The Cyclical Behavior of Equilibrium Unemployment and Vacancies with . . .

E-Print Network [OSTI]

In this paper, we extend the basic Mortensen-Pissarides search and matching model along two dimensions. First, we allow for ex-ante heterogeneity between workers. Second, two technology shocks, neutral and investment-specific, are the driving forces of the economy. Specifically, we integrate the framework of Krusell, Ohanian, Ros-Rull, and Violante (2000)- a production function with capital-skill complementarity and two skill-groups- into a business-cycle search and matching model. We calibrate the model extending the approach in Hagedorn and Manovskii (2006) and find that the model accounts well for the cyclical behavior of labor market variables in the aggregate and for each demographic group. We show that the response of unemployment to changes in taxes or unemployment insurance benefits is substantially reduced in the model with worker heterogeneity.

Analysis of inservice inspection relief requests

SciTech Connect (OSTI)

Nuclear Regulatory Commission (NRC) regulations require inspection (ISI) of boiling or pressurized water-cooled nuclear power plants be performed in accordance with a referenced edition and addenda of Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant components,`` of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. The regulations permit licensees to request relief from the NRC from specific ASME Code requirements that are determined to be impractical for the specific licensee. The NRC evaluates these requests and may grant such relief, but the NRC may also impose alternative or augmented inspections to assure structural reliability. The purpose,of this task was to evaluate the basis for ISI nondestructive examination (NDE) relief requests and to evaluate the effect of proposed ASME Code changes that would reduce the need for such requests or provide for more complete information in relief requests. This report contains the results of an analysis of an ISI relief request data base that has been expanded to include 1195 ISI relief requests versus the 296 relief requests covered in the first report in April 1987, EGG-SD-7430. Also relief requests were added to the data base which came from both first and second 10-year inspection intervals for several facilities. This provided the means to analyze the effect of recently approved ASME Code cases and updated Code requirements, some of which have been published as a result of earlier work on this task.

Your insurance and subrogation

SciTech Connect (OSTI)

Liability and insurance losses in heating, ventilation, and air conditioning systems are discussed. Subrogation is the in thing among insurance companies, today. Insurance companies investigate heating, air conditioning, oil burners and blown fuel oil tanks where losses have occurred with the hope that there was a technician oversight. During an interview, one of the first questions asked, is whether a service contract is in force, and when the unit was last cleaned and/or serviced. The objective is subrogation, if warranted, or suspected to be possible.

A reexamination of the crude oil price-unemployment relationship in the United States

SciTech Connect (OSTI)

This study begins by asking whether fluctuations in the price of crude oil have affected employment and the rate of unemployment in the US. After reviewing previous assessments of the issue, the existence of an empirical relationship between the rate of unemployment and crude oil price volatility is established using Granger causality. Subsequently, the nature of the relationship is estimated with the results suggesting that at least three full years are required before the measurable impact of a percentage change in the real price of crude oil on the change in unemployment is exhausted. Finally, the structural stability of the functional relationship between the change in unemployment and the volatility of the price of crude oil and the percentage change in gross national product is examined.

Statistical Performance Evaluation Of Soft Seat Pressure Relief Valves

SciTech Connect (OSTI)

Risk-based inspection methods enable estimation of the probability of failure on demand for spring-operated pressure relief valves at the United States Department of Energy's Savannah River Site in Aiken, South Carolina. This paper presents a statistical performance evaluation of soft seat spring operated pressure relief valves. These pressure relief valves are typically smaller and of lower cost than hard seat (metal to metal) pressure relief valves and can provide substantial cost savings in fluid service applications (air, gas, liquid, and steam) providing that probability of failure on demand (the probability that the pressure relief valve fails to perform its intended safety function during a potentially dangerous over pressurization) is at least as good as that for hard seat valves. The research in this paper shows that the proportion of soft seat spring operated pressure relief valves failing is the same or less than that of hard seat valves, and that for failed valves, soft seat valves typically have failure ratios of proof test pressure to set pressure less than that of hard seat valves.

