    Radiocarbon dating can be used to determine the age of objects that contain components that were once alive. In the case of human remains, a radiocarbon date can distinguish between a crime scene and an archeological site. Documents, museum artifacts and art objects can be dated to determine if their age is correct for the historical context. A radiocarbon date does not confirm authenticity, but it can help identify a forgery.

    Of all the fundamental parameters of the Sun (diameter, mass, temperature...), the gravitational multipole moments (of degree l and order m) that determine the solar moments of inertia, are still poorly known. However, at the first order (l=2), the quadrupole moment is relevant to many astrophysical applications. It indeed contributes to the relativistic perihelion advance of planets, together with the post-Newtonian (PN) parameters; or to the precession of the orbital plane about the Sun polar axis, the latter being unaffected by the purely relativistic PN contribution. Hence, a precise knowledge of the quadrupole moment is necessary for accurate orbit determination, and alternatively, to obtain constraints on the PN parameters. Moreover, the successive gravitational multipole moments have a physical meaning: they describe deviations from a purely spherical mass distribution. Thus, their precise determination gives indications on the solar internal structure. Here, we explain why it is difficult to compute these parameters, how to derive the best values, and how they will be determined in a near future by means of space experiments.

    Detailed annual and triannual reports describing the progress accomplished during the tenure of this grant were filed with the Program Manager for Catalysis at the Office of Basic Energy Sciences. To avoid unnecessary duplication, the present report will provide a brief overview of the research areas that were sponsored by this grant and list the resulting publications and theses based on this DOE supported research. The scientific personnel participating in (and trained by) this grant's research are also listed. Research carried out under this DOE grant was largely concerned with the mechanisms of the homogeneous catalytic and photocatalytic activation of small molecules such as carbon monoxide, dihydrogen and various hydrocarbons. Much of the more recent effort has focused on the dynamics and mechanisms of reactions relevant to substrate carbonylations by homogeneous organometallic catalysts. A wide range of modern investigative techniques were employed, including quantitative fast reaction methodologies such as time-resolved optical (TRO) and time-resolved infrared (TRIR) spectroscopy and stopped flow kinetics. Although somewhat diverse, this research falls within the scope of the long-term objective of applying quantitative techniques to elucidate the dynamics and understand the principles of mechanisms relevant to the selective and efficient catalytic conversions of fundamental feedstocks to higher value materials.

    Historically, most energy models were reasonably equipped to assess the impact of a subsidy or change in taxation, but are often insufficient to assess the impact of more innovative policy instruments. We evaluate the models used to assess future energy use, focusing on industrial energy use. We explore approaches to engineering-economic analysis that could help improve the realism and policy relevance of engineering-economic modeling frameworks. We also explore solutions to strengthen the policy usefulness of engineering-economic analysis that can be built from a framework of multi-disciplinary cooperation. We focus on the so-called ''engineering-economic'' (or ''bottom-up'') models, as they include the amount of detail that is commonly needed to model policy scenarios. We identify research priorities for the modeling framework, technology representation in models, policy evaluation and modeling of decision-making behavior.

    A system for electronically publishing the requirements of a buyer that reduces the time and paperwork required by vendors to transact business with the buyer. The electronic publication includes one or more categorized lists of items that the buyer is seeking to procure. Each listed item includes the name of the item, a brief description of the item, the name of a contact person within the buyer's organization, and one or more dates relevant to the item. The name of the item is presented as a hyperlink that leads to a detailed description of the item and a list of electronically editable forms required by the buyer. The name of the contact person is also presented as a hyperlink that leads to contact information for the contact person. Within the electronic publication, vendors can register with the buyer regarding any listed item(s). Registered vendors receive automatic updates relating to items for which they registered.     Uncertainty in economics still poses some fundamental problems illustrated, e.g., by the Allais and Ellsberg paradoxes. To overcome these difficulties, economists have introduced an interesting distinction between 'risk' and 'ambiguity' depending on the existence of a (classical Kolmogorovian) probabilistic structure modeling these uncertainty situations. On the other hand, evidence of everyday life suggests that 'context' plays a fundamental role in human decisions under uncertainty. Moreover, it is well known from physics that any probabilistic structure modeling contextual interactions between entities structurally needs a non-Kolmogorovian quantum-like framework. In this paper we introduce the notion of 'contextual risk' with the aim of modeling a substantial part of the situations in which usually only 'ambiguity' is present. More precisely, we firstly introduce the essentials of an operational formalism called 'the hidden measurement approach' in which probability is introduced as a consequence of fluctuations in the interaction between entities and contexts. Within the hidden measurement approach we propose a 'sphere model' as a mathematical tool for situations in which contextual risk occurs. We show that a probabilistic model of this kind is necessarily non-Kolmogorovian, hence it requires either the formalism of quantum mechanics or a generalization of it. This insight is relevant, for it explains the presence of quantum or, better, quantum-like, structures in economics, as suggested by some authors, and can serve to solve the aforementioned paradoxes.

