    Fort Carson, a United States Army installation located south of Colorado Springs, Colorado, is seeking to be a net-zero energy facility. As part of this initiative, the base will be constructing a micro-grid that ties to various forms of renewable energy. To reduce petroleum consumption, Fort Carson is considering grid-connected vehicles (GCVs) such as pure electric trucks to replace some of its on-base truck fleet. As the availability and affordability of distributed renewable energy generation options increase, so will the GCV options (currently, three all-electric trucks are available on the GSA schedule). The presence of GCVs on-base opens up the possibility to utilize these vehicles to provide stability to the base micro-grid. This poster summarizes work to estimate the potential impacts of three electric vehicle grid interactions between the electric truck fleet and the Fort Carson micro-grid: 1) full-power charging without management, 2) full-power charging capability controlled by the local grid authority, and 3) full-power charge and discharge capability controlled by the local grid authority. We found that even at relatively small adoption rates, the control of electric vehicle charging at Fort Carson will aid in regulation of variable renewable generation loads and help stabilize the micro-grid.

  4. A Micro-Grid Simulator Tool (SGridSim) using Effective Node-to-Node Complex Impedance (EN2NCI) Models

    This paper presents a micro-grid simulator tool useful for implementing and testing multi-agent controllers (SGridSim). As a common engineering practice it is important to have a tool that simplifies the modeling of the salient features of a desired system. In electric micro-grids, these salient features are the voltage and power distributions within the micro-grid. Current simplified electric power grid simulator tools such as PowerWorld, PowerSim, Gridlab, etc, model only the power distribution features of a desired micro-grid. Other power grid simulators such as Simulink, Modelica, etc, use detailed modeling to accommodate the voltage distribution features. This paper presents a SGridSim micro-grid simulator tool that simplifies the modeling of both the voltage and power distribution features in a desired micro-grid. The SGridSim tool accomplishes this simplified modeling by using Effective Node-to-Node Complex Impedance (EN2NCI) models of components that typically make-up a micro-grid. The term EN2NCI models means that the impedance based components of a micro-grid are modeled as single impedances tied between their respective voltage nodes on the micro-grid. Hence the benefit of the presented SGridSim tool are 1) simulation of a micro-grid is performed strictly in the complex-domain; 2) faster simulation of a micro-grid by avoiding the simulation of detailed transients. An example micro-grid model was built using the SGridSim tool and tested to simulate both the voltage and power distribution features with a total absolute relative error of less than 6%.

    This report describes the results of the final implementation and testing of a hybrid micro-grid system designed for off-grid applications in underserved Colonias along the Texas/Mexico border. The project is a federally funded follow-on to a project funded by the Texas State Energy Conservation Office in 2007 that developed and demonstrated initial prototype hybrid generation systems consisting of a proprietary energy storage technology, high efficiency charging and inverting systems, photovoltaic cells, a wind turbine, and bio-diesel generators. This combination of technologies provided continuous power to dwellings that are not grid connected, with a significant savings in fuel by allowing power generation at highly efficient operating conditions. The objective of this project was to complete development of the prototype systems and to finalize and engineering design; to install and operate the systems in the intended environment, and to evaluate the technical and economic effectiveness of the systems. The objectives of this project were met. This report documents the final design that was achieved and includes the engineering design documents for the system. The system operated as designed, with the system availability limited by maintenance requirements of the diesel gensets. Overall, the system achieved a 96% availability over the operation of the three deployed systems. Capital costs of the systems were dependent upon both the size of the generation system and the scope of the distribution grid, but, in this instance, the systems averaged $0.72/kWh delivered. This cost would decrease significantly as utilization of the system increased. The system with the highest utilization achieved a capitol cost amortized value of $0.34/kWh produced. The average amortized fuel and maintenance cost was $0.48/kWh which was dependent upon the amount of maintenance required by the diesel generator. Economically, the system is difficult to justify as an alternative to grid power. However, the operational costs are reasonable if grid power is unavailable, e.g. in a remote area or in a disaster recovery situation. In fact, avoided fuel costs for the smaller of the systems in use during this project would have a payback of the capital costs of that system in 2.3 years, far short of the effective system life.

