    The liquefied natural gas (LNG) industry employs a variety of release prevention and control techniques to reduce the likelihood and the consequences of accidental LNG releases. A study of the effectiveness of these release prevention and control systems is being performed. Reference descriptions for the basic types of LNG facilities were developed. Then an overview study was performed to identify areas that merit subsequent and more detailed analyses. The specific objectives were to characterize the LNG facilities of interest and their release prevention and control systems, identify possible weak links and research needs, and provide an analytical framework for subsequent detailed analyses. The LNG facilities analyzed include a reference export terminal, marine vessel, import terminal, peakshaving facility, truck tanker, and satellite facility. A reference description for these facilities, a preliminary hazards analysis (PHA), and a list of representative release scenarios are included. The reference facility descriptions outline basic process flows, plant layouts, and safety features. The PHA identifies the important release prevention operations. Representative release scenarios provide a format for discussing potential initiating events, effects of the release prevention and control systems, information needs, and potential design changes. These scenarios range from relatively frequent but low consequence releases to unlikely but large releases and are the principal basis for the next stage of analysis.

    This report presents an overview of experimental and theoretical work on radionuclide release from spent fuel and uranium dioxide (UO/sub 2/) under geologic disposal conditions. The purpose of the report is to provide a source book of information that can be used to develop models that describe radionuclide release from spent fuel waste packages. Modeling activities of this nature will be conducted within the Waste Package Program (WPP) of the Department of Energy's Salt Repository Project (SRP). The topics discussed include experimental methods for investigating radionuclide release, how results have been reported from radionuclide release experiments, theoretical studies of UO/sub 2/ and actinide solubility, results of experimental studies of radionuclide release from spent fuel and UO/sub 2/ (i.e., the effects of different variables on radionuclide release), characteristics of spent fuel pertinent to radionuclide release, and status of modeling of radionuclide release from spent fuel. Appendix A presents tables of data from spent fuel radionuclide release experiments. These data have been digitized from graphs that appear in the literature. An annotated bibliography of literature on spent fuel characterization is provided in Appendix B.

    Tabled execution is a generalization of memorization developed by the logic programming community. It not only saves results from tabled predicates, but also stores the set of currently active calls to them; tabled execution can thus provide meaningful semantics for programs that seemingly contain infinite recursions with the same arguments. In logic programming, tabled execution is used for many purposes, both for improving the efficiency of programs, and making tasks simpler and more direct to express than with normal logic programs. However, tabled execution is only infrequently applied in mainstream functional languages such as Scheme. We demonstrate an elegant implementation of tabled execution in Scheme, using a mix of continuation-passing style and mutable data. We also show the use of tabled execution in Scheme for a problem in formal language and automata theory, demonstrating that tabled execution can be a valuable tool for Scheme users.

Included in this document is an overview of the FCRD program, a description of the difference between revolutionary and evolutionary approaches to nuclear fuel development, the meaning of science-based development of nuclear fuels, and the 'Grand Challenge' for the AFC that would, if achieved, provide a transformational technology to the nuclear industry in the form of a high performance, high reliability nuclear fuel system.     Two self-consistent MARS configurations are discussed - a 1200-MWe commercial electricity-generating plant and a synguels-generating plant that produces hydrogen with an energy equivalent to 26,000 barrels of oil per day. The MARS machine emphasizes the attractive features of the tandem mirror concept, including steady-state operation, a small-diameter high-beta plasma, a linear central cell with simple low-maintenance blankets, low first-wall heat fluxes (<10 W/cm/sup 2/), no driven plasma currents or associated disruptions, natural halo impurity diversion, and direct conversion of end-loss charged-particle power. The MARS electric plant produces 2600 MW of fusion power in a 130-m-long central cell. Advanced tandem-mirror plasma-engineering concepts, a high-efficiency liquid lithium-lead (Li/sub 17/Pb/sub 83/) blanket, and efficient direct electrical conversion of end loss power combine to produce a high net plant efficiency of 36%. With a total capital cost of $2.9 billion (constant 1983 dollars), the MARS electric plant produces busbar electricity at approx. 7 cents/kW-hour. The MARS synfuels plant produces 3500 MW of fusion power in a 150-m-long central cell. A helium-gas-cooled silicon carbide pebble-bed blanket provides high-temperature (1000/sup 0/C) heat to a thermochemical water-splitting cycle and the resulting hydrogen is catalytically converted to methanol for distribution. With a total capital cost of $3.6 billion (constant 1983 dollars), the synfuels plant produces methanol fuel at about $1.7/gal. The major features of the MARS reactor include sloshing-ion thermal barrier plugs for efficient plasma confinement, a high efficiency blanket, high-field (24-T) choke cells, drift pumping for trapped plasma species, quasi-optical electron-cyclotron resonant heating (ECRH) systems, and a component gridless direct converter.

