    In accordance with the approval conditions for Modification to the Central Waste Complex (CWC) Radioactive Air Emissions Notice of Construction (NOC). dated August 24,1998, a new release fraction has been developed for submittal to the Washington State Department of Health (WDOH). The proposed annual release fraction of 2.50 E-14 is proposed for use in future NOCs involving the storage and handling operations associated with vented containers on the Hanford Site. The proposed annual release fraction was the largest release fraction calculated from alpha measurements of the NucFil filters from 10 vented containers consisting of nine 55-gallon drums and one burial box with dimensions of 9.3 x 5.7 x 6.4 feet. An annual release fraction of 2.0 E-09 was used in the modification to the CWC radioactive air emissions NOC. This study confirmed that the release fraction used in the CWC radioactive air emissions NOC was conservative.

Under such standards, each state determines its own levels of generation, eligible technologies, and noncompliance penalties. AEO2010 includes the impacts of all laws in effect as of September 2009 (with the exception of Hawaii, because the National Energy Modeling System provides electricity market projections for the continental United States only).

    In recent years, the Annual Energy Outlook (AEO) has tracked the growing number of states that have adopted requirements or goals for renewable energy. While there is no federal renewable generation mandate, the states have been adopting such standards for some time. AEO2005 provided a summary of all existing programs in effect at that time, and subsequent AEOs have examined new policies or changes to existing ones. Since the publication of AEO2007, four states have enacted new renewable portfolio standards (RPS) legislation, and five others have strengthened their existing RPS programs. In total, 25 states and the District of Columbia.

    Annual Energy Outlook 2006 provided a review of renewable energy programs that were in effect in 23 states at the end of 2005. Since then (as of September 1, 2006), no new state programs have been adopted; however, several states with renewable energy programs in place have made changes as they have gained experience and identified areas for improvement. Revisions made over the past year range from clarification or modification of program definitions, such as which resources qualify, to substantial increases in targets for renewable electricity generation or capacity. The following paragraphs provide an overview of substantive changes in the design or implementation of state renewable energy programs.

    States are moving forward with implementation plans for the Clean Air Interstate Rule (CAIR). The program, promulgated by the EPA in March 2005, is a cap-and-trade system designed to reduce emissions of SO2 and NOx. States originally had until March 2007 to submit implementation plans, but the deadline has been extended by another year. CAIR covers 28 eastern states and the District of Columbia. States have the option to participate in the cap-and trade plan or devise their own plans, which can be more stringent than the federal requirements. To date, no state has indicated an intent to form NOx and SO2 programs with emissions limits stricter than those in CAIR, and it is expected that all states will participate in the Environmental Protection Agency administered cap-and-trade program. CAIR remains on schedule for implementation, and Annual Energy Outlook 2008 includes CAIR by assuming that all required states will meet only the federal requirement and will trade credits.

    Legacy computational reactor physics software tools and protocols currently used for support of Advanced Test Reactor (ATR) core fuel management and safety assurance and, to some extent, experiment management are obsolete, inconsistent with the state of modern nuclear engineering practice, and are becoming increasingly difficult to properly verify and validate (V&V). Furthermore, the legacy staff knowledge required for application of these tools and protocols from the 1960s and 1970s is rapidly being lost due to staff turnover and retirements. In 2009 the Idaho National Laboratory (INL) initiated a focused effort to address this situation through the introduction of modern high-fidelity computational software and protocols, with appropriate V&V, within the next 3-4 years via the ATR Core Modeling and Simulation and V&V Update (or 'Core Modeling Update') Project. This aggressive computational and experimental campaign will have a broad strategic impact on the operation of the ATR, both in terms of improved computational efficiency and accuracy for support of ongoing DOE programs as well as in terms of national and international recognition of the ATR National Scientific User Facility (NSUF). The ATR Core Modeling Update Project, targeted for full implementation in phase with the anticipated ATR Core Internals Changeout (CIC) in the 2014 time frame, began during the last quarter of Fiscal Year 2009, and has just completed its first full year. Key accomplishments so far have encompassed both computational as well as experimental work. A new suite of stochastic and deterministic transport theory based reactor physics codes and their supporting nuclear data libraries (SCALE, KENO-6, HELIOS, NEWT, and ATTILA) have been installed at the INL under various permanent sitewide license agreements and corresponding baseline models of the ATR and ATRC are now operational, demonstrating the basic feasibility of these code packages for their intended purpose. Furthermore, a capability for rigorous sensitivity analysis and uncertainty quantification based on the TSUNAMI system is being implemented and initial computational results have been obtained. This capability will have many applications in 2011 and beyond as a tool for understanding the margins of uncertainty in the new models as well as for validation experiment design and interpretation. Finally we note that although full implementation of the new computational models and protocols will extend over a period 3-4 years as noted above, interim applications in the much nearer term have already been demonstrated. In particular, these demonstrations included an analysis that was useful for understanding the cause of some issues in December 2009 that were triggered by a larger than acceptable discrepancy between the measured excess core reactivity and a calculated value that was based on the legacy computational methods. As the Modeling Update project proceeds we anticipate further such interim, informal, applications in parallel with formal qualification of the system under the applicable INL Quality Assurance procedures and standards.

