    The Energy Information Administration (EIA) publishes estimates monthly and annually of the production of natural gas in the United States. The estimates are based on data EIA collects from gas producing states and data collected by the U. S. Minerals Management Service (MMS) in the Department of Interior. The states and MMS collect this information from producers of natural gas for various reasons, most often for revenue purposes. Because the information is not sufficiently complete or timely for inclusion in EIA's Natural Gas Monthly (NGM), EIA has developed estimation methodologies to generate monthly production estimates that are described in this document.

    The collection of basic, verifiable information on the Nation`s reserves and production of natural gas liquids (NGL) is mandated by the Federal Energy Administration Act of 1974 (FEAA) (Public Law 93-275) and the Department of Energy Organization Act of 1977 (Public Law 95-91). Gas shrinkage volumes reported on Form EIA-64A by natural gas processing plant operators are used with natural gas data collected on a {open_quotes}wet after lease separation{close_quotes} basis on Form EIA-23, Annual Survey of Domestic Oil and Gas Reserves, to estimate {open_quotes}dry{close_quotes} natural gas reserves and production volumes regionally and nationally. The shrinkage data are also used, along with the plant liquids production data reported on Form EIA-64A, and lease condensate data reported on Form EIA-23, to estimate regional and national gas liquids reserves and production volumes. This information is the only comprehensive source of credible natural gas liquids data, and is required by DOE to assist in the formulation of national energy policies.

    Fission product release from irradiated LWR fuel is being studied by heating fuel rod segments in flowing steam and an inert carrier gas to simulate accident conditions. Fuels with a range of irradiation histories are being subjected to several steam flow rates over a wide range of temperatures. Fission product release during each test is measured by gamma spectroscopy and by detailed examination of the collection apparatus after the test has been completed. These release results are complemented by a detailed posttest examination of samples of the fuel rod segment. Results of release measurements and fuel rod characterizations for tests at 1400 through 2000/sup 0/C are presented in this paper.

    The purpose of this report is to document and detail the thermal releases from the Hanford nuclear production reactors during the period 1951 through 1971, and to put these releases in historical perspective with respect to changing Columbia River flows and temperatures. This information can also be used as a foundation for further ecological evaluations. When examining Hanford production reactor thermal releases to the Columbia River all related factors affecting the releases and the characteristics of the river should be considered. The major considerations in the present study were the characteristics of the releases themselves (primarily coolant flow rate, temperatures, discharge facilities, period of operation, and level of operation) and the characteristics of the river in that reach (primarily flow rate, temperature and mixing characteristics; the effects of dam construction were also taken into account). In addition, this study addressed ecological effects of thermal releases on aquatic species. Accordingly, this report includes discussion of the reactor cooling system, historical heat releases, thermal mixing and transport studies, hydroelectric power development, and ecologic effects of Hanford production reactor heat releases on salmon and trout. Appendix A contains reactor operating statistics, and Appendix B provide computations of heat added to the Columbia River between Priest Rapids Dam and Richland, Washington.

    EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established. - Highlights: Black-Right-Pointing-Pointer This paper identifies opportunities to link EIA and green procurement.     Test VI-7 was the final test in the VI series conducted in the vertical furnace. The fuel specimen was a 15.2-cm-long section of a fuel rod from the Monticello boiling water reactor (BWR). The fuel had experienced a burnup of {approximately}-40 Mwd/kg U. It was heated in an induction furnace for successive 20-min periods at 2000 and 2300 K in a moist air-helium atmosphere. Integral releases were 69% for {sup 85}Kr, 52% for {sup 125}Sb, 71% for both {sup 134}Cs and {sup 137}Cs, and 0.04% for {sup 154}Eu. For the non-gamma-emitting species, release values for 42% for I, 4.1% for Ba, 5.3% for Mo, and 1.2% for Sr were determined. The total mass released from the furnace to the collection system, including fission products, fuel, and structural materials, was 0.89 g, with 37% being collected on the thermal gradient tubes and 63% downstream on filters. Posttest examination of the fuel specimen indicated that most of the cladding was completely oxidized to ZrO{sub 2}, but that oxidation was not quite complete at the upper end. The release behaviors for the most volatile elements, Kr and Cs, were in good agreement with the ORNL-Booth Model.

