    The sound speeds of solar models that include element diffusion agree with helioseismological measurements to a rms discrepancy of better than 0.2% throughout almost the entire sun. Models that do not include diffusion, or in which the interior of the sun is assumed to be significantly mixed, are effectively ruled out by helioseismology. Standard solar models predict the measured properties of the sun more accurately than is required for applications involving solar neutrinos.

  10. HFE Process Guidance and Standards for potential application to updating NRC guidance

    The U.S. Nuclear Regulatory Commission (NRC) reviews and evaluates the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of these guidance documents to ensure that they remain state-of-the-art design evaluation tools. Thus, the NRC has initiated a project with BNL to update the NRC guidance to remain current with recent research on human performance, advances in HFE methods and tools, and new technology. INL supported Brookhaven National Lab (BNL) to update the detailed HFE review criteria contained in NUREG-0711 and NUREG-0700 based on (1) feedback obtained from end users, (2) the results of NRC research and development efforts supporting the NRC staff’s HFE safety reviews, and (3) other material the project staff identify as applicable to the update effort. INL submitted comments on development plans and sections of NUREGs 0800, 0711, and 0700. The contractor prepared the report attached here as the deliverable for this work.

    This study estimated energy, environmental and consumer economic impacts of U.S. federal residential energy efficiency standards that became effective in the 1988-2001 period or will take effect by the end of 2007. These standards have been the subject of in-depth analyses conducted as part of DOE's standards rulemaking process. This study drew on those analyses, but updated certain data and developed a common framework and assumptions for all of the products in order to estimate realized impacts and to update projected impacts. We estimate that the considered standards will reduce residential primary energy consumption and CO{sub 2} emissions in 2020 by 8% compared to the levels expected without any standards. They will save a cumulative total of 34 quads by 2020, and 54 quads by 2030. The estimated cumulative net present value of consumer benefit amounts to $93 billion by 2020, and grows to $125 billion by 2030. The overall benefit/cost ratio of cumulative consumer impacts is 2.45 to 1. While the results of this study are subject to a fair degree of uncertainty, we believe that the general conclusions--DOE's energy efficiency standards save significant quantities of energy (and associated carbon emissions) and reduce consumers' net costs--are robust.

    ANSI/ASHRAE Standard 140, Standard Method of Test for the Evaluation of Building Energy Analysis Computer Programs applies the IEA BESTEST building thermal fabric test cases and example simulation results originally published in 1995. These software accuracy test cases and their example simulation results, which comprise the first test suite adapted for the initial 2001 version of Standard 140, are approaching their 20th anniversary. In response to the evolution of the state of the art in building thermal fabric modeling since the test cases and example simulation results were developed, work is commencing to update the normative test specification and the informative example results.

    The state of California was given authority under the Clean Air Act Amendments of 1990 (CAAA90) to set emissions standards for light-duty vehicles that exceed federal standards. In addition, other states that do not comply with the National Ambient Air Quality Standards (NAAQS) set by the Environmental Protection Agency under CAAA90 were given the option to adopt Californias light-duty vehicle emissions standards in order to achieve air quality compliance. CAAA90 specifically identifies hydrocarbon, carbon monoxide, and NOx as vehicle-related air pollutants that can be regulated.     The impact of recent changes to the ASTM Standard E722 is investigated. The methodological changes in the production of the displacement kerma factors for silicon has significant impact for some energy regions of the 1-MeV(Si) equivalent fluence response function. When evaluating the integral over all neutrons energies in various spectra important to the SNL electronics testing community, the change in the response results in an increase in the total 1-MeV(Si) equivalent fluence of 2 7%. Response functions have been produced and are available for users of both the NuGET and MCNP codes.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    An update is presented of the activities of the American Society for Testing and Materials (ASTM) Committee C-28 on Advanced Ceramics. Since its inception in 1986, this committee, which has five standard producing subcommittees, has written and published over 32 consensus standards. These standards are concerned with mechanical testing of monolithic and composite ceramics, nondestructive examination, statistical analysis and design, powder characterization, quantitative microscopy, fractography, and terminology. These standards ensure optimum material behavior with physical and mechanical property reproducibility, component reliability, and well-defined methods of data treatment and material analysis for both monolithic and composite materials. Committee C-28 continues to sponsor technical symposia and to cooperate in the development of international standards. An update of recent and current activities as well as possible new areas of standardization work will be presented.

