    An electrical switching device which can be remotely controlled and in which one or more switches may be accurately operated at predetermined times or with predetermined intervening time intervals is described. The switching device consists essentially of a deck, a post projecting from the deck at right angles thereto, cam means mounted for rotation around said posts and a switch connected to said deck and actuated by said cam means. Means is provided for rotating the cam means at a constant speed and the switching apparatus is enclosed in a sealed container with external adjusting means and electrical connection elements.

    Medium size Unmanned Aerial Vehicle (UAV) usually flies as an autonomous aircraft including automatic take-off and landing phases. However in the case of the on-board control system failure, the remote steering is using as an emergency procedure. In this reason, remote manual control of unmanned aerial vehicle is used more often during take-of and landing phases. Depends on UAV take-off mass and speed (total energy) the potential crash can be very danger for airplane and environment. So, handling qualities of UAV is important from pilot-operator point of view. In many cases the dynamic properties of remote controlling UAV are not suitable for obtaining the desired properties of the handling qualities. In this case the control augmentation system (CAS) should be applied. Because the potential failure of the on-board control system, the better solution is that the CAS algorithms are placed on the ground station computers. The method of UAV handling qualities shaping in the case of basic control system failure is presented in this paper. The main idea of this method is that UAV reaction on the operator steering signals should be similar - almost the same - as reaction of the 'ideal' remote control aircraft. The model following method was used for controller parameters calculations. The numerical example concerns the medium size MP-02A UAV applied as an aerial observer system.

    A system is described for remote control of an underground device, particularly a nuclear explosive. The system includes means at the surface of the ground for transmitting a seismic signal sequence through the earth having controlled and predetermined signal characteristics for initiating a selected action in the device. Additional apparatus, located with or adjacent to the underground device, produces electrical signals in response to the seismic signals received and compares these electrical signals with the predetermined signal characteristics.

    In the past decade, great strides have been made in the adoption of noise control regulations and implementation of noise control measures; however, still prevelant are problems in the interpretation and enforcement of these regulations. Many planning commissions, building departments, and other local government officials are not aware of acoustical nomenclature and principles, although their responsibilities include making binding decisions regarding their community's noise control programs. This paper discusses a project undertaken by Dames and Moore to aid a developer to comply with strict noise regulation. Construction called for a computer/office complex in a light industrial park, located adjacent to an established suburban residential neighborhood. The major noise source consisted of an emergency generating facility including twelve-1200 kw diesel generators, twelve rooftop-mounted radiator units, six rooftop-mounted 20-hp, 50,000 cfm vaneaxial exhaust fans, and four 100-hp cooling towers.

    A remotely operable and maintainable vacuum joint closure mechanism for a noncircular aperture is disclosed. The closure mechanism includes an extendible bellows coupled at one end to a noncircular duct and at its other end to a flange assembly having sealed grooves for establishing a high vacuum seal with the abutting surface of a facing flange which includes an aperture forming part of the system to be evacuated. A plurality of generally linear arrangements of pivotally coupled linkages and piston combinations are mounted around the outer surface of the duct and aligned along the length thereof. Each of the piston/linkage assemblies is adapted to engage the flange assembly by means of a respective piston and is further coupled to a remote controlled piston drive shaft to permit each of the linkages positioned on a respective flat outer surface of the duct to simultaneously and uniformly displace a corresponding piston and the flange assembly with which it is in contact along the length of the duct in extending the bellows to provide a high vacuum seal between the movable flange and the facing flange. A plurality of latch mechanisms are also pivotally mounted on the outside of the duct. A first end of each of the latch mechanisms is coupled to a remotely controlled latch control shaft for displacing the latch mechanism about its pivot point. In response to the pivoting displacement of the latch mechanism, a second end thereof is displaced so as to securely engage the facing flange.

    A system and method for controlling remote devices utilizing a radio frequency identification (RFID) tag device having a control circuit adapted to render the tag device, and associated objects, permanently inoperable in response to radio-frequency control signals. The control circuit is configured to receive the control signals that can include an enable signal, and in response thereto enable an associated object, such as a weapon; and in response to a disable signal, to disable the tag itself, or, if desired, to disable the associated weapon or both the device and the weapon. Permanent disabling of the tag can be accomplished by several methods, including, but not limited to, fusing a fusable link, breaking an electrically conductive path, permanently altering the modulation or backscattering characteristics of the antenna circuit, and permanently erasing an associated memory. In this manner, tags in the possession of unauthorized employees can be remotely disabled, and weapons lost on a battlefield can be easily tracked and enabled or disabled automatically or at will.

    An apparatus for remotely adjusting the anode-cathode gap in a pulse power machine has an electric motor located within a hollow cathode inside the vacuum chamber of the pulse power machine. Input information for controlling the motor for adjusting the anode-cathode gap is fed into the apparatus using optical waveguides. The motor, controlled by the input information, drives a worm gear that moves a cathode tip. When the motor drives in one rotational direction, the cathode is moved toward the anode and the size of the anode-cathode gap is diminished. When the motor drives in the other direction, the cathode is moved away from the anode and the size of the anode-cathode gap is increased. The motor is powered by batteries housed in the hollow cathode. The batteries may be rechargeable, and they may be recharged by a photovoltaic cell in combination with an optical waveguide that receives recharging energy from outside the hollow cathode. Alternatively, the anode-cathode gap can be remotely adjusted by a manually-turned handle connected to mechanical linkage which is connected to a jack assembly. The jack assembly converts rotational motion of the handle and mechanical linkage to linear motion of the cathode moving toward or away from the anode.

    A fault-tolerant programmable logic controller (PLC) and operator workstations have been programmed to replace the hard-wired relay control system in the 2-MW Bulk Shielding Reactor (BSR) at Oak Ridge National Laboratory. In addition to the PLC and remote and local operator workstations, auxiliary systems for remote operation include a video system, an intercom system, and a fiber optic communication system. The remote control station, located at the High Flux Isotope Reactor 2.5 km from the BSR, has the capability of rector startup and power control. The system was designed with reliability and fail-safe features as important considerations. 4 refs., 3 figs.

    A coupling indicator for use with nuclear reactor control rod assemblies which have remotely disengageable couplings between the control rod and the control rod drive shaft. The coupling indicator indicates whether the control rod and the control rod drive shaft are engaged or disengaged. A resistive network, utilizing magnetic reed switches, senses the position of the control rod drive mechanism lead screw and the control rod position indicating tube, and the relative position of these two elements with respect to each other is compared to determine whether the coupling is engaged or disengaged.

