    The U.S. Department of Energy (USDOE) created the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to identify, investigate, and cleanup or control radiological contamination at sites used by the Manhattan Engineer District (MED) and the Atomic Energy Commission (AEC) from the 1940s through the 1960s. The USDOE had identified 46 sites in the program and finished remediation at 24 of the smaller ones before the end of 1997. With the passage of the Energy and Water Resources Appropriation Act of 1998 the United States Army Corps of Engineers (USACE) was designated by Congress with responsibility to manage and execute the FUSRAP. The Linde Site located in Tonawanda, New York was operated by the MED from 1942-1946 to extract uranium from several high-grade ores. This natural uranium was subsequently enriched in U-235 elsewhere in the United States and ultimately used to produce energy or weapons. Though in the process of reviewing alternative disposal options by 1995, the USDOE had operated FUSRAP with a strategy requiring virtually all materials remediated be disposed of at only one Nuclear Regulatory Commission licensed facility. The change in management of the FUSRAP in 1997 allowed the disposal policy of low levels of radioactively contaminated materials found at the remaining sites to be reexamined. This paper presents some of the innovative regulatory and technical approaches employed at the Linde Site that are resulting in project cost savings while meeting applicable or relevant and appropriate requirements as well as fulfilling commitments made to the local community.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is the long-term custodian of sites remediated under the Formerly Utilized Sites Remedial Action Program (FUSRAP). The U.S. Army Corps of Engineers (USACE) is responsible for characterization, assessment, remedy selection, and remedial action of FUSRAP sites. Site responsibilities are transferred from USACE to DOE-LM when the implemented remedy is demonstrated to be functioning as designed. Coordination of site transfer follows prescribed processes to ensure that DOE acquires the knowledge and information to maintain the site remedy and site protectiveness. (authors)

    The Linde FUSRAP Site (Linde) is located in Tonawanda, New York at a major research and development facility for Praxair, Inc. (Praxair). Successful remediation activities at Linde combines meeting cleanup objectives of radiological contamination while minimizing impacts to Praxair business operations. The unique use of Praxair's property coupled with an array of active and abandoned utilities poses many engineering and operational challenges; each of which has been overcome during the remedial action at Linde. The U.S. Army Corps of Engineers - Buffalo District (USACE) and CABRERA SERVICES, INC. (CABRERA) have successfully faced engineering challenges such as relocation of an aboveground structure, structural protection of an active water line, and installation of active mechanical, electrical, and communication utilities to perform remediation. As remediation nears completion, continued success of engineering challenges is critical as remaining activities exist in the vicinity of infrastructure essential to business operations; an electrical substation and duct bank providing power throughout the Praxair facility. Emphasis on engineering and operations through final remediation and into site restoration will allow for the safe and successful completion of the project. (authors)

    Cabrera Services Inc. (CABRERA) is the remedial contractor for the Shallow Land Disposal Area (SLDA) Site in Armstrong County Pennsylvania, a United States (US) Army Corps of Engineers - Buffalo District (USACE) contract. The remediation is being completed under the USACE's Formerly Utilized Sites Remedial Action Program (FUSRAP) which was established to identify, investigate, and clean up or control sites previously used by the Atomic Energy Commission (AEC) and its predecessor, the Manhattan Engineer District (MED). As part of the management of the FUSRAP, the USACE is overseeing investigation and remediation of radiological contamination at the SLDA Site in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), 42 US Code (USC), Section 9601 et. seq, as amended and, the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), Title 40 of the Code of Federal Regulations (CFR) Section 300.430(f) (2). The objective of this project is to clean up radioactive waste at SLDA. The radioactive waste contains special nuclear material (SNM), primarily U-235, in 10 burial trenches, Cabrera duties include processing, packaging and transporting the waste to an offsite disposal facility in accordance with the selected remedial alternative as defined in the Final Record of Decision (USACE, 2007). Of particular importance during the remediation is the need to address nuclear criticality safety (NCS) controls for the safe exhumation and management of waste containing fissile materials. The partnership between Cabrera Services, Inc. and Measutronics Corporation led to the development of a valuable survey tool and operating procedure that are essential components of the SLDA Criticality Safety and Material Control and Accountability programs.     The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address contamination remaining from Manhattan Engineer District and early U.S. Atomic Energy Commission activities. The DOE Office of Legacy Management determines if a site is eligible for FUSRAP remediation and conducts long-term surveillance and maintenance activities to maintain protectiveness. Since 1997, the U.S. Army Corps of Engineers conducts site investigations and remedial action. Depending on final site conditions when remediation is completed, DOE post-closure care requirements may include inspection, environmental monitoring, management of institutional controls, records and data management, and stakeholder relations.     During World War II, the Manhattan Engineering District (MED) utilized facilities in the Buffalo, New York area to extract natural uranium from uranium-bearing ores. The Linde property is one of several properties within the Tonawanda, New York Formerly Utilized Sites Remedial Action Program (FUSRAP) site, which includes Linde, Ashland 1, Ashland 2, and Seaway. Union Carbide Corporation's Linde Division was placed under contract with the Manhattan Engineering District (MED) from 1942 to 1946 to extract uranium from seven different ore sources: four African pitchblende ores and three domestic ores. Over the years, erosion and weathering have spread contamination from the residuals handled and disposed of at Linde to adjacent soils. The U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA) negotiated a Federal Facilities Agreement (FFA) governing remediation of the Linde property. In Fiscal Year (FY) 1998, Congress transferred cleanup management responsibility for the sites in the FUSRAP program, including the Linde Site, from the DOE to the U.S. Army Corps of Engineers (USACE), with the charge to commence cleanup promptly. All actions by the USACE at the Linde Site are being conducted subject to the administrative, procedural, and regulatory provisions of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and the existing FFA. USACE issued a Proposed Plan for the Linde Property in 1999 and a Final Record of Decision (ROD) in 2000. USACE worked with the local community near the Tonawanda site, and after considering public comment, selected the remedy calling for removing soils that exceed the site-specific cleanup standard, and transporting the contaminated material to off-site locations. The selected remedy is protective of human health and the environment, complies with Federal and State requirements, and meets commitments to the community.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory, is the lead laboratory for the U.S. Department of Energy’s advanced vehicle testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (Intertek) to conduct several U.S. Department of Defense-based studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). Task 1 consisted of a survey of the non-tactical fleet of vehicles at Marine Corps Base Camp Lejeune to begin the review of vehicle mission assignments and types of vehicles in service. Task 2 selected vehicles for further monitoring and involved identifying daily operational characteristics of these select vehicles. Data logging of vehicle movements was initiated in order to characterize the vehicle’s mission. The Task 3 vehicle utilization report provided results of the data analysis and observations related to the replacement of current vehicles with PEVs. Finally, this report provides an assessment of charging infrastructure required to support the suggested PEV replacements. Intertek acknowledges the support of Idaho National Laboratory, Marine Corps headquarters, and Marine Corps Base Camp Lejeune Fleet management and personnel for participation in this study. Intertek is pleased to provide this report and is encouraged by enthusiasm and support from Marine Corps Base Camp Lejeune personnel.