    A laser safety and hazard analysis was performed for the temperature stabilized Big Sky Laser Technology (BSLT) laser central to the ARES system based on the 2007 version of the American National Standards Institute's (ANSI) Standard Z136.1, for Safe Use of Lasers and the 2005 version of the ANSI Standard Z136.6, for Safe Use of Lasers Outdoors. The ARES laser system is a Van/Truck based mobile platform, which is used to perform laser interaction experiments and tests at various national test sites.

    Searches for standard model Higgs boson production at the D0 experiment in ppbar collisions at sqrt(s)=1.96 TeV are carried out for Higgs boson masses (m_H) in the range 100Higgs boson. In absence of a significant excess above the background expectation, 95% confidence level upper limits are set on the production cross section for a standard model Higgs boson. The upper limits are found to be a factor of 2.11 (0.73) times the predicted standard model cross section for m_H=115 (165) GeV. Under the background-only hypothesis, the corresponding expected limit is 1.46 (0.72) times the standard model prediction. At the same confidence level, these analyses exclude a standard model Higgs boson with a mass in the range 159standard deviations.

PV performance and PV reliability are at least as important as PV cost, if not more. In the US, PV manufacturers, DOE laboratories, electric utilities, and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in the field were brought together to exchange the technical knowledge and field experience as related to current information in this evolving field of PV reliability. The papers presented here reflect this effort since the last workshop held in September, 1992. The topics covered include: cell and module characterization, module and system testing, durability and reliability, system field experience, and standards and codes.

    Solar photovoltaics (PV) is the dominant type of distributed generation (DG) technology interconnected to electric distribution systems in the United States, and deployment of PV systems continues to increase rapidly. Considering the rapid growth and widespread deployment of PV systems in United States electric distribution grids, it is important that interconnection procedures be as streamlined as possible to avoid unnecessary interconnection studies, costs, and delays. Because many PV interconnection applications involve high penetration scenarios, the process needs to allow for a sufficiently rigorous technical evaluation to identify and address possible system impacts. Existing interconnection procedures are designed to balance the need for efficiency and technical rigor for all DG. However, there is an implicit expectation that those procedures will be updated over time in order to remain relevant with respect to evolving standards, technology, and practical experience. Modifications to interconnection screens and procedures must focus on maintaining or improving safety and reliability, as well as accurately allocating costs and improving expediency of the interconnection process. This paper evaluates the origins and usefulness of the capacity penetration screen, offers potential short-term solutions which could effectively allow fast-track interconnection to many PV system applications, and considers longer-term solutions for increasing PV deployment levels in a safe and reliable manner while reducing or eliminating the emphasis on the penetration screen.

The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. This paper describes the role of HFE guidelines in the safety review process and the content of the key HFE guidelines used. Then we will present the methodology used to develop HFE guidance and update these documents, and describe the current status of the update program.

    This report provides the DOE and industry with a general process for analyzing power electronics reliability. The analysis can help with understanding the main causes of failures, downtime, and cost and how to reduce them. One approach is to collect field maintenance data and use it directly to calculate reliability metrics related to each cause. Another approach is to model the functional structure of the equipment using a fault tree to derive system reliability from component reliability. Analysis of a fictitious device demonstrates the latter process. Optimization can use the resulting baseline model to decide how to improve reliability and/or lower costs. It is recommended that both electric utilities and equipment manufacturers make provisions to collect and share data in order to lay the groundwork for improving reliability into the future. Reliability analysis helps guide reliability improvements in hardware and software technology including condition monitoring and prognostics and health management.