Global warming, insurance losses and financial industry

SciTech Connect (OSTI)

Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

SciTech Connect (OSTI)

In recognition of the potential severe consequences of a process vessel rupture under fire exposure, industry codes such as the National Fire Protection Association (NFPA) 30 and the American Petroleum Institute (API) Standard 2000 have been established for the specification of emergency relief systems (ERSs). The intent is to reduce the risk of human injury and asset losses associated with process plant fires. These codes are largely prescriptive in nature. That is, they provide specific details on how to achieve safe design. Prescriptive standards are easy to apply, because they are simplified approaches which generally apply to many (but not all) situations. But they also have limitations, including the tendency to result in, at best, suboptimal (overly conservative) designs, and in some instances potentially unsafe designs. As the fire community moves toward performance-based standards for building protection, perhaps it is time to consider a similar approach for vessel protection in a fire. The design issues addressed in this article include: Use of heat input based on actual fuel burning rate, heat of combustion, and flame emissive power, vs. NFPA 30 and API 2000 heat-input equations; Effect of drainage (from vessel to sump) on fire duration, rather than heat input; Use of risk assessment to determine the relative frequency of fire and process-induced incidents; and design for containment, rather than vessel protection when fire probability is low

Insuring Solar Photovoltaics: Challenges and Possible Solutions; (Revised)

SciTech Connect (OSTI)

Insuring solar photovoltaic (PV) systems poses certain challenges. Insurance premiums, which can represent a significant part of overall costs for PV developers, can affect market competition. The market for certain types of insurance products is limited. Historical loss data is lacking, and test data for the long-term viability of PV products under real-life conditions is limited. Insurers' knowledge about PV systems and the PV industry is uneven even as the industry introduces innovative contractual structures and business models. Interviews conducted for this report with PV project developers, insurance brokers, and underwriters suggest government actions aimed at better testing, data collection, and communication could facilitate the development of a market for PV insurance products. This report identifies actions by governments, national laboratories, and other stakeholders that could accelerate the development of insurance products in support PV systems. Such actions include: increasing understanding of the solar PV industry among insurance professionals; expanding the availability of PV historical loss data; evaluating the expansion of renewable energy business classification; developing module and component testing capabilities and services offered by federal labs; and, advancing industry standards for PV system installers.

Analysis of HFIR pressurizer pump overspeed transients and relief valve performance

SciTech Connect (OSTI)

The pressurizer pump overspeed transients at the High Flux Isotope Reactor (HFIR) fall in the category of {open_quotes}increase in coolant inventory transients.{close_quotes} They are among the accident transients to be performed for Chapter 15 of the HFIR safety analysis report (SAR). The pressurizer pump speed starting to increase inadvertently to reach its maximum speed of 3,560 rpm while the reactor operates under normal conditions is the cause of this transient. Increased primary coolant system pressure due to increased pressurizer pump flow into the primary coolant head tank challenges the relief valves to open. If the relief valves do not open, increased primary coolant system pressure will challenge the integrity of the high pressure boundary. Two sets of analyses were performed to analyze the pressurizer pump overspeed transients. The purpose of the first analysis is to estimate how long it will take for the relief valves to open under different conditions and whether or not they will chatter or flutter for a considerable amount of time. The analysis estimates relief valve performance and stability using four different relief valve subsystem models. The relief valve subsystem models are not attached to the primary coolant system model. Vigorous pressure oscillations were produced in all of the computations performed as part of the first analysis. The second analysis includes new simulations of the pressurizer pump overspeed transients that were previously simulated using the RELAP5 thermal-hydraulic computer code. The HFIRSYS, High Flux Isotope Reactor System Transient Analysis computer code, was utilized for these simulations providing referable results for comparisons. The increased pressurizer pump flow due to runaway pressurizer pump speed pressurizes the primary coolant system. The assumptions were made in such a way to form constraining conditions at initiation of and during the transients to generate as high an overpressure situation as possible.

Energy-Efficiency Options for Insurance Loss Prevention

SciTech Connect (OSTI)

Energy-efficiency improvements offer the insurance industry two areas of opportunity: reducing ordinary claims and avoiding greenhouse gas emissions that could precipitate natural disaster losses resulting from global climate change. We present three vehicles for taking advantage of this opportunity, including research and development, in- house energy management, and provision of key information to insurance customers and risk managers. The complementary role for renewable energy systems is also introduced.

ANALYSIS OF SAFETY RELIEF VALVE PROOF TEST DATA TO OPTIMIZE LIFECYCLE MAINTENANCE COSTS

SciTech Connect (OSTI)

Proof test results were analyzed and compared with a proposed life cycle curve or hazard function and the limit of useful life. Relief valve proof testing procedures, statistical modeling, data collection processes, and time-in-service trends are presented. The resulting analysis of test data allows for the estimation of the PFD. Extended maintenance intervals to the limit of useful life as well as methodologies and practices for improving relief valve performance and reliability are discussed. A generic cost-benefit analysis and an expected life cycle cost reduction concludes that $90 million maintenance dollars might be avoided for a population of 3000 valves over 20 years.

