    In accordance with the approval conditions for Modification to the Central Waste Complex (CWC) Radioactive Air Emissions Notice of Construction (NOC). dated August 24,1998, a new release fraction has been developed for submittal to the Washington State Department of Health (WDOH). The proposed annual release fraction of 2.50 E-14 is proposed for use in future NOCs involving the storage and handling operations associated with vented containers on the Hanford Site. The proposed annual release fraction was the largest release fraction calculated from alpha measurements of the NucFil filters from 10 vented containers consisting of nine 55-gallon drums and one burial box with dimensions of 9.3 x 5.7 x 6.4 feet. An annual release fraction of 2.0 E-09 was used in the modification to the CWC radioactive air emissions NOC. This study confirmed that the release fraction used in the CWC radioactive air emissions NOC was conservative.

In total, 28 states and the District of Columbia now have mandatory RPS programs, and at least 4 other states have voluntary renewable energy programs. In the absence of a federal renewable electricity standard, each state determines its own levels of generation, eligible technologies, and noncompliance penalties. The growth in state renewable energy requirements has led to an expansion of renewable energy credit (REC) markets, which vary from state to state. Credit prices depend on the state renewable requirements and how easily they can be met.

    States are moving forward with implementation plans for the Clean Air Interstate Rule (CAIR). The program, promulgated by the EPA in March 2005, is a cap-and-trade system designed to reduce emissions of SO2 and NOx. States originally had until March 2007 to submit implementation plans, but the deadline has been extended by another year. CAIR covers 28 eastern states and the District of Columbia. States have the option to participate in the cap-and trade plan or devise their own plans, which can be more stringent than the federal requirements. To date, no state has indicated an intent to form NOx and SO2 programs with emissions limits stricter than those in CAIR, and it is expected that all states will participate in the Environmental Protection Agency administered cap-and-trade program. CAIR remains on schedule for implementation, and Annual Energy Outlook 2008 includes CAIR by assuming that all required states will meet only the federal requirement and will trade credits.

    Legacy computational reactor physics software tools and protocols currently used for support of Advanced Test Reactor (ATR) core fuel management and safety assurance and, to some extent, experiment management are obsolete, inconsistent with the state of modern nuclear engineering practice, and are becoming increasingly difficult to properly verify and validate (V&V). Furthermore, the legacy staff knowledge required for application of these tools and protocols from the 1960s and 1970s is rapidly being lost due to staff turnover and retirements. In 2009 the Idaho National Laboratory (INL) initiated a focused effort to address this situation through the introduction of modern high-fidelity computational software and protocols, with appropriate V&V, within the next 3-4 years via the ATR Core Modeling and Simulation and V&V Update (or 'Core Modeling Update') Project. This aggressive computational and experimental campaign will have a broad strategic impact on the operation of the ATR, both in terms of improved computational efficiency and accuracy for support of ongoing DOE programs as well as in terms of national and international recognition of the ATR National Scientific User Facility (NSUF). The ATR Core Modeling Update Project, targeted for full implementation in phase with the anticipated ATR Core Internals Changeout (CIC) in the 2014 time frame, began during the last quarter of Fiscal Year 2009, and has just completed its first full year. Key accomplishments so far have encompassed both computational as well as experimental work. A new suite of stochastic and deterministic transport theory based reactor physics codes and their supporting nuclear data libraries (SCALE, KENO-6, HELIOS, NEWT, and ATTILA) have been installed at the INL under various permanent sitewide license agreements and corresponding baseline models of the ATR and ATRC are now operational, demonstrating the basic feasibility of these code packages for their intended purpose.     Legacy computational reactor physics software tools and protocols currently used for support of Advanced Test Reactor (ATR) core fuel management and safety assurance, and to some extent, experiment management, are inconsistent with the state of modern nuclear engineering practice, and are difficult, if not impossible, to properly verify and validate (V&V) according to modern standards. Furthermore, the legacy staff knowledge required for application of these tools and protocols from the 1960s and 1970s is rapidly being lost due to staff turnover and retirements. In late 2009, the Idaho National Laboratory (INL) initiated a focused effort, the ATR Core Modeling Update Project, to address this situation through the introduction of modern high-fidelity computational software and protocols. This aggressive computational and experimental campaign will have a broad strategic impact on the operation of the ATR, both in terms of improved computational efficiency and accuracy for support of ongoing DOE programs as well as in terms of national and international recognition of the ATR National Scientific User Facility (NSUF). The ATR Core Modeling Update Project, targeted for full implementation in phase with the next anticipated ATR Core Internals Changeout (CIC) in the 2014-2015 time frame, began during the last quarter of Fiscal Year 2009, and has just completed its third full year. Key accomplishments so far have encompassed both computational as well as experimental work. A new suite of stochastic and deterministic transport theory based reactor physics codes and their supporting nuclear data libraries (HELIOS, KENO6/SCALE, NEWT/SCALE, ATTILA, and an extended implementation of MCNP5) has been installed at the INL under various licensing arrangements. Corresponding models of the ATR and ATRC are now operational with all five codes, demonstrating the basic feasibility of the new code packages for their intended purpose.     The Confederated Tribes of the Umatilla Indian Reservation (CT'UIR) and Oregon Department of Fish and Wildlife (ODFW) are cooperating in a joint effort to supplement steelhead and re-establish salmon runs in the Umatilla River Basin. As an integral part of this program, Bonifer and Minthorn Acclimation Facilities are operated for holding and spawning adult steelhead and fall chinook salmon and acclimation and release of juvenile salmon and steelhead. Acclimation of 109,101 spring chinook salmon and 19,977 summer steelhead was completed at Bonifer in the spring of 1992. At Minthorn, 47,458 summer steelhead were acclimated and released. Control groups of spring chinook salmon were released instream concurrent with the acclimated releases to evaluate the effects of acclimation on adult returns to the Umatilla River. Acclimation studies with summer steelhead were not conducted in 1992. A total of 237 unmarked adult steelhead were collected for broodstock at Three Mile Dam from October 18, 1991 through April 24, 1992 and held at Minthorn. Utilizing a 3 x 3 spawning matrix, a total of 476,871 green eggs were taken from 86 females. The eggs were transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. A total of 211 fall chinook salmon were also collected for broodstock at Three Mile Dam and held at Minthorn. Using a 1:1 spawning ratio, a total of 195,637 green eggs were taken from 58 females. They were also transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. Personnel from the ODFW Eastern Oregon Fish Pathology Laboratory in La Grande took samples of tissues and reproductive fluids from Umatilla River summer steelhead and fall chinook salmon broodstock for monitoring and evaluation purposes. Cell culture assays for replicating agents, including IHNV virus, on all spawned fish were negative. One of 60 summer steelhead tested positive for EIBS virus, while all fall chinook tested