    Demand for electricity is rapidly increasing thereby applying pressure to expand generation and distribution capacity worldwide. The expansion of traditional services not only imposes burdens on financial resources but also encounters many challenges from community residents who oppose the construction of new power generation plants or transmission facilities in their backyard. From the integrated resource planning point of view, a feasible and economical remedy is, therefore, to utilize existing dispersed generation capacity known as distributed generation (DG) and/or renewable energy resources that may exist in the vicinity of the load centers. The main criteria for selecting the type of fuel source for a DG is its local availability, conversion system technological advancement, impact on the environment, and operating cost. DG’s have existed in the market for many years. Large diesel or gas powered generation sets are used in stand-by mode to power up vital services such as hospitals, financial and commercial compounds, telecommunication centers and industrial premises. Wind turbines, photovoltaic energy sources, and fuel cells are new comers that are now competing in size and efficiency with many standard generating sets. With this in mind, they are being used in many places not only as stand-by units but as the prime source of power particularly when the $/kWhr rate is high[1-5].

    The National Renewable Energy Laboratory (NREL) routinely estimates the technical potential of specific renewable electricity generation technologies. These are technology-specific estimates of energy generation potential based on renewable resource availability and quality, technical system performance, topographic limitations, environmental, and land-use constraints only. The estimates do not consider (in most cases) economic or market constraints, and therefore do not represent a level of renewable generation that might actually be deployed. Technical potential estimates for six different renewable energy technologies were calculated by NREL, and methods and results for several other renewable technologies from previously published reports are also presented.

    Remarks on the problems and issues related to the United States-Philippines Bases Agreement and prospect for its renewal are included namely: analysis of the provisions of the new Philippine Constitution; ASEAN perspective on the bases; US policy on nuclear weapons and its interest and options; Philippine interests and priorities, including alternate plans to compensate for the possible withdrawal of the US from the Philippines; and then an assessment of the effects of these factors on the renewal of the Bases Agreement. There are difficulties and barriers to the renewal of the said Agreement posed by conflicting policies of both parties and also due to divergent views on priorities, constitutional processes of both countries, and time constraints for concluding an agreement. However there are options for the United States regarding the problem, depending upon the desired level of its presence in Asia/Pacific region and how central the Philippine bases are to US national security interests.

    The purpose of this assessment was to undertake an assessment and analysis of cost-effective options for energy-efficiency improvements and the deployment of a micro-grid to increase the energy resilience at the U.S. Virgin Islands Industrial Development Park (IDP) and adjacent facilities in St. Croix, Virgin Islands. The Economic Development Authority sought assistance from the U.S. Department of Energy to undertake this assessment undertaken by Pacific Northwest National Laboratory. The assessment included 18 buildings plus the perimeter security lighting at the Virgin Islands Bureau of Correctional Facility, four buildings plus exterior lighting at the IDP, and five buildings (one of which is to be constructed) at the Virgin Islands Police Department for a total of 27 buildings with a total of nearly 323,000 square feet.

These recommendations shaped the design of NREL's Cost of Renewable Energy Spreadsheet Tool (CREST), which is used by state policymakers, regulators, utilities, developers, and other stakeholders to assist with analyses of policy and renewable energy incentive payment structures.     This white paper surveys DOD installations that could have an increased potential interest in the purchase of energy from renewable energy projects on tribal lands. Identification of likely purchasers of renewable energy is a first step in the energy project development process, and this paper aims to identify likely electricity customers that tribal commercial-scale projects could serve. This white paper builds on a geospatial analysis completed in November 2012 identifying 53 reservations within 10 miles of military bases (DOE 2012). This analysis builds on those findings by further refining the list of potential opportunity sites to 15 reservations (Table ES-1), based on five additional factors: 1) The potential renewable resources required to meet the installation energy loads; 2) Proximity to transmission lines; 3) Military installation energy demand; 4) State electricity prices; 5) Local policy and regulatory environment.