    The background and the results to date of the Department of Energy program to identify and evaluate the radiological conditions at sites formerly utilized by the Corps of Engineers' Manhattan Engineer District (MED) and the US Atomic Energy Commission (AEC) are summarized. The sites of concern were federally, privately, and institutionally owned and were used primarily for research, processing, and storage of uranium and thorium ores, concentrates, or residues. Some sites were subsequently released for other purposes without radiological restriction. Surveys have been conducted since 1974 to document radiological conditions at such sites. Based on radiological surveys, sites are identified in this document that require, or are projected to require, remedial action to remove potential restrictions on the use of the property due to the presence of residual low-level radioactive contamination. Specific recommendations for each site will result from more detailed environmental and engineering surveys to be conducted at those sites and, if necessary, an environmental impact assessment or environmental impact statement will be prepared. Section 3.0 describes the current standards and guidelines now being used to conduct remedial actions. Current authority of the US Department of Energy (DOE) to proceed with remedial actions and the new authority required are summarized. A plan to implement the Formerly Utilized Sites Remedial Action Program (FUSRAP) in accordance with the new authority is presented, including the objectives, scope, general approach, and a summary schedule. Key issues affecting schedule and cost are discussed.

The password-protected, web-based application was implemented to centralize project data, facilitate project communications, and provide a large and diverse group of project team members with access to the data and analytical tools they need to efficiently and effectively manage the ongoing characterization and remediation efforts. Centralizing resources using the online application and web-based strategy streamlines data access and communications, allowing the team to effectively keep the project on track while reducing the costs associated with data requests, data duplication, document review and retrieval, software requirements, and lapses in communication or data transfer.     Surface covers to control water infiltration to waste buried in landfills will be the remediation alternative of choice for most hazardous and sanitary landfills operated by the Department of Defense. Although surface covers are the least expensive method of remediation for landfills, they can still be expensive solutions. Conventional wisdom suggests that landfill capping technology is well developed as evidenced by the availability of EPA guidance for designing and constructing what has become known as the {open_quotes}RCRA Cap{close_quotes}. In practice, however, very little testing of the RCRA cap, or any other design, has been done to evaluate how effective these designs are in limiting infiltration of water into waste. This paper describes a low cost alternative to the {open_quotes}RCRA Cap{close_quotes} that is being evaluated at Marine Corps Base Hawaii (MCBH) Kaneohe Bay. This study uses an innovative, simple and inexpensive concept to manipulate the fate of water falling on a landfill. The infiltration of water through the cap will be controlled by combining the evaporative forces of vegetation to remove soil water, with engineered structures that limit infiltration of precipitation into the soil. This approach relies on diverting enough of the annual precipitation to runoff, so that the water that does infiltrate into the soil can easily be removed by evapotranspiration.

