Bolivia provides an especially valuable case for study because it is one of the few countries that experienced a revolution in which a new political group committed to diversifying and expanding the economy was ushered into power. The first section of this paper discusses alternative theses of industrial underdevelopment.     This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     An experiment was conducted comparing the effectiveness of individual versus group electronic brainstorming in order to address difficult, real world challenges. While industrial reliance on electronic communications has become ubiquitous, empirical and theoretical understanding of the bounds of its effectiveness have been limited. Previous research using short-term, laboratory experiments have engaged small groups of students in answering questions irrelevant to an industrial setting. The present experiment extends current findings beyond the laboratory to larger groups of real-world employees addressing organization-relevant challenges over the course of four days. Employees and contractors at a national security laboratory participated, either in a group setting or individually, in an electronic brainstorm to pose solutions to a 'wickedly' difficult problem. The data demonstrate that (for this design) individuals perform at least as well as groups in producing quantity of electronic ideas, regardless of brainstorming duration. However, when judged with respect to quality along three dimensions (originality, feasibility, and effectiveness), the individuals significantly (p<0.05) out-performed the group working together. When idea quality is used as the benchmark of success, these data indicate that work-relevant challenges are better solved by aggregating electronic individual responses, rather than electronically convening a group. This research suggests that industrial reliance upon electronic problem solving groups should be tempered, and large nominal groups might be the more appropriate vehicle for solving wicked corporate issues.

    Electric and gas utilities are central middlemen in the energy business. Worldwide, more than 50% of all primary energy is transformed by utilities and delivered to final consumers through utility wires and pipes. The structure and behavior of the electricity and gas industries and the role and behavior of utilities are therefore important to all other energy industry players. The electricity and gas industries are special. Unlike oil, coal, or wood, electricity and gas are transported from producers to consumers mostly via fixed grids. This means that supplies are generally tied to specific markets and, unlike an oil tanker on the high seas, cannot be easily diverted elsewhere. These grids are natural monopolies inasmuch as having more than one wire or pipe along a given route is generally unnecessary duplicative. In addition, both supply and grid investments are generally large and lumpy. Industrial organization theory suggests that the coordination of industries can be achieved either through hierarchies or through markets. Hierarchies are generally preferred when the transaction costs of coordinating through markets is too high. These two elements of electricity and gas industry structure are the means of hierarchical coordination. This paper discusses the possibilities for changing the structure of utilities to one which has greater reliance on markets.

    This article summarizes a comprehensive empirical analysis of U.S. Energy Service Company (ESCO) industry trends and performance. We employ two parallel analytical approaches: a comprehensive survey of firms to estimate total industry size and a database of {approx}1500 ESCO projects, from which we report target markets and typical project characteristics, energy savings and customer economics. We estimate that industry investment for energy-efficiency related services reached US $2 billion in 2000 following a decade of strong growth. ESCO activity is concentrated in states with high economic activity and strong policy support. Typical projects save 150-200 MJ/m2/year and are cost-effective with median benefit/cost ratios of 1.6 and 2.1 for institutional and private sector projects. The median simple payback time is 7 years among institutional customers; 3 years is typical in the private sector. Reliance on DSM incentives has decreased since 1995. Preliminary evidence suggests that state enabling policies have boosted the industry in medium-sized states. ESCOs have proven resilient in the face of restructuring and will probably shift toward selling ''energy solutions,'' with energy efficiency part of a package. We conclude that a private sector energy-efficiency services industry that targets large commercial and industrial customers is viable and self-sustaining with appropriate policy support both financial and non-financial.

    Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    The EmPOWER Maryland Energy Efficiency Act of 2008 sets the statewide goal of a 15% reduction in both electricity and peak demand by 2015. This policy initiative was motivated by several factors, which include, but are not limited to, electricity rate increases, a potential capacity shortage, and concerns about CO2 emissions and climate change. The goals set forth by the governor and state legislature correlated closely to DOE’s Better Buildings, Better Plants program goal of reducing energy intensity in the industrial sector 25% in 10 years. For the past several years, Maryland has participated in efforts to reduce energy consumption in the state. As part of these efforts, industrial customers are recognizing more and more the importance of energy efficiency. Maryland was clearly a suitable candidate to take part in activities related to industrial energy efficiency, and the Better Buildings, Better Plants approach is one of the most proven means for delivering results to industry.

The nonlinear absorption is tunable such that the energy transmitted through such blends saturates at high input energy per pulse over a wide range of wavelengths from 400-1100 nm by selecting the host material for its absorption wavelength and ability to transfer the absorbed energy into the optical limiting composition dissolved therein. This phenomenon should be generalizable to other compositions than substituted fullerenes.