    This report provides a distribution reliability measurement ''toolkit'' that is intended to be an asset to regulators, utilities and power users. The metrics and standards discussed range from simple reliability, to power quality, to the new blend of reliability and power quality analysis that is now developing. This report was sponsored by the Office of Electric Transmission and Distribution, U.S. Department of Energy (DOE). Inconsistencies presently exist in commonly agreed-upon practices for measuring the reliability of the distribution systems. However, efforts are being made by a number of organizations to develop solutions. In addition, there is growing interest in methods or standards for measuring power quality, and in defining power quality levels that are acceptable to various industries or user groups. The problems and solutions vary widely among geographic areas and among large investor-owned utilities, rural cooperatives, and municipal utilities; but there is still a great degree of commonality. Industry organizations such as the National Rural Electric Cooperative Association (NRECA), the Electric Power Research Institute (EPRI), the American Public Power Association (APPA), and the Institute of Electrical and Electronics Engineers (IEEE) have made tremendous strides in preparing self-assessment templates, optimization guides, diagnostic techniques, and better definitions of reliability and power quality measures. In addition, public utility commissions have developed codes and methods for assessing performance that consider local needs. There is considerable overlap among these various organizations, and we see real opportunity and value in sharing these methods, guides, and standards in this report. This report provides a ''toolkit'' containing synopses of noteworthy reliability measurement practices. The toolkit has been developed to address the interests of three groups: electric power users, utilities, and regulators. The report will also serve to support activities to develop and share information among industry and regulatory participants about critical resources and practices. The toolkit has been developed by investigating the status of indices and definitions, surveying utility organizations on information sharing, and preparing summaries of reliability standards and monitoring requirements--the issues, needs, work under way, existing standards, practices and guidelines--for the following three classifications: (1) terms and definitions of reliability; (2) power quality standards, guidelines, and measurements; and (3) activities and organizations developing and sharing information on distribution reliability. As these synopses of reliability measurement practices are provided, it must be noted that an economic penalty may be associated with requiring too high a reliability level from the distribution system for all customers. It may be appropriate for the distribution system to supply only some base, generally accepted level of reliability. This base level would be adequate for the majority of customers. Users who need a higher level may find it economical to supply using distributed energy resources (DER) and other local solutions to reliability and power quality needs. Local solutions implemented by the customer may be the most cost-effective method for addressing the more stringent needs of a digital economy. These local solutions include energy storage, small distributed generators, and microgrids. This report also considers the market's role in addressing reliability issues and requirements. The customer's needs are discussed in view of issues such as power quality requirements of digital electronic equipment, the cost of outages, the cost of storage and new infrastructure, and natural gas prices. The market role in addressing these issues and requirements is explored. The economic considerations associated with the reliability issues are discussed, as well as the levels at which these economic decisions could be made. Finally, a discussion is provided of the role DER could play in addressing

    This paper discusses the reliability of several photovoltaic projects including SMUD`s PV Pioneer project, various projects monitored by Ascension Technology, and the Colorado Parks project. System times-to-failure range from 1 to 16 years, and maintenance costs range from 1 to 16 cents per kilowatt-hour. Factors contributing to the reliability of these systems are discussed, and practices are recommended that can be applied to future projects. This paper also discusses the methodology used to collect and analyze PV system reliability data.

    The paper and presentations compiled in this volume form the Proceedings of the fourth in a series of Workshops sponsored by Solar Energy Research Institute (SERI/DOE) under the general theme of photovoltaic module reliability during the period 1986--1990. The reliability Photo Voltaic (PV) modules/systems is exceedingly important along with the initial cost and efficiency of modules if the PV technology has to make a major impact in the power generation market, and for it to compete with the conventional electricity producing technologies. The reliability of photovoltaic modules has progressed significantly in the last few years as evidenced by warranties available on commercial modules of as long as 12 years. However, there is still need for substantial research and testing required to improve module field reliability to levels of 30 years or more. Several small groups of researchers are involved in this research, development, and monitoring activity around the world. In the US, PV manufacturers, DOE laboratories, electric utilities and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in this field were brought together under SERI/DOE sponsorship to exchange the technical knowledge and field experience as related to current information in this important field. The papers presented here reflect this effort.

    A Human Reliability Program (HRP) is designed to protect national security as well as worker and public safety by continuously evaluating the reliability of those who have access to sensitive materials, facilities, and programs. Some elements of a site HRP include systematic (1) supervisory reviews, (2) medical and psychological assessments, (3) management evaluations, (4) personnel security reviews, and (4) training of HRP staff and critical positions. Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles. During this 4-day activity, participants will examine programs that mitigate threats to nuclear security and the insider threat to include HRP, Nuclear Security Culture (NSC) Enhancement, and Employee Assistance Programs. The focus will be to develop an understanding of the need for a systematic HRP and to discuss challenges and best practices associated with mitigating the insider threat.

    A web-based, non-expert daylighting analysis tool has been developed to support daylighting-related design decisions in peripheral private offices during an early design stage (http://buildwiz.com). The tool offers a comparative, reliable, and fast analysis of the annual amount of daylight in the offices (daylight factor and daylight autonomy) and the lighting energy performance of automated lighting controls (occupancy sensors, photocells) compared to standard on/off switches. Blinds are either manually or automatically controlled.