    We describe the current state-of-the-art in Trusted Computing Technologies - focusing mainly on Intel's Trusted Execution Technology (TXT). This document is based on existing documentation and tests of two existing TXT-based systems: Intel's Trusted Boot and Invisible Things Lab's Qubes OS. We describe what features are lacking in current implementations, describe what a mature system could provide, and present a list of developments to watch. Critical systems perform operation-critical computations on high importance data. In such systems, the inputs, computation steps, and outputs may be highly sensitive. Sensitive components must be protected from both unauthorized release, and unauthorized alteration: Unauthorized users should not access the sensitive input and sensitive output data, nor be able to alter them; the computation contains intermediate data with the same requirements, and executes algorithms that the unauthorized should not be able to know or alter. Due to various system requirements, such critical systems are frequently built from commercial hardware, employ commercial software, and require network access. These hardware, software, and network system components increase the risk that sensitive input data, computation, and output data may be compromised.

    The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.

    The purpose of this study is to provide an analysis of release prevention systems for a reference LNG peakshaving facility. An overview assessment of the reference peakshaving facility, which preceeded this effort, identified 14 release scenarios which are typical of the potential hazards involved in the operation of LNG peakshaving facilities. These scenarios formed the basis for this more detailed study. Failure modes and effects analysis and fault tree analysis were used to estimate the expected frequency of each release scenario for the reference peakshaving facility. In addition, the effectiveness of release prevention, release detection, and release control systems were evaluated.

    An overview of linear and nonlinear Compton scattering is presented, along with a comparison with Thomson scattering. Two distinct processes play important roles in the nonlinear regime: multi-photon interactions, leading to the generation of harmonics, and radiation pressure, yielding a downshift of the radiated spectral features. These mechanisms, their influence on the source brightness, and different modeling strategies are also briefly discussed.

    A faithful execution system includes system memory, a target processor, and protection engine. The system memory stores a ciphertext including value fields and integrity fields. The value fields each include an encrypted executable instruction and the integrity fields each include an encrypted integrity value for determining whether a corresponding one of the value fields has been modified. The target processor executes plaintext instructions decoded from the ciphertext while the protection engine is coupled between the system memory and the target processor. The protection engine includes logic to retrieve the ciphertext from the system memory, decrypt the value fields into the plaintext instructions, perform an integrity check based on the integrity fields to determine whether any of the corresponding value fields have been modified, and provide the plaintext instructions to the target processor for execution.

    This is a comprehensive design study of two Inertial Fusion Energy (IFE) electric power plants. Conceptual designs are presented for a fusion reactor (called Osiris) using an induction-linac heavy-ion beam driver, and another (called SOMBRERO) using a KrF laser driver. The designs covered all aspects of IFE power plants, including the chambers, heat transport and power conversion systems, balance-of-plant facilities, target fabrication, target injection and tracking, as well as the heavy-ion and KrF drivers. The point designs were assessed and compared in terms of their environmental & safety aspects, reliability and availability economics, and technology development needs.

    An electromagnetic release mechanism is offered that may be used, for example, for supporting a safety rod for a nuclear reactor. The release mechanism is designed to have a large excess holding force and a rapid, uniform, and dependable release. The fast release is accomplished by providing the electromagnet with slotttd polts separated by an insulating potting resin, and by constructing the poles with a ferro-nickel alloy. The combination of these two features materially reduces the eddy current power density whenever the magnetic field changes during a release operation. In addition to these features, the design of the armature is such as to provide ready entrance of fluid into any void that might tend to form during release of the armature. This also improves the release time for the mechanism. The large holding force for the mechanism is accomplished by providing a small, selected, uniform air gap between the inner pole piece and the armature.

    This report is an overview (through 1997) of the U235 neutron cross section evaluation work at Oak Ridge National Laboratory (ORNL), AEA Technology (Harwell) and Lockheed Martin Corp.-Schenectady (LMS), which has influenced, or appeared in, ENDF/B-VI through Release 5. The discussion is restricted to the thermal and resolved resonance regions, apart from some questions about the unresolved region which still need investigation. The important role which benchmark testing has played will be touched on.