The current electric vehicle renaissance is the result of three very important factors: the need to improve our environment, particularly our urban air quality; the need to enhance our energy security through increased use of domestically produced fuels; and the desire to increase our global economic competitiveness. In the past decade, research and development efforts related to electric vehicles (EVs) have increased dramatically in response to national imperatives to address the transportation sector`s contribution to air pollution and to our reliance on foreign oil.     We present an improvement to Harvey and Ginsberg`s limited discrepancy search algorithm, which eliminates much of the redundancy in the original, by generating each path from the root to the maximum search depth only once. For a complete binary tree of depth d this reduces the asymptotic complexity from O(d+2/2 2{sup d}) to O(2{sup d}). The savings is much less in a partial tree search, or in a heavily pruned tree. The overhead of the improved algorithm on a complete binary tree is only a factor of b/(b - 1) compared to depth-first search. While this constant factor is greater on a heavily pruned tree, this improvement makes limited discrepancy search a viable alternative to depth-first search, whenever the entire tree may not be searched. Finally, we present both positive and negative empirical results on the utility of limited discrepancy search, for the problem of number partitioning.

US Steel Clairton Works has been successful in meeting these limits in the last three years; however, the current regulatory thrust is toward more stringent limits based on water quality. In cases of smaller streams such as the receiving stream for Clairton Works` process outfall, these limits can be very rigid. This paper will discuss the alternative approaches investigated to meet the new more stringent limits including the solution chosen.

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

A DC coil, for the purposes of saturating a portion of the high permeability posts, surrounds the complete structure outside of an enclosure in the form of a vessel. The vessel contains a dielectric insulation medium. AC coils, for transporting AC current, are wound on insulating formers and electrically interconnected to each other in a manner such that the senses of the magnetic field produced by each AC coil in the corresponding high permeability core are opposing. There are insulation barriers between phases to improve dielectric withstand properties of the dielectric medium.

    Traveler attended the Dahlem Research Conference organized by the Freien Universitat, Berlin. The subject of the conference was Limiting the Greenhouse Effect: Options for Controlling Atmospheric CO{sub 2} Accumulation. Like all Dahlem workshops, this was a meeting of scientific experts, although the disciplines represented were broader than usual, ranging across anthropology, economics, international relations, forestry, engineering, and atmospheric chemistry. Participation by scientists from developing countries was limited. The conference was divided into four multidisciplinary working groups. Traveler acted as moderator for Group 3 which examined the question What knowledge is required to tackle the principal social and institutional barriers to reducing CO{sub 2} emissions'' The working rapporteur was Jesse Ausubel of Rockefeller University. Other working groups examined the economic costs, benefits, and technical feasibility of options to reduce emissions per unit of energy service; the options for reducing energy use per unit of GNP; and the significant of linkage between strategies to reduce CO{sub 2} emissions and other goals. Draft reports of the working groups are appended. Overall, the conference identified a number of important research needs in all four areas. It may prove particularly important in bringing the social and institutional research needs relevant to climate change closer to the forefront of the scientific and policy communities than hitherto.

    This paper describes the cement and concrete industry, and provides data on energy use and carbon dioxide emissions. The potential impact of an energy tax on the industry is briefly assessed. Opportunities identified for reducing carbon dioxide emissions include improved energy efficiency, alternative fuels, and alternative materials. The key factor in determining CO{sub 2} emissions is the level of domestic production. The projected improvement in energy efficiency and the relatively slow growth in domestic shipments indicate that CO{sub 2} emissions in 2000 should be about 5% above the 1990 target. However, due to the cyclical nature of cement demand, emissions will probably be above target levels during peak demand and below target levels during demand troughs. 7 figs., 2 tabs.

    Biodiversity describes the array of interacting, genetically distinct populations and species in a region, the communities they are functioning parts. Ecosystem health is a process identifying biological indicators, end points, and values. The decline of populations or species, an accelerating trend worldwide, can lead to simplification of ecosystem processes, thus threatening the stability an sustainability of ecosystem services directly relevant to human welfare in the chain of economic and ecological relationships. The challenge of addressing issues of such enormous scope and complexity has highlighted the limitations of ecology-as-science. Additionally, biosphere-scale conflicts seem to lie beyond the scope of conventional economics, leading to differences of opinion about the commodity value of biodiversity and of the services that intact ecosystems provide. In the fact of these uncertainties, many scientists and economists have adopted principles that clearly assign burdens of proof to those who would promote the loss of biodiversity and that also establish {open_quotes}near-trump{close_quotes} (preeminent) status for ecological integrity. Electric utility facilities and operations impact biodiversity whenever construction, operation, or maintenance of generation, delivery, and support facilities alters landscapes and habitats and thereby impacts species. Although industry is accustomed to dealing with broad environmental concerns (such as global warming or acid rain), the biodiversity issue invokes hemisphere-side, regional, local, and site-specific concerns all at the same time. Industry can proactively address these issues of scope and scale in two main ways: first, by aligning strategically with the broad research agenda put forth by informed scientists and institutions; and second, by supporting focused management processes whose results will contribute incrementally to the broader agenda of rebuilding or maintaining biodiversity. 40 refs., 8 figs.