This report provides supplemental information to the Hanford Site Environmental Report. The Hanford Site Environmental Report provides an update on the environmental status of the entire Hanford Site. The sitewide annual report summarizes the degree of compliance of the Hanford Site with applicable environmental regulations and informs the public about the impact of Hanford operations on the surrounding environment.     A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems.     Beginning in fiscal year (FY) 2003, the U.S. Department of Energy (DOE) Richland Operations Office initiated activities, including the development of data packages, to support a Hanford assessment. This report describes the data compiled in FY 2003 through 2005 to support the Release Module of the System Assessment Capability (SAC) for the updated composite analysis. This work was completed as part of the Characterization of Systems Project, part of the Remediation and Closure Science Project, the Hanford Assessments Project, and the Characterization of Systems Project managed by Pacific Northwest National Laboratory. Related characterization activities and data packages for the vadose zone and groundwater are being developed under the remediation Decision Support Task of the Groundwater Remediation Project managed by Fluor Hanford, Inc. The Release Module applies release models to waste inventory data from the Inventory Module and accounts for site remediation activities as a function of time. The resulting releases to the vadose zone, expressed as time profiles of annual rates, become source terms for the Vadose Zone Module. Radioactive decay is accounted for in all inputs and outputs of the Release Module. The Release Module is implemented as the VADER (Vadose zone Environmental Release) computer code. Key components of the Release Module are numerical models (i.e., liquid, soil-debris, cement, saltcake, and reactor block) that simulate contaminant release from the different waste source types found at the Hanford Site. The Release Module also handles remediation transfers to onsite and offsite repositories.

    This report summarizes results of research activities conducted in 1999 and years previous. In an effort to provide this information to a wider audience, the individual chapters in this report have been submitted as manuscripts to peer-reviewed journals. These chapters communicate significant findings that will aid in the management and recovery of fall chinook salmon in the Columbia River Basin. Abundance and timing of seaward migration of Snake River fall chinook salmon was indexed using passage data collected at Lower Granite Dam for five years. We used genetic analyses to determine the lineage of fish recaptured at Lower Granite Dam that had been previously PIT tagged. We then used discriminant analysis to determine run membership of PIT-tagged smolts that were not recaptured to enable us to calculate annual run composition and to compared early life history attributes of wild subyearling fall and spring chinook salmon. Because spring chinook salmon made up from 15.1 to 44.4% of the tagged subyearling smolts that were detected passing Lower Granite Dam, subyearling passage data at Lower Granite Dam can only be used to index fall chinook salmon smolt abundance and passage timing if genetic samples are taken to identify run membership of smolts. Otherwise, fall chinook salmon smolt abundance would be overestimated and timing of fall chinook salmon smolt passage would appear to be earlier and more protracted than is the case.