    The Cryomodule Test Facility (CMTF) is able to provide the necessary test bed for measuring the performance of Superconducting Radio Frequency (SRF) cavities in a cryomodule (CM). The CMTF have seven 300 KW screw compressors, two liquid helium refrigerators, and two Cryomodule Test Stands (CMTS). CMTS1 is designed for 1.3 GHz cryomodule operating in a pulsed mode (PM) and CMTS2 is for cryomodule operating in Half-Wave (HW) and Continuous Wave (CW) mode. Based on the design requirement, each subsystem has to be far away from each other and be placed in distant locations. Therefore choosing Siemens Process Control System 7-400, DL205 PLC, Synoptic and Fermilab ACNET are the ideal choices for CMTF cryogenic distribution real-time remote control system. This paper presents a method which has been successfully used by many Fermilab distribution cryogenic real-time remote control systems.

    Commanders and their staff, when geographically dispersed, continue to choose what they find to be the most effective remote collaboration tools: email and radio messages. Even command and control systems that provide a unified view of the battlefield among remote collaborators are often supplanted by more traditional tools, such as a large paper map (McGee, Cohen & Wu, 2000). Indeed, today's computer interfaces often impose too high a barrier for the capture and delivery of situational assessment (McGee, Cohen, Wesson & Horman, 2002). To compensate, commanders traditionally meet face-to-face at least once daily to debrief each other on the outcome of the day's fight and to coordinate a strategy for the next day's engagement. Each of these meetings presents a risk to commanders, in addition to lost time during travel and various other concerns. Ongoing activity at higher echelons may consist of this activity continuously. At lower echelons, coordination is typically mediated by a radio or other messaging platform. Common to each of these scenarios, the coordination and collaboration is mediated by physical tools, e.g., an up-to-date common operational picture. Much of the promise of collaboration technology, from video-conferencing to realtime collaboration tools, is meant to alleviate the need for face-to-face meetings and improve moment-to-moment coordination. However, these tools fall woefully short of meeting the needs of commanders in the battlefield.

  9. "Non-Reflective" Boundary Design via Remote Sensing and PID Control Valve

    This paper develops the concept of a nonreflective (or semireflective) boundary condition using the combination of a remote sensor and a control system to modulate a relief valve. The essential idea is to sense the pressure change at a remote location and then to use the measured data to adjust the opening of an active control valve at the end of the line to eliminate or attenuate the wave reflections at the valve, thus controlling system transient pressures. This novel idea is shown here through numerical simulation to have considerable potential for transient protection. Using this model, wave reflections and resonance can be effectively eliminated for frictionless pipelines or initial no-flow conditions and can be better controlled in more realistic pipelines for a range of transient disturbances. In addition, the features of even-order harmonics and nonreflective boundary conditions during steady oscillation, obtained through time domain transient analysis, are verified by hydraulic impedance analysis in the frequency domain.

    The detection and characterization of buried objects and materials is an important first step in the restoration of the numerous US Department of Energy (DOE) and US Department of Defense waste disposal sites. DOE, through its Environmental Restoration and Waste Management Robotics and Technology Development Program, has developed the Remote Characterization System (RCS) to address the needs of remote subsurfacecharacterization. The RCS consists of a low-metal-content (low-metallic-signature) remotely piloted vehicle, a high-level control station (HLCS) where operators can remotely control the vehicle and analyze real-time data from sensors, and an array of sensors that can be chosen to meet the survey task at hand. Communication between the vehicle and the base station is handled by a radio link. Site mapping is made possible through the use of geopositioning satellite data. The primary mode of vehicle operation is teleoperation, but provision has been made for semiautonomous or supervisory control that allows for automated sitesurvey on simple sites. Data analysis and display is supported for both real-time observation and postprocessing of data. The particular emphasis of this paper documents the human-factors-based design influences on the HLCS and describes the design in detail.

    The ability to remotely control pressure in diamond anvil cells (DACs) in accurate and consistent manner at room temperature, as well as at cryogenic and elevated temperatures, is crucial for effective and reliable operation of a high-pressure synchrotron facility such as High Pressure Collaborative Access Team (HPCAT). Over the last several years, a considerable effort has been made to develop instrumentation for remote and automated pressure control in DACs during synchrotron experiments. We have designed and implemented an array of modular pneumatic (double-diaphragm), mechanical (gearboxes), and piezoelectric devices and their combinations for controlling pressure and compression/decompression rate at various temperature conditions from 4 K in cryostats to several thousand Kelvin in laser-heated DACs. Because HPCAT is a user facility and diamond cells for user experiments are typically provided by users, our development effort has been focused on creating different loading mechanisms and frames for a variety of existing and commonly used diamond cells rather than designing specialized or dedicated diamond cells with various drives. In this paper, we review the available instrumentation for remote static and dynamic pressure control in DACs and show some examples of their applications to high pressure research.

  12. Egypt`s first remotely controlled subsea completion -- A Gulf of Suez case history

    A case history of the Gulf of Suez Petroleum Company`s (GUPCO) first remotely controlled subsea completion is provided. The first completion was for well GS 373-2, a previously drilled and tested exploration well located in the south portion of the Gulf of Suez. Subsea technology was utilized to economically justify development of this one well marginal field which was discovered in 1978. Traditional methods proved to be too costly for development, therefore application of a low cost subsea tree was utilized to capture the resources. In the Gulf of Suez many fields have been discovered by have not been developed due to low reserves. These marginal projects can have a profound impact on the revenue and shareholder value if any economic method is used to exploit these opportunities. Platform installation was not feasible due to reserve size, hence the well has remained abandoned until recently. Capturing the experience of Amoco in the Gulf of Mexico and in the Dutch North Sea, GUPCO was able to build a low cost subsea system which would allow for the economic development of the marginal fields discovered in the past. This paper presents a summarized look at subsea completion technology. The cost comparison of traditional development methods will be made, given the local cost structure in Egypt. The application of this technology has some limitations and constraints which will be discussed in the paper. Furthermore the actual field installation of Egypt`s first remotely controlled subsea tree will be summarized. Also included is a discussion on simple remote controls,and offshore installation operations.

    A remote pipetter has been designed and evaluated. The system is suitable for use in either a hot-cell or a glove-box environment and, therefore, is applicable in any situation where operating personnel must be separated from hazardous materials. The principle of operation for the pipetter is the displacement of liquid via a calibrated, screw-driven plunger. Variably sized aliquots of 1 to 1000 ..mu..L can be delivered. A steppng motor is used to move the plunger, and its position is verified with a linear variable differential transformer. The unit is controlled by a microcomputer. Besides the required operation sequences and error checking, a self-calibration check has been designed into the software. Measured accuracies and precisions of aliquot delivery are 0.4 and 0.2%, respectively.