    Confidence limits are common place in physics analysis. Great care must be taken in their calculation and use especially in cases of limited statistics. We introduce the concept of statistical errors of confidence limits and argue that not only should limits be calculated but also their errors in order to represent the results of the analysis to the fullest. We show that comparison of two different limits from two different experiments becomes easier when their errors are also quoted. Use of errors of confidence limits will lead to abatement of the debate on which method is best suited to calculate confidence limits.

    The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

The LCO display graphically displays, by colored bar charts, the time expired/time remaining of each specific action item. At 60% time expired, the bar chart turns yellow to caution personnel and then turns red at 90% time expired. Then an audible alarm is sounded at 95% as a warning, to finish or accomplish the required actions to satisfy the requirements. These warning and alarm limits are modifiable by the user and can be set at different values for each action. The display file is dynamic in function, checking every minute, and responds in real time to changes to the LCO Tracking Form file, providing the visual and audible warnings as to the status of the action steps chosen for display. The LCO Tracking Program efficiently tracks action times in minutes or days, up to 2 years. All current LCO''s are easily documentated using the LCO Tracking Form file with ease of printing and disposition.     The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    The Geothermal Energy Association (GEA) is ofteh asked about the socioeconomic and employment impact of the industry. Since available literature dealing with employment involved in the geothermal sector appeared relatively outdated, unduly focused on certain activities of the industry (e.g. operation and maintenance of geothermal power plants) or poorly reliable, GEA, in consultation with the DOE, decided to conduct a new employment survey to provide better answers to these questions. The main objective of this survey is to assess and characterize the current workforce involved in geothermal activities in the US. Several initiatives have therefore been undertaken to reach as many organizations involved in geothermal activities as possible and assess their current workforce. The first section of this document describes the methodology used to contact the companies involved in the geothermal sector. The second section presents the survey results and analyzes them. This analysis includes two major parts. The first part analyzes the survey responses, presents employment numbers that were captured and describes the major characteristics of the industry that have been identified. The second part of the analysis estimates the number of workers involved in companies that are active in the geothermal business but did not respond to the survey or could not be reached. Preliminary conclusions and the study limits and restrictions are then presented. The third section addresses the potential employment impact related to manufacturing and construction of new geothermal power facilities. Indirect and induced economic impacts related with such investment are also investigated.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

  2. FUEL CASK IMPACT LIMITER VULNERABILITIES

    Cylindrical fuel casks often have impact limiters surrounding just the ends of the cask shaft in a typical 'dumbbell' arrangement. The primary purpose of these impact limiters is to absorb energy to reduce loads on the cask structure during impacts associated with a severe accident. Impact limiters are also credited in many packages with protecting closure seals and maintaining lower peak temperatures during fire events. For this credit to be taken in safety analyses, the impact limiter attachment system must be shown to retain the impact limiter following Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC) impacts. Large casks are often certified by analysis only because of the costs associated with testing. Therefore, some cask impact limiter attachment systems have not been tested in real impacts. A recent structural analysis of the T-3 Spent Fuel Containment Cask found problems with the design of the impact limiter attachment system. Assumptions in the original Safety Analysis for Packaging (SARP) concerning the loading in the attachment bolts were found to be inaccurate in certain drop orientations. This paper documents the lessons learned and their applicability to impact limiter attachment system designs.

    Various studies in different countries have shown that significant energy-efficiency improvement opportunities exist in the industrial sector, many of which are cost-effective. These energy-efficiency options include both cross-cutting as well as sector-specific measures. However, industrial plants are not always aware of energy-efficiency improvement potentials. Conducting an energy audit is one of the first steps in identifying these potentials. Even so, many plants do not have the capacity to conduct an effective energy audit. In some countries, government policies and programs aim to assist industry to improve competitiveness through increased energy efficiency. However, usually only limited technical and financial resources for improving energy efficiency are available, especially for small and medium-sized enterprises. Information on energy auditing and practices should, therefore, be prepared and disseminated to industrial plants. This guidebook provides guidelines for energy auditors regarding the key elements for preparing for an energy audit, conducting an inventory and measuring energy use, analyzing energy bills, benchmarking, analyzing energy use patterns, identifying energy-efficiency opportunities, conducting cost-benefit analysis, preparing energy audit reports, and undertaking post-audit activities. The purpose of this guidebook is to assist energy auditors and engineers in the plant to conduct a well-structured and effective energy audit.

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) is an engineered safety system that provides personnel protection from prompt radiation due to accelerated proton beams. The Beam Current Limiter (XL), as an active component of the RSS, limits the maximum average current in a beamline, thus the current available for a beam spill accident. Exceeding the pre-set limit initiates action by the RSS to mitigate the hazard (insertion of beam stoppers in the low energy beam transport). The beam limiter is an electrically isolated, toroidal transformer and associated electronics. The device was designed to continuously monitor beamline currents independent of any external timing. Fail-safe operation was a prime consideration in its development. Fail-safe operation is defined as functioning as intended (due to redundant circuitry), functioning with a more sensitive fault threshold, or generating a fault condition.     The Industrial Technologies Program (ITP) relies on analytical studies to identify large energy reduction opportunities in energy-intensive industries and uses these results to guide its R&D portfolio. The energy bandwidth illustrates the total energy-saving opportunity that exists in the industry if the current processes are improved by implementing more energy-efficient practices and by using advanced technologies. This bandwidth analysis report was conducted to assist the ITP Mining R&D program in identifying energy-saving opportunities in coal, metals, and mineral mining. These opportunities were analyzed in key mining processes of blasting, dewatering, drilling, digging, ventilation, materials handling, crushing, grinding, and separations.