Investigation Of Adhesion Formation In New Stainless Steel Trim Spring Operated Pressure Relief Valves

SciTech Connect (OSTI)

Examination of proof test data for new (not previously installed) stainless steel (SS) trim spring operated pressure relief valves (SOPRV) reveals that adhesions form between the seat and disc in about 46% of all such SOPRV. The forces needed to overcome these adhesions can be sufficiently large to cause the SOPRV to fail its proof test (FPT) prior to installation. Furthermore, a significant percentage of SOPRV which are found to FPT are also found to ''fail to open'' (FTO) meaning they would not relief excess pressure in the event of an overpressure event. The cases where adhesions result in FTO or FPT appear to be confined to SOPRV with diameters < 1 in and set pressures < 150 psig and the FTO are estimated to occur in 0.31% to 2.00% of this subpopulation of SS trim SOPRV. The reliability and safety implications of these finding for end-users who do not perform pre-installation testing of SOPRV are discussed.

Helium pressures in RHIC vacuum cryostats and relief valve requirements from magnet cooling line failure

SciTech Connect (OSTI)

A catastrophic failure of the RHIC magnet cooling lines, similar to the LHC superconducting bus failure incident, would pressurize the insulating vacuum in the magnet and transfer line cryostats. Insufficient relief valves on the cryostats could cause a structural failure. A SINDA/FLUINT{reg_sign} model, which simulated the 4.5K/4 atm helium flowing through the magnet cooling system distribution lines, then through a line break into the vacuum cryostat and discharging via the reliefs into the RHIC tunnel, had been developed to calculate the helium pressure inside the cryostat. Arc flash energy deposition and heat load from the ambient temperature cryostat surfaces were included in the simulations. Three typical areas: the sextant arc, the Triplet/DX/D0 magnets, and the injection area, had been analyzed. Existing relief valve sizes were reviewed to make sure that the maximum stresses, caused by the calculated maximum pressures inside the cryostats, did not exceed the allowable stresses, based on the ASME Code B31.3 and ANSYS results. The conclusions are as follows: (1) The S/F simulation results show that the highest internal pressure in the cryostats, due to the magnet line failure, is {approx}37 psig (255115 Pa); (2) Based on the simulation, the temperature on the cryostat chamber, INJ Q8-Q9, could drop to 228 K, which is lower than the material minimum design temperature allowed by the Code; (3) Based on the ASME Code and ANSYS results, the reliefs on all the cryostats inside the RHIC tunnel are adequate to protect the vacuum chambers when the magnet cooling lines fail; and (4) In addition to the pressure loading, the thermal deformations, due to the temperature decrease on the cryostat chambers, could also cause a high stress on the chamber, if not properly supported.

Pressure Relief Devices for High-Pressure Gaseous Storage Systems: Applicability to Hydrogen Technology

SciTech Connect (OSTI)

Pressure relief devices (PRDs) are viewed as essential safety measures for high-pressure gas storage and distribution systems. These devices are used to prevent the over-pressurization of gas storage vessels and distribution equipment, except in the application of certain toxic gases. PRDs play a critical role in the implementation of most high-pressure gas storage systems and anyone working with these devices should understand their function so they can be designed, installed, and maintained properly to prevent any potentially dangerous or fatal incidents. As such, the intention of this report is to introduce the reader to the function of the common types of PRDs currently used in industry. Since high-pressure hydrogen gas storage systems are being developed to support the growing hydrogen energy infrastructure, several recent failure incidents, specifically involving hydrogen, will be examined to demonstrate the results and possible mechanisms of a device failure. The applicable codes and standards, developed to minimize the risk of failure for PRDs, will also be reviewed. Finally, because PRDs are a critical component for the development of a successful hydrogen energy infrastructure, important considerations for pressure relief devices applied in a hydrogen gas environment will be explored.

Deepwater royalty relief product of 3 1/2 year U.S. political effort

SciTech Connect (OSTI)

Against the backdrop of more than 20 years of increasingly stringent environmental regulation, ever-expanding exploration and development moratoria on the Outer Continental Shelf (OCS), and reductions in producer tax incentives, oil and natural gas exploration companies active in deep waters of the Gulf of Mexico recently won a significant legislative victory. On Nov. 28, 1995, President Clinton signed into law S.395, the Alaska Power Administration Sale Act. Title 3 of S.395 embodies the Outer Continental Shelf Deep Water Royalty Relief Act. This landmark legislation provides substantial incentives for oil and natural gas production in the gulf of Mexico by temporarily eliminating royalties on certain deepwater leases. It is the first direct incentive for oil and gas production enacted at the federal level in many years. This paper reviews the elements used to arrive at this successful legislation including the congressional leadership. It describes debates, cabinet level discussions, and use of parlimentary procedures.