    A net-zero energy building (NZEB) is a residential or commercial building with greatly reduced energy needs. In such a building, efficiency gains have been made such that the balance of energy needs can be supplied with renewable energy technologies. Past work has developed a common NZEB definition system, consisting of four well-documented definitions, to improve the understanding of what net-zero energy means. For this paper, we created a classification system for NZEBs based on the renewable sources a building uses.

    The agent-based framework for renewable energy studies (ARES) is an integrated approach that adds an agent-based model of industry actors to PLEXOS and combines the strengths of the two to overcome their individual shortcomings. It can examine existing and novel wholesale electricity markets under high penetrations of renewables. ARES is demonstrated by studying how increasing levels of wind will impact the operations and the exercise of market power of generation companies that exploit an economic withholding strategy. The analysis is carried out on a test system that represents the Electric Reliability Council of Texas energy-only market in the year 2020. The results more realistically reproduce the operations of an energy market under different and increasing penetrations of wind, and ARES can be extended to address pressing issues in current and future wholesale electricity markets.

The CREST models will be developed for use by state policymakers, regulators, utilities, developers, and other stakeholders to assist them in current and future rate-setting processes for both FIT and other renewable energy incentive payment structures and policy analyses.

    A public-private partnership has helped one Air Force base reduce its energy costs and convert to 25 percent renewable energy. Nellis Air Force Base, just north of Las Vegas, took a big step in 2007 when it installed a 14.2-megawatt, 70,000-panel photovoltaic solar array that reduced carbon dioxide emissions by 24,000 tons a year. Built partly on a landfill, the field of solar panels takes advantage of two resources plentiful in Nevada: sunshine and empty land. At its unveiling in December of 2007, the Nellis array was the largest solar panel installation in North America. The project was originally expected to produce about 30,000 megawatt-hours of electricity per year, but Steven Dumont, Air Combat Command Energy Manager, says its actually producing closer to 32,000 megawatt-hours, which is about 8 percent above expectations. Despite this success, Dumont said he nearly didnt pursue the project.

    The future distribution grid has complex analysis needs, which may not be met with the existing processes and tools. In addition there is a growing number of measured and grid model data sources becoming available. For these sources to be useful they must be accurate, and interpreted correctly. Data accuracy is a key barrier to the growth of the future distribution grid. A key goal for California, and the United States, is increasing the renewable penetration on the distribution grid. To increase this penetration measured and modeled representations of generation must be accurate and validated, giving distribution planners and operators confidence in their performance. This study will review the current state of these software and modeling barriers and opportunities for the future distribution grid.

    This article investigates upgrading biomass pyrolysis vapors to form hydrocarbon fuels and chemicals using catalysts with different concentrations of acid sites. It shows that greater separation of acid sites makes catalysts more efficient at producing hydrocarbon fuels and chemicals. The conversion of biomass into liquid transportation fuels has attracted significant attention because of depleting fossil fuel reserves and environmental concerns resulting from the use of fossil fuels. Biomass is a renewable resource, which is abundant worldwide and can potentially be exploited to produce transportation fuels that are less damaging to the environment. This renewable resource consists of cellulose (40–50%), hemicellulose (25–35%), and lignin (16–33%) biopolymers in addition to smaller quantities of inorganic materials such as silica and alkali and alkaline earth metals (calcium and potassium). Fast pyrolysis is an attractive thermochemical technology for converting biomass into precursors for hydrocarbon fuels because it produces up to 75 wt% bio-oil,1 which can be upgraded to feedstocks and/or blendstocks for further refining to finished fuels. Bio-oil that has not been upgraded has limited applications because of the presence of oxygen-containing functional groups, derived from cellulose, hemicellulose and lignin, which gives rise to high acidity, high viscosity, low heating value, immiscibility with hydrocarbons and aging during storage. Ex situ catalytic vapor phase upgrading is a promising approach for improving the properties of bio-oil. The goal of this process is to reject oxygen and produce a bio-oil with improved properties for subsequent downstream conversion to hydrocarbons.