    The natural gas industry has changed radically over the last decade. The Federal Energy Regulatory Commission`s Order 636 completed plans to unbundle interstate pipeline services and create open access for distribution companies and their customers. There has also been increasing competition for local distribution companies (LDCs) from fuel oil, electricity and unregulated energy service companies. Meanwhile, the Energy Policy Act of 1992 includes provisions that encourage energy efficiency and promote reliance on competitive forces. In response to these changes, coupled with growing environmental concerns and the need for increased energy efficiency, a number of state public utility commissions and LDCs took an interest in integrated resource planning (IRP) for gas utilities. Gas IRP was in its formative stages and a variety of regulatory approaches were being considered when this project began. In response, this project originated with the total project scope being to define, implement and institutionalize an IRP process for the Gas Customer Service Business Unit of Niagara Mohawk Power Corporation (NMGas).

    A passive current limiting device and isolator is particularly adapted for use at high power levels for limiting excessive currents in a circuit in a fault condition such as an electrical short. The current limiting device comprises a magnetic core wound with two magnetically opposed, parallel connected coils of copper, a high temperature superconductor or other electrically conducting material, and a fault element connected in series with one of the coils. Under normal operating conditions, the magnetic flux density produced by the two coils cancel each other. Under a fault condition, the fault element is triggered to cause an imbalance in the magnetic flux density between the two coils which results in an increase in the impedance in the coils. While the fault element may be a separate current limiter, switch, fuse, bimetal strip or the like, it preferably is a superconductor current limiter conducting one-half of the current load compared to the same limiter wired to carry the total current of the circuit. The major voltage during a fault condition is in the coils wound on the common core in a preferred embodiment. 6 figs.

    The 1994 Nuclear Industry Conference, held in London United Kingdom, September 14--15, 1994, was the first serious nuclear energy conference to take place for more than 12 years. It had a challenging agenda, no less than whether the industry would sustain its role into the twenty-fist century. The conference focused on the world`s nuclear industry, which is in a crucial period of development, with few new reactors being built in Western Europe and none in the US. Attention in the industry is moving eastward to the troubled legacy of eastern Europe and to the dynamic new markets of the Far East. The immediate future of the reactor builders lies in these regions, for without new orders, the industry will decline. At the same time, the industry faces challenges at home. The end of the Cold War has brought a new appraisal of the fuel cycle, the ever-present dangers of proliferation, and the problems of long-term waste-disposal and decommissioning remain. New challenges include the role for nuclear energy as privatization of power utilities and liberalization of electricity markets takes place. Whether short-term market trends will dominate new orders for power plants or whether supply security considerations count was also discussed.

    The textile industry is one of the most complicated manufacturing industries because it is a fragmented and heterogeneous sector dominated by small and medium enterprises (SMEs). Energy is one of the main cost factors in the textile industry. Especially in times of high energy price volatility, improving energy efficiency should be a primary concern for textile plants. There are various energy-efficiency opportunities that exist in every textile plant, many of which are cost-effective. However, even cost-effective options often are not implemented in textile plants mostly because of limited information on how to implement energy-efficiency measures, especially given the fact that a majority of textile plants are categorized as SMEs and hence they have limited resources to acquire this information. Know-how on energy-efficiency technologies and practices should, therefore, be prepared and disseminated to textile plants. This guidebook provides information on energy-efficiency technologies and measures applicable to the textile industry. The guidebook includes case studies from textile plants around the world and includes energy savings and cost information when available. First, the guidebook gives a brief overview of the textile industry around the world, with an explanation of major textile processes. An analysis of the type and the share of energy used in different textile processes is also included in the guidebook. Subsequently, energy-efficiency improvement opportunities available within some of the major textile sub-sectors are given with a brief explanation of each measure. The conclusion includes a short section dedicated to highlighting a few emerging technologies in the textile industry as well as the potential for the use of renewable energy in the textile industry.

    The restructuring of local distribution services is now the focus of the natural gas industry. It is the last major step in the ``reconstitution`` of the natural gas industry and a critical clement in realizing the full benefits of regulatory and market reforms that already have taken place in the wellhead and interstate markets. It could also be the most important regulatory initiative for most end-use customers because they are affected directly by the costs and reliability of distribution services. Several factors contribute to the current emphasis on distribution service restructuring. They include the unbundling and restructuring of upstream markets, a realization of the limitations of supply-side options (such as gas procurement oversight), and the increased diversity and volatility of gas demand facing local distribution companies. Local distribution service is not one but a series of activities that start with commodity gas procurement and extend to transportation, load balancing, storage, and metering and billing of services provided. There are also considerable differences in the economies of scale and scope associated with these various activities. Thus, a mixture of supply arrangements (such as a competitive market or a monopoly) is required for the most efficient delivery of local distribution services. A distinction must be made between the supply of commodity gas and the provision of a bundled distribution service. This distinction and identification of the best supply arrangements for various distribution service components are the most critical factors in developing appropriate restructuring policies. For most state public utility commissions the criteria for service restructuring should include pursuing the economies of scale and scope in gas distribution, differentiating and matching gas service reliability and quality with customer requirements, and controlling costs associated with the search, negotiation, and contracting of gas services.