THE EFFECTS OF MAINTENANCE ACTIONS ON THE PFDavg OF SPRING OPERATED PRESSURE RELIEF VALVES

SciTech Connect (OSTI)

The safety integrity level (SIL) of equipment used in safety instrumented functions is determined by the average probability of failure on demand (PFDavg) computed at the time of periodic inspection and maintenance, i.e., the time of proof testing. The computation of PFDavg is generally based solely on predictions or estimates of the assumed constant failure rate of the equipment. However, PFDavg is also affected by maintenance actions (or lack thereof) taken by the end user. This paper shows how maintenance actions can affect the PFDavg of spring operated pressure relief valves (SOPRV) and how these maintenance actions may be accounted for in the computation of the PFDavg metric. The method provides a means for quantifying the effects of changes in maintenance practices and shows how these changes impact plant safety.

Analysis of national pay-as-you-drive insurance systems and other variable driving charges

SciTech Connect (OSTI)

Under Pay as You Drive insurance (PAYD), drivers would pay part of their automobile insurance premium as a per-gallon surcharge every time they filled their gas tank. By transfering a portion of the cost of owning a vehicle from a fixed cost to a variable cost, PAYD would discourage driving. PAYD has been proposed recently in California as a means of reforming how auto insurance is provided. PAYD proponents claim that, by forcing drivers to purchase at least part of their insurance every time they refuel their car, PAYD would reduce or eliminate the need for uninsured motorist coverage. Some versions of PAYD proposed in California have been combined with a no-fault insurance system, with the intention of further reducing premiums for the average driver. Other states have proposed PAYD systems that would base insurance premiums on annual miles driven. In this report we discuss some of the qualitative issues surrounding adoption of PAYD and other policies that would convert other fixed costs of driving (vehicle registration, safety/emission control system inspection, and driver license renewal) to variable costs. We examine the effects of these policies on two sets of objectives: objectives related to auto insurance reform, and those related to reducing fuel consumption, CO{sub 2} emissions, and vehicle miles traveled. We pay particular attention to the first objective, insurance reform, since this has generated the most interest in PAYD to date, at least at the state level.

Fluoroscopically Guided Feeding Tube Insertion for Relief of Postoperative Gastrointestinal Anastomotic Obstruction and Leakage

SciTech Connect (OSTI)

Purpose. To evaluate the feasibility and effectiveness of feeding tube insertion and enteral feeding for the treatment of postoperative gastrointestinal anastomotic obstruction and leakage. Materials and Methods. From June 1999 to June 2002, thirty-four cases of postoperative gastrointestinal anastomotic obstruction and leakage after surgery for gastric carcinoma were treated by insertion of a feeding tube under fluoroscopic guidance. Twenty-one patients were male and 13 were female. The patients' ages ranged from 39 to 74 years (mean age: 61 years). All the patients experienced vomiting, and 15 patients had anastomotic site or duodenal stump leakage. We evaluated the feasibility of feeding tube insertion for enteral feeding to improve the obstruction and facilitate leakage site closure, and the patients' nutritional benefit was also evaluated by checking the serum albumin level between pre- and post-enteral feeding via the feeding tube.Results. Thirty-two patients (94%) were successfully managed by feeding tube insertion, but the remaining two were not managed, and this was due to severe angulations at the anastomotic site. The procedure times for feeding tube insertion ranged from 15 to 60 minutes (mean time: 45 minutes). Twenty-eight patients experienced symptomatic relief of gastrointestinal obstruction, and they were able to resume a normal regular diet after feeding tube removal. Three patients underwent stent insertion due to recurrent symptoms, and one patient underwent jejunostomy feeding due to the presence of a persistent leakage site. Eleven patients achieved leakage site closure after enteral feeding via a feeding tube. The serum albumin level was significant, increased from pre-enteral feeding (2.65 {+-} 0.37 g/dL) to the post-enteral feeding (3.64 {+-} 0.58 g/dL) via the feeding tube (p < 0.001). The duration of follow-up ranged from one to 53 months (mean: 23 months). Conclusion. The insertion of a feeding tube for enteral feeding under fluoroscopic guidance is safe, and it provides effective relief from gastrointestinal anastomotic site obstruction and leakage after gastric surgery. Moreover, our findings indicate that feeding tube insertion for enteral feeding may be used as the primary procedure to treat postoperative anastomotic obstruction and leakage.

The Impact of Secure OSs on Internet Security: What Cyber-Insurers Need to Know

E-Print Network [OSTI]

In recent years, researchers have proposed \\emph{cyber-insurance} as a suitable risk-management technique for enhancing security in Internet-like distributed systems. However, amongst other factors, information asymmetry between the insurer and the insured, and the inter-dependent and correlated nature of cyber risks have contributed in a big way to the failure of cyber-insurance markets. Security experts have argued in favor of operating system (OS) platform switching (ex., from Windows to Unix-based OSs) or secure OS adoption as being one of the techniques that can potentially mitigate the problems posing a challenge to successful cyber-insurance markets. In this regard we model OS platform switching dynamics using a \\emph{social gossip} mechanism and study three important questions related to the nature of the dynamics, for Internet-like distributed systems: (i) which type of networks should cyber-insurers target for insuring?, (ii) what are the bounds on the asymptotic performance level of a network, wher...