    ElectroNeedles technology was developed as part of an earlier Grand Challenge effort on Bio-Micro Fuel Cell project. During this earlier work, the fabrication of the ElectroNeedles was accomplished along with proof-of-concept work on several electrochemically active analytes such as glucose, quinone and ferricyanide. Additionally, earlier work demonstrated technology potential in the field of immunosensors by specifically detecting Troponin, a cardiac biomarker. The current work focused upon fabrication process reproducibility of the ElectroNeedles and then using the devices to sensitively detect p-cresol, a biomarker for kidney failure or nephrotoxicity. Valuable lessons were learned regarding fabrication assurance and quality. The detection of p-cresol was accomplished by electrochemistry as well as using fluorescence to benchmark ElectroNeedles performance. Results from these studies will serve as a guide for the future fabrication processes involving ElectroNeedles as well as provide the groundwork necessary to expand technology applications. One paper has been accepted for publication acknowledging LDRD funding (K. E. Achyuthan et al, Comb. Chem. & HTS, 2008). We are exploring the scope for a second paper describing the applications potential of this technology.

    Magnetically levitated passenger-transportation vehicles, using attractive and repulsive magnetic forces, are currently in the development or prototype-revenue stages in Japan and Germany. The basic principles of these technologies have been understood for several decades, but their practical applications awaited advances in high-power electronic devices, modern controls, superconducting magnets, and improvements in our transportation infrastructures. A considerable amount of work was devoted to magnetic-levitation (maglev) transportation system in the late 1960s and the 1970s. Detailed development was sustained primarily in Germany and Japan. This listing of publications was begun as the initial phase of a design study for a maglev development facility sponsored by the State of Illinois. The listing has been continually updated under programs sponsored by the Federal Railroad Administration and the US Army Corps of Engineers. In 1991, the National Maglev Initiative issued 27 contracts for the study of technical issues related to maglev and four contracts for the definition of maglev systems. In December 1991, the Intermodal Surface Transportation Efficiency Act was enacted, mandating the development of a US-designed maglev system in a six-year period. This listing is offered as an aid to those working on these projects, to help them locate technical papers on relevant technologies. The design and installation of a maglev transportation system will require the efforts of workers in many disciplines, from electronics to economics to safety. Accordingly, the references have been grouped in 14 different sections to expedite review of the listing. In many case, the references are annotated to indicate the general content of the papers. Abstracts are not available. A list of information services from which the listed documents might be obtained and an author index are provided.

    The Spallation Neutron Source (SNS) will provide an intense source of low-energy neutrons for experimental use. The low-energy neutrons are produced by the interaction of a high-energy (1.0 GeV) proton beam on a mercury (Hg) target and slowed down in liquid hydrogen or light water moderators. Computer codes and computational techniques are being benchmarked against relevant experimental data to validate and verify the tools being used to predict the performance of the SNS. The LAHET Code System (LCS), which includes LAHET, HTAPE ad HMCNP (a modified version of MCNP version 3b), have been applied to the analysis of experiments that were conducted in the Alternating Gradient Synchrotron (AGS) facility at Brookhaven National Laboratory (BNL). In the AGS experiments, foils of various materials were placed around a mercury-filled stainless steel cylinder, which was bombarded with protons at 1.6 GeV. Neutrons created in the mercury target, activated the foils. Activities of the relevant isotopes were accurately measured and compared with calculated predictions. Measurements at BNL were provided in part by collaborating scientists from JAERI as part of the AGS Spallation Target Experiment (ASTE) collaboration. To date, calculations have shown good agreement with measurements.

    This document summarizes the Department of Energy`s Second Joint Energy Research/Defence Programs Security Research Workshop. The workshop, built on the results of the first Joint Workshop which reviewed security requirements represented in a range of mission-critical ER and DP applications, discussed commonalties and differences in ER/DP requirements and approaches, and identified an integrated common set of security research priorities. One significant conclusion of the first workshop was that progress in a broad spectrum of DOE-relevant security problems and applications could best be addressed through public-key cryptography based systems, and therefore depended upon the existence of a robust, broadly deployed public-key infrastructure. Hence, public-key infrastructure ({open_quotes}PKI{close_quotes}) was adopted as a primary focus for the second workshop. The Second Joint Workshop covered a range of DOE security research and deployment efforts, as well as summaries of the state of the art in various areas relating to public-key technologies. Key findings were that a broad range of DOE applications can benefit from security architectures and technologies built on a robust, flexible, widely deployed public-key infrastructure; that there exists a collection of specific requirements for missing or undeveloped PKI functionality, together with a preliminary assessment of how these requirements can be met; that, while commercial developments can be expected to provide many relevant security technologies, there are important capabilities that commercial developments will not address, due to the unique scale, performance, diversity, distributed nature, and sensitivity of DOE applications; that DOE should encourage and support research activities intended to increase understanding of security technology requirements, and to develop critical components not forthcoming from other sources in a timely manner.