    From 1950 through 1980, scientists, engineers and national leaders confidently predicted an early twenty-first century where fast breeder reactors and commercial nuclear fuel reprocessing were commonplace. Such a scenario seemed necessary for a world with the more than 1000 GWe of nuclear energy needed to meet such an ever-increasing thirst for energy. Thirty years later uranium reserves are increasing on pace with consumption, the growth of nuclear power has been slowed, commercial breeder reactors have yet to enter the marketplace, and less than a handful of commercial reprocessing plants operate. As Nobel Laureate Niels Bohr famously said, Prediction is very difficult, especially if its about the future. The programme for IChemEs 2012 conference on the nuclear fuel cycle features a graphic of an idealized nuclear fuel cycle that symbolizes the quest for a closed nuclear fuel cycle featuring careful husbanding of precious resources while minimizing the waste footprint. Progress toward achieving this ideal has been disrupted by technology innovations in the mining and petrochemical industries, as well as within the nuclear industry.

    ITP conducted a study on energy use and potential savings, or "bandwidth" study, in major steelmaking processes. Intended to provide a realistic estimate of the potential amount of energy that can be saved in an industrial process, the "bandwidth" refers to the difference between the amount of energy that would be consumed in a process using commercially available technology versus the minimum amount of energy needed to achieve those same results based on the 2nd law of thermodynamics. The Steel Industry Energy Bandwidth Study (PDF133 KB) also estimates steel industry energy use in the year 2010, and uses that value as a basis for comparison against the minimum requirements. This energy savings opportunity for 2010 will aid focus on longer term R&D.

    This report evaluates the historical and current concentration of the US coal industry, with special consideration given to its potential impact on competitiveness and coal Prices. Four time periods are studied: 1970, 1980, 1990, and 1994. The report Presents data at various levels: nationwide, eastern US, western US, and subregions -- Powder River Basin, Rockies, Northern Appalachia, Central Appalachia, Southern Appalachia, Illinois Basin, and several smaller areas. The report presents data on mine size, number of mines, coal Prices, Production, and ownership. Herfindahl Hirschman indices (the surn of squares Of companies` market shares) were calculated on the coal Production and ownership data to represent concentration. Through these periods, the coal industry has been relatively unconcentrated aid highly competitive. However, in most parts of the country, concentration has increased dramatically since 1990, surpassing historical levels. Concentration is also expected to continue increasing. The effects of such concentration are felt unevenly, depending of factors unique to each coal buyer and each coal company merger, acquisition, or divestment. Generally, the population of potential suppliers for each buyer is limited quality constraints. Those buyers who are greatly limited by such factors can experience dramatic changes in the concentration of their supplier populations by mergers that may have little impact on other buyers.

    The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Several US policies, including the imposition of NRC fees and licensing costs and Harbor Maintenance fees, directly harm the competitiveness of the domestic uranium industry. Finally, requirements under US law, such as those in the 1979 Nuclear Nonproliferation Act, place very strict limits on the use of US-origin uranium, limitations not imposed by other uranium-producing countries. Export promotion and coordination are two areas in which the US can help the domestic uranium industry without violating existing trade agreements or other legal or policy constraints.

    According to the Technical Work Plan titled Technical Work Plan for Waste Form Degradation Process Model Report for SR (CRWMS M&O 2000a), the purpose of this study is to perform abstractions on solubility limits of radioactive elements based on the process-level information and thermodynamic databases provided by Natural Environment Program Operations (NEPO) and Waste Package Operations (WPO). The scope of this analysis is to produce solubility limits as functions, distributions, or constants for all transported radioactive elements identified by the Performance Assessment Operations (PAO) radioisotope screening. Results from an expert elicitation for solubility limits of most radioactive elements were used in the previous Total System Performance Assessments (TSPAs). However, the elicitation conducted in 1993 does not meet the criteria set forth by the U.S. Nuclear Regulatory Commission (NRC) due to lack of documentation and traceability (Kotra et al. 1996, Section 3). Therefore, at the Waste Form Abstraction Workshop held on February 2-4, 1999, at Albuquerque, New Mexico, the Yucca Mountain Site Characterization Project (YMP) decided to develop geochemical models to study solubility for the proposed Monitored Geologic Repository. WPO/NEPO is to develop process-level solubility models, including review and compilation of relevant thermodynamic data. PAO's responsibility is to perform abstractions based on the process models and chemical conditions and to produce solubility distributions or response surfaces applicable to the proposed repository. The results of this analysis and conceptual model will feed the performance assessment for Total System Performance Assessment--Site Recommendation (TSPA-SR) and Total System Performance Assessment--License Application (TSPA-LA), and to the Waste Form Degradation Process Model Report section on concentration limits.

