QER- Comment of Bill Sackett

Broader source: Energy.gov [DOE]

Quadrennial Energy Review: The health of the people of our nation is a major vulnerability that must be addressed in any energy policy. Pollution produced by generating energy impacts our overall health. To encourage healthful sources of energy we have to make sure that the true costs of energy are paid up front. This means not allowing energy development that produces dangerous pollutants. Coal burning causes asthma and mercury poisoning and contributes to climate change that is not priced into energy generated by coal. Allowing liability exemptions to energy producers hides true costs. Nuclear power producers must be accountable for any radiation sickness that resulting from their operations. Fracking must not be exempted from safe drinking water regulations. Even more significant for oil and gas production, hazardous wastes (including methane) generated by exploration and production must be regulated under the Resource Conservation and Recovery Act (RCRA). (Pertinent to this, please enter into the Quadrennial Energy Review proceedings the attached first three pages of an article about RCRA. The full article can be found at http://npaper-wehaa.com/boulder-weekly/2014/03/13/?article=2174620.) Removing exemptions like these will allow clean forms of energy to predominate to the overall benefit of us all. Let us not be guilty of the moral cowardice of business as usual that will cause tremendous problems for future generations. Thank you, Bill Sackett

The Balanced Billing Cycle Vehicle Routing Problem

SciTech Connect (OSTI)

Utility companies typically send their meter readers out each day of the billing cycle in order to determine each customer s usage for the period. Customer churn requires the utility company to periodically remove some customer locations from its meter-reading routes. On the other hand, the addition of new customers and locations requires the utility company to add newstops to the existing routes. A utility that does not adjust its meter-reading routes over time can find itself with inefficient routes and, subsequently, higher meter-reading costs. Furthermore, the utility can end up with certain billing days that require substantially larger meter-reading resources than others. However, remedying this problem is not as simple as it may initially seem. Certain regulatory and customer service considerations can prevent the utility from shifting a customer s billing day by more than a few days in either direction. Thus, the problem of reducing the meterreading costs and balancing the workload can become quite difficult. We describe this Balanced Billing Cycle Vehicle Routing Problem in more detail and develop an algorithm for providing solutions to a slightly simplified version of the problem. Our algorithm uses a combination of heuristics and integer programming via a three-stage algorithm. We discuss the performance of our procedure on a real-world data set.

Alternatives for reducing hot-water bills

SciTech Connect (OSTI)

A two stage approach to reducing residential water heating bills is described. In Stage I, simple conservation measures were included to reduce the daily hot water energy consumption and the energy losses from the water tank. Once these savings are achieved, Stage II considers more costly options for further reducing the water heating bill. Four alternatives are considered in Stage II: gas water heaters; solar water heaters (two types); heat pump water heaters; and heat recovery from a heat pump or air conditioner. To account for variations within the MASEC region, information on water heating in Rapid City, Minneapolis, Chicago, Detroit, and Kansas City is presented in detail. Information on geography, major population centers, fuel prices, climate, and state solar incentives is covered. (MCW)

Upton bill offers clean-up incentives

SciTech Connect (OSTI)

Like castor oil, the Superfund law can be difficult medicine to swallow, and no one wants to volunteer for a dose. Indeed, the law`s harsh and unbending liability scheme sometimes hinders the cleanup of contaminated property. Confronted with the choice of redeveloping an old {open_quotes}brownfield{close_quotes} urban industrial site or building at a pristine new {open_quotes}greenfield{close_quotes} location, most companies opt for the latter. The brownfield problem is especially troubling because the law often prevents voluntary cleanups at relatively low priority sites that usually don`t get caught up in the Superfund program. This paper describes the Upton Bill which would require the US EPA to establish cleanup standards for hazrdous substances, allow for public comment on a proposed response plan, and require a voluntary party to submit detailed annual reports and maintain records.