    The U.S. Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP) was established in 1974 to address residual radiological contamination at sites where work was performed for the Manhattan Engineer District and U.S. Atomic Energy Commission. Initially, FUSRAP activities began with a records search for sites that had the potential to contain residual radiological contamination; 46 sites were identified that were eligible for and required remediation. Remedial action began in 1979. In 1997, Congress assigned responsibility for the remediation of FUSRAP sites to the U.S. Army Corps of Engineers (USACE). DOE retains responsibility for determining if sites are eligible for FUSRAP remediation and for providing long-term surveillance and maintenance (LTS&M) of remediated FUSRAP sites. DOE LTS&M activities are designed to ensure that FUSRAP sites remain protective of human health and the environment and to preserve knowledge regarding FUSRAP sites. Additional elements include eligibility determinations, transition of remediated sites from USACE to DOE, LTS&M operations such as inspections and institutional controls management, stakeholder support, preservation of records, and real property and reuse. DOE maintains close coordination with USACE and regulators to ensure there is no loss of protectiveness when sites transition to DOE for LTS&M.

    The U. S. Department of Energy (DOE) methods and protocols allow evaluation of remediation and final site conditions to determine if remediated sites remain protective. Two case studies are presented that involve the Niagara Falls Storage Site (NFSS) and associated vicinity properties (VPs), which are being remediated under the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are a part of the former Lake Ontario Ordnance Works (LOOW). In response to stakeholders concerns about whether certain remediated NFSS VPs were putting them at risk, DOE met with stakeholders and agreed to evaluate protectiveness. Documentation in the DOE records collection adequately described assessed and final radiological conditions at the completed VPs. All FUSRAP wastes at the completed sites were cleaned up to meet DOE guidelines for unrestricted use. DOE compiled the results of the investigation in a report that was released for public comment. In conducting the review of site conditions, DOE found that stakeholders were also concerned about waste from the Separations Process Research Unit (SPRU) at the Knolls Atomic Power Laboratory (KAPL) that was handled at LOOW. DOE agreed to determine if SPRU waste remained at that needed to be remediated. DOE reviewed records of waste characterization, historical handling locations and methods, and assessment and remediation data. DOE concluded that the SPRU waste was remediated on the LOOW to levels that pose no unacceptable risk and allow unrestricted use and unlimited exposure. This work confirms the following points as tenets of an effective long-term surveillance and maintenance (LTS&M) program:  Stakeholder interaction must be open and transparent, and DOE must respond promptly to stakeholder concerns.  DOE, as the long-term custodian, must collect and preserve site records in order to demonstrate that remediated sites pose no unacceptable risk.  DOE must continue to maintain constructive relationships

The intent of the RCS is to provide guidance for the implementation of project management requirements and to allow the implementation of a flexible, graded approach to design requirements depending on the complexity, magnitude, schedule, risk, and cost for any project. The RCS provides a functional management-level guidance document for the identification, classification, and implementation of the managerial and regulatory aspects of an ER project. The RCS has been written from the perspective of the ER Design Manager and provides guidance for the overall management of design processes and elements. The RCS does not address the project engineering or specification level of detail. Topics such as project initiation, funding, or construction are presented only in the context in which these items are important as sources of information or necessary process elements that relate to the design project phases.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory, is the lead laboratory for U.S. Department of Energy Advanced Vehicle Testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (Intertek) to conduct several U.S. Department of Defense base studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). This study is focused on the Marine Corps Base Camp Lejeune (MCBCL) located in North Carolina. Task 1 consisted of a survey of the non-tactical fleet of vehicles at MCBCL to begin the review of vehicle mission assignments and types of vehicles in service. In Task 2, daily operational characteristics of vehicles were identified to select vehicles for further monitoring and attachment of data loggers. Task 3 recorded vehicle movements in order to characterize the vehicles’ missions. The results of the data analysis and observations were provided. Individual observations of the selected vehicles provided the basis for recommendations related to PEV adoption, i.e., whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. It also provided the basis for recommendations related to placement of PEV charging infrastructure. This report focuses on an implementation plan for the near-term adoption of PEVs into the MCBCL fleet. Intertek acknowledges the support of Idaho National Laboratory, Marine Corps headquarters, and Marine Corps Base Camp Lejeune fleet management and personnel for participation in this study. Intertek is pleased to provide this report and is encouraged by enthusiasm and support from MCBCL personnel.