Environmental Assessment of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel

SciTech Connect (OSTI)

The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

Site-specific EIS ordered but injunctive relief deined in nuclear waste storage case

SciTech Connect (OSTI)

The Energy Research and Development Administration (ERDA) received appropriations in 1976-77 to construct 22 tanks for storage of high level radioactive wastes generated by its nuclear weapons materials production program. The tanks were to replace older, leaking tanks at the Hanford Reservation in Richland, Washington and the Savannah River Plant in Aiken, South Carolina. The Natural Resources Defense Council (NRDC) had unsuccessfully requested that ERDA obtain a construction permit from the Nuclear Regulatory Commission (NRC). NRDC also petitioned NRC to exercise its licensing authority over the tanks under Section 202(4) of the Energy Reorganization Act of 1974. In response to the NRDC request, ERDA claimed the tanks were only for short-term storage and therefore a license was unnecessary. NRC claimed it lacked jurisdiction over the tanks. NRDC filed suit in United States District Court for the District of Columbia, alleging that ERDA had violated Section 102(2)(C) of the National Environmental Policy Act, and that both ERDA and NRC had violated Section 202(4) of the Energy Reorganization Act. NRDC requested an injunction against further construction of the tanks. Although ERDA did not have to obtain an NRC construction permit for the nuclear waste storage tanks at Hanford Reservation and Savannah River Plant, the programmatic Environmental Impact Statement submitted was insufficient and site-specific statements must be prepared. Injunctive relief pending the statements was denied for the social and economic costs of delaying the tanks project. NRC decisions even remotely connected to its licensing power should be contested in federal courts of appeals, not district courts. The court gave NRDC a hollow victory by ordering a more specific EIS, but denying an injunction.

Insurance as a Risk Management Instrument for Energy Infrastructure Security and Resilience Report Now Available

Broader source: Energy.gov [DOE]

The Office of Electricity Delivery and Energy Reliability has released a report that examines the key risks confronting critical energy infrastructure and ways in which the insurance industry can help manage these risks. In most developed countries, insurance is one of the principal risk management instruments for aiding in recovery after a disaster and for encouraging future investments that are more resilient to potential hazards.

A scoping study on the costs of indoor air quality illnesses:an insurance loss reduction perspective

SciTech Connect (OSTI)

The incidence of commercial buildings with poor indoor air quality (IAQ), and the frequency of litigation over the effects of poor IAQ is increasing. If so, these increases have ramifications for insurance carriers, which pay for many of the costs of health care and general commercial liability. However, little is known about the actual costs to insurance companies from poor IAQ in buildings. This paper reports on the results of a literature search of buildings-related, business and legal databases, and interviews with insurance and risk management representatives aimed at finding information on the direct costs to the insurance industry of poor building IAQ, as well as the costs of litigation. The literature search and discussions with insurance and risk management professionals reported in this paper turned up little specific information about the costs of IAQ-related problems to insurance companies. However, those discussions and certain articles in the insurance industry press indicate that there is a strong awareness and growing concern over the "silent crisis" of IAQ and its potential to cause large industry losses, and that a few companies are taking steps to address this issue. The source of these losses include both direct costs to insurers from paying health insurance and professional liability claims, as weIl as the cost of litigation. In spite of the lack of data on how IAQ-related health problems affect their business, the insurance industry has taken the anecdotal evidence about their reality seriously enough to alter their policies in ways that have lessened their exposure. We conclude by briefly discussing four activities that need to be addressed in the near future: (1) quantifying IAQ-related insurance costs by sector, (2) educating the insurance industry about the importance of IAQ issues, (3) examining IAQ impacts on the insurance industry in the residential sector, and (4) evaluating the relationship between IAQ improvements and their impact on energy use.

Non destructive neutron diffraction measurements of cavities, inhomogeneities, and residual strain in bronzes of Ghiberti's relief from the Gates of Paradise

SciTech Connect (OSTI)

Quantitative neutron studies of cultural heritage objects provide access to microscopic, mesoscopic, and macroscopic structures in a nondestructive manner. In this paper we present a neutron diffraction investigation of a Ghiberti Renaissance gilded bronze relief devoted to the measurement of cavities and inhomogeneities in the bulk of the sample, along with the bulk phase composition and residual strain distribution. The quantitative measurements allowed the determination of the re-melting parts extension, as well as improving current knowledge about the manufacturing process. The study provides significant and unique information to conservators and restorators about the history of the relief.