Comparison of CHEERS energy use predictions with actual utility bills

SciTech Connect (OSTI)

The usefulness of Home Energy Rating Systems (HERS) is primarily derived from the accurate analysis of the present energy efficiency of a home and the cost effectiveness of the measures that are recommended for improving its efficiency. The Energy Efficient Mortgage is predicated on the concept that the mortgage money spent to improve the efficiency of a home will cost less per months to finance that the utility bill savings that are generated. Computer simulation programs are used to estimate the annual energy used for heating, cooling and domestic hot water. A large sample of rated homes in San Jose California was analyzed to compare predicted energy sue with actual bills. The HERS predictions for both heating and cooling were found to significantly overestimate the energy use of low rated homes compared to efficient homes. Cooling energy use of low rated homes with air conditioning was actually lower than for efficient homes with air conditioning. Significant correlation between family characteristics and home efficiency are thought to be part of the reason for this dilemma. A number of areas are proposed for further work to improve the HERS estimates.

Plug-in privacy for Smart Metering billing

E-Print Network [OSTI]

Smart Metering is a concept that allows to collect fine-grained consumption profiles from customers by replacing traditional electricity meters with Smart Meters in customers' households. The recorded consumption profile is the basis for the calculation of time-dependent tariffs but also allows deduction of the inhabitant's personal schedules and habits. The current reporting of such consumption profiles only protects this data from 3rd parties but falls short to protect the customer's privacy from illegitimate abuse by the supplier itself. We propose a privacy-preserving profile reporting protocol that enables billing for time-dependent tariffs without disclosing the actual data of the consumption profile to the supplier. Our approach relies on a zero-knowledge proof based on Pedersen Commitments performed by a plug-in privacy component that is put into the communication link between Smart Meter and supplier's back-end systems and requires no change to Smart Meter hardware and only little change to the softw...

Remarks on Hamiltonian structures in G{sub 2}-geometry

SciTech Connect (OSTI)

In this article, we treat G{sub 2}-geometry as a special case of multisymplectic geometry and make a number of remarks regarding Hamiltonian multivector fields and Hamiltonian differential forms on manifolds with an integrable G{sub 2}-structure; in particular, we discuss existence and make a number of identifications of the spaces of Hamiltonian structures associated to the two multisymplectic structures associated to an integrable G{sub 2}-structure. Along the way, we prove some results in multisymplectic geometry that are generalizations of results from symplectic geometry.

Electricity Bill Savings from Residential Photovoltaic Systems: Sensitivities to Changes in Future Electricity Market Conditions

SciTech Connect (OSTI)

This scoping study investigates the impact of, and interactions among, three key sources of uncertainty in the future value of bill savings from customer-sited PV, focusing in particular on residential customers. These three sources of uncertainty are: changes to electricity market conditions that would affect retail electricity prices, changes to the types of retail rate structures available to residential customers with PV, and shifts away from standard net-metering toward other compensation mechanisms for residential PV. We investigate the impact of a range of electricity market scenarios on retail electricity prices and rate structures, and the resulting effects on the value of bill savings from PV. The scenarios include various levels of renewable and solar energy deployment, high and low natural gas prices, the possible introduction of carbon pricing, and greater or lesser reliance on utility-scale storage and demand response. We examine the bill savings from PV with time-invariant, flat residential retail rates, as well as with time-varying retail rates, including time-of-use (TOU) rates and real-time pricing (RTP). In addition, we explore a flat rate with increasing-block pricing (IBP). We evaluate the bill savings from PV with net metering, as currently allowed in many states, as well as scenarios with hourly netting, a partial form of net metering. This scoping study is the first known effort to evaluate these types of interactions in a reasonably comprehensive fashion, though by no means have we considered every possible change to electricity market conditions, retail rate structures, or PV compensation mechanisms. It focuses solely on the private value of bill savings for residential PV and does not seek to quantify the broader social or economic cost or value of solar electricity. Our analysis applies assumptions based loosely on Californiaís electricity market in a future year (2030); however, it is neither intended to forecast Californiaís future market, nor are our conclusions intended to have implications specific only to the California market. That said, some of the findings are unique to our underlying assumptions, as described further within the main body of the report, along with other key limitations.