    The U.S. Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP) was established in 1974 to address residual radiological contamination at sites where work was performed for the Manhattan Engineer District and U.S. Atomic Energy Commission. Initially, FUSRAP activities began with a records search for sites that had the potential to contain residual radiological contamination; 46 sites were identified that were eligible for and required remediation. Remedial action began in 1979. In 1997, Congress assigned responsibility for the remediation of FUSRAP sites to the U.S. Army Corps of Engineers (USACE). DOE retains responsibility for determining if sites are eligible for FUSRAP remediation and for providing long-term surveillance and maintenance (LTS and M) of remediated FUSRAP sites. DOE LTS and M activities are designed to ensure that FUSRAP sites remain protective of human health and the environment and to preserve knowledge regarding FUSRAP sites. Additional elements include eligibility determinations, transition of remediated sites from USACE to DOE, LTS and M operations such as inspections and institutional controls management, stakeholder support, preservation of records, and real property and reuse. DOE maintains close coordination with USACE and regulators to ensure there is no loss of protectiveness when sites transition to DOE for LTS and M. Over the life of the FUSRAP program from 1974 to the present, DOE's primary mission and responsibility has been to ensure that FUSRAP sites remain protective of human health and the environment. In fulfilling this mission, the DOE program includes the following key elements: eligibility determinations, transition of remediated sites from USACE to DOE, LTS and M operations such as inspections and institutional controls management, stakeholder support, preservation of records, and real property and reuse.     This report was prepared to document remedial action (RA) work performed at the former Project Chariot site located near Cape Thompson, Alaska during 2014. The work was managed by the U.S. Army Corps of Engineers (USACE) Alaska District for the U.S. Department of Energy (DOE) Office of Legacy Management (LM). Due to the short field season and the tight barge schedule, all field work was conducted at the site July 6 through September 12, 2014. Excavation activities occurred between July 16 and August 26, 2014. A temporary field camp was constructed at the site prior to excavation activities to accommodate the workers at the remote, uninhabited location. A total of 785.6 tons of petroleum, oil, and lubricants (POL)-contaminated soil was excavated from four former drill sites associated with test holes installed circa 1960. Diesel was used in the drilling process during test hole installations and resulted in impacts to surface and subsurface soils at four of the five sites (no contamination was identified at Test Hole Able). Historic information is not definitive as to the usage for Test Hole X-1; it may have actually been a dump site and not a drill site. In addition to the contaminated soil, the steel test hole casings were decommissioned and associated debris was removed as part of the remedial effort.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory, is the lead laboratory for U.S. Department of Energy Advanced Vehicle Testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (Intertek) to conduct several U.S. Department of Defense base studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). Task 1 consisted of a survey of the non-tactical fleet of vehicles at MCBCL to begin the review of vehicle mission assignments and types of vehicles in service. Task 2 involved identifying daily operational characteristics of select vehicles and initiating data logging of vehicle movements in order to characterize the vehicle’s mission. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provide observations related to placement of PEV charging infrastructure. This report provides the results of the data analysis and observations related to replacement of current vehicles with PEVs. This fulfills part of the Task 3 requirements. Task 3 also includes an assessment of the charging infrastructure required to support this replacement, which is the subject of a separate report. Intertek acknowledges the support of Idaho National Laboratory, Marine Corps headquarters, and Marine Corps Base Camp Lejeune Fleet management and personnel for participation in this study. Intertek is pleased to provide this report and is encouraged by enthusiasm and support from MCBCL personnel.

    The challenge of the Formerly Utilized Sites Remedial Action Program (FUSRAP) designated Middlesex Sampling Plant (MSP) site is to economically meet the clean up criteria for both radiological and chemical hazards present. The goal is to ensure the site is remediated in accordance with the Record of Decision (ROD), while at the same time minimizing waste generation and maintaining the lowest disposal costs possible. This paper describes the results achieved to date during remediation activities. The U.S. Army Corps of Engineers (USACE) contracted ECC as the prime contractor to perform the remediation. The project is being performed under a Performance Based task order utilizing design-build processes. ECC has utilized multiple screening processes to first segregate and minimize the amount of material that needs to be handled as radioactive material, and secondly to segregate and minimize the amount of material that needs to be handled as hazardous. This process is allowing ECC to meet the cleanup criteria while minimizing cost. (authors)

After review of historical site documentation, DOE reports, and USACE radiological data, DOE concluded the following: - DOE had access to adequate documentation to evaluate site conditions at the former LOOW. This is important to confirm now, while institutional knowledge of early FUSRAP work remains available. - DOE remediated the completed VPs to conditions that are protective for unrestricted residential use. Sample and walkover gamma scan results indicate that no wastes remain that exceed cleanup criteria. - Process knowledge and field observations establish that Cs-137 is the predominant radionuclide in the KAPL waste stream. Cs-137, a strong gamma emitter, was used as an indicator for remediation of KAPL waste. Other radionuclides were present in much lower relative concentrations and were likely also removed during remediation of the VPs. - KAPL contaminants were removed during remedial activities at the former LOOW as either co-located or co-mingled with other radionuclides. - For the active VPs (VP-E, VP-E', and VP-G), results of DOE's cleanup of the accessible portions of these properties indicate that KAPL waste does not remain at concentrations greater than the DOE cleanup limit: - Inaccessible areas were not associated with historic KAPL waste handling. Therefore, it is unlikely that KAPL waste remains on the active VPs. - Because gamma activity was used by DOE during remediation/verification activities for excavation control, additional USACE cleanup of FUSRAP wastes on these properties will likely result in the remediation of any co-located residual KAPL wastes to acceptable levels or identification of KAPL waste that is not co-located. - Although USACE has not established a cleanup level for Cs-137 on the active NFSS VPs, DOE assessment and remediation data indicate that assessed Cs-137 was remediated and significant Cs-137 is unlikely to remain.     Vortec has successfully completed Phases 1 and 2 of a technology demonstration program for an ''Innovative Fossil Fuel Fired Vitrification Technology for Soil Remediation.'' The principal objective of the program is to demonstrate the ability of a Vortec Cyclone Melting System (CMS) to remediate DOE contaminated soils and other waste forms containing TM RCRA hazardous materials, low levels of radionuclides and TSCA (PCB) containing wastes. The demonstration program will verify the ability of this vitrification process to produce a chemically stable glass final waste form which passes both TCLP and PCT quality control requirements, while meeting all federal and state emission control regulations. The demonstration system is designed to process 36 ton/day of as-received drummed or bulk wastes. The processing capacity equates to approximately 160 barrels/day of waste materials containing 30% moisture at an average weight of 450 lbs./barrel.