    Approximately 6,000 miles east of Moscow, lays the city of Khabarovsk. This city`s coal-fired Power Plant 3 supplies electricity, heat and hot water to approximately 250,000 customers. Plant 3 has three units with a combined turbine capacity of 540 MW, (3 {times} 180) electrical and 780 (3 {times} 260) Gkal an hour thermal capacity with steam productivity of 2010 (3 {times} 670) tons per hour at 540 C. Coal fired thermal electric power plants rely on the equipment of the fuel supply section. The mechanism of the fuel supply section includes: conveyor belts, hammer crushers, guiding devices, dumping devices, systems for dust neutralizing, iron separators, metal detectors and other devices. As a rule, the fuel path in the power plant has three main directions: from the railroad car unloading terminal to the coal warehouse; from the coal warehouse to the acceptance bunkers of the power units, and the railroad car unloading terminal to the acceptance bunkers of power units. The fuel supply section always has a reserve and is capable of uninterruptible fuel supply during routine maintenance and/or repair work. This flexibility requires a large number of fuel traffic routes, some of which operate simultaneously with the feeding of coal from the warehouse to the acceptance bunkers of the power units, or in cases when rapid filling of the bunkers is needed, two fuel supply routes operate at the same time. The remote control of the fuel handling system at Power Plant 3 is described.

    Electric utilities have a main responsibility to protect the lives and safety of their workers when they are working on low-, medium-, and high-voltage power lines and distribution circuits. With the anticipated widespread deployment of smart grids, a secure and highly reliable means of maintaining isolation of customer-owned distributed generation (DG) from the affected distribution circuits during maintenance is necessary to provide a fully de-energized work area, ensure utility personnel safety, and prevent hazards that can lead to accidents such as accidental electrocution from unanticipated power sources. Some circuits are serviced while energized (live line work) while others are de-energized for maintenance. For servicing de-energized circuits and equipment, lock-out tag-out (LOTO) programs provide a verifiable procedure for ensuring that circuit breakers are locked in the off state and tagged to indicate that status to operational personnel so that the lines will be checked for voltage to verify they are de-energized. The de-energized area is isolated from any energized sources, which traditionally are the substations. This procedure works well when all power sources and their interconnections are known armed with this knowledge, utility personnel can determine the appropriate circuits to de-energize for isolating the target line or equipment. However, with customer-owned DG tied into the grid, the risk of inadvertently reenergizing a circuit increases because circuit connections may not be adequately documented and are not under the direct control of the local utility. Thus, the active device may not be properly de-energized or isolated from the work area. Further, a remote means of de-energizing and locking out energized devices provides an opportunity for greatly reduced safety risk to utility personnel compared to manual operations.     The data acquisition system for TJ-II will consist of a central computer, containing the data base of the device, and a set of independent systems (personal computers, embedded ones, workstations, minicomputers, PLCs, and microprocessor systems among others), controlling data collection, and automated diagnostics. Each autonomous system can be used to isolate and manage specific problems in the most efficient manner.     The objective of the Remote Monitoring Transparency Program is to evaluate and demonstrate the use of remote monitoring technologies to advance nonproliferation and transparency efforts that are currently being developed by Russia and the US without compromising the national security of the participating parties. Under a lab-to-lab transparency contract between Sandia National Laboratories (SNL) and the Kurchatov Institute (KI RRC), the Kurchatov Institute will analyze technical and procedural aspects of the application of remote monitoring as a transparency measure to monitor inventories of direct-use HEU and plutonium (e.g., material recovered from dismantled nuclear weapons). A goal of this program is to assist a broad range of political and technical experts in learning more about remote monitoring technologies that could be used to implement nonproliferation, arms control, and other security and confidence building measures. Specifically, this program will: (1) begin integrating Russian technologies into remote monitoring systems; (2) develop remote monitoring procedures that will assist in the application of remote monitoring techniques to monitor inventories of HEU and Pu from dismantled nuclear weapons; and (3) conduct a workshop to review remote monitoring fundamentals, demonstrate an integrated US/Russian remote monitoring will have on the national security of participating countries.

    Automated shading and daylighting control systems have been commercially available for decades. The new challenge is to provide a fully functional and integrated fagade and lighting system that operates appropriately for all environmental conditions and meets a range of occupant subjective desires and objective performance requirements. These rigorous performance goals must be achieved with solutions that are cost effective and can operate over long periods with minimal maintenance. It will take time and effort to change the marketplace for these technologies and practices, particularly in building a series of documented success stories, and driving costs and risks to much lower levels at which their use becomes the norm. In recent years, the architectural trend toward highly-transparent all-glass buildings presents a unique challenge and opportunity to advance the market for emerging, smart, dynamic window and dimmable daylighting control technologies. We believe it is possible to accelerate product market transformation by developing projects where technical advances and the interests of motivated manufacturers and innovative owners converge. In this paper we present a case study example that explains a building owner's decision-making process to use dynamic window and dimmable daylighting controls. The case study project undertaken by a major building owner in partnership with a buildings R&D group was designed explicitly to use field test data in conjunction with the market influence of a major landmark building project in New York City to stimulate change in manufacturers' product offerings. Preliminary observations on the performance of these systems are made. A cost model that was developed with the building owner is explained.

    Enterprise level cyber security requires the deployment, operation, and monitoring of many sensors across geographically dispersed sites. Communicating with the sensors to gather data and control behavior is a challenging task when the number of sensors is rapidly growing. This paper describes the system requirements, design, and implementation of T3, the third generation of our transport software that performs this task. T3 relies on open source software and open Internet standards. Data is encoded in MIME format messages and transported via NNTP, which provides scalability. OpenSSL and public key cryptography are used to secure the data. Robustness and ease of development are increased by defining an internal cryptographic API, implemented by modules in C, Perl, and Python. We are currently using T3 in a production environment. It is freely available to download and use for other projects.

