\mathbb Z}^d$ with an emphasis on the natural renormalized renewal structures which appear in such models. In the ballistic regime an irreducible decomposition of typical polymers leads to an effectiverandom walk reinterpretation of the latter. In the annealed casethe Ornstein-Zernike theory based on this approach paves the way to an essentially complete control on the level of local limit results and invariance principles. In the quenched case, the renewal structure maps the model of stretched polymers into an effective model of directed polymers. As a result one is able to use techniques and ideas developed in the context of directed polymers in order to address issues like strong disorder in low dimensions and weak disorder in higher dimensions. Among the topics addressed: Thermodynamics of quenched and annealed models, multi-dimensional renewal theory (under Cramer's condition), renormalization and effective random walk structure of annealed polymers, very weak disorder in dimensions $d\\geq 4$ and strong disorder in dimensions $d=1,2$.

    Using the Infrared Spectrograph aboard the Spitzer Space Telescope, we observed multiple epochs of 11 actively accreting T Tauri stars in the nearby Taurus-Auriga star-forming region. In total, 88 low-resolution mid-infrared spectra were collected over 1.5 years in Cycles 2 and 3. The results of this multi-epoch survey show that the 10 mum silicate complex in the spectra of two sources-DG Tau and XZ Tau-undergoes significant variations with the silicate feature growing both weaker and stronger over month- and year-long timescales. Shorter timescale variations on day- to week-long timescales were not detected within the measured flux errors. The time resolution coverage of this data set is inadequate for determining if the variations are periodic. Pure emission compositional models of the silicate complex in each epoch of the DG Tau and XZ Tau spectra provide poor fits to the observed silicate features. These results agree with those of previous groups that attempted to fit only single-epoch observations of these sources. Simple two-temperature, two-slab models with similar compositions successfully reproduce the observed variations in the silicate features. These models hint at a self-absorption origin of the diminution of the silicate complex instead of a compositional change in the population of emitting dust grains. We discuss several scenarios for producing such variability including disk shadowing, vertical mixing, variations in disk heating, and disk wind events associated with accretion outbursts.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, a renewable portfolio standard (RPS) mandates an increase in the use of wind, solar, biomass, and other alternatives to fossil and nuclear electric generation. This paper provides a summary of the policy objectives that commonly drive the establishment of an RPS, the key issues that states have encountered in implementing an RPS, and the strategies that some of the leading states have followed to address implementation challenges. The factors that help an RPS function best generally have been explored in other analyses. This study complements others by comparing empirical outcomes, and identifying the policies that appear to have the greatest impact on results.

More than 130 scientists contributed to the report.* The SRREN assessed existing literature on the future potential of renewable energy for the mitigation of climate change within a portfolio of mitigation options including energy conservation and efficiency, fossil fuel switching, RE, nuclear and carbon capture and storage (CCS). It covers the six most important renewable energy technologies - bioenergy, direct solar, geothermal, hydropower, ocean and wind, as well as their integration into present and future energy systems.     With organizations and individuals increasingly interested in accounting for their carbon emissions, greater attention is being placed on how to account for the benefits of various carbon mitigation actions available to consumers and businesses. Generally, organizations can address their own carbon emissions through energy efficiency, fuel switching, on-site renewable energy systems, renewable energy purchased from utilities or in the form of renewable energy certificates (RECs), and carbon offsets. This paper explores the role of green power and carbon offsets in carbon footprinting and the distinctions between the two products. It reviews how leading greenhouse gas (GHG) reporting programs treat green power purchases and discusses key issues regarding how to account for the carbon benefits of renewable energy. It also discusses potential double counting if renewable energy generation is used in multiple markets.

We analysed line profiles extracted from a set of seven spectra taken with STIS on board the Hubble Space Telescope, with the slits parallel to the jet axis but displaced transversely every 0".07. For the flow of moderate velocity (-70 km/s), we have found systematic differences in the radial velocities of lines emitted on alternate sides of the jet axis. The results are corrected for the effects due to uneven illumination of the slit. The relative Doppler shifts range from 5 to 20 km/s. If this is interpreted as rotation, the flow is then rotating clockwise looking from the jet towards the source and the derived toroidal velocities are in the range 6 - 15 km/s. Using recent estimates of the mass loss rate, one obtains for the considered velocity regime, an angular momentum flux of ~ 3.8x10E-5 M_sun/yr AU km/s. Our findings may constitute the first detection of rotation in the initial channel of a jet flow. The derived values appear to be consistent with the predictions of popular magneto-centrifugal jet-launching models, although we cannot exclude transverse outflow asymmetries other than rotation.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    Future manufacturing of renewable energy equipment in the United States provides economic development opportunities for state and local communities. However, demand for the equipment is finite, and opportunities are limited. U.S. demand is estimated to drive total annual investments in renewable energy equipment to $14-$20 billion by 2030. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry. State marketing strategies for acquiring renewable energy manufacturers are likely best served by an approach that: (1) is multi-faceted and long-term, (2) fits within existing broad-based economic development strategies, (3) includes specific components such as support for renewable energy markets and low barriers to renewable energy deployment, and (4) involves increased differentiation by leveraging existing assets when applicable.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems.     This project examines renewable energy deployment in the United States using a version of the GCAM integrated assessment model with detailed a representation of renewables, the GCAM-RE. Electricity generation was modeled in four generation segments and 12-subregions. This level of regional and sectoral detail allows a more explicit representation of renewable energy generation. Wind, solar thermal power, and central solar PV plants are implemented in explicit resource classes with new intermittency parameterizations appropriate for each technology. A scenario analysis examines a range of assumptions for technology characteristics, climate policy, and long-distance transmission. We find that renewable generation levels grow over the century in all scenarios. As expected, renewable generation increases with lower renewable technology costs, more stringent climate policy, and if alternative low-carbon technology are not available. The availability of long distance transmission lowers policy costs and changes the renewable generation mix.