    Propagating detonation waves exhibit a curvature effect in which the detonation speed decreases with increasing front curvature. The curvature effect is due to the width of the wave profile. Numerically, the wave profile depends on resolution. With coarse resolution, the wave width is too large and results in a curvature effect that is too large. Consequently, the detonation speed decreases as the cell size is increased. We propose a modification to the products equation of state (EOS) to compensate for the effect of numerical resolution; i.e., to increase the CJ pressure in order that a simulation propagates a detonation wave with a speed that is on average correct. The EOS modification also adjusts the release isentrope to correct the energy release.

    In December, 2002, the Energy Information Administration (EIA) released its Annual Energy Review, 2001 (hereafter AER01; the document is available at: http://www.eia.doe.gov/emeu/aer/contents.html), with extensive revisions to both the electricity data and the categories under which the data are reported. The basics of these revisions are explained in Appendix H of AER01, ''Estimating and Presenting Power Sector Fuel Use in EIA Publications and Analyses'' (which can be downloaded from the ''Appendices and Glossary'' link). This revision was timely and eliminated the growing ''adjustments'' that reconciled the discrepancy between the sum of fuels consumed by the four end-use sectors and the electricity sector with the total energy consumed by the four end-use sectors (i.e., with electricity losses allocated back to the four end-use sectors). This adjustment jumped from almost nothing in 1988 to 128 trillion Btu (TBtu) in 1989 and grew to a half-quadrillion British thermal unit (quad) by 199 8. In 1999 it was -3.2 quad and in 2000, as reported in the AER 2000, it was -4.3 quad. After revisions, the adjustment nearly disappears, with the largest adjustment over the period 1989-2001 at 10 trillion Btu (TBtu). Even with these revisions, however, there are still some very strange numbers. This paper explains these revisions and accounting techniques, and tries to reconcile some of the data via an appeal to the detailed Independent Power Producer survey, EIA Form 860b, for 1998 and 1999.

    A new methodology is implemented with the monthly natural gas production estimates from the EIA-914 survey this month. The estimates, to be released April 29, 2010, include revisions for all of 2009. The fundamental changes in the new process include the timeliness of the historical data used for estimation and the frequency of sample updates, both of which are improved.

    This background report describes the technical basis for the newly proposed American Nuclear Society (ANS) 5.4 standard, Methods for Calculating the Fractional Release of Volatile Fission Products from Oxide Fuels. The proposed ANS 5.4 standard provides a methodology for determining the radioactive fission product releases from the fuel for use in assessing radiological consequences of postulated accidents that do not involve abrupt power transients. When coupled with isotopic yields, this method establishes the 'gap activity,' which is the inventory of volatile fission products that are released from the fuel rod if the cladding are breached.

    Environmental impact assessment (EIA) was first introduced in India based on the Environmental Protection Act (EPA), 1986. But formally it came in to effect, when Ministry of Environment and Forest (MoEF) has passed a major legislative measure under EPA in January 1994 for Environmental Clearance (EC) known as EIA Notification, 1994. Subsequently, EIA processes have been strengthened by MoEF by a series of amendments. The current practice is adhering to EIA Notification, 2006 and its amendments. The pieces of evidence collected and analysis in the present assessment suggest that, despite a sound legislative, administrative and procedural set-up EIA has not yet evolved satisfactorily in India. An appraisal of the EIA system against systematic evaluation criteria, based on discussions with various stakeholders, EIA expert committee members, approval authorities, project proponents, NGOs and consulting professionals, reveals various drawbacks of the EIA system. These mainly include; inadequate capacity of EIA approval authorities, deficiencies in screening and scoping, poor quality EIA reports, inadequate public participation and weak monitoring. Overall, EIA is used presently as a project justification tool rather than as a project planning tool to contribute to achieving sustainable development. While shortcomings are challenging, Government of India is showing a high degree of commitment. The EIA system in the country is undergoing progressive refinements by steadily removing the constraints.     In spite of the massive success of shale gas production in the US in the last few decades there are still major concerns with the steep decline in wellbore production and the large uncertainty in a long-term projection of decline curves. A reliable projection must rely on a mechanistic understanding of methane release in shale matrix–a limiting step in shale gas extraction. Here we show that methane release in nanoporous kerogen matrix is characterized by fast release of pressurized free gas (accounting for ~30–47% recovery) followed by slow release of adsorbed gas as the gas pressure decreases, and we usemore » molecular simulations to demonstrate it. The first stage is driven by the gas pressure gradient while the second stage is controlled by gas desorption and diffusion. We further show that diffusion of all methane in nanoporous kerogen behaves differently from the bulk phase, with much smaller diffusion coefficients. The MD simulations also indicate that a significant fraction (3–35%) of methane deposited in kerogen can potentially become trapped in isolated nanopores and thus not recoverable. Finally, our results shed a new light on mechanistic understanding gas release and production decline in unconventional reservoirs. The long-term production decline appears controlled by the second stage of gas release.« less