    Increasing penetrations of wind a solar energy are raising concerns among electric system operators because of the variability and uncertainty associated with power sources.     In 2009, manure management accounted for 2,356 Gg or 107 billion standard cubic ft of methane (CH{sub 4}) emissions in the United States, equivalent to 0.5% of U.S. natural gas (NG) consumption. Owing to the high global warming potential of methane, capturing and utilizing this methane source could reduce greenhouse gas (GHG) emissions. The extent of that reduction depends on several factors - most notably, how much of this manure-based methane can be captured, how much GHG is produced in the course of converting it to vehicular fuel, and how much GHG was produced by the fossil fuel it might displace. A life-cycle analysis was conducted to quantify these factors and, in so doing, assess the impact of converting methane from animal manure into renewable NG (RNG) and utilizing the gas in vehicles. Several manure-based RNG pathways were characterized in the GREET (Greenhouse gases, Regulated Emissions, and Energy use in Transportation) model, and their fuel-cycle energy use and GHG emissions were compared to petroleum-based pathways as well as to conventional fossil NG pathways. Results show that despite increased total energy use, both fossil fuel use and GHG emissions decline for most RNG pathways as compared with fossil NG and petroleum. However, GHG emissions for RNG pathways are highly dependent on the specifics of the reference case, as well as on the process energy emissions and methane conversion factors assumed for the RNG pathways. The most critical factors are the share of flared controllable CH{sub 4} and the quantity of CH{sub 4} lost during NG extraction in the reference case, the magnitude of N{sub 2}O lost in the anaerobic digestion (AD) process and in AD residue, and the amount of carbon sequestered in AD residue. In many cases, data for these parameters are limited and uncertain. Therefore, more research is needed to gain a better understanding of the range and magnitude of environmental benefits from converting animal manure to RNG via AD.

This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    NANOG (from Irish mythology Tír na nÓg) transcription factor plays a central role in maintaining pluripotency, cooperating with OCT4 (also known as POU5F1 or OCT3/4), SOX2, and other pluripotency factors. Although the physiological roles of the NANOG protein have been extensively explored, biochemical and biophysical properties in relation to its structural analysis are poorly understood. Here we determined the crystal structure of the human NANOG homeodomain (hNANOG HD) bound to an OCT4 promoter DNA, which revealed amino acid residues involved in DNA recognition that are likely to be functionally important. We generated a series of hNANOG HD alanine substitution mutantsmore » based on the protein–DNA interaction and evolutionary conservation and determined their biological activities. Some mutant proteins were less stable, resulting in loss or decreased affinity for DNA binding. Overexpression of the orthologous mouse NANOG (mNANOG) mutants failed to maintain self-renewal of mouse embryonic stem cells without leukemia inhibitory factor. These results suggest that these residues are critical for NANOG transcriptional activity. Interestingly, one mutant, hNANOG L122A, conversely enhanced protein stability and DNA-binding affinity. The mNANOG L122A, when overexpressed in mouse embryonic stem cells, maintained their expression of self-renewal markers even when retinoic acid was added to forcibly drive differentiation.     Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity.     The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

Renewable surface biosensors address this issue by using fresh aliquots of derivatized microbeads for each analysis. The analyte detection can then occur on the microbeads, or downstream from the microbeads. In this paper, we will describe two types of renewable surface biosensors. The first renewable biosensor system includes on-column optical detection for monitoring the binding of biomolecules onto protein or DNA-derivatized Sepharose beads. The second renewable biosensor system includes detection downstream from the microparticles and is based on the use of derivatized magnetic particles for selective binding. The magnetic particles are fluidically captured and released in a sequential injection system to allow the automation of an Enzyme Linked ImmunoSorbent Assay.