Corresponding models of the ATR and ATRC are now operational with all five codes, demonstrating the basic feasibility of the new code packages for their intended purpose. Of particular importance, a set of as-run core depletion HELIOS calculations for all ATR cycles since August 2009, Cycle 145A through Cycle 151B, was successfully completed during 2012. This major effort supported a decision late in the year to proceed with the phased incorporation of the HELIOS methodology into the ATR Core Safety Analysis Package (CSAP) preparation process, in parallel with the established PDQ-based methodology, beginning late in Fiscal Year 2012. Acquisition of the advanced SERPENT (VTT-Finland) and MC21 (DOE-NR) Monte Carlo stochastic neutronics simulation codes was also initiated during the year and some initial applications of SERPENT to ATRC experiment analysis were demonstrated. These two new codes will offer significant additional capability, including the possibility of full-3D Monte Carlo fuel management support capabilities for the ATR at some point in the future. Finally, a capability for rigorous sensitivity analysis and uncertainty quantification based on the TSUNAMI system has been implemented and initial computational results have been obtained. This capability will have many applications as a tool for understanding the margins of uncertainty in the new models as well as for validation experiment design and interpretation.

    The Confederated Tribes of the Umatilla Indian Reservation (CT'UIR) and Oregon Department of Fish and Wildlife (ODFW) are cooperating in a joint effort to supplement steelhead and re-establish salmon runs in the Umatilla River Basin. As an integral part of this program, Bonifer and Minthorn Acclimation Facilities are operated for holding and spawning adult steelhead and fall chinook salmon and acclimation and release of juvenile salmon and steelhead. Acclimation of 109,101 spring chinook salmon and 19,977 summer steelhead was completed at Bonifer in the spring of 1992. At Minthorn, 47,458 summer steelhead were acclimated and released. Control groups of spring chinook salmon were released instream concurrent with the acclimated releases to evaluate the effects of acclimation on adult returns to the Umatilla River. Acclimation studies with summer steelhead were not conducted in 1992. A total of 237 unmarked adult steelhead were collected for broodstock at Three Mile Dam from October 18, 1991 through April 24, 1992 and held at Minthorn. Utilizing a 3 x 3 spawning matrix, a total of 476,871 green eggs were taken from 86 females. The eggs were transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. A total of 211 fall chinook salmon were also collected for broodstock at Three Mile Dam and held at Minthorn. Using a 1:1 spawning ratio, a total of 195,637 green eggs were taken from 58 females. They were also transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. Personnel from the ODFW Eastern Oregon Fish Pathology Laboratory in La Grande took samples of tissues and reproductive fluids from Umatilla River summer steelhead and fall chinook salmon broodstock for monitoring and evaluation purposes. Cell culture assays for replicating agents, including IHNV virus, on all spawned fish were negative. One of 60 summer steelhead tested positive for EIBS virus, while all fall chinook tested we re negative for inclusions. One of 73 summer steelhead sampled for BKD had a high level of antigen, while all others had very low or negative antigen levels. All fall chinook tested had low or negative antigen levels. Regularly-scheduled maintenance of pumps, equipment and facilities was performed in 1992. The progress of outmigration for juvenile releases was monitored at the Westland Canal fish trapping facility by CTUIR and ODFW personnel. Coho and spring chinook yearlings were released in mid-March at Umatilla rivermile (RM) 56 and 60. The peak outmigration period past Westland (RM 27) was mid-April to early May, approximately four to seven weeks after release. Groups of summer steelhead were released from Minthorn (RM 63) and Bonifer (RM 81) in late March and into Meacham Creek near Bonifer in late April. The peak outmigration period past Westland for all groups appeared to be the first two to three weeks in May. Spring chinook yearlings released in mid-April from Bonifer and at Umatilla RM 89, migrated rapidly downriver and the peak outmigration period past Westland appeared to be within a week or two after release. Fall and spring chinook subyearlings released in mid-May at RM 42 and 60, respectively, also migrated rapidly downriver and the peak outmigration period was within days after release. Coded-wire tag recovery information was accessed to determine the contribution of Umatilla River releases to the ocean, Columbia River and Umatilla River fisheries. Total estimated summer steelhead survival have ranged from 0.03 to 0.61% for releases in which recovery information is complete. Coho survival rates have ranged from 0.15 to 4.14%, and spring chinook yearling survival rates from spring releases have ranged from 0.72 to 0.74%. Survival rates of fall chinook yearlings have ranged from 0.08 to 3.01%, while fall chinook subyearling survival rates have ranged from 0.25 to 0.87% for spring released groups.