  3. The feasibility of effluent trading in the energy industries

    In January 1996, the U.S. Environmental Protection Agency (EPA) released a policy statement endorsing effluent trading in watersheds, hoping to spur additional interest in the subject. The policy describes five types of effluent trades - point source/point source, point source/nonpoint source, pretreatment, intraplant, and nonpoint source/nonpoint source. This report evaluates the feasibility of effluent trading for facilities in the oil and gas industry (exploration and production, refining, and distribution and marketing segments), electric power industry, and the coal industry (mines and preparation plants). Nonpoint source/nonpoint source trades are not considered since the energy industry facilities evaluated here are all point sources. EPA has administered emission trading programs in its air quality program for many years. Programs for offsets, bubbles, banking, and netting are supported by federal regulations, and the 1990 Clean Air Act (CAA) amendments provide a statutory basis for trading programs to control ozone and acid rain. Different programs have had varying degrees of success, but few have come close to meeting their expectations. Few trading programs have been established under the Clean Water Act (CWA). One intraplant trading program was established by EPA in its effluent limitation guidelines (ELGs) for the iron and steel industry. The other existing effluent trading programs were established by state or local governments and have had minimal success.

  4. The industrial role in the changing electric industry

    Armco is a large customer on the West Penn Power, Ohio Power, and Ohio Edison systems. Two of the three utilities are considered low cost providers, one as a high cost provider. Even though all three utilities provide the same product in the same region of the country, the established regulatory system for setting rates has resulted in a price disparity between these suppliers that is economically unjustified. Deregulation and retail wheeling would correct this efficiency problem to the benefit of the ratepayers. Armco, along with many other energy intensive industrials, has a long history of involvement in traditional utility matters. Typically, this role has had two phases: First, at the local level, a partnership with the utility on the efficient transmission and distribution of energy into our facilities and involvement with the utility on the customer side of the meter with projects that affect power consumption and quality in the plant. The second phase is in the regulatory world. Typically, Armco is one of many adversaries jockeying for adoption of a particular revenue requirement and method of cost allocation in PUC hearings. At the state level, Armco has successfully appealed several PUC decisions that could adversely affect business. Armco management continues to support industrial positions at the federal level through trade associations such as ELCON. Armco`s role in the changing electric power industry is discussed.

    This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (WRU-I-0160-01, formerly LA 000160 01), for the wastewater reuse site at the Idaho National Laboratory Site’s Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond from November 1, 2012 through October 31, 2013. The report contains the following information: • Facility and system description • Permit required effluent monitoring data and loading rates • Groundwater monitoring data • Status of special compliance conditions • Discussion of the facility’s environmental impacts During the 2013 reporting year, an estimated 9.64 million gallons of wastewater were discharged to the Industrial Waste Ditch and Pond which is well below the permit limit of 17 million gallons per year. The concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the applicable Idaho Department of Environmental Quality’s groundwater quality standard levels.

In addition, there are prospects for natural gas in the Bohai-North China Basin and the Qaidam Basin, NW. China, providing a base for further expansion of the gas industry. Gas reservoirs have been found in 9 different geologic ages: Sinian, Cambrian, Ordovician, Carboniferous, Permian, Triassic, Jurassic, Tertiary, and Quaternary. The explosive or combustible material of the primer is an inorganic reactive multilayer (RML). The reaction products of the RML are sub-micron grains of non-corrosive inorganic compounds that would have no harmful effects on firearms or cartridge cases.     Idaho Cleanup Project Clearance Limits for Personal Property Kevin Konzen*, CH2M-WG Idaho, LLC ; Craig Nesshoefer, Idaho Cleanup Project Abstract: CH2M-WG Idaho, LLC (CWI) had sought alternative surface clearance limits for personal property from those referenced in DOE Order 458.1, which were approved September 2013 by the Department of Energy. Because much of the property would remain within DOE control, implementation was contingent upon receiving an exemption from 10 CFR 835, Surface Contamination Values (pending). CWI requested these changes due to inadequate instrument sensitivity of standard field instruments used across the nuclear industry for the clearance of several listed radionuclides. This included 241Pu, 125I, and 129I listed in the transuranic category; 90Sr, 126I, 131I and 133I listed in the thorium category; and several Hard-To-Detect (HTD) radionuclides listed in the beta-gamma emitter category. Instrument detection capabilities are now required to be justified by DOE Order 458.1, with personal property meeting the measurement objectives specified in MARSAME. MARSAME provides a consistent approach across the industry for determining the instrument MDC for comparison with the clearance limits of personal property. Challenges were discovered with the standard GM pancake probe for achieving the required sensitivity necessary for releasing property with radionuclides listed in the beta-gamma emitter category, and was determined incapable of surveying beta-gamma emitters with total surface clearance limits below this category using standard field scanning techniques. This affected 90Sr and iodine radionuclides listed in the thorium and transuranic categories. Likewise, the transuranic category included all radionuclides meeting the generic definition of a transuranic radionuclide, such as 241Pu. CWI proposed establishing an HTD category with higher clearance limits for all radionuclides with an average beta or electron emission up to 50 keV. CWI also