  18. A Fault Oblivious Extreme-Scale Execution Environment

    The FOX project, funded under the ASCR X-stack I program, developed systems software and runtime libraries for a new approach to the data and work distribution for massively parallel, fault oblivious application execution. Our work was motivated by the premise that exascale computing systems will provide a thousand-fold increase in parallelism and a proportional increase in failure rate relative to today’s machines. To deliver the capability of exascale hardware, the systems software must provide the infrastructure to support existing applications while simultaneously enabling efficient execution of new programming models that naturally express dynamic, adaptive, irregular computation; coupled simulations; and massive data analysis in a highly unreliable hardware environment with billions of threads of execution. Our OS research has prototyped new methods to provide efficient resource sharing, synchronization, and protection in a many-core compute node. We have experimented with alternative task/dataflow programming models and shown scalability in some cases to hundreds of thousands of cores. Much of our software is in active development through open source projects. Concepts from FOX are being pursued in next generation exascale operating systems. Our OS work focused on adaptive, application tailored OS services optimized for multi → many core processors. We developed a new operating system NIX that supports role-based allocation of cores to processes which was released to open source. We contributed to the IBM FusedOS project, which promoted the concept of latency-optimized and throughput-optimized cores. We built a task queue library based on distributed, fault tolerant key-value store and identified scaling issues. A second fault tolerant task parallel library was developed, based on the Linda tuple space model, that used low level interconnect primitives for optimized communication. We designed fault tolerance mechanisms for task parallel computations employing work stealing for load balancing that scaled to the largest existing supercomputers. Finally, we implemented the Elastic Building Blocks runtime, a library to manage object-oriented distributed software components. To support the research, we won two INCITE awards for time on Intrepid (BG/P) and Mira (BG/Q). Much of our work has had impact in the OS and runtime community through the ASCR Exascale OS/R workshop and report, leading to the research agenda of the Exascale OS/R program. Our project was, however, also affected by attrition of multiple PIs. While the PIs continued to participate and offer guidance as time permitted, losing these key individuals was unfortunate both for the project and for the DOE HPC community.

    This topical report contains technical information used to determine the accident consequences of releases of toxic chemical and gases for the Tank Farm Final Safety Analysis report (FSAR).It does not provide results for specific accident scenarios but does provide information for use in those calculations including chemicals to be considered, chemical concentrations, chemical limits and a method of summing the fractional contributions of each chemical. Tank farm composites evaluated were liquids and solids for double shell tanks, single shell tanks, all solids,all liquids, headspace gases, and 241-C-106 solids. Emergency response planning guidelines (ERPGs) were used as the limits.Where ERPGs were not available for the chemicals of interest, surrogate ERPGs were developed. Revision 2 includes updated sample data, an executive summary, and some editorial revisions.

    The Department of Energy's National Atmospheric Release Advisory Center (NARAC) provides critical information during hazardous airborne releases as part of an integrated national preparedness and response strategy. Located at Lawrence Livermore National Laboratory, NARAC provides 24/7 tools and expert services to map the spread of hazardous material accidentally or intentionally released into the atmosphere. NARAC graphical products show affected areas and populations, potential casualties, and health effect or protective action guideline levels. LLNL experts produce quality-assured analyses based on field data to assist decision makers and responders. NARAC staff and collaborators conduct research and development into new science, tools, capabilities, and technologies in strategically important areas related to airborne transport and fate modeling and emergency response. This paper provides a brief overview of some of NARAC's activities, capabilities, and research and development.

    The objective of this project was to devolop a plan for modifying the Turbulent Combustion Laboratory (TCL) with the necessary infrastructure to produce a cold (near liquid temperature) hydrogen jet. The necessary infrastructure has been specified and laboratory modifications are currently underway. Once complete, experiments from this platform will be used to develop and validate models that inform codes and standards which specify protection criteria for unintended releases from liquid hydrogen storage, transport, and delivery infrastructure.

    The occurrence of gas in salt mines and caverns has presented some serious problems to facility operators. Salt mines have long experienced sudden, usually unexpected expulsions of gas and salt from a production face, commonly known as outbursts. Outbursts can release over one million cubic feet of methane and fractured salt, and are responsible for the lives of numerous miners and explosions. Equipment, production time, and even entire mines have been lost due to outbursts. An outburst creates a cornucopian shaped hole that can reach heights of several hundred feet. The potential occurrence of outbursts must be factored into mine design and mining methods. In caverns, the occurrence of outbursts and steady infiltration of gas into stored product can effect the quality of the product, particularly over the long-term, and in some cases renders the product unusable as is or difficult to transport. Gas has also been known to collect in the roof traps of caverns resulting in safety and operational concerns. The intent of this paper is to summarize the existing knowledge on gas releases from salt. The compiled information can provide a better understanding of the phenomena and gain insight into the causative mechanisms that, once established, can help mitigate the variety of problems associated with gas releases from salt. Outbursts, as documented in mines, are discussed first. This is followed by a discussion of the relatively slow gas infiltration into stored crude oil, as observed and modeled in the caverns of the US Strategic Petroleum Reserve. A model that predicts outburst pressure kicks in caverns is also discussed.