ESTIMATED SIL LEVELS AND RISK COMPARISONS FOR RELIEF VALVES AS A FUNCTION OF TIME-IN-SERVICE

SciTech Connect (OSTI)

Risk-based inspection methods enable estimation of the probability of spring-operated relief valves failing on demand at the United States Department of Energy's Savannah River Site (SRS) in Aiken, South Carolina. The paper illustrates an approach based on application of the Frechet and Weibull distributions to SRS and Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD) proof test results. The methodology enables the estimation of ANSI/ISA-84.00.01 Safety Integrity Levels (SILs) as well as the potential change in SIL level due to modification of the maintenance schedule. Current SRS practices are reviewed and recommendations are made for extending inspection intervals. The paper compares risk-based inspection with specific SILs as maintenance intervals are adjusted. Groups of valves are identified in which maintenance times can be extended as well as different groups in which an increased safety margin may be needed.

An expert system for detecting automobile insurance fraud using social network analysis

E-Print Network [OSTI]

The article proposes an expert system for detection, and subsequent investigation, of groups of collaborating automobile insurance fraudsters. The system is described and examined in great detail, several technical difficulties in detecting fraud are also considered, for it to be applicable in practice. Opposed to many other approaches, the system uses networks for representation of data. Networks are the most natural representation of such a relational domain, allowing formulation and analysis of complex relations between entities. Fraudulent entities are found by employing a novel assessment algorithm, \\textit{Iterative Assessment Algorithm} (\\textit{IAA}), also presented in the article. Besides intrinsic attributes of entities, the algorithm explores also the relations between entities. The prototype was evaluated and rigorously analyzed on real world data. Results show that automobile insurance fraud can be efficiently detected with the proposed system and that appropriate data representation is vital.

Aging and service wear of spring-loaded pressure relief valves used in safety-related systems at nuclear power plants

SciTech Connect (OSTI)

Spring-loaded pressure relief valves (PRVS) are used in some safety-related applications at nuclear power plants. In general, they are used in systems where, during accidents, pressures may rise to levels where pressure safety relief is required for protection of personnel, system piping, and components. This report documents a study of PRV aging and considers the severity and causes of service wear and how it is discovered and corrected in various systems, valve sizes, etc. Provided in this report are results of the examination of the recorded failures and identification of trends and relationships/correlations in the failures when all failure-related parameters are considered. Components that comprise a typical PRV, how those components fail, when they fail, and the current testing frequencies and methods are also presented in detail.

Technical evaluation report, TMI action NUREG-0737 (II.D.1), relief and safety valve testing, Comanche Peak, Unit 2, Docket No. 50-446

SciTech Connect (OSTI)

In the past, safety and relief valves installed in the primary coolant system of light water reactors have performed improperly. As a result, the authors of NUREG-0578 (TMI-2 Lessons Learned Task Force Status Report and Short-Term Recommendations) and, subsequently, NUREG-0737 (Clarification of TMI Action Plan Requirements) recommended development and completion of programs to do two things. First, the programs should reevaluate the functional performance capabilities of pressurized water reactor safety, relief, and block valves. Second, they should verify the integrity of the pressurizer safety and relief valve piping systems for normal, transient, and accident conditions. This report documents the review of those programs by EG&G Idaho, Inc. Specifically, this report documents the review of the Comanche Peak, Unit 2, Applicant response to the requirements of NUREG-0578 and NUREG-0737. This review found the Applicant provided an acceptable response reconfirming they met General Design Criteria 14, 15, and 30 of Appendix A to 10 CFR 50 for the subject equipment.

EVALUATION OF SPRING OPERATED RELIEF VALVE MAINTENANCE INTERVALS AND EXTENSION OF MAINTENANCE TIMES USING A WEIBULL ANALYSIS WITH MODIFIED BAYESIAN UPDATING

SciTech Connect (OSTI)

The Savannah River Site (SRS) spring operated pressure relief valve (SORV) maintenance intervals were evaluated using an approach provided by the American Petroleum Institute (API RP 581) for risk-based inspection technology (RBI). In addition, the impact of extending the inspection schedule was evaluated using Monte Carlo Simulation (MCS). The API RP 581 approach is characterized as a Weibull analysis with modified Bayesian updating provided by SRS SORV proof testing experience. Initial Weibull parameter estimates were updated as per SRS's historical proof test records contained in the Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD). The API RP 581 methodology was used to estimate the SORV's probability of failing on demand (PFD), and the annual expected risk. The API RP 581 methodology indicates that the current SRS maintenance plan is conservative. Cost savings may be attained in certain mild service applications that present low PFD and overall risk. Current practices are reviewed and recommendations are made for extending inspection intervals. The paper gives an illustration of the inspection costs versus the associated risks by using API RP 581 Risk Based Inspection (RBI) Technology. A cost effective maintenance frequency balancing both financial risk and inspection cost is demonstrated.

