    2009-09-01

Religion is a costly human activity that has evolved over the millennia. Why does it exist and how does it foster such powerful allegiances? To undertake a serious scientific study of religious practices and attitudes we must set aside a traditional exemption from scrutiny which religions have enjoyed. Religious adherents may not welcome this attention, but we should press ahead with it, since if we don't come to understand religion as a natural phenomenon, our attempts to deal with the problems that loom in the twenty-first century will likely be counterproductive.

Thiosulfate (S{sub 2}O{sub 3}{sup 2{minus}}), polythionate (S{sub x}O{sub 6}{sup 2{minus}}), dissolved sulfide (H{sub 2}S), and sulfate (SO{sub 4}{sup 2{minus}}) concentrations in thirty-nine alkaline and acidic springs in Yellowstone National Park (YNP) were determined. The analyses were conducted on site, using ion chromatography for thiosulfate, polythionate, and sulfate, and using colorimetry for dissolved sulfide. Thiosulfate was detected at concentrations typically less than 2 {micro}mol/L in neutral and alkaline chloride springs with low sulfate concentrations (Cl{sup {minus}}/SO{sub 4}{sup 2{minus}} > 25). The thiosulfate concentration levels are about one to two orders of magnitude lower than the concentration of dissolved sulfide in these springs. In most acid sulfate and acid sulfate-chloride springs (Cl{sup {minus}}/SO{sub 4}{sup 2{minus}} < 10), thiosulfate concentrations were also typically lower than 2 {micro}mol/L. However, in some chloride springs enriched with sulfate (Cl{sup {minus}}/SO{sub 4}{sup 2{minus}} between 10 and 25), thiosulfate was found at concentrations ranging from 9 to 95 {micro}mol/L, higher than the concentrations of dissolved sulfide in these waters. Polythionate was detected only in Cinder Pool, Norris Geyser basin, at concentrations up to 8 {micro}mol/L, with an average S-chain-length from 4.1 to 4.9 sulfur atoms. The results indicate that no thiosulfate occurs in the deeper parts of the hydrothermal system. Thiosulfate may form, however, from (1) hydrolysis of native sulfur by hydrothermal solutions in the shallower parts (<50 m) of the system, (2) oxidation of dissolved sulfide upon mixing of a deep hydrothermal water with aerated shallow groundwater, and (3) the oxidation of dissolved sulfide by dissolved oxygen upon discharge of the hot spring. Upon discharge of a sulfide-containing hydrothermal water, oxidation proceeds rapidly as atmospheric oxygen enters the water. The transfer of oxygen is particularly effective if the hydrothermal discharge is turbulent and has a large surface area.

    E-Print Network [OSTI]

    Michaelian, K

    2009-01-01

Understanding the thermodynamic function of life may shed light on its origin. Out of equilibrium structuring in space and time is contingent on continuous entropy production. Entropy production is a measure of the rate of the natural tendency of Nature to explore all available microstates. The process producing the greatest amount of entropy in the biosphere is the absorption and transformation of sunlight, leading to the transpiration of water by plants and cyanobacteria. Here we hypothesize that life began, and exists today, as a dynamic catalyst for the absorption and transformation of sunlight into heat, which could then be efficiently harvested by the water cycle, hurricanes, and ocean and wind currents. RNA and DNA are the most efficient of all known molecules for absorbing the ultraviolet light that could have penetrated the dense early atmosphere, and are extremely rapid in transforming this light into heat that can be readily absorbed by liquid water. The origin and evolution of life was thus driven...

    2012-01-01

The Cosmic Origins Spectrograph (COS) is a moderate-resolution spectrograph with unprecedented sensitivity that was installed into the Hubble Space Telescope (HST) in 2009 May, during HST Servicing Mission 4 (STS-125). We present the design philosophy and summarize the key characteristics of the instrument that will be of interest to potential observers. For faint targets, with flux F{sub {lambda}} Almost-Equal-To 1.0 Multiplication-Sign 10{sup -14} erg cm{sup -2} s{sup -1} A{sup -1}, COS can achieve comparable signal to noise (when compared to Space Telescope Imaging Spectrograph echelle modes) in 1%-2% of the observing time. This has led to a significant increase in the total data volume and data quality available to the community. For example, in the first 20 months of science operation (2009 September-2011 June) the cumulative redshift pathlength of extragalactic sight lines sampled by COS is nine times than sampled at moderate resolution in 19 previous years of Hubble observations. COS programs have observed 214 distinct lines of sight suitable for study of the intergalactic medium as of 2011 June. COS has measured, for the first time with high reliability, broad Ly{alpha} absorbers and Ne VIII in the intergalactic medium, and observed the He II reionization epoch along multiple sightlines. COS has detected the first CO emission and absorption in the UV spectra of low-mass circumstellar disks at the epoch of giant planet formation, and detected multiple ionization states of metals in extra-solar planetary atmospheres. In the coming years, COS will continue its census of intergalactic gas, probe galactic and cosmic structure, and explore physics in our solar system and Galaxy.