  5. Expectations for Oil Shale Production (released in AEO2009)

    Oil shales are fine-grained sedimentary rocks that contain relatively large amounts of kerogen, which can be converted into liquid and gaseous hydrocarbons (petroleum liquids, natural gas liquids, and methane) by heating the rock, usually in the absence of oxygen, to 650 to 700 degrees Fahrenheit (in situ retorting) or 900 to 950 degrees Fahrenheit (surface retorting). (Oil shale is, strictly speaking, a misnomer in that the rock is not necessarily a shale and contains no crude oil.) The richest U.S. oil shale deposits are located in Northwest Colorado, Northeast Utah, and Southwest Wyoming. Currently, those deposits are the focus of petroleum industry research and potential future production. Among the three states, the richest oil shale deposits are on federal lands in northwest Colorado.

    The Environmental Impact Assessment (EIA) Directive first entered into force in the United States in 1969, and began to be implemented in many other countries by 1990. The first Environmental Impact Assessment (EIA) Directive in Turkey was published on February 7, 1993, under the Environmental Law No. 2872. The EIA Directive was revised seven times on June 23, 1997, June 6, 2002, December 16, 2003, July 17, 2008, October 3, 2013, and November 25, 2014. Several amendments were made during this process. The first EIA Directive dated 1993 was narrow in scope and its procedure was long, while the amendments in 2003, 2008, 2013, and 2014 widened the scope of the EIA, and shortened the EIA assessment procedures. In this study, the amendments to the Turkish EIA Directive were analysed, and their effect on the number of EIA decisions made was addressed. It was concluded that the uncertainties in EIA procedures were removed, procedures were shortened, and as a result, the number of EIA decisions increased thanks to the revisions made in line with harmonisation with European Union (EU) acquis. - Highlights: • Demonstrates the Environmental Impact Assessment practices in Turkey. • Demonstrates the application of the EIA in Turkey by sector. • Demonstrates the amendments of the EIA by-laws in Turkey. • Demonstrates the changes in EIA practices and EIA decisions.

    During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice. - Highlights: • SEA system is incomplete and stays limited to the plan EIA level in China. • EIA on economic policy is of utmost importance for all the developing countries. • Four case studies of trade policy EIA in China are reviewed for policy implications. • Departmental competition for political power impedes economic policy EIAs in China. • Legislative regulation on policy EIA is the first thing needed to overcome barrier.

    This first in a series of high-temperature fission product release tests was conducted for 30 min at 1400/sup 0/C, with the release taking place into flowing steam. The fuel specimen was a 20-cm-long section of H.B. Robinson fuel rod, irradiated to 28,000 MWd per metric ton (t). After the test, the Zircaloy cladding of the specimen was almost completely oxidized and was quite fragile. The fission product collection system included a thermal gradient tube (700-150/sup 0/C), filters, heated charcoal, and cooled charcoal. Gamma ray analysis of apparatus components and collectors showed that about 2.83% of the /sup 85/Kr and 1.75% of the /sup 137/Cs were released from the fuel. Activation analysis of leach solutions from these components indicated that 2.04% of the /sup 129/I was released. Other analyses revealed small but significant releases of the radionuclides /sup 125/Sb and /sup 106/Ru, and of the elements Br, Rb, Sr, Zr, Ag, Sn, Te, Ba, and La.