The Impact of Rate Design and Net Metering on the Bill Savings from Distributed PV for Residential Customers in California

SciTech Connect (OSTI)

Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

The Impact of Rate Design and Net Metering on the Bill Savings from Distributed PV for Residential Customers in California

SciTech Connect (OSTI)

Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

Talking the Higgs Boson with Dr. Joseph Incandela: Third Lecture in the DOE Science Speaker Series (includes opening remarks from Dr. Bill Brinkman and introduction by Energy Secretary, Dr. Steven Chu)

SciTech Connect (OSTI)

In July of 2012, scientists leading two different research teams, working independently of each other, announced that they had almost certain proof of the long-sought Higgs boson. Though Cern did not call the discovery "official", many physicists conceded the evidence was now so compelling they had surely found the missing particle. The formal confirmation will come over the next few months of further investigation. The experiments are taking place at the Large Hadron Collider (LHC), and this third lecture in the DOE Science Speaker Series is given by one of those announcing scientists in July. He is Dr. Joseph Incandela, the current spokesperson for the Compact Muon Solenoid (CMS) Experiment at CERN. He was heavily involved in the search for the top quark at Fermi and is from the University of California, Santa Barbara. The title he gives his presentation is "Searching for the genetic code of our universe: Discovery at the LHC."

Hydrodynamic effects on Mission Canyon (Mississippian) oil accumulations, Billings Nose area, North Dakota

SciTech Connect (OSTI)

Mission Canyon oil production on the south flank of the Williston basin provides an example of an area in the mature stage of exploration that shows significant hydrodynamic effects on oil accumulations related to stratigraphic traps. The effects are illustrated by the Billings Nose fields and the Elkhorn Ranch field. The reservoirs have low hydraulic gradients of about 2 m/km (10 ft/mi), tilted oil-water contacts with gradients of 5 m/km (25 ft/mi), and variable formation-water salinities that range from brackish to highly saline. Oil accumulations in some zones are displayed off structure and downdip to the northeast, parallel to porosity pinch-outs. Other zones are pure hydrodynamic closure. Future success in exploration and development in the play will depend on recognizing the hydrodynamic effects and predicting oil displacement. 34 refs., 15 figs., 1 tab.

RDI's Wisdom Way Solar Village Final Report: Includes Utility Bill Analysis of Occupied Homes

SciTech Connect (OSTI)

In 2010, Rural Development, Inc. (RDI) completed construction of Wisdom Way Solar Village (WWSV), a community of ten duplexes (20 homes) in Greenfield, MA. RDI was committed to very low energy use from the beginning of the design process throughout construction. Key features include: 1. Careful site plan so that all homes have solar access (for active and passive); 2. Cellulose insulation providing R-40 walls, R-50 ceiling, and R-40 floors; 3. Triple-pane windows; 4. Airtight construction (~0.1 CFM50/ft2 enclosure area); 5. Solar water heating systems with tankless, gas, auxiliary heaters; 6. PV systems (2.8 or 3.4kWSTC); 7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

The Lienard-Wiechert potentials for charged tachyons are deduced in this note. They turn out to be twice as large as compared to the corresponding potentials for ordinary particles. Several remarks are made on tachyon Cherenkov radiation and its intensity. In particular, it follows in a straightforward way from the derivation of the Lienard-Wiechert potentials that the tachyon Cherenkov radiation angle obeys the same formula as that for ordinary particles.

We make remarks on the Maximum Entropy Method (MEM) for studies of the spectral function of hadronic correlators in finite temperature lattice QCD. We discuss the virtues and subtlety of MEM in the cases that one does not have enough number of data points such as at finite temperature. Taking these points into account, we suggest several tests which one should examine to keep the reliability for the results, and also apply them using mock and lattice QCD data.

Some remarks on the use of effective Lagrangians in QED and QCD

E-Print Network [OSTI]

We discuss in this article the usefulness of the effective Lagrangians (L_eff) of QED and QCD within the one-loop approximation. Instead of calculating L_eff via complicated computations with Schwinger's proper-time technique or Feynman graphs, we prefer to employ the energy-momentum tensor and the leading-log model. The advantage is that we do not have to demand the external electromagnetic or color field to be constant. There are also some critical remarks added which cast doubt on the use of LQCD with covariant constant fields in explaining the nature of the QCD vacuum.