The world around us is made of atoms. Did you ever wonder where these atoms came from? How was the gold in our jewelry, the carbon in our bodies, and the iron in our cars made? In this lecture, we will trace the origin of a gold atom from the Big Bang to the present day, and beyond. You will learn how the elements were forged in the nuclear furnaces inside stars, and how, when they die, these massive stars spread the elements into space. You will learn about the origin of the building blocks of matter in the Big Bang, and we will speculate on the future of the atoms around us today.

The early activity of the heart in vertebrates has been demonstrated to be myogenic in nature in many forms, that is to say, the rhythmic con tractility of its musculature is a property inherent in the cardiac muscle cells themselves.... There are three types of movement exhibited by mus cles—myogenic, neurogenic, and reflexogenic. As already noted, myogenic activity originates within the muscle tis sue itself, without benefit of a nervous or other impulse. Actually the term "myogenic" is used...

Cosmic Rays reach the Earth from space with energies of up to more than 1020 eV, carrying information on the most powerful particle accelerators that Nature has been able to assemble. Understanding where and how cosmic rays originate has required almost one century of investigations, and, although the last word is not written yet, recent observations and theory seem now to fit together to provide us with a global picture of the origin of cosmic rays of unprecedented clarity. Here we will describe what we learned from recent observations of astrophysical sources (such as supernova remnants and active galaxies) and we will illustrate what these observations tell us about the physics of particle acceleration and transport. We will also discuss the ?end? of the Galactic cosmic ray spectrum, which bridges out attention towards the so called ultra high energy cosmic rays (UHECRs). At ~1020 eV the gyration scale of cosmic rays in cosmic magnetic fields becomes large enough to allow us to point back to their sources, thereby allowing us to perform ?cosmic ray astronomy?, as confirmed by the recent results obtained with the Pierre Auger Observatory. We will discuss the implications of these observations for the understanding of UHECRs, as well as some questions which will likely remain unanswered and will be the target of the next generation of cosmic ray experiments.

The resulting trends show a remarkable similarity to up-to-date observations of the most metal-poor damped Lyman-$\\alpha$ absorbers at redshift $z\\gtrsim 2$. These exhibit a transient nature and represent collapsing gaseous structures captured while cooling is becoming effective in lowering the temperature below $\\sim 10^4\\,\\rm K$, before they are disrupted by episodes of star formation or tidal effects. Our theoretical results agree with the available data for typical elemental ratios, such as [C/O], [Si/Fe], [O/Fe], [Si/O], [Fe/H], [O/...

The origin of life and the origin of the universe represent two of the most important problems of science. Both are resolved by hydro-gravitational dynamics (HGD) cosmology (Gibson 1996, Schild 1996, Gibson 2009ab), which predicts frozen primordial hydrogen-helium gas planets in clumps as the dark matter of galaxies. Merging Earth-mass planets formed stars, moons and comets to incubate and cosmically seed the first life. Cometary panspermia (Hoyle and Wickramasinghe 1981, 1982; Wickramasinghe et al. 2009) occurs naturally by HGD mechanisms. Comets and moons are fragments from mergers of stardust covered frozen gas planets in their step-wise growth to star mass. Supernovae from stellar over-accretion of planets produce stardust (C, N, O, P etc.) chemical fertilizer. Planets collect this infected radioactive dust gravitationally, to provide liquid water domains in contact with life nutrients seeded with life prototypes. The first mutating, evolving, life from HGD likely occurred promptly, following the plasma t...