    This fact sheet describes the Renewable Fuels and Lubricants (ReFUEL) Laboratory at the U.S. Department of Energy National Renewable Energy Laboratory (NREL) is a state-of-the-art research and testing facility for advanced fuels and vehicles. Research and development aims to improve vehicle efficiency and overcome barriers to the increased use of renewable diesel and other nonpetroleum-based fuels, such as biodiesel and synthetic diesel derived from biomass. The ReFUEL Laboratory features a chassis dynamometer for vehicle performance and emissions research, two engine dynamometer test cells for advanced fuels research, and precise emissions analysis equipment. As a complement to these capabilities, detailed studies of fuel properties, with a focus on ignition quality, are performed at NREL's Fuel Chemistry Laboratory.

    The U.S. Environmental Protection Agency (EPA) Office of Solid Waste and Emergency Response, in accordance with the RE-Powering America's Lands initiative, engaged the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to conduct feasibility studies to assess the viability of developing renewable energy generating facilities on contaminated sites. This site, in Limestone, Maine -- formerly the location of the Loring Air Force Base but now owned by the Aroostook Band of Micmac -- was selected for the potential to produce heating pellets from woody feedstock. Biomass was chosen as the renewable energy resource to evaluate based on abundant woody-biomass resources available in the area. NREL also evaluates potential savings from converting existing Micmac property from oil-fired heating to pellet heating.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    This report presents the results of Pacific Northwest National Laboratory's (PNNL) follow-on renewable energy (RE) assessment of Fort Hood. Fort Hood receives many solicitations from renewable energy vendors who are interested in doing projects on site. Based on specific requests from Fort Hood staff so they can better understand these proposals, and the results of PNNL's 2008 RE assessment of Fort Hood, the following resources were examined in this assessment: (1) Municipal solid waste (MSW) for waste-to-energy (WTE); (2) Wind; (3) Landfill gas; (4) Solar photovoltaics (PV); and (5) Shale gas.     Air sealing of building enclosures is a difficult and time-consuming process. Current methods in new construction require laborers to physically locate small and sometimes large holes in multiple assemblies and then manually seal each of them. The innovation demonstrated under this research study was the automated air sealing and compartmentalization of buildings through the use of an aerosolized sealant, developed by the Western Cooling Efficiency Center at University of California Davis.
    CARB sought to demonstrate this new technology application in a multifamily building in Queens, NY. The effectiveness of the sealing process was evaluated by three methods: air leakage testing of overall apartment before and after sealing, point-source testing of individual leaks, and pressure measurements in the walls of the target apartment during sealing. Aerosolized sealing was successful by several measures in this study. Many individual leaks that are labor-intensive to address separately were well sealed by the aerosol particles. In addition, many diffuse leaks that are difficult to identify and treat were also sealed. The aerosol-based sealing process resulted in an average reduction of 71% in air leakage across three apartments and an average apartment airtightness of 0.08 CFM50/SF of enclosure area.

    This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ. This report recommends projects to pursue and offers approaches to use. The most promising opportunities include waste-to-energy and ground source heat pumps. Solar photovoltaics (PV) may also prove successful. Other resources were found to be insufficient on the Kanto installations.

    The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear – Renewable Energy Systems was organized around the following objectives: 1. Identify and refine priority region-specific opportunities for integrated nuclear-renewable energy systems in the U.S.; 2. Select Figures of Merit (FOM) to rank and prioritize candidate systems; 3. Discuss enabling technology development needs; 4. Identify analysis requirements, capabilities and gaps to estimate FOM for integrated system options; 5. Identify experimental needs to develop and demonstrate nuclear-renewable energy systems.

    On May 8, 2003, Senator Jeff Bingaman, the Ranking Minority Member of the Senate Committee on Energy and Natural Resources, requested an analysis of a nationwide Renewable Portfolio Standard (RPS) program proposed to be amended to energy legislation currently pending before the U.S. Senate. With his request Sen. Bingaman provided specific information on the program to be analyzed. This analysis was prepared in response to his request and projects the impact of the proposed program on energy supply, demand, prices, and emissions. The analysis is based on the Annual Energy Outlook 2003 (AEO2003) projections of energy supply, demand, and prices through 2025, as updated in May 2003.

    On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document.     On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems.