Atoms in Flight: The Remarkable Connections between Atomic and Hadronic Physics

SciTech Connect (OSTI)

Atomic physics and hadron physics are both based on Yang Mills gauge theory; in fact, quantum electrodynamics can be regarded as the zero-color limit of quantum chromodynamics. I review a number of areas where the techniques of atomic physics provide important insight into the theory of hadrons in QCD. For example, the Dirac-Coulomb equation, which predicts the spectroscopy and structure of hydrogenic atoms, has an analog in hadron physics in the form of light-front relativistic equations of motion which give a remarkable first approximation to the spectroscopy, dynamics, and structure of light hadrons. The renormalization scale for the running coupling, which is unambiguously set in QED, leads to a method for setting the renormalization scale in QCD. The production of atoms in flight provides a method for computing the formation of hadrons at the amplitude level. Conversely, many techniques which have been developed for hadron physics, such as scaling laws, evolution equations, and light-front quantization have equal utility for atomic physics, especially in the relativistic domain. I also present a new perspective for understanding the contributions to the cosmological constant from QED and QCD.

Welcome Remarks and Introduction from the DOE Under Secretary for Science, Steve Koonin (2011 EFRC Summit)

ScienceCinema (OSTI)

In this video the DOE Under Secretary for Science, Steve Koonin, opened the 2011 EFRC Summit and Forum with welcoming remarks and an introduction of the keynote address. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

Remarks on Superenergy Tensors

E-Print Network [OSTI]

We define super-energy tensors for arbitrary physical fields, including the gravitational, electromagnetic and massless scalar fields. We also define super-super-energy tensors, and so on. All these tensors satisfy the so-called "Dominant Superenergy Property" among other interesting and good properties. The possibility of interchange of superenergy between gravitational and other fields is considered.

Introduction to the Summit Session, "Leading Perspectives in Energy Research", from the Director of the DOE Office of Science, Bill Brinkman (2011 EFRC Summit)

ScienceCinema (OSTI)

In this video Bill Brinkman, Director of DOE's Office of Science, introduces the session, "Leading Perspectives in Energy Research," at the 2011 EFRC Summit and Forum. During the introduction of the senior representatives from both the public and private sector, Dr. Brinkman explained the motivation for creating the Energy Frontiers Research Centers program.

Driving Demand for Home Energy Improvements: Motivating residential customers to invest in comprehensive upgrades that eliminate energy waste, avoid high utility bills, and spur the economy

SciTech Connect (OSTI)

Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon. Our primary audiences are policy makers and program designers - especially those that are relatively new to the field, such as the over 2,000 towns, cities, states, and regions who are recipients of American Reinvestment and Recovery Act funds for clean energy programs. This report synthesizes lessons from first generation programs, highlights emerging best practices, and suggests methods and approaches to use in designing, implementing, and evaluating these programs. We examined 14 residential energy efficiency programs, conducted an extensive literature review, interviewed industry experts, and surveyed residential contractors to draw out these lessons.

Remarkably reduced efficiency droop by using staircase thin InGaN quantum barriers in InGaN based blue light emitting diodes

SciTech Connect (OSTI)

The efficiency droop of InGaN/GaN(InGaN) multiple quantum well (MQW) light emitting diodes (LEDs) with thin quantum barriers (QB) is studied. With thin GaN QB (3?nmĖ6?nm thickness), the efficiency droop is not improved, which indicates that hole transport cannot be significantly enhanced by the thin GaN QBs. On the contrary, the efficiency droop was remarkably reduced by using a InGaN staircase QB (InGaN SC-QB) MQWs structure where InGaN SC-QBs lower the transport energy barrier of holes. The efficiency droop ratio was as low as 3.3% up to 200?A/cm{sup 2} for the InGaN SC-QB LED. By using monitoring QW with longer wavelength we observe a much uniform carrier distribution in the InGaN SC-QB LEDs, which reveals the mechanism of improvement in the efficiency droop.