    The Nez Perce Tribe, in cooperation with the U.S. Fish and Wildlife Service and Washington Department of Fish and Wildlife, conducted monitoring and evaluation studies on Lyons Ferry Hatchery reared yearling fall Chinook salmon Oncorhynchus tshawytscha that were acclimated and released at three Fall Chinook Acclimation Project (FCAP) sites upstream of Lower Granite Dam along with yearlings released on-station from Lyons Ferry Hatchery in 1999. This was the fourth year of a long-term project to supplement natural spawning populations of Snake River stock fall Chinook salmon upstream of Lower Granite Dam. The 453,117 yearlings released from the Fall Chinook Acclimation Project facilities not only slightly exceeded the 450,000 fish quota, but a second release of 76,386 yearlings (hereafter called Surplus) were acclimated at the Big Canyon facility and released about two weeks after the primary releases. We use Passive Integrated Transponder (PIT) tag technology to monitor the primary performance measures of survival to mainstem dams and migration timing. We also monitor size, condition and tag/mark retention at release. We released 9,941 PIT tagged yearlings from Pittsburg Landing, 9,583 from Big Canyon, 2,511 Big Canyon Surplus and 2,494 from Captain John Rapids. The Washington Department of Fish and Wildlife released 983 PIT tagged yearlings from Lyons Ferry Hatchery. Fish health sampling indicated that, overall, bacterial kidney disease levels could be considered relatively low and did not appear to increase after transport to the acclimation facilities. Compared to prior years, Quantitative Health Assessment Indices were relatively low at Pittsburg Landing and Lyons Ferry Hatchery and relatively high at Big Canyon and Captain John Rapids. Mean fork lengths (95% confidence interval) of the release groups ranged from 147.4 mm (146.7-148.1 mm) at Captain John Rapids to 163.7 mm (163.3-164.1 mm) at Pittsburg Landing. Mean condition factors ranged from 1.04 at

We use Passive Integrated Transponder (PIT) tag technology to monitor the primary performance measures of survival to mainstem dams and migration timing. We also monitor size, condition and tag/mark retention at release. We released 7,545 PIT tagged yearlings from Pittsburg Landing, 7,482 from Big Canyon and 2,487 from Captain John Rapids. Fish health sampling indicated that, overall, bacterial kidney disease levels at the acclimation facilities could be considered medium to high with 43-62% of fish sampled rating medium to very high. Mean fork lengths (95% confidence interval) of the PIT tagged groups ranged from 146.7 mm (146.2-147.2 mm) at Captain John Rapids to 164.8 mm (163.5-166.1 mm) at Lyons Ferry Hatchery. Mean condition factors ranged from 1.06 at Lyons Ferry Hatchery to 1.14 at Pittsburg Landing and Captain John Rapids.     The Nez Perce Tribe, in cooperation with the U.S. Fish and Wildlife Service and Washington Department of Fish and Wildlife, conducted monitoring and evaluation studies on Lyons Ferry Hatchery reared yearling fall Chinook salmon Oncorhynchus tshawytscha that were acclimated and released at three Fall Chinook Acclimation Project (FCAP) sites upstream of Lower Granite Dam in 2004. This was the ninth year of a long-term project to supplement natural spawning populations of Snake River stock fall Chinook salmon upstream of Lower Granite Dam. The 414,452 yearlings released from the Fall Chinook Acclimation Project facilities were short of the 450,000 fish quota. We use Passive Integrated Transponder (PIT) tag technology to monitor the primary performance measures of survival to mainstem dams and migration timing. We also monitor size, condition and tag/mark retention at release. We released 4,983 PIT tagged yearlings from Pittsburg Landing, 4,984 from Big Canyon and 4,982 from Captain John Rapids. Fish health sampling indicated that, overall, bacterial kidney disease levels could be considered low with 53-94% rating not detected to low. Mean fork lengths (95% confidence interval) of the PIT tagged groups ranged from 154.6 mm (154.0-155.2 mm) at Pittsburg Landing to 163.0 mm (162.6-163.4 mm) at Captain John Rapids. Mean condition factors ranged from 1.06 at Lyons Ferry Hatchery to 1.16 at Big Canyon. Estimated survival (95% confidence interval) of PIT tagged yearlings from release to Lower Granite Dam ranged from 74.7% (72.9-76.5%) for Big Canyon to 88.1% (85.7-90.6%) for Captain John Rapids. Estimated survival from release to McNary Dam ranged from 45.3% (39.2-51.5%) for Pittsburg Landing to 52.1% (42.9-61.2%) for Big Canyon. For the first time, the Annual Energy Outlook (AEO) is presented as a shorter edition under a newly adopted two-year release cycle.     In accordance with the Inspector General`s Strategic Planning Policy directive, the Office of Inspector General (OIG) annually updates its Strategic Plan with budgetary and program guidance for the next fiscal year. The program guidance identifies and establishes priorities for OIG coverage of important DOE issues and operations, provides the basis for assigning OIG resources, and is the source for issues covered in Assistant Inspectors General annual work plans. The Office of the Assistant Inspector General for Audits (AIGA) publishes an Annual Work Plan in September of each year. The plan includes the OIG program guidance and shows the commitment of resources necessary to accomplish the assigned work and meet our goals. The program guidance provides the framework within which the AIGA work will be planned and accomplished. Audits included in this plan are designed to help insure that the requirements of our stakeholders have been considered and blended into a well balanced audit program.