    Understanding human-system response is critical to being able to plan and predict mission success in the modern battlespace. Commonly, human reliability analysis has been used to predict failures of human performance in complex, critical systems. However, most human reliability methods fail to take culture into account. This paper takes an easily understood state of the art human reliability analysis method and extends that method to account for the influence of culture, including acceptance of new technology, upon performance. The cultural parameters used to modify the human reliability analysis were determined from two standard industry approaches to cultural assessment: Hofstede’s (1991) cultural factors and Davis’ (1989) technology acceptance model (TAM). The result is called the Culture Adjustment Method (CAM). An example is presented that (1) reviews human reliability assessment with and without cultural attributes for a Supervisory Control and Data Acquisition (SCADA) system attack, (2) demonstrates how country specific information can be used to increase the realism of HRA modeling, and (3) discusses the differences in human error probability estimates arising from cultural differences.

    Wind industry has been challenged by premature subsystem/component failures. Various reliability data collection efforts have demonstrated their values in supporting wind turbine reliability and availability research & development and industrial activities. However, most information on these data collection efforts are scattered and not in a centralized place. With the objective of getting updated reliability statistics of wind turbines and/or subsystems so as to benefit future wind reliability and availability activities, this report is put together based on a survey of various reliability databases that are accessible directly or indirectly by NREL. For each database, whenever feasible, a brief description summarizing database population, life span, and data collected is given along with its features & status. Then selective results deemed beneficial to the industry and generated based on the database are highlighted. This report concludes with several observations obtained throughout the survey and several reliability data collection opportunities in the future.

    This document highlights the important results obtained from the subtask of the Goodyear CRADA devoted to better understanding reliability of tires and to developing better lifetime prediction methods. The overall objective was to establish the chemical and physical basis for the degradation of tires using standard as well as unique models and experimental techniques. Of particular interest was the potential application of our unique modulus profiling apparatus for assessing tire properties and for following tire degradation. During the course of this complex investigation, extensive relevant information was generated, including experimental results, data analyses and development of models and instruments. Detailed descriptions of the findings are included in this report.

    The term reliability here implies that a component satisfies a set of performance criteria while under specified conditions of use over a specified period of time. For fusion nuclear technology, the reliability goal to be pursued is the development of a mean time between failures (MTBF) for a component which is longer than its lifetime goal. While the component lifetime is mainly determined by the fluence limitation (i.e., damage level) which leads to performance degradation or failure, the MTBF represents an arithmetic average life of all units in a population. One method of assessing the reliability goal involves determining component availability needs to meet the goal plant availability, defining a test-analyze-fix development program to improve component reliability, and quantifying both test times and the number of test articles that would be required to ensure that a specified target MTBF is met. Statistically, constant failure rates and exponential life distributions are assumed for analyses and blanket component development is used as an example. However, as data are collected the probability distribution of the parameter of interest can be updated in a Bayesian fashion. The nuclear component testing program will be structured such that reliability requirements for DEMO can be achieved. The program shall not exclude the practice of a good design (such as reducing the complexity of the system to the minimum essential for the required operation), the execution of high quality manufacturing and inspection processes, and the implication of quality assurance and control for component development. In fact, the assurance of a high quality testing/development program is essential so that there is no question left for reliability.

    The efforts concentrated on modifications of the stratified Monte Carlo code called PRAISE (Piping Reliability Analysis Including Seismic Events) to make it more widely applicable to probabilistic fracture mechanics analysis of nuclear reactor piping. Pipe failures are considered to occur as the result of crack-like defects introduced during fabrication, that escape detection during inspections. The code modifications allow the following factors in addition to those considered in earlier work to be treated: other materials, failure criteria and subcritical crack growth characteristic; welding residual and vibratory stresses; and longitudinal welds (the original version considered only circumferential welds). The fracture mechanics background for the code modifications is included, and details of the modifications themselves provided. Additionally, an updated version of the PRAISE user's manual is included. The revised code, known as PRAISE-B was then applied to a variety of piping problems, including various size lines subject to stress corrosion cracking and vibratory stresses. Analyses including residual stresses and longitudinal welds were also performed.