Observation of a remarkable temperature effect in the hydrogen bonding structure and dynamics of the CN-(H2O) cluster

SciTech Connect (OSTI)

The CN-(H2O) cluster represents a model diatomic monohydrate with multiple solvation sites. We report joint experimental and theoretical studies of its structure and dynamics using temperature-controlled photoelectron spectroscopy (PES) and ab-initio electronic structure calculations. The observed PES spectra of CN-(H2O) display a remarkable temperature effect, namely that the T=12 K spectrum shows an unexpectedly large blue shift of 0.25 eV in the electron binding energy relative to the Room Temperature (RT) spectrum. Extensive theoretical analysis of the potential energy function (PEF) of the cluster at the CCSD(T) level of theory reveal the existence of two nearly isoenergetic isomers corresponding to H2O forming a H-bond with either the C or the N atom, respectively. This results in four topologically distinct minima, i.e., CN-(HaOHb), CN-(HbOHa), NC-(HaOHb) and NC-(HbOHa). There are two main pathways connecting these minima: (i) CN- tumbling relative to water and (ii) water rocking relative to CN-. The relative magnitude of the barriers associated with these two motions reverses between low [pathway (i) is preferred] and high [pathway (ii) is preferred] temperatures. As a result, at T=12 K the cluster adopts a structure that is close to the minimum energy CN-(H2O) configuration, while at RT it can effectively access regions of the PEF close to the transition state for pathway (ii), explaining the surprisingly large spectral shift between the 12 K and RT PES spectra. This work was supported by the Division of Chemical Sciences, Geosciences and Biosciences, Office of Basic Energy Sciences, US Department of Energy. Battelle operates Pacific Northwest National Laboratory for the US Department of Energy.

H. R. 2998: A bill to amend the Natural Gas Act to permit the development of coalbed methane gas in areas where its development has been impeded or made impossible by uncertainty and litigation over ownership rights, and for other purposes, introduced in the US House of Representatives, One Hundred Second Congress, First Session, July 23, 1991

SciTech Connect (OSTI)

This bill would direct the Secretary of Energy to compile a list of affected states which are determined to be states in which disputes, uncertainty, or litigation exist or potentially exists regarding the ownership of coalbed methane; in which the development of significant deposits of coalbed methane may be impeded by such disputes; in which statutory or regulatory procedures permitting and encouraging development of coalbed methane prior to final resolution of disputes are not in place; and in which extensive development of coalbed methane does not exist. Colorado, Montana, New Mexico, Wyoming, Utah, Virginia, and Alabama are excluded from such a list since they currently have development of coalbed methane. Until the Secretary of Energy publishes a different list, the affected states are West Virginia, Pennsylvania, Kentucky, Ohio, Tennessee, Indiana, and Illinois, effective on the date of enactment of this bill.

A look behind the arms control agenda at the US-Russian and Sino-US summits

SciTech Connect (OSTI)

When President Bill Clinton met in New York with Russian President Boris Yeltsin on October 23 and Chinese President Jiang Zemin the following day, the leaders discussed a broad spectrum of arms control issues-including START II ratification, limits on Russian conventional weapons in the Caucasus, the nuclear test ban treaty, nuclear exports to Iran and NATO expansion. The crisis in Bosnia, however, dominated the administration`s pre- and post-summit briefings as well as the media`s coverage of the meetings. On October 20, the Arms Control Association (ACA) held a news conference to highlight the key arms control issues involved in the two sets of talks. Because these vital national security issues were virtually ignored by the press, the ACA press briefing remains the most comprehensive coverage of the full range of issues that were, in fact, addressed at the mini-summits. Panel speakers included Spurgeon M. Keeny, Jr., ACA president and executive director and former deputy director of the Arms Control and Disarmament Agency; Jack Mendelsohn, ACA deputy director and a former member of the US SALT II and START I delegations; Stanley Resor, ACA board chairman and former chief US delegate to the Mutual and Balanced Force Reduction talks, former defense undersecretary for policy and former secretary of the Army; and William Dircks, director of the Atlantic Council`s Program on Nuclear Policy and former deputy director general of the International Atomic Energy Agency. Extended excerpts from their remarks follow.