This report provides supplemental information to the Hanford Site Environmental Report. The Hanford Site Environmental Report provides an update on the environmental status of the entire Hanford Site. The sitewide annual report summarizes the degree of compliance of the Hanford Site with applicable environmental regulations and informs the public about the impact of Hanford operations on the surrounding environment. Like the Hanford Site Environmental Report, this annual report presents a summary of the environmental releases from facilities managed by the Westinghouse Hanford Company (WHC) and monitored by Bechtel Hanford, Incorporated (BHI).     A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nations most ambitious renewable portfolio standard (RPS), which requires 33% of the states electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    This report summarizes results of research activities conducted in 1999 and years previous. In an effort to provide this information to a wider audience, the individual chapters in this report have been submitted as manuscripts to peer-reviewed journals. These chapters communicate significant findings that will aid in the management and recovery of fall chinook salmon in the Columbia River Basin. Abundance and timing of seaward migration of Snake River fall chinook salmon was indexed using passage data collected at Lower Granite Dam for five years. We used genetic analyses to determine the lineage of fish recaptured at Lower Granite Dam that had been previously PIT tagged. We then used discriminant analysis to determine run membership of PIT-tagged smolts that were not recaptured to enable us to calculate annual run composition and to compared early life history attributes of wild subyearling fall and spring chinook salmon. Because spring chinook salmon made up from 15.1 to 44.4% of the tagged subyearling smolts that were detected passing Lower Granite Dam, subyearling passage data at Lower Granite Dam can only be used to index fall chinook salmon smolt abundance and passage timing if genetic samples are taken to identify run membership of smolts. Otherwise, fall chinook salmon smolt abundance would be overestimated and timing of fall chinook salmon smolt passage would appear to be earlier and more protracted than is the case.

    In accordance with the Inspector General`s Strategic Planning Policy directive, the Office of Inspector General (OIG) annually updates its Strategic Plan with budgetary and program guidance for the next fiscal year. The program guidance identifies and establishes priorities for OIG coverage of important DOE issues and operations, provides the basis for assigning OIG resources, and is the source for issues covered in Assistant Inspectors General annual work plans. The Office of the Assistant Inspector General for Audits (AIGA) publishes an Annual Work Plan in September of each year. The plan includes the OIG program guidance and shows the commitment of resources necessary to accomplish the assigned work and meet our goals. The program guidance provides the framework within which the AIGA work will be planned and accomplished. Audits included in this plan are designed to help insure that the requirements of our stakeholders have been considered and blended into a well balanced audit program.

    The 2012 NREL report 'Photovoltaic Shading Testbed for Module-Level Power Electronics' provides a standard methodology for estimating the performance benefit of distributed power electronics under partial shading conditions. Since the release of the report, experiments have been conducted for a number of products and for different system configurations. Drawing from these experiences, updates to the test and analysis methods are recommended. Proposed changes in data processing have the benefit of reducing the sensitivity to measurement errors and weather variability, as well as bringing the updated performance score in line with measured and simulated values of the shade recovery benefit of distributed PV power electronics. Also, due to the emergence of new technologies including sub-module embedded power electronics, the shading method has been extended to include power electronics that operate at a finer granularity than the module level. An update to the method is proposed to account for these emerging technologies that respond to shading differently than module-level devices. The partial shading test remains a repeatable test procedure that attempts to simulate shading situations as would be experienced by typical residential or commercial rooftop photovoltaic (PV) systems. Performance data for multiple products tested using this method are discussed, based on equipment from Enphase, Solar Edge, Maxim Integrated and SMA. In general, the annual recovery of shading losses from the module-level electronics evaluated is 25-35%, with the major difference between different trials being related to the number of parallel strings in the test installation rather than differences between the equipment tested.

    In 1992, The National Renewable Energy Laboratory (NREL) released the 1961-1990 National Solar Radiation Data Base (NSRDB), a 30-year set of hourly solar radiation data. In April 2003, NREL convened a meeting of experts to investigate issues concerning a proposed update of the NSRDB. The panel determined that an important difficulty posed by the update was the shift from manual to automated cloud observations at National Weather Service stations in the United States. The solar model used in the original NSRDB relied heavily on the methodology and resolution of the manual cloud observations. The meeting participants recommended that NREL produce a plan for creating an update using currently available meteorological observations and satellite imagery. This paper describes current progress toward a plan for an updated NSRDB.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     The Annual Energy Review (AER) presents the Energy Information Administrations historical energy statistics. For many series, statistics are given for every year from 1949 through 2002. The statistics, expressed in either physical units or British thermal units, cover all major energy activities, including consumption, production, trade, stocks, and prices, for all major energy commodities, including fossil fuels, electricity, and renewable energy sources. Publication of this report is required under Public Law 9591 (Department of Energy Organization Act), Section 205(c), and is in keeping with responsibilities given to the Energy Information Administration (EIA) under Section 205(a)(2), which states: The Administrator shall be responsible for carrying out a central, comprehensive, and unified energy data and information program which will collect, evaluate, assemble, analyze, and disseminate data and information.... The AER is intended for use by Members of Congress, Federal and State agencies, energy analysts, and the general public. EIA welcomes suggestions from readers regarding data series in the AER and in other EIA publications.