    Casing deformation in wells is a common problem in many geothermal fields. Casing remediation is necessary to keep wells in production and occasionally, to even enter the well for an approved plug and abandonment procedure. The costly alternative to casing remediation is to incur the expense of drilling a new well to maintain production or drilling a well to intersect a badly damaged well below the deformation for abandonment purposes. The U.S. Department of Energy and the Geothermal Drilling Organization sponsor research and development work at Sandia National Laboratories in an effort to reduce these remediation expenditures. Sandia, in cooperation with Halliburton Energy Services, has developed a low cost, commercially available, bridge-plug-type packer for use in geothermal well environments. This report documents the development and testing of this tool for use in casing remediation work.

    During the past year Analytic Power has tested fuel cell stacks and diesel fuel processors for US Navy and Marine Corps applications. The units are 10 kW demonstration power plants. The USN power plant was built to demonstrate the feasibility of diesel fueled PEM fuel cell power plants for 250 kW and 2.5 MW shipboard power systems. We designed and tested a ten cell, 1 kW USMC substack and fuel processor. The complete 10 kW prototype power plant, which has application to both power and hydrogen generation, is now under construction. The USN and USMC fuel cell stacks have been tested on both actual and simulated reformate. Analytic Power has accumulated operating experience with autothermal reforming based fuel processors operating on sulfur bearing diesel fuel, jet fuel, propane and natural gas. We have also completed the design and fabrication of an advanced regenerative ATR for the USMC. One of the significant problems with small fuel processors is heat loss which limits its ability to operate with the high steam to carbon ratios required for coke free high efficiency operation. The new USMC unit specifically addresses these heat transfer issues. The advances in the mill programs have been incorporated into Analytic Power`s commercial units which are now under test.

    Amchitka Island, Alaska, was at one time an integral player in the nation's defense program. Located in the North Pacific Ocean in the Aleutian Island archipelago, the island was intermittently inhabited by several key government agencies, including the U.S. Army, the U.S. Atomic Energy Commission (predecessor agency to the U.S. Department of Energy), and the U.S. Navy. Since 1993, the U.S. Department of Energy (DOE) has conducted extensive investigations on Amchitka to determine the nature and extent of contamination resulting from historic nuclear testing. The uninhabited island was the site of three high-yield nuclear tests from 1965 to 1971. These test locations are now part of the DOE's National Nuclear Security Administration Nevada Operations Office's Environmental Management Program. In the summer of 2001, the DOE launched a large-scale remediation effort on Amchitka to perform agreed-upon corrective actions to the surface of the island. Due to the lack of resources available on Amchitka and logistical difficulties with conducting work at such a remote location, the DOE partnered with the Navy and U.S. Army Corps of Engineers (USACE) to share certain specified costs and resources. Attempting to negotiate the partnerships while organizing and implementing the surface remediation on Amchitka proved to be a challenging endeavor. The DOE was faced with unexpected changes in Navy and USACE scope of work, accelerations in schedules, and risks associated with construction costs at such a remote location. Unfavorable weather conditions also proved to be a constant factor, often slowing the progress of work. The Amchitka Island remediation project experience has allowed the DOE to gain valuable insights into how to anticipate and mitigate potential problems associated with future remediation projects. These lessons learned will help the DOE in conducting future work more efficiently, and can also serve as a guide for other agencies performing similar work.

    Lasagna{trademark} is an integrated, in situ remediation technology being developed which remediates soils and soil pore water contaminated with soluble organic compounds. Lasagna{trademark} is especially suited to sites with low permeability soils where electroosmosis can move water faster and more uniformly than hydraulic methods, with very low power consumption. The process uses electrokinetics to move contaminants in soil pore water into treatment zones where the contaminants can be captured and decomposed. Initial focus is on trichloroethylene (TCE), a major contaminant at many DOE and industrial sites. Both vertical and horizontal configurations have been conceptualized, but fieldwork to date is more advanced for the vertical configuration. Major features of the technology are electrodes energized by direct current, which causes water and soluble contaminants to move into or through the treatment layers and also heats the soil; treatment zones containing reagents that decompose the soluble organic contaminants or adsorb contaminants for immobilization or subsequent removal and disposal; and a water management system that recycles the water that accumulates at the cathode (high pH) back to the anode (low pH) for acid-base neutralization. Alternatively, electrode polarity can be reversed periodically to reverse electroosmotic flow and neutralize pH.