    The motivation for an increased scope and a more proactive effort in reliability research of photovoltaic modules and systems includes reducing the levelized cost of energy and gaining better confidence in the energy and financial payback for photovoltaic systems. This increased reliability and confidence will lead to greater penetration of photovoltaics in the energy portfolio and greater employment in photovoltaics and related industries. Present research needs include the fundamental degradation mechanisms of polymers, connectors and other module components, mapping of failure mechanisms observed in the field to those in accelerated lifetime tests, determining the acceleration factors, and improving standards for modules such that tests can appropriately be assigned to evaluate their long term durability. Specific mechanisms discussed are corrosion in module components, metastability in thin-film active layers, delamination and loss of elastic properties in module polymeric materials, and inverter failure. Presently, there is hiring of reliability scientists and engineers at many levels of the value chain for photovoltaics.

    Computerized procedures (CPs) are an emerging technology within nuclear power plant control rooms. While CPs have been implemented internationally in advanced control rooms, to date no US nuclear power plant has implemented CPs in its main control room (Fink et al., 2009). Yet, CPs are a reality of new plant builds and are an area of considerable interest to existing plants, which see advantages in terms of enhanced ease of use and easier records management by omitting the need for updating hardcopy procedures. The overall intent of this paper is to provide a characterization of human reliability analysis (HRA) issues for computerized procedures. It is beyond the scope of this document to propose a new HRA approach or to recommend specific methods or refinements to those methods. Rather, this paper serves as a review of current HRA as it may be used for the analysis and review of computerized procedures.

    NREL has initiated the Gearbox Reliability Collaborative (GRC) to investigate the root cause of the low wind turbine gearbox reliability. The GRC follows a multi-pronged approach based on a collaborative of manufacturers, owners, researchers and consultants. The project combines analysis, field testing, dynamometer testing, condition monitoring, and the development and population of a gearbox failure database. At the core of the project are two 750kW gearboxes that have been redesigned and rebuilt so that they are representative of the multi-megawatt gearbox topology currently used in the industry. These gearboxes are heavily instrumented and are tested in the field and on the dynamometer. This report discusses the bearing calibrations of the gearboxes.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    High Energy Density Physics (HEDP) Experiments play an important role in corroborating the improved physics codes that underlie LLNL's Stockpile Stewardship mission. Conducting these experiments, whether on the National Ignition Facility (NIF) or another national facility such as Omega, will require not only improvement in the diagnostics for measuring the experiment, but also detailed knowledge of the as-built target components and assemblies themselves. To assist in this effort, a defined set of well-known reference standards designed to represent a range of HEDP targets have been built and are being used to quantify the performance of different characterization techniques. Without the critical step of using reference standards for qualifying characterization tools there can be no verification of either commercial or internallydeveloped characterization techniques and thus an uncertainty in the as-built-model for the initial condition to the physics codes.

    It is important to determine the existence and composition of homogeneous azeotropes in the analysis of phase behavior and in the synthesis and design of separation systems, from both theoretical and practical standpoints. A new method for reliably locating any and all homogeneous azeotropes for multicomponent mixtures is presented. The method also verifies the nonexistence of homogeneous azeotropes if none are present. The method is based on interval analysis, in particular an interval-Newton/generalized-bisection-algorithm providing a mathematical and computational guarantee that all azeotropes are located. This general-purpose technique can be applied in connection with any thermodynamic models. The technique is illustrated in several example problems using the Wilson, NRTL, and UNIQUAC activity-coefficient models.

    Gearboxes in wind turbines have not been achieving their expected design life even though they commonly meet or exceed the design criteria specified in current design standards. One of the basic premises of the National Renewable Energy Laboratory (NREL) Gearbox Reliability Collaborative (GRC) is that the low gearbox reliability results from the absence of critical elements in the design process or insufficient design tools. Key goals of the GRC are to improve design approaches and analysis tools and to recommend practices and test methods resulting in improved design standards for wind turbine gearboxes that lower the cost of energy (COE) through improved reliability. The GRC uses a combined gearbox testing, modeling and analysis approach, along with a database of information from gearbox failures collected from overhauls and investigation of gearbox condition monitoring techniques to improve wind turbine operations and maintenance practices. Testing of Gearbox 2 (GB2) using the two-speed turbine controller that has been used in prior testing. This test series will investigate non-torque loads, high-speed shaft misalignment, and reproduction of field conditions in the dynamometer. This test series will also include vibration testing using an eddy-current brake on the gearbox's high speed shaft.