    Nondestructive assay (NDA) systems have been developed for use in an automated mixed oxide (MOX) fabrication facility. Unique features have been developed for the NDA systems to accommodate robotic sample handling and remote operation. In addition, the systems have been designed to obtain International Atomic Energy Agency inspection data without the need for an inspector at the facility at the time of the measurements. The equipment is being designed to operate continuously in an unattended mode with data storage for periods of up to one month. The two systems described in this paper include a canister counter for the assay of MOX powder at the input to the facility and a capsule counter for the assay of complete liquid-metal fast breeder reactor fuel assemblies at the output of the plant. The design, performance characteristics, and authentication of the two systems will be described. Without a thorough understanding of the threat faced by critical infrastructure networks, adequate resources cannot be allocated or directed effectively to the defense of these systems. Traditional methods of threat analysis focus on identifying the capabilities and motivations of a specific attacker, assessing the value the adversary would place on targeted systems, and deploying defenses according to the threat posed by the potential adversary. Too many effective exploits and tools exist and are easily accessible to anyone with access to an Internet connection, minimal technical skills, and a significantly reduced motivational threshold to be able to narrow the field of potential adversaries effectively. Understanding how hackers evaluate new IT security research and incorporate significant new ideas into their own tools provides a means of anticipating how IT systems are most likely to be attacked in the future. This research, Attack Methodology Analysis (AMA), could supply pertinent information on how to detect and stop new types of attacks. Since the exploit methodologies and attack vectors developed in the general Information Technology (IT) arena can be converted for use against control system environments, assessing areas in which cutting edge exploit development and remediation techniques are occurring can provide significance intelligence for control system network exploitation, defense, and a means of assessing threat without identifying specific capabilities of individual opponents.     The compact sodium-cooled nuclear reactor facility Karlsruhe (KNK), a prototype Fast Breeder, is currently in an advanced stage of dismantling. Complete dismantling is based on 10 partial licensing steps. In the frame of the 9. decommissioning permit, which is currently ongoing, the dismantling of the biological shield is foreseen. The biological shield consists of heavy reinforced concrete with built-in steel fitments, such as form-work of the reactor tank, pipe sleeves, ventilation channels, and measuring devices. Due to the activation of the inner part of the biological shield, dismantling has to be done remote-controlled. During a comprehensive basic design phase a practical dismantling strategy was developed. Necessary equipment and tools were defined. Preliminary tests revealed that hot wire plasma cutting is the most favorable cutting technology due to the geometrical boundary conditions, the varying distance between cutter and material, and the heavy concrete behind the steel form-work. The cutting devices will be operated remotely via a carrier system with an industrial manipulator. The carrier system has expandable claws to adjust to the varying diameter of the reactor shaft during dismantling progress. For design approval of this prototype development, interaction between manipulator and hot wire plasma cutting was tested in a real configuration. For the demolition of the concrete structure, an excavator with appropriate tools, such as a hydraulic hammer, was selected. Other mechanical cutting devices, such as a grinder or rope saw, were eliminated because of concrete containing steel spheres added to increase the shielding factor of the heavy concrete. Dismantling of the biological shield will be done in a ring-wise manner due to static reasons. During the demolition process, the excavator is positioned on its tripod in three concrete recesses made prior to the dismantling of the separate concrete rings.     This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory. Remote measurement of wind velocities is critical to a wide variety of applications such as environmental studies, weather prediction, aircraft safety, the accuracy of projectiles, bombs, parachute drops, prediction of the dispersal of chemical and biological warfare agents, and the debris from nuclear explosions. Major programs to develop remote sensors for these applications currently exist in the DoD and NASA. At present, however, there are no real-time, three-dimensional wind measurement techniques that are practical for many of these applications and we report on two new promising techniques. The first new technique uses an elastic backscatter lidar to track aerosol patterns in the atmosphere and to calculate three dimensional wind velocities from changes in the positions of the aerosol patterns. This was first done by Professor Ed Eloranta of the University of Wisconsin using post processing techniques and we are adapting Professor Eloranta`s algorithms to a real-time data processor and installing it in an existing elastic backscatter lidar system at Los Alamos (the XM94 helicopter lidar), which has a compatible data processing and control system. The second novel wind sensing technique is based on radio-frequency (RF) modulation and spatial filtering of elastic backscatter lidars. Because of their compactness and reliability, solid state lasers are the lasers of choice for many remote sensing applications, including wind sensing.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    A means for handling remotely a sample pellet to be irradiated in a nuclear reactor is proposed. It is comprised essentially of an inlet tube extending through the outer shield of the reactor and being inclined so that its outer end is at a higher elevation than its inner end, an outlet tube extending through the outer shield being inclined so that its inner end is at a higher elevation than its outer end, the inner ends of these two tubes being interconnected, and a straight tube extending through the outer shield and into the reactor core between the inlet and outlet tubes and passing through the juncture of said inner ends. A rod-like member is rotatably and slidely operated within the central straight tube and has a receptacle on its inner end for receiving a sample pellet from the inlet tube. The rod member is operated to pick up a sample pellet from the inlet tube, carry the sample pellet into the irradiating position within the core, and return to the receiving position where it is rotated to dump the irradiated pellet into the outlet tube by which it is conveyed by gravity to the outside of the reactor. Stop members are provided in the inlet tube, and electrical operating devices are provided to control the sequence of the operation automatically.

    Quantum mechanics and relativity in the continuum imply the well known spinstatistics connection. However for particles hopping on a lattice, there is no such constraint. If a lattice model yields a relativistic field theory in a continuum limit, this constraint must emerge for physical excitations. We discuss a few models where a spin-less fermion hopping on a lattice gives excitations which satisfy the continuum Dirac equation. This includes such well known systems such as graphene and staggered fermions. -- Highlights: The spinstatistics theorem is not required for particles on a lattice. Spin emerges dynamically when spinless fermions have a relativistic continuum limit. Graphene and staggered fermions are examples of this phenomenon. The phenomenon is intimately tied to chiral symmetry and fermion doubling. Anomaly cancellation is a crucial feature of any valid lattice fermion action.

    An outsourced cooling water treatment automated control and data acquisition package, has been designed, installed, and commissioned in over 70 sites in North America and offshore. The standard package consists of a controller, sensors, human-machine interface software, data acquisition and management software, communications, and reporting. Significant challenges to applying this standard package in multiple sites arose from variations in cooling system design and makeup water quality as well as operations, environmental considerations, metrics, and language. A standard approach has met these challenges and overcome effects of downsizing through significant reduction in non-value-added, manual activities. Overall system reliability has been improved by migration to best practice throughout the organizations involved and immediate proactive response to out-of-specification conditions. This paper documents the evolution of a standard cooling water automation and data management package from its inception to current practice.