    The AGR-1 experiment is a fueled multiple-capsule irradiation experiment that was irradiated in the Advanced Test Reactor (ATR) from December 26, 2006 until November 6, 2009 in support of the Very High Temperature Reactor (VHTR) Technology Development Office (TDO) Fuel Development and Qualification program. An important measure of the fuel performance is the quantification of the fission product releases over the duration of the experiment. To provide this data for the inert fission gasses(Kr and Xe), a fission product monitoring system (FPMS) was developed and implemented to monitor the individual capsule effluents for the radioactive species. The FPMS continuously measured the concentrations of various krypton and xenon isotopes in the sweep gas from each AGR-1 capsule to provide an indicator of fuel irradiation performance. Spectrometer systems quantified the concentrations of Kr-85m, Kr-87, Kr-88, Kr-89, Kr-90, Xe-131m, Xe-133, Xe 135, Xe 135m, Xe-137, Xe-138, and Xe-139 accumulated over repeated eight hour counting intervals.-. To determine initial fuel quality and fuel performance, release activity for each isotope of interest was derived from FPMS measurements and paired with a calculation of the corresponding isotopic production or birthrate. The release activities and birthrates were combined to determine Release-to-Birth ratios for the selected nuclides. R/B values provide indicators of initial fuel quality and fuel performance during irradiation. This paper presents a brief summary of the FPMS, the release to birth ratio data for the AGR-1 experiment and preliminary comparisons of AGR-1 experimental fuels data to fission gas release models.

  5. Linear Free Energy Correlations for Fission Product Release from the Fukushima-Daiichi Nuclear Accident

    This paper extends the preliminary linear free energy correlations for radionuclide release performed by Schwantes, et al., following the Fukushima-Daiichi Nuclear Power Plant accident. Through evaluations of the molar fractionations of radionuclides deposited in the soil relative to modeled radionuclide inventories, we confirm the source of the radionuclides to be from active reactors rather than the spent fuel pool. Linear correlations of the form ln⁡Χ=-α (ΔG_rxn^° (T_C ))/(RT_C )+β were obtained between the deposited concentration and the reduction potential of the fission product oxide species using multiple reduction schemes to calculate ΔG_rxn^° (T_C ). These models allowed an estimate of the upper bound for the reactor temperatures of T_C between 2130 K and 2220 K, providing insight into the limiting factors to vaporization and release of fission products during the reactor accident. Estimates of the release of medium-lived fission products 90Sr, 121mSn, 147Pm, 144Ce, 152Eu, 154Eu, 155Eu, 151Sm through atmospheric venting and releases during the first month following the accident were performed, and indicate large quantities of 90Sr and radioactive lanthanides were likely to remain in the damaged reactor cores.

    This report documents comparisons between post-irradiation examination measurements and model predictions of silver (Ag), cesium (Cs), and strontium (Sr) release from selected tristructural isotropic (TRISO) fuel particles and compacts during the first irradiation test of the Advanced Gas Reactor program that occurred from December 2006 to November 2009 in the Advanced Test Reactor (ATR) at Idaho National Laboratory (INL). The modeling was performed using the particle fuel model computer code PARFUME (PARticle FUel ModEl) developed at INL. PARFUME is an advanced gas-cooled reactor fuel performance modeling and analysis code (Miller 2009). It has been developed as an integrated mechanistic code that evaluates the thermal, mechanical, and physico-chemical behavior of fuel particles during irradiation to determine the failure probability of a population of fuel particles given the particle-to-particle statistical variations in physical dimensions and material properties that arise from the fuel fabrication process, accounting for all viable mechanisms that can lead to particle failure. The code also determines the diffusion of fission products from the fuel through the particle coating layers, and through the fuel matrix to the coolant boundary. The subsequent release of fission products is calculated at the compact level (release of fission products from the compact) but it can be assessed at the particle level by adjusting the diffusivity in the fuel matrix to very high values. Furthermore, the diffusivity of each layer can be individually set to a high value (typically 10-6 m2/s) to simulate a failed layer with no capability of fission product retention. In this study, the comparison to PIE focused on fission product release and because of the lack of failure in the irradiation, the probability of particle failure was not calculated.     Safety tests were conducted on fuel compacts from AGR-1, the first irradiation experiment of the Advanced Gas Reactor (AGR) Fuel Development and Qualification program, at temperatures ranging from 1600 to 1800 °C to determine fission product release at temperatures that bound reactor accident conditions. The PARFUME (PARticle FUel ModEl) code was used to predict the release of fission products silver, cesium, strontium, and krypton from fuel compacts containing tristructural isotropic (TRISO) coated particles during 15 of these safety tests. Comparisons between PARFUME predictions and post-irradiation examination results of the safety tests were conducted on two types of AGR-1 compacts: compactsmore » containing only intact particles and compacts containing one or more particles whose SiC layers failed during safety testing. In both cases, PARFUME globally over-predicted the experimental release fractions by several orders of magnitude: more than three (intact) and two (failed SiC) orders of magnitude for silver, more than three and up to two orders of magnitude for strontium, and up to two and more than one orders of magnitude for krypton. The release of cesium from intact particles was also largely over-predicted (by up to five orders of magnitude) but its release from particles with failed SiC was only over-predicted by a factor of about 3. These over-predictions can be largely attributed to an over-estimation of the diffusivities used in the modeling of fission product transport in TRISO-coated particles. The integral release nature of the data makes it difficult to estimate the individual over-estimations in the kernel or each coating layer. Nevertheless, a tentative assessment of correction factors to these diffusivities was performed to enable a better match between the modeling predictions and the safety testing results. The method could only be successfully applied to silver and cesium. In the case of strontium, correction factors could not be assessed