The Port Hope Project includes the construction of a long-term waste management facility (LTWMF) in the Municipality of Port Hope and the remediation of 18 (eighteen) large-scale LLRW, numerous small-scale sites still being identified and industrial sites within the Municipality.     This remedial action work plan presents the project organization and construction procedures developed for the performance of the remedial actions at U.S. Department of Energy (DOE's) sites on Amchitka Island, Alaska. During the late1960s and early 1970s, the U.S. Department of Defense and the U.S. Atomic Energy Commission (the predecessor agency to DOE) used Amchitka Island as a site for underground nuclear tests. A total of nine sites on the Island were considered for nuclear testing; however, tests were only conducted at three sites (i.e., Long Shot in 1965, Milrow in 1969, and Cannikin in 1971). In addition to these three sites, large diameter emplacement holes were drilled in two other locations (Sites D and F) and an exploratory hole was in a third location (Site E). It was estimated that approximately 195 acres were disturbed by drilling or preparation for drilling in conjunction with these activities. The disturbed areas include access roads, spoil-disposal areas, mud pits which have impacted the environment, and an underground storage tank at the hot mix plant which was used to support asphalt-paving operations on the island. The remedial action objective for Amchitka Island is to eliminate human and ecological exposure to contaminants by capping drilling mud pits, removing the tank contents, and closing the tank in place. The remedial actions will meet State of Alaska regulations, U.S. Fish and Wildlife Service refuge management goals, address stakeholder concerns, and address the cultural beliefs and practices of the native people. The U.S. Department of Energy, Nevada Operations Office will conduct work on Amchitka Island under the authority of the Comprehensive Emergency Response, Compensation, and Liability Act. Field activities are scheduled to take place May through September 2001. The results of these activities will be presented in a subsequent Closure Report.

    The U.S. Army Corps of Engineers (USACE) is evaluating potential remedial alternatives at the 191-acre Niagara Falls Storage Site (NFSS) in Lewiston, New York, under the Formerly Utilized Sites Remedial Action Program (FUSRAP). The Manhattan Engineer District (MED) and Atomic Energy Commission (AEC) brought radioactive wastes to the site during the 1940's and 1950's, and the U.S. Department of Energy (US DOE) consolidated these wastes into a 10-acre interim waste containment structure (IWCS) in the southwest portion of the site during the 1980's. The USACE is evaluating remedial alternatives for radioactive waste contained within the IWCS at the NFSS under the Feasibility Study phase of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process. A preliminary evaluation of the IWCS has been conducted to assess potential airborne releases associated with uncovered wastes, particularly during waste excavation, as well as direct exposures to uncovered wastes. Key technical issues for this assessment include: (1) limitations in waste characterization data; (2) representative receptors and exposure routes; (3) estimates of contaminant emissions at an early stage of the evaluation process; (4) consideration of candidate meteorological data and air dispersion modeling approaches; and (5) estimates of health effects from potential exposures to both radionuclides and chemicals that account for recent updates of exposure and toxicity factors. Results of this preliminary health risk assessment indicate if the wastes were uncovered and someone stayed at the IWCS for a number of days to weeks, substantial doses and serious health effects could be incurred. Current controls prevent such exposures, and the controls that would be applied to protect onsite workers during remedial action at the IWCS would also effectively protect the public nearby.     The objective of this DOE demonstration program is to validate the performance and operation of the Vortec Cyclone Melting System (CMS{trademark}) for the processing of LLW contaminated soils found at DOE sites. This DOE vitrification demonstration project has successfully progressed through the first two phases. Phase 1 consisted of pilot scale testing with surrogate wastes and the conceptual design of a process plant operating at a generic DOE site. The objective of Phase 2, which is scheduled to be completed the end of FY 95, is to develop a definitive process plant design for the treatment of wastes at a specific DOE facility. During Phase 2, a site specific design was developed for the processing of LLW soils and muds containing TSCA organics and RCRA metal contaminants. Phase 3 will consist of a full scale demonstration at the DOE gaseous diffusion plant located in Paducah, KY. Several DOE sites were evaluated for potential application of the technology. Paducah was selected for the demonstration program because of their urgent waste remediation needs as well as their strong management and cost sharing financial support for the project. During Phase 2, the basic nitrification process design was modified to meet the specific needs of the new waste streams available at Paducah. The system design developed for Paducah has significantly enhanced the processing capabilities of the Vortec vitrification process. The overall system design now includes the capability to shred entire drums and drum packs containing mud, concrete, plastics and PCB`s as well as bulk waste materials. This enhanced processing capability will substantially expand the total DOE waste remediation applications of the technology.