    Theoretical relations are derived for the limiting beam current in a cyclic induction accelerator (CIA) with a constant guide field. The calculations are in agreement with the available experimental data. It is shown that the limiting average beam current in a CIA is of the order of 100 microamperes, i.e., the level attained in microtrons and linear accelerators.     Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    Drift limits for reinforced-concrete shear walls are investigated by reviewing the open literature for appropriate experimental data. Drift values at ultimate are determined for walls with aspect ratios ranging up to a maximum of 3.53 and undergoing different types of lateral loading (cyclic static, monotonic static, and dynamic). Based on the geometry of actual nuclear power plant structures exclusive of containments and concerns regarding their response during seismic (i.e.,cyclic) loading, data are obtained from pertinent references for which the wall aspect ratio is less than or equal to approximately 1, and for which testing is cyclic in nature (typically displacement controlled). In particular, lateral deflections at ultimate load, and at points in the softening region beyond ultimate for which the load has dropped to 90, 80, 70, 60, and 50 percent of its ultimate value, are obtained and converted to drift information. The statistical nature of the data is also investigated. These data are shown to be lognormally distributed, and an analysis of variance is performed. The use of statistics to estimate Probability of Failure for a shear wall structure is illustrated.

    As of 1981, China was producing some 474.4 billion CF (12.74 billion m/sup 3/)/yr of natural gas from over 60 gas fields, 40 of them in Sichuan Province. The Sichuan gas lies in fractures and solution cavities in limestone and dolomite formations that generally require stimulation. After desulfurization, the gas is used by the steel and chemical industries and for residential heating. Recent discoveries in other areas of China include the Guxinzhuang field in the Bohai-North China basin, where geological conditions favor large gas pools, and the Sebei fields in Qaidam basin, northwest China.

  20. Establishing Ergonomics in Industrially Developing Countries

    The introduction of ergonomics is an ongoing effort in industrially developing countries and will ultimately require an organized, programmatic approach spanning several countries and organizations. Our preliminary efforts with our partner countries of Viet Nam, Thailand, and Nicaragua have demonstrated that a one-time course is just the first step in a series of necessary events to provide skills and create an infrastructure that will have lasting impact for the host country. To facilitate that any sort of training has a lasting impact, it is recommended that host countries establish a 'contract' with class participants and the guest instructors for at least one follow-up visit so instructors can see the progress and support the participants in current and future efforts. With repeated exchanges, the class participants can become the 'in country experts' and the next generation of ergonomic trainers. Additionally, providing participants with an easy to use hazard assessment tool and methods for evaluating the financial impact of the project (cost/benefit analysis) will assist increase the likelihood of success and establish a foundation for future projects. In the future, developing trade and regionally/culturally specific 'ergonomics toolkits' can help promote broader implementation, especially where training resources may be limited.

    A law restructuring the electric utility industry in Massachusetts became effective on November 25, 1997. The law will break up the existing utility monopolies into separate generation, distribution and transmission entities, and it will allow non-utility generators access to the retail end user market. The law contains many compromises aimed at protecting consumers, ensuring savings, protecting employees and protecting the environment. While it appears that the legislation recognizes the sanctity of independent power producer contracts with utilities, it attempts to provide both carrots and sticks to the utilities and the IPP generators to encourage renegotiations and buy-down of the contracts. Waste-to-energy contracts are technically exempted from some of the obligations to remediate. Waste-to-energy facilities are classified as renewable energy sources which may have positive effects on the value to waste-to-energy derived power.   2. Industrial Facility Combustion Energy Use

    Facility-level industrial combustion energy use is calculated from greenhouse gas emissions data reported by large emitters (>25,000 metric tons CO2e per year) under the U.S. EPA's Greenhouse Gas Reporting Program (GHGRP, https://www.epa.gov/ghgreporting). The calculation applies EPA default emissions factors to reported fuel use by fuel type. Additional facility information is included with calculated combustion energy values, such as industry type (six-digit NAICS code), location (lat, long, zip code, county, and state), combustion unit type, and combustion unit name. Further identification of combustion energy use is provided by calculating energy end use (e.g., conventional boiler use, co-generation/CHP use, process heating, other facility support) by manufacturing NAICS code. Manufacturing facilities are matched by their NAICS code and reported fuel type with the proportion of combustion fuel energy for each end use category identified in the 2010 Energy Information Administration Manufacturing Energy Consumption Survey (MECS, http://www.eia.gov/consumption/manufacturing/data/2010/). MECS data are adjusted to account for data that were withheld or whose end use was unspecified following the procedure described in Fox, Don B., Daniel Sutter, and Jefferson W. Tester. 2011. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

Such expansion will provide an opportunity for the solar industry to obtain products better suited to their needs, such as low-iron glass and borosilicate glass at the lowest possible price. While there are no significant technological hurdles that would prevent the flat glass industry from meeting the solar industrys projected needs, to do so will require advance planning and substantial investments.