The report summarizes the work progress, effort and activities that took place during the period of July 12, 2002 (project inception) to September 30, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted to identify and analyze potential renewable energy technologies and verify its feasibility and suitability for the project. The report covers the two-day Energy Charrette that was held at the Inland Empire Utilities Agency (IEUA) Headquarters Building on May 8-9, 2002 to brainstorm, evaluate and present all available renewable energy options along with their implementations. Although the Energy Charrette was held prior to awarding of the DOE Grant, the outcome of the Charrette forms the basis of the activities that took place after July 12, 2002. Therefore, the Energy Charrette is frequently referenced and discussed in this report. The report also discusses the Energy Meeting that took place on September 24, 2002 between IEUA and CH2M Hill to follow up on the various presentations and recommendations resulting from the Energy Charrette. It should be noted that no final equipment data or capacities have been presented in the report, as the Conceptual Design has not started yet. This report covers continuing effort and work to complete the Request for Proposal (RFP) for this project. When the sensing radius is small, the system time is dominated by time spent searching, and it is shown that the optimal policy requires the agents to search a region at a relative frequency proportional to the square root of its renewal rate.     The U.S. DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options, to meet both grid demand and thermal energy needs in the industrial sector. One concept under consideration by the DOE-NE and DOE-EERE is tighter coupling of nuclear and renewable energy sources in a manner that better optimizes energy use for the combined electricity, industrial manufacturing, and transportation sectors. This integration concept has been referred to as a 'hybrid system' that is capable of apportioning thermal and electrical energy to first meet the grid demand (with appropriate power conversion systems), then utilizing excess thermal and, in some cases, electrical energy to drive a process that results in an additional product.

    In this project, the authors show the technical potential for hydrogen used as an energy storage medium to couple time-dependent renewable energy into time-dependent electric utility loads. The renewables are assumed to produce electricity which is instantaneously used by the local utility to meet its loads; any excess electricity is used to produce hydrogen electrolytically and stored for use later in the day, week or year. The hydrogen production from renewables and hydrogen storage use are derived based on a range of assumptions of renewable power plant capacity and fraction of regional electric load to be met (e.g., the amount of hydrogen storage required to meet the Northwest region`s top 20% of electric load). Renewable production/utility load/hydrogen storage coupling models have been developed for wind, photovoltaics, and solar thermal. Hydro power (which normally has its own inherent storage capability) has been analyzed separately.

Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources.     The Renewable Electricity Futures (RE Futures) Study investigated the challenges and impacts of achieving very high renewable electricity generation levels in the contiguous United States by 2050. The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%-90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions. RE Futures was led by the National Renewable Energy Laboratory (NREL) and the Massachusetts Institute of Technology (MIT).

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

Both of these scintillators have been found to provide a balance of good stopping power, high light yield and short decay constant that is superior to other known scintillator materials. The radiation detectors disclosed are favorably suited for use in general purpose detection and in medical uses.

    Novel thermoset epoxy polymers using the bisglycidyl ethers of anhydrosugars, such as isosorbide, isomannide, and isoidide, are disclosed. The bisglycidyl ethers are useful as substitutes for bisphenol A in the manufacture of thermoset epoxy ethers. The anhydrosugars are derived from renewable sources and the bisglycidyl ethers are not xenoestrogenic and the thermoset curing agents are likewise derived form renewable resources.

    The subject of this paper is innovative policies to promote renewable energy. The renewable energy industry has made great progress in the last decade. Prices have dropped four-fold or more, and reliability has increased dramatically. By most measures, then, the renewable energy industry should be poised to become a mainstream success. But upon closer examination, it appears instead that society may snatch defeat from the jaws of victory. Unless something changes, and soon, dozens of promising renewable technologies may stumble and fall. An exploding population, a build-up of CO{sub 2} threatening to cause global warming, extensive oil spills and oil fires, and acid rain make it imperative to preserve this option. The author looks at what drives this situation, where on the one hand renewable energy technologies are more cost-effective than ever, and on the other society is not ready to purchase them in sufficient quantities to overcome these problems.

    This report functions as a primer for renewable energy rebate programs. It highlights the impacts of specific renewable energy rebate programs on renewable energy markets around the country, as well as rebate program impacts on overarching energy policy drivers. It also discusses lessons learned, challenges, ideal applications, keys to success, and complementary and alternative policies. Results indicate that rebate programs can have a strong deployment impact on emerging renewable energy markets. This report focuses on renewable energy rebate programs, which are being analyzed as part of the State Clean Energy Policies Analysis (SCEPA) project. SCEPA is being used to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states.

    This paper highlights the key results from the Renewable Electricity (RE) Futures Study. It is a detailed consideration of renewable electricity in the United States. The paper focuses on technical issues related to the operability of the U. S. electricity grid and provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective. The results indicate that the future U. S. electricity system that is largely powered by renewable sources is possible and the further work is warranted to investigate this clean generation pathway. The central conclusion of the analysis is that renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of the total U. S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the United States.