Time is critical and the protective action decision-making process is greatly compressed. The response community must carefully plan and coordinate response operations in order to have confidence that they will be effectively implemented when faced with the potentially catastrophic nature of such releases. A graphical depiction of the entire response process via an emergency response synchronization matrix is an effective tool in optimizing the planning, exercising, and implementation of emergency plans. This system—based approach to emergency planning depicts how a community organizes its response tasks across space and time in relation to hazard actions. It provides the opportunity to make real—time adjustments as necessary for maximizing the often limited resources in protecting area residents.   5. Remote handling facility and equipment used for space truss assembly

    The ACCESS truss remote handling experiments were performed at Oak Ridge National Laboratory's (ORNL's) Remote Operation and Maintenance Demonstration (ROMD) facility. The ROMD facility has been developed by the US Department of Energy's (DOE's) Consolidated Fuel Reprocessing Program to develop and demonstrate remote maintenance techniques for advanced nuclear fuel reprocessing equipment and other programs of national interest. The facility is a large-volume, high-bay area that encloses a complete, technologically advanced remote maintenance system that first began operation in FY 1982. The maintenance system consists of a full complement of teleoperated manipulators, manipulator transport systems, and overhead hoists that provide the capability of performing a large variety of remote handling tasks. This system has been used to demonstrate remote manipulation techniques for the DOE, the Power Reactor and Nuclear Fuel Development Corporation (PNC) of Japan, and the US Navy in addition to the National Aeronautics and Space Administration. ACCESS truss remote assembly was performed in the ROMD facility using the Central Research Laboratory's (CRL) model M-2 servomanipulator. The model M-2 is a dual-arm, bilateral force-reflecting, master/slave servomanipulator which was jointly developed by CRL and ORNL and represents the state of the art in teleoperated manipulators commercially available in the United States today. The model M-2 servomanipulator incorporates a distributed, microprocessor-based digital control system and was the first successful implementation of an entirely digitally controlled servomanipulator.     The purpose of this project was to explore the use of time reversal technologies as a means for communication to a targeted individual or location. The idea is to have the privacy of whispering in one’s ear, but to do this remotely from loudspeakers not located near the target. Applications of this work include communicating with hostages and survivors in rescue operations, communicating imaging and operational conditions in deep drilling operations, monitoring storage of spent nuclear fuel in storage casks without wires, or clandestine activities requiring signaling between specific points. This technology provides a solution in any application where wires and radio communications are not possible or not desired. It also may be configured to self calibrate on a regular basis to adjust for changing conditions. These communications allow two people to converse with one another in real time, converse in an inaudible frequency range or medium (i.e. using ultrasonic frequencies and/or sending vibrations through a structure), or send information for a system to interpret (even allowing remote control of a system using sound). The time reversal process allows one to focus energy to a specific location in space and to send a clean transmission of a selected signal only to that location. In order for the time reversal process to work, a calibration signal must be obtained. This signal may be obtained experimentally using an impulsive sound, a known chirp signal, or other known signals. It may also be determined from a numerical model of a known environment in which the focusing is desired or from passive listening over time to ambient noise.

    An apparatus for remotely assembling and disassembling a Graylock type coctor between a pipe and a closure for the pipe includes a base and a receptacle on the base for the closure. The pipe is moved into position vertically above the closure by a suitable positioning device such that the flange on the pipe is immediately adjacent and concentric with the flange on the closure. A moving device then moves two semicircular collars from a position free of the closure to a position such that the interior cam groove of each collar contacts the two flanges. Finally, a tensioning device automatically allows remote tightening and loosening of a nut and bolt assembly on each side of the collar to cause a seal ring located between the flanges to be compressed and to seal the closure. Release of the pipe and the connector is accomplished in the reverse order. Preferably, the nut and bolt assembly includes an elongate shaft portion on which a removable sleeve is located.

    Engineers in the Robotics Development Group at the Westinghouse Savannah River Company (WSRC) have developed a robot which will be used to decontaminate a pipe gallery of a tank farm used for nuclear waste storage. Personnel access is required into this pipe gallery to inspect existing pipes and perform repairs to secondary containment walls around the tank farm. Presently, the pipe gallery is littered with debris of various sizes and its surface is contaminated with activity levels up to 2.5E6 DPM (disintegrations per minute) alpha and exposure levels as high as 20 Rad/hr. Cleaning up this pipe gallery win be the mission of an all-hydraulic robotic vehicle developed in-house at WSRC caged the ``Remote Decon`` robot. The Remote Decon is a tracked vehicle which utilizes skid steering and features a six-degree-of-freedom (DOF) manipulator arm, a five-DOF front end loader type bucket with a rotating brush for scrubbing and decontaminating surfaces, and a three-DOF pan/tilt mechanism with cameras and lights. The Remote Decon system is connected to a control console via a 200 foot tethered cable. The control console was designed with ergonomics and simplicity as the main design factors and features three joysticks, video monitors, LED panels, and audible alarms.

Fifteen low rates from 0.39 to 5.9 units/hour and 15 high doses from 0.84 to 12.5 units are available using U100 insulin. The system has been tested in the laboratory, evaluated in diabetic dogs, and implanted in one diabetic human.

Primary repository operations consist of both surface and subsurface activities relating to high-level waste receipt, preparation, and emplacement. Secondary repository operations consist of support operations for waste handling and treatment, utilities, subsurface construction, and other selected ancillary activities. Remote control of the subsurface emplacement operations, as well as, repository performance confirmation operations are the direct responsibility of the system. In addition, the system monitors parameters such as radiological data, air quality data, fire detection status, meteorological conditions, unauthorized access, and abnormal operating conditions, to ensure a safe workplace for personnel. Parameters are displayed in a real-time manner to human operators regarding surface and subsurface conditions. The system performs supervisory monitoring and control for both important to safety and non-safety systems. The system provides repository operational information, alarm capability, and human operator response messages during emergency response situations. The system also includes logic control to place equipment, systems, and utilities in a safe operational mode or complete shutdown during emergency response situations. The system initiates alarms and provides operational data to enable appropriate actions at the local level in support of emergency response, radiological protection response, evacuation, and underground rescue. The system provides data communications, data processing, managerial reports, data storage, and data analysis.     This paper demonstrates the use of a novel cosimulation architecture that integrates hardware testing using Power Hardware-in-the-Loop (PHIL) with larger-scale electric grid models using off-the-shelf, non-PHIL software tools. This architecture enables utilities to study the impacts of emerging energy technologies on their system and manufacturers to explore the interactions of new devices with existing and emerging devices on the power system, both without the need to convert existing grid models to a new platform or to conduct in-field trials. The paper describes an implementation of this architecture for testing two residential-scale advanced solar inverters at separate points of common coupling. The same hardware setup is tested with two different distribution feeders (IEEE 123 and 8500 node test systems) modeled using GridLAB-D. In addition to simplifying testing with multiple feeders, the architecture demonstrates additional flexibility with hardware testing in one location linked via the Internet to software modeling in a remote location. In testing, inverter current, real and reactive power, and PCC voltage are well captured by the co-simulation platform. Testing of the inverter advanced control features is currently somewhat limited by the software model time step (1 sec) and tested communication latency (24 msec). Overshoot induced oscillations are observed with volt/VAR control delays of 0 and 1.5 sec, while 3.4 sec and 5.5 sec delays produced little or no oscillation. These limitations could be overcome using faster modeling and communication within the same co-simulation architecture.