    Since its introduction into Danish planning in 1989, Environmental Impact Assessment (EIA) has been widely discussed. At the centre of the debate has been the question of whether EIA actually offered anything new and there has been a great deal of scepticism about the efficacy of the instrument, especially when it comes to livestock projects. In an evaluation of the Danish EIA experience, we have looked more closely at how the EIA instruments function regarding livestock projects. This article addresses both the EIA process as well as the EIA screening. It is demonstrated that the EIA screening in its own right is a kind of regulatory instrument. Examining the assessments made during screening more closely, we conclude that there is still some way to go in order to make the assessment broader and more holistic in accordance with the ambitions set out in the EIA directive to contribute to a more sustainable development. Although the provisions laid down are the same the praxis related to the field has developed at a considerable speed. In order to understand this development we have closely examined how the decisions made by the Nature Protection Board of Appeal (NPBA) have been changed and conclude that these changes definitely address some of the shortcomings found in the evaluation.

    Abstract Batan Teknologi (BaTek) operates an isotope production facility in Serpong, Indonesia that supplies 99mTc for use in medical procedures. Atmospheric releases of Xe-133 in the production process at BaTek are known to influence the measurements taken at the closest stations of the International Monitoring System (IMS). The purpose of the IMS is to detect evidence of nuclear explosions, including atmospheric releases of radionuclides. The xenon isotopes released from BaTek are the same as those produced in a nuclear explosion, but the isotopic ratios are different. Knowledge of the magnitude of releases from the isotope production facility helps inform analysts trying to decide whether a specific measurement result came from a nuclear explosion. A stack monitor deployed at BaTek in 2013 measured releases to the atmosphere for several isotopes. The facility operates on a weekly cycle, and the stack data for June 15-21, 2013 show a release of 1.84E13 Bq of Xe-133. Concentrations of Xe-133 in the air are available at the same time from a xenon sampler located 14 km from BaTek. An optimization process using atmospheric transport modeling and the sampler air concentrations produced a release estimate of 1.88E13 Bq. The same optimization process yielded a release estimate of 1.70E13 Bq for a different week in 2012. The stack release value and the two optimized estimates are all within 10 percent of each other. Weekly release estimates of 1.8E13 Bq and a 40 percent facility operation rate yields a rough annual release estimate of 3.7E13 Bq of Xe-133. This value is consistent with previously published estimates of annual releases for this facility, which are based on measurements at three IMS stations. These multiple lines of evidence cross-validate the stack release estimates and the release estimates from atmospheric samplers.