    The Formerly Utilized Sites Remedial Action Program (FUSRAP) was initially authorized by Congress in 1974. FUSRAP was enacted to address residual radioactive contamination associated with numerous sites across the U.S. at which radioactive material (primarily Uranium ores and related milling products) had been processed in support of the nation's nuclear weapons program dating back to the Manhattan Project and the period immediately following World War II. In October 1997, Congress transferred the management of this program from the Department of Energy to the United States Corp of Engineers. Through this program, the Corps addresses the environmental remediation of certain sites once used by DOE's predecessor agencies, the Manhattan Engineer District and the Atomic Energy Commission. The waste at FUSRAP sites consists mainly of low levels of uranium, thorium and radium, along with some mixed wastes. Upon completion of remedial activities, these sites are transferred to DOE for long-term stewardship activities. This paper presents and contrasts the radiological conditions and recent monitoring results associated with five large ongoing FUSRAP projects including Maywood, N.J.; the Linde site near Buffalo, N.Y.; Colonie in Albany N.Y. and the St Louis, Mo. airport and downtown sites. The radiological characteristics of soil and debris at each site and respective regulatory clean up criteria is presented and contrasted. Some differences are discussed in the radiological characteristics of material at some sites that result in variations in radiation protection monitoring programs. Additionally, summary data for typical personnel radiation exposure monitoring results are presented. In summary: 1.     The Formerly Utilized Sites Remedial Action Program (FUSRAP) of the Department of Energy is designed to identify and evaluate the radiological conditions at sites formerly used by the Corps of Engineers Manhattan Engineer District and the US Atomic Energy Commission. Where required, remedial action will be instituted to remove potential restrictions on the use of the sites due to residual low-level radioactive contamination. A total of 31 sites that may require remedial action has been identified. The purpose of the Ocean FUSRAP Program, which began in March 1981, is to assess the technical, environmental, and institutional feasibility of disposing, in the ocean and on the ocean floor, of FUSRAP soil and rubble which contains traces of natural radioactive materials. The initial focus has been on the Middlesex, New Jersey, Sampling Plant site and surrounding properties, which contain on the order of 100,000 metric tons of material. The Belgian Congo uranium ore and other uranium ores used by the United States were handled at the sampling plant site. In studying the feasibility of ocean disposal of FUSRAP material from Middlesex, New Jersey, we have begun to examine institutional requirements to be met, the composition of the source material with regard to its inventory of toxic chemical and radiochemical components and the impact of the source material in the marine environment. To date we have found nothing that would preclude safe and inexpensive disposal of this material in the ocean.

    REOPT has been developed by Pacific Northwest Laboratory to provide information about remedial action technologies, including application and regulatory information for over 700 contaminants. REOPT is a user-friendly personal computer program and database that functions like an electronic encyclopedia, sorting and presenting information to quickly familiarize engineers and planners with available remediation technologies. The system will help users focus quickly on the remediation technologies most likely to be effective for a particular site and problem,more » and presents concise, easy-to-use information about those technologies, helping users identify the key factors and constraints to consider in evaluating the use of each technology. REOPT contains information on approximately 90 established (i.e., proven) remediation technologies that could potentially be used for DOE waste-site cleanup. REOPT also contains auxiliary information about hazardous and radioactive contaminants and the federal regulations that govern their disposal. REOPT contains data for approximately 90 remedial action technologies, divided into categories according to the portion of a remedial action (i.e., containment, treatment, disposal, etc.) that they relate to or perform. Technologies are also classified according to the contaminants to which they may be applied. Contaminants may be selected from a list of approximately 700 in ten organic and four inorganic categories.     The In Situ Remediation Integrated Program (ISR IP) was instituted out of recognition that in situ remediation could fulfill three important criteria: significant cost reduction of cleanup by eliminating or minimizing excavation, transportation, and disposal of wastes; reduced health impacts on workers and the public by minimizing exposure to wastes during excavation and processing; and remediation of inaccessible sites, including: deep subsurfaces, in, under, and around buildings. Buried waste, contaminated soils and groundwater, and containerized wastes are all candidates for in situ remediation. Contaminants include radioactive wastes, volatile and non-volatile organics, heavy metals, nitrates, and explosive materials. The ISR IP intends to facilitate development of in situ remediation technologies for hazardous, radioactive, and mixed wastes in soils, groundwater, and storage tanks. Near-term focus is on containment of the wastes, with treatment receiving greater effort in future years. ISR IP is an applied research and development program broadly addressing known DOE environmental restoration needs. Analysis of a sample of 334 representative sites by the Office of Environmental Restoration has shown how many sites are amenable to in situ remediation: containment--243 sites; manipulation--244 sites; bioremediation--154 sites; and physical/chemical methods--236 sites. This needs assessment is focused on near-term restoration problems (FY93--FY99). Many other remediations will be required in the next century. The major focus of the ISR EP is on the long term development of permanent solutions to these problems. Current needs for interim actions to protect human health and the environment are also being addressed.