    A key to the long-term success of the photovoltaic (PV) industry is confidence in the reliability of PV systems. Inverters are the most commonly noted cause of PV system incidents triggered in the field. While not all of these incidents are reliability-related or even necessarily failures, they still result in a loss of generated power. With support from the U.S. Department of Energy's Solar Energy Technologies Program, Sandia National Laboratories organized a Utility-Scale Grid-Tied Inverter Reliability Workshop in Albuquerque, New Mexico, January 27-28, 2011. The workshop addressed the reliability of large (100-kilowatt+) grid-tied inverters and the implications when such inverters fail, evaluated inverter codes and standards, and provided discussion about opportunities to enhance inverter reliability. This report summarizes discussions and presentations from the workshop and identifies opportunities for future efforts.

It is well known that the consistency of these instruments, commonly called rater reliability, limits the extent to which conclusions should be drawn from the observed data. However, the degree to which rater reliability limits conclusions has traditionally been assessed in only subjective manners. In this paper, a method is developed for objectively quantifying the impact of rate reliability on the statistical analysis of data from a commonly used collection scheme. This method allows the inclusion of a reliability index in statistical power calculations and is an invaluable tool in the planning of experiments.

    Orbital periods in AM Her stars (polars) are synchronized with spin periods of white dwarf by its high magnetic field. Since the last study of Porb distribution of these systems, the number of known objects of such type has more than doubled. This challenged us to compile a new updated catalogue of cataclysmic variables with highly magnetic white dwarfs (polars) and to study their Porb distribution. In this paper we also discus if "spike" is reliable feature in the distribution. ("Spike" is a concentration of polars in the distribution of their orbital periods near Porb = 114 min and was previously discussed by Ritter & Kolb (1992) and Shahbaz & Wood (1996).)

    Due to extreme surface to volume ratios, adhesion and friction are critical properties for reliability of Microelectromechanical Systems (MEMS), but are not well understood. In this LDRD the authors established test structures, metrology and numerical modeling to conduct studies on adhesion and friction in MEMS. They then concentrated on measuring the effect of environment on MEMS adhesion. Polycrystalline silicon (polysilicon) is the primary material of interest in MEMS because of its integrated circuit process compatibility, low stress, high strength and conformal deposition nature. A plethora of useful micromachined device concepts have been demonstrated using Sandia National Laboratories' sophisticated in-house capabilities. One drawback to polysilicon is that in air the surface oxidizes, is high energy and is hydrophilic (i.e., it wets easily). This can lead to catastrophic failure because surface forces can cause MEMS parts that are brought into contact to adhere rather than perform their intended function. A fundamental concern is how environmental constituents such as water will affect adhesion energies in MEMS. The authors first demonstrated an accurate method to measure adhesion as reported in Chapter 1. In Chapter 2 through 5, they then studied the effect of water on adhesion depending on the surface condition (hydrophilic or hydrophobic). As described in Chapter 2, they find that adhesion energy of hydrophilic MEMS surfaces is high and increases exponentially with relative humidity (RH). Surface roughness is the controlling mechanism for this relationship. Adhesion can be reduced by several orders of magnitude by silane coupling agents applied via solution processing. They decrease the surface energy and render the surface hydrophobic (i.e. does not wet easily). However, only a molecular monolayer coats the surface. In Chapters 3-5 the authors map out the extent to which the monolayer reduces adhesion versus RH. They find that adhesion is independent of RH up to a threshold value, depending on the coating chemistry. The mechanism for the adhesion increase beyond this threshold value is that the coupling agent reconfigures from a surface to a bulk phase (Chapter 3). To investigate the details of how the adhesion increase occurs, the authors developed the mechanics for adhesion hysteresis measurements. These revealed that near-crack tip compression is the underlying cause of the adhesion increase (Chapter 4). A vacuum deposition chamber for silane coupling agent deposition was constructed. Results indicate that vapor deposited coatings are less susceptible to degradation at high RH (Chapter 5). To address issues relating to surfaces in relative motion, a new test structure to measure friction was developed. In contrast to other surface micromachined friction test structures, uniform apparent pressure is applied in the frictional contact zone (Chapter 6). The test structure will enable friction studies over a large pressure and dynamic range. In this LDRD project, the authors established an infrastructure for MEMS adhesion and friction metrology. They then characterized in detail the performance of hydrophilic and hydrophobic films under humid conditions, and determined mechanisms which limit this performance. These studies contribute to a fundamental understanding for MEMS reliability design rules. They also provide valuable data for MEMS packaging requirements.