  14. Comparison of fission product release predictions using PARFUME with results from the AGR-1 safety tests

    Safety tests were conducted on fourteen fuel compacts from AGR-1, the first irradiation experiment of the Advanced Gas Reactor (AGR) Fuel Development and Qualification program, at temperatures ranging from 1600 to 1800°C to determine fission product release at temperatures that bound reactor accident conditions. The PARFUME (PARticle FUel ModEl) code was used to predict the release of fission products silver, cesium, strontium, and krypton from fuel compacts containing tristructural isotropic (TRISO) coated particles during the safety tests, and the predicted values were compared with experimental results. Preliminary comparisons between PARFUME predictions and post-irradiation examination (PIE) results of the safety tests show different trends in the prediction of the fractional release depending on the species, and it leads to different conclusions regarding the diffusivities used in the modeling of fission product transport in TRISO-coated particles: • For silver, the diffusivity in silicon carbide (SiC) might be over-estimated by a factor of at least 102 to 103 at 1600°C and 1700°C, and at least 10 to 102 at 1800°C. The diffusivity of silver in uranium oxy-carbide (UCO) might also be over-estimated, but the available data are insufficient to allow definitive conclusions to be drawn. • For cesium, the diffusivity in UCO might be over-estimated by a factor of at least 102 to 103 at 1600°C, 105 at 1700°C, and 103 at 1800°C. The diffusivity of cesium in SiC might also over-estimated, by a factor of 10 at 1600°C and 103 at 1700°C, based upon the comparisons between calculated and measured release fractions from intact particles. There is no available estimate at 1800°C since all the compacts heated up at 1800°C contain particles with failed SiC layers whose release dominates the release from intact particles. • For strontium, the diffusivity in SiC might be over-estimated by a factor of 10 to 102 at 1600 and 1700°C, and 102 to 103 at 1800°C.     Abstract The International Monitoring System (IMS) of the Comprehensive-Nuclear-Test-Ban-Treaty monitors the atmosphere for radioactive xenon leaking from underground nuclear explosions. Emissions from medical isotope production represent a challenging background signal when determining whether measured radioxenon in the atmosphere is associated with a nuclear explosion prohibited by the treaty. The Australian Nuclear Science and Technology Organisation (ANSTO) operates a reactor and medical isotope production facility in Lucas Heights, Australia. This study uses two years of release data from the ANSTO medical isotope production facility and Xe-133 data from three IMS sampling locations to estimate the annual releases of Xe-133 from medical isotope production facilities in Argentina, South Africa, and Indonesia. Atmospheric dilution factors derived from a global atmospheric transport model were used in an optimization scheme to estimate annual release values by facility. The annual releases of about 6.8×1014 Bq from the ANSTO medical isotope production facility are in good agreement with the sampled concentrations at these three IMS sampling locations. Annual release estimates for the facility in South Africa vary from 1.2×1016 to 2.5×1016 Bq and estimates for the facility in Indonesia vary from 6.1×1013 to 3.6×1014 Bq. Although some releases from the facility in Argentina may reach these IMS sampling locations, the solution to the objective function is insensitive to the magnitude of those releases.

This paper reviews production processes in different medical isotope facilities during which radioxenon is produced. Radioxenon activity concentrations and isotopic compositions are calculated for six large facilities. The results are compared with calculated signals from nuclear explosions. Further, the outcome is compared and found to be consistent with radioxenon measurements recently performed in and around three of these facilities. Some anomalies in measurements in which {sup 131m}Xe was detected were found and a possible explanation is proposed. It was also calculated that the dose rate of the releases is well below regulatory values. Based on these results, it should be possible to better understand, interpret and verify signals measured in the noble gas measurement systems in the International Monitoring of the Comprehensive Nuclear-Test-Ban Treaty.

    The purpose of this report is to present information on the quality of some of the Energy Information Administration`s (EIA) coal data. This report contains discussions of data on production, direct labor hours, recoverable reserves, and prices from 1983 through 1988. Chapter 2 of this report presents a summary of the EIA coal data collection and identifies other sources providing similar data. Chapters 3 and 4 focus on data on coal production and direct labor hours, respectively. Detailed comparisons with data from the Mine Safety and Health Administration (MSHA) and State mining agencies are presented. Chapter 5 examines recoverable reserves. Included are internal comparisons as well as comparisons with other published reserve-related data, namely those of BXG, Inc. Chapter 6 describes how EIA obtains estimates of coal prices and discusses the variability in the prices caused by factors such as mine type, coal rank, and region. 5 figs., 5 tabs.

    Fission gases such as 133Xe are used extensively for monitoring the world for signs of nuclear testing in systems such as the International Monitoring System (IMS). These gases are also produced by nuclear reactors and by fission production of 99Mo for medical use. Recently, medical isotope production facilities have been identified as the major contributor to the background of radioactive xenon isotopes (radioxenon) in the atmosphere (Saey, et al., 2009). These releases pose a potential future problem for monitoring nuclear explosions if not addressed. As a starting point, a maximum acceptable daily xenon emission rate was calculated, that is both scientifically defendable as not adversely affecting the IMS, but also consistent with what is possible to achieve in an operational environment. This study concludes that an emission of 5×109 Bq/day from a medical isotope production facility would be both an acceptable upper limit from the perspective of minimal impact to monitoring stations, but also appears to be an achievable limit for large isotope producers.