In the Cadassian universe, one can explain the acceleration of the universe without introducing dark energy component. However, the dynamical equations of this model can not be directly obtained from the action principle. Recently, works on the relation between thermodynamics and gravity indicates that gravity force may not be the fundamental force. In this paper, we study the thermodynamics of the Cardassian universe, and regard it as the origin of this cosmological model. We find that the corresponding entropy obeys ordinary area law when the area of the trapping horizon is small, while it becomes a constant when area is going to be large in the original and modified polytropic Cardassian model, and it has a maximum value in the exponential one. It seems that the Cardassian universe only contains finite information according to the holographic principle, which states that all the information in the bulk should be encoded in the boundary of the bulk.

The origin and evolution of Lithium-Beryllium-Boron is a crossing point between different astrophysical fields : optical and gamma spectroscopy, non thermal nucleosynthesis, Big Bang and stellar nucleosynthesis and finally galactic evolution. We describe the production and the evolution of Lithium-Beryllium-Boron from Big Bang up to now through the interaction of the Standard Galactic Cosmic Rays with the interstellar medium, supernova neutrino spallation and a low energy component related to supernova explosions in galactic superbubbles.

For nearly fifty years, the US national laboratories, under the direction of the Department of Energy, have maintained a tradition of outstanding scientific research and innovative technological development. With the end of the Cold War, their roles have undergone profound changes. Although many of their original priorities remain--stewardship of the nation`s nuclear stockpile, for example--pressing budget constraints and new federal mandates have altered their focus. Promotion of energy efficiency, environmental restoration, human health, and technology partnerships with the goal of enhancing US economic and technological competitiveness are key new priorities. The multiprogram national laboratories offer unparalleled expertise in meeting the challenge of changing priorities. This volume aims to demonstrate each laboratory`s uniqueness in applying this expertise. It describes the laboratories` activities in eleven broad areas of research that most or all share in common. Each section of this volume is devoted to a single laboratory. Those included are: Argonne National Laboratory; Brookhaven National Laboratory; Idaho National Engineering Laboratory; Lawrence Berkeley Laboratory; Lawrence Livermore National Laboratory; Los Alamos National Laboratory; National Renewable Energy Laboratory; Oak Ridge National Laboratory; Pacific Northwest Laboratory; and Sandia National Laboratories. The information in this volume was provided by the multiprogram national laboratories and compiled at Lawrence Berkeley Laboratory.

The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government. The Summary of Public Comments, located at the end of this document, describes the public participation process and summarizes the comments that were received. 8 figs.

After a short historical (and highly subjective) introduction to the field, I discuss our current understanding of the origin and evolution of the light nuclides D, He-3, He-4, Li-6, Li-7, Be-9, B-10 and B-11. Despite considerable observational and theoretical progress, important uncertainties still persist for each and every one of those nuclides. The present-day abundance of D in the local interstellar medium is currently uncertain, making it difficult to infer the recent chemical evolution of the solar neighborhood. To account for the observed quasi-constancy of He-3 abundance from the Big Bang to our days, the stellar production of that nuclide must be negligible; however, the scarce observations of its abundance in planetary nebulae seem to contradict this idea. The observed Be and B evolution as primaries suggests that the source composition of cosmic rays has remained quasi-constant since the early days of the Galaxy, a suggestion with far reaching implications for the origin of cosmic rays; however, the main idea proposed to account for that constancy, namely that superbubbles are at the source of cosmic rays, encounters some serious difficulties. The best explanation for the mismatch between primordial Li and the observed "Spite-plateau" in halo stars appears to be depletion of Li in stellar envelopes, by some yet poorly understood mechanism. But this explanation impacts on the level of the recently discovered early ``Li-6 plateau'', which (if confirmed), seriously challenges current ideas of cosmic ray nucleosynthesis.

As part of the US Department of Energy National Renewable Energy Laboratory program on alternative automotive fuels, the subcontractor has been conducting studies on the origin and fate of organic pollutants from the combustion of alternative fuels. Laboratory experiments were conducted simulating cold start of four alterative fuels (compressed natural gas, liquefied petroleum gas, methanol-gasoline mix, and ethanol-gasoline mix) using a commercial three-way catalyst under fuel-lean conditions. This report summarizes the results of these experiments. It appears that temperature of the catalyst is a more important parameter for fuel conversion and pollutant formation than oxygen concentration or fuel composition.