Technical evaluation report TMI action -- NUREG-0737 (II.D.1). Relief and safety valve testing, Watts Bar Nuclear Plant, Units 1 and 2 (Dockets 50-390 and 50-391)

First, they should reevaluate the functional performance capabilities of pressurized water reactor safety, relief, and block valves. Second, they should verify the integrity of the pressurizer safety and relief valve piping systems for normal, transient, and accident conditions. This report documents the review of those programs by Lockheed Idaho Technologies Company. Specifically, this report documents the review of the Watts Bar Nuclear Plant, Units 1 and 2, Applicant response to the requirements of NUREG-0578 and NUREG-0737. This review found the Applicant provided an acceptable response reconfirming they met General Design Criteria 14, 15, and 30 of Appendix A to 10 CFR 50 for the subject equipment. It should also be noted Lockheed Idaho performed this review for both Units 1 and 2. However, the applicability of this review to Unit 2 depends on verifying that the Unit 2 as-built system conforms to the Unit 1 design reviewed in this report.

Probabilistic analysis and operational data in response to NUREG-0737, Item II. K. 3. 2 for Westinghouse NSSS plants. [Modifications to reduce LOCA due to stuck-open power-operated relief valve

SciTech Connect (OSTI)

This report describes various modifications to Westinghouse plants since TMI and, using probabilistic analysis via event trees, estimates the effect of the post-TMI changes, including an automatic (PORV) (power operated relief valve) isolation concept identified in NUREG-0731 item II.K.3.1. The requested safety valve operational data is included as an appendix. A significant reduction in the frequency of a small break LOCA, due to a stuck open PORV has already been achieved by the modifications made subsequent to TMI. Domestic Westinghouse operating plant data (based on 181 reactor years of operation) has been collected and evaluated. An auto block valve closure system has been evaluated. The analysis is generally applicable to all Westinghouse plants which have incorporated the post-TMI hardware and procedural changes relative to stuck-open PORVs.

Maximizing Storage Rate and Capacity and Insuring the Environmental Integrity of Carbon Dioxide Sequestration in Geological Reservoirs

SciTech Connect (OSTI)

Maximizing Storage Rate and Capacity and Insuring the Environmental Integrity of Carbon Dioxide Sequestration in Geological Formations The U.S. and other countries may enter into an agreement that will require a significant reduction in CO2 emissions in the medium to long term. In order to achieve such goals without drastic reductions in fossil fuel usage, CO2 must be removed from the atmosphere and be stored in acceptable reservoirs. The research outlined in this proposal deals with developing a methodology to determine the suitability of a particular geologic formation for the long-term storage of CO2 and technologies for the economical transfer and storage of CO2 in these formations. A novel well-logging technique using nuclear-magnetic resonance (NMR) will be developed to characterize the geologic formation including the integrity and quality of the reservoir seal (cap rock). Well-logging using NMR does not require coring, and hence, can be performed much more quickly and efficiently. The key element in the economical transfer and storage of the CO2 is hydraulic fracturing the formation to achieve greater lateral spreads and higher throughputs of CO2. Transport, compression, and drilling represent the main costs in CO2 sequestration. The combination of well-logging and hydraulic fracturing has the potential of minimizing these costs. It is possible through hydraulic fracturing to reduce the number of injection wells by an order of magnitude. Many issues will be addressed as part of the proposed research to maximize the storage rate and capacity and insure the environmental integrity of CO2 sequestration in geological formations. First, correlations between formation properties and NMR relaxation times will be firmly established. A detailed experimental program will be conducted to determine these correlations. Second, improved hydraulic fracturing models will be developed which are suitable for CO2 sequestration as opposed to enhanced oil recovery (EOR). Although models that simulate the fracturing process exist, they can be significantly improved by extending the models to account for nonsymmetric, nonplanar fractures, coupling the models to more realistic reservoir simulators, and implementing advanced multiphase flow models for the transport of proppant. Third, it may be possible to deviate from current hydraulic fracturing technology by using different proppants (possibly waste materials that need to be disposed of, e.g., asbestos) combined with different hydraulic fracturing carrier fluids (possibly supercritical CO2 itself). Because current technology is mainly aimed at enhanced oil recovery, it may not be ideally suited for the injection and storage of CO2. Finally, advanced concepts such as increasing the injectivity of the fractured geologic formations through acidization with carbonated water will be investigated. Saline formations are located through most of the continental United States. Generally, where saline formations are scarce, oil and gas reservoirs and coal beds abound. By developing the technology outlined here, it will be possible to remove CO2 at the source (power plants, industry) and inject it directly into nearby geological formations, without releasing it into the atmosphere. The goal of the proposed research is to develop a technology capable of sequestering CO2 in geologic formations at a cost of US $10 per ton.