The objective of this presentation is to discuss the intricate details of acquiring, managing, and delivering electronic industry standards to library patrons in a seamless manner. Lessons learned regarding vendor selection and license agreements will also be discussed. Results from a survey administer at the National Renewable Energy Laboratory will be used to analyze how collection policies can properly be developed to incorporate industry standards into a library setting. The key points of acquisition decisions, avoidance of liability issues, and cost will be addressed.

  9. New York Marcellus Shale: Industry boom put on hold

Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges.   11. Wetlands for Industrial Wastewater Treatment at the Savannah River Site

    The A-01 effluent outfall, which collects both normal daily process flow and stormwater runoff from a industrial park area, did not meet the South Carolina Department of Health and Environmental Control (SCDHEC) National Pollutant Discharge Elimination System (NPDES) permit limits for metals, toxicity, and total residual chlorine at the outfall sampling point. Copper was the constituent of primary concern and the effluent consistently failed to meet that NPDES limit. Installation of a constructed wetland system including a basin to manage stormwater surges was required to reduce the problematic constituent concentrations to below the NPDES permit limits before the effluent reaches the sampling point. Both bench-scale and on-site pilot scale physical models were constructed to refine and optimize the preliminary design as well as demonstrate the effectiveness of this approach prior to construction, which was completed in October 2000. The constructed treatment wetlands system has prov en its ability to treat industrial wastewaters containing metals with low O and M costs since there are no mechanical parts. With an anticipated life of over 50 years, this system is exceptionally cost effective.

    Included in the portfolio of IP's projects are the R and D activities for several advanced technologies targeted at the textile industry, one of the top ten energy intensive industries in the country. These R and D projects have primarily been aimed at improving the energy efficiency and productivity of textile production processes. Many projects in this area have been successfully completed, and some have resulted in the development and implementation of new technologies (e.g., foam processing) for various process steps. Other projects have produced technical results that have later been utilized by the industry in other capacities (e.g., hyperfiltration). Several projects at various stages of development are currently underway. This brochure describes the Office of Industrial Programs' R and D activities relevant to the textile industry. The IE approach simultaneously optimizes activities with respect to cost, performance, and environmental impact. Industrial Ecology provides a dynamic systems-based framework that enables management of human activity on a sustainable basis by: minimizing energy and materials usage; insuring acceptable quality of life for people; minimizing the ecological impact of human activity to levels that natural systems can sustain; and maintaining the economic viability of systems for industry, trade and commerce. Industrial ecology applies systems science to industrial systems, defining the system boundary to incorporate the natural world. Its overall goal is to optimize industrial activities within the constraints imposed by ecological viability, globally and locally. In this context, Industrial systems applies not just to private sector manufacturing and services but also to government operations, including provision of infrastructure. Sandia conducted its seventeenth Prosperity Game{trademark} on May 23--25, 1997, at the Hyatt Dulles Hotel in Herndon, Virginia. The primary sponsors of the event were Sandia National Laboratories and Los Alamos National Laboratory, who were interested in using the format of a Prosperity Game to address some of the issues surrounding Industrial Ecology.     We study limits on a primordial magnetic field arising from cosmological data, including that from big bang nucleosynthesis, cosmic microwave background polarization plane Faraday rotation limits, and large-scale structure formation. We show that the physically relevant quantity is the value of the effective magnetic field, and limits on it are independent of how the magnetic field was generated.

    This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components. (4) The state of computer use in the industry is described and a prototype design tool is discussed. (5) Side by side testing of industrialized housing systems is discussed.

    Progress made by industry toward attaining the voluntary 1980 energy efficiency improvement targets is reported. The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products. Additional data from voluntary submissions are included for American Gas Association; American Hotel and Motel Association; General Telephone and Electronics Corporation; and American Telephone and Telegraph Company.     The objective of this report is to develop a vision of the future steelmaking industry including its general characteristics and technologies. In addition, the technical obstacles and research and development opportunities for commercialization of these technologies are identified. The report is being prepared by the Sloan Steel Industry Competitiveness Study with extensive input from the industry. Industry input has been through AISI (American Iron and Steel Institute), SMA (Steel Manufacturers Association) and contacts with individual company executives and technical leaders. The report identifies the major industry drivers which will influence technological developments in the industry for the next 5--25 years. Initially, the role of past drivers in shaping the current industry was examined to help understand the future developments. Whereas this report concentrates on future technologies other major factors such as national and international competition, human resource management and capital concerns are examined to determine their influence on the future industry. The future industry vision does not specify specific technologies but rather their general characteristics. Finally, the technical obstacles and the corresponding research and development required for commercialization are detailed.

    Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.