Data on solid waste shipments as well as selected operating information have been included. This report supplements earlier annual reports issued by the former Atomic Energy Commission and the Nuclear Regulatory Commission. The 1979 release data are compared with previous year's releases in tabular form. Data covering specific radionuclides are summarized.

    The 2012 NREL report 'Photovoltaic Shading Testbed for Module-Level Power Electronics' provides a standard methodology for estimating the performance benefit of distributed power electronics under partial shading conditions. Since the release of the report, experiments have been conducted for a number of products and for different system configurations. Drawing from these experiences, updates to the test and analysis methods are recommended. Proposed changes in data processing have the benefit of reducing the sensitivity to measurement errors and weather variability, as well as bringing the updated performance score in line with measured and simulated values of the shade recovery benefit of distributed PV power electronics. Also, due to the emergence of new technologies including sub-module embedded power electronics, the shading method has been extended to include power electronics that operate at a finer granularity than the module level. An update to the method is proposed to account for these emerging technologies that respond to shading differently than module-level devices. The partial shading test remains a repeatable test procedure that attempts to simulate shading situations as would be experienced by typical residential or commercial rooftop photovoltaic (PV) systems. Performance data for multiple products tested using this method are discussed, based on equipment from Enphase, Solar Edge, Maxim Integrated and SMA. In general, the annual recovery of shading losses from the module-level electronics evaluated is 25-35%, with the major difference between different trials being related to the number of parallel strings in the test installation rather than differences between the equipment tested.

    In 1992, The National Renewable Energy Laboratory (NREL) released the 1961-1990 National Solar Radiation Data Base (NSRDB), a 30-year set of hourly solar radiation data. In April 2003, NREL convened a meeting of experts to investigate issues concerning a proposed update of the NSRDB. The panel determined that an important difficulty posed by the update was the shift from manual to automated cloud observations at National Weather Service stations in the United States. The solar model used in the original NSRDB relied heavily on the methodology and resolution of the manual cloud observations. The meeting participants recommended that NREL produce a plan for creating an update using currently available meteorological observations and satellite imagery. This paper describes current progress toward a plan for an updated NSRDB.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     This paper documents the approach taken to characterize and represent an updated assessment of U.S. geothermal supply for use in forecasting the penetration of geothermal electrical generation in the National Energy Modeling System (NEMS). This work is motivated by several factors: The supply characterization used as the basis of several recent U.S. Department of Energy (DOE) forecasts of geothermal capacity is outdated; additional geothermal resource assessments have been published; and a new costing tool that incorporates current technology, engineering practices, and associated costs has been released.

    The U.S. Department of Energy, Savannah River Operations Office (DOE- SR),has prepared the Site Treatment Plan (STP) for Savannah River Site (SRS) mixed wastes in accordance with RCRA Section 3021(b), and SCDHEC has approved the STP (except for certain offsite wastes) and issued an order enforcing the STP commitments in Volume I. DOE-SR and SCDHEC agree that this STP fulfills the requirements contained in the FFCAct, RCRA Section 3021, and therefore,pursuant to Section 105(a) of the FFCAct (RCRA Section 3021(b)(5)), DOE`s requirements are to implement the plan for the development of treatment capacities and technologies pursuant to RCRA Section 3021.Emerging and new technologies not yet considered may be identified to manage waste more safely, effectively, and at lower cost than technologies currently identified in the plan. DOE will continue to evaluate and develop technologies that offer potential advantages in public acceptance, privatization, consolidation, risk abatement, performance, and life-cycle cost. Should technologies that offer such advantages be identified, DOE may request a revision/modification of the STP in accordance with the provisions of Consent Order 95-22-HW.The Compliance Plan Volume (Volume I) identifies project activity schedule milestones for achieving compliance with Land Disposal Restrictions (LDR).