    We explore the possibility of emergent cosmology using the effective potential formalism. We discover new models of emergent cosmology which satisfy the constraints posed by the cosmic microwave background (CMB). We demonstrate that, within the framework of modified gravity, the emergent scenario can arise in a universe which is spatially open/closed. By contrast, in general relativity (GR) emergent cosmology arises from a spatially closed past-eternal Einstein Static Universe (ESU). In GR the ESU is unstable, which creates fine tuning problems for emergent cosmology. However, modified gravity models including Braneworld models, Loop Quantum Cosmology (LQC) and Asymptotically Free Gravity result in a stable ESU. Consequently, in these models emergent cosmology arises from a larger class of initial conditions including those in which the universe eternally oscillates about the ESU fixed point. We demonstrate that such an oscillating universe is necessarily accompanied by graviton production. For a large region in parameter space graviton production is enhanced through a parametric resonance, casting serious doubts as to whether this emergent scenario can be past-eternal.

    The Remote-Handled Transuranic (RH-TRU) Content Codes (RH-TRUCON) document describes the inventory of RH-TRU waste within the transportation parameters specified by the Remote-Handled Transuranic Waste Authorized Methods for Payload Control (RH-TRAMPAC).1 The RH-TRAMPAC defines the allowable payload for the RH-TRU 72-B. This document is a catalog of RH-TRU 72-B authorized contents by site. A content code is defined by the following components: A two-letter site abbreviation that designates the physical location of the generated/stored waste (e.g., ID for Idaho National Laboratory [INL]). The site-specific letter designations for each of the sites are provided in Table 1. A three-digit code that designates the physical and chemical form of the waste (e.g., content code 317 denotes TRU Metal Waste). For RH-TRU waste to be transported in the RH-TRU 72-B, the first number of this three-digit code is 3. The second and third numbers of the three-digit code describe the physical and chemical form of the waste. Table 2 provides a brief description of each generic code. Content codes are further defined as subcodes by an alpha trailer after the three-digit code to allow segregation of wastes that differ in one or more parameter(s). For example, the alpha trailers of the subcodes ID 322A and ID 322B may be used to differentiate between waste packaging configurations. As detailed in the RH-TRAMPAC, compliance with flammable gas limits may be demonstrated through the evaluation of compliance with either a decay heat limit or flammable gas generation rate (FGGR) limit per container specified in approved content codes. As applicable, if a container meets the watt*year criteria specified by the RH-TRAMPAC, the decay heat limits based on the dose-dependent G value may be used as specified in an approved content code.   19. PFP Emergency Lighting Study

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

    This report summarizes research into effects of electron gun control on piezoelectric polyvinylidene fluoride (PVDF) structures. The experimental apparatus specific to the electron gun control of this structure is detailed, and the equipment developed for the remote examination of the bimorph surface profile is outlined. Experiments conducted to determine the optimum electron beam characteristics for control are summarized. Clearer boundaries on the bimorphs control output capabilities were determined, as was the closed loop response. Further controllability analysis of the bimorph is outlined, and the results are examined. In this research, the bimorph response was tested through a matrix of control inputs of varying current, frequency, and amplitude. Experiments also studied the response to electron gun actuation of piezoelectric bimorph thin film covered with multiple spatial regions of control. Parameter ranges that yielded predictable control under certain circumstances were determined. Research has shown that electron gun control can be used to make macrocontrol and nanocontrol adjustments for PVDF structures. The control response and hysteresis are more linear for a small range of energy levels. Current levels needed for optimum control are established, and the generalized controllability of a PVDF bimorph structure is shown.

    The Remote Operated Vehicle with Carbon Dioxide Blasting (ROVCO{sub 2}), as shown in a front view is a six-wheeled remote land vehicle used to decontaminate concrete floors. The remote vehicle has a high pressure Cryogenesis blasting subsystem, Oceaneering Technologies (OTECH) developed a CO{sub 2} xY Orthogonal Translational End Effector (COYOTEE) subsystem, and a vacuum/filtration and containment subsystem. The cryogenesis subsystem performs the actual decontamination work and consists of the dry ice supply unit, the blasting nozzle, the remotely controlled electric and pneumatic valves, and the vacuum work-head. The COYOTEE subsystem positions the blasting work-head within a planar work space and the vacuum subsystem provides filtration and containment of the debris generated by the CO{sub 2} blasting. It employs a High Efficiency Particulate Air (HEPA) filtration unit to separate contaminants for disposal. All of the above systems are attached to the vehicle subsystem via the support structure.

The components of the suction device may be changed and replaced underwater to take advantage of the excellent radiation shielding ability of water to thereby minimize exposure of personnel to radiation.

    Remote rooms can be effectively heated by convection through a connecting doorway. A simple steady-state equation is developed for design purposes. Validation of a dynamic model is achieved using data obtained over a 13-day period. Dynamic effects are investigated using a simulation analysis for three different cases of driving temperature; the effect is to reduce the temperature difference between the driving room and the remote room compared to the steady-state model. For large temperature swings in the driving room a strategy which uses the intervening door in a diode mode is effective. The importance of heat-storing mass in the remote room is investigated.

    This article presents the experimental work performed in the area of neutron detector development at the Remote Sensing Laboratory–Andrews Operations (RSL-AO) sponsored by the U.S. Department of Energy, National Nuclear Security Administration (NNSA) in the last four years. During the 1950s neutron detectors were developed mostly to characterize nuclear reactors where the neutron flux is high. Due to the indirect nature of neutron detection via interaction with other particles, neutron counting and neutron energy measurements have never been as precise as gamma-ray counting measurements and gamma-ray spectroscopy. This indirect nature is intrinsic to all neutron measurement endeavors (except perhaps for neutron spin-related experiments, viz. neutron spin-echo measurements where one obtains μeV energy resolution). In emergency response situations generally the count rates are low, and neutrons may be scattered around in inhomogeneous intervening materials. It is also true that neutron sensors are most efficient for the lowest energy neutrons, so it is not as easy to detect and count energetic neutrons. Most of the emergency response neutron detectors are offshoots of nuclear device diagnostics tools and special nuclear materials characterization equipment, because that is what is available commercially. These instruments mostly are laboratory equipment, and not field-deployable gear suited for mobile teams. Our goal is to design and prototype field-deployable, ruggedized, lightweight, efficient neutron detectors.