Analysis of Flow in Pilot Operated Safety and Relief Valve of Nuclear Reactor Coolant System

SciTech Connect (OSTI)

When the POSRV equipped in a nuclear power plant opens in instant by a failure in coolant system of PWR, a moving shock wave generates, and propagates downstream of the valve, inducing a complicated unsteadiness. The moving shock wave may exert severe load to the structure. In this connection, a method of gradual opening of the valve is used to reduce the load acting on the wall at the downstream of the POSRV. In the present study, experiments and calculations are performed to investigate the detail unsteady flow at the various pipe units and the effect of valve opening time on the flow downstream of the valve. In calculation by using of air as working fluid, 2-dimensional, unsteady compressible Navier-Stokes equations are solved by finite volume method. It was found that when the incident shock wave passes through the pipe unit, it may experience diffraction, reflection and interaction with a vortex. Furthermore, the geometry of the pipe unit affects the reflection type of shock wave and changes the load acting on the wall of pipe unit. It was also turned out that the maximum force acting on the wall of the pipe unit becomes in order of T-junction, 108 deg. elbow and branch in magnitude, respectively. And, the results obtained that show that the rapid pressure rise due to the moving shock wave by instant POSRV valve opening is attenuated by employing the gradual opening. (authors)

Counting on Solar Power for Disaster Relief: Federal Energy Management Program (FEMP) Technical Assistance Fact Sheet

SciTech Connect (OSTI)

When disaster strikes, electric power is usually the first critically important service to be lost. After several years of research and development, portable electric generator sets (gensets) are now entering the marketplace. The new gensets make use of solar electric panels known as photovoltaics (PV) to produce electricity. Electrodeposition on Ni from a Sulfamate Electrolyte Part 1: Effect of a Stress Relief on Annealing Behavior and Film Metallurgy

SciTech Connect (OSTI)

Ni and Ni alloys are being developed as baseline materials for LIGA technology and prototyping at Sandia National Laboratories. A conventional, additive-free sulfamate electrolyte has been chosen for pure Ni electrodeposition due to its simplicity and ability to produce ductile, low-stress films. When depositing certain Ni alloys, saccharin is typically employed as an electrolyte bath additive. While saccharin is well known and effective as a stress reliever, it has a significant impact on the microstructure of the deposit and its annealing behavior. The electrodeposition of pure Ni in the presence of saccharin is studied here to understand its effects in the absence of an alloying element (such as Co or Fe). The grain structure and Vickers hardness of Ni deposited with and without saccharin on a rotating disk electrode were all found to be consistent with previous studies available in the literature. The following observations were made: (1) The fine, columnar morphology obtained without saccharin became an equiaxed, nano-sized grain structure with saccharin (from {approx}1.5 {micro}m to {approx}40 nm nominal grain size, respectively). The grain refinement resulting from saccharin is not accompanied with an increase in film stress, in contrast to the grain refinement associated with certain Ni alloys. (2) A change in the deposit texture from weak (210) to (111) along the film growth direction with the addition of saccharin. (3) An increase in Vickers hardness by a factor of {approx}2 (from {approx}170 to {approx}320) upon the addition of saccharin. (4) A rapid decrease in hardness with annealing from the high, as-deposited values for films deposited with saccharin to a value lower than that of annealed Ni from an additive-free bath. (5) Accelerated grain growth during annealing for films deposited with saccharin; this has not been observed previously in the literature to the authors' best knowledge.

Strain relief and AlSb buffer layer morphology in GaSb heteroepitaxial films grown on Si as revealed by high-angle annular dark-field scanning transmission electron microscopy

SciTech Connect (OSTI)

The interfacial misfit (IMF) dislocation array of an epitaxial GaSb film on a Si substrate has been imaged with high-angle annular dark-field scanning transmission electron microscopy (HAADF-STEM). The mismatch strain accommodation through dislocation formation has been investigated using geometric phase analysis (GPA) on HAADF-STEM images with atomic resolution to probe the defects' local strain distribution. These measurements indicate that the lattice parameter of the epitaxial film recovers its bulk value within three unit cells from the interface due to the relaxation through IMF dislocations. The atomic number contrast of the HAADF-STEM images and energy dispersive x-ray spectrometry illustrate the formation of islands of AlSb buffer layer along the interface. The role of the AlSb buffer layer in facilitating the GaSb film growth on Si is further elucidated by investigating the strain field of the islands with the GPA.
