    This paper gives an overview of the application of small scale renewable energy sources in the Philippines. Sources looked at include solar, biomass, micro-hydroelectric, mini-hydroelectric, wind, mini-geothermal, and hybrid. A small power utilities group is being spun off the major utility, to provide a structure for developing rural electrification programs. In some instances, private companies have stepped forward, avoiding what is perceived as overwhelming beaurocracy, and installed systems with private financing. The paper provides information on survey work which has been done on resources, and the status of cooperative programs to develop renewable systems in the nation.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level are discussed. The Federal government also exercises extensive regulatory in the area, and the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC is examined. The initial obstacle that all developers confront in Wisconsin is obtaining the authority to utilize the bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Wisconsin follows the riparian theory of water law.

    Oneida Nation is located in Northeast Wisconsin. The reservation is approximately 96 square miles (8 miles x 12 miles), or 65,000 acres. Land use is predominantly agriculture on the west 2/3 and suburban on the east 1/3 of the reservation. Nearly 5,000 tribally enrolled members live in the reservation with a total population of about 21,000. Tribal ownership is scattered across the reservation and is about 23,000 acres. Currently, the Oneida Tribe of Indians of Wisconsin (OTIW) community members and facilities receive the vast majority of electrical and natural gas services from two of the largest investor-owned utilities in the state, WE Energies and Wisconsin Public Service. All urban and suburban buildings have access to natural gas. About 15% of the population and five Tribal facilities are in rural locations and therefore use propane as a primary heating fuel. Wood and oil are also used as primary or supplemental heat sources for a small percent of the population. Very few renewable energy systems, used to generate electricity and heat, have been installed on the Oneida Reservation. This project was an effort to develop a reasonable renewable energy portfolio that will help Oneida to provide a leadership role in developing a clean energy economy. The Energy Optimization Model (EOM) is an exploration of energy opportunities available to the Tribe and it is intended to provide a decision framework to allow the Tribe to make the wisest choices in energy investment with an organizational desire to establish a renewable portfolio standard (RPS).

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Sky Park Landfill site in Eau Claire, Wisconsin, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid. We will report on the status of the Wisconsin SRF electron gun program, including commissioning experience and first beam measurements.

    To explore ways to reduce customer barriers and increase home retrofit completions, several different existing home retrofit models have been implemented in the state of Wisconsin. This study compared these programs' performance in terms of savings per home and program cost per home to assess the relative cost-effectiveness of each program design. However, given the many variations in these different programs, it is difficult to establish a fair comparison based on only a small number of metrics. Therefore, the overall purpose of the study is to document these programs' performance in a case study approach to look at general patterns of these metrics and other variables within the context of each program. This information can be used by energy efficiency program administrators and implementers to inform home retrofit program design. Six different program designs offered in Wisconsin for single-family energy efficiency improvements were included in the study. For each program, the research team provided information about the programs' approach and goals, characteristics, achievements and performance. The program models were then compared with performance results-program cost and energy savings-to help understand the overall strengths and weaknesses or challenges of each model.

    The article reports research case histories on applications of coal combustion products (CCPs) in Wisconsin developed by the University of Wisconsin Consortium for Fly Ash Use in Geotechnical Applications (FAUGA). Fly ash was used to stabilize poor soils during construction of Wisconsin State Highway (STH) 60, and bottom ash was used as a granular working platform. Long term performance is proving good. Nearly all Class C fly ash in Wisconsin is now used in construction. Leaching characteristics of pavements incorporating fly ash are being monitored by pan lysimeters underneath. A computer model, WiscLEACH has been developed to predict the maximum concentration of chemicals in ground water adjacent to roadways using CCPs. 1 photo.