  14. SUSTAINABLE REMEDIATION SOFTWARE TOOL EXERCISE AND EVALUATION

    The goal of this study was to examine two different software tools designed to account for the environmental impacts of remediation projects. Three case studies from the Savannah River Site (SRS) near Aiken, SC were used to exercise SiteWise (SW) and Sustainable Remediation Tool (SRT) by including both traditional and novel remediation techniques, contaminants, and contaminated media. This study combined retrospective analysis of implemented projects with prospective analysis of options that were not implemented. Input data were derived from engineering plans, project reports, and planning documents with a few factors supplied from calculations based on Life Cycle Assessment (LCA). Conclusions drawn from software output were generally consistent within a tool; both tools identified the same remediation options as the 'best' for a given site. Magnitudes of impacts varied between the two tools, and it was not always possible to identify the source of the disagreement. The tools differed in their quantitative approaches: SRT based impacts on specific contaminants, media, and site geometry and modeled contaminant removal. SW based impacts on processes and equipment instead of chemical modeling. While SW was able to handle greater variety in remediation scenarios, it did not include a measure of the effectiveness of the scenario.

  15. ICDF Complex Remedial Action Work Plan

    This Remedial Action Work Plan provides the framework for operation of the Idaho Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Disposal Facility Complex (ICDF). This facility includes (a) an engineered landfill that meets the substantial requirements of DOE Order 435.1, Resource Conservation and Recovery Act Subtitle C, Idaho Hazardous Waste Management Act, and Toxic Substances Control Act polychlorinated biphenyl landfill requirements; (b) centralized receiving, inspections, administration, storage/staging, and treatment facilities necessary for CERCLA investigation-derived, remedial, and removal waste at the Idaho National Laboratory (INL) prior to final disposition in the disposal facility or shipment off-Site; and (c) an evaporation pond that has been designated as a corrective action management unit. The ICDF Complex, including a buffer zone, will cover approximately 40 acres, with a landfill disposal capacity of approximately 510,000 yd3. The ICDF Complex is designed and authorized to accept INL CERCLA-generated wastes, and includes the necessary subsystems and support facilities to provide a complete waste management system. This Remedial Action Work Plan presents the operational approach and requirements for the various components that are part of the ICDF Complex. Summaries of the remedial action work elements are presented herein, with supporting information and documents provided as appendixes to this work plan that contain specific detail about the operation of the ICDF Complex. This document presents the planned operational process based upon an evaluation of the remedial action requirements set forth in the Operable Unit 3-13 Final Record of Decision.

  16. Unique Construction and Social Experiences in Residential Remediation Sites - 13423

    Sevenson Environmental Services, Inc., (Sevenson) has performed several radiological remediation projects located in residential urban areas. Over the course of these projects, there has been a wide variety of experiences encountered from construction related issues to unique social situations. Some of the construction related issues included the remediation of interior basements where contaminated material was located under the footers of the structure or was used in the mortar between cinder block or field stone foundations. Other issues included site security, maintaining furnaces or other utilities, underpinning, backfilling and restoration. In addition to the radiological hazards associated with this work there were occupational safety and industrial hygiene issues that had to be addressed to ensure the safety and health of neighboring properties and residents. The unique social situations at these job sites have included arson, theft/stolen property, assault/battery, prostitution, execution of arrest warrants for residents, discovery of drugs and paraphernalia, blood borne pathogens, and unexploded ordnance. Some of these situations have become a sort of comical urban legend throughout the organization. One situation had historical significance, involving the demolition of a house to save a tree older than the Declaration of Independence. All of these projects typically involve the excavation of early 20. century items such as advertisement signs, various old bottles (milk, Listerine, perfume, whisky) and other miscellaneous common trash items. The range of contamination levels and contaminants is wide and varied and there is likely to be a significant volume of soil contaminated with transuranics and hazardous organic materials that could qualify as mixed TRU waste. There are many technologies that offer the potential for remediating this waste but few that tackle all or most of the contaminants and even fewer that have been deployed with confidence. This paper outlines the progress made in proving the ability of Supercritical Fluid Extraction as a method of remediating soil, classified as mixed (TRU) transuranic waste.

    The Tank Waste Remediation System (TWRS) mission is to store, treat, and immobilize highly radioactive Hanford waste (current and future tank waste and the strontium and cesium capsules) in an environmentally sound, safe, and cost-effective manner (DOE 1993). This operational scenario is a description of the facilities that are necessary to remediate the Hanford Site tank wastes. The TWRS Program is developing technologies, conducting engineering analyses, and preparing for design and construction of facilities necessary to remediate the Hanford Site tank wastes. An Environmental Impact Statement (EIS) is being prepared to evaluate proposed actions of the TWRS. This operational scenario is only one of many plausible scenarios that would result from the completion of TWRS technology development, engineering analyses, design and construction activities and the TWRS EIS. This operational scenario will be updated as the development of the TWRS proceeds and will be used as a benchmark by which to evaluate alternative scenarios.

    This document summarizes work being conducted under the U.S. Department of Energy`s Office of Technology Development (EM-50) in support of the Tank Waste Remediation System (TWRS) Program. The specific work activities are organized by the following categories: safety, characterization, retrieval, barriers, pretreatment, low-level waste, and high-level waste. In most cases, the activities presented here were identified as supporting tank remediation by EM-50 integrated program or integrated demonstration lead staff and the selections were further refined by contractor staff. Data sheets were prepared from DOE-HQ guidance to the field issued in September 1993. Activities were included if a significant portion of the work described provides technology potentially needed by TWRS; consequently, not all parts of each description necessarily support tank remediation.