Californium-252: a remarkable versatile radioisotope

SciTech Connect (OSTI)

A product of the nuclear age, Californium-252 ({sup 252}Cf) has found many applications in medicine, scientific research, industry, and nuclear science education. Californium-252 is unique as a neutron source in that it provides a highly concentrated flux and extremely reliable neutron spectrum from a very small assembly. During the past 40 years, {sup 252}Cf has been applied with great success to cancer therapy, neutron radiography of objects ranging from flowers to entire aircraft, startup sources for nuclear reactors, fission activation for quality analysis of all commercial nuclear fuel, and many other beneficial uses, some of which are now ready for further growth. Californium-252 is produced in the High Flux Isotope Reactor (HFIR) and processed in the Radiochemical Engineering Development Center (REDC), both of which are located at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. The REDC/HFIR facility is virtually the sole supplier of {sup 252}Cf in the western world and is the major supplier worldwide. Extensive exploitation of this product was made possible through the {sup 252}Cf Market Evaluation Program, sponsored by the United States Department of Energy (DOE) [then the Atomic Energy Commission (AEC) and later the Energy Research and Development Administration (ERDA)]. This program included training series, demonstration centers, seminars, and a liberal loan policy for fabricated sources. The Market Evaluation Program was instituted, in part, to determine if large-quantity production capability was required at the Savannah River Laboratory (SRL). Because of the nature of the product and the means by which it is produced, {sup 252}Cf can be produced only in government-owned facilities. It is evident at this time that the Oak Ridge research facility can meet present and projected near-term requirements. The production, shipment, and sales history of {sup 252}Cf from ORNL is summarized herein.

Some remarks on black hole thermodynamics

E-Print Network [OSTI]

Two thermodynamic "paradoxes" of black hole physics are re-examined. The first is that there is a thermal instability involving two coupled blackbody cavities containing two black holes, and second is that a classical black hole can swallow up entropy in the form of ambient blackbody photons without increasing its mass. The resolution of the second paradox by Bekenstein and by Hawking is re-visited. The link between Hawking radiation and Wigner's superluminal tunneling time is discussed using two equivalent Feynman diagrams, and Feynman's re-interpretation principle.

A remark on the Primakoff effect

E-Print Network [OSTI]

The coherent-nuclear reaction a + A -> a* + A is in the small-angle region dominated by the one-photon-exchange mechanism, often referred to as the Primakoff effect. In this region information about the electromagnetic decay a* -> a + gamma can be obtained. Well-known examples are the two-photon decays of the pi- and eta-mesons. Also decays of charged hadrons can be studied. For charged hadrons the one-photon-exchange amplitude comes with a Coulomb-phase factor and a Coulomb-form factor, which depend on the ratio between transverse- and logitudinal-momentum transfers, the latter being fixed. At the peak of the cross-section distribution, where the two momentum transfers are equal, the form factor could cut down the cross-section value by as much as 40 %. Consequently, a determination of a radiative-decay rate that relies on the peak value becomes sensitive to a proper treatment of the Coulomb-form factor.

Remarks on statistical errors in equivalent widths

E-Print Network [OSTI]

Equivalent width measurements for rapid line variability in atomic spectral lines are degraded by increasing error bars with shorter exposure times. We derive an expression for the error of the line equivalent width $\\sigma(W_\\lambda)$ with respect to pure photon noise statistics and provide a correction value for previous calculations.

Remarks on Renormalization of Black Hole Entropy

E-Print Network [OSTI]

We elaborate the renormalization process of entropy of a nonextremal and an extremal Reissner-Nordstr\\"{o}m black hole by using the Pauli-Villars regularization method, in which the regulator fields obey either the Bose-Einstein or Fermi-Dirac distribution depending on their spin-statistics. The black hole entropy involves only two renormalization constants. We also discuss the entropy and temperature of the extremal black hole.

Coal-to-liquids bill introduced in the Senate

SciTech Connect (OSTI)

Of immense importance to the coal industry is the announcement, on 7 June 2006 by US Senators Barack Obama (D-IL) and Jim Bunning (R-KY) of S.3325, the 'Coal-to-Liquid Fund Promotion Act of 2006'. This legislation creates tax incentives for coal-to-liquids (CTL) technologies and construction of CTL plants. If passed, this will create the infrastructure needed to make CTL a viable energy resource throughout America. The article gives comment and background to this proposed legislation. Illinois Basin coal is well suited for CTL because of its high Btu content. If Sasol constructs a proposed plant in Illinois it would increase coal production in the state by 10 mt. 1 fig.