    This presentation provides an update to the author's standards report provided at the ICNC-2007 meeting. It includes a discussion about the difference between, and the value of participating in, the development of international 'consensus' standards as opposed to nonconsensus standards. Standards are developed for a myriad of reasons. Generally, standards represent an agreed upon, repeatable way of doing something as defined by an individual or group of people. They come in various types. Examples include personal, family, business, industrial, commercial, and regulatory such as military, community, state, federal, and international standards. Typically, national and international 'consensus' standards are developed by individuals and organizations of diverse backgrounds representing the subject matter users and developers of a service or product and other interested parties or organizations. Within the International Organization for Standardization (ISO), Technical Committee 85 (TC85) on nuclear energy, Subcommittee 5 (SC5) on nuclear fuel technology, there is a Working Group 8 (WG8) on standardization of calculations, procedures, and practices related to criticality safety. WG8 has developed, and is developing, ISO standards within the category of nuclear criticality safety of fissionable materials outside of reactors (i.e., nonreactor fissionable material nuclear fuel cycle facilities). Since the presentation of the ICNC-2007 report, WG8 has issued three new finalized international standards and is developing two more new standards. Nearly all elements of the published WG8 ISO standards have been incorporated into IAEA nonconsensus guides and standards. The progression of consensus standards development among international partners in a collegial environment establishes a synergy of different concepts that broadens the perspectives of the members. This breadth of perspectives benefits the working group members in their considerations of consensus standards developments in their own countries. A testament to the value of the international standards efforts is that nearly all elements of the published WG8 ISO standards have been incorporated into IAEA nonconsensus guides and standards and are mainly consistent with international ISO member domestic standards.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

    Reliability is the probability that a device or system will perform its function adequately, for the period of time intended, under the operating conditions intended. Reliability and economy are two important factors in operating any system, especially in power generation. Due to the high rate in population growth in Iran, the experts have estimated that the demand for electricity will be about 63,000 MW in the next 25 years, the installed power is now about 26,000 MW. Therefore, the energy policy decision made in Iran is to go to power generation by hydroelectric plants because of reliability, availability of water resources and the economics of hydroelectric power.

    As risk-informed applications (RIAs) are actively implanted in the nuclear industry, an issue associated with technical adequacy of Probabilistic Safety Assessment (PSA) arises in its modeling and data sourcing. In Korea, PSA for all Korean NPPs has been completed and KHNP(Korea Hydro and Nuclear Power Plant Company) developed the database called the Plant Reliability Data Information System (PRinS). It has several characteristics that distinguish it from other database system such as NPRDs (INPO,1994), PRIS (IAEA), and SRDF (EdF). This database has the function of systematic data management such as automatic data-gathering, periodic data deposition and updating, statistical analysis including Bayesian method, and trend analysis of failure rate or unavailability. In recent PSA for CANDU reactor, the component failure data of EPRI ALWR URD and Component Reliability Database were preferentially used as generic data set. The error factor for most component failure data was estimated by using the information NUREG/CR-4550 and NUREG/CR-4639. Also, annual trend analysis was performed for the functional losses of components using the statistical analysis and chart module of PRinS. Furthermore, the database has been updated regularly and maintained as a living program to reflect the current status. This paper presents the failure data analysis using PRinS which provides Bayesian analysis on main components in the CANDU reactor. (authors)

    This paper reports on reliability centered maintenance (RCM) which is considered a crucial part of future reliability engineering. RCM determines the maintenance requirements of plants and equipment in their operating context. The RCM method has been applied to the management of critical sealless pumps in fire/toxic risk services, typical of the petrochemical industry. The method provides advantages from a detailed study of any critical engineering system. RCM is a team exercise and fosters team spirit in the plant environment. The maintenance strategy that evolves is based on team decisions and relies on maximizing the inherent reliability built into the equipment.     An assessment of the 32 year historical reliability of the 13.8 kV electrical distribution system at the Oak Ridge National Laboratory (ORNL) in Tennessee has yielded several conclusions useful In the planning of Industrial power Systems. The system configuration at ORNL has essentially remained unchanged in the last 32 years which allows a meaningful comparison of reliability trends for the plant`s eight overhead distribution lines, two of which were built in the 1960`s with lightning resistant construction techniques. Meticulous records indicating the cause, duration, and location of 135 electric outages in the plant`s distribution system have allowed a reliability assessment to be performed. The assessment clearly shows how differences in voltage construction class, length, age, and maximum elevation above a reference elevation influence the reliability of overhead power distribution lines. Comparisons are also made between the ORNL historical data and predicted failure rates from ANSI and IEEE industry surveys.