  3. Remote Chemical Sensing Using Quantum Cascade Lasers

    Research done by the IR sensors team at PNNL is focused on developing advanced spectroscopic methods for detecting signatures of nuclear, chemical, biological and explosives weapons or weapons production. The sensors we develop fall into two categories: remote sensors that can be operated at distances ranging from 150 m to 10 km, and point sensors that are used for in-situ inspection and detection. FY03 has seen an explosion in FM DIAL progress with the net result being solid confirmation that FM DIAL is a technique capable of remote chemical monitoring in a wide variety of venues. For example, FM DIAL was used to detect a small plume of hydrogen sulfide, a candidate CW agent, released in the desert environment of the Hanford 200 Area site. These experiments were conducted over a range of physical conditions including outside temperatures ranging from 70 F to 105 F and turbulence conditions ranging from quiescent to chaotic. We are now rapidly developing the information needed to design prototype FM DIAL systems that are optimized for specific applications that include scenarios such as fixed position stand-off detection and mobile UAV mounted remote monitoring. Just as an example, in FY04 we will use FM DIAL to detect both in-facility and outdoor release of enriched UF6. The rapid progress in FM DIAL research made in FY03 is attributed to several advances. First, final construction of a custom-designed trailer allowed the instrument to be housed in a mobile temperature-controlled environment. This allowed the experiment to be transported to several locations so that data could be collected under a range of physical conditions. This has led to a better understanding of a variety of experimental noise sources. With this knowledge, we have been able to implement several changes in the way the FM DIAL data is collected and processed, with the net result being a drastic improvement in our confidence of analyte concentration measurement and an improvement i n the

    The inventive apparatus for remotely handling bar-like components which define a longitudinal direction includes a gripper mechanism for gripping the component including first and second gripper members longitudinally fixedly spaced from each other and oriented parallel to each other in planes transverse to the longitudinal direction. Each gripper member includes a jaw having at least one V-groove with opposing surfaces intersecting at a base and extending radially relative to the longitudinal direction for receiving the component in an open end between the opposing surfaces. The V-grooves on the jaw plate of the first and second gripper members are aligned in the longitudinal direction to support the component in the first and second gripper members. A jaw is rotatably mounted on and a part of each of the first and second gripper members for selectively assuming a retracted mode in which the open end of the V-groove is unobstructed and active mode in which the jaw spans the open end of the V-groove in the first and second gripper members. The jaw has a locking surface for contacting the component in the active mode to secure the component between the locking surface of the jaw and the opposing surfaces of the V-groove. The locking surface has a plurality of stepped portions, each defining a progressively decreasing radial distance between the base of the V-groove and the stepped portion opposing the base to accommodate varying sizes of components.

    The Courier and Remote Login Facility (CRLF) serves two functions. First, it provides for application programmers a presentation layer protocol called Courier. Courier enforces a remote procedure call discipline and allows the programmer to pass data between systems in a system independent form. Second, it implements a Remote Login Facility. This facility verifies a client's access rights, constructs an environment based on these rights, and starts up a program to process client requested services. Courier allows communication between two system elements (or hosts) by causing the creation of two programs: a user program on the initiating host and a server program on the remote host. Communication then takes place between the cooperating system elements by making appropriate calls to the Courier Interface Library.

    Health physics is an important discipline with regard to understanding the effects of radiation on human health; however, there are major differences between health physics for research or occupational safety and health physics during a large-scale radiological emergency. The deployment of a U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) monitoring and assessment team to Japan in the wake of the March 2011 accident at Fukushima Daiichi Nuclear Power Plant yielded a wealth of lessons on these difference. Critical teams (CMOC (Consequence Management Outside the Continental U.S.) and CMHT (Consequence Management Home Team) ) worked together to collect, compile, review, and analyze radiological data from Japan to support the response needs of and answer questions from the Government of Japan, the U.S. military in Japan, the U.S. Embassy and U.S. citizens in Japan, and U.S. citizens in America. This paper addresses the unique challenges presented to the health physicist or analyst of radiological data in a large-scale emergency. A key lesson learned was that public perception and the availability of technology with social media requires a diligent effort to keep the public informed of the science behind the decisions in a manner that is meaningful to them.

    Long term storage of special nuclear materials poses a number of problems. One of these is a need to inspect the items being stored from time to time. Yet the environment is hostile to man, with significant radiation exposure resulting from prolonged presence in the storage facility. This paper describes research to provide a remote inspection capability, which could lead to eliminating the need for humans to enter a nuclear storage facility. While there are many ways in which an RI system might be created, this paper describes the development of a prototype remote inspection system, which utilizes virtual reality technology along with robotics. The purpose of this system is to allow the operator to establish a safe and realistic telepresence in a remote environment. In addition, it was desired that the user interface for the system be as intuitive to use as possible, thus eliminating the need for extensive training. The goal of this system is to provide a robotic platform with two cameras, which are capable of providing accurate and reliable stereographic images of the remote environment. One application for the system is that it might be driven down the corridors of a nuclear storage facility and utilized to inspect the drums inside, all without the need for physical human presence. Thus, it is not a true virtual reality system providing simulated graphics, but rather an augmented reality system, which performs remote inspection of an existing, real environment.

    The GEO Energy Technology Department at Sandia National Laboratories is involved in several remote-site drilling and/or experimental operations each year. In 1987, the Geothermal Research Division of the Department developed a general set of Safe Operating Procedures (SOPs) that could be applied to a variety of projects. This general set is supplemented by site-specific SOPs as needed. Effective field operations require: integration of safety and emergency preparedness planning with overall project planning, training of field personnel and inventorying of local emergency support resources, and, developing a clear line of responsibility and authority to enforce the safety requirements. Copies of SOPs used in recent operations are included as examples of working documents for the reader.

    The Advanced Test Reactor (ATR; TRA-670), which is located in the ATR Complex at Idaho National Laboratory, was constructed in the 1960s for the purpose of irradiating reactor fuels and materials. Other irradiation services, such as radioisotope production, are also performed at ATR. While ATR is safely fulfilling current mission requirements, assessments are continuing. These assessments intend to identify areas to provide defense–in-depth and improve safety for ATR. One of the assessments performed by an independent group of nuclear industry experts recommended that a remote accident management capability be provided. The report stated that: “contemporary practice in commercial power reactors is to provide a remote shutdown station or stations to allow shutdown of the reactor and management of long-term cooling of the reactor (i.e., management of reactivity, inventory, and cooling) should the main control room be disabled (e.g., due to a fire in the control room or affecting the control room).” This project will install remote reactor monitoring and management capabilities for ATR. Remote capabilities will allow for post scram reactor management and monitoring in the event the main Reactor Control Room (RCR) must be evacuated.