In 1992, The National Renewable Energy Laboratory (NREL) released the 1961-1990 National Solar Radiation Data Base (NSRDB), a 30-year set of hourly solar radiation data. In April 2003, NREL convened a meeting of experts to investigate issues concerning a proposed update of the NSRDB. The panel determined that an important difficulty posed by the update was the shift from manual to automated cloud observations at National Weather Service stations in the United States. The solar model used in the original NSRDB relied heavily on the methodology and resolution of the manual cloud observations. The meeting participants recommended that NREL produce a plan for creating an update using currently available meteorological observations and satellite imagery. This paper describes current progress toward a plan for an updated NSRDB.

    E-Print Network [OSTI]

    Sanjay M Wagh

    2009-07-07

We argue that certain assumptions about the process of the emission of the quanta by their (oscillating) emitter provide for their changing (oscillatory) flux at any location. This mechanism underlying (such) wave phenomena is not based, both, on the newtonian notion of force and the field concept (of Faraday, Maxwell, Lorentz and Einstein). When applied to the case of thermal radiation, this emission origin for the wave of quanta is shown here to be consistent with the laws of the black body radiation. We conclude therefore also that a conceptual framework, which is not rooted in the notion of force and in the field concept, may provide a deterministic basis underlying the probabilistic methods of the quantum theory.

Kumar, Yerra Bharat; Reddy, Bacham E. [Indian Institute of Astrophysics, Bengaluru 560034 (India); Lambert, David L. [McDonald Observatory, University of Texas, Austin, TX 78712 (United States)

In this Letter, we report on a low-resolution spectroscopic survey for Li-rich K giants among 2000 low-mass (M {<=} 3 M{sub sun}) giants spanning the luminosity range from below to above the luminosity of the clump. Fifteen new Li-rich giants including four super Li-rich K giants (log {epsilon}(Li) {>=}3.2) were discovered. A significant finding is that there is a concentration of Li-rich K giants at the luminosity of the clump or red horizontal branch. This new finding is partly a consequence of the fact that our low-resolution survey is the first large survey to include giants well below and above the red giant branch (RGB) bump and clump locations in the H-R diagram. Origin of the lithium enrichment may be plausibly attributed to the conversion of {sup 3}He via {sup 7}Be to {sup 7}Li by the Cameron-Fowler mechanism but the location for the onset of the conversion is uncertain. Two possible opportunities to effect this conversion are discussed: the bump in the first ascent of the RGB and the He-core flash at the tip of the RGB. The finite luminosity spread of the Li-rich giants serves to reject the idea that Li enhancement is, in general, a consequence of a giant swallowing a large planet.

  9. Tectonic origin of Crowley's Ridge, northeastern Arkansas

    SciTech Connect (OSTI)

VanArsdale, R.B. (Univ. of Arkansas, Fayetteville, AR (United States). Geology Dept.); Williams, R.A.; Shedlock, K.M.; King, K.W.; Odum, J.K. (Geological survey, Denver, CO (United States). Denver Federal Center); Schweig, E.S. III; Kanter, L.R. (Memphis State Univ., TN (United States))

    1992-01-01

Crowley's Ridge is a 320 km long topographic ridge that extends from Thebes, Illinois to Helena, Arkansas. The ridge has been interpreted as an erosional remnant formed during Quaternary incision of the ancestral Mississippi and Ohio rivers; however, the Reelfoot Rift COCORP line identified a down-to-the-west fault bounding the western margin of Crowley's Ridge south of Jonesboro, Arkansas. Subsequent Mini-Sosie seismic reflection profiles confirmed the COCORP data and identified additional faults beneath other margins of the ridge. In each case the faults lie beneath the base of the ridge scarp. The Mini-Sosie data did not resolve the uppermost 150 m and so it was not possible to determine if the faults displace the near-surface Claiborne Group (middle Eocene). A shotgun source seismic reflection survey was subsequently conducted to image the uppermost 250 m across the faulted margins. The shotgun survey across the western margin of the ridge south of Jonesboro reveals displaced reflectors as shallow as 30 m depth. Claiborne Group strata are displaced approximately 6 m and it appears that some of the topographic relief of Crowley's Ridge at this location is due to post middle Eocene fault displacement. Based on the reflection data, the authors suggest that Crowley's Ridge is tectonic in origin.