    The Pacific Northwest Laboratory is conducting a four-phase program for measuring and evaluating the effectiveness and reliability of in-service inspection (lSI} performed on the primary system piping welds of commercial light water reactors (LWRs). Phase I of the program is complete. A survey was made of the state of practice for ultrasonic rsr of LWR primary system piping welds. Fracture mechanics calculations were made to establish required nondestrutive testing sensitivities. In general, it was found that fatigue flaws less than 25% of wall thickness would not grow to failure within an inspection interval of 10 years. However, in some cases failure could occur considerably faster. Statistical methods for predicting and measuring the effectiveness and reliability of lSI were developed and will be applied in the "Round Robin Inspections" of Phase II. Methods were also developed for the production of flaws typical of those found in service. Samples fabricated by these methods wilI be used in Phase II to test inspection effectiveness and reliability. Measurements were made of the influence of flaw characteristics {i.e., roughness, tightness, and orientation) on inspection reliability. These measurernents, as well as the predictions of a statistical model for inspection reliability, indicate that current reporting and recording sensitivities are inadequate.

    This paper deals with the scheduling of trains so as to minimise train trip times, whilst maximising reliability of arrival times. The amount of risk of delay associated with a schedule is used as the reliability component of a constrained schedule optimisation model. The paper outlines the model developed to quantify the risk of delays to individual trains, as well as to specific track segments and to the schedule as a whole. The risk model, which deals with single track operations, can be used to estimate the likely impact on reliability of arrival times of changes in train frequencies and operating practices; track and station infrastructure investment strategies; and train technology upgrading. An application of the model to the optimisation of schedules on a track corridor is described. The results obtained using the model are compared with the schedules used by train operations planning staff, in terms of overall delay and timetable reliability. The results highlight the significance of including a measure of timetable reliability, such as risk of delays, in the objective function for scheduling optimisation.

    Materials compatibility studies of aged, engineered materials and hardware are critical to understanding and predicting component reliability, particularly for systems with extended stockpile life requirements. Nondestructive testing capabilities for component reliability would significantly enhance lifetime predictions. For example, if the detection of crack propagation through a solder joint can be demonstrated, this technique could be used to develop baseline information to statistically determine solder joint lifelengths. This report will investigate high frequency signal response techniques for nondestructively evaluating the electrical behavior of thick film hybrid transmission lines.

    Differential Evolution Markov Chain (DE-MC) is an adaptive MCMC algorithm, in which multiple chains are run in parallel. Standard DE-MC requires at least N=2d chains to be run in parallel, where d is the dimensionality of the posterior. This paper extends DE-MC with a snooker updater and shows by simulation and real examples that DE-MC can work for d up to 50--100 with fewer parallel chains (e.g. N=3) by exploiting information from their past by generating jumps from differences of pairs of past states. This approach extends the practical applicability of DE-MC and is shown to be about 5--26 times more efficient than the optimal Normal random walk Metropolis sampler for the 97.5% point of a variable from a 25--50 dimensional Student T{sub 3} distribution. In a nonlinear mixed effects model example the approach outperformed a block-updater geared to the specific features of the model.

    Since early 1993 the natural gas industry has pursued the creation of industry-wide standards through two parallel paths. The Federal Energy Regulatory Commission (FERC) must be credited with getting the industry moving forward towards electronic information standardization. FERC`s Order 636 required interstate pipelines to set up electronic bulletin boards for trading released capacity. Their goal was to foster an efficient and competitive secondary market for pipeline capacity. The Natural gas Industry set up a Gas Industry Standards Board (GISB) to promote gas standards initially through improving and expanding electronic communication which would then assist the natural gas industry in improving customer service, enhancing the reliability of natural gas service, and increasing the efficiency of natural gas markets. This paper describes the goals and organizational structure of the GISB.