    First of all, we reconsider the tight-binding model of monolayer graphene, in which the variations of the hopping parameters are allowed. We demonstrate that the emergent 2D Weitzenbock geometry as well as the emergent U(1) gauge field appear. The emergent gauge field is equal to the linear combination of the components of the zweibein. Therefore, we actually deal with the gauge fixed version of the emergent 2+1 D teleparallel gravity. In particular, we work out the case, when the variations of the hopping parameters are due to the elastic deformations, and relate the elastic deformations with the emergent zweibein. Next, we investigate the tight-binding model with the varying intralayer hopping parameters for the multilayer graphene with the ABC stacking. In this case the emergent 2D Weitzenbock geometry and the emergent U(1) gauge field appear as well, and the emergent low energy effective field theory has the anisotropic scaling. -- Highlights: The tight-binding model for graphene with varying hopping parameters is considered. The emergent gravity and emergent gauge fields are derived. For the case of the multilayer graphene we obtain the analogue of Horava gravity with anisotropic scaling.

    A valve assembly having remotely replaceable bearings is disclosed wherein a valve disc is supported within a flow duct for rotation about a pair of axially aligned bearings, one of which is carried by a spindle received within a diametral bore in the valve disc, and the other of which is carried by a bearing support block releasably mounted on the duct circumferentially of an annular collar on the valve disc coaxial with its diametrical bore. The spindle and bearing support block are adapted for remote removal to facilitate servicing or replacement of the valve disc support bearings.

    This paper presents a plan for increasing the mapped resource base for geothermal exploration in the Western US. We plan to image large areas in the western US with recently developed high resolution hyperspectral geobotanical remote sensing tools. The proposed imaging systems have the ability to map visible faults, surface effluents, historical signatures, and discover subtle hidden faults and hidden thermal systems. Large regions can be imaged at reasonable costs. The technique of geobotanical remote sensing for geothermal signatures is based on recent successes in mapping faults and effluents the Long Valley Caldera and Mammoth Mountain in California.

    The first Czechoslovak NPP A1 was in operation from 1972 to 1977 and it was finally shutdown due to an accident (level 4 according to the INES). The presence of radioactive, toxic or hazardous materials limits personnel access to facilities and therefore it is necessary to use remote handling technologies for some most difficult characterization, retrieval, decontamination and dismantling tasks. The history of remote handling technologies utilization started in nineties when the spent nuclear fuel, including those fuel assemblies damaged during the accident, was prepared for the transport to Russia. Subsequent significant development of remote handling equipment continued during implementation of the NPP A1 decommissioning project - Stage I and ongoing Stage II. Company VUJE, Inc. is the general contractor for both mentioned stages of the decommissioning project. Various remote handling manipulators and robotics arms were developed and used. It includes remotely controlled vehicle manipulator MT-15 used for characterisation tasks in hostile and radioactive environment, special robust manipulator DENAR-41 used for the decontamination of underground storage tanks and multi-purposes robotics arms MT-80 and MT-80A developed for variety of decontamination and dismantling tasks. The heavy water evaporator facility dismantling is the current task performed remotely by robotics arm MT-80. The heavy water evaporator is located inside the main production building in the room No. 220 where loose surface contamination varies from 10 Bq/cm{sup 2} to 1x10{sup 3} Bq/cm{sup 2}, dose rate is up to 1.5 mGy/h and the feeding pipeline contained liquid RAW with high tritium content. Presented manipulators have been designed for broad range of decommissioning tasks. They are used for recognition, sampling, waste retrieval from large underground tanks, decontamination and dismantling of technological equipments.     The RoboHound{trademark} Project was a three-year, multiphase project at Sandia National Laboratories to build and refine a working prototype trace explosive detection system as a tool for a commercial robot. The RoboHound system was envisioned to be a tool for emergency responders to test suspicious items (i.e., packages or vehicles) for explosives while maintaining a safe distance. The project investigated combining Sandia's expertise in trace explosives detection with a wheeled robotic platform that could be programmed to interrogate suspicious items remotely for the presence of explosives. All of the RoboHound field tests were successful, especially with regards to the ability to collect and detect trace samples of RDX. The project has gone from remote sampling with human intervention to a fully automatic system that requires no human intervention until the robot returns from a sortie. A proposal is being made for additional work leading towards commercialization.

    Operating in a potentially hostile city is every soldier's nightmare. The staggering complexity of the urban environment means that deadly threats--or non-combatants-may lurk behind every corner, doorway, or window. Urban operations present an almost unparalleled challenge to the modern professional military. The complexity of urban operations is further amplified by the diversity of missions that the military will be called upon to conduct in urban terrain. Peace-making and peace-keeping missions, urban raids to seize airports or WMD sites or to rescue hostages, and extended urban combat operations all present different sorts of challenges for planners and troops on the ground. Technology almost never serves as a magic bullet, and past predictions of technological miracles pile high on the ash heap of history. At the same time, it is a vital element of planning in the modern age to consider and, if possible, take advantage of emerging technologies. We believe that technologies can assist military operations in urbanized terrain (MOUT) in three primary areas, which are discussed.

    A liquid metal cooled fast breeder reactor provided with an emergency core cooling system includes a reactor vessel which contains a reactor core comprising an array of fuel assemblies and a plurality of blanket assemblies. The reactor core is immersed in a pool of liquid metal coolant. The reactor also includes a primary coolant system comprising a pump and conduits for circulating liquid metal coolant to the reactor core and through the fuel and blanket assemblies of the core. A converging-diverging venturi nozzle with an intermediate throat section is provided in between the assemblies and the pump. The intermediate throat section of the nozzle is provided with at least one opening which is in fluid communication with the pool of liquid sodium. In normal operation, coolant flows from the pump through the nozzle to the assemblies with very little fluid flowing through the opening in the throat. However, when the pump is not running, residual heat in the core causes fluid from the pool to flow through the opening in the throat of the nozzle and outwardly through the nozzle to the assemblies, thus providing a means of removing decay heat.

    Oak Ridge National Laboratory (ORNL) has a long history in the development of remote systems to support the nuclear environment. ORNL, working in conjunction with Central Research Laboratories, created what is believed to be the first microcomputer-based implementation of dual-arm master-slave remote manipulation. As part of the Consolidated Fuel Reprocessing Program, ORNL developed the dual-arm advanced servomanipulator focusing on remote maintainability for systems exposed to high radiation fields. ORNL also participated in almost all of the various technical areas of the U.S. Department of Energy s Robotics Technology Development Program, while leading the Decontamination and Decommissioning and Tank Waste Retrieval categories. Over the course of this involvement, ORNL has developed a substantial base of working knowledge as to what works when and under what circumstances for many types of remote systems tasks as well as operator interface modes, control bandwidth, and sensing requirements to name a few. By using a select list of manipulator systems that is not meant to be exhaustive, this paper will discuss history and outcome of development, field-testing, deployment, and operations from a lessons learned perspective. The final outcome is a summary paper outlining ORNL experiences and guidelines for transition of developmental remote systems to real-world hazardous environments.