    In 1997, the National Rural Electric Cooperative Association (NRECA) received a grant from the Department of Energy (DOE) to implement a program to promote the participation of NRECA members in the President`s Climate Challenge Action Plan. NRECA had been in discussions with Salt River Project (SRP) and the Arizona Electric Power Cooperative (AEPCO) to pursue the opportunity of supporting a small solar energy rural electrification project in Sonora prior to the signature of this agreement. When the Climate Challenge project was approved, an agreement between NRECA, SRP, and AEPCO was reached to implement the Sonora project with funding from DOE, SRP, and AEPCO. This periodic report will summarize the results of the Sonora solar electrification project. While other Climate Challenge activities were also underway during this reporting period, due to the impact of this project it was decided to provide an in-depth report of this single project. Information directly relevant to the actions taken on this project is provided in Annexes 1 and 2. The goals of the Sonora Solar Electrification project were the following: (1) demonstrate the willingness and ability of US electric utilities to undertake a climate challenge project using renewable energy technologies; (2) select one or more communities distant from the electric grid with sufficient interest and resources to accept and sustain rural electric service using solar photovoltaic energy; (3) organize a payment system that would provide for the long-term technical and institutional viability of the project; (4) train users to operate the solar home systems safely and within proper operating parameters; (5) train local technicians to maintain the solar home systems; (6) procure and install high quality equipment at affordable costs; and (7) ascertain market conditions for expansion of program in the future.

    The use of alternative fuels such as wood chips, wood products industry residues, refuse derived fuel, tire derived fuel and processed manufacturing paper waste fuel pellets has been practiced for a number of years in the state of Wisconsin. At present a relatively small quantity of the non-forestry urban wood waste is reclaimed for a variety of uses such as architectural mulch, animal bedding, nature trails in parks and recreational areas. Most is disposed of by landfills. This wood waste has low bulky density, depletes valuable landfill space, and in the Milwaukee area, currently costs $35-$50 per ton for hauling and disposal. This paper reviews the technical and economic feasibility of processing urban wood wastes using existing scrap processing facilities and transporting and supplying the wood fuel to existing stream and power generating facilities at state of Wisconsin institutions. The paper is based on a recent study funded by The Great Lakes Regional Biomass Energy Program. The capability of a large midwest auto shredding/scrap processing facility, one of 200 such facilities in the US, to serve as a central urban waste fuels processor is reviewed.

    The collector efficiency study developed a solar collector rating methodology specific to Wisconsin conditions. Existing rating programs were researched and a collector methodology was developed. A computer program was written to calculate the collector ratings and 25 collector models were rated. The accuracy of the proposed rating methodology was evaluated for 16 collectors placed in 11 domestic hot water systems. One liquid space heating analysis with storage and one air space heating analysis without storage were completed. A solar assisted heat pump in which the solar collectors function as evaporators was also analyzed.

    The Department of Energy is developing an estimate of the undeveloped hydropower potential in this country. The Hydropower Evaluation Software is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Wisconsin.

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

    As part of an ongoing effort to improve the modeling and prediction of small wind turbine dynamics, NREL tested a small horizontal axis wind turbine in the field at the National Wind Technology Center (NWTC). The test turbine was a 2.1-kW downwind machine mounted on an 18-meter multi-section fiberglass composite tower. The tower was instrumented and monitored for approximately 6 months. The collected data were analyzed to assess the turbine and tower loads and further validate the simplified loads equations from the International Electrotechnical Commission (IEC) 61400-2 design standards. Field-measured loads were also compared to the output of an aeroelastic model of the turbine. Ultimate loads at the tower base were assessed using both the simplified design equations and the aeroelastic model output. The simplified design equations in IEC 61400-2 do not accurately model fatigue loads. In this project, we compared fatigue loads as measured in the field, as predicted by the aeroelastic model, and as calculated using the simplified design equations.

    This paper describes a US/Dominican Republic program to develop renewable energy projects in the country. The objective is to demonstrate the commercial viability of renewable energy generation projects, primarily small-scale wind and hydropower. Preliminary studies are completed for three micro-hydro projects with a total capacity of 262 kWe, and two small wind power projects for water pumping. In addition wind resource assessment is ongoing, and professional training and technical assistance to potential investors is ongoing. Projects goals include not less than ten small firms actively involved in installation of such systems by September 1998.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond.