  10. The Origin of Molecular Cloud Turbulence

    E-Print Network [OSTI]

Padoan, Paolo; Haugboelle, Troels; Nordlund, Ake

    2015-01-01

Turbulence is ubiquitous in molecular clouds (MCs), but its origin is still unclear because MCs are usually assumed to live longer than the turbulence dissipation time. It has been shown that interstellar medium (ISM) turbulence is likely driven by SN explosions, but it has never been demonstrated that SN explosions can establish and maintain a turbulent cascade inside MCs consistent with the observations. In this work, we carry out a simulation of SN-driven turbulence in a volume of (250 pc)^3, specifically designed to test if SN driving alone can be responsible for the observed turbulence inside MCs. We find that SN driving establishes velocity scaling consistent with the usual scaling laws of supersonic turbulence. This also means that previous idealized simulations of MC turbulence, driven with a random, large-scale volume force, were correctly adopted as appropriate models for MC turbulence, despite the artificial driving. We also find the same scaling laws extend to the interior of MCs, and their normal...

    SciTech Connect (OSTI)

    2009-07-13

The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US-Mexico border; and decreased eutrophication (excessive plant growth and decay) in the Gulf of Mexico to name a few. The National Smart Water Grid{trademark} will pay for itself in a single major flood event.

  13. Mixed Waste Management Options: 1995 Update. National Low-Level Waste Management Program

    SciTech Connect (OSTI)

    Kirner, N.; Kelly, J.; Faison, G.; Johnson, D.

    1995-05-01

In the original mixed Waste Management Options (DOE/LLW-134) issued in December 1991, the question was posed, ``Can mixed waste be managed out of existence?`` That study found that most, but not all, of the Nation`s mixed waste can theoretically be managed out of existence. Four years later, the Nation is still faced with a lack of disposal options for commercially generated mixed waste. However, since publication of the original Mixed Waste Management Options report in 1991, limited disposal capacity and new technologies to treat mixed waste have become available. A more detailed estimate of the Nation`s mixed waste also became available when the US Environmental Protection Agency (EPA) and the US Nuclear Regulatory Commission (NRC) published their comprehensive assessment, titled National Profile on Commercially Generated Low-Level Radioactive Mixed Waste (National Profile). These advancements in our knowledge about mixed waste inventories and generation, coupled with greater treatment and disposal options, lead to a more applied question posed for this updated report: ``Which mixed waste has no treatment option?`` Beyond estimating the volume of mixed waste requiring jointly regulated disposal, this report also provides a general background on the Atomic Energy Act (AEA) and the Resource Conservation and Recovery Act (RCRA). It also presents a methodical approach for generators to use when deciding how to manage their mixed waste. The volume of mixed waste that may require land disposal in a jointly regulated facility each year was estimated through the application of this methodology.

This plan takes advantage of the technical strengths of the lab and its staff to address issues of concern to the nation on a scope much broader than Sandia`s original mission, while maintaining the general integrity of the laboratory. The plan proposes initiatives in a number of technologies which overlap the needs of its customers and the strengths of its staff. They include: advanced manufacturing technology; electronics; information and computational technology; transportation energy technology and infrastructure; environmental technology; energy research and technology development; biomedical systems engineering; and post-cold war defense imperatives.

    SciTech Connect (OSTI)

    Gould, G.J.; Karpas, R.M.; Slitor, D.L.

    1991-06-01

The Minerals Management Service's (MMS) Outer Continental Shelf Information Program (OCSIP) is responsible for making available to affected coastal States, local governments, and other interested parties data and information related to the Outer Continental Shelf (OCS) Oil and Gas Program. Since its establishment through Section 26 of the OCS Lands Act (OCSLA) Amendments of 1978, OCSIP has prepared regional summary reports, updates, and indexes on leasing, exploration, development, and production activities to fulfill the mandates of the OCSLA Amendments. The OCSIP receives many requests for out-of-print summary reports, updates, and indexes. The purpose of the OCS National Compendium is to consolidate these historical data and to present the data on an OCS-wide and regional scale. The single-volume approach allows the reader access to historical information and facilitates regional comparisons. The fold-out chart in the front of this publication provides the reader with a timeline (January 1988--November 1990) of events since publication of the last Compendium. Some of the events are directly related to the 5-year Oil and Gas Program, whereas others may or may not have an effect on the program. A predominantly graphic format is used in the report so that the large accumulation of data can be more readily comprehended. In some cases, it is not possible to update information through October 21, 1990, because of the nature of the data. For example, production data normally lags 3 months. 58 figs., 37 tabs.

Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.
